    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    Characterization of geological sinks for sequestration of CO{sub 2} in California, Nevada, Oregon, and Washington was carried out as part of Phase I of the West Coast Regional Carbon Sequestration Partnership (WESTCARB) project. Results show that there are geologic storage opportunities in the region within each of the following major technology areas: saline formations, oil and gas reservoirs, and coal beds. The work focused on sedimentary basins as the initial most-promising targets for geologic sequestration. Geographical Information System (GIS) layers showing sedimentary basins and oil, gas, and coal fields in those basins were developed. The GIS layers were attributed with information on the subsurface, including sediment thickness, presence and depth of porous and permeable sandstones, and, where available, reservoir properties. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery (EGR). The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, depending on assumptions about the fraction of the formations used and the fraction of the pore volume filled with separate-phase CO{sub 2}. Potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, based on a screening of reservoirs using depth, an API gravity cutoff, and cumulative oil produced. The cumulative production from gas reservoirs (screened by depth) suggests a CO{sub 2} storage capacity of 1.7 Gt. In Oregon and Washington, sedimentary basins along the coast also offer sequestration opportunities. Of particular interest is the Puget Trough Basin, which contains up to 1,130 m (3,700 ft) of unconsolidated sediments overlying up to 3,050 m (10,000 ft) of Tertiary sedimentary rocks. The Puget Trough Basin also contains deep coal formations, which are sequestration targets and may have potential for enhanced coal bed methane recovery (ECBM).

    A new high-resolution (0.9$^{\\circ}$x1.25$^{\\circ}$ in the horizontal) global tropospheric aerosol dataset with monthly resolution is generated using the finite-volume configuration of Community Atmosphere Model (CAM4) coupled to a bulk aerosol model and forced with recent estimates of surface emissions for the latter part of twentieth century. The surface emissions dataset is constructed from Coupled Model Inter-comparison Project (CMIP5) decadal-resolution surface emissions dataset to include REanalysis of TROpospheric chemical composition (RETRO) wildfire monthly emissions dataset. Experiments forced with the new tropospheric aerosol dataset and conducted using the spectral configuration of CAM4 with a T85 truncation (1.4$^{\\circ}$x1.4$^{\\circ}$) with prescribed twentieth century observed sea surface temperature, sea-ice and greenhouse gases reveal that variations in tropospheric aerosol levels can induce significant regional climate variability on the inter-annual timescales. Regression analyses over tropical Atlantic and Africa reveal that increasing dust aerosols can cool the North African landmass and shift convection southwards from West Africa into the Gulf of Guinea in the spring season in the simulations. Further, we find that increasing carbonaceous aerosols emanating from the southwestern African savannas can cool the region significantly and increase the marine stratocumulus cloud cover over the southeast tropical Atlantic ocean by aerosol-induced diabatic heating of the free troposphere above the low clouds. Experiments conducted with CAM4 coupled to a slab ocean model suggest that present day aerosols can shift the ITCZ southwards over the tropical Atlantic and can reduce the ocean mixed layer temperature beneath the increased marine stratocumulus clouds in the southeastern tropical Atlantic.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    In 1994 AEF signed a Cooperative Agreement with DOE to address a program called the African Power /Energy and Environmental Development Plan. The Program initially addressed five area: (1) Historical Black Colleges and Universities Energy/Environmental Program; (2) The Department of Energy and United States Private Industry Africa Program; (3) The Annual United States Energy Study Tour; (4) South African Training Program, and (5) South African Environmental Program. The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

    In April and May 1990, Shell Petroleum Development Co. of Nigeria Ltd. awarded Noble Drilling West Africa Inc. four separate contracts to drill oil and gas wells in the inland waterways of Nigeria. The contracted rigs included a shallow water jack up, the NN-1, and three posted barges, the Gene Rosser, the Chuck Syring, and the Lewis Dugger. The jack up was built in 1978, and the three posted barges are 1980s vintage. Three of the rigs have been idle for a number of years. The Shell Nigeria contracts required major modifications to the rigs before putting them into international service. Noble replaced or refurbished all major pieces of equipment in the drilling, power, and service systems on the rigs. Rig crews serviced all other equipment. A significant amount of general service piping and electrical wiring was replaced. Each rig also required additional motor control centers to support the new drilling and mud processing equipment. Alfa-Laval waste-heat water desalination plants and new sewage treatment units were installed on all four rigs. Because of the tidal variances and high silt conditions expected in the African waterways, all engine cooling systems were converted from heat exchangers to radiators. Rotary tables were made common on all rigs at 37 1/2 in. Noble had all traveling equipment completely inspected and modified as necessary. Strict attention was paid to certification and documentation of all equipment. Safety upgrades conformed to both Shell and Noble standards. Fire and gas detection systems were installed throughout each rig. Water and foam deluge systems were installed in the wellhead areas, and new foam systems and monitors were installed on the helldecks.

