    In this paper the transmission line equation which describes the transient voltage and current distributions of a lightning stroke is employed. Finite element method is used to derive the element equations and one-dimensional linear elements are used to discretize the field region. The implicit Newmark time integration technique is used to convert the resulting second-order ordinary differential equations into a set of recurrence equations which are then solved at each time step. Numerical example is included and discussed.

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described. This rare strike suggested the need for increased protection and more voltage-transient suppressors were added to those already in place as a preventive measure in the event that such a phenomenon reoccurs.

    In a wind turbine (104, 500, 704) having a plurality of blades (132, 404, 516, 744) and a blade rotor hub (120, 712), a lightning protection system (100, 504, 700) for conducting lightning strikes to any one of the blades and the region surrounding the blade hub along a path around the blade hub and critical components of the wind turbine, such as the generator (112, 716), gearbox (708) and main turbine bearings (176, 724).

    The Lightning Arrestor Connector (LAC), part “M”, presented opportunities to improve the processes used to fabricate LACs. The A## LACs were the first production LACs produced at the KCP, after the product was transferred from Pinnellas. The new LAC relied on the lessons learned from the A## LACs; however, additional improvements were needed to meet the required budget, yield, and schedule requirements. Improvement projects completed since 2001 include Hermetic Connector Sealing Improvement, Contact Assembly molding Improvement, development of a second vendor for LAC shells, general process improvement, tooling improvement, reduction of the LAC production cycle time, and documention of the LAC granule fabrication process. This report summarizes the accomplishments achieved in improving the LAC Production Readiness.

    The spatial distribution of the plasma density in a lightning channel is studied theoretically. It is shown that the electric-field double layer is formed at the channel boundary. In this case, the electron temperature changes abruptly and ions are accelerated by the electric field of the double layer. The ion momentum flux density is close to the surrounding gas pressure. Cleaning of the channel from heavy particles occurs in particle-exchange processes between the plasma channel and the surrounding air. Hydrogen ions are accumulated inside the expanding channel from the surrounding air, which is enriched by hydrogen-contained molecules. In this case, the plasma channel is unstable and splits to a chain of equidistant bunches of plasma. The hydrogen-enrich bunches burn diffusely after recombination exhibiting the bead lightning behavior.

    Simple formulas are given for the interior voltages appearing across bolted joints from exterior lightning currents. External slot and bolt inductances as well as internal slot and bolt diffusion effects are included. Both linear and ferromagnetic wall materials are considered. A useful simplification of the slot current distribution into linear stripline and cylindrical parts (near the bolts) allows the nonlinear voltages to be estimated in closed form.

    Los Alamos National Laboratory (LANL) owns and operates an array of Very-Low Frequency (VLF) sensors that measure the Radio-Frequency (RF) waveforms emitted by Cloud-to-Ground (CG) and InCloud (IC) lightning. This array, the Los Alamos Sferic Array (LASA), has approximately 15 sensors concentrated in the Great Plains and Florida, which detect electric field changes in a bandwidth from 200 Hz to 500 kHz (Smith et al., 2002). Recently, LANL has begun development of a new dual-band RF sensor array that includes the Very-High Frequency (VHF) band as well as the VLF. Whereas VLF lightning emissions can be used to deduce physical parameters such as lightning type and peak current, VHF emissions can be used to perform precise 3d mapping of individual radiation sources, which can number in the thousands for a typical CG flash. These new dual-band sensors will be used to monitor lightning activity in hurricanes in an effort to better predict intensification cycles. Although the new LANL dual-band array is not yet operational, we have begun initial work utilizing both VLF and VHF lightning data to monitor hurricane evolution. In this paper, we present the temporal evolution of Rita's landfall using VLF and VHF lightning data, and also WSR-88D radar. At landfall, Rita's northern eyewall experienced strong updrafts and significant lightning activity that appear to mark a transition between oceanic hurricane dynamics and continental thunderstorm dynamics. In section 2, we give a brief overview of Hurricane Rita, including its development as a hurricane and its lightning history. In the following section, we present WSR-88D data of Rita's landfall, including reflectivity images and temporal variation. In section 4, we present both VHF and VLF lightning data, overplotted on radar reflectivity images. Finally, we discuss our observations, including a comparison to previous studies and a brief conclusion.

