    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    The SRS Doppler Weather System consists of a Doppler Server, A Master Server (also known as the Weather Server), several Doppler Slave Servers, and client-side software program called the Doppler Radar Client. This system is used to display near rel-time images taken from the SRS Weather Center's Doppler Radar computer. The Doppler Server is software that resides on the SRS Doppler Computer. It gathers raw data, 24-bit color weather images via screen scraping ever fivemore » minutes as requested by the Master Server. The Doppler Server then reduces the 24-bit color images to 8-bit color using a fixed color table for analysis and compression. This preserves the fidelity of the image color and arranges the colors in specific order for display. At the time of color reduction, the white color used for the city names on the background images are remapped to a different index (color) of white that the white on the weather scale. The Weather Server places a time stamp on the image, then compresses the image and passes it to all Doppler Slave servers. Each of the Doppler Slave servers mainitain a circular buffer of the eight most current images representing the last 40 minutes of weather data. As a new image is added, the oldest drops off. The Doppler Radar Client is an optional install program for any site-wide workstation. When a Client session is started, the Client requests Doppler Slave server assignment from the Master Server. Upon its initial request to the Slave Server, the Client obtains all eight current images and maintains its own circular buffer, updating its images every five minutes as the Doppler Slave is updated. Three background reference images are stored as part of the Client. The Client brings up the appropriate background image, decompresses the doppler data, and displays the doppler data on the background image.« less

    Weatherization improvement services will be provided to Native people by Native people. The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

In view of big data volume before stack, computation efficiency of mid-value filtering is critical to its feasibility. The algorithm used here is sufficiently based on the properties of mid-value filtering, so that the computation efficiency is greatly improved. It is experimentally shown that prestack mid-value filtering can quite well eliminate wild value, abnormal traces as well as surface waves, and raise signal-noise ratio. After lateral low frequency noises are removed by high pass filtering, mid-value filtering works better.

    This document presents design requirements and controlled assumptions intended for use in the engineering development and testing of: 1) prototype packages for radioactive waste disposal in deep boreholes; 2) a waste package surface handling system; and 3) a subsurface system for emplacing and retrieving packages in deep boreholes. Engineering development and testing is being performed as part of the Deep Borehole Field Test (DBFT; SNL 2014a). This document presents parallel sets of requirements for a waste disposal system and for the DBFT, showing the close relationship. In addition to design, it will also inform planning for drilling, construction, and scientific characterization activities for the DBFT. The information presented here follows typical preparations for engineering design. It includes functional and operating requirements for handling and emplacement/retrieval equipment, waste package design and emplacement requirements, borehole construction requirements, sealing requirements, and performance criteria. Assumptions are included where they could impact engineering design. Design solutions are avoided in the requirements discussion.     A mid-infrared tunable metamaterial comprises an array of resonators on a semiconductor substrate having a large dependence of dielectric function on carrier concentration and a semiconductor plasma resonance that lies below the operating range, such as indium antimonide. Voltage biasing of the substrate generates a resonance shift in the metamaterial response that is tunable over a broad operating range. The mid-infrared tunable metamaterials have the potential to become the building blocks of chip based active optical devices in mid-infrared ranges, which can be used for many applications, such as thermal imaging, remote sensing, and environmental monitoring.

    WeatherMaker is a weather-data utility for use with the ENERGY-10 design-tool computer program. The three main features are: Convert--Weather files can be converted from one format to another. For example, a TMY2 format file can be converted to an ENERGY-10 binary file that can be used in a simulation. This binary file can then be converted to a text format that allows it to be read and/or manipulated in WordPad or Excel. Evaluate--ENERGY-10 weather files can be studied in great detail. There are 8 graphical displays of the data that provide insight into the data, and a summary tables that presents results calculated from the hourly data. Adjust--Hourly temperature data can be adjusted starting with hourly data from a nearby TMY2 site. Dry-bulb and wet-bulb temperatures are adjusted up or down as required to match given monthly statistics. This feature can be used to generate weather files for any of 3,958 sites in the US where such monthly statistics are tabulated. The paper shows a variety of results, explains the methods used, and discusses the rationale for making the adjustments. It is anticipated that WeatherMaker will be released by the time of the ASES Solar 99 conference.

    The recently developed contour method can measure 2-D, cross-sectional residual-stress map. A part is cut in two using a precise and low-stress cutting technique such as electric discharge machining. The contours of the new surfaces created by the cut, which will not be flat if residual stresses are relaxed by the cutting, are then measured and used to calculate the original residual stresses. The precise nature of the assumption about the cut is presented theoretically and is evaluated experimentally. Simply assuming a flat cut is overly restrictive and misleading. The critical assumption is that the width of the cut, when measured in the original, undeformed configuration of the body is constant. Stresses at the cut tip during cutting cause the material to deform, which causes errors. The effect of such cutting errors on the measured stresses is presented. The important parameters are quantified. Experimental procedures for minimizing these errors are presented. An iterative finite element procedure to correct for the errors is also presented. The correction procedure is demonstrated on experimental data from a steel beam that was plastically bent to put in a known profile of residual stresses.

