    Argonne National Laboratory-West (ANL-W) has approximately 680,000 liters of raw sodium stored in facilities on site. As mandated by the State of Idaho and the US Department of Energy (DOE), this sodium must be transformed into a stable condition for land disposal. To comply with this mandate, ANL-W designed and built the Sodium Process Facility (SPF) for the processing of this sodium into a dry, sodium carbonate powder. The major portion of the sodium stored at ANL-W is radioactively contaminated. The sodium will be processed in three separate and distinct campaigns: the 290,000 liters of Fermi-1 primary sodium, the 50,000 liters of the Experimental Breeder Reactor-II (EBR-II) secondary sodium, and the 330,000 liters of the EBR-II primary sodium. The Fermi-1 and the EBR-II secondary sodium contain only low-level of radiation, while the EBR-II primary sodium has radiation levels up to 0.5 mSv (50 mrem) per hour at 1 meter. The EBR-II primary sodium will be processed last, allowing the operating experience to be gained with the less radioactive sodium prior to reacting the most radioactive sodium. The sodium carbonate will be disposed of in 270 liter barrels, four to a pallet. These barrels are square in cross-section, allowing for maximum utilization of the space on a pallet, minimizing the required landfill space required for disposal.

    Argonne National Laboratory-West and Lockheed Idaho Technologies Company have jointly participated in the Department of Energy`s (DOE) Waste Isolation Pilot Plant Experimental Test Program since 1990. A new facility at Argonne was developed to improve the effectiveness and efficiency of contact-handled transuranic mixed waste characterization and to decrease the potential for facility contamination and personnel exposures. This new facility, the Waste Characterization Area, was approved for radioactive operations in March 1994. Between April and September 1994, forty-two waste drums containing mixed debris waste were characterized to support a study being performed to evaluate volatile organic compound concentrations in the void volume headspaces of waste drums. This paper presents the results of characterization performed at Argonne, emphasizing parameters important from a facility standpoint. Specifically, information is presented on drum surface dose rate, fissile content, number and type of gas samples, volatile organic compound concentration, and facility contamination levels. Actual values are compared to enveloping conditions assumed in the safety assessment for the characterization facility. Argonne-West is one of the first DOE sites to perform detailed waste characterization under the DOE`s Transuranic Waste Characterization Program. The information presented herein could aid other storage and generator sites in developing characterization procedures and facilities.

    Surveys have shown that most of the millions of visitors to the National Air and Space Museum probably expect to see the Wright Flyer, the Spirit of St. Louis and the Apollo 11 capsule, and they are not disappointed. These surveys have also shown that visitors respond very positively to exhibitions about space exploration and astronomy. Therefore it is not surprising that our present offering 'Explore the Universe,' which opened in September 2001, has proven very popular. In the ten years of planning that went into the gallery, however, we did not presume this popularity. We well knew that an artifact-based exhibition on the history of cosmology in fact presents major challenges to our visitors, and so we sought ways to make the content accessible and exciting. My presentation at Fermilab will highlight the decisions we made, the techniques we applied, and the lessons we learned about what helps to make cosmology fascinating and understandable to the public.

    The Y-12 National Security Complex in Oak Ridge, TN has faced an ongoing challenge from mercury entrapped in soils beneath and adjacent to buildings, storm sewers, and process pipelines. Previous actions to reduce the quantity and/or mobilization of mercury-contaminated media have included plugging of building floor drains, cleaning of sediment and sludge from sumps, manholes, drain lines, and storm sewers, lining/relining of storm sewers and replacement of a portion of the storm sewer trunk line, re-routing and removal of process piping, and installation of the Central Mercury Treatment System to capture and treat contaminated sump water. Despite the success of these actions, mercury flux in the storm sewer out-falls that discharge to Upper East Fork Poplar Creek (UEFPC) continues to pose a threat to long-term water quality. A video camera survey of the storm sewer network revealed several sections of storm sewer that had large cracks, separations, swells, and accumulations of sediment/sludge and debris. The selected remedy was to clean and line the sections of storm sewer pipe that were determined to be primary contributors to the mercury flux in the storm sewer out-falls. The project, referred to as the West End Mercury Area (WEMA) Storm Sewer Remediation Project, included cleaning sediment and debris from over 2,460 meters of storm sewer pipe followed by the installation of nearly 366 meters of cure-in-place pipe (CIPP) liner. One of the greatest challenges to the success of this project was the high cost of disposal associated with the mercury-contaminated sludge and wastewater generated from the storm sewer cleaning process. A contractor designed and operated an on-site wastewater pre-treatment system that successfully reduced mercury levels in 191 cubic meters of sludge to levels that allowed it to be disposed at Nevada Nuclear Security Site (NNSS) disposal cell as a non-hazardous, low-level waste. The system was also effective at pre-treating over 1,514,000 liters of wastewater to levels that met the waste acceptance criteria for the on-site West End [wastewater] Treatment Facility (WETF). This paper describes the storm sewer cleaning and lining process and the methods used to process the mercury-contaminated sludge and wastewater, as well as several 'lessons learned' that would be relevant to any future projects involving storm sewer cleaning and debris remediation. The INL identified the thermal vacuum test chamber used to test past generators as inadequate. A second vacuum chamber was upgraded with a thermal shroud to process the unique needs and to test the full power capability of the new generator. The thermal vacuum test chamber is the first of its kind capable of testing a fueled power system to temperature that accurately simulate space.     Electrometallurgical treatment (EMT) was developed by Argonne National Laboratory (ANL) to ready sodium-bonded spent nuclear fuel for geological disposal. A demonstration of this technology was successfully completed in August 1999. EMT was used to condition irradiated EBR-II driver and blanket fuel at ANL-West.     The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

