    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    Additional variability and uncertainty increase reserve requirements. In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

  8. Reserves in western basins: Part 1, Greater Green River basin

    This study characterizes an extremely large gas resource located in low permeability, overpressured sandstone reservoirs located below 8,000 feet drill depth in the Greater Green River basin, Wyoming. Total in place resource is estimated at 1,968 Tcf. Via application of geologic, engineering and economic criteria, the portion of this resource potentially recoverable as reserves is estimated. Those volumes estimated include probable, possible and potential categories and total 33 Tcf as a mean estimate of recoverable gas for all plays considered in the basin. Five plays (formations) were included in this study and each was separately analyzed in terms of its overpressured, tight gas resource, established productive characteristics and future reserves potential based on a constant $2/Mcf wellhead gas price scenario. A scheme has been developed to break the overall resource estimate down into components that can be considered as differing technical and economic challenges that must be overcome in order to exploit such resources: in other words, to convert those resources to economically recoverable reserves. Total recoverable reserves estimates of 33 Tcf do not include the existing production from overpressured tight reservoirs in the basin. These have estimated ultimate recovery of approximately 1.6 Tcf, or a per well average recovery of 2.3 Bcf. Due to the fact that considerable pay thicknesses can be present, wells can be economic despite limited drainage areas. It is typical for significant bypassed gas to be present at inter-well locations because drainage areas are commonly less than regulatory well spacing requirements.

    This project investigates the impact of surface modification of the transparent electrode in thin film copper indium gallium selenide (CIGS) solar cells on improving the reliability. The modification with a molecular surface modifier will limit chemical exposure of the cell to water and acetic acid from the breakdown of ethylene-vinyl-acetate (EVA) encapsulants. The modification is expected to double the lifetime of the cell.

    production and combustion of ethanol and 41 % by bio-diesel. Bio-diesel also releases less air pollutants per net energy gain than ethanol. Bio-diesel has advantages over ethanol due to its lower agricultural inputs and more efficient conversion. Thus, to be a viable alternative, a bio-fuel firstly should be producible in large quantities without reducing food supplies. In this aspect, larger quantity supplies of cellulose biomass are likely viable alternatives. U. S. Congress has introduced an initiative and subsequently rolled into the basic energy package, which encourages the production of fuel from purely renewable resources, biomass. Secondly, a bio-fuel should also provide a net energy gain, have environmental benefits and be economically competitive. In this aspect, bio-diesel has advantages over ethanol. The commonwealth of Kentucky is fortunate to have a diverse and abundant supply of renewable energy resources. Both Kentucky Governor Beshear in the energy plan for Kentucky "Intelligent Energy Choices for Kentucky's Future", and Kentucky Renewable Energy Consortium, outlined strategies on developing energy in renewable, sustainable and efficient ways. Smart utilization of diversified renewable energy resources using advanced technologies developed by Kentucky public universities, and promotion of these technologies to the market place by collaboration between universities and private industry, are specially encouraged. Thus, the initially question answering Governor's strategic plan is if there is any economical way to make utilization of larger quantities of cellulose and hemicellulose for production of bio-fuels, especially bio-diesel. There are some possible options of commercially available technologies to convert cellulose based biomass energy to bio-fuels. Cellulose based biomass can be firstly gasified to obtain synthesis gas (a mixture of CO and H{sub 2}), which is followed up by being converted into liquid hydrocarbon fuels or oxygenate hydrocarbon fuel

  11. Operating Reserve Implication of Alternative Implementations of an Energy Imbalance Service on Wind Integration in the Western Interconnection: Preprint

    During the past few years, there has been significant interest in alternative ways to manage power systems over a larger effective electrical footprint. Large regional transmission organizations in the Eastern Interconnection have effectively consolidated balancing areas, achieving significant economies of scale that result in a reduction in required reserves. Conversely, in the Western Interconnection there are many balancing areas, which will result in challenges if there is significant wind and solar energy development in the region. A recent proposal to the Western Electricity Coordinating Council suggests a regional energy imbalance service (EIS). To evaluate this EIS, a number of analyses are in process or are planned. This paper describes one part of an analysis of the EIS's implication on operating reserves under several alternative scenarios of the market footprint and participation. We improve on the operating reserves method utilized in the Eastern Wind Integration and Transmission Study and apply this modified approach to data from the Western Wind and Solar Integration Study.

