    Woodside is the operator of the North West Shelf Project Australia's biggest ever resource undertaking (participants - Woodside, BHP, BP, Chevron, MIMI, Shell). Major gas and condensate discoveries in the early 1970s at North Rankin, Goodwyn and Angel saw the birth of the project. The delivery of natural gas to Western Australia commenced in 1984 over a 1500km onshore pipeline, with export of LNG to eight power and gas utilities in Japan, commencing in 1989. The project delivered its 500th LNG cargo in 1995. The North Rankin and Goodwyn facilities are world class. North Rankin A is one of the biggest gas production platforms in the world, with a production capacity of more than 1800 MMscf/d. North Rankin A lies offshore in 130m of water and is connected via a 135km pipeline to the Burrup, Peninsula LNG plant and gas facility, near Dampier, Western Australia. Goodwyn A has a production capacity of over 800 MMscf/d and up to 130,000 b/d condensate. Condensate and gas are exported to North Rankin A via a 23km subsea pipeline. The Goodwyn A platform was commissioned in February, 1995. Oil production from the nearby Wanaea and Cossack fields, discovered in 1989, is planned to commence in November, 1995 at 100,000b/d. Production is via subsea well completions tied back to an FPSO facility located over Wanaea. Woodside is actively exploring to increase reserves. A 3D seismic programme covering some 27202 km is being used to identify further oil and gas prospects. The Perseus-1 well, drilled in 1995 based on the 3D data, discovered a major gas accumulation in the graben between North Rankin and Goodwyn. A 770[sup 2] km 3D seismic survey was recently acquired to follow up the exciting Laminaria-1 oil discovery. Laminaria is located in 350m of water, and some 500km northwest from Darwin. These recent discoveries combined with the commissioning of existing fields, signals a new phase of major growth for Woodside.

    Petroleum, coal, and hydropower resources are found, in varying degrees, throughout the Americas. Struggling to maintain or achieve energy self-sufficiency, many North and South American countries are undertaking major projects to develop these, and other, energy sources. This volume, Volume 3 is a compilation of official US government intelligence reports examining the development projects and energy trends in 12 countries of North and South America: Argentina, Bolivia, Brazil, Canada, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, the United States and Venezuela. The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans. Plans in the Americas call for exploiting oil and gas where possible, and making major efforts to develop sources such as coal and hydropower that can be alternatives to imported petroleum. 33 references, 1 figure, 73 tables.

    The LNG complex, one of the most important natural resource developments ever undertaken in Australia, will provide a major new export industry for the country. It is based on vast hydrocarbon resources, primarily natural gas, discovered in the early 1970s on the North West Continental Shelf. The project consists of the North Rankin A gas drilling and production platform, a 70-mile subsea pipeline carrying the gas to shore, a domestic gas plant and three LNG trains. A second drilling and production platform, to be located in the Goodwyn field about 23 km from the North Rankin A platform, is now in the development stages. The complex is detailed in this paper.

Full text of publication follows: Implementation of the comprehensive de-licensing process for the West Jefferson North (WJN) facility was documented through the Final Certification of Completion. The Final Certification of Completion summarizes the performance and results of the final status surveys of the affected and unaffected areas of the West Jefferson North (WJN) site as part of the completion of the Columbus Closure Project (CCP). Final status survey processes adhered to the requirements of the 'Radiological Characterization and Final Status Plan for Battelle Columbus Laboratories Decommissioning Project, West Jefferson Site' DD-97-02, Rev. 0 (hereinafter DD-97-02), as reflecting the requirements of draft NUREG 5849. Surveys were performed throughout the decommissioning and remediation activities performed at the WJN and documented in Final Status Survey Reports (FSSR). Throughout the project, the CCP activity engaged the oversight of the US Department of Energy (DOE), the Battelle Memorial Institute (BMI), and the Environmental Survey and Site Assessment Program (ESSAP) of the Oak Ridge Institute for Science and Education (ORISE). The ESSAP of the ORISE fulfilled the Independent Verification Contractor (IVC) role for the CCP under contract to the Oak Ridge Office of the DOE. The US Nuclear Regulatory Commission (NRC) also performed independent review of the in-process final status surveys. The FSSR, in conjunction with the IVC Letter Reports and the NRC inspection reports, document that the endpoint criteria objectives of the NRC-approved Decommissioning Plan have been met for WJN site as covered by the CCP.   13. Kootenay Lake Fertilization Experiment, Year 15 (North Arm) and Year 3 (South Arm) (2006) Report

