  9. Collaborative decision making for sustainable development

    SciTech Connect (OSTI)

    Kinsley, M.J.

    1995-12-31

For many years, economic development has mean industrial recruitment where business-at-any-cost was preached by a small elite, where civic discord replaced civic discussion, where families made more money but had less to spend, where residents learned to lock their doors, where communities changed from the unique to commonplace and a thousand towns looked alike. But now, scores of communities are saying no to old, worn-out approaches to development and embracing a new kind of development that respects the community and the environment. Created collaboratively by people from all walks of community life, this new approach is called sustainable community economic development. Though new, sustainable development is based on traditional values of stewardship and working together. Its principles are powerful in their simplicity. Its lessons enrich community decision making. This paper describes these principles and lessons. It introduces a community decision-making process that applies them and suggests the kinds of results you can expect from such a process in your town.

  5. EXPERIENCE WITH COLLABORATIVE DEVELOPMENT FOR THE SPALLATION NEUTRON SOURCE FROM A PARTNER LAB PERSPECTIVE.

    SciTech Connect (OSTI)

    HOFF, L.T.

    2005-10-10

Collaborative development and operation of large physics experiments is fairly common. Less common is the collaborative development or operation of accelerators. A current example of the latter is the Spallation Neutron Source (SNS). The SNS project was conceived as a collaborative effort between six DOE facilities. In the SNS case, the control system was also developed collaboratively. The SNS project has now moved beyond the collaborative development phase and into the phase where Oak Ridge National Lab (ORNL) is integrating contributions from collaborating ''partner labs'' and is beginning accelerator operations. In this paper, the author reflects on the benefits and drawbacks of the collaborative development of an accelerator control system as implemented for the SNS project from the perspective of a partner lab.

    SciTech Connect (OSTI)

    Svetlana Shasharina

    2005-11-27

Modern scientific simulations generate large datasets at remote sites with appropriate resources (supercomputers and clusters). Bringing these large datasets to the computers of all members of a distributed team of collaborators is often impractical or even impossible: there might not be enough bandwidth, storage capacity or appropriate data analysis and visualization tools locally available. To address the need to access remote data, avoid heavy Internet traffic and unnecessary data replication, Tech-X Corporation developed a tool, which allows running remote data visualization collaboratively and sharing the visualization objects as they get generated. The size of these objects is typically much smaller than the size of the original data. For marketing reasons, we renamed the product CoReViz. The detailed information on this product can be found at http://www.txcorp.com/products/CoReViz/. We installed and tested this tool at multiple machines at Tech-X and on seaborg at NERSC. In what follows, we give a detailed description of this tool.

    SciTech Connect (OSTI)

    Macaluso, C.; Strong, T.; Janairo, L.; Helvey, E.

    2006-07-01

The Department of Energy's Office of Civilian Radioactive Waste Management (OCRWM) committed in its November 2003 Strategic Plan for the Safe Transportation of Spent Nuclear Fuel and High-Level Radioactive Waste to Yucca Mountain: A Guide to Stakeholder Interactions to develop the transportation system collaboratively with stakeholders. The Strategic Plan further stated that four state regional groups (SRGs) would be the 'anchors' for OCRWM's collaboration with the states. The first major transportation planning activity that OCRWM initiated after publication of the Strategic Plan was the development of the Section 180(c) grant program. This document describes that collaboration and its outcomes from the perspective of the OCRWM participants and one of the SRGs, the Council of State Governments - Midwestern Office (CSG Midwest). 10. Collaborative development of the EPICS Qt framework Phase I Final Report

    SciTech Connect (OSTI)

    Mayssat, Robert E.

    2015-01-15

At Lyncean, a private company spun-off from technology developed at the SLAC National Lab, we have been using EPICS for over a decade. EPICS is ubiquitous on our flagship product – the Compact Light Source. EPICS is not only used to control our laser and accelerator systems, but also to control our x-ray beamlines. The goal of this SBIR is for Lyncean Technologies to spearhead a worldwide collaborative effort for the development of control system tools for EPICS using the Qt framework, a C++-based coding environment that could serve as a competitive alternative to the Java-based Control System Studio (CSS). This grant's Phase I, not unlike a feasibility study, is designed for planning and scoping the preparatory work needed for Phase II or other funding opportunities. The three main objectives of this Phase I are (1) to become better acquainted with the existing EPICS Qt software and Qt framework in order to evaluate the best options for ongoing development, (2) to demonstrate that our engineers can lead the EPICS community and jump-start the Qt collaboration, and (3) to identify a scope for our future work with solicited feedback from the EPICS community. This Phase I report includes key technical findings. It clarifies the differences between the two apparently-competing EPICS Qt implementations, caQtDM and the QE Framework; it explains how to create python-bindings, and compares Qt graphical libraries. But this report is also a personal story that narrates the birth of a collaboration. Starting a collaboration is not the work of a single individual, but the work of many. Therefore this report is also an attempt to publicly give credit to many who supported the effort. The main take-away from this grant is the successful birth of an EPICS Qt collaboration, seeded with existing software from the PSI and the Australian Synchrotron. But a lot more needs to be done for the collaboration founders' vision to be realized, and for the collaboration to reach its full

  1. Collaborative Research: ARM observations for the development and evaluation of models and parameterizations of cloudy boundary layers

    SciTech Connect (OSTI)

    Albrecht, Bruce,

    2013-07-12

This is a collaborative project with Dr. Ping Zhu at Florida International University. It was designed to address key issues regarding the treatment of boundary layer cloud processes in climate models with UM’s research focusing on the analyses of ARM cloud radar observations from MMCR and WACR and FIU’s research focusing on numerical simulations of boundary layer clouds. This project capitalized on recent advancements in the ARM Millimeter Cloud Radar (MMCR) processing and the development of the WACR (at the SGP) to provide high temporal and spatial resolution Doppler cloud radar measurements for characterizing in-cloud turbulence, large-eddy circulations, and high resolution cloud structures of direct relevance to high resolution numerical modeling studies. The principal focus of the observational component of this collaborative study during this funding period was on stratocumulus clouds over the SGP site and fair-weather cumuli over the Nauru site. The statistical descriptions of the vertical velocity structures in continental stratocumulus clouds and in the Nauru shallow cumuli that are part of this study represents the most comprehensive observations of the vertical velocities in boundary layer clouds to date and were done in collaboration with Drs. Virendra Ghate and Pavlos Kollias.