  12. Joint environmental assessment for western NPR-1 3-dimensional seismic project at Naval Petroleum Reserve No. 1, Kern County, California

    The Department of Energy (DOE), in conjunction with the Bureau of Land Management (BLM), has prepared an Environmental Assessment (DOE/EA-1124) to identify and evaluate the potential environmental impacts of the proposed geophysical seismic survey on and adjacent to the Naval Petroleum Reserve No.1 (NPR-1), located approximately 35 miles west of Bakersfield, California. NPR-1 is jointly owned and operated by the federal government and Chevron U.S.A. Production Company. The federal government owns about 78 percent of NPR-1, while Chevron owns the remaining 22 percent. The government`s interest is under the jurisdiction of DOE, which has contracted with Bechtel Petroleum Operations, Inc. (BPOI) for the operation and management of the reserve. The 3-dimensional seismic survey would take place on NPR-1 lands and on public and private lands adjacent to NPR-1. This project would involve lands owned by BLM, California Department of Fish and Game (CDFG), California Energy Commission (CEC), The Nature Conservancy, the Center for Natural Lands Management, oil companies (Chevron, Texaco, and Mobil), and several private individuals. The proposed action is designed to provide seismic data for the analysis of the subsurface geology extant in western NPR-1 with the goal of better defining the commercial limits of a currently producing reservoir (Northwest Stevens) and three prospective hydrocarbon bearing zones: the {open_quotes}A Fan{close_quotes} in Section 7R, the 19R Structure in Section 19R, and the 13Z Structure in Section 13Z. Interpreting the data is expected to provide NPR-1 owners with more accurate locations of structural highs, faults, and pinchouts to maximize the recovery of the available hydrocarbon resources in western NPR-1. Completion of this project is expected to increase NPR-1 recoverable reserves, and reduce the risks and costs associated with further exploration and development in the area.

Total in-place resource is estimated at 395.5 Tcf. Via application of geologic, engineering and economic criteria, the portion of this resource potentially recoverable as reserves is estimated. Those volumes estimated include probable, possible and potential categories and total 3.8 Tcf as a mean estimate of recoverable gas for all plays considered in the basin. Two plays were included in this study and each was separately analyzed in terms of its tight gas resource, established productive characteristics and future reserves potential based on a constant $2/Mcf wellhead gas price scenario. A scheme has been developed to break the overall resource estimate down into components that can be considered as differing technical and economic challenges that must be overcome in order to exploit such resources; in other words, to convert those resources to economically recoverable reserves. About 82.1% of the total evaluated resource is contained within sandstones that have extremely poor reservoir properties with permeabilities considered too low for commerciality using current frac technology.

  15. FY-09 Summary Report to the Office of Petroleum Reserves on the Western Energy Corridor Initiative Activities and Accomplishments

    To meet its programmatic obligations under the Energy Policy Act of 2005, the Office of Naval Petroleum and Shale Oil Reserves (NPSOR) has initiated the Western Energy Corridor Initiative (WECI). The WECI will implement the Unconventional Strategic Fuels Task Force recommendations for accelerating and promoting the development of domestic unconventional fuels to help meet the nations’ energy needs. The mission of the WECI is to bolster America’s future fuel security by facilitating socially and environmentally responsible development of unconventional fuels resources in the Western Energy Corridor, using sound engineering principles and science-based methods to define and assess benefits, impacts, uncertainties, and mitigation options and to resolve impediments. The Task Force proposed a three-year program in its commercialization plan. The work described herein represents work performed by Idaho National Laboratory (INL) in support of the DOE’s WECI. This effort represents an interim phase of work, designed to initiate only select portions of the initiative, limited by available funding resources within NPOSR. Specifically, the work presented here addresses what was accomplished in FY-09 with the remaining carryover (~$420K) from NPOSR FY-08 funds. It was the intent of the NPOSR program to seek additional funding for full implementation of the full scope of work; however, the original tasks were reduced in scope, terminated, or eliminated (as noted below). An effort is ongoing to obtain funding to continue the tasks initiated under this project. This study will focus on the integrated development of multiple energy resources in a carbon-neutral and environmentally acceptable manner. Emphasis will be placed on analyses of the interrelationships of various energy-resource development plans and the infrastructure, employment, training, fiscal, and economic demands placed on the region as a result of various development scenarios.   16. Influence of Permian salt dissolution on Cretaceous oil and gas entrapment and reserve potential, Denver basin, Western Nebraska

