As part of the Hanford Federal Facility Agreement and Consent Order negotiations, the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect groundwater would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permitting Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered in to Consent Order DE 91NM-177. The Consent Order DE 91NM-177 requires a series of permitting activities for liquid effluent discharges.

The 400 Area Secondary Cooling Water stream includes contribution streams from the Fuels and Materials Examination Facility, the Maintenance and Storage Facility, the 481-A pump house, and the Fast Flux Test Facility.

This document constitutes the State Waste Discharge Permit application for the 400 Area Septic System. The influent to the system is domestic waste water. Although the 400 Area Septic System is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. Therefore, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used.

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    On December 23, 1991, the US DOE< Richland Operation Office (RL) and the Washington State Department of Ecology (Ecology) agreed to adhere to the provisions of the Department of Ecology Consent Order No. DE91NM-177 (216 Consent Order) (Ecology and US DOE 1991). The 216 Consent Order list regulatory milestones for liquid effluent streams at the Hanford Site and requires compliance with the permitting requirements of Washington Administrative Code. Hanford Site liquid effluent streams discharging to the soil column have been categorized on the 216 Consent Order as follows: Phase I Streams; Phase II Streams; Miscellaneous Streams. Phase I and Phase II Streams were initially addressed in two report. Miscellaneous Streams are subject to the requirements of several milestones identified in the 216 Consent Order. This document constitutes the Categorical State Waste Discharge Permit application for hydrotest,maintenance and construction discharges throughout the Hanford Site. This categorical permit application form was prepared and approved by Ecology.

    This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained very low metals limits for several outfalls. Copper, lead and zinc limits were as low as seven micrograms per liter (7 ug/l), 1 ug/l, and 100 ug/l, respectively. The permit contained compliance schedules that provided SRS with only three to five years to select and implement projects that would enable outfall compliance. Discharges from a few outfalls were eliminated or routed into other locations relatively inexpensively. However, some outfall problems were much more difficult to correct. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. These innovations included (1) connecting several outfall discharges to the site's Central Sanitary Wastewater Treatment Facility (CSWTF), (2) constructing a treatment wetlands and completing a water-effects ratio (WER) on its effluent, (3) installing a stannous chloride feed system to remove mercury in an existing air stripper, and (4) constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content and take advantage of biotic ligand modeling to raise effluent limits.

    This report reviews ecological risk assessment concepts and methods; describes important biological resources in the Gulf of Mexico of potential concern for produced water impacts; and summarizes data available to estimate exposure and effects of produced water discharges. The emphasis is on data relating to produced water discharges in the central and western Gulf of Mexico, especially in Louisiana. Much of the summarized data and cited literature are relevant to assessments of impacts in other regions. Data describing effects on marine and estuarine fishes, mollusks, crustaceans and benthic invertebrates are emphasized. This review is part of a series of studies of the health and ecological risks from discharges of produced water to the Gulf of Mexico. These assessments will provide input to regulators in the development of guidelines and permits, and to industry in the use of appropriate discharge practices.

Close adherence to the steps provided in this plan will help prevent the discharge of chlorinated waters ``in concentrations sufficient to be hazardous or otherwise detrimental to humans, livestock, wildlife, plant life, or fish and aquatic life in the receiving stream``.

    The properties of water surface discharge plasma for variety of pulse repetition rates are investigated. A magnetic pulse compression (MPC) pulsed power modulator able to deliver pulse repetition rates up to 1000 Hz, with 0.5 J per pulse energy output at 25 kV, was used as the pulsed power source. Positive pulse with a point-to-plane electrode configuration was used for the experiments. The concentration and production yield of hydrogen peroxide (H₂O₂) were quantitatively measured and orange II organic dye was treated, to evaluate the chemical properties of the discharge reactor. Experimental results show that the physical and chemical properties of water surface discharge are not influenced by pulse repetition rate, very different from those observed for under water discharge. The production yield of H₂O₂ and degradation rate per pulse of the dye did not significantly vary at different pulse repetition rates under a constant discharge mode on water surface. In addition, the solution temperature, pH, and conductivity for both water surface and underwater discharge reactors were measured to compare their plasma properties for different pulse repetition rates. The results confirm that surface discharge can be employed at high pulse repetition rates as a reliable and advantageous method for industrial and environmental decontamination applications.