    How lightning is initiated in the relatively low electric fields inside thunderclouds and how it can then propagate for tens of kilometers through virgin air are two of the great unsolved problems in the atmospheric sciences.  Until very recently it was believed that lightning was entirely a conventional discharge, involving only low-energy (a few eV) electrons.  This picture changed completely a few years ago with the discovery of intense x-ray emission from both natural cloud-to-ground lightning and rocket-triggered lightning.  This energetic emission cannot be produced by a conventional discharge, and so the presence of x-rays strongly implies that runaway breakdown plays a role in lightning processes.  During runaway breakdown, electrons are accelerated through air to nearly the speed of light by strong electric fields.  These runaway electrons then emit bremsstrahlung x-rays and gamma-rays during collisions with air.  Indeed, the x-ray and gamma-ray emission produced by runaway breakdown near the tops of thunderstorms is bright enough to be seen from outer space, 600 km away.  As a result, the physics used for decades to describe thunderstorm electrification and lightning discharges is incomplete and needs to be revisited.

    The SRS Doppler Weather System consists of a Doppler Server, A Master Server (also known as the Weather Server), several Doppler Slave Servers, and client-side software program called the Doppler Radar Client. This system is used to display near rel-time images taken from the SRS Weather Center's Doppler Radar computer. The Doppler Server is software that resides on the SRS Doppler Computer. It gathers raw data, 24-bit color weather images via screen scraping ever fivemore » minutes as requested by the Master Server. The Doppler Server then reduces the 24-bit color images to 8-bit color using a fixed color table for analysis and compression. This preserves the fidelity of the image color and arranges the colors in specific order for display. At the time of color reduction, the white color used for the city names on the background images are remapped to a different index (color) of white that the white on the weather scale. The Weather Server places a time stamp on the image, then compresses the image and passes it to all Doppler Slave servers. Each of the Doppler Slave servers mainitain a circular buffer of the eight most current images representing the last 40 minutes of weather data. As a new image is added, the oldest drops off. The Doppler Radar Client is an optional install program for any site-wide workstation. When a Client session is started, the Client requests Doppler Slave server assignment from the Master Server. Upon its initial request to the Slave Server, the Client obtains all eight current images and maintains its own circular buffer, updating its images every five minutes as the Doppler Slave is updated. Three background reference images are stored as part of the Client. The Client brings up the appropriate background image, decompresses the doppler data, and displays the doppler data on the background image.« less

    A research project for developing a thunder lightning control system using an induction linac based high power microwave free electron laser (FEL) started at JAERI The system will produce weakly ionized plasma rod in the atmosphere by high power microwaves and control a lightning path, away from , e. g., nuclear power stations and rocket launchers. It has been known that about MW/cm{sup 2} power density is enough for the atmospheric breakdown in the microwave region, and which means high power microwave FEL with GW level output power is feasible for atmospheric breakdown, and accordingly is feasible for thunder lightning control tool with making a conductive plasma channel in the atmosphere. From the microwave attenuation consideration in the atmosphere, FEL of 35GHz(0.13dB/km), 90GHz(0.35dB/km), 140GHz(1.7dB/km), and of 270 GHz(4.5dB/km) are the best candidates for the system. Comparing with other proposed lightning control system using visible or ultraviolet laser, the system using microwave has an advantage that microwave suffers smaller attenuation by rain or snow which always exist in the real atmospheric circumstances when lightning occurs.

    Using a gated intensified digital Kodak Ektapro camera system, the authors captured a lightning bolt at 1,000 frames per second, with 100-{micro}s exposure time on each consecutive frame. As a thunder storm approaches while darkness descended (7:50 pm) on July 21, 1994, they photographed lightning bolts with an f22 105-mm lens and 100% gain on the intensified camera. This 15-frame sequence shows a cloud to ground stroke at a distance of about 1.5 km, which has a series of stepped leaders propagating downwards, following by the upward-propagating main return stroke.