    This report summarizes results from the fifteenth year (2006) of nutrient additions to the North Arm of Kootenay Lake and three years of nutrient additions to the South Arm. Experimental fertilization of the lake has been conducted using an adaptive management approach in an effort to restore lake productivity lost as a result of nutrient uptake in upstream reservoirs. The primary objective of the experiment is to restore kokanee (Oncorhynchus nerka) populations, which are the main food source for Gerrard rainbow trout (Oncorhynchus mykiss) and bull trout (Salvelinus confluentus). The quantity of agricultural grade liquid fertilizer (10-34-0, ammonium polyphosphate and 28-0-0, urea ammonium nitrate) added to the North Arm in 2006 was 44.7 tonnes of P and 248.4 tonnes of N. The total fertilizer load added to the South Arm was 257 tonnes of nitrogen; no P was added. Kootenay Lake has an area of 395 km{sup 2}, a maximum depth of 150 m, a mean depth of 94 m, and a water renewal time of approximately two years. Kootenay Lake is a monomictic lake, generally mixing from late fall to early spring and stratifying during the summer. Surface water temperatures generally exceed 20 C for only a few weeks in July. Results of oxygen profiles were similar to previous years with the lake being well oxygenated from the surface to the bottom depths at all stations. Similar to past years, Secchi disc measurements at all stations in 2006 indicate a typical seasonal pattern of decreasing depths associated with the spring phytoplankton bloom, followed by increasing depths as the bloom gradually decreases by the late summer and fall. Total phosphorus (TP) ranged from 2-7 {micro}g/L and tended to decrease as summer advanced. Over the sampling season dissolved inorganic nitrogen (DIN) concentrations decreased, with the decline corresponding to nitrate (the dominant component of DIN) being utilized by phytoplankton during summer stratification. Owing to the importance of epilimnetic nitrate that is required for optimal phytoplankton growth discrete depth water sampling occurred in 2006 to measure more accurately changes in the nitrate concentrations. As expected there was a seasonal decline in nitrate concentrations, thus supporting the strategy of increasing the nitrogen loading in both arms. These in-season changes emphasize the need for an adaptive management approach to ensure the nitrogen to phosphorus (N:P) ratio does not decrease below 15:1 (weight:weight) during the fertilizer application period. Phytoplankton composition determined from the integrated samples (0-20m) was dominated by diatoms, followed by cryptophytes and chrysophytes. The contribution of cryptophytes to total biomass was higher in 2006 than in 2005. Cryptophytes, considered being edible biomass for zooplankton and Daphnia spp., increased in 2006. Phytoplankton in the discrete depth samples (2, 5, 10, 15 and 20m) demonstrated a clear north to south gradient in average phytoplankton density and biomass among the three stations sampled, with highest values at the North Arm station (KLF 2) and lowest values in the most southern station in the South Arm (KLF 7). Populations were dominated by flagellates at all stations and depths in June and July, then dominated by diatoms in August and September in the North and South arms of the lake. There were no large bluegreen (cyanobacteria) populations in either arm of the lake in 2006. Seasonal average zooplankton abundance and biomass in both the main body of the lake and in the West Arm increased in 2006 compared to 2005. Zooplankton density was numerically dominated by copepods and biomass was dominated by Daphnia spp. The annual average mysid biomass data at deep stations indicated that the North Arm of Kootenay Lake was more productive than the South Arm in 2006. Mysid densities increased through the summer and declined in the winter; mean whole lake values remain within prefertilization densities.     In this paper the application of remote sensing image processing and GIS techniques in monitoring and managing coastal areas is proposed. The methodology has been applied to South-West Sardinia Coast where the environment is endangered by industrial plants and other human activities. The area is characterized by the presence of many submarine springs aligned along coastal cliffs. Water quality parameters (chlorophyll, suspended sediments and temperature) spatial and temporal variations, have been studied using Landsat TM images. Particularly, in this paper are reported the results referred to sea surface thermal gradients, considered as one of the main water quality index. Thermal gradients have been mapped in order to outline water circulation, thermal pollution and presence and distribution of submarine springs. Furthermore, a GIS approach of relating mono and multitemporal TM data with ground referenced information on industrial plants characteristics and distribution has been applied.

