    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    Correlation and depositional environments of the Upper Devonian-Lower Mississippian Price-Rockwell delta complex are well understood for units along the outcrop belt in eastern West Virginia. However, the correlation of these units with the sequence of subsurface driller's sandstones is poorly known. Furthermore, little is known concerning the relationships of the well-developed Lower Mississippian hydrocarbon-bearing strata of southern West Virginia with equivalent units to the north. Regional analysis of over 700 gamma-ray well logs, combined with study of outcrops at Rowlesburg and Caldwell, West Virginia, provides insight into the nature of the Cloyd conglomerate, and the Berea, Weir, Squaw, and Big Injun sandstones and allows the refinement of the stratigraphic succession of the Price Formation in southern West Virginia.     The legal and institutional obstacles to the development of small-scale hydroelectric in West Virginia at the state level are described. The Federal government also exercises extensive regulatory authority in the area. The introductory section examines the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and concludes with an inquiry into the practical use of the doctrine by FERC. The development of small-scale hydroelectric energy depends on the selection of a site which will produce sufficient water power capacity to make the project economically attractive to a developer. In West Virginia, the right to use the flowing waters of a stream, creek, or river is appurtenant to the ownership of the lands bordering the watercourse. The lands are known as riparian lands. The water rights are known as riparian rights. Thus, the first obstacle a developer faces involves the acquisition of riparian lands and the subsequent right to the use of the water. The water law in West Virginia is discussed in detail followed by discussions on direct and indirect regulations; continuing obligations; financial considerations; and interstate organizations.

    Paleozoic sediments of the central Appalachian lie upon a complexly deformed basement that continued to deform during the Paleozoic. In West Virginia basement is cut by an aulocogen known as the Rome trough. Seismic data reveal that the Rome Trough is an asymmetrical graben with a faulted eastern margin, and generally rotational western margin. Differential subsidence across the western margin decreases exponentially following the early Cambrian inception of the Trough. Displacement of the East Margin fault appears coupled to west-flank rotation. Minor inversion of Trough structure is also observed following the initial phase of rapid subsidence. Inversion influences local sedimentation patterns and results in minor structures that may influence hydrocarbon distribution. Regional seismic evaluation has been extended further west into Ohio to define regional scale subsidence history and local structural reactivation. Three seismic lines have been analyzed in Ohio that extend northwest from West Virginia to the Ohio COCORP line. Seismic expressions of the basement is marked by a relatively coherent reflection event. The basement faults in the distal part have similar offsets and therefore less influence on the sedimentary features. This analysis evaluates the structural affects of Coshocton zone, Cambridge Arch and Burning Spring anticline on the depositional history of Paleozoic sedimentation in Ohio.

  15. Study of public school tax revenue losses due to current tax appraisals of selected West Virginia coal lands

    The purpose of this study was 1) to compare the West Virginia State Tax Department's method of appraising coal property to the requirements of the West Virginia State Code; 2) to develop an alternative appraisal formula for West Virginia coal property, and 3) to compare the property tax revenue of identified West Virginia counties using the current appraisal formula and the formula developed through the study. A modified coal property appraisal formula was developed. The modified formula was sent to coal producing states, professional appraisers, and engineers for comments. The study then took coal property data from 12 West Virginia counties and applied the current and the modified formulas. The result of the modification applied to 12 of the 34 coal producing counties produced an additional 6.6 million dollars in tax revenue. The major conclusion was that a vast amount of tax revenue is available from property taxes but is not being collected due to the inaccurate property appraisals by the State Tax Department. Large sums of property tax revenue should be available without creating new tax laws or raising levy rates, but by following the West Virginia Code.

Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

    This report discusses the data collection and analysis procedures used to establish criteria for geologic and engineering studies conducted by BDM to select a general area for more detailed study and a specific site for the drilling of a cooperative well with an industry partner, the Consolidated Natural Gas Development Company (CNGD). The results of detailed geologic studies are presented for two areas in Calhoun County, West Virginia, and one area along the Logan-Boone County line in West Virginia. The effects of Appalachian Basin tectonics and the Rome Trough Rift system were identified on seismic lines made available by (CNGD). These helped to identify and define the trapping mechanisms which had been effective in each area. Engineering analyses of past production histories provided data to support selection of target areas and then to select a specific site that met the project requirements for production, reservoir pressure, and risk. A final site was selected in Lee District at the southwestern margin of the Sand Ridge gas field based on the combination of a geologic trapping mechanism and reservoir pressures which were projected as 580 psi with a stress ratio of 0.53.

    Static mechanical properties and sonic velocities were determined on each of four members of the Devonian shale from Columbia Gas Transmission's well 20403, Huntington, West Virginia. Extensile strength at 100 to 700 MPa confining pressure, both parallel and perpendicular to bedding. The project: (1) employed the petroleum system approach to understand the geologic controls of hydrocarbons; (2) attempted to characterize the P-T parameters driving petroleum evolution; (3) attempted to obtain more quantitative definitions of reservoir architecture and identify new traps; (4) is worked with USGS and industry partners to develop new play concepts and geophysical log standards for subsurface correlation; and (5) geochemically characterized the hydrocarbons (cooperatively with USGS). Third-year results include: All project milestones have been met and addressed. We also have disseminated this research and related information through presentations at professional meetings, convening a major workshop in August 2003, and the publication of results. Our work in geophysical log correlation in the Middle Ordovician units is bearing fruit in recognition that the criteria developed locally in Tennessee and southern Kentucky are more extendible than anticipated earlier. We have identified a major 60 mi-long structure in the western part of the Valley and Ridge thrust belt that has been successfully tested by a local independent and is now producing commercial amounts of hydrocarbons. If this structure is productive along strike, it will be one of the largest producing structures in the Appalachians. We are completing a more quantitative structural reconstruction of the Valley and Ridge and Cumberland Plateau than has been made before. This should yield major dividends in future exploration in the southern Appalachian basin. Our work in mapping, retrodeformation, and modeling of the Sevier basin is a major component of the understanding of the Ordovician petroleum system in this region. Prior to our undertaking this project, this system was the least understood in the Appalachian basin. This project, in contrast to many if not most programs undertaken in DOE laboratories, has a major educational component wherein three Ph.D. students have been partially supported by this grant, one M.S. student partially supported, and another M.S. student fully supported by the project. These students will be well prepared for professional careers in the oil and gas industry.

    Bird and bat fatalities from wind energy projects are an environmental and public concern, with post-construction fatalities sometimes differing from predictions. Siting facilities in this context can be a challenge. In March 2012 the U.S. Fish and Wildlife Service (USFWS) released Land-based Wind Energy Guidelines to assess collision fatalities and other potential impacts to species of concern and their habitats to aid in siting and management. The Guidelines recommend a tiered approach for assessing risk to wildlife, including a preliminary site evaluation that may evaluate alternative sites, a site characterization, field studies to document wildlife and habitat and to predict project impacts, post construction studies to estimate impacts, and other post construction studies. We applied the tiered assessment framework to a case study site, the Mount Storm Wind Energy Facility in Grant County, West Virginia, USA, to demonstrate the use of the USFWS assessment approach, to indicate how the use of a tiered assessment framework might have altered outputs of wildlife assessments previously undertaken for the case study site, and to assess benefits of a tiered ecological assessment framework for siting wind energy facilities. The conclusions of this tiered assessment for birds are similar to those of previous environmental assessments for Mount Storm. This assessment found risk to individual migratory tree-roosting bats that was not emphasized in previous preconstruction assessments. Differences compared to previous environmental assessments are more related to knowledge accrued in the past 10 years rather than to the tiered structure of the Guidelines. Benefits of the tiered assessment framework include good communication among stakeholders, clear decision points, a standard assessment trajectory, narrowing the list of species of concern, improving study protocols, promoting consideration of population-level effects, promoting adaptive management through post-construction assessment and mitigation, and sharing information that can be used in other assessments.