    The West Virginia State Building Code contains two options for energy efficiency requirements in one- and two-family dwellings. One is the International Code Council?s (ICC) 2000 International Energy Conservation Code (IECC) (ICC 1999a,b) (87-4-4.1.6). The second is an exception (replacement) for Chapter 11 of the ICC International Residential Code (IRC) (87-4-4.1.7). The West Virginia Energy Efficiency Program, West Virginia Development Office, has asked the U.S. Department of Energy (DOE) to compare the energy use resulting from the application of the 2000 IECC code and the IRC code, as amended by West Virginia. The Department's Pacific Northwest National Laboratory (PNNL) compared the energy use from compliance with the 2000 IECC to the exception to Chapter 11 of the IRC known as the ''Alternate Energy Code''.

    In the late 1980`s, ANL-W Management foresaw a need to provide dedicated technical support for maintenance supervisors. Maintenance supervisors were facing increased challenges to ensure all environmental, safety, and waste management regulations were followed in daily maintenance activities. This increased burden was diverting supervisory time away from on-the-job supervision. Supervisors were finding less time for their ``mentor`` roles to ensure maintenance focused on finding and correcting root causes. Additionally the traditional maintenance organization could not keep up with the explosion in predictive maintenance technologies. As a result, engineers were tasked to provide direct technical support to the maintenance organization. Today the maintenance technical support group consists of two mechanical engineers, two electrical engineers and an I&C engineer. The group provides a readily available, quick response resource for crafts people and their supervisors. They can and frequently do ask the support group for help to determine the root cause and to effect permanent fixes. Crafts and engineers work together informally to make an effective maintenance team. In addition to day-to-day problem solving, the technical support group has established several maintenance improvement programs for the site. This includes vibration analysis of rotating machinery, testing of fuel for emergency diesel generators, improving techniques for testing of high efficiency particulate air (HEPA) filters, and capacity testing of UPS and emergency diesel starting batteries. These programs have increased equipment reliability, reduced conventional routine maintenance, reduced unexpected maintenance, and improved testing accuracy. This paper will discuss the interaction of the technical support group within the maintenance department. Additionally the maintenance improvement programs will be presented along with actual cases encountered, the resolutions and lessons learned.

    --Idaho National Laboratory抯, Space Nuclear Systems and Technology Division established the resources, equipment and facilities required to provide nuclear-fueled, Radioisotope Power Systems (RPS) to Department of Energy (DOE) Customers. RPSs are designed to convert the heat generated by decay of iridium clad, 238PuO2 fuel pellets into electricity that is used to power missions in remote, harsh environments. Utilization of nuclear fuel requires adherence to governing regulations and the INL provides unique capabilities to safely fuel, test, store, transport and integrate RPSs to supply power梥upporting mission needs. Nuclear capabilities encompass RPS fueling, testing, handling, storing, transporting RPS nationally, and space vehicle integration. Activities are performed at the INL and in remote locations such as John F. Kennedy Space Center and Cape Canaveral Air Station to support space missions. This paper will focus on the facility and equipment capabilities primarily offered at the INL, Material and Fuel Complex located in a security-protected, federally owned, industrial area on the remote desert site west of Idaho Falls, ID. Nuclear and non-nuclear facilities house equipment needed to perform required activities such as general purpose heat source (GPHS) module pre-assembly and module assembly using nuclear fuel; RPS receipt and baseline electrical testing, fueling, vibration testing to simulate the launch environment, mass properties testing to measure the mass and compute the moment of inertia, electro-magnetic characterizing to determine potential consequences to the operation of vehicle or scientific instrumentation, and thermal vacuum testing to verify RPS power performance in the vacuum and cold temperatures of space.