    The present tectonic features of the northeast African shelf margin between the Nile delta and the Gulf of Sirte are products of (1) precursory late Paleozoic basement arches, (2) early Mesozoic rifting and plate separation, and (3) Late Cretaceous structural inversion. The 250 km-wide and highly differentiated Mesozoic passive margin in the Western Desert region of Egypt is developed above a broad northwest-trending Late Carboniferous basement arch. In northeastern Libya, in contrast, the passive margin is restricted to just the northernmost Cyrenaica platform, where subsidence was extremely rapid in the Jurassic and Early Cretaceous. The boundary between the Western Desert basin and the Cyrenaica platform is controlled by the western flank of the basement arch. In the middle Cretaceous (100-90 Ma), subsidence accelerated over large areas of the Western desert, further enhancing a pattern of east-west-trending subbasins. This phase of rapid subsidence was abruptly ended about 80 Ma by the onset of structural inversion that uplifted the northern Cyrenaica shelf margin and further differentiated the Western Desert subbasin along a northeasterly trend.

    The West Virginia State Building Code contains two options for energy efficiency requirements in one- and two-family dwellings. One is the International Code Council?s (ICC) 2000 International Energy Conservation Code (IECC) (ICC 1999a,b) (87-4-4.1.6). The second is an exception (replacement) for Chapter 11 of the ICC International Residential Code (IRC) (87-4-4.1.7). The West Virginia Energy Efficiency Program, West Virginia Development Office, has asked the U.S. Department of Energy (DOE) to compare the energy use resulting from the application of the 2000 IECC code and the IRC code, as amended by West Virginia. The Department's Pacific Northwest National Laboratory (PNNL) compared the energy use from compliance with the 2000 IECC to the exception to Chapter 11 of the IRC known as the ''Alternate Energy Code''.

    Tore Supra is dedicated to long pulse operation at high power, with a record in injected energy of 1 GJ (2.8 MW 380 s) and an achieved capability of 12 MW injected power delivered by 3 RF systems: Lower Hybrid Current Drive (LHCD), Ion Cyclotron Resonance Heating (ICRH) and Electron Cyclotron Resonance Heating (ECRH). The new WEST project (W [tungsten] Environment in Steady-state Tokamak) aims at fitting Tore Supra with an actively cooled tungsten coated wall and a bulk tungsten divertor. This new device will offer to ITER a test bed for validating the relevant technologies for actively cooled metallic components, with D-shaped H-mode plasmas. For WEST operation, different scenarii able to reproduce ITER relevant conditions in terms of steady state heat loads have been identified, ranging from a high RF power scenario (15 MW, 30 s) to a high fluence scenario (10 MW, 1000 s). This paper will focus on the evolution of the RF systems required for WEST. For the ICRH system, the main issues are its ELM resilience and its CW compatibility, three new actively cooled antennas are being designed, with the aim of reducing their sensitivity to the load variations induced by ELMs. The LH system has been recently upgraded with new klystrons and the PAM antenna, the possible reshaping of the antenna mouths is presently studied for matching with the magnetic field line in the WEST configuration. For the ECRH system, the device for the poloidal movement of the mirrors of the antenna is being changed for higher accuracy and speed.

    Building America team Alliance for Residential Building Innovation (ARBI) worked with the University of California, Davis (UC Davis) and the developer partner West Village Community Partnership (WVCP) to evaluate performance on 192 student apartments completed in September, 2011 as part of Phase I of the multi-purpose West Village project. West Village, the largest planned zero net energy community in the United States. The campus neighborhood is designed to enable faculty, staff and students to affordably live near campus, take advantage of environmentally friendly transportation options, and participate fully in campus life. The aggressive energy efficiency measures that are incorporated in the design contribute to source energy reductions of 37% over the B10 Benchmark. The energy efficiency measures that are incorporated into these apartments include increased wall & attic insulation, high performance windows, high efficiency heat pumps for heating and cooling, central heat pump water heaters (HPWHs), 100% high efficacy lighting, and ENERGY STAR major appliances. Results discuss how measured energy use compares to modeling estimates over a 10 month monitoring period and includes a cost effective evaluation.

