    Between 1913 and 1924, several Denver area facilities extracted radium from carnotite ore mined from the Paradox basin region of Colorado. Tailings or abandoned ores from these facilities were apparently incorporated into asphalt used to pave approximately 7.2 kilometers (4.5 miles) of streets in Denver. A majority of the streets are located in residential areas. The radionuclides are bound within the asphalt matrix and pose minimal risk unless they are disturbed. The City and County of Denver (CCoD) is responsible for controlling repairs and maintenance on these impacted streets. Since 2002, the CCoD has embarked on a significant capital improvement project to remove the impacted asphalt for secure disposal followed by street reconstruction. To date, Parsons has removed approximately 55 percent of the impacted asphalt. This paper discusses the history of the Denver Radium Streets and summarizes on-going project efforts. (authors)

    Street parking spots for automobiles are a scarce commodity in most urban environments. The heterogeneity of car sizes makes it inefficient to rigidly define fixed-sized spots. Instead, unmarked streets in cities like New York leave placement decisions to individual drivers, who have no direct incentive to maximize street utilization. In this paper, we explore the effectiveness of two different behavioral interventions designed to encourage better parking, namely (1) educational campaigns to encourage parkers to "kiss the bumper" and reduce the distance between themselves and their neighbors, or (2) painting appropriately-spaced markings on the street and urging drivers to "hit the line". Through analysis and simulation, we establish that the greatest densities are achieved when lines are painted to create spots roughly twice the length of average-sized cars.     The case study of a proposed retrofit project - the conversion of a 69-year old industrial loft in midtown Manhattan to an apartment building - shows that dramatic energy economies are possible by renovation rather than replacement. The proposed retrofitted building is projected to yield savings of 80 to 86% in space heating over the average pre-war New York City apartment building. The type and amount of south wall fenestration have important and somewhat surprising consequences for energy use in apartment buildings. Maximizing the use of south glass in itself is not a good idea. Three south wall fenestration models are examined in a dynamic thermal network computer simulation: direct gain, or curtain wall, with essentially 100% glass; conventional windows, in an insulated wall; and sunspace: outer wall 100% glass; inner wall 50% glass, 50% masonry. The direct gain south-facing apartment has a 12% greater thermal energy requirement - heating and cooling combined - as the north-facing apartment with conventional window openings; the conventional model has 77% of the energy requirement of the north-facing apartment; and the sunspace has 49% of the energy requirement of the north-facing apartment. The background and existing conditions; architectural design; evaluation of building design through simulated thermal performance; heating, ventilating, and air conditioning system design; embodied energy; active solar system evaluation; and solar access litigation and legislation are discussed.

    The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

However, during the 1970s a flurry of new producing fields, primarily off the African coast, diversified production among a number of countries and touched off a wave of oil activity. The Journal takes a close look at the quality of West African oil in this installment of assays on world export crudes.     West Chester University is launching a comprehensive transformation of its campus heating and cooling systems from traditional fossil fuels (coal, oil and natural gas) to geothermal. This change will significantly decrease the institution's carbon footprint and serve as a national model for green campus efforts. The institution is in the process of designing and implementing this project to build well fields, a pumping station and install connecting piping to provide the geothermal heat/cooling source for campus buildings. This project addresses the US Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) goal to invest in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil. In addition, this project advances EERE's efforts to establish geothermal energy as an economically competitive contributor to the US energy supply. For this grant, WCU will extend piping for its geo-exchange system. The work involves excavation of a trench approximately 8 feet wide and 10-12 feet deep located about 30 feet north of the curb along the north side of West Rosedale for a distance of approximately 1,300 feet. The trench will then turn north for the remaining distance (60 feet) to connect into the mechanical room in the basement of the Francis Harvey Green Library. This project will include crossing South Church Street near its intersection with West Rosedale, which will involve coordination with the Borough of West Chester. After installation of the piping, the trench will be backfilled and the surface restored to grass as it is now. Because the trench will run along a heavily-used portion of the campus, it will be accomplished in sections to minimize disruption to the campus as much as possible.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol). The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

  15. Effect of the open roof on low frequency acoustic propagation in street canyons

    This paper presents an experimental, numerical and analytical study of the effect of open roof on acoustic propagation along a 3D urban canyon. The experimental study is led by means of a street scale model. The numerical results are performed with a 2D Finite Difference in Time Domain approach adapted to take into account the acoustic radiation losses due to the street open roof. An analytical model, based on the modal decomposition of the pressure field in a horizontal plane mixed with a 2D image sources model to describe the attenuation along the street, is also proposed. Results are given for several frequencies in the low frequency domain (1000-2500 Hz). The comparison of the three approaches shows a good agreement until f=100 Hz at full scale, the analytical model and the 2D numerical simulation adapted to 3D permit to modelize the acoustic propagation along a street.     This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

    Electrometallurgical treatment (EMT) was developed by Argonne National Laboratory (ANL) to ready sodium-bonded spent nuclear fuel for geological disposal. A demonstration of this technology was successfully completed in August 1999. EMT was used to condition irradiated EBR-II driver and blanket fuel at ANL-West. The results of this demonstration, including the production of radioactive high-level waste forms, are presented.