    Location and trap type of Cretaceous oil and gas fields in the D-J Fairway of Nebraska are related to the occurrence of 12 Permian salt zones. Salt distribution is controlled by the configuration of evaporate basins, truncation at a sub-Jurassic unconformity, and post-Jurassic subsurface dissolution. The Sidney Trough, which marks the eastern (regionally updip) limit of Cretaceous oil production in western Nebraska, is a rootless salt-dissolution collapse feature, whose location and origin is controlled by an abrupt linear facies change from thick, porous Lyons Sandstone to Leonardian salt. Eastward gravity-driven groundwater flow within the Lyons occurred in response to hydraulic gradient and recharge along the Front Range Uplift following Laramide orogeny. Dissolution of salt at the facies change caused collapse of overlying strata, producing fractures through which cross-formational flow occurred. Younger salts were dissolved, enhancing relief across the regional depression and subsidiary synclines. Timing of post-Jurassic dissolution influenced entrapment within D and J sandstone reservoirs. Where Early Cretaceous (pre-reservoir) dissolution occurred, structure at the D and J sandstone level is relatively simple, and stratigraphic traps predominate. Where Late Cretaceous - Tertiary (post-reservoir) dissolution occurred, structure is more complex, formation waters are more saline, oil and gas are localized on dissolution-induced anticlines, and per-well reserves are significantly higher.

    This paper considers several alternative forms of an energy imbalance market (EIM) proposed in the nonmarket areas of the Western Interconnection. The proposed EIM includes two changes in operating practices that independently reduce variability and increase access to responsive resources: balancing authority cooperation and sub-hourly dispatch. As the penetration of variable generation increases on the power system, additional interest in coordination would likely occur. Several alternative approaches could be used, but consideration of any form of coordinated unit commitment is beyond the scope of this analysis. This report examines the benefits of several possible EIM implementations--both separately and in concert.

  18. Flexibility Reserve Reductions from an Energy Imbalance Market with High Levels of Wind Energy in the Western Interconnection

    The anticipated increase in variable generation in the Western Interconnection (WI) over the next several years has raised concerns about how to maintain system balance, especially in smaller Balancing Areas (BAs). Given renewable portfolio standards in the West, it is possible that more than 50 gigawatts (GW) of wind capacity will be installed by 2020. Significant quantities of solar generation are likely to be added as well. The consequent increase in variability and uncertainty that must be managed by the conventional generation fleet and responsive load make it attractive to consider ways in which Balancing Area Authorities (BAAs) can pool their variability and response resources, thus taking advantage of geographic and temporal diversity to increase overall operational efficiency. Our analysis considers several alternative forms of an Energy Imbalance Market (EIM) that have been proposed in the non-market areas of the WI. The proposed EIM includes two changes in operating practices that independently reduce variability and increase access to responsive resources: BAA cooperation and sub-hourly dispatch. As proposed, the EIM does not consider any form of coordinated unit commitment; however, over time it is possible that BAAs would develop formal or informal coordination plans. This report examines the benefits of several possible EIM implementations, both separately and in concert.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

  3. Office of Inspector General audit report on the U.S. Department of Energy`s management of Associated Western Universities grant programs