    Hendrickson, D.W.; Biyani, R.K.; Brown, C.M.; Teter, W.L.

    1995-11-01

Proposals for demonstration work under the Department of Energy`s Mixed Waste Focus Area, during the 1996 through 1997 fiscal years included two applications of supercritical carbon dioxide to mixed waste pretreatment. These proposals included task RF15MW58 of Rocky Flats and task RL46MW59 of Hanford. Analysis of compatibilities in wastes and work scopes yielded an expectation of substantial collaboration between sites whereby Hanford waste streams may undergo demonstration testing at Rocky Flats, thereby eliminating the need for test facilities at Hanford. This form of collaboration is premised the continued deployment at Rocky Flats and the capability for Hanford samples to be treated at Rocky Flats. The recent creation of a thermal treatment contract for a facility near Hanford may alleviate the need to conduct organic extraction upon Rocky Flats wastes by providing a cost effective thermal treatment alternative, however, some waste streams at Hanford will continue to require organic extraction. Final site waste stream treatment locations are not within the scope of this document.

    2008-01-01

Cutting-edge scientific computing software is complex, increasingly involving the coupling of multiple packages to combine advanced algorithms or simulations at multiple physical scales. Component-based software engineering (CBSE) has been advanced as a technique for managing this complexity, and complex component applications have been created in the quantum chemistry domain, as well as several other simulation areas, using the component model advocated by the Common Component Architecture (CCA) Forum. While programming models do indeed enable sound software engineering practices, the selection of programming model is just one building block in a comprehensive approach to large-scale collaborative development which must also addressmore » interface and data standardization, and language and package interoperability. We provide an overview of the development approach utilized within the Quantum Chemistry Science Application Partnership, identifying design challenges, describing the techniques which we have adopted to address these challenges and highlighting the advantages which the CCA approach offers for collaborative development.« less

We have made significant landmarks in our proposed work in the last 4 years (3 years plus 1 year of no cost extension). We have developed the simulation capability of the major isotopes in CESM. In particular, we have completed the implementation of the stable water isotopes (δ18O, δD) into the components for the atmosphere, ocean, land surface, runoff transport, sea ice, and coupler. In addition, the carbon isotopes (abiotic and biotic radiocarbon, δ13 C) have been implemented into the CESM ocean and land models, and long spinup simulations have been completed (Jahn et al., 2015). Furthermore, we have added abiotic Neodymium to the CESM ocean model as a tracer of ocean circulation, also measured by the proxy data community. Fullycoupled simulations with the stable water isotopes and ocean radiocarbon are currently being run for the preindustrial and also the Last Glacial Maximum. We have secured 19 million core-hours on the NWSC Yellowstone supercomputer for 12 months. Together with some CESM Paleoclimate Working Group CSL Yellowstone core hours, we are guaranteed sufficient computing for the spin-up experiments and deglaciation simulations for 21 to 15ka.

Wyoming has a wealth of primary energy resources in the forms of coal, natural gas, wind, uranium, and oil shale. Most of Wyoming?s coal and gas resources are exported from the state in unprocessed form rather than as refined higher value products. Wyoming?s leadership recognizes the opportunity to broaden the state?s economic base energy resources to make value-added products such as synthetic vehicle fuels and commodity chemicals. Producing these higher value products in an environmentally responsible manner can benefit from the use of clean energy technologies including Wyoming?s abundant wind energy and nuclear energy such as new generation small modular reactors including the high temperature gas-cooled reactors.

Scientific collaborations are established for a wide variety of tasks for which several communication modes are necessary, including messaging, file-sharing, and collaborative editing. In this position paper, we describe our work on the Pervasive Collaborative Computing Environment (PCCE) which aims to facilitate scientific collaboration within widely distributed environments. The PCCE provides a persistent space in which collaborators can locate each other, exchange messages synchronously and asynchronously and archive conversations. Our current interest is in exploring research and development of shared editing systems with the goal of integrating this technology into the PCCE. We hope to inspire discussion of technology solutions for an integrated approach to synchronous and asynchronous communication and collaborative editing.

To enable collaboration on the daily tasks involved in scientific research, collaborative frameworks should provide lightweight and ubiquitous components that support a wide variety of interaction modes. We envision a collaborative environment as one that provides a persistent space within which participants can locate each other, exchange synchronous and asynchronous messages, share documents and applications, share workflow, and hold videoconferences. We are developing the Pervasive Collaborative Computing Environment (PCCE) as such an environment. The PCCE will provide integrated tools to support shared computing and task control and monitoring. The Fluxnet synthesis dataset originally compiled for the La Thuile workshop contained approximately 600 site years. Since the workshop, several additional site years have been added and the dataset now contains over 920 site years from over 240 sites. A data refresh update is expected to increase those numbers in the next few months. The ancillary data describing the sites continues to evolve as well. There are on the order of 120 site contacts and 60proposals have been approved to use thedata. These proposals involve around 120 researchers. The size and complexity of the dataset and collaboration has led to a new approach to providing access to the data and collaboration support and the support team attended the workshop and worked closely with the attendees and the Fluxnet project office to define the requirements for the support infrastructure. As a result of this effort, a new website (http://www.fluxdata.org) has been created to provide access to the Fluxnet synthesis dataset. This new web site is based on a scientific data server which enables browsing of the data on-line, data download, and version tracking. We leverage database and data analysis tools such as OLAP data cubes and web reports to enable browser and Excel pivot table access to the data.

    SciTech Connect (OSTI)

    Somerville, Richard

    2013-08-22

The long-range goal of several past and current projects in our DOE-supported research has been the development of new and improved parameterizations of cloud-radiation effects and related processes, using ARM data, and the implementation and testing of these parameterizations in global models. The main objective of the present project being reported on here has been to develop and apply advanced statistical techniques, including Bayesian posterior estimates, to diagnose and evaluate features of both observed and simulated clouds. The research carried out under this project has been novel in two important ways. The first is that it is a key step in the development of practical stochastic cloud-radiation parameterizations, a new category of parameterizations that offers great promise for overcoming many shortcomings of conventional schemes. The second is that this work has brought powerful new tools to bear on the problem, because it has been a collaboration between a meteorologist with long experience in ARM research (Somerville) and a mathematician who is an expert on a class of advanced statistical techniques that are well-suited for diagnosing model cloud simulations using ARM observations (Shen).