  16. THE STELLAR NUMBER DENSITY DISTRIBUTION IN THE LOCAL SOLAR NEIGHBORHOOD IS NORTH-SOUTH ASYMMETRIC

    We study the number density distribution of a sample of K and M dwarf stars, matched north and south of the Galactic plane within a distance of 2 kpc from the Sun, using observations from the Ninth Data Release of the Sloan Digital Sky Survey. We determine distances using the photometric parallax method, and in this context systematic effects exist which could potentially impact the determination of the number density profile with height from the Galactic planeand ultimately affect a number density north-south asymmetry. They include: (1) the calibration of the various photometric parallax relations, (2) the ability to separate dwarfs from giants in our sample, (3) the role of stellar population differences such as age and metallicity, (4) the ability to determine the offset of the Sun from the Galactic plane, and (5) the correction for reddening from dust in the Galactic plane, though our stars are at high Galactic latitudes. We find the various analyzed systematic effects to have a negligible impact on our observed asymmetry, and using a new and larger sample of stars we confirm and refine the earlier discovery of Widrow et al. of a significant Galactic north-south asymmetry in the stellar number density distribution.

  18. Risk assessment of drain valve failure in the K-West basin south loadout pit

    The drain valve located in the bottom of the K-West Basin South Loadout Pit (SLOP) could provide an additional leak path from the K Basins if the drain valve were damaged during construction, installation, or operation of the cask loading system. For the K-West Basin SLOP the immersion pail support structure (IPSS) has already been installed, but the immersion pail has not been installed in the IPSS. The objective of this analysis is to evaluate the risk of damaging the drain valve during the remaining installation activities or operation of the cask loading system. Valve damage, as used in this analysis, does not necessarily imply large amounts of the water will be released quickly from the basin, rather valve damage implies that the valve's integrity has been compromised. The analysis process is a risk-based uncertainty analysis where best engineering judgement is used to represent each variable in the analysis. The uncertainty associated with each variable is represented by a probability distribution. The uncertainty is propagated through the analysis by Monte Carlo convolution techniques. The corresponding results are developed as a probability distribution and the risk is expressed in terms of the corresponding complementary cumulative distribution function (''risk curve''). The total risk is the area under the ''risk curve''. The risk of potentially dropping a cask into or on the IPSS and damaging the drain valve is approximately 1 x 10{sup -4} to 2 x 10{sup -5} per year. The risk of objects falling behind the IPSS and damaging the valve is 3 x 10{sup -2} to 6 x 10{sup -3} per year. Both risks are expressed as drain value failure frequencies. The risk of objects falling behind the IPSS and damaging the valve can be significantly reduced by an impact limiter and/or installing a gating or plate over the area bounded by the back of the IPSS and the wall of the SLOP. With either of these actions there is a 90 percent confidence that the frequency of drain valve failure would be less than 1 x 10{sup -6} per year.

    Seismic profiles have indicated to the US Geological Survey that an unconventional seal, created by gas hydrates that form in near-bottom sediments, may provide gas traps in continental slopes and rises offshore North and South Carolina. The most frequently cited evidence for the presence of gas hydrate in ocean sediments is the observation of a seismic reflection event that occurs about 1/2 s below and parallel with the seafloor. If gas-hydrate traps do exist, they will occur at very shallow sub-bottom depths of about 1600 ft (500m). Exploration of such traps will probably take place in the federally controlled Blake Ridge area off the coast of South Carolina where seismic data suggest a high incidence of gas hydrates. However, drilling through the gas-hydrate-cemented layer may require new engineering techniques for sealing the casing.

