    Describes the four near-term strategies selected by the Guam Energy Task Force during action planning workshops conducted in March 2013, and outlines the steps being taken to implement those strategies. Each strategy addresses one of the energy sectors identified in the earlier Guam strategic energy plan as being an essential component of diversifying Guam's fuel sources and reducing fossil energy consumption 20% by 2020. The four energy strategies selected are: (1) expanding public outreach on energy efficiency and conservation, (2) establishing a demand-side management revolving loan program, (3) exploring waste-to-energy options, and (4) influencing the transportation sector via anti-idling legislation, vehicle registration fees, and electric vehicles.

Each option is tied to a priority identified in the earlier draft American Samoa Strategic Energy Plan as being an essential component of reducing American Samoa'spetroleum energy consumption. The actions described for each strategy provide a roadmap to facilitate the implementation of each strategy. This document is intended to evolve along with the advancement of the projects, and will be updated to reflect progress.

    This document describes the three near-term energy strategies selected by the CNMI Energy Task Force during action planning workshops conducted in March 2013, and outlines the steps being taken to implement those strategies. The three energy strategies selected by the task force are (1) designing a demand-side management program focusing on utility, residential and commercial sectors, (2) developing an outreach and education plan focused on energy conservation in government agencies and businesses, including workplace rules, and (3) exploring waste-to-energy options. The task force also discussed several other medium- and long-term energy strategies that could be explored at a future date.

    The subject describes how the US Department of Energy Office of Energy Efficiency and Renewable Energy will help meet the US goal of returning US greenhouse gas emissions to their 1990 levels by the year 2000. On October 19, 1993, President Clinton and Vice President Gore announced the publication of the Climate Change Action Plan. The DOE Office of Energy Efficiency and Renewable Energy has a major role in implementing many of the initiatives contained in the Plan. The paper will outline the initiatives current programs, and demonstrate how once implemented, the strategy will help to stem US greenhouse gas emissions. The paper will also discuss how DOE in implementing it`s Climate Change Action Plan strategy, will work with the EPA to achieve a cost-effective strategy that will stem greenhouse gas emissions through public/private partnerships. Although the focus of this paper will be the connection between current programs and Clinton Administration`s year 2000 goal, it will also discuss a longer-term vision for reducing atmospheric concentrations of greenhouse gases beyond the year 2000.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

This CCRP pilot project was funded by the U.S. Department of Energy's Sustainability Performance Office and launched in winter 2014. The resiliency action plan begins where the previous stage of the project -- the vulnerability assessment -- ended. This report discusses resiliency options to reduce the risk of the highest risk vulnerabilities that were identified in the NREL vulnerability assessment.

    The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address contamination remaining from Manhattan Engineer District and early U.S. Atomic Energy Commission activities. The DOE Office of Legacy Management determines if a site is eligible for FUSRAP remediation and conducts long-term surveillance and maintenance activities to maintain protectiveness. Since 1997, the U.S. Army Corps of Engineers conducts site investigations and remedial action. Depending on final site conditions when remediation is completed, DOE post-closure care requirements may include inspection, environmental monitoring, management of institutional controls, records and data management, and stakeholder relations.     In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

    The Tactical Action Plan identifies and describes the Western-wide tasks and activities, existing and new, needed to fully achieve the goals in Strategic Roadmap 2024. Each activity in the TAP chart is briefly described in this document and also linked to the Critical Pathway it supports. As the TAP is a list of specific strategies and actions susceptible to changing environments and needs, the TAP will be updated more frequently as Western progresses towards its goals. The TAP is organized into seven Strategic Target Areas that serve as Western’s priorities and areas of focus for the next two to three years. These Target Areas are: Power and Transmission Related Services; Energy Infrastructure; Partnership and Innovation; Asset Management; Safety and Security; Communication; and Human Capital Management and Organization Structure. Target Areas are also used to create the agency’s annual performance targets, which measure progress and implementation of the TAP, and the status of which will be reported regularly.

