Competitive Dynamics of Web Sites

We present a dynamical model of web site growth in order to explore the effects of competition among web sites and to determine how they affect the nature of markets. We show that under general conditions, as the competition between sites increases, the model exhibits a sudden transition from a regime in which many sites thrive simultaneously, to a "winner take all market" in which a few sites grab almost all the users, while most other sites go nearly extinct. This prediction is in agreement with recent measurements on the nature of electronic markets.

Plan for addressing issues relating to oil shale plant siting

The Western Research Institute plan for addressing oil shale plant siting methodology calls for identifying the available resources such as oil shale, water, topography and transportation, and human resources. Restrictions on development are addressed: land ownership, land use, water rights, environment, socioeconomics, culture, health and safety, and other institutional restrictions. Descriptions of the technologies for development of oil shale resources are included. The impacts of oil shale development on the environment, socioeconomic structure, water availability, and other conditions are discussed. Finally, the Western Research Institute plan proposes to integrate these topics to develop a flow chart for oil shale plant siting. Western Research Institute has (1) identified relative topics for shale oil plant siting, (2) surveyed both published and unpublished information, and (3) identified data gaps and research needs. 910 refs., 3 figs., 30 tabs.

Browsing (surfing) the World Wide Web (the web) has exploded onto the Internet with an unprecedented popularity. Fueled by massive acceptance, the web client/server technology is leaping forward with a speed that competes with no other software technology. The primary force behind this phenomenon is the simplicity of the web browsing experience. People who have never touched a computer before can now perform sophisticated network tasks with a simple point-and-click. Unfortunately, this simplicity gives many, if not most, web wanderers the impression that the web browser is risk free, nothing more than a high powered television. This misconception is dangerous by creating the myth that a user visiting a web site is immune from subversive or malicious intent. While many want you to believe that surfing the web is as simple as using any other household appliance, it is not like surfing television channels, it is bi-directional. You can learn a lot of useful information from web sites. But, either directly or indirectly, others can also learn quite a bit about you. Of even more concern is a web sites` potential ability to exert control over the local computer. This paper tries to consolidate some of the current concerns that you should consider as you jump into the surf.

CHARACTERISTICS OF RANGE HOODS IN CALIFORNIA HOMES DATA COLLECTED FROM A REAL ESTATE WEB SITE

Venting range hoods are important residential ventilation components that remove pollutants generated by cooking activities and natural gas cooking burners. To address the lack of data on range hood installations in California, we conducted a survey by examining photographs of homes for sale or rent listed on a popular real estate web site. The survey was conducted in November 2010 and AprilMay 2011. Posted photos of the homes were reviewed to determine if a hood was installed, the type of hood, and two installation details that can impact performance, namely the height above the cooktop and the degree to which the hood covers the cooktop burners. We additionally collected information about the homes, including asking price for purchase or rent, type of building (e.g. detached house, townhouse or apartment), building age, floor area, and cooktop fuel type. Listings were first sampled to focus on homes built since 2005, then randomly sampled to include varied prices and locations around the state. Data were obtained for 1002 homes built between 1865 and 2011 (median year built 1989). Homes for sale varied in asking price from $16,000 to $16,500,000 (median $353,000) and homes for rent varied from $500 to $25,000 (median $2125) per month. Approximately 74% of the sample had natural gas cooktops. In this sample, natural gas cooktops were more prevalent in more expensive homes than in less expensive homes. Across the entire sample, 7.4 % appeared to have no hood installed, 33% had a short hood, 13% had a deep hood and 47% had a microwave over the range. The percentage of these hoods that vent to the outdoors could not be determined. Hood type was related to coverage of the cooktop. For deep hoods, 76% appeared to cover most or all of the cooktop burners. For short hoods, 70% covered about three quarters of the cooktop. And for microwaves the vast majority (96%) covered the back burners but not the front burners. Hood type was also correlated with asking price or monthly rent, with deep hoods most common in the most expensive homes. Hood type was also correlated with home age, with microwave hoods more common in newer homes. Installation height was related to device type with microwaves installed lower (closer) to the cooktop (median 18 inches), and short hoods (median 28 inches) and deep hoods (median 30 inches) installed higher. Deep range hoods are more common with natural gas cooktops than with electric cooktops, and slightly fewer homes with natural gas cooktops lack a range hood (7%) than homes with electric cooktops (9%). This study provides limited but useful information about the characteristics of range hoods in California homes and demonstrates the potential value of non-traditional forms of data collection.

