    Guide to the student-designed houses, ten contests, exhibits, and workshops of the U.S. Department of Energy 2011 Solar Decathlon, held in Washington, D.C., from September 23 through October 2, 2011. Teams of college students designed and built the solar-powered houses on display here. They represent 13 U.S. states, five countries, and four continents. Now the teams are rising to the challenge by competing in 10 contests over nine days, with the championship trophy on the line. This is their time to shine. The 2011 teams may share a common goal - to design and build the best energy-efficient house powered by the sun - but their strategies are different. One house is made of precast concrete, while another 'dances' in response to its environment. Another house is meant to sit atop a building, proving the sky's the limit for energy innovation. Whatever your idea of sustainable living may be, you are bound to find it at the Solar Decathlon.

    This environmental baseline survey (EBS) report documents the baseline environmental conditions of five land parcels located near the U.S. Department of Energy?s (DOE?s) East Tennessee Technology Park (ETTP), including West Black Oak Ridge, East Black Oak Ridge, McKinney Ridge, West Pine Ridge, and Parcel 21d. Preparation of this report included the detailed search of federal government records, title documents, aerial photos that may reflect prior uses, and visual inspections of the property and adjacent properties. Interviews with current employees involved in, or familiar with, operations on the real property were also conducted to identify any areas on the property where hazardous substances and petroleum products, or their derivatives, and acutely hazardous wastes may have been released or disposed. In addition, a search was made of reasonably obtainable federal, state, and local government records of each adjacent facility where there has been a release of any hazardous substance or any petroleum product or their derivatives, including aviation fuel and motor oil, and which is likely to cause or contribute to a release of any hazardous substance or any petroleum product or its derivatives, including aviation fuel or motor oil, on the real property. A radiological survey and soil/sediment sampling was conducted to assess baseline conditions of Parcel 21d that were not addressed by the soils-only no-further-investigation (NFI) reports. Groundwater sampling was also conducted to support a Parcel 21d decision. Based on available data West Black Oak Ridge, East Black Oak Ridge, McKinney Ridge, and West Pine Ridge are not impacted by site operations and are not subject to actions per the Federal Facility Agreement (FFA). This determination is supported by visual inspections, records searches and interviews, groundwater conceptual modeling, approved NFI reports, analytical data, and risk analysis results.     In 1989, the Oak Ridge Reservation (ORR), which includes the East Tennessee Technology Park (ETTP), was placed on the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) National Priorities List. The Federal Facility Agreement (FFA) (DOE 1992), effective January 1, 1992, now governs environmental restoration activities conducted under CERCLA at the ORR. Following signing of the FFA, U.S. Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), and the state of Tennessee signed the Oak Ridge Accelerated Cleanup Plan Agreement on June 18, 2002. The purpose of this agreement is to define a streamlined decision-making process to facilitate the accelerated implementation of cleanup, resolve ORR milestone issues, and establish future actions necessary to complete the accelerated cleanup plan by the end of fiscal year 2008. While the FFA continues to serve as the overall regulatory framework for remediation, the Accelerated Cleanup Plan Agreement supplements existing requirements to streamline the decision-making process. Decontamination and decommissioning (D&D) activities of Bldg. K-25, the original gaseous diffusion facility, is being conducted by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. The planned CERCLA action covering disposal of building structure and remaining components from the K-25 building is scheduled as a non-time-critical CERCLA action as part of DOE's continuous risk reduction strategy for ETTP. The K-25 building is proposed for D&D because of its poor physical condition and the expense of surveillance and maintenance activities. The K-25/K-27 D&D Project proposes to dispose of the commingled waste listed below from the K-25 west side building structure and remaining components and process gas equipment and piping at the Environmental Management Waste Management Facility (EMWMF) under waste disposal proxy lot (WPXL) 6.999: (1) Building structure (e.g. concrete floors [excluding basement slab

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Plans to demolish and remediate the Pilot Plant complex in the Edgewood Area of Aberdeen Proving Ground have served to initiate a series of nonintrusive, environmental-geophysical studies. The studies are assisting in the location and identification of pipes, tanks, trenches, and liquid waste in the subsurface. Multiple databases have been integrated to provide support for detection of underground utilities and to determine the stratigraphy and lithology of the subsurface. The studies were conducted within the double security fence and exterior to the double fence, down gradient toward the west branch of Canal Creek. To determine if contaminants found in the creek were associated with the Pilot Plant, both the east and west banks were included in the study area. Magnetic, conductivity, inductive emf, and ground-penetrating-radar anomalies outline buried pipes, trenches, and various pieces of hardware associated with building activities. Ground-penetrating-radar imagery also defines a paleovalley cut 30 ft into Potomac Group sediments of Cretaceous age. The paleovalley crosses the site between Building E5654 and the Pilot Plant fence. The valley is environmentally significant because it may control the pathways of contaminants. The Pilot Plant complex was used to manufacture CC2 Impregnite and incapacitating agents; it also served as a production facility for nerve agents.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     Geothermal effluent from the Oregon Institute of Technology campus and Merle West Medical Center has been discharged to an open drainage ditch adjacent to the City's College Industrial Park since 1964. Over the past few years there has been increasing concern for conservation and preservation of the geothermal aquifers in Klamath Falls, Oregon. An effective way of improving the energy utilization is to cascade the approximately 130/sup 0/F effluent for heating buildings in the industrial park and disposal of the effluent in an existing injection well. An aquifer stress test was performed using the 1500 foot well in the industrial park. Based on the specific capacity, data indicate that the well is capable of accepting an injection rate of at least 700 gpm of the thermal effluent. A plume of degraded water will develop down-gradient of the well. However, the plume is expected to bypass nearby water supply wells and will have no impact on OIT and MWMC space heating wells.
