    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production. This plan calls for commercial-scale production only, with the QIN being the first “customer” for the product. This plan favors employing the pyrolysis technology to produce bio-oil, heat, and char. We favor this approach and technology because it is the most cost effective way to use the available resource. Its main product, bio-oil, has proven utility for the production of heat and electricity. It has promise for use as an alternative fuel, which is a much higher value than present uses of wood and it meets the QIN need for flexibility, scalability, and portability. Char, the secondary product from the pyrolysis process, has proven value-added uses. In addition to these direct benefits, the use of biomass in pyrolysis technology has significant indirect benefits. These benefits include the fact that the technology is a good fit with the Nation’s cultural values, i.e., environmental protection and the holistic use of a resource. It fits well with current QIN enterprises. For example, char could be processed into a charcoal co-product for QIN fish. Finally, the QIN can become a leader in developing and demonstrating this innovative approach to the use of wood. This plan proposes key organization steps to insure both excellent implementation of the plan and taking the best advantage of the processes and facilities put in place. This plan calls for two new QIN organizations: an energy production/distribution corporation and a community development corporation. The production/distribution corporation can be either a utility or a business enterprise that develops and markets renewable energy. The community development corporation can be a not-for-profit to support the QIN in taking best advantage of its energy opportunities. The production and distribution corporation is the subject of a further business planning effort now underway. This plan envisions a community development corporation that works directly with the Business Committee on research, education, and project development.     The Energy Policy Act of 1992 (EPACT) requires the General Services Administration (GSA) to implement a solar energy program to demonstrate and evaluate the performance of available technologies expected to have widespread commercial application. The GSA decided to carry out the project at the Denver Federal Center because of its proximity to the National Renewable Energy Laboratory (NREL). The location was thought to be of mutual benefit to NREL and the GSA: it provides NREL an opportunity to deploy technology and it provides the GSA an opportunity to gain a hands-on learning experience with renewables. The GSA plans to document their experience and use it as a case study in part of a larger training effort on renewable energy. This paper describes the technology selection process and provides an update on the status of the project.

    This paper provides a preliminary analysis of the impacts of a proposed 20% national renewable portfolio standard (RPS) by 2021, which has been advanced in the U.S. Congress by Senator Jeff Bingaman of New Mexico. The paper was prepared before the America Recovery and Reinvestment Act was signed into law by President Barack Obama on February 17, 2009, and thus does not consider important changes in renewable energy (RE) policy that need to be addressed in follow-on analysis. We use NREL's Regional Energy Deployment System (ReEDS) model to evaluate the impacts of the RPS requirements on the energy sector and consider design issues associated with renewable energy certificate (REC) trading markets.

    As the use of wind energy expands across the United States, concerns about the impacts of commercial wind farms on bird and bat populations are frequently raised. Two primary areas of concern are (1) possible litigation resulting from the killing of even one bird if it is protected by the Migratory Bird Treaty Act, the Endangered Species Act, or both; and (2) the effect of avian mortality on bird populations. To properly address these concerns, the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) supports scientifically based avian/wind power interaction research. In this paper I describe NREL's field-based research projects and summarize the status of the research. I also summarize NREL's other research activities, including lab-based vision research to increase the visibility of moving turbine blades and avian acoustic research, as well as our collaborative efforts with the National Wind Coordinating Committee's Avian Subcommittee.

    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    In late 1995, the US Department of Energy initiated a new program through the Interstate Renewable Energy Council to survey each of the 50 states for available information on financial and regulatory incentives that are designed to promote the application of renewable energy technologies. This information is being developed into a database, reports prepared and printed which detail the incentives on a state-by-state basis, and access provided to much of the database via the Internet. By providing this information on a wide basis, it will be much easier for other states to get the information needed to analyze and replicate successful incentives in their own states.

    NREL recently led the Life Cycle Assessment (LCA) Harmonization Project, a study that provides more exact estimates of GHG emissions for renewable and conventional generation, clarifying inconsistent and conflicting estimates in the published literature, and reducing uncertainty. This involved a systematic review and harmonization of life cycle assessment (LCA) literature of utility-scale wind power systems in order to determine the causes of life cycle greenhouse gases (GHG) emissions and, where possible, reduce variability in GHG estimates.

