    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent. Activities are discussed.

    The West Flank FORGE team proposes an R&D plan that aims to effectively reduce risks to industry and enable development of the enormous EGS resource potential. The team is working in partnership with the U.S. Department of Defense to reduce our Nation’s dependency on fossil fuels and to safeguard the military readiness for the United States.     Warm sea surface temperatures (SSTs) in North Atlantic and Mediterranean (NAMED) can influence tropical cyclone (TC) activity in the tropical East Atlantic by modulating summer convection over western Africa. Analysis of 30 years of observations show that the NAMED SST is linked to a strengthening of the Saharan heat low and enhancement of moisture and moist static energy in the lower atmosphere over West Africa, which favors a northward displacement of the monsoonal front. These processes also lead to a northward shift of the African easterly jet that introduces an anomalous positive vorticity from western Africa to the main development region (50W20E; 10N20N) of Atlantic TC. By modulating multiple processes associated with the African monsoon, this study demonstrates that warm NAMED SST explains 8% of interannual variability of Atlantic TC frequency. Thus NAME SST may provide useful predictability for Atlantic TC activity on seasonal-to-interannual time scale.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).   5. Study of public school tax revenue losses due to current tax appraisals of selected West Virginia coal lands

    The purpose of this study was 1) to compare the West Virginia State Tax Department's method of appraising coal property to the requirements of the West Virginia State Code; 2) to develop an alternative appraisal formula for West Virginia coal property, and 3) to compare the property tax revenue of identified West Virginia counties using the current appraisal formula and the formula developed through the study. A modified coal property appraisal formula was developed. The modified formula was sent to coal producing states, professional appraisers, and engineers for comments. The study then took coal property data from 12 West Virginia counties and applied the current and the modified formulas. The result of the modification applied to 12 of the 34 coal producing counties produced an additional 6.6 million dollars in tax revenue. The major conclusion was that a vast amount of tax revenue is available from property taxes but is not being collected due to the inaccurate property appraisals by the State Tax Department. Large sums of property tax revenue should be available without creating new tax laws or raising levy rates, but by following the West Virginia Code.

    A method for producing neutrons is described in which there is employed a confinement zone defined between longitudinally spaced localized gradient regions of an elongated magnetic field. Changed particles and neutralizing electrons, more specifically deuterons and tritons and neutralizng electrons, are injected into the confinement field from ion sources located outside the field. The rotational energy of the parrticles is increased at the gradients by imposing an oscillating transverse electrical field thereacross. The imposition of such oscillating transverse electrical fields improves the reflection capability of such gradient fielda so that the reactive particles are retained more effectively within the zone. With the attainment of appropriate densities of plasma particles and provided that such particles are at a sufficiently high temperature, neutron-producing reactions ensue and large quantities of neutrons emerge from the containment zone.     The combination of an interfacial tension agent and a mobility control agent has the potential to produce additional oil beyond a waterflood. The West Kiehl alkaline-surfactant-polymer project is the most advanced application of this chemical enhanced oil recovery technique. The West Kiehl alkaline-surfactant-polymer flood was initiated in September 1987 as a secondary application after primary recovery. A preliminary analysis of the West Kiehl alkaline-surfactant-polymer flood indicates that incremental oil of 20% of the original stock tank oil in place will be produced above waterflooding. The cost of the incremental oil will be less than $2.50 per incremental barrel. A statistical analysis of approximately 120 Minnelusa oil fields in the Powder River Basin indicates that the original stock tank oil in place exceeds one billion barrels. If the enhanced oil recovery technology implemented at West Kiehl field could be successfully applied to these fields, the potential incremental oil recovery would approach 200 million barrels. This project (1) evaluates the geological deposition environment of West Kiehl and adjacent Minneluse sand reservoirs; (2) compares the production performance results of the best geologic and reservoir performance analogs and select two fields for future study; (3) compares the two best field analogs to the west Kiehl field using numerical simulation; (4) predict results of applying the enhancement technology on two mature Minneluse waterflood analog units using engineering and numerical simulation; (5) predict waterflood and polymer flood performance of the West Kiehl field using numerical simulation.