    Viral molecular epidemiology has traditionally analyzed variation in single genes. Whole genome phylogenetic analysis of 123 concatenated genes from 11 ASFV genomes, including E75, a newly sequenced virulent isolate from Spain, identified two clusters. One contained South African isolates from ticks and warthog, suggesting derivation from a sylvatic transmission cycle. The second contained isolates from West Africa and the Iberian Peninsula. Two isolates, from Kenya and Malawi, were outliers. Of the nine genomes within the clusters, seven were within p72 genotype 1. The 11 genomes sequenced comprised only 5 of the 22 p72 genotypes. Comparison of synonymous and non-synonymous mutations at the genome level identified 20 genes subject to selection pressure for diversification. A novel gene of the E75 virus evolved by the fusion of two genes within the 360 multicopy family. Comparative genomics reveals high diversity within a limited sample of the ASFV viral gene pool.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    In December 1988, the U.S. Department of Energy and the New York State Energy Research and Development Authority announced their intent to prepare a joint environmental impact statement (EIS) to evaluate alternatives for West Valley Demonstration Project (WVDP) completion and closure and/or long-term maintenance of the Western New York Nuclear Service Center (WNYNSC) in West Valley, New York. Planning was initiated for the eventual closure of the site, even though vitrification of the high-level waste (HLW) stored at the site was, at that time, a number of years in the future. West Valley Nuclear Services Company (WVNSC), the WVDP management and operations contractor, and their architect/engineer, Raytheon Nuclear Incorporated, were authorized to develop characterization studies and engineering evaluations of closure alternatives for the various facilities of the WNYNSC. This paper presents a summary of the status of that effort, including the resolution of unique problems.

    West Elk Mine recently applied for and received approval for an expansion of its mining and methane drainage operation sin Gunnison County, Colorado. The deliberation over this planned expansion among several federal agencies and other groups received considerable local press coverage. One of the key issues focused on the fate of the additional; methane that would be emitted from the mine's degasification system. This article summarizes this process, which highlights the numerous barriers that still affect many coal mine methane (CMM) project opportunities is the United states.     Electrometallurgical treatment (EMT) was developed by Argonne National Laboratory (ANL) to ready sodium-bonded spent nuclear fuel for geological disposal. A demonstration of this technology was successfully completed in August 1999. EMT was used to condition irradiated EBR-II driver and blanket fuel at ANL-West. The results of this demonstration, including the production of radioactive high-level waste forms, are presented.

    The different slope of the Wadati-Benioff zones oriented towards east and west is considered a main asymmetry of the Earth's globe. Under the Americas they have angles of about 30o, while under the Pacific east coasts (Asia, Japan) the angles are steeper. In the framework of plate tectonics geodynamics the cause of this difference can be identified in the tidal drag that would cause a global shift of the lithosphere towards west. But this solution has been many times criticized on the basis of the irrelevance of the tidal forces with respect to viscous friction. Instead, it is possible to show that in a different framework, in which sudden extrusions of mantle materials occur by local phase change toward a more unpacked lattice, the value of the Coriolis fictitious force can rise of several magnitude orders, becoming the main cause of the east-west asymmetry of the Wadati-Benioff zones, which might be ascribed entirely to internal causes of the planet (its rotation and geodynamics) and not to external causes ...

    Recent progress in seismic tomography provides the first complete 3-D images of the combined thermal and chemical anomalies that characterise the unique deep mantle structure below the African continent. With these latest tomography results we predict flow patterns under Africa that reveal a large-scale, active hot upwelling, or superplume, below the western margin of Africa under the Cape Verde Islands. The scale and dynamical intensity of this West African superplume (WASP) is comparable to that of the south African superplume (SASP) that has long been assumed to dominate the flow dynamics under Africa. On the basis of this new tomography model, we find the dynamics of the SASP is strongly controlled by chemical contributions to deep mantle buoyancy that significantly compensate its thermal buoyancy. In contrast, the WASP appears to be entirely dominated by thermal buoyancy. New calculations of mantle convection incorporating these two superplumes reveal that the plate-driving forces due to the flow generated by the WASP is as strong as that due to the SASP. We find that the chemical buoyancy of the SASP exerts a strong stabilising control on the pattern and amplitude of shallow mantle flow in the asthenosphere below the southern half of the African plate. The asthenospheric flow predictions provide the first high resolution maps of focussed upwellings that lie below the major centres of Late Cenozoic volcanism, including the Kenya domes and Hoggar massif that lies above a remnant plume head in the upper mantle. Inferences of sublithospheric deformation from seismic anisotropy data are shown to be sensitive to the contributions of chemical buoyancy in the SASP.