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

Some conclusions of this presentation are: (1) Method for calculating additional reserve requirements due to wind and solar production; (2) EIM results in substantial reduction in reserves requirements and ramping demand; (3) Reduced participation reduces benefits for all but reduces the benefits to non-participants the most; (4) Full participation leads to maximum benefit across the Western Interconnection, up to 42% of total reserve requirement; and (5) Regional EIM implementations have smaller but substantial benefits.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    There is plenty of coal in Canada. The estimated coal resources are more than 360,000,000,000 tons with most of this coal located in the western provinces. The estimated minable coal reserves are more than 16,000,000,000 tons and the recoverable coal is more than 6,000,000,000 tons. The latter figure reflects the lack of current development in many coalfields. Very recent and current exploration for coal as well as for oil and gas has indicated coal resources in addition to those already estimated. Incremental additions to coal resources can be expected in northern and eastern Canada. In the latter region, more than 85 percent of the total coal resources are beneath the ocean. The main coal deposits in western Canada are very far from the large industrial markets of Ontario and Quebec. They are closer, yet still quite distant, from export ports on the Pacific Ocean. Current efforts to improve coal transportation are expected to decrease the disadvantages of the unfavorable location of the western coalfields. This will increase the coal reserves in the region as further exploration will surely follow.

    The Michigan Geological Repository for Research and Education (MGRRE), part of the Department of Geosciences at Western Michigan University (WMU) at Kalamazoo, Michigan, established MichCarb—a geological carbon sequestration resource center by: • Archiving and maintaining a current reference collection of carbon sequestration published literature • Developing statewide and site-specific digital research databases for Michigan’s deep geological formations relevant to CO2 storage, containment and potential for enhanced oil recovery • Producing maps and tables of physical properties as components of these databases • Compiling all information into a digital atlas • Conducting geologic and fluid flow modeling to address specific predictive uses of CO2 storage and enhanced oil recovery, including compiling data for geological and fluid flow models, formulating models, integrating data, and running the models; applying models to specific predictive uses of CO2 storage and enhanced oil recovery • Conducting technical research on CO2 sequestration and enhanced oil recovery through basic and applied research of characterizing Michigan oil and gas and saline reservoirs for CO2 storage potential volume, injectivity and containment. These storage reservoirs possess at least satisfactory injectivity and reliable, permanent containment resulting from associated, thick, low permeability confining layers.     The increase in domestic energy production coupled with the switch from oil and natural gas to coal as a boiler-fuel source have prompted various federal agencies to assess the potential environmental and health risks associated with coal-fired power plants. Because it has been suggested that Western coals contain more uranium than Eastern coals, particular concern has been expressed about radioactive emissions from the increasing number of power plants that burn low-sulfur Western coal. As a result, the radionuclides in coal program was established to analyze low-sulfur coal reserves in Western coal fields for radioactivity. Samples from seams of obvious commercial value were taken from 19 operating mines that represented 65% of Western coal production. Although the present study did not delve deeply into underlying causative factors, the following general conclusions were reached. Commercially exploited Western coals do not show any alarming pattern of radionuclide content and probably have lower radioactivity levels than Eastern coals. The materials that were present appeared to be in secular equilibrium in coal, and a detailed dose assessment failed to show a significant hazard associated with the combustion of Western coal. Flue gas desulfurization technology apparently has no significant impact on radionuclide availability, nor does it pose any significant radiologic health risks. This study has also shown that Western coals are not more radioactive than most soils and that most solid combustion products have emanation powers <1%, which greatly reduce dose estimates from this pathway. In summary, the current use of mined, Western coals in fossil-fueled power plants does not present any significant radiological hazard.

    Increasing penetrations of wind a solar energy are raising concerns among electric system operators because of the variability and uncertainty associated with power sources. Previous work focused on the quantification of reserves for systems with wind power. This paper presents a new methodology that allows the determination of necessary reserves for high penetrations of photovoltaic (PV) power and compares it to the wind-based methodology. The solar reserve methodology is applied to Phase 2 of the Western Wind and Solar Integration Study. A summary of the results is included.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

Salt domes along the Gulf Coast offered ideal storage. Both sweet'' and sour'' crude oil have been acquired using various purchase options. Drawdown, sale, and distribution of the oil would proceed according to guidelines set by EPCA in the event of a severe energy supply disruption. (SM)