    There have been many recent theoretical investigations of the nonlinear evolution of electrostatic modes with cylindrical or spherical symmetry. Through a reductive perturbation analysis based on a quasiplanar stretching, a modified form of the Korteweg-de Vries or related equation is derived, containing an additional term which is linear in the electrostatic potential and singular at time t = 0. Unfortunately, these analyses contain several restrictive assumptions and ambiguities which are normally neither properly explained nor discussed, and severely limit the applicability of the technique. Most glaring are the use of plane-wave stretchings, the assumption that shape-preserving cylindrical modes can exist and that, although time is homogeneous, the origin of time (which can be chosen arbitrarily) needs to be avoided. Hence, only in the domain where the nonlinear modes are quasiplanar, far from the axis of cylindrical or from the origin of spherical symmetry can acceptable but unexciting results be obtained. Nonplanar nonlinear modes are clearly an interesting topic of research, as some of these phenomena have been observed in experiments. However, it is argued that a proper study of such modes needs numerical simulations rather than ill-suited analytical approximations.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    The goal of this project was to compare and contrast utility scale power plant characteristics used in data sets that support energy market models. Characteristics include both technology cost and technology performance projections to the year 2050. Cost parameters include installed capital costs and operation and maintenance (O&M) costs. Performance parameters include plant size, heat rate, capacity factor or availability factor, and plant lifetime. Conventional, renewable, and emerging electricity generating technologies were considered. Six data sets, each associated with a different model, were selected. Two of the data sets represent modeled results, not direct model inputs. These two data sets include cost and performance improvements that result from increased deployment as well as resulting capacity factors estimated from particular model runs; other data sets represent model input data. For the technologies contained in each data set, the levelized cost of energy (LCOE) was also evaluated, according to published cost, performance, and fuel assumptions.

    This report investigates the validity of several key assumptions in classical plasticity theory regarding material response to changes in the loading direction. Three metals, two rock types, and one ceramic were subjected to non-standard loading directions, and the resulting strain response increments were displayed in Gudehus diagrams to illustrate the approximation error of classical plasticity theories. A rigorous mathematical framework for fitting classical theories to the data, thus quantifying the error, is provided. Further data analysis techniques are presented that allow testing for the effect of changes in loading direction without having to use a new sample and for inferring the yield normal and flow directions without having to measure the yield surface. Though the data are inconclusive, there is indication that classical, incrementally linear, plasticity theory may be inadequate over a certain range of loading directions. This range of loading directions also coincides with loading directions that are known to produce a physically inadmissible instability for any nonassociative plasticity model.

    Results from direct detection experiments are typically interpreted by employing an assumption about the dark matter velocity distribution, with results presented in the m{sub χ}−σ{sub n} plane. Recently methods which are independent of the DM halo velocity distribution have been developed which present results in the v{sub min}−g-tilde plane, but these in turn require an assumption on the dark matter mass. Here we present an extension of these halo-independent methods for dark matter direct detection which does not require a fiducial choice of the dark matter mass. With a change of variables from v{sub min} to nuclear recoil momentum (p{sub R}), the full halo-independent content of an experimental result for any dark matter mass can be condensed into a single plot as a function of a new halo integral variable, which we call h-til-tilde(p{sub R}). The entire family of conventional halo-independent g-tilde(v{sub min}) plots for all DM masses are directly found from the single h-tilde(p{sub R}) plot through a simple rescaling of axes. By considering results in h-tilde(p{sub R}) space, one can determine if two experiments are inconsistent for all masses and all physically possible halos, or for what range of dark matter masses the results are inconsistent for all halos, without the necessity of multiple g-tilde(v{sub min}) plots for different DM masses. We conduct a sample analysis comparing the CDMS II Si events to the null results from LUX, XENON10, and SuperCDMS using our method and discuss how the results can be strengthened by imposing the physically reasonable requirement of a finite halo escape velocity.

    Results from direct detection experiments are typically interpreted by employing an assumption about the dark matter velocity distribution, with results presented in the mχ – σn plane. Recently methods which are independent of the DM halo velocity distribution have been developed which present results in the vmin – g~ plane, but these in turn require an assumption on the dark matter mass. Here we present an extension of these halo-independent methods for dark matter direct detection which does not require a fiducial choice of the dark matter mass. With a change of variables from vmin to nuclear recoil momentum (pR), the full halo-independent content of an experimental result for any dark matter mass can be condensed into a single plot as a function of a new halo integral variable, which we call tilde h(pR). The entire family of conventional halo-independent tilde g~(vmin) plots for all DM masses are directly found from the single tilde h~(pR) plot through a simple rescaling of axes.     The chief purpose of this project has been to develop a set of finite element models that attempt to explore some of the assumptions in the experimental set-up and data reduction of the Kolsky bar experiment. In brief, the Kolsky bar, sometimes referred to as the split Hopkinson pressure bar, is an experimental apparatus used to study the mechanical properties of materials at high strain rates. Kolsky bars can be constructed to conduct experiments in tension or compression, both of which are studied in this paper. The basic operation of the tension Kolsky bar is as follows: compressed air is inserted into the barrel that contains the striker; the striker accelerates towards the left and strikes the left end of the barrel producing a tensile stress wave that propogates first through the barrel and then down the incident bar, into the specimen, and finally the transmission bar. In the compression case, the striker instead travels to the right and impacts the incident bar directly. As the stress wave travels through an interface (e.g., the incident bar to specimen connection), a portion of the pulse is transmitted and the rest reflected. The incident pulse, as well as the transmitted and reflected pulses are picked up by two strain gauges installed on the incident and transmitted bars as shown. By interpreting the data acquired by these strain gauges, the stress/strain behavior of the specimen can be determined.