    On November 8 -10, 2006, the first national conference on renewable energy workforce education was held at Hudson Valley Community College in Troy, New York. The event was sponsored by the New York State Energy Research and Development Authority (NYSERDA) and organized by the Interstate Renewable Energy Council (IREC) and the Partnership for Environmental Technology Education (PETE). Over 200 instructors, school administrators, and industry representatives attended this event representing 30 states and over 65 Community Colleges and Technical High Schools. The conference resulted in an enormous collection of information on the best practices and effective approaches to teaching workforce skills in the renewable energy trades and industries. This paper discusses the following educational strategies: the hybrid course delivery model; interdisciplinary instruction; linking technical high schools with the local community college; integrating a renewable energy concentration within an energy management degree program; expanding hands-on opportunities through internship programs; and an industry-sponsored certificate program. Recommendations by educators are also discussed.

    The second National Renewable Energy Laboratory (NREL) Wind Energy Systems Engineering Workshop was held in Broomfield, Colorado, from January 29 to February 1, 2013. The event included a day-and-a-half workshop exploring a wide variety of topics related to system modeling and design of wind turbines and plants. Following the workshop, 2 days of tutorials were held at NREL, showcasing software developed at Sandia National Laboratories, the National Aeronautics and Space Administration's Glenn Laboratories, and NREL. This document provides a brief summary of the various workshop activities and includes a review of the content and evaluation results from attendees.

    Renewable energy technologies such as photovoltaic, solar thermal electricity, and wind turbine power are environmentally beneficial sources of electric power generation. The integration of renewable energy sources into electric power distribution systems can provide additional economic benefits because of a reduction in the losses associated with transmission and distribution lines. Benefits associated with the deferment of transmission and distribution investment may also be possible for cases where there is a high correlation between peak circuit load and renewable energy electric generation, such as photovoltaic systems in the Southwest. Case studies were conducted with actual power distribution system data for seven electric utilities with the participation of those utilities. Integrating renewable energy systems into electric power distribution systems increased the value of the benefits by about 20 to 55% above central station benefits in the national regional assessment. In the case studies presented in Vol. II, the range was larger: from a few percent to near 80% for a case where costly investments were deferred. In general, additional savings of at least 10 to 20% can be expected by integrating at the distribution level. Wind energy systems were found to be economical in good wind resource regions, whereas photovoltaic systems costs are presently a factor of 2.5 too expensive under the most favorable conditions.

    This report documents the objectives, analytical approach, and design of the National Energy Modeling System (NEMS) Renewable Fuels Module (RFM) as it related to the production of the 1994 Annual Energy Outlook (AEO94) forecasts. The report catalogues and describes modeling assumptions, computational methodologies, data inputs, and parameter estimation techniques. A number of offline analyses used in lieu of RFM modeling components are also described. This documentation report serves two purposes. First, it is a reference document for model analysts, model users, and the public interested in the construction and application of the RFM. Second, it meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models. The RFM consists of six analytical submodules that represent each of the major renewable energy resources -- wood, municipal solid waste (MSW), solar energy, wind energy, geothermal energy, and alcohol fuels. Of these six, four are documented in the following chapters: municipal solid waste, wind, solar and biofuels. Geothermal and wood are not currently working components of NEMS. The purpose of the RFM is to define the technological and cost characteristics of renewable energy technologies, and to pass these characteristics to other NEMS modules for the determination of mid-term forecasted renewable energy demand.

The competition of these energy sources over the NEMS time horizon determines the market penetration of these renewable energy technologies. The characteristics include available energy capacity, capital costs, fixed operating costs, variable operating costs, capacity factor, heat rate, construction lead time, and fuel product price.

    This study analyzes the performance of various commercially available radiometers used for measuring global horizontal irradiances and direct normal irradiances. These include pyranometers, pyrheliometers, rotating shadowband radiometers, and a pyranometer with fixed internal shading and are all deployed at the National Renewable Energy Laboratory's Solar Radiation Research Laboratory. Data from 32 global horizontal irradiance and 19 direct normal irradiance radiometers are presented. The radiometers in this study were deployed for one year (from April 1, 2011, through March 31, 2012) and compared to measurements from radiometers with the lowest values of estimated measurement uncertainties for producing reference global horizontal irradiances and direct normal irradiances.