    The different slope of the Wadati-Benioff zones oriented towards east and west is considered a main asymmetry of the Earth's globe. Under the Americas they have angles of about 30o, while under the Pacific east coasts (Asia, Japan) the angles are steeper. In the framework of plate tectonics geodynamics the cause of this difference can be identified in the tidal drag that would cause a global shift of the lithosphere towards west. But this solution has been many times criticized on the basis of the irrelevance of the tidal forces with respect to viscous friction. Instead, it is possible to show that in a different framework, in which sudden extrusions of mantle materials occur by local phase change toward a more unpacked lattice, the value of the Coriolis fictitious force can rise of several magnitude orders, becoming the main cause of the east-west asymmetry of the Wadati-Benioff zones, which might be ascribed entirely to internal causes of the planet (its rotation and geodynamics) and not to external causes ...

    We investigate the behaviour of an original traffic model. The model considers a single multi-lane street, populated by autonomous vehicles directed from either end to the other. Lanes have no intrinsic directionality, and the vehicles are inserted at random at either end and any lane. Collision avoidance is fully automatic and, to enhance the transport capacity of the street, vehicles form_trains_ in which they may travel at high speed quite close to the vehicle in front. We report on the transit times for vehicles under a wide variety of conditions: vehicle insertion probability & imbalance and their maximum speed distribution. We also outline an interesting feature of the model, that the complex interactions of many vehicles are considerably more powerful than a simple "keep left" directive which each vehicle should obey.

    The complex West Netherlands Basin contains oil and gas in Triassic and Upper Jurassic to Cretaceous clastic reservoir sequences. The understanding has always been that the Carboniferous coal measures have generated only gas and the Jurassic marine Posidonia Shale only oil. However, detailed geochemical analyses show that both source rocks have generated oil and gas. Geochemical fingerprinting established a correlation of the hydrocarbons with the main source rocks. The occurrence of these different hydrocarbons is consistent with migration routes. Map-based charge modeling shows that the main phase of hydrocarbon generation occurred prior to the Late Cretaceous inversion of the West Netherlands Basin. However, along the southwest flank of the basin and in lows between the inversion highs, significant charge continued during the Tertiary. Biodegradation of oils in Jurassic and Cretaceous reservoirs occurred during the earliest Tertiary, but only in reservoirs that were at that time at temperatures of less then 70 to 80[degrees]C, where bacteria could survive. This study shows that also in a mature hydrocarbon province an integrated hydrocarbon habitat study with modern analyses and state-of-the-art technology can lead to a much improved understanding of the distribution of oil and gas in the subsurface. The results of this study will allow a better risk assessment for remaining prospects, and an improved prediction of the type of trapped hydrocarbons in terms of gas, oil, and biodegraded oil.

    The first oil from a North Slope reservoir outside Prudhoe Bay will begin flowing next year at rate of 80,000 bpd from Kuparuk field now under development by Atlantic Richfield Co. west of Prudhoe Bay. Just north of the Kuparuk development, Conoco Inc. has found a commercial reservoir in the Milne Point unit and will be drilling confirmation and delineation wells later this year and in 1982. Another area which very likely will be developed for production is located northeast of Prudhoe Bay, where Sohio Alaska Petroleum Co. has announced discoveries in 2 Sag Delta wells. In California's San Joaquin Valley, 3 Kern County fields - South Belridge, Elk Hills, and Lost Hills - are the sites of intensive drilling. Seven rigs are working in the Santa Barbara Channel, 3 of them developing known fields from permanent platforms.

    The specter of a west antarctic collapse has been with us for 25 years. Recently, certain official assessments concerned primarily with the future response to projected global warming have concluded that Antarctica will not cause much sea-level rise within the planning horizon of a century or so. At the same time startling new results on ice sheet (in)stability have been emerging, pointing to less stability then previously believed. Some recent results are reviewed briefly: Heinrich layers in the North Atlantic show basally lubricated surges of the Laurentide ice sheet; the west antarctic ice sheet collapsed recently; the modern west antarctic ice sheet is changing rapidly locally; the bed of ice stream B is exceptionally well lubricated by water and water-saturated soft sediments; the modern ice sheet is thinning slowly on average; a model west antarctic ice sheet undergoes rapid collapses long after forcing and probably related to penetration of warmth to the bed. 23 refs.