    The Gulf Badger process converts natural gas directly to hydrocarbon liquids by a catalytic chemical route. Fischer-Tropsch process--which is a carbon monoxide polymerization/ hydrogenation process--is used. Because the process is exothermal, heat removal by either tubular fixed bed, fluidized bed, or slurry are considered. A wax build up of high molecular weight material is removed by hydro-stripping two-bed system. The demonstration plant flow diagram shows the process to be: natural gas is compressed, recycled with CO/sub 2/, sulfur is removed in a zinc oxide drum, CO is removed in amine scrubbers, H/sub 2//CO ratio is adjusted to produce a hydrogen rich stream, and stabilization and distribution follow. A monitoring system using computers is part of the demonstration unit.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

    Seismic operations using the Wide Aperture Recording (WAR) technique were carried out in offshore west Sicily (16.5 km offsets) and in the Sub-Andean Cordillera of Bolivia (9.0 km offsets) where conventional offset data have traditionally proved inadequate for imaging complex subsurface structures. In both cases, noise-free wide aperture events were visible at long offsets, and were successfully stacked using both hyperbolic and linear moveout. In the Sicily datasets, the resulting seismic images disagree with earlier structural interpretations, but the lack of reliable ``calibration`` data in terms of well control or usable conventional seismic data make final evaluation and interpretation of the Sicily wide aperture data ambiguous. In Bolivia good quality seismic data are present across a portion of the WAR survey; the results show that the wide aperture technique may produce a valid structural image, provided the subsurface geometries are sufficiently broad and shallow. For tight structures, the technique is unlikely to produce valid images. In general, the authors` studies show that considerable effort is required at the data processing and interpretation stage, including full waveform and ray-trace modeling, in order to identify event arrivals and to attempt to validate the wide aperture structural images. Reliable calibration data in the form of well control or conventional seismic data are needed in order to provide an understanding of the WAR results.

The invention is also directed to a method for producing a photovoltaic film, the method comprising depositing particles having a photovoltaic or other property onto a substrate, and affixing the particles to the substrate, wherein the particles may or may not be subsequently melted. Also described herein are films produced by these methods, methods for producing a patterned film on a substrate, and methods for producing a multilayer structure.

    The legal and institutional obstacles to the development of small-scale hydroelectric in West Virginia at the state level are described. The Federal government also exercises extensive regulatory authority in the area. The introductory section examines the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and concludes with an inquiry into the practical use of the doctrine by FERC. The development of small-scale hydroelectric energy depends on the selection of a site which will produce sufficient water power capacity to make the project economically attractive to a developer. In West Virginia, the right to use the flowing waters of a stream, creek, or river is appurtenant to the ownership of the lands bordering the watercourse. The lands are known as riparian lands. The water rights are known as riparian rights. Thus, the first obstacle a developer faces involves the acquisition of riparian lands and the subsequent right to the use of the water. The water law in West Virginia is discussed in detail followed by discussions on direct and indirect regulations; continuing obligations; financial considerations; and interstate organizations.

    The DP West Plutonium Facility operated by the Los Alamos National Laboratory, Los Alamos, New Mexico was decontaminated between April 1978 and April 1981. The facility was constructed in 1944 to 1945 to produce plutonium metal and fabricate parts for nuclear weapons. It was continually used as a plutonium processing and research facility until mid-1978. Decontamination operations included dismantling and removing gloveboxes and conveyor tunnels; removing process systems, utilities, and exhaust ducts; and decontaminating all remaining surfaces. This report describes glovebox and conveyor tunnel separations, decontamination techniques, health and safety considerations, waste management procedures, and costs of the operation.

    Large-scale conventional energy projects result in lower costs of energy (COE). This is true for most renewable energy projects as well. The Office of Science is interested in its facilities meeting the renewable energy mandates set by Congress and the Administration. Those facilities on the west coast include a cluster in the Bay Area of California and at Hanford in central Washington State. Land constraints at the California facilities do not permit large scale projects. The Hanford Reservation has land and solar insolation available for a large scale solar project as well as access to a regional transmission system that can provide power to facilities in California. The premise of this study is that a large-scale solar project at Hanford may be able to provide renewable energy sufficient to meet the needs of select Office of Science facilities on the west coast at a COE that is competitive with costs in California despite the lower solar insolation values at Hanford. The study concludes that although the cost of solar projects continues to decline, estimated costs for a large-scale project at Hanford are still not competitive with avoided power costs for Office of Science facilities on the west coast. Further, although it is possible to transmit power from a solar project at Hanford to California facilities, the costs of doing so add additional costs. Consequently, development of a large- scale solar project at Hanford to meet the renewable goals of Office of Science facilities on the west coast is currently uneconomic. This may change as solar costs decrease and California-based facilities face increasing costs for conventional and renewable energy produced in the state. PNNL should monitor those cost trends.