This is a configuration space for GR; knowledge of configuration spaces is useful as regards dynamics and QM.In this Article I consider furthmore generalized configuration spaces to all levels within the conventional `equipped sets' paradigm of mathematical structure used in fundamental Theoretical Physics. This covers A) the more familiar issue of topology change in the sense of topological manifolds (tied to cobordisms), including via pinched manifolds. B) The less familiar issue of not regarding as fixed the yet deeper levels of structure: topological spaces themselves (and their metric space subcase), collections of subsets and sets. Isham has previously presented quantization schemes for a number of these. I consider some classical preliminaries for this program, aside from the most obvious (classical dynamics for each). Rather, I provide I) to all levels Relational and Background Independence criteria, which have Problem of Time facets as consequences. I demonstrate that many of these issues descend all the way down, whilst also documenting at which level the others cease to apply. II) Probability theory on configuration spaces. In fact such a stochastic treatment is how to further mathematize the hitherto fairly formal and sketchy subject of records theory (a type of formultion of quantum gravity). Along these lines I provide a number of further examples of records theories. This is in addition to Kendall's shape statistics being the example corresponding to relational mechanics models. To this example I now add 1) Cech cohomology, 2) Kendall's random sets, 3) the lattice of topologies on a fixed set. I finally consider 4) sheaves, both as a generalization of Cech cohomology and in connection to the study of stratified manifolds such as Superspace itself.

    The West Hackberry salt dome, in southwestern Louisiana, is one of four underground oil-storage facilities managed by the U. S. Department of Energy Strategic Petroleum Reserve (SPR) Program. Sandia National Laboratories, as the geotechnical advisor to the SPR, conducts site-characterization investigations and other longer-term geotechnical and engineering studies in support of the program. This report describes the conversion of two-dimensional geologic interpretations of the West Hackberry site into three-dimensional geologic models. The new models include the geometry of the salt dome, the surrounding sedimentary layers, mapped faults, and a portion of the oil storage caverns at the site. This work provides a realistic and internally consistent geologic model of the West Hackberry site that can be used in support of future work.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    We surveyed bats at 36 abandoned coal mines during summer 2002 and 47 mines during fall 2002 at New River Gorge National River and Gauley River National Recreation Area, WV. During summer, we captured three federally endangered Virginia big-eared bats at two mine entrances, and 25 were captured at 12 mine entrances during fall. These represent the first documented captures of this species at coal mines in West Virginia. Future survey efforts conducted throughout the range of the Virginia big-eared bat should include abandoned coal mines.

    In this paper we construct, and investigate some thermal properties of, the non-commutative counterpart of Rindler space, which we call $\\kappa$--Rindler space. This space is obtained by changing variables in the defining commutators of $\\kappa$--Minkowski space. We then re-derive the commutator structure of $\\kappa$--Rindler space with the help of an appropriate star product, obtained from the $\\kappa$--Minkowski one.     The different slope of the Wadati-Benioff zones oriented towards east and west is considered a main asymmetry of the Earth's globe. Under the Americas they have angles of about 30o, while under the Pacific east coasts (Asia, Japan) the angles are steeper. In the framework of plate tectonics geodynamics the cause of this difference can be identified in the tidal drag that would cause a global shift of the lithosphere towards west. But this solution has been many times criticized on the basis of the irrelevance of the tidal forces with respect to viscous friction. Instead, it is possible to show that in a different framework, in which sudden extrusions of mantle materials occur by local phase change toward a more unpacked lattice, the value of the Coriolis fictitious force can rise of several magnitude orders, becoming the main cause of the east-west asymmetry of the Wadati-Benioff zones, which might be ascribed entirely to internal causes of the planet (its rotation and geodynamics) and not to external causes ...

    The West Short Pine Hills field is a shallow gas field that produces from the Shannon Sandstone Member, on the Camp Crook anticline in southwestern Harding County, South Dakota. The Alma McCutchin 1-17 Heikkila discovery was drilled in the NW1/4, Sec. 17, T16N, R2E, to a depth of 1600 ft and completed in October 1977 for 600 MCFGD from perforations at 1405-1411 ft. To date, 40 gas wells have been completed with total estimated reserves of more than 20 bcf. The field encompasses 12,000 ac, with a current drill-site spacing unit of 160 ac. The field boundaries are fairly well defined, except on the south edge of the field. The wells range in depth from 1250 to 2200 ft, and cost $60,000-$85,000 to drill and complete. Core and log analyses indicate that the field has 70 ft of net pay, with average porosity of 30% and average permeability of 114 md. Most wells have been completed with nitrogen-sand frac. Williston Basin Interstate Pipeline Company of Bismarck, North Dakota, operates a compressor station and 2.5 mi of 4-in. line that connects the field to their 160 in. north-south transmission line to the Rapid City area. Currently, producers are netting $1.10-$1.25/million Btu. The late Mathew T. Biggs of Casper, Wyoming, was the geologist responsible for mapping and finding this gas deposit.

