    The West Lake Landfill is located near the city of St. Louis in Bridgeton, St. Louis County, Missouri. The site has been used since 1962 for disposing of municipal refuse, industrial solid and liquid wastes, and construction demolition debris. This report summarizes the circumstances of the radioactive material in the West Lake Landfill. The radioactive material resulted from the processing of uranium ores and the subsequent by the AEC of processing residues. Primary emphasis is on the radiological environmental aspects as they relate to potential disposition of the material. It is concluded that remedial action is called for. 8 refs., 2 figs., 1 tab.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     Great cities connect people; failed cities isolate people. Despite the fundamental importance of physical, face-to-face social-ties in the functioning of cities, these connectivity networks are not explicitly observed in their entirety. Attempts at estimating them often rely on unrealistic over-simplifications such as the assumption of spatial homogeneity. Here we propose a mathematical model of human interactions in terms of a local strategy of maximising the number of beneficial connections attainable under the constraint of limited individual travelling-time budgets. By incorporating census and openly-available online multi-modal transport data, we are able to characterise the connectivity of geometrically and topologically complex cities. Beyond providing a candidate measure of greatness, this model allows one to quantify and assess the impact of transport developments, population growth, and other infrastructure and demographic changes on a city. However, during the 1970s a flurry of new producing fields, primarily off the African coast, diversified production among a number of countries and touched off a wave of oil activity.     LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and the U.S. Fish and Wildlife Services (USFWS) concurring with the National Environmental Policy Act of 1969 (NEPA) It was determined that Brigham City’s Upper Hydroelectric Power Plant upgrade would have no effect to federally listed or candidate species. However Brigham City has contributed a onetime lump sum towards Bonneville cutthroat trout conservation in the Northern Bonneville Geographic Management Unit with the intention to offset any impacts from the Upper Hydro Project needed to move forward with design and construction and is sufficient for NEPA compliance. No work was done in the river or river bank. During construction, the penstock was disconnected and water was diverted through and existing system around the powerhouse and back into the water system. The penstock, which is currently a 30-inch steel pipe, would be removed and replaced with a new section of 30-inch pipe. Brigham City worked with the DOE and was awarded a new modification and the permission to proceed with Phase III of our Hydro Project in Dec. 2013; with the exception to the modification of the award for the construction phase. Brigham City developed and issued a Request for Proposal for Engineer and Design vendor. Sunrise Engineering was selected for the Design and throughout the Construction Phase of the Upper Hydroelectric Power Plant. Brigham City conducted a Kickoff Meeting with Sunrise June 28, 2013 and received a Scope of Work Brigham City along with engineering firm sent out a RFP for Turbine, Generator and Equipment for Upper Hydro. We select Turbine/Generator Equipment from Canyon Industries located in Deming, WA. DOE awarded Brigham City a new modification and the permission to proceed with Phase III Construction of our Hydro Project. Brigham City Crews removed existing turbine/generator and old equipment alone with feeder wires coming into the building basically giving Caribou Construction an empty shell to begin demolition. Brigham City contracted with Caribou Construction from Jerome, Idaho for the Upper Power Plant construction. A kickoff meeting was June 24, 2014 and

    The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    Tsunami is a series of wave trains which travels with high speed on the sea surface. This traveling wave is caused by the displacement of a large volume of water after the occurrence of an underwater earthquake or volcano eruptions. The speed of tsunami decreases when it reaches the sea shore along with the increase of its amplitudes. Two large tsunamis had occurred in the last decades in Indonesia with huge casualties and large damages. Indonesian Tsunami Early Warning System has been installed along the west coast of Sumatra. This early warning system will give about 10-15 minutes to evacuate people from high risk regions to the safe areas. Here in this paper, a mathematical model for Tsunami evacuation is presented with the city of Padang as a study case. In the model, the safe areas are chosen from the existing and selected high rise buildings, low risk region with relatively high altitude and (proposed to be built) a flyover ring road. Each gathering points are located in the radius of approximately 1 km from the ring road. The model is formulated as an optimization problem with the total normalized evacuation time as the objective function. The constraints consist of maximum allowable evacuation time in each route, maximum capacity of each safe area, and the number of people to be evacuated. The optimization problem is solved numerically using linear programming method with Matlab. Numerical results are shown for various evacuation scenarios for the city of Padang.