    2012-01-30

The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5

The CO{sub 2} Capture Project (CCP) is a joint industry project, funded by eight energy companies (BP, ChevronTexaco, EnCana, Eni, Norsk Hydro, Shell, Statoil, and Suncor) and three government agencies (1) European Union (DG Res & DG Tren), (2) Norway (Klimatek) and (3) the U.S.A. (Department of Energy). The project objective is to develop new technologies, which could reduce the cost of CO{sub 2} capture and geologic storage by 50% for retrofit to existing plants and 75% for new-build plants. Technologies are to be developed to ''proof of concept'' stage by the end of 2003. The project budget is approximately $24 million over 3 years and the work program is divided into eight major activity areas: (1) Baseline Design and Cost Estimation--defined the uncontrolled emissions from each facility and estimate the cost of abatement in $/tonne CO{sub 2}. (2) Capture Technology, Post Combustion: technologies, which can remove CO{sub 2} from exhaust gases after combustion. (3) Capture Technology, Oxyfuel: where oxygen is separated from the air and then burned with hydrocarbons to produce an exhaust with high CO{sub 2} for storage. (4) Capture Technology, Pre -Combustion: in which, natural gas and petroleum coke are converted to hydrogen and CO{sub 2} in a reformer/gasifier. (5) Common Economic Model/Technology Screening: analysis and evaluation of each technology applied to the scenarios to provide meaningful and consistent comparison. (6) New Technology Cost Estimation: on a consistent basis with the baseline above, to demonstrate cost reductions. (7) Geologic Storage, Monitoring and Verification (SMV): providing assurance that CO{sub 2} can be safely stored in geologic formations over the long term. (8) Non-Technical: project management, communication of results and a review of current policies and incentives governing CO{sub 2} capture and storage. Technology development work dominated the past six months of the project. Numerous studies are making substantial progress

The Advanced Engineering Environment (AEE) is a model for an engineering design and communications system that will enhance project collaboration throughout the nuclear weapons complex (NWC). Sandia National Laboratories and Parametric Technology Corporation (PTC) worked together on a prototype project to evaluate the suitability of a portion of PTC's Windchill 9.0 suite of data management, design and collaboration tools as the basis for an AEE. The AEE project team implemented Windchill 9.0 development servers in both classified and unclassified domains and used them to test and evaluate the Windchill tool suite relative to the needs of the NWC using weapons project use cases. A primary deliverable was the development of a new real time collaborative desktop design and engineering process using PDMLink (data management tool), Pro/Engineer (mechanical computer aided design tool) and ProductView Lite (visualization tool). Additional project activities included evaluations of PTC's electrical computer aided design, visualization, and engineering calculations applications. This report documents the AEE project work to share information and lessons learned with other NWC sites. It also provides PTC with recommendations for improving their products for NWC applications.

NREL has initiated the Gearbox Reliability Collaborative (GRC) to investigate the root cause of the low wind turbine gearbox reliability. The GRC follows a multi-pronged approach based on a collaborative of manufacturers, owners, researchers and consultants. The project combines analysis, field testing, dynamometer testing, condition monitoring, and the development and population of a gearbox failure database. At the core of the project are two 750kW gearboxes that have been redesigned and rebuilt so that they are representative of the multi-megawatt gearbox topology currently used in the industry. These gearboxes are heavily instrumented and are tested in the field and on the dynamometer. This report discusses the bearing calibrations of the gearboxes.

The diverse set of organizations and software components involved in a typical collaboratory make providing a seamless security solution difficult. In addition, the users need support for a broad range of frequency and locations for access to the collaboratory. A collaboratory security solution needs to be robust enough to ensure that valid participants are not denied access because of its failure. There are many tools that can be applied to the task of securing collaborative environments and these include public key infrastructure, secure sockets layer, Kerberos, virtual and real private networks, grid security infrastructure, and username/password. A combination of these mechanisms can provide effective secure collaboration capabilities. In this paper, we discuss the requirements of typical collaboratories and some proposals for applying various security mechanisms to collaborative environments.

  3. Security and Policy for Group Collaboration

    SciTech Connect (OSTI)

    2006-07-31

“Security and Policy for Group Collaboration” was a Collaboratory Middleware research project aimed at providing the fundamental security and policy infrastructure required to support the creation and operation of distributed, computationally enabled collaborations. The project developed infrastructure that exploits innovative new techniques to address challenging issues of scale, dynamics, distribution, and role. To reduce greatly the cost of adding new members to a collaboration, we developed and evaluated new techniques for creating and managing credentials based on public key certificates, including support for online certificate generation, online certificate repositories, and support for multiple certificate authorities. To facilitate the integration of new resources into a collaboration, we improved significantly the integration of local security environments. To make it easy to create and change the role and associated privileges of both resources and participants of collaboration, we developed community wide authorization services that provide distributed, scalable means for specifying policy. These services make it possible for the delegation of capability from the community to a specific user, class of user or resource. Finally, we instantiated our research results into a framework that makes it useable to a wide range of collaborative tools. The resulting mechanisms and software have been widely adopted within DOE projects and in many other scientific projects. The widespread adoption of our Globus Toolkit technology has provided, and continues to provide, a natural dissemination and technology transfer vehicle for our results.

Cyber security analysts in different geographical and organizational domains are often largely tasked with similar duties, albeit with domain-specific variations. These analysts necessarily perform much of the same work independently for instance, analyzing the same list of security bulletins released by largely the same set of software vendors. As such, communication and collaboration between such analysts would be mutually beneficial to the analysts involved, potentially reducing redundancy and offering the opportunity to preemptively alert each other to high-severity security alerts in a more timely fashion. However, several barriers to practical and efficient collaboration exist, and as such, no such framework exists to support such efforts. In this paper, we discuss the inherent difficulties which make efficient collaboration between cyber security analysts a difficult goal to achieve. We discuss preliminary ideas and concepts towards a collaborative cyber-security framework currently under development, whose goal is to facilitate analyst collaboration across these boundaries. While still in its early stages, we describe work-in-progress towards achieving this goal, including motivation, functionality, concepts, and a high-level description of the proposed system architecture.