  18. Joint seismic-geodynamic-mineral physical modelling of African geodynamics: A reconciliation of deep-mantle convection with surface geophysical constraints

    Recent progress in seismic tomography provides the first complete 3-D images of the combined thermal and chemical anomalies that characterise the unique deep mantle structure below the African continent. With these latest tomography results we predict flow patterns under Africa that reveal a large-scale, active hot upwelling, or superplume, below the western margin of Africa under the Cape Verde Islands. The scale and dynamical intensity of this West African superplume (WASP) is comparable to that of the south African superplume (SASP) that has long been assumed to dominate the flow dynamics under Africa. On the basis of this new tomography model, we find the dynamics of the SASP is strongly controlled by chemical contributions to deep mantle buoyancy that significantly compensate its thermal buoyancy. In contrast, the WASP appears to be entirely dominated by thermal buoyancy. New calculations of mantle convection incorporating these two superplumes reveal that the plate-driving forces due to the flow generated by the WASP is as strong as that due to the SASP. We find that the chemical buoyancy of the SASP exerts a strong stabilising control on the pattern and amplitude of shallow mantle flow in the asthenosphere below the southern half of the African plate. The asthenospheric flow predictions provide the first high resolution maps of focussed upwellings that lie below the major centres of Late Cenozoic volcanism, including the Kenya domes and Hoggar massif that lies above a remnant plume head in the upper mantle. Inferences of sublithospheric deformation from seismic anisotropy data are shown to be sensitive to the contributions of chemical buoyancy in the SASP.

    Organic acid-producing microorganisms and methods of using same. The organic acid-producing microorganisms comprise modifications that reduce or ablate AcsA activity or AcsA homolog activity. The modifications increase tolerance of the microorganisms to such organic acids as 3-hydroxypropionic acid, acrylic acid, propionic acid, lactic acid, and others. Further modifications to the microorganisms increase production of such organic acids as 3-hydroxypropionic acid, lactate, and others. Methods of producing such organic acids as 3-hydroxypropionic acid, lactate, and others with the modified microorganisms are provided. Methods of using acsA or homologs thereof as counter-selectable markers are also provided.

    Systems, methods, and heaters for treating a subsurface formation are described herein. At least one method for producing transportation fuel is described herein. The method for producing transportation fuel may include providing formation fluid having a boiling range distribution between -5.degree. C. and 350.degree. C. from a subsurface in situ heat treatment process to a subsurface treatment facility. A liquid stream may be separated from the formation fluid. The separated liquid stream may be hydrotreated and then distilled to produce a distilled stream having a boiling range distribution between 150.degree. C. and 350.degree. C. The distilled liquid stream may be combined with one or more additives to produce transportation fuel.

    Characterization of geological sinks for sequestration of CO{sub 2} in California, Nevada, Oregon, and Washington was carried out as part of Phase I of the West Coast Regional Carbon Sequestration Partnership (WESTCARB) project. Results show that there are geologic storage opportunities in the region within each of the following major technology areas: saline formations, oil and gas reservoirs, and coal beds. The work focused on sedimentary basins as the initial most-promising targets for geologic sequestration. Geographical Information System (GIS) layers showing sedimentary basins and oil, gas, and coal fields in those basins were developed. The GIS layers were attributed with information on the subsurface, including sediment thickness, presence and depth of porous and permeable sandstones, and, where available, reservoir properties. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery (EGR). The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, depending on assumptions about the fraction of the formations used and the fraction of the pore volume filled with separate-phase CO{sub 2}. Potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, based on a screening of reservoirs using depth, an API gravity cutoff, and cumulative oil produced. The cumulative production from gas reservoirs (screened by depth) suggests a CO{sub 2} storage capacity of 1.7 Gt. In Oregon and Washington, sedimentary basins along the coast also offer sequestration opportunities. Of particular interest is the Puget Trough Basin, which contains up to 1,130 m (3,700 ft) of unconsolidated sediments overlying up to 3,050 m (10,000 ft) of Tertiary sedimentary rocks. The Puget Trough Basin also contains deep coal formations, which are sequestration targets and may have potential for enhanced coal bed methane recovery (ECBM).