The Home Energy Saver (HES, http://HomeEnergySaver.lbl.gov) is an interactive web site designed to help residential consumers make decisions about energy use in their homes. This report describes the underlying methods and data for estimating energy consumption. Using engineering models, the site estimates energy consumption for six major categories (end uses); heating, cooling, water heating, major appliances, lighting, and miscellaneous equipment. The approach taken by the Home Energy Saver is to provide users with initial results based on a minimum of user input, allowing progressively greater control in specifying the characteristics of the house and energy consuming appliances. Outputs include energy consumption (by fuel and end use), energy-related emissions (carbon dioxide), energy bills (total and by fuel and end use), and energy saving recommendations. Real-world electricity tariffs are used for many locations, making the bill estimates even more accurate. Where information about the house is not available from the user, default values are used based on end-use surveys and engineering studies. An extensive body of qualitative decision-support information augments the analytical results.

On August 6-7, 2002, a Technical Assistance Team (''Team'') from the U.S. Department of Energy (DOE) Subsurface Contaminants Focus Area (SCFA) met with Fernald Environmental Management Project (FEMP) personnel in Ohio to assess approaches to remediating uranium-contaminated leachate from the On-Site Disposal Facility (OSDF). The Team was composed of technical experts from national labs, technology centers, and industry and was assembled in response to a request from the FEMP Aquifer Restoration Project. Dave Brettschneider of Fluor Fernald, Inc., requested that a Team of experts be convened to review technologies for the removal of uranium in both brine ion exchange regeneration solution from the Advanced Wastewater Treatment facility and in the leachate from the OSDF. The Team was asked to identify one or more technologies for bench-scale testing as a cost effective alternative to remove uranium so that the brine regeneration solution from the Advanced Waste Water Treatment facility and the leachate from the OSDF can be discharged without further treatment. The Team was also requested to prepare a recommended development and demonstration plan for the alternative technologies. Finally, the Team was asked to make recommendations on the optimal technical solution for field implementation. The Site's expected outcomes for this effort are schedule acceleration, cost reduction, and better long-term stewardship implementation. To facilitate consideration of the most appropriate technologies, the Team was divided into two groups to consider the brine and the leachate separately, since they represent different sources with different constraints on solutions, e.g., short-term versus very long-term and concentrated versus dilute contaminant matrices. This report focuses on the technologies that are most appropriate for the leachate from the OSDF. Upon arriving at FEMP, project personnel asked the Team to concentrate its efforts on evaluating potential technologies and strategies to reduce uranium concentration in the leachate.

The Factsheets web application was conceived out of the requirement to create, update, publish, and maintain a web site with dynamic research and development (R and D) content. Before creating the site, a requirements discovery process was done in order to accurately capture the purpose and functionality of the site. One of the high priority requirements for the site would be that no specialized training in web page authoring would be necessary. All functions of uploading, creation, and editing of factsheets needed to be accomplished by entering data directly into web form screens generated by the application. Another important requirement of the site was to allow for access to the factsheet web pages and data via the internal Sandia Restricted Network and Sandia Open Network based on the status of the input data. Important to the owners of the web site would be to allow the published factsheets to be accessible to all personnel within the department whether or not the sheets had completed the formal Review and Approval (R and A) process. Once the factsheets had gone through the formal review and approval process, they could then be published both internally and externally based on their individual publication status. An extended requirement and feature of the site would be to provide a keyword search capability to search through the factsheets. Also, since the site currently resides on both the internal and external networks, it would need to be registered with the Sandia search engines in order to allow access to the content of the site by the search engines. To date, all of the above requirements and features have been created and implemented in the Factsheet web application. These have been accomplished by the use of flat text databases, which are discussed in greater detail later in this paper.