    This summary presents a detailed characterization of the Devonian Shale occurrence in the EGSP-West Virginia No. 7 well. Information provided includes a stratigraphic summary and lithiology and fracture analyses resulting from detailed core examinations and geophysical log interpretations at the EGSP Core Laboratory. Plane of weakness orientations stemming from a program of physical properties testing at Michigan Technological University are also summarized; the results of physical properties testing are dealt with in detail in the accompanying report. The data presented was obtained from the study of approximately 533 feet of core retrieved from a well drilled in Wetzel county of north-central West Virginia.

    The Industrial Assessment Center (IAC) program at West Virginia University (WVU), which is funded by the Industrial Technologies Program (ITP) in the U.S. Department of Energys (DOE) Office of Energy Efficiency and Renewable Energy (EERE), has provided a unique opportunity to enhance efficient energy utilization in small to medium-sized manufacturers. It has also provided training to engineering students in the identification and analysis of efficient energy use in each aspect of the manufacturing process and associated supporting elements. The outcomes of the IAC Program at WVU have assisted the manufacturers and the students in having a heightened sensitivity to industrial energy conservation, waste reduction, and productivity improvement, as well as a better understanding of the technical aspects of manufacturing processes and the supporting elements through which efficient energy utilization can be enhanced. The IAC at WVU has conducted 101 energy assessments from 2002 until 2006. The focus of the industrial assessments has been on energy savings. It has been the IACs interest to strongly focus on energy savings and on waste minimization and productivity improvements that strictly have an impact on energy. The IAC at WVU was selected as the Center of the year in 2005 from amongst 26 centers and has obtained a ranking within the top 5 in the previous few years. From 2002 to 2006, the total recommended energy savings produced by the IAC at WVU is 1,214,414 MMBtu, of which the electricity accounts for 93,826,067 kWh (equivalent to 320,226 MMBtu) and natural gas for 871,743 MMBtu. The balance is accounted for in savings in other fuels, mainly coal and wood. This results in an average recommended energy savings of 928,971 kWh from electricity and 8,631 MMBtu from natural gas per facility. The total CO2 emissions saved from 2002 to 2006 is 154,462 tons, with an average of 1,529.3 tons per facility. The average recommended energy cost savings per facility is $135,036. The overall implementation rate of the assessment recommendations is 60.6% for the 101 industrial assessments conducted since 2002. The implemented recommendations resulted in total energy savings of 62,328,006 kWh from electricity, 295,241 MMBtu from natural gas, and 43,593 MMBtu from other fuels, totaling 551,557 MMBtu. The average implemented energy savings per industrial facility is 5,461 MMBtu and the average implemented energy cost savings is $ 59,879. The average implemented energy and productivity cost savings exceeds the program average of $ 60,000 per assessment. The IAC at WVU has produced a variety of energy efficiency recommendations in areas of industrial energy consumption such as Boilers and Steam systems (19), Air Compressors (15), HVAC (4), Chillers (12), Furnaces and Ovens (17), Motors (8), Lighting (20), Insulation (3), CHP and Cogeneration (4), and Process Equipment (7). The project has benefited the public by enabling the reduction of CO2 emissions by 89,726 tons due to the implemented energy saving recommendations at 101 small and medium sized manufacturing facilities. Since CO2 is a green house gas, its reduction will improve the quality of the environment significantly. The reduction in operating costs for the manufacturing facilities in terms of energy cost savings will increase the manufacturing facilities profits and improve their competitive edge, thus causing possible expansion in the manufacturing activities, leading to increase in good paying jobs.

    We used data from a survey of 16493 West Virginians merged with county-level coal production and other covariates to investigate the relations between health indicators and residential proximity to coal mining. Results of hierarchical analyses indicated that high levels of coal production were associated with worse adjusted health status and with higher rates of cardiopulmonary disease, chronic obstructive pulmonary disease, hypertension, lung disease, and kidney disease. Research is recommended to ascertain the mechanisms, magnitude, and consequences of a community coal-mining exposure effect.