  8. Energy management action plan: Developing a strategy for overcoming institutional barriers to municipal energy conservation

    Energy offices working to improve efficiency of local government facilities face not only technical tasks, but institutional barriers, such as budget structures that do not reward efficiency, a low awareness of energy issues, and purchasing procedures based only on minimizing initial cost. The bureau, in working to remove such barriers in San Francisco, has identified 37 institutional barriers in areas such as operations & maintenance, purchasing, and facility design; these barriers were then reorganized into three groupings-- policy & attitudes, budget & incentives, and awareness & information-- and mapped. This map shows that the barriers mutually reinforce each other, and that a holistic approach is required for permanent change. The city`s recreation & parks department was used as a model department, and information about facility energy use was compiled into a departmental energy review. Staff interviews showed how barriers affect conservation. The bureau then generated ideas for projects to remove specific barriers and rated them according to potential impact and the resources required to implement them. Four of the six projects selected focused on maintenance staff: a cost- sharing lighting retrofit program, a boiler efficiency program, a departmental energy tracking system, and a budgetary incentive program for conservation. The other two projects are city-wide: promotion of a new term contract supplying energy-efficient light materials, and publication/distribution of ENERGY NEWS newsletter. A general methodology, the EMAP Strategy Guide, has been created to assist other energy offices in developing EMAPs.

    This paper analyzes the correspondence between public opinion on energy issues during and immediately after the oil embargo and the energy policies acted on by Congress. The purpose of the study is to identify some of the conditions under which congruence between public opinion and public policy is likely to occur. Representatives were found to act contrary to public preferences only when they believed they were more knowledgeable than the public. In general, representatives' actions were congruent with public opinion on issues where public feeling was widespread and intense, when there was a clear majority preference, and when an interactive process had taken place involving public response to a governmental initiative. When the public was divided, representatives tended to divide, or postponed resolution of the issue. This study suggests a number of other possible conditions affecting congruence related to crisis situations, new problems, and the direction of public opinion. 20 references, 4 tables.

Initially, FUSRAP activities began with a records search for sites that had the potential to contain residual radiological contamination; 46 sites were identified that were eligible for and required remediation. Remedial action began in 1979. In 1997, Congress assigned responsibility for the remediation of FUSRAP sites to the U.S. Army Corps of Engineers (USACE). DOE retains responsibility for determining if sites are eligible for FUSRAP remediation and for providing long-term surveillance and maintenance (LTS&M) of remediated FUSRAP sites. DOE LTS&M activities are designed to ensure that FUSRAP sites remain protective of human health and the environment and to preserve knowledge regarding FUSRAP sites. Additional elements include eligibility determinations, transition of remediated sites from USACE to DOE, LTS&M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse.     This paper determines the diffusion coefficients, the constants of permeability, and solubility of hydrogen in palladium, nickel, and Armco iron under the action of low-energy gamma radiation. It was established that without radiation all of the kinetic diffusion curves of hydrogen in palladium and nickel straighten well in a functional scale. In armco iron, some deviations are observed.

    It is widely accepted that if the United States is to reduce greenhouse gas emissions it must aggressively address energy end use in the building sector. While there have been some notable but modest successes with mandatory and voluntary programs, there have also been puzzling failures to achieve expected savings. Collectively, these programs have not yet reached the majority of the building stock, nor have they yet routinely produced very large savings in individual buildings. Several trends that have the potential to change this are noteworthy: (1) the growing market interest in 'green buildings' and 'sustainable design', (2) the major professional societies (e.g. AIA, ASHRAE) have more aggressively adopted significant improvements in energy efficiency as strategic goals, e.g. targeting 'zero energy', carbon-neutral buildings by 2030. While this vision is widely accepted as desirable, unless there are significant changes to the way buildings are routinely designed, delivered and operated, zero energy buildings will remain a niche phenomenon rather than a sector-wide reality. Toward that end, a public/private coalition including the Alliance to Save Energy, LBNL, AIA, ASHRAE, USGBC and the World Business Council for Sustainable Development (WBCSD) are developing an 'action plan' for moving the U.S. commercial building sector towards zero energy performance. It addresses regional action in a national framework; integrated deployment, demonstration and R&D threads; and would focus on measurable, visible performance indicators. This paper outlines this action plan, focusing on the challenge, the key themes, and the strategies and actions leading to substantial reductions in GHG emissions by 2030.

    A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.