    Weatherization improvement services will be provided to Native people by Native people. The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

    WeatherMaker is a weather-data utility for use with the ENERGY-10 design-tool computer program. The three main features are: Convert--Weather files can be converted from one format to another. For example, a TMY2 format file can be converted to an ENERGY-10 binary file that can be used in a simulation. This binary file can then be converted to a text format that allows it to be read and/or manipulated in WordPad or Excel. Evaluate--ENERGY-10 weather files can be studied in great detail. There are 8 graphical displays of the data that provide insight into the data, and a summary tables that presents results calculated from the hourly data. Adjust--Hourly temperature data can be adjusted starting with hourly data from a nearby TMY2 site. Dry-bulb and wet-bulb temperatures are adjusted up or down as required to match given monthly statistics. This feature can be used to generate weather files for any of 3,958 sites in the US where such monthly statistics are tabulated. The paper shows a variety of results, explains the methods used, and discusses the rationale for making the adjustments. It is anticipated that WeatherMaker will be released by the time of the ASES Solar 99 conference.

    The University of Florida has surveyed all relevant publications reporting lightning characteristics and presents here an up-to-date version of the direct-strike lightning environment specifications for nuclear weapons published in 1989 by R. J. Fisher and M. A. Uman. Further, we present functional expressions for current vs. time, current derivative vs. time, second current derivative vs. time, charge transfer vs. time, and action integral (specific energy) vs. time for first return strokes, for subsequent return strokes, and for continuing currents; and we give sets of constants for these expressions so that they yield approximately the median and extreme negative lightning parameters presented in this report. Expressions for the median negative lightning waveforms are plotted. Finally, we provide information on direct-strike lightning damage to metals such as stainless steel, which could be used as components of storage containers for nuclear waste materials; and we describe UF's new experimental research program to add to the sparse data base on the properties of positive lightning. Our literature survey, referred to above, is included in four Appendices. The following four sections (II, III, IV, and V) of this final report deal with related aspects of the research: Section II. Recommended Direct-Strike Median and Extreme Parameters; Section III. Time-Domain Waveforms for First Strokes, Subsequent Strokes, and Continuing Currents; Section IV. Damage to Metal Surfaces by Lightning Currents; and Section V. Measurement of the Characteristics of Positive Lightning. Results of the literature search used to derive the material in Section II and Section IV are found in the Appendices: Appendix 1. Return Stroke Current, Appendix 2. Continuing Current, Appendix 3.     Several concepts of lightning accommodation systems for wind-driven turbine rotor blades were evaluated by submitting them to simulated lightning tests. Test samples representative of epoxy-fiberglass and wood-epoxy composite structural materials were submitted to a series of high-voltage and high-current damage tests. The high-voltage tests were designed to determine the strike points and current paths through the sample and the need for, and the most proper type of, lightning accommodation. The high-current damage tests were designed to determine the capability of the potential lightning accommodation system to sustain the 200-kA lightning current without causing damage to the composite structure. The observations and data obtained in the series of tests of lightning accommodation systems clearly led to the conclusions that composite-structural-material rotor blades require a lightning accommodation system; that the concepts tested prevent internal streamering; and that keeping discharge currents on the blade surface precludes structure penetration. Induced voltage effects or any secondary effects on the integral components of the total system could not be addressed. Further studies should be carried out to encompass effects on the total system design.