    Large-scale conventional energy projects result in lower costs of energy (COE). This is true for most renewable energy projects as well. The Office of Science is interested in its facilities meeting the renewable energy mandates set by Congress and the Administration. Those facilities on the west coast include a cluster in the Bay Area of California and at Hanford in central Washington State. Land constraints at the California facilities do not permit large scale projects. The Hanford Reservation has land and solar insolation available for a large scale solar project as well as access to a regional transmission system that can provide power to facilities in California. The premise of this study is that a large-scale solar project at Hanford may be able to provide renewable energy sufficient to meet the needs of select Office of Science facilities on the west coast at a COE that is competitive with costs in California despite the lower solar insolation values at Hanford. The study concludes that although the cost of solar projects continues to decline, estimated costs for a large-scale project at Hanford are still not competitive with avoided power costs for Office of Science facilities on the west coast. Further, although it is possible to transmit power from a solar project at Hanford to California facilities, the costs of doing so add additional costs. Consequently, development of a large- scale solar project at Hanford to meet the renewable goals of Office of Science facilities on the west coast is currently uneconomic. This may change as solar costs decrease and California-based facilities face increasing costs for conventional and renewable energy produced in the state. PNNL should monitor those cost trends.

    Argonne National Laboratory-West (ANL-W) has approximately 680,000 liters of raw sodium stored in facilities on site. As mandated by the State of Idaho and the US Department of Energy (DOE), this sodium must be transformed into a stable condition for land disposal. To comply with this mandate, ANL-W designed and built the Sodium Process Facility (SPF) for the processing of this sodium into a dry, sodium carbonate powder. The major portion of the sodium stored at ANL-W is radioactively contaminated. The sodium will be processed in three separate and distinct campaigns: the 290,000 liters of Fermi-1 primary sodium, the 50,000 liters of the Experimental Breeder Reactor-II (EBR-II) secondary sodium, and the 330,000 liters of the EBR-II primary sodium. The Fermi-1 and the EBR-II secondary sodium contain only low-level of radiation, while the EBR-II primary sodium has radiation levels up to 0.5 mSv (50 mrem) per hour at 1 meter. The EBR-II primary sodium will be processed last, allowing the operating experience to be gained with the less radioactive sodium prior to reacting the most radioactive sodium. The sodium carbonate will be disposed of in 270 liter barrels, four to a pallet. These barrels are square in cross-section, allowing for maximum utilization of the space on a pallet, minimizing the required landfill space required for disposal.

Today some 10,000 people work at Sellafield with many more employed through the site's supply chain, a large percentage of which is located directly in West Cumbria. The Government, through the NDA, has committed around pounds 1.5 billion a year for the next three years as we at NMP bring our vast global expertise and experience to deliver substantial improvements to the clean-up mission there. Of this total budget, more than Pounds 800 million a year is spent in that supply chain and around 30 percent of that goes directly to firms in West Cumbria. But the dependency on the nuclear industry is immense and, with the site now entering an extensive decommissioning programme, the threats to jobs, and therefore the local economy, is severe. While Sellafield provides wealth, there are areas of deep deprivation and worklessness. Consequently, Sellafield Ltd, NMP and NDA have partnered with the local community leaders and politicians to form Britain's Energy Coast, a strategic regeneration body driving economic improvements and projects to deliver a vibrant economy for West Cumbria, long into the future. While the threats to our economy are real, the opportunities are potentially transformational. The UK is on the brink of a nuclear renaissance and, if we are successful through the Energy Coast programme, West Cumbria will become the hub, not only of the nuclear industry, but also of green energy production in the UK, with obvious benefits to our local economy. But to achieve this, Sellafield and its new owners are having to change the opportunistic ways of the past to provide a new strategic mode of socio-economic contribution to deliver a sustainable future for the local community. The results so far have been impressive, with over pounds 56 m being committed to socio-economic projects, but the long term aim is to achieve pounds 116 m investment through public/ private partnership.     The following report is the Project Management Plan for the fifth year of the West Hackberry Tertiary Project. The West Hackberry Tertiary Project is one of four mid-term projects selected by the United States Department of Energy (DOE) as part of the DOE`s Class 1 Program for the development of advance recovery technologies in fluvial dominated deltaic reservoirs. The West Hackberry Tertiary Project is a field test of the idea that air injection can be combined with the Double Displacement Process to produce a low cost tertiary recovery process which is economic at current oil prices. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering tertiary oil by gravity drainage. The Double Displacement Process is based upon the concept that in fields such as West Hackberry waterdrive recoveries are typically 50%-60% of the original oil in place while gravity drainage recoveries average 80%-90% of the original oil in place. Therefore, by injecting a gas into a watered out reservoir, a gas cap will form an additional oil can be recovered due to gravity drainage. Although the Double Displacement Process has been shown to be successful in recovering tertiary oil in other fields, this project will be the first to utilize air injection in the Double Displacement Process. The use of air injection in this process combines the benefits of air`s low cost and universal accessibility with the potential for accelerated oil recovery due to the combustion process. If successful, this project will demonstrate that the use of air injection in the Double Displacement Process will result in an economically viable tertiary process in reservoirs where tertiary oil recovery is presently uneconomical.

