    This study considers the impact of a measurement system that meets an L:1 rule on various quality activities. These activities include inspection, acceptance sampling, and control charting. A measurement system that meets a 10:1 rule performs much better than one that meets a 4:1 rule. R code is provided so that the practitioner is able to evaluate these activities to his or her particular situation.

  1. Kokes Awards for the 23rd North American Catalysis Society Meeting

    The Tri-State Catalysis Society awarded 107 Kokes Travel Awards. The program was very successful and to date this was the most Kokes Travel Awards ever awarded at a North American Catalysis Society Meeting. It provided students who merited an award the opportunity to attend the meeting, present a paper in the form of either an oral presentation or a poster presentation, and to serve the North American Catalysis Society by participating in the organization of the meeting. Students worked very hard during the week of the meeting to make it a success. Financial support for the Kokes awards was provided by DOE, NSF, NACS, as well as the Tri-State Catalysis Society, the latter through fund raising activities, and other donations. AT the meeting, each student received over $1050 in kind to offset the costs of registration fees ($260), hotel accommodations ($295.7), transportation ($400 travel allowance), as well as T-shirts ($20), and banquet tickets ($95 provided by donations from society members). In addition, for the first time, students received certificates that were signed by the President of NACS, Professor Enrique Iglesia, and by the Kokes Awards Chair, Gary Jacobs (see last page). A list of meeting co-chairs (i.e., Uschi M. Graham, Umit S. Ozkan, and Madan Bhassin) and the honorary chair (Burtron H. Davis) was also included on the certificate, along with the name of the recipient. The awardees were chosen on a merit-based guideline which also included the requirements of having a presentation accepted at the meeting and being a student at a North American University. The Richard J. Kokes Student Travel Award Committee (Gary Jacobs, Rodney Andrews, and Peter Smirniotis) with help from the Organizing Committee were able to secure money from four sources as detailed in Table 1. As detailed by our Treasurer, Dr. Helge Toufar of Clariant, the total amount spent was $105,000.

    The biennial North American Catalysis Society (NACS) Meetings are the premiere conferences in the area of catalysis, surface science, and reaction engineering. The 22nd meeting will be held the week of June 5-10, 2011 in Detroit, Michigan. The objective of the Meetings is to bring together leading researchers for intensive scientific exchange and interactions. Financial support that offsets some of the associated costs (specifically, registration fee, airline tickets, and hotel accommodations) would encourage graduate students, and for the first time undergraduate students, to attend and participate meaningfully in this conference. The funds sought in this proposal will help support the Richard J. Kokes Travel Award program. Graduate students eligible for these merit-based Awards are those who study at a North American university and who will present at the Meeting. We have currently 209 applications and we expect to be able to fund about half of them. The NACS has traditionally sought to encourage graduate student, and this year for the first time undergraduate studies, participation at the National Meetings and providing financial support is the most effective means to do so. Their attendance would contribute significantly to their scientific training and communication and presentation skills. They would be exposed to the leading researchers from the US and abroad; they would meet their peers from other universities; they would learn about cutting-edge results that could benefit their research projects; and they may become interested in becoming active participants in the catalysis community. These young investigators represent the next generation of scientists and engineers, and their proper training will lead to future scientific breakthroughs and technological innovations that benefit the US economy. Advances in catalysis can come in the form of more energy-efficient and environmentally-friendly chemical processes, improved fuel cell performance, efficient hydrogen production, and a cleaner environment.

    The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. The format included oral and poster session presentations. Individual papers have been processed separately for inclusion in the Energy Science and Technology database.