    We report the results of a statistical analysis performed with the four foreground-cleaned Planck maps by means of a suitably defined local-variance estimator. Our analysis shows a clear dipolar structure in Planck's variance map pointing in the direction (l,b)?(220,-32), thus consistent with the North-South asymmetry phenomenon. Surprisingly, and contrary to previous findings, removing the CMB quadrupole and octopole makes the asymmetry stronger. Our results show a maximal statistical significance, of 98.1% CL, in the scales ranging from ?=4 to ?=500. Additionally, through exhaustive analyses of the four foreground-cleaned and individual frequency Planck maps, we find unlikely that residual foregrounds could be causing this dipole variance asymmetry. Moreover, we find that the dipole gets lower amplitudes for larger masks, evidencing that most of the contribution to the variance dipole comes from a region near the galactic plane. Finally, our results are robust against different foreground cleaning procedures, different Planck masks, pixelization parameters, and the addition of inhomogeneous real noise.

    A team from ORAU's Independent Environmental Assessment and Verification Program performed verification survey activities on the South Test Tower and four Hazardous Waste Storage Lockers. Scan data collected by ORAU determined that both the alpha and alpha-plus-beta activity was representative of radiological background conditions. The count rate distribution showed no outliers that would be indicative of alpha or alpha-plus-beta count rates in excess of background. It is the opinion of ORAU that independent verification data collected support the site?s conclusions that the South Tower and Lockers sufficiently meet the site criteria for release to recycle and reuse.

    The north-south asymmetry for cosmic-ray particles was measured with one instrument of the PAMELA satellite-borne experiment in the period June 2006-May 2009. The analysis has been performed by two independent methods: by comparing the count rates in regions with identical geomagnetic conditions and by comparing the experimental distribution of particle directions with the simulated distribution that would be in the case of an isotropic particle flux. The dependences of the asymmetry on energy release in the PAMELA calorimeter and on time have been constructed. The asymmetry (N{sub n} - N{sub s})/(N{sub n} + N{sub s}) is 0.06 {+-} 0.004 at the threshold energy release in the calorimeter and gradually decreases with increasing energy release. The observed effect is shown to be produced by electrons in the energy range 10-100 GeV.

    Ground Magnetic Data for west-central Colorado Modeled ground magnetic data was extracted from the Pan American Center for Earth and Environmental Studies database at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was then imported into an Excel spreadsheet. This spreadsheet data was converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and magnetic field strength in nano-Teslas. This point shapefile was then interpolated to an ESRI grid using an inverse-distance weighting method, using ESRI Spatial Analyst. The grid was used to create a contour map of magnetic field strength. This dataset includes the raw spreadsheet data, an ESRI point shapefile showing magnetic sample locations and magnetic field strength, and an ESRI line shapefile showing magnetic contours.     Approximately 2.2 million internally displaced persons (''IDPs'') in Darfur are living in dense camps scattered in arid areas with low fuelwood productivity. Unsustainable harvesting of fuelwood by the IDPs has created ever increasing zones of denudation, that now (in November 2005) have reached several kilometers from the camp boundaries. Leaving the safety of the camps to fetch fuelwood from farther and farther away imposes great risk and hardship on the IDP women. Three different metal fuel efficient stove (''FES'') designs were tested in Darfur IDP camps for their suitability to substantially reduce the fuelwood needs of IDPs. The mud-and-dung ''ITDG'' stoves being promoted under the current FES program were also examined and tested. A modified design of the ITDG mud-and-dung stove, ''Avi'', was developed, built and tested. Systematic informal surveys of IDP households were undertaken in North and South Darfur to understand the household parameters related to family size, food, fuel, cooking habits, cooking pots, expenditure on fuel, and preferences related to alternative ways to spend time/money if fuel could be saved. Surveys found that a significant fraction of families are missing meals for lack of fuel (50% in South Darfur, and 90% in the North Darfur camps visited by the mission). About 60% of women in South Darfur, and about 90% of women in North Darfur camps purchase fuelwood. Selling some of the food rations to purchase fuel to cook meals was significant (40%) in South Darfur and has become common (80%) in North Darfur. The LBNL mission found that two of the metal stoves and the mud-and-dung Avi can significantly reduce fuelwood consumption using the same fuel, pot, cooking methods, and food ingredients used by Darfur IDPs. The most suitable design for Darfur conditions would be a modified ''Tara'' stove. With training of the cooks in tending the fire, this stove can save 50% fuel for the IDPs. The stove costs less than $10 (US) to produce in Darfur, and saves fuelwood worth $160 annually at local market prices. For programmatic and administrative reasons, the LBNL mission do not recommend a mud-and-dung stove, for which control of quality and dimensional accuracy is expensive and cumbersome to administer, particularly in a rapid large rollout effort. A light metal stove, on the other hand, can be rapidly produced in large numbers locally in Darfur, with good quality control exercised on the material and dimensions of the stoves right at the workshop where it is produced. LBNL mission also recommends immediate trials of 50 Tara stoves in a pilot technical rollout, 500 Tara stoves in a pilot social rollout, in parallel with a technical effort to modify the Tara design to make it better suited for Darfur camp conditions. The mission also recommends a program for manufacturing, disseminating the metal stoves, and educating the IDPs in fuel-efficient cooking practices. Monitoring of the stove quality, dissemination effort and training should be an integral part of the program, with systematic summaries planned with 10,000, 50,000 and 100,000 stoves have been disseminated. In the above pilot rollouts as well as in the final implementation, it is important to continue to pay attention to training of the cooks in tending the cooking fire in the stoves, and offer continued social reinforcement to this training (e.g., through periodic competitions to cook normal meals with the least fuelwood use.)