Focused Crawling of the Deep Web Using Service Class Descriptions

Dynamic Web data sources--sometimes known collectively as the Deep Web--increase the utility of the Web by providing intuitive access to data repositories anywhere that Web access is available. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

Clusters and the Cosmic Web

We discuss the intimate relationship between the filamentary features and the rare dense compact cluster nodes in this network, via the large scale tidal field going along with them, following the cosmic web theory developed Bond et al. The Megaparsec scale tidal shear pattern is responsible for the contraction of matter into filaments, and its link with the cluster locations can be understood through the implied quadrupolar mass distribution in which the clusters are to be found at the sites of the overdense patches. We present a new technique for tracing the cosmic web, identifying planar walls, elongated filaments and cluster nodes in the galaxy distribution. This will allow the practical exploitation of the concept of the cosmic web towards identifying and tracing the locations of the gaseous WHIM. These methods, the Delaunay Tessellation Field Estimator (DTFE) and the Morphology Multiscale Filter (MMF) find their basis in computational geometry and visualization.

AbstractThis paper presents a knowledge discovery framework for the construction of Community Web Directories, a concept that we introduced in our recent work, applying personalization to Web directories. In this context, the Web directory is viewed as a thematic hierarchy and personalization is realized by constructing user community models on the basis of usage data. In contrast to most of the work on Web usage mining, the usage data that are analyzed here correspond to user navigation throughout the Web, rather than a particular Web site, exhibiting as a result a high degree of thematic diversity. For modeling the user communities, we introduce a novel methodology that combines the users browsing behavior with thematic information from the Web directories. Following this methodology, we enhance the clustering and probabilistic approaches presented in previous work and also present a new algorithm that combines these two approaches. The resulting community models take the form of Community Web Directories. The proposed personalization methodology is evaluated both on a specialized artificial and a general-purpose Web directory, indicating its potential value to the Web user. The experiments also assess the effectiveness of the different machine learning techniques on the task.

Web-fraud is one of the most unpleasant features of today's Internet. Two eminent examples of web-fraudulent activities are phishing and typosquatting. Phishing aims to elicit sensitive information from users by presenting them with mock-ups of legitimate web sites. Typosquatting is the nefarious practice of fielding web sites with names closely resembling those of legitimate and popular Internet destinations. Effects range from relatively benign (such as unwanted or unexpected ads) to downright sinister (especially, when typosquatting is combined with phishing). Prior work has assessed the risks of phishing and typosquatting and even attempted to profile and mitigate them. However, the problem remains largely unsolved. This paper presents a novel technique to detect web-fraud domains that utilize HTTPS. To achieve this, we conduct the first comprehensive study of SSL certificates for legitimate and popular domains, as opposed to those used for web-fraud. The molten fluid contact process causes steam vapor to emanate from the web surface, without dilution by ambient air; and it is differentiated from the evaporative drying techniques of the prior industrial art, which depend on the uses of steam-heated cylinders to supply heat to the paper web surface, and ambient air to carry away moisture, which is evaporated from the web surface. Contact between the wet fiber web and the molten fluid can be accomplished either by submersing the web within a molten bath or by coating the surface of the web with the molten media. Because of the high interfacial surface tension between the molten media and the cellulose fiber comprising the paper web, the molten media does not appreciately stick to the paper after it is dried. The possible tuples of parallel transports in a web form a Lie subgroup of the corresponding power of the structure group. This Lie subgroup is explicitly calculated and turns out to be independent of the chosen local trivializations. Moreover, explicit necessary and sufficient criteria for the holonomical independence of webs are derived. The results above can even be sharpened: Given an arbitrary neighbourhood of the base points of a web, then this neighbourhood contains some segments of the web whose parameter intervals coincide, but do not include 0 (that corresponds to the base points of the web), and whose parallel transports already form the same Lie subgroup as those of the full web do.

