    This report documents the results of the Routine Environmental Reaudit of the Argonne National Laboratory - West (ANL-W), Idaho Falls, Idaho. During this audit, the activities conducted by the audit team included reviews of internal documents and reports from previous audits and assessments; interviews with U.S. Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), State of Idaho Department of Health and Welfare (IDHW), and DOE contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted from October 11 to October 22, 1993, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). DOE 5482.113, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} established the mission of EH-24 to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment.     The Integral Fast Reactor being developed by Argonne National Laboratory (ANL) combines the advantages of metal-fueled, liquid-metal-cooled reactors and a closed fuel cycle. Presently, the Fuel Cycle Facility (FCF) at ANL-West in Idaho Falls, Idaho is being modified to recycle spent metallic fuel from Experimental Breeder Reactor II as part of a demonstration project sponsored by the Department of Energy. A key component of the FCF is the electrorefiner (ER) in which the actinides are separated from the fission products. In the electrorefining process, the metal fuel is anodically dissolved into a high-temperature molten salt and refined uranium or uranium/plutonium products are deposited at cathodes. In this report, the criticality safety strategy for the FCF ER is summarized. FCF ER operations and processes formed the basis for evaluating criticality safety and control during actinide metal fuel refining. In order to show criticality safety for the FCF ER, the reference operating conditions for the ER had to be defined. Normal operating envelopes (NOES) were then defined to bracket the important operating conditions. To keep the operating conditions within their NOES, process controls were identified that can be used to regulate the actinide forms and content within the ER. A series of operational checks were developed for each operation that wig verify the extent or success of an operation. The criticality analysis considered the ER operating conditions at their NOE values as the point of departure for credible and incredible failure modes. As a result of the analysis, FCF ER operations were found to be safe with respect to criticality.

    Since 1990, the UN Programme on Space Applications leads the United Nations Basic Space Science Initiative by contributing to the international and regional development of astronomy and space science through annual UN/ESA/NASA/JAXA workshops on basic space science, International Heliophysical Year 2007, and the International Space Weather Initiative. Space weather is the conditions on the Sun and in the solar wind, magnetosphere, ionosphere and thermosphere that can influence the performance and reliability of space-borne and ground-based technological systems and can endanger human life or health. The programme also coordinates the development of IHY/ISWI low-cost, ground-based, world-wide instrument arrays. To date, 14 world-wide instrument arrays comprising approximately 1000 instruments (GPS receivers, magnetometers, spectrometers, particle detectors) are operating in more than 71 countries.     Surveys have shown that most of the millions of visitors to the National Air and Space Museum probably expect to see the Wright Flyer, the Spirit of St. Louis and the Apollo 11 capsule, and they are not disappointed. These surveys have also shown that visitors respond very positively to exhibitions about space exploration and astronomy. Therefore it is not surprising that our present offering 'Explore the Universe,' which opened in September 2001, has proven very popular. In the ten years of planning that went into the gallery, however, we did not presume this popularity. We well knew that an artifact-based exhibition on the history of cosmology in fact presents major challenges to our visitors, and so we sought ways to make the content accessible and exciting. My presentation at Fermilab will highlight the decisions we made, the techniques we applied, and the lessons we learned about what helps to make cosmology fascinating and understandable to the public.

    As part of the Integral Fast Reactor (IFR) Project at Argonne National Laboratory West (ANL-W), it was necessary to strengthen an existing 400,000 gallon flat-bottom water storage tank to meet UCRL-15910 (currently formulated as DOE Standard DOE-STD-1020-92, Draft) high hazard natural phenomena requirements. The tank was constructed in 1988 and preliminary calculations indicated that the existing base anchorage was insufficient to prevent buckling and potential failure during a high hazard seismic event. General design criteria, including ground motion input, load combinations, etc., were based upon the requirements of UCRL-15910 for high hazard facilities. The analysis and capacity assessment criteria were based on the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the Generic Implementation Procedure developed by the Seismic Qualification Utilities Group (SQUG). Upgrade modifications, consisting of increasing the size of the foundation and installing additional anchor bolts and chairs, were necessary to increase the capacity of the tank anchorage/support system. The construction of the upgrades took place in 1992 while the tank remained in service to allow continued operation of the EBR-II reactor. The major phases of construction included the installation and testing of 144 1/14in. {times} 15in., and 366 1in. {times} 16in. epoxied concrete anchors, placement of 220 cubic yards of concrete heavily reinforced, and installation of 24 1-1/2in. {times} 60in. tank anchor bolts and chairs. A follow-up inspection of the tank interior by a diver was conducted to determine if the interior tank coating had been damaged by the chair welding. The project was completed on schedule and within budget.