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    Modeled Bouger Gravity data was extracted from the Pan American Center for Earth and Environmental Studies Gravity Database of the U.S. at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was opened in an Excel spreadsheet. This spreadsheet data was then converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and gravity (in milligals). This data was then converted to grid and then contoured using ESRI Spatial Analyst.     The complex West Netherlands Basin contains oil and gas in Triassic and Upper Jurassic to Cretaceous clastic reservoir sequences. The understanding has always been that the Carboniferous coal measures have generated only gas and the Jurassic marine Posidonia Shale only oil. However, detailed geochemical analyses show that both source rocks have generated oil and gas. Geochemical fingerprinting established a correlation of the hydrocarbons with the main source rocks. The occurrence of these different hydrocarbons is consistent with migration routes. Map-based charge modeling shows that the main phase of hydrocarbon generation occurred prior to the Late Cretaceous inversion of the West Netherlands Basin. However, along the southwest flank of the basin and in lows between the inversion highs, significant charge continued during the Tertiary. Biodegradation of oils in Jurassic and Cretaceous reservoirs occurred during the earliest Tertiary, but only in reservoirs that were at that time at temperatures of less then 70 to 80[degrees]C, where bacteria could survive. This study shows that also in a mature hydrocarbon province an integrated hydrocarbon habitat study with modern analyses and state-of-the-art technology can lead to a much improved understanding of the distribution of oil and gas in the subsurface. The results of this study will allow a better risk assessment for remaining prospects, and an improved prediction of the type of trapped hydrocarbons in terms of gas, oil, and biodegraded oil.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

    A city is not a tree but a semi-lattice. To use a more fashionable term, a city is a complex network. The complex network constitutes a unique topological perspective on cities and enables us to better understand the kind of problem a city is. The topological perspective differentiates it from the perspectives of Euclidean geometry and Gaussian statistics that deal with essentially regular shapes and more or less similar things. Many urban theories, such as the Central Place Theory, Zipf's Law, the Image of the City, and the Theory of Centers can be interpreted from the point of view of complex networks. A livable city consists of far more small things than large ones, and their shapes tend to be irregular and rough. This chapter illustrates the complex network view and argues that we must abandon the kind of thinking guided by Euclidean geometry and Gaussian statistics, and instead adopt fractal geometry, power-law statistics, and Alexander's living geometry to develop sustainable cities.     Developing a scientific understanding of cities in a fast urbanizing world is essential for planning sustainable urban systems. Recently, it was shown that income and wealth creation follow increasing returns, scaling superlinearly with city size. We study scaling of per capita incomes for separate census defined income categories against population size for the whole of Australia. Across several urban area definitions, we find that lowest incomes grow just linearly or sublinearly ($\\beta = 0.94$ to $1.00$), whereas highest incomes grow superlinearly ($\\beta = 1.00$ to $1.21$), with total income just superlinear ($\\beta = 1.03$ to $1.05$). These findings support the earlier finding: the bigger the city, the richer the city. But, we also see an emergent metric of inequality: the larger the population size and densities of a city, higher incomes grow more quickly than lower, suggesting a disproportionate agglomeration of incomes in the highest income categories in big cities. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study. In the federal fiscal year (FY) 1999 (October 1, 1998 through September 30, 1999), the total impact of DOE'S local $1.59 billion budget was felt through payrolls of $542 million and local purchases of goods and services of $226 million. The total local spending of $768 million was up slightly from the FY 1998 total of $765 million. Taking into account the multiplier effects of this spending, the DOE/RL budget sustained an estimated 32% of all local employment (28,250 out of 88,100 jobs) and about 35% of local earned income (almost $1.08 billion out of $3.08 billion). The decrease in these percentages from last year's report reflects an update of the model's economic structure based on the 1997 economic census year, a correction of a programming error in the model found during the update, and a broader definition of earnings that includes proprietor income, not just wages (see the Appendix for revisions to the previous forecasts). DOE budget increases in FY 2000 are expected to result in no change to the number of local DOE contractor jobs and about a $29 million increase in direct local spending.

  1. A Regional Approach to Market Monitoring in the West

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.