Webs of Walls

Webs of domain walls are constructed as 1/4 BPS states in d=4, N=2 supersymmetric U(Nc) gauge theories with Nf hypermultiplets in the fundamental representation. Web of walls can contain any numbers of external legs and loops like (p,q) string/5-brane webs. We find the moduli space M of a 1/4 BPS equation for wall webs to be the complex Grassmann manifold. When moduli spaces of 1/2 BPS states (parallel walls) and the vacua are removed from M, the non-compact moduli space of genuine 1/4 BPS wall webs is obtained. All the solutions are obtained explicitly and exactly in the strong gauge coupling limit. In the case of Abelian gauge theory, we work out the correspondence between configurations of wall web and the moduli space CP^{Nf-1}.

In the handful of years since the World Wide Web (WWW or Web) came into being, Web sites have developed at an astonishing rate. With the influx of Web pages comes a disparity of site types, including personal homepages, commercial sales sites, and educational data. The variety of sites and the deluge of information contained on the Web exemplify the individual nature of the WWW. Whereas some people argue that it is this eclecticism which gives the Web its charm, we propose that sites which are repositories of technical data would benefit from standardization. This paper proffers a methodology for publishing ecological research on the Web. The template we describe uses capabilities of HTML (the HyperText Markup Language) to enhance the value of the traditional scientific paper.

We present here a report produced by a workshop on Addressing failures in exascale computing' held in Park City, Utah, 4-11 August 2012. The charter of this workshop was to establish a common taxonomy about resilience across all the levels in a computing system, discuss existing knowledge on resilience across the various hardware and software layers of an exascale system, and build on those results, examining potential solutions from both a hardware and software perspective and focusing on a combined approach. The workshop brought together participants with expertise in applications, system software, and hardware; they came from industry, government, and academia, and their interests ranged from theory to implementation. The combination allowed broad and comprehensive discussions and led to this document, which summarizes and builds on those discussions.

Site decommissioning management plan

The Nuclear Regulatory Commission (NRC) staff has identified 48 sites contaminated with radioactive material that require special attention to ensure timely decommissioning. While none of these sites represent an immediate threat to public health and safety they have contamination that exceeds existing NRC criteria for unrestricted use. All of these sites require some degree of remediation, and several involve regulatory issues that must be addressed by the Commission before they can be released for unrestricted use and the applicable licenses terminated. This report contains the NRC staff`s strategy for addressing the technical, legal, and policy issues affecting the timely decommissioning of the 48 sites and describes the status of decommissioning activities at the sites.