    The GMS countries, supported by the Asian Development Bank, have adopted a holistic, multidimensional approach to strengthen infrastructural linkages and facilitate cross border trade through (i) the establishment of a trans-boundary road connecting two economic nodes across marginalised areas, followed by 2) facilitation of environmentally and socially sound investments in these newly connected areas as a means to develop livelihoods. The North-South Economic Corridor is currently in its second phase of development, with investment opportunities to be laid out in the NSEC Strategy and Action Plan (SAP). It targets the ecologically and culturally sensitive border area between PR China's Yunnan Province, Northern Lao PDR, and Thailand. A trans-boundary, cross-sectoral Strategic Environmental Assessment was conducted to support the respective governments in assessing potential environmental and social impacts, developing alternatives and mitigation options, and feeding the findings back into the SAP writing process. Given the spatial dimension of corridor development-both with regard to opportunities and risks-particular emphasis was put in the application of spatial modelling tools to help geographically locate and quantify impacts as a means to guide interventions and set priorities.

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    West Chester University is launching a comprehensive transformation of its campus heating and cooling systems from traditional fossil fuels (coal, oil and natural gas) to geothermal. This change will significantly decrease the institution's carbon footprint and serve as a national model for green campus efforts. The institution is in the process of designing and implementing this project to build well fields, a pumping station and install connecting piping to provide the geothermal heat/cooling source for campus buildings. This project addresses the US Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) goal to invest in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil. In addition, this project advances EERE's efforts to establish geothermal energy as an economically competitive contributor to the US energy supply. For this grant, WCU will extend piping for its geo-exchange system. The work involves excavation of a trench approximately 8 feet wide and 10-12 feet deep located about 30 feet north of the curb along the north side of West Rosedale for a distance of approximately 1,300 feet. The trench will then turn north for the remaining distance (60 feet) to connect into the mechanical room in the basement of the Francis Harvey Green Library. This project will include crossing South Church Street near its intersection with West Rosedale, which will involve coordination with the Borough of West Chester. After installation of the piping, the trench will be backfilled and the surface restored to grass as it is now. Because the trench will run along a heavily-used portion of the campus, it will be accomplished in sections to minimize disruption to the campus as much as possible.

    This report focuses on interpretation of gravity and new magnetic data west of the Nevada Test Site (NTS) and within the northwestern part of NTS. The interpretations integrate the gravity and magnetic data with other geophysical, geological, and rock property data to put constraints on tectonic and magmatic features not exposed at the surface. West of NTS, where drill hole information is absent, these geophysical data provide the best available information on the subsurface. Interpreted subsurface features include calderas, intrusions, basalt flows and volcanoes, Tertiary basins, structurally high pre-Tertiary rocks, and fault zones. New features revealed by this study include (1) a north-south buried tectonic fault east of Oasis Mountain, which the authors call the Hogback fault; (2) an east striking fault or accommodation zone along the south side of Oasis Valley basin, which they call the Hot Springs fault; (3) a NNE striking structural zone coinciding with the western margins of the caldera complexes; (4) regional magnetic highs that probably represent a thick sequence of Tertiary volcanic rocks; and (5) two probable buried calderas that may be related to the tuffs of Tolicha Peak and of Sleeping Butte, respectively.