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

  16. Analysis of K west basin canister gas

    Gas and Liquid samples have been collected from a selection of the approximately 3,820 spent fuel storage canisters in the K West Basin. The samples were taken to characterize the contents of the gas and water in the canisters providing source term information for two subprojects of the Spent Nuclear Fuel Project (SNFP) (Fulton 1994): the K Basins Integrated Water Treatment System Subproject (Ball 1996) and the K Basins Fuel Retrieval System Subproject (Waymire 1996). The barrels of ten canisters were sampled for gas and liquid in 1995, and 50 canisters were sampled in a second campaign in 1996. The analysis results from the first campaign have been reported (Trimble 1995a, 1995b, 1996a, 1996b). The analysis results from the second campaign liquid samples have been documented (Trimble and Welsh 1997; Trimble 1997). This report documents the results for the gas samples from the second campaign and evaluates all gas data in terms of expected releases when opening the canisters for SNFP activities. The fuel storage canisters consist of two closed and sealed barrels, each with a gas trap. The barrels are attached at a trunion to make a canister, but are otherwise independent (Figure 1). Each barrel contains up to seven N Reactor fuel element assemblies. A gas space of nitrogen was established in the top 2.2 to 2.5 inches (5.6 to 6.4 cm) of each barrel. Many of the fuel elements were damaged allowing the metallic uranium fuel to be corroded by the canister water. The corrosion releases fission products and generates hydrogen gas. The released gas mixes with the gas-space gas and excess gas passes through the gas trap into the basin water. The canister design does not allow canister water to be exchanged with basin water.

    The Denver Unit is a mature San Andres field in West Texas. It has been through primary production plus waterflood, and is now undergoing tertiary CO{sub 2} water-alternating-gas (WAG) injection. A significant number of the producers are strongly affected by the offset WAG injection well cycle. The wells swing through a broad range of producing characteristics, from mostly liquid to a high gas-liquid ratio, depending on injection fluid and response time. These wide swings cause troublesome failures, a loss in production and lead to higher operating costs. Since late 1995, SWEPI has been testing two CO{sub 2} gas lift installations in the Denver Unit. Results have been mixed to date. Evaluation of the two installations continues.

    The result of a study on handling and shipping experience with spent fuel are described in this report. The study was performed by Pacific Northwest Laboratory (PNL) and was jointly sponsored by the US Department of Energy (DOE) and the Electric Power Research Institute (EPRI). The purpose of the study was to document the experience with handling and shipping of relatively old light-water reactor (LWR) fuel that has been in pool storage at the West Valley facility, which is at the Western New York Nuclear Service Center at West Valley, New York and operated by DOE. A subject of particular interest in the study was the behavior of corrosion product deposits (i.e., crud) deposits on spent LWR fuel after long-term pool storage; some evidence of crud loosening has been observed with fuel that was stored for extended periods at the West Valley facility and at other sites. Conclusions associated with the experience to date with old spent fuel that has been stored at the West Valley facility are presented. The conclusions are drawn from these subject areas: a general overview of the West Valley experience, handling of spent fuel, storing of spent fuel, rod consolidation, shipping of spent fuel, crud loosening, and visual inspection.     A process amd associated apparatus for producing UF/sub 4/ from U/sub 3/ O/sub 8/ by a fluidized'' technique are reported. The U/sub 3/O/sub 8/ is first reduced to UO/sub 2/ by reaction with hydrogen, and the lower oxide of uranium is then reacted with gaseous HF to produce UF/sub 4/. In each case the reactant gas is used, alone or in combination with inert gases, to fluidize'' the finely divided reactant solid. The complete setup of the plant equipment including bins, reactor and the associated piping and valving, is described. An auxiliary fluorination reactor allows for the direct production of UF/sub 6/ from UF/sub 4/ and fluorine gas, or if desired, UF/sub 4/ may be collected as the product.

    Method for producing carbon nanotubes. Carbon nanotubes were prepared using a low power, atmospheric pressure, microwave-generated plasma torch system. After generating carbon monoxide microwave plasma, a flow of carbon monoxide was directed first through a bed of metal particles/glass beads and then along the outer surface of a ceramic tube located in the plasma. As a flow of argon was introduced into the plasma through the ceramic tube, ropes of entangled carbon nanotubes, attached to the surface of the tube, were produced. Of these, longer ropes formed on the surface portion of the tube located in the center of the plasma. Transmission electron micrographs of individual nanotubes revealed that many were single-walled.

    Liquid and gas samples were taken from 50 K West Basin fuel storage canisters in 1996. The cesium-137 data from the liquid samples and an analysis of the data are presented. The analysis indicated that the cesium-137 data follow a lognormal distribution. Assuming that the total distribution of the K West canister water was predicted, the total K West Basin canister water was estimated to contain about 8,150 curies. The mean canister contains about 2.14 curies with as many as 5% or 190 of the canisters exceeding 19 curies. Opening ten canisters per shift could include a hot canister (cesium-137 > 25 curies) in one out of eight shifts.