    A long-standing but fundamental question in lightning studies concerns how lightning is initiated inside storms, given the absence of physical conductors. The issue has revolved around the question of whether the discharges are initiated solely by conventional dielectric breakdown or involve relativistic runaway electron processes. Here we report observations of a relatively unknown type of discharge, called fast positive breakdown, that is the cause of high-power discharges known as narrow bipolar events. We find that the breakdown has a wide range of strengths and is the initiating event of numerous lightning discharges. It appears to be purely dielectric in naturemore » and to consist of a system of positive streamers in a locally intense electric field region. It initiates negative breakdown at the starting location of the streamers, which leads to the ensuing flash. The observations show that many or possibly all lightning flashes are initiated by fast positive breakdown.« less

These issues include the probability of lightning discharge striking the area immediately adjacent to a tank including a riser, the consequences of significant energy deposition from a lightning strike in a tank, and mitigating actions that have been or are being taken. The major conclusion of this report is that the probability of a lightning strike depositing sufficient energy in a tank to cause an effect on employees or the public is unlikely;but there are insufficient, quantitative data on the tanks and waste to prove that. Protection, such as grounding of risers and air terminals on existing light poles, is recommended.

    The Department of Energy Order 5500.3A requires facility-specific hazards assessments be prepared, maintained, and used for emergency planning purposes. This hazards assessment document describes the chemical and radiological hazards associated with the Sandia Lightning Simulation Facility, Building 888. The entire inventory was screened according to the potential airborne impact to onsite and offsite individuals. The air dispersion model, ALOHA, estimated pollutant concentrations downwind from the source of a release, taking into consideration the toxicological and physical characteristics of the release site, the atmospheric conditions, and the circumstances of the release. The greatest distance at which a postulated facility event will produce consequences exceeding the Early Severe Health Effects threshold is 23 meters. The highest emergency classification is a Site Area Emergency. The Emergency Planning Zone is 65 meters.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    A lightning flash consists of multiple, high-amplitude but short duration return strokes. Between the return strokes is a lower amplitude, continuing current which flows for longer duration. If the walls of a Faraday cage are made of thin enough metal, the continuing current can melt a hole through the metal in a process called burnthrough. A subsequent return stroke can couple energy through this newly-formed hole. This LDRD is a study of the protection provided by a Faraday cage when it has been compromised by burnthrough. We initially repeated some previous experiments and expanded on them in terms of scope and diagnostics to form a knowledge baseline of the coupling phenomena. We then used a combination of experiment, analysis and numerical modeling to study four coupling mechanisms: indirect electric field coupling, indirect magnetic field coupling, conduction through plasma and breakdown through the hole. We discovered voltages higher than those encountered in the previous set of experiments (on the order of several hundreds of volts).

  12. Effects of excluded volume and correlated molecular orientations on Frster resonance energy transfer in liquid water

    Frster theory for the survival probability of excited chromophores is generalized to include the effects of excluded volume and orientation correlation in the molecular distribution. An analytical expression for survival probability was derived and written in terms of a few simple elementary functions. Because of the excluded volume, the survival probability exhibits exponential decay at early times and stretched exponential decay at later times. Experimental schemes to determine the size of the molecular excluded volume are suggested. With the present generalization of theory, we analyzed vibrational resonance energy transfer kinetics in neat water. Excluded volume effects prove to be important and slow down the kinetics at early times. The majority of intermolecular resonance energy transfer was found to occur with exponential kinetics, as opposed to the stretched exponential behavior predicted by Frster theory. Quantum yields of intra-molecular vibrational relaxation, intra-, and intermolecular energy transfer were calculated to be 0.413, 0.167, and 0.420, respectively.

  13. A numerical study on bow shocks around the lightning return stroke channel

    Bow shock structures are important to various hydrodynamics and magnetohydrodynamics (MHD) phenomena in geophysics and astrophysics. The formation and propagation of bow shocks around the lightning return stroke channel are investigated based on the self-similar motion theory and simulated with a two-dimensional Eulerian finite volume resistive radiation MHD code. In this framework, as verification of theoretical models, the evolving structures of many quantities, such as the plasma density, temperature, pressure, shock velocity, and magnetic field, can be obtained, which present all the characteristics of bow shocks in the lightning return stroke processes. The evolution characteristics and the configuration of the curved return stroke channels, e.g., the non-ideal effects and the scaling laws, are discussed in detail. The results may have applications for some observed features of the return stroke channels and other phenomena in the lightning discharge plasmas.