A current barrier to public acceptance of distributed generation (DG) and combined heat and power (CHP) technologies is the lack of credible and uniform information regarding system performance. Under a cooperative agreement, the Association of State Energy Research and Technology Transfer Institutions (ASERTTI) and the U.S. Department of Energy have developed four performance testing protocols to provide a uniform basis for comparison of systems. The protocols are for laboratory testing, field testing, long-term monitoring and case studies. They have been reviewed by a Stakeholder Advisory Committee made up of industry, public interest, end-user, and research community representatives. The types of systems covered include small turbines, reciprocating engines (including Stirling Cycle), and microturbines. The protocols are available for public use and the resulting data is publicly available in an online national database and two linked databases with further data from New York State. The protocols are interim pending comments and other feedback from users. Final protocols will be available in 2007. The interim protocols and the national database of operating systems can be accessed at www.dgdata.org. The project has entered Phase 2 in which protocols for fuel cell applications will be developed and the national and New York databases will continue to be maintained and populated.

The CO{sub 2} Capture Project (CCP) was a joint industry project, funded by eight energy companies (BP, ChevronTexaco, EnCana, ENI, Norsk Hydro, Shell, Statoil, and Suncor) and three government agencies (European Union [DG RES & DG TREN], the Norwegian Research Council [Klimatek Program] and the U.S. Department of Energy [NETL]). The project objective was to develop new technologies that could reduce the cost of CO{sub 2} capture and geologic storage by 50% for retrofit to existing plants and 75% for new-build plants. Technologies were to be developed to ''proof of concept'' stage by the end of 2003. Certain promising technology areas were increased in scope and the studies extended through 2004. The project budget was approximately $26.4 million over 4 years and the work program is divided into eight major activity areas: Baseline Design and Cost Estimation--defined the uncontrolled emissions from each facility and estimate the cost of abatement in $/tonne CO{sub 2}. Capture Technology, Post Combustion: technologies, which can remove CO{sub 2} from exhaust gases after combustion. Capture Technology, Oxyfuel: where oxygen is separated from the air and then burned with hydrocarbons to produce an exhaust with high CO{sub 2} for storage. Capture Technology, Pre-Combustion: in which, natural gas and petroleum cokes are converted to hydrogen and CO{sub 2} in a reformer/gasifier. Common Economic Model/Technology Screening: analysis and evaluation of each technology applied to the scenarios to provide meaningful and consistent comparison. New Technology Cost Estimation: on a consistent basis with the baseline above, to demonstrate cost reductions. Geologic Storage, Monitoring and Verification (SMV): providing assurance that CO{sub 2} can be safely stored in geologic formations over the long term. Non-Technical: project management, communication of results and a review of current policies and incentives governing CO{sub 2} capture and storage. Pre-combustion De

This workshop was held at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia, on July 11--12, 1995. The workshop sought to establish a foundation for continued dialogue between industry and the DOE to ensure that industry`s experiences, lessons learned, and recommendations are incorporated into D and D program policy, strategy, and plans. The mission of the D and D Focus Area is to develop improved technologies, processes and products, to characterize, deactivate, survey, maintain, decontaminate, dismantle, and dispose of DOE surplus structures, buildings, and contents. The target is a five-to-one return on investment through cost avoidance. The cornerstone of the D and D focus area activities is large-scale demonstration projects that actually decontaminate, decommission, and dispose of a building. The aim is to demonstrate innovative D and D technologies as part of an ongoing DOE D and D project. OTD would pay the incremental cost of demonstrating the innovative technologies. The goal is to have the first demonstration project completed within the next 2 years. The intent is to select projects, or a project, with visible impact so all of the stakeholders know that a building was removed, and demonstrate at a scale that is convincing to the customers in the EM program so they feel comfortable using it in subsequent D and D projects. The plan is to use a D and D integrating contractor who can then use the expertise in this project to use in jobs at other DOE sites.

On December 4, 1997, the US Department of Energy (DOE), the New Energy and Industrial Technology Development Organization of Japan (NEDO), and the Norwegian Research Council (NRC) entered into a ''Project Agreement for International Collaboration on CO{sub 2} Ocean Sequestration''. Government organizations from Japan, Canada, and Australia, and a Swiss/Swedish engineering firm later joined the agreement, which outlined a research strategy for ocean carbon sequestration via direct injection. The members agreed to an initial field experiment, with the hope that if the initial experiment was successful, there would be subsequent field evaluations of increasingly larger scale to evaluate environmental impacts of sequestration and the potential for commercialization. This report is a summary of the evolution of the collaborative effort, the supporting research, and results for the International Collaboration on CO{sub 2} Ocean Sequestration. Almost 100 papers and reports resulted from this collaboration, including 18 peer reviewed journal articles, 46 papers, 28 reports, and 4 graduate theses. A full listing of these publications is in the reference section.

This report describes the current status of international collaboration regarding geologic disposal research in the Used Fuel Disposition (UFD) Campaign. Since 2012, in an effort coordinated by Lawrence Berkeley National Laboratory, UFD has advanced active collaboration with several international geologic disposal programs in Europe and Asia. Such collaboration allows the UFD Campaign to benefit from a deep knowledge base with regards to alternative repository environments developed over decades, and to utilize international investments in research facilities (such as underground research laboratories), saving millions of R&D dollars that have been and are being provided by other countries. To date, UFD’s International Disposal R&D Program has established formal collaboration agreements with five international initiatives and several international partners, and national lab scientists associated with UFD have conducted specific collaborative R&D activities that align well with its R&D priorities.