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

    The Coal Reserves Data Base (CRDB) Program is a cooperative data base development program sponsored by the Energy Information Administration (EIA). The objective of the CRDB Program is to involve knowledgeable coal resource authorities from the major coal-bearing regions in EIA's effort to update the Nation's coal reserves data. This report describes one of two prototype studies to update State-level reserve estimates. The CRDB data are intended for use in coal supply analyses and to support analyses of policy and legislative issues. They will be available to both Government and non-Government analysts.     The Oak Ridge National Laboratory (ORNL), at the request of the California Energy Commission and the U.S. Department of Energy, is investigating opportunities for electrical load to provide the ancillary service of spinning reserve to the electric grid. The load would provide this service by stopping for a short time when there is a contingency on the grid such as a transmission line or generator outage. There is a possibility that a significant portion of the California Independent System Operator's (CAISO's) spinning reserve requirement could be supplied from the California Department of Water Resources (CDWR) pumping load. Spinning reserve has never been supplied from load before, and rule changes would be needed to allow it. In this report, we are presenting technical findings on the possibility of supplying spinning reserve from pumping system load. In parallel, we are pursuing the needed rule changes with the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), the Western Electricity Coordinating Council (WECC), and the CAISO. NERC and FERC have agreed that they have no prohibition against supplying spinning reserve from load. The WECC Minimum Operability Reliability Criteria working group has agreed that the concept should be considered, and they are presently discussing the needed tariff and rule changes. Presently, spinning reserve is provided by generation that is actually spinning but is operating at low power levels and can be ramped up quickly to provide reserve power. In a sense, this is an inefficient and environmentally unfriendly way of providing reserves because it requires the generator to operate at a low power level that may be inefficient and may discharge more pollutants per kW than operating at rated power. It would be better if this generation capacity were in a position to bid into the energy market. Providing an additional supply of spinning reserve would tend to reduce prices for both

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports.     The purpose of this report is to document the methodologies used to develop the 1979 Demonstrated Reserve Base (DRB) of coal. All primary source documents used to prepare the 1979 DRB were reviewed. Using the methodologies and documentation found in the 1979 DRB published report as a guide, each of the state-level published reserve estimates were re-derived. In those cases where the estimates could not be reproduced, EIA personnel from the Eastern and Western Energy Data Offices were consulted and the differences, for the most part, were resolved. Throughout this report an attempt was made to describe the information flow that was an integral part of the DRB development. Particular attention and emphasis was given to those instances where deviations from standard, published EIA procedures were used to derive the DRB estimates. The main body of this report summarizes the methodological procedures used to develop each state reserve estimate.

    This report presents an assessment of the natural area value of eight Aquatic Natural Areas (ANAs) and seven Aquatic Reference Areas (ARAs) on the Oak Ridge Reservation (ORR) in Anderson and Roane Counties in east Tennessee. It follows a previous study in 2009 that analyzed and evaluated terrestrial natural areas on the Reservation. The purpose of both studies was to evaluate and rank those specially designated areas on the Reservation that contain sensitive species, special habitats, and natural area value. Natural areas receive special protections through established statutes, regulations, and policies. The ORR contains 33,542 acres (13,574 ha) administered by the Department of Energy. The surface waters of the Reservation range from 1st-order to 5th-order streams, but the majority of the streams recognized as ANAs and ARAs are 1st- and 2nd-order streams. East Fork Poplar Creek is a 4th-order stream and the largest watershed that drains Reservation lands. All the waters of the Reservation eventually reach the Clinch River on the southern and western boundaries of the ORR. All available information was collected, synthesized, and evaluated. Field observations were made to support and supplement the available information. Geographic information system mapping techniques were used to develop several quantitative attributes about the study areas. Narrative descriptions of each ANA and ARA and tables of numerical data were prepared. Criteria for assessment and evaluation were developed, and eight categories of factors were devised to produce a ranking system. The evaluation factors used in the ranking system were: (A) size of area, (B) percentage of watershed protected, (C) taxa present with protected status, (D) overall biotic diversity, (E) stream features, (F) water quality and use support ratings, (G) disturbance regime, and (H) other factors. Each factor was evaluated on a 5-point ranking scale (0-4), and each area received a composite score, where 32 was the

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992.     The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.