    This EA will evaluate the potential environmental impacts from a proposal by South Carolina Military Department (SCMD) to permit the use of 750 acres at SRS for military training exercises and permanent facilities to support training. This proposal, if implemented, would further the purposes of the Memorandum of Understanding between the U.S. Department of the Army and DOE concerning the Use of SRS Lands for Military Training Activities, signed in 2007. SCMD has requested permitting two tracts of land, one near B-Area and one west of L-Lake and north of South Carolina Route 125, to establish facilities for military training purposes. SCMD does not propose to conduct live-fire training or to use tracked vehicles at SRS.

    This musical composition was created from data of microbes (bacteria, algae and other microorganisms) sampled in the English Channel. Argonne National Laboratory biologist Peter Larsen created the songs as a unique way to present and comprehend large datasets. More details: All of the data in this composition derives from twelve observed time points collected at monthly intervals at the L4 Station during 2007. The composition is composed of seven choruses. Each chorus has the same chord progression of 12 measures each in which chords are derived from monthly measures of temperature and chlorophyll A concentrations. The first and last chorus melodies are environmental parameter data as in 'Blues for Elle'. The melody in each of the second through sixth chorus is generated from the relative abundances of one of the five most common microbial taxa: Rickettsiales, Rhodobacteriales, Flavobacteriales, Cyanobactera, and Pseudomondales.     To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

    The Atmospheric Radiation Measurement (ARM) Program is the largest global change research program supported by the U.S. Department of Energy. The primary goal of the ARM Program is to improve the treatment of cloud and radiation physics in global climate models in order to improve the climate simulation capabilities of these models. To achieve this goal, ARM scientists and researchers around the world use continuous data obtained through the ARM Climate Research Facility. ARM maintains four major, permanent sites for data collection and deploys the ARM Mobile Facility to other sites as determined. The North Slope of Alaska (NSA) site is a permanent site providing data about cloud and radiative processes at high latitudes. These data are being used to refine models and parameterizations as they relate to the Arctic. Centered at Barrow and extending to the south (to the vicinity of Atqasuk), west (to the vicinity of Wainwright), and east (towards Oliktok), the NSA site has become a focal point for atmospheric and ecological research activity on the North Slope. Approximately 300,000 NSA data sets from 1993 to the present reside in the ARM Archive at http://www.archive.arm.gov/. Users will need to register for a password, but all files are then free for viewing or downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    Correlation and depositional environments of the Upper Devonian-Lower Mississippian Price-Rockwell delta complex are well understood for units along the outcrop belt in eastern West Virginia. However, the correlation of these units with the sequence of subsurface driller's sandstones is poorly known. Furthermore, little is known concerning the relationships of the well-developed Lower Mississippian hydrocarbon-bearing strata of southern West Virginia with equivalent units to the north. Regional analysis of over 700 gamma-ray well logs, combined with study of outcrops at Rowlesburg and Caldwell, West Virginia, provides insight into the nature of the Cloyd conglomerate, and the Berea, Weir, Squaw, and Big Injun sandstones and allows the refinement of the stratigraphic succession of the Price Formation in southern West Virginia. New members listed herein are as of yet information, pending publication of description of type sections from the Caldwell outcrop.