    This report documents the objectives, analytical approach, and design of the National Energy Modeling System (NEMS) Renewable Fuels Module (RFM) as it relates to the production of the Annual Energy Outlook 1998 (AEO98) forecasts. The report catalogues and describes modeling assumptions, computational methodologies, data inputs, and parameter estimation techniques. A number of offline analyses used in lieu of RFM modeling components are also described. For AEO98, the RFM was modified in three principal ways, introducing capital cost elasticities of supply for new renewable energy technologies, modifying biomass supply curves, and revising assumptions for use of landfill gas from municipal solid waste (MSW). In addition, the RFM was modified in general to accommodate projections beyond 2015 through 2020. Two supply elasticities were introduced, the first reflecting short-term (annual) cost increases from manufacturing, siting, and installation bottlenecks incurred under conditions of rapid growth, and the second reflecting longer term natural resource, transmission and distribution upgrade, and market limitations increasing costs as more and more of the overall resource is used. Biomass supply curves were also modified, basing forest products supplies on production rather than on inventory, and expanding energy crop estimates to include states west of the Mississippi River using information developed by the Oak Ridge National Laboratory. Finally, for MSW, several assumptions for the use of landfill gas were revised and extended.

    In 2008, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) began testing small wind turbines (SWTs) through the Independent Testing project. Using competitive solicitation, five SWTs were selected for testing at the National Wind Technology Center (NWTC). NREL's NWTC is accredited by the American Association of Laboratory Accreditation (A2LA) to conduct duration, power performance, safety and function, power quality, and noise tests to International Electrotechnical Commission (IEC) standards. Results of the tests conducted on each of the SWTs are or will be available to the public on the NREL website. The results could be used by their manufacturers in the certification of the turbines or state agencies to decide which turbines are eligible for state incentives.

    The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas of national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.

    Solar radiation resource measurements from radiometers are used to predict and evaluate the performance of photovoltaic and concentrating solar power systems, validate satellite-based models for estimating solar resources, and advance research in solar forecasting and climate change. This study analyzes the performance of various commercially available radiometers used for measuring global horizontal irradiances (GHI) and direct normal irradiances (DNI). These include pyranometers, pyrheliometers, rotating shadowband irradiometers, and a pyranometer with a shading ring deployed at the National Renewable Energy Laboratory's Solar Radiation Research Laboratory (SRRL). The radiometers in this study were deployed for one year (from April 1, 2011, through March 31, 2012) and compared to measurements from radiometers with the lowest values of estimated measurement uncertainties for producing reference GHI and DNI.

Finally, such documentation facilitates continuity in EIA model development by providing information sufficient to perform model enhancements and data updates as part of EIA`s ongoing mission to provide analytical and forecasting information systems.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. Its expanded mission is to provide high quality information on renewable energy resources for countries and regions around the world, along with the tools needed to apply these data in ways that facilitate renewable energy policies and investments.[from the SWERA Guide at http://swera.unep.net/index.php?id=sweraguide_chp1] DOE and, in particular, the National Renewable Energy Laboratory, has been a functioning partner from the beginning.   18. Analysis of Renewable Energy Potential on U. S. National Forest Lands