Energy development is expanding across the United States, particularly in western states like Wyoming. Federal and state land management agencies, local governments, industry and non-governmental organizations have realized the need to access spatially-referenced data and other non-spatial information to determine the geographical extent and cumulative impacts of expanding energy development. The Wyoming Energy Resources Information Clearinghouse (WERIC) is a web-based portal which centralizes access to news, data, maps, reports and other information related to the development, management and conservation of Wyoming??s diverse energy resources. WERIC was established in 2006 by the University of Wyoming??s Ruckelshaus Institute of Environment and Natural Resources (ENR) and the Wyoming Geographic Information Science Center (WyGISC) with funding from the US Department of Energy (DOE) and the US Bureau of Land Management (BLM). The WERIC web portal originated in concept from a more specifically focused website, the Coalbed Methane (CBM) Clearinghouse. The CBM Clearinghouse effort focused only on coalbed methane production within the Powder River Basin of northeast Wyoming. The CBM Clearinghouse demonstrated a need to expand the effort statewide with a comprehensive energy focus, including fossil fuels and renewable and alternative energy resources produced and/or developed in Wyoming. WERIC serves spatial data to the greater Wyoming geospatial community through the Wyoming GeoLibrary, the WyGISC Data Server and the Wyoming Energy Map. These applications are critical components that support the Wyoming Energy Resources Information Clearinghouse (WERIC). The Wyoming GeoLibrary is a tool for searching and browsing a central repository for metadata. It provides the ability to publish and maintain metadata and geospatial data in a distributed environment. The WyGISC Data Server is an internet mapping application that provides traditional GIS mapping and analysis

The International Collaboration on Advanced Neutron Sources was started about a decade ago with the purpose of sharing information throughout the global neutron community. The collaboration has been extremely successful in optimizing the use of resources, and the discussions are open and detailed, with reasons for failure shared as well as reasons for success. Although the meetings have become increasingly oriented toward pulsed neutron sources, many of the neutron instrumentation techniques, such as the development of better monochromators, fast response detectors and various data analysis methods, are highly relevant to the Advanced Neutron Source (ANS). I presented one paper on the ANS, and another on the neutron optical polarizer design work which won a 1989 R D-100 Award. I also gained some valuable design ideas, in particular for the ANS hot source, in discussions with individual researchers from Canada, Western Europe, and Japan.

  1. National Wind Distance Learning Collaborative

    SciTech Connect (OSTI)

    Dr. James B. Beddow

    2013-03-29

Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for

data assessments and others assembled over the years of the CSMEP project can be accessed on the CBFWA public website. The CSMEP web database (http://csmep.streamnet.org/) houses metadata inventories from S&W assessments of Columbia River Basin watersheds that were completed prior to FY2008. These older S&W assessments are maintained by StreamNet, but budget cutbacks prevented us from adding the new FY2008 assessments into the database. Progress was made in FY2008 on CSMEP's goals of collaborative design of improved M&E methods. CSMEP convened two monitoring design workshops in Portland (December 5 and 6, 2007 and February 11 and 12, 2008) to continue exploration of how best to integrate the most robust features of existing M&E programs with new approaches. CSMEP continued to build on this information to develop improved designs and analytical tools for monitoring the status and trends of fish populations and the effectiveness of hatchery and hydrosystem recovery actions within the Columbia River Basin. CSMEP did not do any new work on habitat or harvest effectiveness monitoring designs in FY2008 due to budget cutbacks. CSMEP presented the results of the Snake Basin Pilot Study to the Independent Scientific Review Panel (ISRP) in Portland on December 7, 2008. This study is the finalization of CSMEP's pilot exercise of developing design alternatives across different M&E domains within the Snake River Basin spring/summer Chinook ESU. This work has been summarized in two linked reports (CSMEP 2007a and CSMEP 2007b). The project goals covered both the residential and commercial windows markets and involved a range of audiences such as window manufacturers, builders, homeowners, design professionals, utilities, and public agencies. Essential goals included: (1) Creation of 'Master Toolkits' of information that integrate diverse tools, rating systems, and incentive programs, customized for key audiences such as window manufacturers, design professionals, and utility programs. (2) Delivery of education and outreach programs to multiple audiences through conference presentations, publication of articles for builders and other industry professionals, and targeted dissemination of efficient window curricula to professionals and students. (3) Design and implementation of mechanisms to encourage and track sales of more efficient products through the existing Window Products Database as an incentive for manufacturers to improve products and participate in programs such as NFRC and ENERGY STAR. (4) Development of utility incentive programs to promote more efficient residential and commercial windows. Partnership with regional and local entities on the development of programs and customized information to move the market toward the highest performing products. An overarching project goal was to ensure that different audiences adopt and use the developed information, design and promotion tools and thus increase the market penetration of energy efficient fenestration products. In particular, a crucial success criterion was to move gas and electric utilities to increase the promotion of energy efficient windows through demand side management programs as an important step toward increasing the market share of energy efficient windows.

The Department of Energy’s Advanced Reactor Technologies Program sponsors research, development and deployment activities through its Next Generation Nuclear Plant, Advanced Reactor Concepts, and Advanced Small Modular Reactor (aSMR) Programs to promote safety, technical, economical, and environmental advancements of innovative Generation IV nuclear energy technologies. The Human Automation Collaboration (HAC) Research Project is located under the aSMR Program, which identifies developing advanced instrumentation and controls and human-machine interfaces as one of four key research areas. It is expected that the new nuclear power plant designs will employ technology significantly more advanced than the analog systems in the existing reactor fleet as well as utilizing automation to a greater extent. Moving towards more advanced technology and more automation does not necessary imply more efficient and safer operation of the plant. Instead, a number of concerns about how these technologies will affect human performance and the overall safety of the plant need to be addressed. More specifically, it is important to investigate how the operator and the automation work as a team to ensure effective and safe plant operation, also known as the human-automation collaboration (HAC). The focus of the HAC research is to understand how various characteristics of automation (such as its reliability, processes, and modes) effect an operator’s use and awareness of plant conditions. In other words, the research team investigates how to best design the collaboration between the operators and the automated systems in a manner that has the greatest positive impact on overall plant performance and reliability. This report addresses the Department of Energy milestone M4AT-15IN2302054, Complete Preliminary Framework for Human-Automation Collaboration, by discussing the two phased development of a preliminary HAC framework. The framework developed in the first phase was used as the

  1. Controlling QoS in a collaborative multimedia environment

    SciTech Connect (OSTI)

    Alfano, M.; Sigle, R.