    On March 11, 2011, the magnitude 9.0 Great East Japan earthquake, Tohoku, hit off the Fukushima coast of Japan. This was one of the most powerful earthquakes in recorded history and the most powerful one known to have hit Japan. The ensuing tsunami devastated a huge area resulting in some 25,000 persons confirmed dead or missing. The perfect storm was complete when the tsunami then found the four reactor, Fukushima-Daiichi Nuclear Station directly in its destructive path. While recovery systems admirably survived the powerful earthquake, the seawater from the tsunami knocked the emergency cooling systems out and did extensive damage to the plant and site. Subsequent hydrogen generation caused explosions which extended this damage to a new level and further flooded the buildings with highly contaminated water. Some 2 million people were evacuated from a fifty mile radius of the area and evaluation and cleanup began. Teams were assembled in Tokyo the first week of April to lay out potential plans for the immediate treatment of some 63 million gallons (a number which later exceeded 110 million gallons) of highly contaminated water to avoid overflow from the buildings as well as supply the desperately needed clean cooling water for the reactors. A system had to be deployed with a very brief cold shake down and hot startup before the rainy season started in early June. Joined by team members Toshiba (oil removal system), AREVA (chemical precipitation system) and Hitachi-GE (RO system), Kurion (cesium removal system following the oil separator) proposed, designed, fabricated, delivered and started up a one of a kind treatment skid and over 100 metric tons of specially engineered and modified Ion Specific Media (ISM) customized for this very challenging seawater/oil application, all in seven weeks. After a very short cold shake down, the system went into operation on June 17, 2011 on actual waste waters far exceeding 1 million Bq/mL in cesium and many other isotopes. One must remember that, in addition to attempting to do isotope removal in the competition of seawater (as high as 18,000 ppm sodium due to concentration), some 350,000 gallons of turbine oil was dispersed into the flooded buildings as well. The proposed system consisted of a 4 guard vessel skid for the oil and debris, 4 skids containing 16 cesium towers in a lead-lag layout with removable vessels (sent to an interim storage facility), and a 4 polishing vessel skid for iodine removal and trace cesium levels. At a flow rate of at least 220 gallons per minute, the system has routinely removed over 99% of the cesium, the main component of the activity, since going on line. To date, some 50% of the original activity has been removed and stabilized and cold shutdown of the plant was announced on December 10, 2011. In March and April alone, 10 cubic feet of Engineered Herschelite was shipped to Seabrook Nuclear Power Plant, NPP, to support the April 1, 2011 outage cleanup; 400 cubic feet was shipped to Oak Ridge National Laboratory (ORNL) for strontium (Sr-90) ground water remediation; and 6000 cubic feet (100 metric tons, MT, or 220,400 pounds) was readied for the Fukushima Nuclear Power Station with an additional 100 MT on standby for replacement vessels. This experience and accelerated media production in the U.S. bore direct application to what was to soon be used in Fukushima. How such a sophisticated and totally unique system and huge amount of media could be deployable in such a challenging and changing matrix, and in only seven weeks, is outlined in this paper as well as the system and operation itself. As demonstrated herein, all ten major steps leading up to the readiness and acceptance of a modular emergency technology recovery system were met and in a very short period of time, thus utilizing three decades of experience to produce and deliver such a system literally in seven weeks: - EPRI - U.S. Testing and Experience Leading to Introduction to EPRI - Japan and Subsequently TEPCO Emergency Meetings - Three Mile Island (TMI) Media and Vitrification Experience

    This Final Report on the Monitoring Phase of the former Weeks Island Strategic Petroleum Reserve crude oil storage facility details the results of five years of monitoring of various surface accessible quantities at the decommissioned facility. The Weeks Island mine was authorized by the State of Louisiana as a Strategic Petroleum Reserve oil storage facility from 1979 until decommissioning of the facility in 1999. Discovery of a sinkhole over the facility in 1992 with freshwater inflow to the facility threatened the integrity of the oil storage and led to the decision to remove the oil, fill the chambers with brine, and decommission the facility. Thereafter, a monitoring phase, by agreement between the Department of Energy and the State, addressed facility stability and environmental concerns. Monitoring of the surface ground water and the brine of the underground chambers from the East Fill Hole produced no evidence of hydrocarbon contamination, which suggests that any unrecovered oil remaining in the underground chambers has been contained. Ever diminishing progression of the initial major sinkhole, and a subsequent minor sinkhole, with time was verification of the response of sinkholes to filling of the facility with brine. Brine filling of the facility ostensively eliminates any further growth or new formation from freshwater inflow. Continued monitoring of sinkhole response, together with continued surface surveillance for environmental problems, confirmed the intended results of brine pressurization. Surface subsidence measurements over the mine continued throughout the monitoring phase. And finally, the outward flow of brine was monitored as a measure of the creep closure of the mine chambers. Results of each of these monitoring activities are presented, with their correlation toward assuring the stability and environmental security of the decommissioned facility. The results suggest that the decommissioning was successful and no contamination of the surface environment by crude oil has been found.

    This report documents the decommissioning and abandonment activities at the Weeks Island Strategic Petroleum Reserve (SPR) site, Iberia Parish, Louisiana, that were concluded in 1999. These activities required about six years of intense operational, engineering, geotechnical, and management support efforts, following initiation of site abandonment plans in 1994. The Weeks Island SPR mine stored about 72.5 million bbl of crude oil following oil fill in 1980--1982, until November 1995, when the DOE initiated oil drawdown procedures, with brine refill and oil skimming, and numerous plugging and sealing activities. About 98% of the crude oil was recovered and transferred to other SPR facilities in Louisiana and Texas; a small amount was also sold. This document summarizes recent pre- and post-closure: conditions of surface features at the site, including the sinkholes, the freeze wall, surface subsidence measurements and predictions; conditions within the SPR mine, including oil recovery, brine filling, and the Markel Wet Drift; risk assessment evaluations relevant to the decommissioning and long-term potential environmental impacts; continuing environmental monitoring activities at the site; and, an overview on the background and history of the Weeks Island SPR facility.

    This report summarizes the Low-Level Radioactive Waste Forum (LLW Forum) meeting on May 29 through May 31, 1996.The LLW Forum is an association of state and compact representatives, appointed by governors and compact commissions, established to facilitate state and compact implementation of the Low-Level Waste Policy Act of 1980 and the Low-Level Radioactive Waste Policy Amendments Act of 1985 and to promote the objectives of low-level radioactive waste regional compacts. The LLW forum provides an opportunity for state and compact officials to share information with one another and to exchange views with officials of federal agencies and other interested parties.

