    Diesel prices up this week The U.S. average retail price for on-highway diesel fuel rose sharply to $4.10 a gallon on Monday. That's up 8.2 cents from a week ago and 17.7 cents from two weeks ago, based on the weekly price survey by the U.S. Energy Information Administration. Prices rose by 3 cents from last week in the New England region and by 10 cents in the West Coast states bringing the highest average prices at 4.27 a gallon in both regions.     The problem of moving the equipment of a longwall face from one (the finished) panel to the next has always been an issue critical to any longwall operation. In the United States, moving longwall equipment from panel to panel takes an average of 20 days, and moves as long as 30 days are no exception. With $8 million invested and a 20% return on investment, a longwall move of four weeks represents a $135,000 opportunity loss, in addition to the $200,000 labor required to perform the move and the interest and depreciation related to the equipment. A four to six week move each year will decrease the longwall yearly production by 10% to 15%. For the average US longwall, move time reduction is second only to increasing the system availability in its production improvement potential. The reduction of move time can only be achieved through careful planning, optimal method development, and effective and efficient operational procedures. This handbook has been developed to provide the US coal mining industry with a comprehensive background for and guidance in performing safe and efficient face-to-face moves.

    The stability of charge distribution over the surface of a conducting body in moving plasma is analyzed. Using a finite-width plate streamlined by a cold neutralized electron flow as an example, it is shown that an electrically neutral body can be unstable against the development of spontaneous polarization. The plasma parameters at which such instability takes place, as well as the frequency and growth rate of the fundamental mode of instability, are determined.

    The elevation change data measured at the Weeks Island SPR site over the last 16+ years has been studied and analyzed. The subsidence rate is not constant with time and while the subsidence rate may have increased slightly during the past several years, recently the rate has increased more dramatically. The most recent increase comes at a time when the Strategic Petroleum Reserve (SPR) storage mine had been emptied of oil and was in the process of being refilled with brine. Damage to surface structures that has been observed during the past 12-18 months is attributed to the continued subsidence and dtierential subsidence across structures. The recent greater subsidence rates were unanticipated according to analysis results and will be used to aid further subsidence model development.

SRMs manage two types of resources: space and files. When managing space, SRMs negotiate space allocation with the requesting client, andlor assign default space quotas. When managing files, SRMs allocate space for files, invoke file transfer servicesmore » to move files into the space. phi files for a certain lifetime, release files upon the clients’ request, and use file replacement policies to optimize the use of the shared space. SPMs can be designed to provide effective sharing of files, by monitoring the activity of shared files, and make dynamic decisions on which files to replace when space is needed. In addition, SRMs perform automatic gathage collection of unused files by removing selected files whose lifetime has expired when space is needed. BeStMan is a Java implementation of SRM functionality by the Scientific Data Management Group at LBNL. It manages multiple disks as well as the HPSS mass storage system, and can be adapted to other storage systems.     Energy storage technology is critical if the U.S. is to achieve more than 25% penetration of renewable electrical energy, given the intermittency of wind and solar. Energy density is a critical parameter in the economic viability of any energy storage system with liquid fuels being 10 to 100 times better than batteries. However, the economical conversion of electricity to fuel still presents significant technical challenges. This project addressed these challenges by focusing on a specific approach: efficient processes to convert electricity, water and nitrogen to ammonia. Ammonia has many attributes that make it the ideal energy storage compound. The feed stocks are plentiful, ammonia is easily liquefied and routinely stored in large volumes in cheap containers, and it has exceptional energy density for grid scale electrical energy storage. Ammonia can be oxidized efficiently in fuel cells or advanced Carnot cycle engines yielding water and nitrogen as end products. Because of the high energy density and low reactivity of ammonia, the capital cost for grid storage will be lower than any other storage application. This project developed the theoretical foundations of N2 catalysis on specific catalysts and provided for the first time experimental evidence for activation of Mo 2N based catalysts. Theory also revealed that the N atom adsorbed in the bridging position between two metal atoms is the critical step for catalysis. Simple electrochemical ammonia production reactors were designed and built in this project using two novel electrolyte systems. The first one demonstrated the use of ionic liquid electrolytes at room temperature and the second the use of pyrophosphate based electrolytes at intermediate temperatures (200 – 300 ºC). The mechanism of high proton conduction in the pyrophosphate materials was found to be associated with a polyphosphate second phase contrary to literature claims and ammonia production rates as high as 5X 10-8 mol/s/cm2 were achieved.

    This paper reports that Seminole Pipeline Co. at presstime last week had planned to reopen its 775 mile liquefied petroleum gas pipeline in South Texas by Apr. 12 after a huge explosion devastated the area around a Seminole LPG storage salt dome near Brenham, Tex., forcing the pipeline shutdown. A large fire was still burning at the storage site at presstime last week. The blast - shortly after 7 a.m. Apr. 7 - occurred at a pipeline connecting the main Seminole line with the storage facility and caused shock waves felt 130 miles away. A 5 year old boy who lived in a trailer near Seminole's LPG storage dome was killed, and 20 persons were injured.