    In response to a request from the International Brotherhood of Teamsters, Chauffeurs, Warehousemen, and Helpers of America, a study was conducted of possible hazardous working conditions at MAP International (SIC-3296), Fairmont, West Virginia. The facility manufactured fibrous-glass for thermal and acoustical insulation. Personal breathing zone samples and area air samples were taken and analyzed for exposure to fibrous-glass (14808607), formaldehyde (50000), phenol (108952), ammonia (7664417), and organic vapors. The levels detected were all below allowable standards. Workers were not following recommended safety and health procedures prescribed in the Material Safety Data Sheets for the materials they were using. The medical questionnaires indicated workers were experiencing symptoms consistent with exposure to fibrous-glass and the materials used in its production. Eye irritation, upper respiratory irritation, skin irritation, chronic cough, and shortness of breath were demonstrated. The author recommends specific measures to reduce exposures and improve work practices.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for West Virginia homeowners. Moving to either the 2009 or 2012 IECC from the 2006 IECC is cost effective over a 30-year life cycle. On average, West Virginia homeowners will save $1,996 over 30 years under the 2009 IECC, with savings still higher at $7,301 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $135 for the 2009 IECC and $480 for the 2012 IECC.

    This report discusses the detailed field operations in drilling, casing, completing, and stimulating the Hunter Bennett No. 3997 well located in Lee District, Calhoun County West Virginia. The project was designed and managed by BDM in cooperation with CNG Development Company. The well was spudded on November 9, 1990, and drilling was completed on December 14, 1990. The well was drilled on an average asmuth of 312 degrees with a total horizontal displacement of 2459 feet. The well was turned to a 90 degree inclination from the vertical over a measured course length of 1216 feet. Approximately 1381 feet of the well had an inclination higher than 86 degrees, while 2179 feet had an inclination greater than 62 degrees. The well was partitioned into five zones for stimulation purposes. Each zone is a little more than 300 feet long. The well was stimulated with nitrogen gas in zones one and two. Early production results are encouraging. The BDM/CNGD horizontal well averaged 147 mcfd of gas over the first week of production and, in week five, began to produce oil at a rate of about 2 bbl/day.

  11. Graduate Automotive Technology Education (GATE) Program: Center of Automotive Technology Excellence in Advanced Hybrid Vehicle Technology at West Virginia University

    This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. As a result, WVU has now completed three programs in hybrid transit bus emissions characterization, and WVU faculty are leading the Transportation Research Board effort to define life cycle costs for hybrid transit buses. Research and enrollment records show that approximately 100 graduate students have benefited substantially from the hybrid vehicle GATE program at WVU.

  12. Health-hazard evaluation report MHETA 89-009-1990, Consolidation Coal Company, Humphrey No. 7 Mine, Pentress, West Virginia

    An evaluation was made of worker exposure to hydraulic fluid used on the longwall-mining operations at Consolidated Coal Company's Humphrey Number 7 Mine, Pentress, West Virginia. Employees were complaining of headache, eye and throat irritation, congestion, and cough. A particular emulsion oil, Solcenic-3A, was used with water in the mine's hydraulic roof-support system. An analysis of the oil indicated the presence of methyl-isobutyl-carbinol (MIBC), dipropylene glycol, and paraffin hydrocarbons. Personal breathing-zone samples for MIBC were collected from all workers on the longwall mining operation during the two days of the visit. All the analysis indicated concentrations of MIBC below the limit of quantification, which was 0.6 parts per million for an 8 hour sample. These levels were well below the exposure recommendations of the Mine Safety and Health Administration. Exposure to MIBC may be occurring through skin contact with oil through hydraulic line leaks, accidents, and maintenance activity on the hydraulic machines. The report concludes that Solcenic-3A oil constituents in air did not pose a health hazard at the time of the survey.