    In 2005, the National Renewable Energy Laboratory (NREL) completed an assessment of the potential for solar and wind energy development on National Forest System (NFS) public lands managed by the US Department of Agriculture, U.S. Forest Service (USFS). This report provides an update of the analysis in the NREL report, and extends the analysis with additional siting factors for solar and wind energy. It also expands the scope to biomass and geothermal energy resources. Hydropower is acknowledged as another major renewable energy source on NFS lands; however, it was not analyzed in this project primarily because of the substantially different analysis that would be needed to identify suitable locations. Details about each renewable energy production technology included in the study are provided following the report introduction, including how each resource is converted to electrical power, and examples of existing power plants. The analysis approach was to use current and available Geographic Information System (GIS) data to map the distribution of the subject renewable energy resources, major siting factors, and NFS lands. For each major category of renewable energy power production, a set of siting factors were determined, including minimum levels for the renewable energy resources, and details for each of the other siting factors. Phase 1 of the analysis focused on replicating and updating the 2005 NREL analysis, and Phase 2 introduced additional siting factors and energy resources. Source data were converted to a cell?based format that helped create composite maps of locations meeting all the siting criteria. Acreages and potential power production levels for NFS units were tabulated and are presented throughout this report and the accompanying files. NFS units in the southwest United States were found to have the most potentially suitable land for concentrating solar power (CSP), especially in Arizona and New Mexico. In total, about 136,032 acres of NFS lands were found potentially suitable for CSP development, potentially yielding as much as 13,603 megawatts (MW) of electricity, assuming 10 acres per MW. For photovoltaic solar power (PV), the top NFS units were more widely distributed than CSP. Notably, more than 150,000 acres in Comanche National Grassland in Colorado were found to be potentially suitable for PV development, accounting for more than 25% of the potentially suitable NFS lands combined. In total, about 564,698 acres of NFS lands were found potentially suitable for PV development, potentially yielding as much as 56,469 MW of electricity, assuming 10 acres per MW. NFS units most suitable for wind power are concentrated in the northern Great Plains. In total, about 3,357,792 acres of NFS lands were found potentially suitable for wind development, potentially yielding as much as 67,156 MW of electricity, assuming 50 acres per MW. Of that area, 571,431 acres (11,429 MW) are located within the Bankhead?Jones Farm Tenant Act Land in Montana. NFS lands in Alaska have considerable wind resources, but other siting factors eliminated almost the entire area. The southwest coast of Chugach National Forest, near Seward, Alaska, maintains the majority of the remaining acreage. NFS units with highly suitable biomass resources are located from Idaho to Louisiana. In total, about 13,967,077 acres of NFS lands are potentially highly suitable for biomass from logging and thinning residue development. Of that, 1,542,247 acres is located in Fremont?Winema National Forest in Oregon. Not surprisingly, most NFS units have at least some level of potentially suitable biomass resources. In general, biomass resources such as these could significantly offset consumption of coal and petroleum?based fuels. NFS units deemed potentially highly suitable for enhanced geothermal system (EGS) development were distributed widely from California to Virginia, accounting for some 6,475,459 acres. Research focuses on renewable hydrogen production, delivery, and storage; fuel cells and fuel cell manufacturing; technology validation; safety, codes, and standards; analysis; education; and market transformation.     The thermochemical research platform at the National Bioenergy Center, National Renewable Energy Laboratory (NREL) is primarily focused on conversion of biomass to transportation fuels using non-biological techniques. Research is conducted in three general areas relating to fuels synthesis via thermochemical conversion by gasification: (1) Biomass gasification fundamentals, chemistry and mechanisms of tar formation; (2) Catalytic tar reforming and syngas cleaning; and (3) Syngas conversion to mixed alcohols. In addition, the platform supports activities in both technoeconomic analysis (TEA) and life cycle assessment (LCA) of thermochemical conversion processes. Results from the TEA and LCA are used to inform and guide laboratory research for alternative biomass-to-fuels strategies. Detailed process models are developed using the best available material and energy balance information and unit operations models created at NREL and elsewhere. These models are used to identify cost drivers which then form the basis for research programs aimed at reducing costs and improving process efficiency while maintaining sustainability and an overall net reduction in greenhouse gases.

    NREL`s first annual Information Resources Catalogue is intended to inform anyone interested in energy efficiency and renewable energy technologies of NREL`s outreach activities, including publications and services. For ease of use, all entries are categorized by subject. The catalogue is separated into six main sections. The first section lists and describes services that are available through NREL and how they may be assessed. The second section contains a list of documents that are published by NREL on a regular or periodic basis. The third section highlights NREL`s series publications written for specific audiences and presenting a wide range of subjects. NREL`s General Interest Publications constitute the fourth section of the catalogue and are written for nontechnical audiences. Descriptions are provided for these publications. The fifth section contains Technical Reports that detail research and development projects. The section on Conference Papers/Journal Articles/Book Chapters makes up the sixth and final section of the catalogue.