    The Idaho National Laboratory (INL) is preparing to fuel and test the Advanced Stirling Radioisotope Generator (ASRG), the next generation space power generator. The INL identified the thermal vacuum test chamber used to test past generators as inadequate. A second vacuum chamber was upgraded with a thermal shroud to process the unique needs and to test the full power capability of the new generator. The thermal vacuum test chamber is the first of its kind capable of testing a fueled power system to temperature that accurately simulate space.     The Los Alamos National Laboratory Plutonium Facility at Technical Area (TA) 55 is one of a few nuclear facilities in the United States where Research & Development measurements can be performed on Safeguards Category-I (CAT-I) quantities of nuclear material. This capability allows us to incorporate measurements of CAT-IV through CAT-I materials as a component of detector characterization campaigns and training courses conducted at Los Alamos. A wider range of measurements can be supported. We will present an overview of recent measurements conducted in support of nuclear emergency response, nuclear counterterrorism, and international and domestic safeguards. This work was supported by the NNSA Office of Counterterrorism.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

    A Beaufort Sea wildcat off the tantalizing Arctic National Wildlife Refuge highlights U.S. West Coast exploration/development action this year. Targeting the same structure tapped by the only wildcat drilled on ANWR's coastal Plain, the Tenneco Oil Exploration and Production offshore well may give more clues as to the potential of North America's most prospective and most controversial untapped petroleum province. Elsewhere in Alaska, firming oil prices have spurred a modest revival in wildcatting. But a steep decline in Alaskan oil production will likely begin in the early 1990s. Burgeoning production from new platforms and expanded steamflood projects will boost California output in the next few years. Longer term prospects for Offshore California, however, remain clouded by environmental opposition to development and leasing. Elsewhere in the Far West, Shell Oil Co. has returned to Washington, ARCO is stepping up action in Oregon and independents' discovery of new pay in the Railroad Valley area is spurring renewed interest in Nevada.

    The West Virginia State Building Code contains two options for energy efficiency requirements in one- and two-family dwellings. One is the International Code Council?s (ICC) 2000 International Energy Conservation Code (IECC) (ICC 1999a,b) (87-4-4.1.6). The second is an exception (replacement) for Chapter 11 of the ICC International Residential Code (IRC) (87-4-4.1.7). The West Virginia Energy Efficiency Program, West Virginia Development Office, has asked the U.S. Department of Energy (DOE) to compare the energy use resulting from the application of the 2000 IECC code and the IRC code, as amended by West Virginia. The Department's Pacific Northwest National Laboratory (PNNL) compared the energy use from compliance with the 2000 IECC to the exception to Chapter 11 of the IRC known as the ''Alternate Energy Code''.

    In the late 1980`s, ANL-W Management foresaw a need to provide dedicated technical support for maintenance supervisors. Maintenance supervisors were facing increased challenges to ensure all environmental, safety, and waste management regulations were followed in daily maintenance activities. This increased burden was diverting supervisory time away from on-the-job supervision. Supervisors were finding less time for their ``mentor`` roles to ensure maintenance focused on finding and correcting root causes. Additionally the traditional maintenance organization could not keep up with the explosion in predictive maintenance technologies. As a result, engineers were tasked to provide direct technical support to the maintenance organization. Today the maintenance technical support group consists of two mechanical engineers, two electrical engineers and an I&C engineer. The group provides a readily available, quick response resource for crafts people and their supervisors. They can and frequently do ask the support group for help to determine the root cause and to effect permanent fixes. Crafts and engineers work together informally to make an effective maintenance team. In addition to day-to-day problem solving, the technical support group has established several maintenance improvement programs for the site. This includes vibration analysis of rotating machinery, testing of fuel for emergency diesel generators, improving techniques for testing of high efficiency particulate air (HEPA) filters, and capacity testing of UPS and emergency diesel starting batteries. These programs have increased equipment reliability, reduced conventional routine maintenance, reduced unexpected maintenance, and improved testing accuracy. This paper will discuss the interaction of the technical support group within the maintenance department. Additionally the maintenance improvement programs will be presented along with actual cases encountered, the resolutions and lessons learned.