  13. Geologic Controls of Hydrocarbon Occurrence in the Southern Appalachian Basin in Eastern Tennessee, Southwestern Virginia, Eastern Kentucky, and Southern West Virginia

    This report summarizes the first-year accomplishments of a three-year program to investigate the geologic controls of hydrocarbon occurrence in the southern Appalachian basin in eastern Tennessee, southwestern Virginia, eastern Kentucky, and southern West Virginia. The project: (1) employs the petroleum system approach to understand the geologic controls of hydrocarbons; (2) attempts to characterize the T-P parameters driving petroleum evolution; (3) attempts to obtain more quantitative definitions of reservoir architecture and identify new traps; (4) is working with USGS and industry partners to develop new play concepts and geophysical log standards for subsurface correlation; and (5) is geochemically characterizing the hydrocarbons (cooperatively with USGS). First-year results include: (1) meeting specific milestones (determination of thrust movement vectors, fracture analysis, and communicating results at professional meetings and through publication). All milestones were met. Movement vectors for Valley and Ridge thrusts were confirmed to be west-directed and derived from pushing by the Blue Ridge thrust sheet, and fan about the Tennessee salient. Fracture systems developed during Paleozoic, Mesozoic, and Cenozoic to Holocene compressional and extensional tectonic events, and are more intense near faults. Presentations of first-year results were made at the Tennessee Oil and Gas Association meeting (invited) in June, 2003, at a workshop in August 2003 on geophysical logs in Ordovician rocks, and at the Eastern Section AAPG meeting in September 2003. Papers on thrust tectonics and a major prospect discovered during the first year are in press in an AAPG Memoir and published in the July 28, 2003, issue of the Oil and Gas Journal. (2) collaboration with industry and USGS partners. Several Middle Ordovician black shale samples were sent to USGS for organic carbon analysis. Mississippian and Middle Ordovician rock samples were collected by John Repetski (USGS) and RDH for conodont alteration index determination to better define regional P-T conditions. Efforts are being made to calibrate and standardize geophysical log correlation, seismic reflection data, and Ordovician lithologic signatures to better resolve subsurface stratigraphy and structure beneath the poorly explored Plateau in Tennessee and southern Kentucky. We held a successful workshop on Ordovician rocks geophysical log correlation August 7, 2003 that was cosponsored by the Appalachian PTTC, the Kentucky and Tennessee geological surveys, the Tennessee Oil and Gas Association, and small independents. Detailed field structural and stratigraphic mapping of a transect across part of the Ordovician clastic wedge in Tennessee was begun in January 2003 to assist in 3-D reconstruction of part of the southern Appalachian basin and better assess the nature of a major potential source rock assemblage. (3) Laying the groundwork through (1) and (2) to understand reservoir architecture, the petroleum systems, ancient fluid migration, and conduct 3-D analysis of the southern Appalachian basin.

  14. The Ohio River Valley CO2 Storage Project AEP Mountaineer Plant, West Virginia Numerical Simulation and Risk Assessment Report