    1996-12-31

A collaborative multimedia environment allows users to work remotely on common projects by sharing applications (e.g., CAD tools, text editors, white boards) and simultaneously communicate audiovisually. Several dedicated applications (e.g., MBone tools) exist for transmitting video, audio and data between users. Due to the fact that they have been developed for the Internet which does not provide any Quality of Service (QoS) guarantee, these applications do not or only partially support specification of QoS requirements by the user. In addition, they all come with different user interfaces. In this paper we first discuss the problems that we experienced both at the host and network levels when executing a multimedia application and varying its resource requirements. We then present the architectural details of a collaborative multimedia environment (CME) that we have been developing in order to help a user to set up and control a collaborative multimedia session.

Genome science and technologies are transforming life sciences globally in many ways and becoming a highly desirable area for international collaboration to strengthen global health. The Genome Science Program at the Los Alamos National Laboratory is leveraging a long history of expertise in genomics research to assist multiple partner nations in advancing their genomics and bioinformatics capabilities. The capability development objectives focus on providing a molecular genomics-based scientific approach for pathogen detection, characterization, and biosurveillance applications. The general approaches include introduction of basic principles in genomics technologies, training on laboratory methodologies and bioinformatic analysis of resulting data, procurement, and installation of next-generation sequencing instruments, establishing bioinformatics software capabilities, and exploring collaborative applications of the genomics capabilities in public health. Genome centers have been established with public health and research institutions in the Republic of Georgia, Kingdom of Jordan, Uganda, and Gabon; broader collaborations in genomics applications have also been developed with research institutions in many other countries.

    2003-07-14

Modern HENP experiments such as CMS and Atlas involve as many as 2000 collaborators around the world. Collaborations this large will be unable to meet often enough to support working closely together. Many of the tools currently available for collaboration focus on heavy-weight applications such as videoconferencing tools. While these are important, there is a more basic need for tools that support connecting physicists to work together on an ad hoc or continuous basis. Tools that support the day-to-day connectivity and underlying needs of a group of collaborators are important for providing light-weight, non-intrusive, and flexible ways to work collaboratively. Some example tools include messaging, file-sharing, and shared plot viewers. An important component of the environment is a scalable underlying communication framework. In this paper we will describe our current progress on building a dynamic and ad hoc collaboration environment and our vision for its evolution into a HENP collaboration environment.

    Harvey B. Newman

    2009-02-24

We are now well-advanced in our development, prototyping and deployment of a high performance next generation Integrated Environment for Collaborative Work. The system, aimed at using the capability of ESnet and Internet2 for rapid data exchange, is based on the Virtual Room Videoconferencing System (VRVS) developed by Caltech. The VRVS system has been chosen by the Internet2 Digital Video (I2-DV) Initiative as a preferred foundation for the development of advanced video, audio and multimedia collaborative applications by the Internet2 community. Today, the system supports high-end, broadcast-quality interactivity, while enabling a wide variety of clients (Mbone, H.323) to participate in the same conference by running different standard protocols in different contexts with different bandwidth connection limitations, has a fully Web-integrated user interface, developers and administrative APIs, a widely scalable video network topology based on both multicast domains and unicast tunnels, and demonstrated multiplatform support. This has led to its rapidly expanding production use for national and international scientific collaborations in more than 60 countries. We are also in the process of creating a 'testbed video network' and developing the necessary middleware to support a set of new and essential requirements for rapid data exchange, and a high level of interactivity in large-scale scientific collaborations. These include a set of tunable, scalable differentiated network services adapted to each of the data streams associated with a large number of collaborative sessions, policy-based and network state-based resource scheduling, authentication, and optional encryption to maintain confidentiality of inter-personal communications. High performance testbed video networks will be established in ESnet and Internet2 to test and tune the implementation, using a few target application-sets.

The objective of the Advanced Collaborative Emissions Study (ACES) was to determine before widespread commercial deployment whether or not the new, energy-efficient, heavy duty diesel engines (2007 and 2010 EPA Emissions Standards Compliant) may generate anticipated toxic emissions that could adversely affect the environment and human health. ACES was planned to take place in three phases. In Phase 1, extensive emissions characterization of four production-intent prototype engine and control systems designed to meet 2007 standards for nitrogen oxides (NOx) and particulate matter (PM) was conducted at an existing emissions characterization facility: Southwest Research Institute (SwRI). One of the tested engines was selected (at random, after careful comparison of results) for health testing in Phase 3. In Phase 2, extensive emission characterization of three production-intent prototype engine and control systems meeting the 2010 standards (including more advanced NOx controls to meet the more stringent 2010 NOx standards) was conducted at the same test facility. In Phase 3, one engine/aftertreatment system selected from Phase 1 was further characterized during health effects studies (at an existing inhalation toxicology laboratory: Lovelace Respiratory Research Institute, [LRRI]) to form the basis of the ACES safety assessment. The Department of Energy (DOE) award provided funding for emissions characterization in Phases 1 and 2 as well as exposure characterization in Phase 3. The main health analyses in Phase 3 were funded separately and are not reported here.

The CMS Experiment at the LHC is establishing a global network of inter-connected 'CMS Centres' for controls, operations and monitoring. These support: (1) CMS data quality monitoring, detector calibrations, and analysis; and (2) computing operations for the processing, storage and distribution of CMS data. We describe the infrastructure, computing, software, and communications systems required to create an effective and affordable CMS Centre. We present our highly successful operations experiences with the major CMS Centres at CERN, Fermilab, and DESY during the LHC first beam data-taking and cosmic ray commissioning work. The status of the various centres already operating or under construction in Asia, Europe, Russia, South America, and the USA is also described. We emphasise the collaborative communications aspects. For example, virtual co-location of experts in CMS Centres Worldwide is achieved using high-quality permanently-running 'telepresence' video links. Generic Web-based tools have been developed and deployed for monitoring, control, display management and outreach.