    --Idaho National Laboratorys, Space Nuclear Systems and Technology Division established the resources, equipment and facilities required to provide nuclear-fueled, Radioisotope Power Systems (RPS) to Department of Energy (DOE) Customers. RPSs are designed to convert the heat generated by decay of iridium clad, 238PuO2 fuel pellets into electricity that is used to power missions in remote, harsh environments. Utilization of nuclear fuel requires adherence to governing regulations and the INL provides unique capabilities to safely fuel, test, store, transport and integrate RPSs to supply powersupporting mission needs. Nuclear capabilities encompass RPS fueling, testing, handling, storing, transporting RPS nationally, and space vehicle integration. Activities are performed at the INL and in remote locations such as John F. Kennedy Space Center and Cape Canaveral Air Station to support space missions. This paper will focus on the facility and equipment capabilities primarily offered at the INL, Material and Fuel Complex located in a security-protected, federally owned, industrial area on the remote desert site west of Idaho Falls, ID. Nuclear and non-nuclear facilities house equipment needed to perform required activities such as general purpose heat source (GPHS) module pre-assembly and module assembly using nuclear fuel; RPS receipt and baseline electrical testing, fueling, vibration testing to simulate the launch environment, mass properties testing to measure the mass and compute the moment of inertia, electro-magnetic characterizing to determine potential consequences to the operation of vehicle or scientific instrumentation, and thermal vacuum testing to verify RPS power performance in the vacuum and cold temperatures of space.

    Wheeler emphasized the study of Superspace - the space of 3-geometries on a spatial manifold of fixed topology. This is a configuration space for GR; knowledge of configuration spaces is useful as regards dynamics and QM.In this Article I consider furthmore generalized configuration spaces to all levels within the conventional `equipped sets' paradigm of mathematical structure used in fundamental Theoretical Physics. This covers A) the more familiar issue of topology change in the sense of topological manifolds (tied to cobordisms), including via pinched manifolds. B) The less familiar issue of not regarding as fixed the yet deeper levels of structure: topological spaces themselves (and their metric space subcase), collections of subsets and sets. Isham has previously presented quantization schemes for a number of these. I consider some classical preliminaries for this program, aside from the most obvious (classical dynamics for each). Rather, I provide I) to all levels Relational and Background Independence criteria, which have Problem of Time facets as consequences. I demonstrate that many of these issues descend all the way down, whilst also documenting at which level the others cease to apply. II) Probability theory on configuration spaces. In fact such a stochastic treatment is how to further mathematize the hitherto fairly formal and sketchy subject of records theory (a type of formultion of quantum gravity). Along these lines I provide a number of further examples of records theories. This is in addition to Kendall's shape statistics being the example corresponding to relational mechanics models. To this example I now add 1) Cech cohomology, 2) Kendall's random sets, 3) the lattice of topologies on a fixed set. I finally consider 4) sheaves, both as a generalization of Cech cohomology and in connection to the study of stratified manifolds such as Superspace itself.

    The West Hackberry salt dome, in southwestern Louisiana, is one of four underground oil-storage facilities managed by the U. S. Department of Energy Strategic Petroleum Reserve (SPR) Program. Sandia National Laboratories, as the geotechnical advisor to the SPR, conducts site-characterization investigations and other longer-term geotechnical and engineering studies in support of the program. This report describes the conversion of two-dimensional geologic interpretations of the West Hackberry site into three-dimensional geologic models. The new models include the geometry of the salt dome, the surrounding sedimentary layers, mapped faults, and a portion of the oil storage caverns at the site. This work provides a realistic and internally consistent geologic model of the West Hackberry site that can be used in support of future work.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    We surveyed bats at 36 abandoned coal mines during summer 2002 and 47 mines during fall 2002 at New River Gorge National River and Gauley River National Recreation Area, WV. During summer, we captured three federally endangered Virginia big-eared bats at two mine entrances, and 25 were captured at 12 mine entrances during fall. These represent the first documented captures of this species at coal mines in West Virginia. Future survey efforts conducted throughout the range of the Virginia big-eared bat should include abandoned coal mines.