    OpenStreetMap (OSM) constitutes an unprecedented, free, geographic information source contributed by millions of individuals, resulting in a database of great volume and heterogeneity. In this study, we characterize the heterogeneity of the entire OSM database and historical archive in the context of big data. We consider all users, geographic elements, and user contributions from an eight-year data archive, at a size of 692 GB. We rely on some nonlinear methods such as power-law statistics and head/tail breaks to uncover and illustrate the underlying scaling properties. All three aspects (users, elements, and contributions) demonstrate striking power laws or heavy-tailed distributions. The heavy-tailed distributions imply that there are far more small elements than large ones, far more inactive users than active ones, and far more lightly edited elements than heavily edited ones.     The Peek Street Industrial Facility, located at 425 Peek Street, Schenectady, New York, was operated by the General Electric Company for the Atomic Energy Commission (AEC) between 1947 and 1955. A variety of operations using radioactive materials were conducted at the site, but the main activities were to design an intermediate breeder reactor and to develop a chemical process for the recovery of uranium and plutonium from spent reactor fuel. Nonradioactive beryllium metal was machined on the site for breeder reactor application. The 4.5-acre site was decommissioned and released in October 1955. A radiological survey was conducted by Oak Ridge National Laboratory in November 1989. The survey included scan and grid point measurements of direct radiation levels outdoors on the five properties and inside the factory building, and radionuclide analysis of samples collected from each property. Radionuclide concentrations were determined in outdoor surface and subsurface soil samples from each property and in dust, debris, and structural materials from inside the factory building. Auger holes were logged to assess location and extent of possible subsurface residual soil radioactivity. Radionuclide concentrations were deter-mined in both indoor and outdoor water samples and in selected samples of vegetation. The presence of fixed and transferable surface residual radioactivity was investigated inside the factory building and on discarded materials outdoors on the property. High-volume air samples as well as additional selected indoor and outdoor soil samples were analyzed to determine levels of elemental beryllium.

    A study of east Salina on West Caicos, British West Indies, has shown it to be the site of active gypsum and dolomite formation. East salina, 3 km long and 0.25 km wide, is situated in an elongate depression between Holocene oolitic dunes to the east and eolianite ridges of Pleistocene age to the west. The thickness of the Holocene sediment package in the salina ranges from 3 m in the center to less than 0.5 m at the edges. The salina sediments exhibit an overall restrictive-upward sequence which grades from open-marine packstone and grainstone at the base through algally laminated mud and into a gypsum mush in the uppermost part of the section. A thin algal mat encrusted with gypsum and ephemeral halite covers the salina surface. This sequence is virtually identical in scale and appearance to prograding sabkha sequences reported from the Persian Gulf. Carbonate phases present in these sediments include aragonite, high- and low-magnesium calcite, and protodolomite. Protodolomite is found as an alteration product in the open-marine sediments and within a thin, lithified Holocene basal layer that overlies laminated calichecrust on the underlying Pleistocene bed rock. Analyses of pore waters reveal that they approach normal marine salinity at the base of the salina sequence and become hypersaline upward. Mineralogical changes in the salina sequence are reflected in the ionic character of the pore waters. Field observations indicate that interstitial water within the sequence is under hydraulic head and rises and falls with the tides.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

  2. Sequestration Options for the West Coast States

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    In April and May 1990, Shell Petroleum Development Co. of Nigeria Ltd. awarded Noble Drilling West Africa Inc. four separate contracts to drill oil and gas wells in the inland waterways of Nigeria. The contracted rigs included a shallow water jack up, the NN-1, and three posted barges, the Gene Rosser, the Chuck Syring, and the Lewis Dugger. The jack up was built in 1978, and the three posted barges are 1980s vintage. Three of the rigs have been idle for a number of years. The Shell Nigeria contracts required major modifications to the rigs before putting them into international service. Noble replaced or refurbished all major pieces of equipment in the drilling, power, and service systems on the rigs. Rig crews serviced all other equipment. A significant amount of general service piping and electrical wiring was replaced. Each rig also required additional motor control centers to support the new drilling and mud processing equipment. Alfa-Laval waste-heat water desalination plants and new sewage treatment units were installed on all four rigs. Because of the tidal variances and high silt conditions expected in the African waterways, all engine cooling systems were converted from heat exchangers to radiators. Rotary tables were made common on all rigs at 37 1/2 in. Noble had all traveling equipment completely inspected and modified as necessary. Strict attention was paid to certification and documentation of all equipment. Safety upgrades conformed to both Shell and Noble standards. Fire and gas detection systems were installed throughout each rig. Water and foam deluge systems were installed in the wellhead areas, and new foam systems and monitors were installed on the helldecks.