Within the Department of Energy's Office of Environmental Management (EM), the Office of Science and Technology (OST) identifies and develops innovative technologies that accelerate cleanup of high-priority environmental contamination problems and enable EM closure sites to meet closure schedules. OST manages an integrated research and development program that is essential to completing timely and cost-effective cleanup and stewardship of DOE sites. While innovative technologies can make significant contributions to the cleanup process, in some cases, EM has encountered unexpected barriers to their implementation. Technical obstacles are expected, but administrative challenges-such as regulatory, organizational, and stakeholder issues-must also be addressed. OST has found that collaborative needs identification and problem solving are essential components in overcoming these barriers. Collaboration helps EM meet its cleanup goals, close sites, and reduce the overall cost of cleanup at DOE sites nationwide. This paper presents examples of OST's collaboration efforts that expedite site closure and solve specific cleanup problems at EM sites.

Prevalent authentication and authorization models for distributed systems provide for the protection of computer systems and resources from unauthorized use. The rules and policies that drive the access decisions in such systems are typically configured up front and require trust establishment before the systems can be used. This approach does not work well for computer software that moderates human-to-human interaction. This work proposes a new model for trust establishment and management in computer systems supporting collaborative work. The model supports the dynamic addition of new users to a collaboration with very little initial trust placed into their identity and supports the incremental building of trust relationships through endorsements from established collaborators. It also recognizes the strength of a users authentication when making trust decisions. By mimicking the way humans build trust naturally the model can support a wide variety of usage scenarios. Its particular strength lies in the support for ad-hoc and dynamic collaborations and the ubiquitous access to a Computer Supported Collaboration Workspace (CSCW) system from locations with varying levels of trust and security.

The Human Automation Collaboration (HAC) research project is investigating how advanced technologies that are planned for Advanced Small Modular Reactors (AdvSMR) will affect the performance and the reliability of the plant from a human factors and human performance perspective. The HAC research effort investigates the consequences of allocating functions between the operators and automated systems. More specifically, the research team is addressing how to best design the collaboration between the operators and the automated systems in a manner that has the greatest positive impact on overall plant performance and reliability. Oxstrand et al. (2013 - March) describes the efforts conducted by the researchers to identify the research needs for HAC. The research team reviewed the literature on HAC, developed a model of HAC, and identified gaps in the existing knowledge of human-automation collaboration. As described in Oxstrand et al. (2013 – June), the team then prioritized the research topics identified based on the specific needs in the context of AdvSMR. The prioritization was based on two sources of input: 1) The preliminary functions and tasks, and 2) The model of HAC. As a result, three analytical studies were planned and conduced; 1) Models of Teamwork, 2) Standardized HAC Performance Measurement Battery, and 3) Initiators and Triggering Conditions for Adaptive Automation. Additionally, one field study was also conducted at Idaho Falls Power.

    2009-03-24

This paper describes the Knowledge Encapsulation Framework (KEF), a suite of tools to enable knowledge inputs (relevant, domain-specific facts) to modeling and simulation projects, as well as other domains that require effective collaborative workspaces for knowledge-based task. This framework can be used to capture evidence (e.g., trusted material such as journal articles and government reports), discover new evidence (covering both trusted and social media), enable discussions surrounding domain-specific topics and provide automatically generated semantic annotations for improved corpus investigation. The current KEF implementation is presented within a wiki environment, providing a simple but powerful collaborative space for team members to review, annotate, discuss and align evidence with their modeling frameworks. The novelty in this approach lies in the combination of automatically tagged and user-vetted resources, which increases user trust in the environment, leading to ease of adoption for the collaborative environment.

    2012-01-01

NREL's Gearbox Reliability Collaborative leads to wind turbine gearbox reliability, lowering the cost of energy. Unintended gearbox failures have a significant impact on the cost of wind farm operations. In 2007, the National Renewable Energy Laboratory (NREL) initiated the Gearbox Reliability Collaborative (GRC), which follows a multi-pronged approach based on a collaborative of manufacturers, owners, researchers, and consultants. The project combines analysis, field testing, dynamometer testing, condition monitoring, and the development and population of a gearbox failure database. NREL and other GRC partners have been able to identify shortcomings in the design, testing, and operation of wind turbines that contribute to reduced gearbox reliability. In contrast to private investigations of these problems, GRC findings are quickly shared among GRC participants, including many wind turbine manufacturers and equipment suppliers. Ultimately, the findings are made public for use throughout the wind industry. This knowledge will result in increased gearbox reliability and an overall reduction in the cost of wind energy. Project essentials include the development of two redesigned and heavily instrumented representative gearbox designs. Field and dynamometer tests are conducted on the gearboxes to build an understanding of how selected loads and events translate into bearing and gear response. The GRC evaluates and validates current wind turbine, gearbox, gear and bearing analytical tools/models, develops new tools/models, and recommends improvements to design and certification standards, as required. In addition, the GRC is investigating condition monitoring methods to improve turbine reliability. Gearbox deficiencies are the result of many factors, and the GRC team recommends efficient and cost-effective improvements in order to expand the industry knowledge base and facilitate immediate improvements in the gearbox life cycle.

    1999-07-01

The Idaho National Engineering and Environmental Laboratory (INEEL) has created the Strategic Nuclear Research Collaboration. The SNRC brings together some of America's finest laboratory and university nuclear researchers in a carefully focused research program intended to produce ''breakthrough'' solutions to the difficult issues of nuclear economics, safety, non-proliferation, and nuclear waste. This integrated program aims to address obstacles that stand in the way of nuclear power development in the US These include fuel cycle concerns related to waste and proliferation, the need for more efficient regulatory practices, and the high cost of constructing and operating nuclear power plants. Funded at an FY99 level of $2.58M, the SNRC is focusing the efforts of scientists and engineers from the INEEL and the Massachusetts Institute of Technology to solve complex nuclear energy challenges in a carefully chosen, integrated portfolio of research topics. The result of this collaboration will be research that serves as a catalyst for future direct-funded nuclear research and technology development and which preserves and enhances the INEEL's role as America's leading national laboratory for nuclear power research. In its first year, the SNRC has focused on four research projects each of which address one or more of the four issues facing further nuclear power development (economics, safety, waste disposition and proliferation-resistance). This Annual Report describes technical work and accomplishments during the first year of the SNRC's existence.