Programmatic methods for addressing contaminated volume uncertainties

Accurate estimates of the volumes of contaminated soils or sediments are critical to effective program planning and to successfully designing and implementing remedial actions. Unfortunately, data available to support the pre-remedial design are often sparse and insufficient for accurately estimating contaminated soil volumes, resulting in significant uncertainty associated with these volume estimates. The uncertainty in the soil volume estimates significantly contributes to the uncertainty in the overall project cost estimates, especially since excavation and off-site disposal are the primary cost items in soil remedial action projects. The U.S. Army Corps of Engineers Buffalo District's experience has been that historical contaminated soil volume estimates developed under the Formerly Utilized Sites Remedial Action Program (FUSRAP) often underestimated the actual volume of subsurface contaminated soils requiring excavation during the course of a remedial activity. In response, the Buffalo District has adopted a variety of programmatic methods for addressing contaminated volume uncertainties. These include developing final status survey protocols prior to remedial design, explicitly estimating the uncertainty associated with volume estimates, investing in pre-design data collection to reduce volume uncertainties, and incorporating dynamic work strategies and real-time analytics in pre-design characterization and remediation activities. This paper describes some of these experiences in greater detail, drawing from the knowledge gained at Ashland 1, Ashland 2, Linde, and Rattlesnake Creek. In the case of Rattlesnake Creek, these approaches provided the Buffalo District with an accurate pre-design contaminated volume estimate and resulted in one of the first successful FUSRAP fixed-price remediation contracts for the Buffalo District. We investigate the characteristics and the time evolution of the cosmic web from redshift, z=2, to present time, within the framework of the NEXUS+ algorithm. This necessitates the introduction of new analysis tools optimally suited to describe the very intricate and hierarchical pattern that is the cosmic web. In particular, we characterize filaments (walls) in terms of their linear (surface) mass density. This is very good in capturing the evolution of these structures. At early times the cosmos is dominated by tenuous filaments and sheets, which, during subsequent evolution, merge together, such that the present day web is dominated by fewer, but much more massive, structures. We also show that voids are more naturally described in terms of their boundaries and not their centres. We illustrate this for void density profiles, which, when expressed as a function of the distance from void boundary, show a universal profile in good qualitative agreement with the theoretical shell-crossing framework of expandin...

We introduce the notion of quantum computational webs: These are quantum states universal for measurement-based computation which can be built up from a collection of simple primitives. The primitive elements - reminiscent of building blocks in a construction kit - are (i) states on a one-dimensional chain of systems ("computational quantum wires") with the power to process one logical qubit and (ii) suitable couplings which connect the wires to a computationally universal "web". All elements are preparable by nearest-neighbor interactions in a single pass - a type of operation well-suited for a number of physical architectures. We provide a complete classification of qubit wires. This is first instance where a physically well-motivated class of universal resources can be fully understood. Finally, we sketch possible realizations in superlattices, and explore the power of coupling mechanisms based on Ising or exchange-interactions.

The amplitude of metric perturbations in this model takes different values in different parts of the universe. The spatial distribution of the amplitude looks like a web consisting of exponentially large cells. Depending on the relation between the cell size l_0 and the scale of the horizon l_H, one may either live in a part of the universe dominated by gaussian perturbations (inside a cell with l_0 >> l_H), or in the universe dominated by nongaussian perturbations (for l_0 web and anthropic considerations in the string theory landscape.

A multiprocessor system includes nodes. Each node includes a data path that includes a core, a TLB, and a first level cache implementing disambiguation. The system also includes at least one second level cache and a main memory. For thread memory access requests, the core uses an address associated with an instruction format of the core. The first level cache uses an address format related to the size of the main memory plus an offset corresponding to hardware thread meta data. The second level cache uses a physical main memory address plus software thread meta data to store the memory access request. The second level cache accesses the main memory using the physical address with neither the offset nor the thread meta data after resolving speculation. In short, this system includes mapping of a virtual address to a different physical addresses for value disambiguation for different threads.