    West Chester University is launching a comprehensive transformation of its campus heating and cooling systems from traditional fossil fuels (coal, oil and natural gas) to geothermal. This change will significantly decrease the institution's carbon footprint and serve as a national model for green campus efforts. The institution is in the process of designing and implementing this project to build well fields, a pumping station and install connecting piping to provide the geothermal heat/cooling source for campus buildings. This project addresses the US Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) goal to invest in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil. In addition, this project advances EERE's efforts to establish geothermal energy as an economically competitive contributor to the US energy supply. For this grant, WCU will extend piping for its geo-exchange system. The work involves excavation of a trench approximately 8 feet wide and 10-12 feet deep located about 30 feet north of the curb along the north side of West Rosedale for a distance of approximately 1,300 feet. The trench will then turn north for the remaining distance (60 feet) to connect into the mechanical room in the basement of the Francis Harvey Green Library. This project will include crossing South Church Street near its intersection with West Rosedale, which will involve coordination with the Borough of West Chester. After installation of the piping, the trench will be backfilled and the surface restored to grass as it is now. Because the trench will run along a heavily-used portion of the campus, it will be accomplished in sections to minimize disruption to the campus as much as possible.

    The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas of national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.

    The specter of a west antarctic collapse has been with us for 25 years. Recently, certain official assessments concerned primarily with the future response to projected global warming have concluded that Antarctica will not cause much sea-level rise within the planning horizon of a century or so. At the same time startling new results on ice sheet (in)stability have been emerging, pointing to less stability then previously believed. Some recent results are reviewed briefly: Heinrich layers in the North Atlantic show basally lubricated surges of the Laurentide ice sheet; the west antarctic ice sheet collapsed recently; the modern west antarctic ice sheet is changing rapidly locally; the bed of ice stream B is exceptionally well lubricated by water and water-saturated soft sediments; the modern ice sheet is thinning slowly on average; a model west antarctic ice sheet undergoes rapid collapses long after forcing and probably related to penetration of warmth to the bed. 23 refs.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    In April and May 1990, Shell Petroleum Development Co. of Nigeria Ltd. awarded Noble Drilling West Africa Inc. four separate contracts to drill oil and gas wells in the inland waterways of Nigeria. The contracted rigs included a shallow water jack up, the NN-1, and three posted barges, the Gene Rosser, the Chuck Syring, and the Lewis Dugger. The jack up was built in 1978, and the three posted barges are 1980s vintage. Three of the rigs have been idle for a number of years. The Shell Nigeria contracts required major modifications to the rigs before putting them into international service. Noble replaced or refurbished all major pieces of equipment in the drilling, power, and service systems on the rigs. Rig crews serviced all other equipment. A significant amount of general service piping and electrical wiring was replaced. Each rig also required additional motor control centers to support the new drilling and mud processing equipment. Alfa-Laval waste-heat water desalination plants and new sewage treatment units were installed on all four rigs. Because of the tidal variances and high silt conditions expected in the African waterways, all engine cooling systems were converted from heat exchangers to radiators. Rotary tables were made common on all rigs at 37 1/2 in. Noble had all traveling equipment completely inspected and modified as necessary. Strict attention was paid to certification and documentation of all equipment. Safety upgrades conformed to both Shell and Noble standards. Fire and gas detection systems were installed throughout each rig. Water and foam deluge systems were installed in the wellhead areas, and new foam systems and monitors were installed on the helldecks.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from 1916 to 1959. During the early years of operation, MCW stored wastes and residues in low-lying areas west of the processing facilities and consequently some of the residuals containing radioactive materials migrated offsite to the surrounding area. Subsequently, the U.S. Department of Energy (DOE), designated for remedial action the old MCW property and several vicinity properties. Additionally, in 1984, the property at 130 West Central Ave., Maywood, New Jersey and properties in its vicinity were included as a decontamination research and development project under the DOE Formerly Utilized Sites Remedial Action Program. In 1987 and 1988, at the request of DOE, ORNL conducted a radiological survey on this property. A second radiological survey by ORNL was conducted on this property in May, 1993 at the request of DOE after an ad hoc radiological survey, requested by a new property owner and conducted by Bechtel National, Inc. (BNI), identified some contamination not previously found by ORNL. The purpose of the survey was to determine if residuals from the old MCW were present on the property, and if so, if any radiological elements present were above guidelines. A certified civil survey was requisitioned by ORNL to determine actual property boundaries before beginning the radiological survey. The radiological re-survey included a surface gamma scan and the collection of a large number of soil samples for radionuclide analyses.