The widespread introduction of electrically-propelled vehicles is currently part of many political strategies and introduction plans. These new vehicles, ranging from limited (mild) hybrid to plug-in hybrid to fully-battery powered, will rely on a new class of advanced storage batteries, such as those based on lithium, to meet different technical and economical targets. The testing of these batteries to determine the performance and life in the various applications is a time-consuming and costly process that is not yet well developed. There are many examples of parallel testing activities that are poorly coordinated, for example, those in Europe, Japan and the US. These costs and efforts may be better leveraged through international collaboration, such as that possible within the framework of the International Energy Agency. Here, a new effort is under development that will establish standardized, accelerated testing procedures and will allow battery testing organizations to cooperate in the analysis of the resulting data. This paper reviews the present state-of-the-art in accelerated life testing in Europe, Japan and the US. The existing test procedures will be collected, compared and analyzed with the goal of international collaboration.

The Department of Energy (DOE) has major research laboratories in a number of locations in the US, typically co-located with large research instruments or research facilities valued at tens of millions to even billions of dollars. Present budget exigencies facing the entire nation are felt very deeply at DOE, just as elsewhere. Advances over the last few years in networking and computing technologies make virtual collaborative environments and conduct of experiments over the internetwork structure a possibility. The authors believe that development of these collaborative environments and facilities-on-line could lead to a ``virtual laboratory`` with tremendous potential for decreasing the costs of research and increasing the productivity of their capital investment in research facilities. The majority of these cost savings would be due to increased productivity of their research efforts, better utilization of resources and facilities, and avoiding duplication of expensive facilities. A vision of how this might all fit together and a discussion of the infrastructure necessary to enable these developments is presented.

The Collaborative Computational Project for Electron cryo-Microscopy (CCP-EM) is a new initiative for the structural biology community, following the success of CCP4 for macromolecular crystallography. Progress in supporting the users and developers of cryoEM software is reported. The Collaborative Computational Project for Electron cryo-Microscopy (CCP-EM) has recently been established. The aims of the project are threefold: to build a coherent cryoEM community which will provide support for individual scientists and will act as a focal point for liaising with other communities, to support practising scientists in their use of cryoEM software and finally to support software developers in producing and disseminating robust and user-friendly programs. The project is closely modelled on CCP4 for macromolecular crystallography, and areas of common interest such as model fitting, underlying software libraries and tools for building program packages are being exploited. Nevertheless, cryoEM includes a number of techniques covering a large range of resolutions and a distinct project is required. In this article, progress so far is reported and future plans are discussed.

    Nancy M. Carlson

    2003-10-01

Collaborative learning is critical for the future of any organization and must align with the strategic organizational processes that result in products valued by others. To discover these processes, proposal preparation is explored using topic-oriented ethnography, grounded theory, and an innovative addition to qualitative interviewing, called metainquiry. Using interview data from editors, graphic artists, text processors, scientists, engineers, and technical managers, substantive theory emerges. The research discovers the five essential processes of owning, visioning, reviewing, producing, and contributing needed for organizational strategic learning to occur. The dimensions of these processes are made explicit and can be used to gauge the health of any organization. The substantive theory also provides insight into the ability of collaborative learning to evolve, flourish, and adapt to the strategic advantage of the organization. Lastly, actionable goals with ten essential elements emerge that link owning, visioning, reviewing, producing, and contributing as a path for all organizations to follow to promote collaborative learning communities and enhance their competitive advantage.

This paper describes the Knowledge Encapsulation Framework (KEF), a suite of tools to enable automated knowledge annotation for modeling and simulation projects. This framework can be used to capture evidence (e.g., facts extracted from journal articles and government reports), discover new evidence (from similar peer-reviewed material as well as social media), enable discussions surrounding domain-specific topics and provide automatically generated semantic annotations for improved corpus investigation. The current KEF implementation is presented within a wiki environment, providing a simple but powerful collaborative space for team members to review, annotate, discuss and align evidence with their modeling frameworks.

The physics program for future High Energy and High Intensity experiments requires an energy resolution of the calorimetric component of detectors at limits of traditional techniques and an excellent particle identification. The novel ADRIANO technology (A Dualreadout Integrally Active Non-segmented Option), currently under development at Fermilab, is showing excellent performance on those respects. Results from detailed Monte Carlo studies on the performance with respect to energy resolution, linear response and transverse containment and a preliminary optimization of the layout are presented. A baseline configuration is chosen with an estimated energy resolution of σ(E)/E ≈ 30%/√E , to support an extensive R&D program recently started by T1015 Collaboration at Fermilab. Furthermore, preliminary results from several test beams at the Fermilab Test Beam Facility (FTBF) of a ~ 1λI prototype are presented. Future prospects with ultra-heavy glass are, also, summarized.

  16. A Data-Centered Collaboration Portal to Support Global Carbon-Flux Analysis

    SciTech Connect (OSTI)

Agarwal, Deborah A.; Humphrey, Marty; Beekwilder, Norm; Jackson, Keith; Goode, Monte; van Ingen, Catharine

    2009-04-07

Carbon-climate, like other environmental sciences, has been changing. Large-scalesynthesis studies are becoming more common. These synthesis studies are often conducted by science teams that are geographically distributed and on datasets that are global in scale. A broad array of collaboration and data analytics tools are now available that could support these science teams. However, building tools that scientists actually use is hard. Also, moving scientists from an informal collaboration structure to one mediated by technology often exposes inconsistencies in the understanding of the rules of engagement between collaborators. We have developed a scientific collaboration portal, called fluxdata.org, which serves the community of scientists providing and analyzing the global FLUXNET carbon-flux synthesis dataset. Key things we learned or re-learned during our portal development include: minimize the barrier to entry, provide features on a just-in-time basis, development of requirements is an on-going process, provide incentives to change leaders and leverage the opportunity they represent, automate as much as possible, and you can only learn how to make it better if people depend on it enough to give you feedback. In addition, we also learned that splitting the portal roles between scientists and computer scientists improved user adoption and trust. The fluxdata.org portal has now been in operation for ~;;1.5 years and has become central to the FLUXNET synthesis efforts.