This technical paper presents the most recent and updated catalog of earthquakes measured by the Los Alamos Seismic Network at and around Los Alamos National Laboratory (LANL), with specific focus on the site of the proposed transuranic waste facility (TWF) at Technical Area 63 (TA-63). Any questions about the data presented herein, or about the Los Alamos Seismic Network, should be directed to the authors of this technical paper. LANL and the Los Alamos townsite sit atop the Pajarito Plateau, which is bounded on its western edge by the Pajarito fault system, a 35-mile-long system locally comprised of the down-to-the-east Pajarito fault (the master fault) and subsidiary down-to-the-west Rendija Canyon, Guaje Mountain, and Sawyer Canyon faults (Figure 1). This fault system forms the local active western margin of the Rio Grande rift near Los Alamos, and is potentially seismogenic (e.g., Gardner et al., 2001; Reneau et al., 2002; Lewis et al., 2009). The proposed TWF area at TA-63 is situated on an unnamed mesa in the north-central part of LANL between Twomile Canyon to the south, Ten Site Canyon to the north, and the headwaters of Canada del Buey to the east (Figure 2). The local bedrock is the Quaternary Bandelier Tuff, formed in two eruptive pulses from nearby Valles caldera, the eastern edge of which is located approximately 6.5 miles west-northwest of the technical area. The older member (Otowi Member) of the Bandelier Tuff has been dated at 1.61 Ma (Izett and Obradovich 1994). The younger member (Tshirege Member) of the Bandelier Tuff has been dated at 1.256 Ma (age from Phillips et al. 2007) and is widely exposed as the mesa-forming unit around Los Alamos. Several discrete cooling units comprise the Tshirege Member. Commonly accepted stratigraphic nomenclature for the Tshirege Member is described in detail by Broxton and Reneau (1995), Gardner et al. (2001), and Lewis et al. (2009). The Tshirege Member cooling unit exposed at the surface at TA-63 is Qbt3. Understanding the subtle differences between Tshirege Member cooling units and the nature of the contacts between cooling units is critical to identifying the presence or absence of faults associated with the Pajarito fault system on the Pajarito Plateau. The Los Alamos Seismic Network (LASN) continuously monitors local earthquake activity in the Los Alamos area in support of LANL's Seismic Hazards program. Seismic monitoring of LANL facilities is a requirement of DOE Order 420.1B (Facility Safety). LASN currently consists of nine permanent seismic instrument field stations that telemeter real-time sensitive ground motion data to a central recording facility. Four of these stations are located on LANL property, with three of those within 2.5 miles of TA-63. The other five stations are in remote locations in the Jemez Mountains, Valles Caldera, St Peters Dome, and the Caja del Rio plateau across the Rio Grande from the Los Alamos area. Local earthquakes are defined as those with locations within roughly 100 miles of Los Alamos. Plate 1 shows the current LASN station locations and all local earthquakes recorded from 1973 through 2011. During this time period, LASN has detected and recorded over 850 local earthquakes in north-central New Mexico. Over 650 of these were located within about 50 miles of Los Alamos, and roughly 60 were within 10 miles. The apparent higher density of earthquakes close to Los Alamos, relative to the rest of north-central New Mexico, is due largely to the fact that LASN is a sensitive local seismic network, recording many very small nearby events (magnitude less than 1.0) that are undetectable at greater distances.

Addressing the Crisis in Fundamental Physics

I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

Annual Site Environmental Report Calendar Year 2007

This report summarizes the environmental status of Ames Laboratory for calendar year 2007. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring activities. Ames Laboratory is located on the campus of Iowa State University (ISU) and occupies 11 buildings owned by the Department of Energy (DOE). See the Laboratory's Web page at www.external.ameslab.gov for locations and Laboratory overview. The Laboratory also leases space in ISU owned buildings. In 2007, the Laboratory accumulated and disposed of waste under U.S. Environmental Protection Agency (EPA) issued generator numbers. All waste is handled according to all applicable EPA, State, Local and DOE Orders. In 2006 the Laboratory reduced its generator status from a Large Quantity Generator (LQG) to a Small Quantity Generator (SQG). EPA Region VII was notified of this change. The Laboratory's RCRA hazardous waste management program was inspected by EPA Region VII in April 2006. There were no notices of violations. The inspector was impressed with the improvements of the Laboratory's waste management program over the past ten years. The Laboratory was in compliance with all applicable federal, state, local and DOE regulations and orders in 2007. There were no radiological air emissions or exposures to the general public due to Laboratory activities in 2007. See U.S. Department of Energy Air Emissions Annual Report in Appendix B. As indicated in prior SERs, pollution awareness, waste minimization and recycling programs have been in practice since 1990, with improvements implemented most recently in 2003. Included in these efforts were battery and CRT recycling, waste white paper and green computer paper-recycling. Ames Laboratory also recycles/reuses salvageable metal, used oil, styrofoam peanuts, batteries, fluorescent lamps and telephone books. Ames Laboratory reported to DOE-Ames Site Office (AMSO), through the Laboratory's Self Assessment Report, on its Affirmative Procurement Performance Measure. A performance level of 'A' was achieved in 2007 for Integrated Safety, Health, and Environmental Protection. As reported in Site Environmental Reports for prior years, the Laboratory's Environmental Management System has been integrated into the Laboratory's Integrated Safety Management System since 2005. The integration of EMS into the way the Laboratory does business allows the Laboratory to systematically review, address and respond to the Laboratory's environmental impacts.