    Deep street canyons are characterized by weak ventilation and recirculation of air. In such environment, the exposure to particulate matter and other air pollutants is enhanced, with a consequent worsening of both safety and health. The main solution adopted by the international community is aimed at the reduction of the emissions. In this theoretical study, we test a new solution: the removal of air pollutants close to their sources by a network of Air Pollution Abatement (APA) devices. The APA technology depletes gaseous and particulate air pollutants by a portable and low-consuming scrubbing system, that mimics the processes of wet and dry deposition. We estimate the potential pollutant abatement efficacy of a single absorber by Computational Fluid Dynamics (CFD) method. The presence of the scrubber effectively creates an additional sink at the bottom of the canyon, accelerating its cleaning process by up to 70%, when an almost perfect scrubber (90% efficiency) is simulated.     We ask what determines the (small) angle of turbulent jets. To answer this question we first construct a deterministic vortex-street model representing the large scale structure in a self-similar plane turbulent jet. Without adjustable parameters the model reproduces the mean velocity profiles and the transverse positions of the large scale structures, including their mean sweeping velocities, in a quantitative agreement with experiments. Nevertheless the exact self similar arrangement of the vortices (or any other deterministic model) necessarily leads to a collapse of the jet angle. The observed (small) angle results from a competition between vortex sweeping tending to strongly collapse the jet and randomness in the vortex structure, with the latter resulting in a weak spreading of the jet.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 30 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan, a beta-gamma scan of paved areas, and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines. The radionuclide distributions were not significantly different from typical background levels in the Beverly, Massachusetts, area.

The authors have finished the soft tooling and have made the 400 plastic cases for the field test units. The new configuration of the cases entails a simplified design of the control shell which will have the lenses cast in place. The shell and base plastics are now finished and in final assembly awaiting the completion of the PC boards.

    We use dynamical systems approach and Lagrangian tools to study surface transport and mixing of water masses in a selected coastal region of the Japan Sea with moving mesoscale eddies associated with the Primorskoye Current. Lagrangian trajectories are computed for a large number of particles in an interpolated velocity field generated by a numerical regional multi-layer eddy-resolving circulation model. We compute finite-time Lyapunov exponents for a comparatively long period of time by the method developed and plot the Lyapunov synoptic map quantifying surface transport and mixing in that region. This map uncovers the striking flow structures along the coast with a mesoscale eddy street and repelling material lines.     The splashing of a drop impacting onto a liquid pool produces a range of different sized micro-droplets. At high impact velocities, the most significant source of these droplets is a thin liquid jet emerging at the start of the impact from the neck that connects the drop to the pool. We use ultra-high-speed video imaging in combination with high-resolution numerical simulations to show how the ejecta gives way to irregular splashing. At higher Reynolds number, its base becomes unstable, shedding vortex rings into the liquid from the free surface in an axisymmetric von K\\'arm\\'an vortex street, thus breaking the ejecta sheet as it forms.

    The result of a study on handling and shipping experience with spent fuel are described in this report. The study was performed by Pacific Northwest Laboratory (PNL) and was jointly sponsored by the US Department of Energy (DOE) and the Electric Power Research Institute (EPRI). The purpose of the study was to document the experience with handling and shipping of relatively old light-water reactor (LWR) fuel that has been in pool storage at the West Valley facility, which is at the Western New York Nuclear Service Center at West Valley, New York and operated by DOE. A subject of particular interest in the study was the behavior of corrosion product deposits (i.e., crud) deposits on spent LWR fuel after long-term pool storage; some evidence of crud loosening has been observed with fuel that was stored for extended periods at the West Valley facility and at other sites. Conclusions associated with the experience to date with old spent fuel that has been stored at the West Valley facility are presented. The conclusions are drawn from these subject areas: a general overview of the West Valley experience, handling of spent fuel, storing of spent fuel, rod consolidation, shipping of spent fuel, crud loosening, and visual inspection. The site has been used since 1962 for disposing of municipal refuse, industrial solid and liquid wastes, and construction demolition debris. This report summarizes the circumstances of the radioactive material in the West Lake Landfill. The radioactive material resulted from the processing of uranium ores and the subsequent by the AEC of processing residues.
