    Quantum universality can be achieved using classically controlled stabilizer operations and repeated preparation of certain ancilla states. Which ancilla states suffice for universality? This "magic states distillation" question is closely related to quantum fault tolerance. Lower bounds on the noise tolerable on the ancilla help give lower bounds on the tolerable noise rate threshold for fault-tolerant computation. Upper bounds show the limits of threshold upper-bound arguments based on the Gottesman-Knill theorem. We extend the range of single-qubit mixed states that are known to give universality, by using a simple parity-checking operation. For applications to proving threshold lower bounds, certain practical stability characteristics are often required, and we also show a stable distillation procedure. No distillation upper bounds are known beyond those given by the Gottesman-Knill theorem. One might ask whether distillation upper bounds reduce to upper bounds for single-qubit ancilla states. For multi-qubit pure states and previously considered two-qubit ancilla states, the answer is yes. However, we exhibit two-qubit mixed states that are not mixtures of stabilizer states, but for which every postselected stabilizer reduction from two qubits to one outputs a mixture of stabilizer states. Distilling such states would require true multi-qubit state distillation methods.

    Prior to 1971, the W.R. Grace Company processed and stored radioactive materials at Wayne, New Jersey, under license to the Atomic Energy Commission. Decontamination of structures and storage of waste materials on the property at the Wayne Interim Storage Site (WISS) took place in 1974. Surveys by the State of New Jersey Department of Environmental Protection and by Oak Ridge Associated Universities for the NRC in 1982 indicated that properties adjacent to the WISS contained surface contamination by radioactive residuals in amounts exceeding those acceptable under US Department of Energy (DOE) remedial action guidelines. At the request of DOE, remedial actions have been conducted by Bechtel National, Inc., to remove radioactive residuals from properties adjacent to the site. It is the policy of DOE to assign an independent verification contractor to ensure the effectiveness of remedial actions performed within the Formerly Utilized Sites Remedial Action Program. This report describes the methods and results of those studies that were conducted by the Measurement Applications and Development Group of the Oak Ridge National Laboratory for the lower Sheffield Brook floodplain west of the WISS. Based upon post-remedial action and verification survey data, it was concluded that residual soil concentrations and gamma levels following excavation and backfilling of the area are within the limits prescribed by DOE radiological guidelines. 12 refs., 6 figs., 8 tabs.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    The superposition principle is at the heart of quantum mechanics and at the root of many paradoxes arising when trying to extend its predictions to our everyday world. Schroedinger's cat is the prototype of such paradoxes and here, in contrast to many others, we choose to investigate it from the operational point of view. We experimentally demonstrate a universal strategy for producing an unambiguously distinguishable type of superposition, that of an arbitrary pure state and its orthogonal. It relies on only a limited amount of information about the input state to first generate its orthogonal one. Then, a simple change in the experimental parameters is used to produce arbitrary superpositions of the mutually orthogonal states. Constituting a sort of Schroedinger's black box, able to turn a whole zoo of input states into coherent superpositions, our scheme can produce arbitrary continuous-variable optical qubits, which may prove practical for implementing quantum technologies and measurement tasks.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: ē Catalytic conversion of renewable natural resources to industrial materials ē Development of new catalysts for the oxidation or reduction of commodity chemicals ē Use of enzymes and microorganisms in biocatalysis ē Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system that performs both esterification (of free fatty acids) and transesterification (of soybean oil) in a one-pot fashion. This will allow the biodiesel producers to use the aforementioned cheap feedstocks without any pretreatment. In addition, the catalyst system is heterogeneous and is highly recyclable and reusable. Although markets currently exist for glycerin, concern is mounting that the price of glycerin may plummet to $.05 - $.10 per pound if future production exceeds demand. Developing a system to make high value chemicals such as 1,3-propanediol from the glycerin stream will add value for biodiesel producers who implement the new technology. Given the fact that both DuPont and Shell chemicals have announced the commercialization of two new PDO-based polymers, a rapid increase of market demand for a cheaper PDO source is very likely. 4.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    This report describes the environmental surveillance program at the Wayne Interim Storage Site (WISS) and provides the results for 1992. The fenced, site, 32 km (20 mi) northwest of Newark, New Jersey, was used between 1948 and 1971 for commercial processing of monazite sand to separate natural radioisotopes - predominantly thorium. Environmental surveillance of WISS began in 1984 in accordance with Department of Energy (DOE) Order 5400.1 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program (FUSRAP). The environmental surveillance program at WISS includes sampling networks for radon and thoron in air; external gamma radiation exposure; radium-226, radium-228, thorium-230, thorium-232, total uranium, and several chemicals in surface water and sediment; and total uranium, radium-226, radium-228, thorium-230, thorium-232, and organic and inorganic chemicals in groundwater. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and state standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. This monitoring program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Results for environmental surveillance in 1992 show that the concentrations of all radioactive and most chemical contaminants were below applicable standards.