    A series of numerical simulations of carbon dioxide (CO{sub 2}) injection were conducted as part of a program to assess the potential for geologic sequestration in deep geologic reservoirs (the Rose Run and Copper Ridge formations), at the American Electric Power (AEP) Mountaineer Power Plant outside of New Haven, West Virginia. The simulations were executed using the H{sub 2}O-CO{sub 2}-NaCl operational mode of the Subsurface Transport Over Multiple Phases (STOMP) simulator (White and Oostrom, 2006). The objective of the Rose Run formation modeling was to predict CO{sub 2} injection rates using data from the core analysis conducted on the samples. A systematic screening procedure was applied to the Ohio River Valley CO{sub 2} storage site utilizing the Features, Elements, and Processes (FEP) database for geological storage of CO{sub 2} (Savage et al., 2004). The objective of the screening was to identify potential risk categories for the long-term geological storage of CO{sub 2} at the Mountaineer Power Plant in New Haven, West Virginia. Over 130 FEPs in seven main classes were assessed for the project based on site characterization information gathered in a geological background study, testing in a deep well drilled on the site, and general site conditions. In evaluating the database, it was apparent that many of the items were not applicable to the Mountaineer site based its geologic framework and environmental setting. Nine FEPs were identified for further consideration for the site. These FEPs generally fell into categories related to variations in subsurface geology, well completion materials, and the behavior of CO{sub 2} in the subsurface. Results from the screening were used to provide guidance on injection system design, developing a monitoring program, performing reservoir simulations, and other risk assessment efforts. Initial work indicates that the significant FEPs may be accounted for by focusing the storage program on these potential issues. The screening method was also useful in identifying unnecessary items that were not significant given the site-specific geology and proposed scale of the Ohio River Valley CO{sub 2} Storage Project. Overall, the FEP database approach provides a comprehensive methodology for assessing potential risk for a practical CO{sub 2} storage application. An integrated numerical fate and transport model was developed to enable risk and consequence assessment at field scale. Results show that such an integrated modeling effort would be helpful in meeting the project objectives (such as site characterization, engineering, permitting, monitoring and closure) during different stages. A reservoir-scale numerical model was extended further to develop an integrated assessment framework which can address the risk and consequence assessment, monitoring network design and permitting guidance needs. The method was used to simulate sequestration of CO{sub 2} in moderate quantities at the Mountaineer Power Plant. Results indicate that at the relatively low injection volumes planned for pilot scale demonstration at this site, the risks involved are minor to negligible, owing to a thick, low permeability caprock and overburden zones. Such integrated modeling approaches coupled with risk and consequence assessment modeling are valuable to project implementation, permitting, monitoring as well as site closure.

    The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (??target area?), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a project or an area as one entity to optimize water use and minimize costs subject to regulatory and other constraints. It will facilitate analysis of options and tradeoffs, and will also simplify permitting and reporting to regulatory agencies. The system will help regulators study cumulative impacts of development, conserve water resources, and manage disposal options across a region. It will also allow them to track permits and monitor compliance. The public will benefit from water conservation, improved environmental performance as better system wide decisions are made, and greater supply of natural gas, with attendant lower prices, as costs are reduced and development is assisted through better planning and scheduling. Altogether, better economics and fewer barriers will facilitate recovery of the more than 300 trillion cubic feet of estimated recoverable natural gas resource in the Marcellus Shale in a manner that protects the environment.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1.     Modeled Bouger Gravity data was extracted from the Pan American Center for Earth and Environmental Studies Gravity Database of the U.S. at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was opened in an Excel spreadsheet. This spreadsheet data was then converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and gravity (in milligals). This data was then converted to grid and then contoured using ESRI Spatial Analyst.     Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

  10. Sequestration Options for the West Coast States

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

  12. Analysis of K west basin canister gas

    Gas and Liquid samples have been collected from a selection of the approximately 3,820 spent fuel storage canisters in the K West Basin. The samples were taken to characterize the contents of the gas and water in the canisters providing source term information for two subprojects of the Spent Nuclear Fuel Project (SNFP) (Fulton 1994): the K Basins Integrated Water Treatment System Subproject (Ball 1996) and the K Basins Fuel Retrieval System Subproject (Waymire 1996). The barrels of ten canisters were sampled for gas and liquid in 1995, and 50 canisters were sampled in a second campaign in 1996. The analysis results from the first campaign have been reported (Trimble 1995a, 1995b, 1996a, 1996b). The analysis results from the second campaign liquid samples have been documented (Trimble and Welsh 1997; Trimble 1997). This report documents the results for the gas samples from the second campaign and evaluates all gas data in terms of expected releases when opening the canisters for SNFP activities. The fuel storage canisters consist of two closed and sealed barrels, each with a gas trap. The barrels are attached at a trunion to make a canister, but are otherwise independent (Figure 1). Each barrel contains up to seven N Reactor fuel element assemblies. A gas space of nitrogen was established in the top 2.2 to 2.5 inches (5.6 to 6.4 cm) of each barrel. Many of the fuel elements were damaged allowing the metallic uranium fuel to be corroded by the canister water. The corrosion releases fission products and generates hydrogen gas. The released gas mixes with the gas-space gas and excess gas passes through the gas trap into the basin water. The canister design does not allow canister water to be exchanged with basin water.