    The Multi-Function Waste Tank Facility (MWTF)will provide environmentally safe and acceptable storage capacity for handling wastes resulting from the remediation of existing single-shell and double-shell tanks on the Hanford Site. The MWTF will construct two tank farm facilities at two separate locations. A four-tank complex will be constructed in the 200-East Area of the Hanford Site; a two-tank complex will be constructed in the 200-West Area. This report documents the results of a life-cycle cost analysis performed by ICF Kaiser Hanford Company (ICF KH) for the Weather Enclosure proposed to be constructed over the 200-West tanks. Currently, all tank farm operations on the Hanford Site are conducted in an open environment, with weather often affecting tank farm maintenance activities. The Weather Enclosure is being proposed to allow year-round tank farm operation and maintenance activities unconstrained by weather conditions. Elimination of weather-related delays at the MWTF and associated facilities will reduce operational costs. The life-cycle cost analysis contained in this report analyzes potential cost savings based on historical weather information, operational and maintenance costs, construction cost estimates, and other various assumptions.

    The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    Aging and weathering can reduce the solar reflectance of cool roofing materials. This paper summarizes laboratory measurements of the solar spectral reflectance of unweathered, weathered, and cleaned samples collected from single-ply roofing membranes at various sites across the United States. Fifteen samples were examined in each of the following six conditions: unweathered; weathered; weathered and brushed; weathered, brushed and then rinsed with water; weathered, brushed, rinsed with water, and then washed with soap and water; and weathered, brushed, rinsed with water, washed with soap and water, and then washed with an algaecide. Another 25 samples from 25 roofs across the United States and Canada were measured in their unweathered state, weathered, and weathered and wiped. We document reduction in reflectivity resulted from various soiling mechanisms and provide data on the effectiveness of various cleaning approaches. Results indicate that although the majority of samples after being washed with detergent could be brought to within 90% of their unweathered reflectivity, in some instances an algaecide was required to restore this level of reflectivity.

    In 1990, the U.S. Department of Energy (DOE) sponsored a comprehensive evaluation of its Weatherization Assistance Program, the nation`s largest residential energy conservation program. Oak Ridge National Laboratory (ORNL) managed the five-part study. This document summarizes the findings of the evaluation. Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    The paper presents the concept of shared climate policy assumptions as an important element of the new scenario framework. Shared climate policy assumptions capture key climate policy dimensions such as the type and scale of mitigation and adaptation measures. They are not specified in the socio-economic reference pathways, and therefore introduce an important third dimension to the scenario matrix architecture. Climate policy assumptions will have to be made in any climate policy scenario, and can have a significant impact on the scenario description. We conclude that a meaningful set of shared climate policy assumptions is useful for grouping individual climate policy analyses and facilitating their comparison. Shared climate policy assumptions should be designed to be policy relevant, and as a set to be broad enough to allow a comprehensive exploration of the climate change scenario space.

    Mandatory recycling hit Connecticut in 1987, with a goal set at recycling 25% of the state's municipal solid waste. Once municipalities, haulers, and commercial operators were required to separate recyclables from garbage, no project moved forward to take the materials. CRRA already had 44 municipalities using its Mid-Connecticut waste-to-energy facility. The quickest way to accommodate these towns was to move aggressively forward to develop a Mid-Connecticut materials recycling facility and bring the recyclables in.

    Offshore wind is a clean, renewable source of energy and can be an economic driver in the United States. To better understand the employment opportunities and other potential regional economic impacts from offshore wind development, the U.S. Department of Energy (DOE) funded research that focuses on four regions of the country. The studies use multiple scenarios with various local job and domestic manufacturing content assumptions. Each regional study uses the new offshore wind Jobs and Economic Development Impacts (JEDI) model, developed by the National Renewable Energy Laboratory. This fact sheet summarizes the potential economic impacts for the Mid-Atlantic region.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    The SunShot Vision Study explored the potential growth of solar markets if solar prices decreased by about 75% from 2010 to 2020. The SolarDS model was used to simulate rooftop PV demand for this study, based on several PV market assumptions--future electricity rates, customer access to financing, and others--in addition to the SunShot PV price projections. This paper finds that modeled PV demand is highly sensitive to several non-price market assumptions, particularly PV financing parameters.