    The West Valley melter has been taken out of service. Its design is the direct ancestor of the current melter design for the Hanford Waste Treatment Plant. Over its eight years of service, the West Valley melter has endured many of the same challenges that the Hanford melter will encounter with feeds that are similar to many of the Hanford double shell tank wastes. Thus, inspection of the West Valley melter prior to its disposal could provide valuable--even crucial--information to the designers of the melters to be used at the Hanford Site, particularly if quantitative information can be obtained. The objective of Mississippi State University's Diagnostic Instrumentation and Analysis Laboratory's (DIAL) efforts is to develop, fabricate, and deploy inspection tools for the West Valley melter that will (i) be remotely operable in the West Valley process cell; (ii) provide quantitative information on melter refractory wear and deposits on the refractory; and (iii) indicate areas of heterogeneity (e.g., deposits) requiring more detailed characterization. A collaborative arrangement has been established with the West Valley Demonstration Project (WVDP) to inspect their melter.

    The specter of a west antarctic collapse has been with us for 25 years. Recently, certain official assessments concerned primarily with the future response to projected global warming have concluded that Antarctica will not cause much sea-level rise within the planning horizon of a century or so. At the same time startling new results on ice sheet (in)stability have been emerging, pointing to less stability then previously believed. Some recent results are reviewed briefly: Heinrich layers in the North Atlantic show basally lubricated surges of the Laurentide ice sheet; the west antarctic ice sheet collapsed recently; the modern west antarctic ice sheet is changing rapidly locally; the bed of ice stream B is exceptionally well lubricated by water and water-saturated soft sediments; the modern ice sheet is thinning slowly on average; a model west antarctic ice sheet undergoes rapid collapses long after forcing and probably related to penetration of warmth to the bed. 23 refs.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    The West Valley Demonstration Project (WVDP), the site of a US Department of Energy environmental cleanup activity operated by West Valley Nuclear Services Co., Inc., (WVNS), is in the process of solidifying liquid high-level radioactive waste remaining at the site after commercial nuclear fuel reprocessing was discontinued. The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices. Appendix A is a summary of the site environmental monitoring schedule. Appendix B lists the environmental permits and regulations pertaining to the WVDP. Appendices C through F contain summaries of data obtained during 1996 and are intended for those interested in more detail than is provided in the main body of the report.

    The result of a study on handling and shipping experience with spent fuel are described in this report. The study was performed by Pacific Northwest Laboratory (PNL) and was jointly sponsored by the US Department of Energy (DOE) and the Electric Power Research Institute (EPRI). The purpose of the study was to document the experience with handling and shipping of relatively old light-water reactor (LWR) fuel that has been in pool storage at the West Valley facility, which is at the Western New York Nuclear Service Center at West Valley, New York and operated by DOE. A subject of particular interest in the study was the behavior of corrosion product deposits (i.e., crud) deposits on spent LWR fuel after long-term pool storage; some evidence of crud loosening has been observed with fuel that was stored for extended periods at the West Valley facility and at other sites. Conclusions associated with the experience to date with old spent fuel that has been stored at the West Valley facility are presented. The conclusions are drawn from these subject areas: a general overview of the West Valley experience, handling of spent fuel, storing of spent fuel, rod consolidation, shipping of spent fuel, crud loosening, and visual inspection.     Most planners working west of the 100th meridian are aware that federal lands make up a large portion of the lands in the western states. In fact, federal lands comprise nearly 49% of the area of the fourteen states that make up the WPR family. These lands are usually under the Department of Agriculture (USFS) and the Department of Interior (BLM and NPS), but the Departments of Defense (DOD) and Energy (DOE) are also federal stewards of western lands. These federal military and energy installations play an important role in local and regional western communities and economies. They also play an important role in regional ecologies. It is a paradox that some of these sites have their share of legacy contamination from earlier missions, but they also include some of the most pristine remaining western ecosystems. In some cases, the sites are located near or surrounded by encroaching urbanization, making them particularly valuable lands both for recreation and habitat preservation.