    We analyze the origin of the quasiclassical realm from the no-boundary proposal for the Universe's quantum state in a class of minisuperspace models. The models assume homogeneous, isotropic, closed spacetime geometries, a single scalar field moving in a quadratic potential, and a fundamental cosmological constant. The allowed classical histories and their probabilities are calculated to leading semiclassical order. For the most realistic range of parameters analyzed, we find that a minimum amount of scalar field is required, if there is any at all, in order for the Universe to behave classically at late times. If the classical late time histories are extended back, they may be singular or bounce at a finite radius. The ensemble of classical histories is time symmetric although individual histories are generally not. The no-boundary proposal selects inflationary histories, but the measure on the classical solutions it provides is heavily biased towards small amounts of inflation. However, the probability for a large number of e-foldings is enhanced by the volume factor needed to obtain the probability for what we observe in our past light cone, given our present age. Our results emphasize that it is the quantum state of the Universe that determines whether or not it exhibits a quasiclassical realm and what histories are possible or probable within that realm.

    We study the dynamical decoupling of multiqubit states from environment. For a system of m qubits, the nested Uhrig dynamical decoupling (NUDD) sequence can efficiently suppress generic decoherence induced by system-environment interaction to order N using (N+1)^2m pulses. We prove that the NUDD sequence is universal, i.e., it can restore the coherence of m-qubit quantum system independent of the details of system-environment interaction. We also construct a general mapping between dynamical decoupling problems and discrete quantum walks in certain functional spaces.

    This concludes the sixth quarter that Kansas State University has been under contract to the US Department of Energy and the Kansas Electric Utility Research Program to demonstrate electric vehicle technology. The G-Van continues to perform within acceptable limits, although the batteries and the charger have caused some problems. Dave Harris, Chloride, has been working with K-State to correct these problems. It may very well be that the limited mileage (less than 25 miles) can be increased by extending the charge cycle (overcharging) the batteries. Soleq Corp. has failed to deliver contracted vehicles. A dual shaft electric propulsion minivan, built by Eaton Corp. in 1987, will be shipped here. On the infrastructure side, EHV Corp. is developing curbside and home charging stations.

    We investigate which non-Gaussian resources are needed, in addition to Gaussian operations and measurements, for implementation of arbitrary quantum gates on multimode quantum states of light. We show that an arbitrary set of states with finite expansion in Fock basis is sufficient for this task. As an illustration we present an explicit scheme for probabilistic implementation of the nonlinear sign gate using resource non-Gaussian states and Gaussian operations.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    The structure of the equation of state $\\omega$ could be very complicate in nature while a few linear models have been successful in cosmological predictions. Linear models are treated as leading approximation of a complete Taylor series in this paper. If the power series converges quickly, one can freely truncate the series order by order. Detailed convergent analysis on the choices of the expansion parameters is presented in this paper. The related power series for the energy density function, the Hubble parameter and related physical quantities of interest are also computed in this paper.

    We explore at phenomenological level a model of the Universe filled with various kinds of matter characterized by different equations of state. We show that introducing of each kind of matter is equivalent to a certain choice of a gauge condition, the gauge condition describing a medium with a given equation of state. The case of a particular interest is when one kind of matter (de Sitter false vacuum) dominates at the early stage of the Universe evolution while another kind (radiation, or ultrarelativistic gas) dominates at its later stage. We can, therefore, consider different asymptotic regimes for the early and later stages of the Universe existence. These regimes are described by solutions to the Wheeler - DeWitt equation for the Universe with matter in that given state, and, at the same time, in the "extended phase space" approach to quantum geometrodynamics the regimes are described by solutions to a Schrodinger equation associated with a choice of some gauge condition. It is supposed that, from the viewpoint of the observer located at the later stage of the Universe evolution, solutions for a Lambda-dominated early Universe would decay.