    The theme of the meeting was ``A Path to Commercialization`` and discussion was devoted to addressing the nearest-term products and the time frame for implementation. The objectives of the meeting were to identify the barriers to commercialization, methods to overcome these barriers, and the actions required to achieve success. The meeting was planned to bring together government agencies and industry customers and, suppliers to discuss and conclude where the CFCC Program is today, where it is going, and how they plan to get there. It was also planned to join component developers with end users who can describe systems needs and projected schedules for introducing CFCC components in industrial applications.

Topics covered federal involvement in the HGP-EIS; NEPA compliance; public awareness, review, and access to information; Native Hawaiian concerns; the record of decision, responsibility with respect to international issues; the impacts of prior and on-going geothermal development activities; project definition; alternatives to the proposed action; necessary studies; Section 7 consultations; socioeconomic impacts; and risk analysis. Presentations followed, in ten meetings, 163 people presented issues and concerns, 1 additional person raised process questions only.

    The NorthernSTAR Building America Partnership held an expert meeting on Foundations–Research Results on November 15, 2011, in Minneapolis, MN. Audience participation was actively encouraged during each presentation to uncover needs and promote dialog among researchers and industry professionals. Key results were: greater understanding of the role of moisture transport through foundation and insulation materials and its potential impact on building durability; greater understanding of the role of foundation type in the process of selecting an insulation system for energy performance and building durability; need for research to quantify the risks associated with insulation processes to better enable users to weigh costs and benefits against the existing conditions of a home; need for improved performance modeling capabilities that address variations in foundation types and soil conditions.

The ERSP seeks to advance fundamental science to understand, predict, and mitigate the impacts of environmental contamination from past nuclear weapons production and provide a scientific basis for the long-term stewardship of nuclear waste disposal. These ambitious goals cannot be achieved by any one project alone. Therefore, ERSP funds a combination of research programs at the DOE national laboratories, individual projects at universities and federal agencies, and large long(er)-term field site research. Integration of these activities to advance the ERSP goals is a constant challenge, but made significantly simpler by bringing together all funded ERSP researchers once a year to discuss the very latest research results. It is at these meetings where new ideas and/or scientific advancements in support of ERSP goals can be discussed and openly debated among all PIs in the program. The ERSP thrives, in part, on the new ideas, concepts, scientific connections, and collaborations generated as a result of these meetings. The annual PI Meeting is very much a working meeting with three major goals: (1) to provide opportunities for scientific interaction among the ERSP scientists, a critical element for the program; (2) to provide the ERSP program staff with an opportunity to evaluate the progress of each program and project; and (3) to showcase the ERSP to interested parties within DOE and within other federal agencies In addition to program managers from within OBER, there will be representatives from other offices within DOE and other federal agencies in attandance at the meeting.

    The Japan Atomic Energy Agency (JAEA) has held public meetings on radiation and its health effects mainly for parents of students in kindergartens, elementary schools, and junior high schools in Fukushima and Ibaraki prefectures after the Fukushima nuclear accident. These meetings are held based on our experience of practicing risk communication activities for a decade in JAEA with local residents. By analyzing questionnaires collected after the meetings, we confirmed that interactive communication is effective in increasing participants' understanding and in decreasing their anxiety. Most of the participants answered that they understood the contents and that it eased their mind. (authors)

This report is published weekly by the EIA starting the second week in October 1995 and will continue until the second week in April 1996.     Weekly estimates of distillate stocks (131.6 MMB) are now 2.1 MMB below the lower bound of the three year average, and the current rate of increase is also lower than the average of the past three years. Heating fuels are 48% of the total inventory and have fallen 1.3 MMB during the past week. Distillate production dipped while demand increased. The supply of propane for the current week declined 1.5 MMB from the prior reporting period but is in the normal range for the time of the year. The natural gas supply available for distribution in August 1995 was estimated to be 1,795 BCF, which was almost unchanged from the previous year. The August 1995 consumption of 1,502 BCF was 6% greater than the previous year. This gas volume included 276 BCF injected into underground storage and 16 BCF exported. In July 1995, major gas pipeline companies paid an average of $1.91/KCF for gas purchased from domestic producers, which was a decrease from $2.03 in the previous month. The price for imported gas was $1.10/KCF. Heating oil prices showed little movement during this period, as did propane prices.

The residential pricing information is collected by the EIA and the State Energy Offices on a semimonthly basis for the EIA/State Heating Oil and Propane Program. The wholesale price comparison data are collected daily and are published weekly. Residential heating fuel prices are derived from price quotes for home delivery of No. 2 fuel oil and propane. As such, they reflect prices in effect on the dates shown. Wholesale heating oil and propane prices are estimates using a sample of terminal quotes to represent average State prices on the dates given.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. In quick succession Frank Oliver Glockner (MPI-Bremen), Victor Markowitz (LBNL), Nikos Kyripides (JGI), Folker Meyer (ANL), Linda Amaral-Zettler (Marine Biology Lab), and James Cole (Michigan State University) provide updates on a number of topics related to GSC projects at the Genomic Standards Consortium 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.