    The West Hackberry Tertiary Project is a field test of the idea that air injection can be combined with the Double Displacement Process to produce a low cost tertiary recovery process which is economic at current oil prices. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering tertiary oil by gravity drainage. The Double Displacement Process is based upon the concept that in fields such as West Hackberry waterdrive recoveries are typically 50%-60% of the original oil in place while gravity drainage recoveries average 80%-90% of the original oil in place. Therefore, by injecting a gas into a watered out reservoir, a gas cap will form and additional oil can be recovered due to gravity drainage. Although the Double Displacement Process has been shown to be successful in recovering tertiary oil in other fields, this project will be the first to utilize air injection in the Double Displacement Process. The use of air injection in this process combines the benefits of air`s low cost and universal accessibility with the potential for accelerated oil recovery due to the combustion process. If successful, this project will demonstrate that the use of air injection in the Double Displacement Process will result in an economically viable tertiary process in reservoirs where tertiary oil recovery is presently uneconomical.

    The West Pearl Queen is a depleted oil reservoir that has produced approximately 250,000 bbl of oil since 1984. Production had slowed prior to CO{sub 2} injection, but no previous secondary or tertiary recovery methods had been applied. The initial project involved reservoir characterization and field response to injection of CO{sub 2}; the field experiment consisted of injection, soak, and venting. For fifty days (December 20, 2002, to February 11, 2003) 2090 tons of CO{sub 2} were injected into the Shattuck Sandstone Member of the Queen Formation at the West Pearl Queen site. This technical report highlights the test results of the numerous research participants and technical areas from 2006-2008. This work included determination of lateral extents of the permeability units using outcrop observations, core results, and well logs. Pre- and post-injection 3D seismic data were acquired. To aid in interpreting seismic data, we performed numerical simulations of the effects of CO{sub 2} replacement of brine where the reservoir model was based upon correlation lengths established by the permeability studies. These numerical simulations are not intended to replicate field data, but to provide insight of the effects of CO{sub 2}.

    The Indian summer monsoon is the result of a complex interplay between radiative heating, dynamics and cloud and aerosol interactions. Despite increased scientific attention, the effect of aerosols on monsoons still remains uncertain. Here we present both observational evidence and numerical modeling results demonstrating a remote aerosol link to Indian summer monsoon rainfall. Rainfall over central India is positively correlated to natural aerosols over the Arabian Sea and West Asia. Simulations using a state-of-the-art global climate model support this remote aerosol link and indicate that dust aerosols induce additional moisture transport and convergence over Central India, producing increased monsoon rainfall. The convergence is driven through solar heating and latent heating within clouds over West Asia that increases surface winds over the Arabian Sea. On the other hand, sea-salt aerosol tends to counteract the effect of dust and reduces rainfall. Our findings highlight the importance of natural aerosols in modulating the strength of the Indian summer monsoon, and motivate additional research in how changes in background aerosols of natural origin may be influencing long-term trends in monsoon precipitation.

    In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

    We present the energy spectrum of an antiproton cosmic ray (CR) component calculated on the basis of the nonlinear kinetic model of CR production in supernova remnants (SNRs). The model includes the reacceleration of antiprotons already existing in the interstellar medium as well as the creation of antiprotons in nuclear collisions of accelerated protons with gas nuclei and their subsequent acceleration by SNR shocks. It is shown that the production of antiprotons in SNRs produces a considerable effect in their resultant energy spectrum, making it essentially flatter above 10 GeV so that the spectrum at TeV energies increases by a factor of 5. The calculated antiproton spectrum is consistent with the PAMELA data, which correspond to energies below 100 GeV. As a consistency check, we have also calculated within the same model the energy spectra of secondary nuclei and show that the measured boron-to-carbon ratio is consistent with the significant SNR contribution.

    A major problem facing operators in the Permian Basin is the hydrogen sulfide (H{sub 2}S) associated with oil and gas production in populated areas. Population growth in the area has led to the encroachment of the once-small towns into the producing fields. This situation is potentially hazardous in areas of west Texas where the concentration of H{sub 2}S can range from 5 to 10 mol% of the produced gas. To protect the population living around these wells, it has become necessary, and in some circumstances mandatory, to install early warning systems to inform company personnel of problems on producing leases. This paper describes the process of designing, installing, and operating an early hazard-warning system to monitor the leases operated by Fina Oil and Chemical Co. in the Foster field in Ector County, TX.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)