The U.S. Department of Energy (Department) Office of Legacy Management (LM), established in 2003, manages the Departments postclosure responsibilities and ensures the future protection of human health and the environment. During World War II and the Cold War, the Federal government developed and operated a vast network of industrial facilities for the research, production, and testing of nuclear weapons, as well as other scientific and engineering research. These processes left a legacy of radioactive and chemical waste, environmental contamination, and hazardous facilities and materials at well over 100 sites. Since 1989, the Department has taken an aggressive accelerated cleanup approach to reduce risks and cut costs. At most Departmental sites undergoing cleanup, some residual hazards will remain at the time cleanup is completed due to financial and technical impracticality. However, the Department still has an obligation to protect human health and the environment after cleanup is completed. LM fulfills DOEs postclosure obligation by providing long-term management of postcleanup sites which do not have continuing missions. LM is also responsible for sites under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Currently, the U.S. Army Corps of Engineers (USACE) is responsible for site surveys and remediation at FUSRAP sites. Once remediation is completed, LM becomes responsible for long-term management. LM also has responsibility for uranium processing sites addressed by Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA). UMTRCA Title II sites are sites that were commercially owned and are regulated under a U.S. Nuclear Regulatory Commission (NRC) license. For license termination, the owner must conduct an NRC-approved cleanup of any on-site radioactive waste remaining from former uranium ore-processing operations. The site owner must also provide full funding for inspections and, if necessary, ongoing maintenance. Once site cleanup is complete, LM accepts title to these sites on behalf of the United States and assumes long-term management.

Each year, Brookhaven National Laboratory (BNL), a multi-program national laboratory, prepares an annual Site Environmental Report (SER) in accordance with Order 231.1A, Environment, Safety and Health Reporting, of the U.S. Department of Energy (DOE). The SER is written to inform outside regulators, the public, and Laboratory employees of BNL's environmental performance during the calendar year in review, and to summarize BNL's on-site environmental data; environmental management performance; compliance with applicable DOE, Environmental Protection Agency (EPA), state, and local regulations; and environmental, restoration, and surveillance monitoring programs. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. This report is intended to be a technical document. It is available in print and as a downloadable file on the BNL web page at http://www.bnl.ser.htm. A summary of the SER is also prepared each year to provide a general overview, and is distributed with a CD version of the full-length SER. The summary supports BNL's educational and community outreach program.

Optoelectronic switching of addressable molecular crossbar junctions

This letter reports on the observation of optoelectronic switching in addressable molecular crossbar junctions fabricated using polymer stamp-printing method. The active medium in the junction is a molecular self-assembled monolayer softly sandwiched between gold electrodes. The molecular junctions are investigated through currentvoltage measurements at varied temperature (from 95 to 300 K) in high vacuum condition. The junctions show reversible optoelectronic switching with the highest on/off ratio of 3 orders of magnitude at 95 K. The switching behavior is independent of both optical wavelength and molecular structure, while it strongly depends on the temperature. Initial analysis indicates that the distinct binding nature of the molecule/electrode interfaces play a dominant role in the switching performance.
