    This graphic illustrates a parabolic dish of mirrors directs and concentrates sunlight onto a central engine that produces electricity. The solar concentrator, or dish, gathers the solar energy coming directly from the sun. The resulting beam of concentrated sunlight is reflected onto a thermal receiver that collects the solar heat. The dish is mounted on a structure that tracks the sun continuously throughout the day to reflect the highest percentage of sunlight possible onto the thermal receiver.

    This graphic illustrates linear concentrating solar power (CSP) collectors that capture the sun's energy with large mirrors that reflect and focus the sunlight onto a linear receiver tube. The receiver contains a fluid that is heated by the sunlight and then used to create superheated steam that spins a turbine that drives a generator to produce electricity. Alternatively, steam can be generated directly in the solar field, eliminating the need for costly heat exchangers. In a parabolic trough system, the receiver tube is positioned along the focal line of each parabola-shaped reflector.

The Department of Energy recognizes the authority of state and local governments to manage energy programs on their own. Therefore, emphasis has been given to government organizations on both the national and state level that influence, formulate, or administer policies affecting energy production, distribution, and use, or that provide information of interest to consumers and non-specialists.     Gasification can be an attractive option for converting a variety of petroleum feedstocks to chemicals. Natural gas is commonly sued to produce acetic acid, isocyanates, plastics, and fibers. But low-cost, bottom-of-the-barrel feeds, such as vacuum resid, petroleum coke, and asphaltenes, also can be used. In any case, gasification products include synthesis gas, carbon monoxide, hydrogen, steam, carbon dioxide, and power. The more a gasification facility is integrated with utilities and other non-core operations of a production complex, the more economical the products are for all consumers. The paper discusses gasification of natural gas, light hydrocarbons (ethane, propanes, and butanes), and heavy hydrocarbons (distillates, heavy residues, asphalts, coals, petroleum coke). The paper then describes a Texas City Gasification Project, which gasifies methane to produce carbon monoxide, hydrogen, and alcohol. The plant is integrated with a cogeneration plant. Economics are discussed.

    A companion paper presented at this conference described the design of a Radioisotope Thermophotovoltaic (RTPV) Generator for an illustrative space mission (Pluto Fast Flyby). It presented a detailed design of an integrated system consisting of a radioisotope heat source, a thermophotovoltaic converter, and an optimized heat rejection system. The present paper describes the thermal, electrical, and structural analyses which led to that optimized design, and compares the computed RTPV performance to that of a Radioisotope Thermoelectric Generator (RTG) designed for the same mission. RTPV's are of course much less mature than RTGs, but our results indicate that - when fully developed - they could result in a 60% reduction of the heat source's mass, cost, and fuel loading, a 50% reduction of generator mass, a tripling of the power system's specific power, and a quadrupling of its efficiency. The paper concludes by briefly summarizing the RTPV's current technology status and assessing its potential applicability for the PFF mission. For other power systems (e.g. RTGs), demonstrating their flight readiness for a long mission is a very time-consuming process to determine the long-term effect of temperature-induced degradation mechanisms. But for the case of the described RTPV design, the paper lists a number of factors, primarily its cold (0 to 10 degrees C) converter temperature, that may greatly reduce the need for long-term tests to demonstrate generator lifetime. In any event, our analytical results suggest that the RTPV generator, when developed by DOE and/or NASA, would be quite valuable not only for the Pluto mission but also for other future missions requiring small, long-lived, low mass generators.     In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    This report describes a computer program for drawing crystal structure illustrations. Ball-and-stick type illustrations of a quality suitable for publication are produced with either spheres or thermal-motion probability ellipsoids on the atomic sites.     Renewable generation is growing at a rapid rate due to the incentives available and the aggressive renewable portfolio standard targets implemented by state governments. Distributed generation in particular is seeing the fastest growth among renewable energy projects, and is directly related to the incentives. Hawaii has the highest electricity costs in the country due to the high percentage of oil burning steam generation, and therefore has some of the highest penetration of distributed PV in the nation. The High Penetration PV project on Oahu aims to understand the effects of high penetration PV on the distribution level, to identify penetration levels creating disturbances on the circuit, and to offer mitigating solutions based on model results. Power flow models are validated using data collected from solar resources and load monitors deployed throughout the circuit. Existing interconnection methods and standards are evaluated in these emerging high penetration scenarios. A key finding is a shift in the level of detail to be considered and moving away from steady-state peak time analysis towards dynamic and time varying simulations. Each level of normal interconnection study is evaluated and enhanced to a new level of detail, allowing full understanding of each issue.