    In this paper we construct, and investigate some thermal properties of, the non-commutative counterpart of Rindler space, which we call $\\kappa$--Rindler space. This space is obtained by changing variables in the defining commutators of $\\kappa$--Minkowski space. We then re-derive the commutator structure of $\\kappa$--Rindler space with the help of an appropriate star product, obtained from the $\\kappa$--Minkowski one. Using this star product, following the idea of Padmanabhan, we find the leading order, $1/\\kappa$ correction to the Hawking thermal spectrum.

    The different slope of the Wadati-Benioff zones oriented towards east and west is considered a main asymmetry of the Earth's globe. Under the Americas they have angles of about 30o, while under the Pacific east coasts (Asia, Japan) the angles are steeper. In the framework of plate tectonics geodynamics the cause of this difference can be identified in the tidal drag that would cause a global shift of the lithosphere towards west. But this solution has been many times criticized on the basis of the irrelevance of the tidal forces with respect to viscous friction. Instead, it is possible to show that in a different framework, in which sudden extrusions of mantle materials occur by local phase change toward a more unpacked lattice, the value of the Coriolis fictitious force can rise of several magnitude orders, becoming the main cause of the east-west asymmetry of the Wadati-Benioff zones, which might be ascribed entirely to internal causes of the planet (its rotation and geodynamics) and not to external causes ...

    The West Short Pine Hills field is a shallow gas field that produces from the Shannon Sandstone Member, on the Camp Crook anticline in southwestern Harding County, South Dakota. The Alma McCutchin 1-17 Heikkila discovery was drilled in the NW1/4, Sec. 17, T16N, R2E, to a depth of 1600 ft and completed in October 1977 for 600 MCFGD from perforations at 1405-1411 ft. To date, 40 gas wells have been completed with total estimated reserves of more than 20 bcf. The field encompasses 12,000 ac, with a current drill-site spacing unit of 160 ac. The field boundaries are fairly well defined, except on the south edge of the field. The wells range in depth from 1250 to 2200 ft, and cost $60,000-$85,000 to drill and complete. Core and log analyses indicate that the field has 70 ft of net pay, with average porosity of 30% and average permeability of 114 md. Most wells have been completed with nitrogen-sand frac. Williston Basin Interstate Pipeline Company of Bismarck, North Dakota, operates a compressor station and 2.5 mi of 4-in. line that connects the field to their 160 in. north-south transmission line to the Rapid City area. Currently, producers are netting $1.10-$1.25/million Btu. The late Mathew T. Biggs of Casper, Wyoming, was the geologist responsible for mapping and finding this gas deposit.

    The complex West Netherlands Basin contains oil and gas in Triassic and Upper Jurassic to Cretaceous clastic reservoir sequences. The understanding has always been that the Carboniferous coal measures have generated only gas and the Jurassic marine Posidonia Shale only oil. However, detailed geochemical analyses show that both source rocks have generated oil and gas. Geochemical fingerprinting established a correlation of the hydrocarbons with the main source rocks. The occurrence of these different hydrocarbons is consistent with migration routes. Map-based charge modeling shows that the main phase of hydrocarbon generation occurred prior to the Late Cretaceous inversion of the West Netherlands Basin. However, along the southwest flank of the basin and in lows between the inversion highs, significant charge continued during the Tertiary. Biodegradation of oils in Jurassic and Cretaceous reservoirs occurred during the earliest Tertiary, but only in reservoirs that were at that time at temperatures of less then 70 to 80[degrees]C, where bacteria could survive. This study shows that also in a mature hydrocarbon province an integrated hydrocarbon habitat study with modern analyses and state-of-the-art technology can lead to a much improved understanding of the distribution of oil and gas in the subsurface. The results of this study will allow a better risk assessment for remaining prospects, and an improved prediction of the type of trapped hydrocarbons in terms of gas, oil, and biodegraded oil.