    Initial investigations conducted by the U.S. Department of Energy, Chicago Operations Office, and by Argonne National Laboratory used seismic refraction profiling, electrical resistivity depth sounding, conductivity profiling, magnetic gradiometry, and ground-penetrating radar to study environmental geophysics in the area of the Battelle West Jefferson site`s radiologically contaminated retired filter beds. The investigators used a combination of nonintrusive technologies and innovative drilling techniques to assess environmental risk at the filter beds and to improve understanding of the geology of the Big Darby Creek floodplain. The geophysical investigation, which showed that the preferred groundwater pathway is associated with a laterally extensive deposit of silty sand to sand that is less than 12 ft deep in the floodplain area, also guided the location of cone penetrometer test sites and piezometer installation. Cone penetrometer testing was useful for comparing continuous logging data with surface geophysical data in establishing correlations among unconsolidated materials.

Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from 1916 to 1959. During the early years of operation, MCW stored wastes and residues in low-lying areas west of the processing facilities and consequently some of the residuals containing radioactive materials migrated offsite to the surrounding area. Subsequently, the U.S. Department of Energy (DOE) designated for remedial action the old MCW property and several vicinity properties. Additionally, in 1984, the property at 146 West Central Ave., Maywood, New Jersey and properties in its vicinity were included as a decontamination research and development project under the DOE Formerly Utilized Sites Remedial Action Program. In 1987 and 1988, at the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a radiological survey on this property. A report describing this survey was published in 1989. A second radiological survey by ORNL was conducted on this property in May 1993 at the request of DOE after an ad hoc radiological survey, requested by the property owner and conducted by Bechtel National, Inc. (BNI), identified some contamination not previously found by ORNL. The purpose of the second ORNL survey was to determine whether radioactive materials from the old MCW were present on the property, and if so, if radioactive materials present were above guidelines. A certified civil survey was requisitioned by ORNL to determine actual property boundaries before beginning the radiological re-survey. The re-survey included a surface gamma scan and the collection of a large number of soil samples for radionuclide analyses. Results of this survey demonstrated that although elevated residual thorium-232 contamination was present in a few isolated spots on the southern end of the backyard, it did not exceed DOE guidelines.

    The purpose of the Technical Safety Appraisal Program is to strengthen DOE nuclear operations by encouraging contractors to improve compliance with DOE Orders, to incorporate industry lessons learned, and to promote excellence in safety. Thus, the appraisals address more issues than would be addressed in a strictly compliance-oriented appraisal. The EBR-II is a liquid-metal-cooled fast breeder reactor. It is cooled with molten sodium metal and its chain reactors is perpetuated with very energetic (fast) neutrons. A total of 50 concerns with respect to EBR-II operations were identified. None of these were judged to require prompt or expedited action. No concerns were identified with respect to 54 of the 95 Performance Objectives considered in the appraisal. Programs in the areas of these Performance Objectives were considered adequate. One Noteworthy Practice was identified in the technical area of Maintenance.

    The result of a study on handling and shipping experience with spent fuel are described in this report. The study was performed by Pacific Northwest Laboratory (PNL) and was jointly sponsored by the US Department of Energy (DOE) and the Electric Power Research Institute (EPRI). The purpose of the study was to document the experience with handling and shipping of relatively old light-water reactor (LWR) fuel that has been in pool storage at the West Valley facility, which is at the Western New York Nuclear Service Center at West Valley, New York and operated by DOE. A subject of particular interest in the study was the behavior of corrosion product deposits (i.e., crud) deposits on spent LWR fuel after long-term pool storage; some evidence of crud loosening has been observed with fuel that was stored for extended periods at the West Valley facility and at other sites. Conclusions associated with the experience to date with old spent fuel that has been stored at the West Valley facility are presented. The conclusions are drawn from these subject areas: a general overview of the West Valley experience, handling of spent fuel, storing of spent fuel, rod consolidation, shipping of spent fuel, crud loosening, and visual inspection. A list of recommendations is provided. 61 refs., 4 figs., 5 tabs.