  14. A simple approach to improve lightning performance of an uprated substation

    This paper presents a simple method to minimize lightning surges entering an uprated or compact substation. A severe lightning stress is caused by a backflashover in close proximity to the substation. Feasibility of uprating is based on the surge arrester technology available at present. However, some aspects of line design offer opportunities in reducing frequency and severity of lightning surges imposed on the substation. The tower surge response adds an inductive overshoot only during the front of the stroke which reduces considerably during the tail. If backflashover does not occur before reflections from adjacent towers arrive, it is unlikely to occur at all. Use of guys and underbuilt ground wires in the limiting distance will produce reflections with larger magnitude and reduce the effective surge impedance of the tower. This would not only reduce backflashover frequency but will also minimize crest and duration of surges entering the substation.

    Presented here is an innovation in lighting safety certification, and a description of its implementation for high explosives processing and storage facilities at Lawrence Livermore National Laboratory. Lightning rods have proven useful in the protection of wooden structures; however, modern structures made of rebar, concrete, and the like, require fresh thinking. Our process involves a rigorous and unique approach to lightning safety for modern buildings, where the internal voltages and currents are quantified and the risk assessed. To follow are the main technical aspects of lightning protection for modern structures and these methods comply with the requirements of the National Fire Protection Association, the National Electrical Code, and the Department of Energy [1][2]. At the date of this release, we have certified over 70 HE processing and storage cells at our Site 300 facility.

    The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    Aging and weathering can reduce the solar reflectance of cool roofing materials. This paper summarizes laboratory measurements of the solar spectral reflectance of unweathered, weathered, and cleaned samples collected from single-ply roofing membranes at various sites across the United States. Fifteen samples were examined in each of the following six conditions: unweathered; weathered; weathered and brushed; weathered, brushed and then rinsed with water; weathered, brushed, rinsed with water, and then washed with soap and water; and weathered, brushed, rinsed with water, washed with soap and water, and then washed with an algaecide. Another 25 samples from 25 roofs across the United States and Canada were measured in their unweathered state, weathered, and weathered and wiped. We document reduction in reflectivity resulted from various soiling mechanisms and provide data on the effectiveness of various cleaning approaches. Results indicate that although the majority of samples after being washed with detergent could be brought to within 90% of their unweathered reflectivity, in some instances an algaecide was required to restore this level of reflectivity.

    Enhanced knowledge preservation for DOE DP technical component activities has recently received much attention. As part of this recent knowledge preservation effort, improved documentation of the sample preparation and electrical testing procedures for lead magnesium niobate--lead titanate (PMN/PT) qualification pellets was completed. The qualification pellets are fabricated from the same parent powders used to produce PMN/PT lightning arrestor connector (LAC) granules at HWF&T. In our report, the procedures for fired pellet surface preparation, electrode deposition, electrical testing and data recording are described. The dielectric measurements described in our report are an information only test. Technical reasons for selecting the electrode material, electrode size and geometry are presented. The electrical testing is based on measuring the dielectric constant and dissipation factor of the pellet during cooling from 280 C to 220 C. The most important data are the temperature for which the peak dielectric constant occurs (Curie Point temperature) and the peak dielectric constant magnitude. We determined that the peak dielectric constant for our procedure would be that measured at 1 kHz at the Curie Point. Both the peak dielectric constant and the Curie point parameters provide semi-quantitative information concerning the chemical and microstructural homogeneity of the parent material used for the production of PMN/PT granules for LACs. Finally, we have proposed flag limits for the dielectric data for the pellets. Specifically, if the temperature of the peak dielectric constant falls outside the range of 250 C {+-} 30 C we propose that a flag limit be imposed that will initiate communication between production agency and design agency personnel. If the peak dielectric constant measured falls outside the range 25,000 {+-} 10,000 we also propose that a flag limit be imposed.

    In 1990, the U.S. Department of Energy (DOE) sponsored a comprehensive evaluation of its Weatherization Assistance Program, the nation`s largest residential energy conservation program. Oak Ridge National Laboratory (ORNL) managed the five-part study. This document summarizes the findings of the evaluation. Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.