    The Cameroon Volcanic Line (CVL) is a major geologic feature that cuts across Cameroon from the south west to the north east. It is a unique volcanic lineament which has both an oceanic and a continental sector and consists of a chain of Tertiary to Recent, generally alkaline volcanoes stretching from the Atlantic island of Pagalu to the interior of the African continent. The oceanic sector includes the islands of Bioko (formerly Fernando Po) and Sao Tome and Principe while the continental sector includes the Etinde, Cameroon, Manengouba, Bamboutos, Oku and Mandara mountains, as well as the Adamawa and Biu Plateaus. In addition to the CVL, three other major tectonic features characterize the region: the Benue Trough located northwest of the CVL, the Central African Shear Zone (CASZ), trending N70 degrees E, roughly parallel to the CVL, and the Congo Craton in southern Cameroon. The origin of the CVL is still the subject of considerable debate, with both plume and non-plume models invoked by many authors (e.g., Deruelle et al., 2007; Ngako et al, 2006; Ritsema and Allen, 2003; Burke, 2001; Ebinger and Sleep, 1998; Lee et al, 1994; Dorbath et al., 1986; Fairhead and Binks, 1991; King and Ritsema, 2000; Reusch et al., 2010). Crustal structure beneath Cameroon has been investigated previously using active (Stuart et al, 1985) and passive (Dorbath et al., 1986; Tabod, 1991; Tabod et al, 1992; Plomerova et al, 1993) source seismic data, revealing a crust about 33 km thick at the south-western end of the continental portion of the CVL (Tabod, 1991) and the Adamawa Plateau, and thinner crust (23 km thick) beneath the Garoua Rift in the north (Stuart et al, 1985) (Figure 1). Estimates of crustal thickness obtained using gravity data show similar variations between the Garoua rift, Adamawa Plateau, and southern part of the CVL (Poudjom et al., 1995; Nnange et al., 2000). In this study, we investigate further crustal structure beneath the CVL and the adjacent regions in Cameroon using 1-D shear wave velocity models obtained from the joint inversion of Rayleigh wave group velocities and P-receiver functions for 32 broadband seismic stations. From the 1-D shear wave velocity models, we obtain new insights into the composition and structure of the crust and upper mantle across Cameroon. After briefly reviewing the geological framework of Cameroon, we describe the data and the joint inversion method, and then interpret variations in crustal structure found beneath Cameroon in terms of the tectonic history of the region.

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

  4. DEVELOPMENT OF SHALLOW VISCOUS OIL RESERVES IN NORTH SLOPE

    North Slope of Alaska has huge oil deposits in heavy oil reservoirs such as Ugnu, West Sak and Shrader Bluff etc. The viscosity of the last two reservoir oils vary from {approx}30 cp to {approx}3000 cp and the amount in the range of 10-20 billion barrels. High oil viscosity and low formation strength impose problems to high recovery and well productivity. Water-alternate-gas injection processes can be effective for the lower viscosity end of these deposits in West Sak and Shrader Bluff. Several gas streams are available in the North Slope containing NGL and CO{sub 2} (a greenhouse gas). The goal of this research is to develop tools to find optimum solvent, injection schedule and well-architecture for a WAG process in North Slope shallow sand viscous oil reservoirs. In the last quarter, we have developed streamline generation and convection subroutines for miscible gas injection. The WAG injection algorithms are being developed. We formulated a four-phase relative permeability model based on two-phase relative permeabilities. The new relative permeability formulations are being incorporated into the simulator. Wettabilities and relative permeabilities are being measured. Plans for the next quarter includes modeling of WAG injection in streamline based simulation, relative permeability studies with cores, incorporation of complex well-architecture.

    The North Central atlas assimilates six collections of wind resource data: one for the region and one for each of the five states that compose the North Central region (Iowa, Minnesota, Nebraska, North Dakota, and South Dakota). At the state level, features of the climate, topography and wind resource are discussed in greater detail than is provided in the regional discussion, and that data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and international wind speed and power, and hourly average wind speed for each season. Other graphs present speed direction and duration frequencies of the wind at these locations.

    The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     This report presents the results of a mineral survey of the North Algodones Dunes Wilderness Study Area (CDCA-360), California Desert Conservation Area, Imperial County, California. The potential for undiscovered base and precious metals, and sand and gravel within the North Algodones Dunes Wilderness Study Area is low. The study area has a moderate potential for geothermal energy. One small sand-free area between the Coachella Canal and the west edge of the dune field would probably be the only feasible exploration site for geothermal energy. The study area has a moderate to high potential for the occurrence of undiscovered gas/condensate within the underlying rocks. 21 refs.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively. Conceptual design, system characteristics, economic analysis, and development plans are detailed. (WHK)

Plane of weakness orientations stemming from a program of physical properties testing at Michigan Technological University are also summarized; the results of physical properties testing are dealt with in detail in the accompanying report. The data presented was obtained from the study of approximately 533 feet of core retrieved from a well drilled in Wetzel county of north-central West Virginia.

    Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

  2. Sellafield's Role in the Socio-Economic Development of West Cumbria - 12459

    It would be hard to imagine what West Cumbria, a remote area in the North West of England, would look like without the huge Sellafield nuclear complex. The site is owned by the Nuclear Decommissioning Authority (NDA) and managed by Nuclear Management Partners (NMP), an international private partnership consisting of URS from the United States of America, AMEC from the UK and AREVA from France. Today some 10,000 people work at Sellafield with many more employed through the site's supply chain, a large percentage of which is located directly in West Cumbria. The Government, through the NDA, has committed around pounds 1.5 billion a year for the next three years as we at NMP bring our vast global expertise and experience to deliver substantial improvements to the clean-up mission there. Of this total budget, more than Pounds 800 million a year is spent in that supply chain and around 30 percent of that goes directly to firms in West Cumbria. But the dependency on the nuclear industry is immense and, with the site now entering an extensive decommissioning programme, the threats to jobs, and therefore the local economy, is severe. While Sellafield provides wealth, there are areas of deep deprivation and worklessness. Consequently, Sellafield Ltd, NMP and NDA have partnered with the local community leaders and politicians to form Britain's Energy Coast, a strategic regeneration body driving economic improvements and projects to deliver a vibrant economy for West Cumbria, long into the future. While the threats to our economy are real, the opportunities are potentially transformational. The UK is on the brink of a nuclear renaissance and, if we are successful through the Energy Coast programme, West Cumbria will become the hub, not only of the nuclear industry, but also of green energy production in the UK, with obvious benefits to our local economy. But to achieve this, Sellafield and its new owners are having to change the opportunistic ways of the past to provide a new strategic mode of socio-economic contribution to deliver a sustainable future for the local community. The results so far have been impressive, with over pounds 56 m being committed to socio-economic projects, but the long term aim is to achieve pounds 116 m investment through public/ private partnership. Sellafield is fundamental to this goal. (authors)

  6. The Triton project -- A North Sea subsea challenge

    Three companies--Amerada Hess Ltd., Shell Expro (a 50/50 joint partnership between Shell and Esso) and Texaco--have joined forces in a project that will combine their expertise. The Triton project will allow three fields (Bittern, Guillemot West and Gullemot Northwest) to be developed simultaneously using subsea technology, with the wellheads on the seafloor and 68 miles (110 km) of flowlines taking oil and gas produced from the fields to a central floating production storage and offloading (FPSO) vessel. These fields are located in the central area of the North Sea, about 118 miles from Aberdeen in 295 ft of water. The paper discusses the development of the fields, subsea technology, technical challenges, laying the pipeline, and project completion.

    New subsea technology, horizontal drilling, and the existing North Sea infrastructure allowed BP Exploration Operating Co. ltd. to develop the Newsham field, a small 1967 gas discovery. Estimated originally in place recoverable reserves are 1.36 billion cu m (48 bcf). The development is in 30 m of water (98 ft) and the subsea well is tied-back to the West Sole pipeline system. The development included: converting a mudline suspension system to a subsea wellhead; deploying a horizontal subsea tree; producing gas from a subsea wellhead; deploying the subsea tree from a jack up drilling rig; installing an over-trawlable wellhead protection structure. The paper discusses field development, design, drilling, wellhead conversion, and subsea completion.

This presentation gives a national overview of the scrap tire situation, and focuses on the Tennessee and Mid-south region. National generation rates and markets for scrap tires are discussed, and markets for scrap tires are described. The major markets identified are fuel, rubber products, and civil engineering applications. Three technologies that may have an impact on scrap tire recycling are discussed: pyrolysis, gasification, and devulcanization.

    The large and small-scale geothermal features of the North American continent and surrounding ocean areas illustrated on the new 1:5,000,000 DNAG Geothermal Map of North America are summarized. Sources for the data included on the map are given. The types of data included are heat flow sites coded by value, contours of heat flow with a color fill, areas of major groundwater effects on regional heat flow, the top-of-geopressure in the Gulf Coast region, temperature on the Dakota aquifer in the midcontinent, location of major hot springs and geothermal systems, and major center of Quaternary and Holocene volcanism. The large scale heat flow pattern that is well known for the conterminous United States and Canada of normal heat flow east of the Cordillera and generally high heat flow west of the front of the Cordillera dominates the continental portion of the map. However, details of the heat flow variations are also seen and are discussed briefly in this and the accompanying papers.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.