    This report presents a new economic model for the allocation of aggregate consumer expenditures on energy in the United States. Our model is based on a theory of consumer behavior involving two stages. In the first stage total expenditures are allocated between and nonenergy commodities. Allocation depends on the price of energy, prices of all nonenergy commodities, and the level of total expenditure. Total energy expenditure in the second stage is allocated among individual types of energy. The second stage allocation depends on the prices of individual types of energy and the level of total energy expenditure. Our econometric model can be applied to the generation of projection of aggregrate energy demand in the United States. Projected future energy prices, the future level and distribution of total energy expenditure, and the future demographic development of the population for projections. The model can also be used to make projections for individual consumer groups within the United States, classified by total energy expenditure and by demographic characteristics. Finally, it can be integrated into a model of energy and nonenergy expenditures to provide a complete model of aggregate consumer behavior. Our econometric model of aggregate consumer behavior can be applied to the generation of projection of demand individual types of energy and for all nonenergy commodities in the United States.

  8. Waste reduction through consumer education. Final report

    The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

    Photo- and physically-realistic techniques are often insufficient for visualization of simulation results, especially for 3D and time-varying datasets. Substantial research efforts have been dedicated to the development of non-photorealistic and illustration-inspired visualization techniques for compact and intuitive presentation of such complex datasets. While these efforts have yielded valuable visualization results, a great deal of work has been reproduced in studies as individual research groups often develop purpose-built platforms. Additionally, interoperability between illustrative visualization software is limited due to specialized processing and rendering architectures employed in different studies. In this investigation, a generalized framework for illustrative visualization is proposed, and implemented in marmotViz, a ParaView plugin, enabling its use on variety of computing platforms with various data file formats and mesh geometries. Detailed descriptions of the region-of-interest identification and feature-tracking algorithms incorporated into this tool are provided. Additionally, implementations of multiple illustrative effect algorithms are presented to demonstrate the use and flexibility of this framework. By providing a framework and useful underlying functionality, the marmotViz tool can act as a springboard for future research in the field of illustrative visualization.

    This guide deals primarily with the economics of electric utilities, although certain legal and organizational aspects of utilities are discussed. Each of the seven chapters addresses a particular facet of public-utility ratemaking. Chapter One contains a discussion of the evolution of the public-utility concept, as well as the legal and economic justification for public utilities. The second chapter sets forth an analytical economic model which provides the basis for the next four chapters. These chapters contain a detailed examination of total operating costs, the rate base, the rate of return, and the rate structure. The final chapter discusses a number of current issues regarding electric utilities, mainly factors related to fuel-adjustment costs, advertising, taxes, construction work in progress, and lifeline rates. Some of the examples used in the Guide are from particular states, such as Illinois and California. These examples are used to illustrate specific points. Consumers in other states can generalize them to their states and not change the meaning or significance of the points. 27 references, 8 tables.

    An overview of the Electric Consumers Protection Act of 1986 identifies it as the most important federal legislation dealing with hydroelectric development standards since the Federal Water Power Act of 1920. The author summarizes its major components, and identifies some of the existing and potential issues relation to its implementation. The most controversial issue is the selection of a new licensee for a project once the original licensee's term has expired. Other issues concern environmental criteria, comprehensive planning, amendments to the Public Utility Regulatory Policies Act, and enforcement procedures. The article concludes with a summary of miscellaneous provisions, including antitrust, modifications and time calculations of projects, wheeling, and other concerns.

    The paper describes the results of a DOE-sponsored design study of a radioisotope thermophotovoltaic generator (RTPV), to complement similar studies of Radioisotope Thermoelectric Generators (RTGs) and Stirling Generators (RSGs) previously published by the author. Instead of conducting a generic study, it was decided to focus the design effort by directing it at a specific illustrative space mission, Pluto Fast Flyby (PFF). That mission, under study by JPL, envisages a direct eight-year flight to Pluto (the only unexplored planet in the solar system), followed by comprehensive mapping, surface composition, and atmospheric structure measurements during a brief flyby of the planet and its moon Charon, and transmission of the recorded science data to Earth during a post-encounter cruise lasting up to one year.

    Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. The team hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, Fraunhofer conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. In light of these challenges, the team is pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

    Cooling apparatuses and methods are provided which include one or more coolant-cooled structures associated with an electronics rack, a coolant loop coupled in fluid communication with one or more passages of the coolant-cooled structure(s), one or more heat exchange units coupled to facilitate heat transfer from coolant within the coolant loop, and N controllable components associated with the coolant loop or the heat exchange unit(s), wherein N.gtoreq.1. The N controllable components facilitate circulation of coolant through the coolant loop or transfer of heat from the coolant via the heat exchange unit(s). A controller is coupled to the N controllable components, and dynamically adjusts operation of the N controllable components, based on Z input parameters and one or more specified constraints, to provide a specified cooling to the coolant-cooled structure(s), while limiting energy consumed by the N controllable components, wherein Z.gtoreq.1.