    Each summer, an area of low dissolved oxygen (the hypoxic zone) forms in the shallow nearshore Gulf of Mexico waters from the Mississippi River Delta westward to near the Texas/Louisiana border. Most scientists believe that the leading contributor to the hypoxic zone is input of nutrients (primarily nitrogen and phosphorus compounds) from the Mississippi and Atchafalaya Rivers. The nutrients stimulate growth of phytoplankton. As the phytoplankton subsequently die, they fall to the bottom waters where they are decomposed by microorganisms. The decomposition process consumes oxygen in the bottom waters to create hypoxic conditions. Sources other than the two rivers mentioned above may also contribute significant quantities of oxygen-demanding pollutants. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone. Many of these platforms discharge varying volumes of produced water. However, only limited data characterizing oxygen demand and nutrient concentration and loading from offshore produced water discharges have been collected. No comprehensive and coordinated oxygen demand data exist for produced water discharges in the Gulf of Mexico. This report describes the results of a program to sample 50 offshore oil and gas platforms located within the Gulf of Mexico hypoxic zone. The program was conducted in response to a requirement in the U.S. Environmental Protection Agency (EPA) general National Pollutant Discharge Elimination System (NPDES) permit for offshore oil and gas discharges. EPA requested information on the amount of oxygen-demanding substances contained in the produced water discharges. This information is needed as inputs to several water quality models that EPA intends to run to estimate the relative contributions of the produced water discharges to the occurrence of the hypoxic zone.     The US Department of Energy (USDOE) has a program of research in the environmental aspects of oil and gas extraction. This sampling project will characterize the environmental impacts associated with the discharge of naturally occurring radioactive materials (NORM), metals and organics in produced water. This report is part of a series of studies of the health and ecological risks from discharges of produced water to the Gulf of Mexico, supported by the USDOE. These assessments are being coordinated with the field study, using the collected data to perform human health and ecological risk assessments. These assessments will provide input to regulators in the development of guidelines and permits, and to industry in the development and use of appropriate discharge practices. The initial human health and ecological risk assessments consist of conservative screening analyses meant to identify potentially important contaminants, and to eliminate others from further consideration. More quantitative assessments were done for contaminants identified, in the screening analysis, as being of potential concern. Section 2 gives an overview of human health and ecological risk assessment to help put the analyses presented here in perspective. Section 3 provides the hazard assessment portion of the risk assessment, and identifies the important receptors and pathways of concern. Section 3 also outlines the approach taken to the risk assessments presented in the rest of the report. The remaining sections (4 through 9) present the human health and ecological risk assessments for discharges of produced water to open bays in Louisiana.

    One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area is centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. The storm drain network and other coverages will be related to external data bases currently used for facility management and planning. This system would be used for query purposes to perform spatial modeling and {open_quotes}what if{close_quotes} scenarios needed to create maps and reports required by the permit and to evaluate various BMP implementation strategies.

    ABSTRACT This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in the initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained copper limits as low as six micrograms per liter. It also contained compliance schedules that provided SRS with anywhere from three to five years to select and implement projects that would enable compliance at several outfalls. Some outfall problems were much more difficult to correct than others. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. One innovation, constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content, has proven to be very successful.

    Data were collected prior to termination of discharge at three sites (including two open bay sites at Delacroix Island and Bay De Chene) for the risk assessments. The Delacroix Island Oil and Gas Field has been in production since the first well drilling in 1940; the Bay De Chene Field, since 1942. Concentrations of 226Ra, 228Ra, 210Po, and 228Th were measured in discharges. Radium conc. were measured in fish and shellfish tissues. Sediment PAH and metal conc. were also available. Benthos sampling was conducted. A survey of fishermen was conducted. The tiered risk assessment showed that human health risks from radium in produced water appear to be small; ecological risk from radium and other radionuclides in produced water also appear small. Many of the chemical contaminants discharged to open Louisiana bays appear to present little human health or ecological risk. A conservative screening analysis suggested potential risks to human health from Hg and Pb and a potential risk to ecological receptors from total effluent, Sb, Cd, Cu, Pb, Ni, Ag, Zn, and phenol in the water column and PAHs in sediment; quantitiative risk assessments are being done for these contaminants.

    This manual provides general guidance for Department of Energy (DOE) officials for complying with Sect. 402 of the Clean Water Act (CWA) of 1977 and amendments. Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States. Although the nature of a project dictates the exact information requirements, every project has similar information requirements on the environmental setting, type of discharge(s), characterization of effluent, and description of operations and wastewater treatment. Additional information requirements for projects with ocean discharges, thermal discharges, and cooling water intakes are discussed. Guidance is provided in this manual on general methods for collecting, analyzing, and presenting information for an NPDES permit application.     This report presents the results of a study of terminated produced water discharge sites in the coastal waters of Louisiana. Environmental recovery at the sites is documented by comparing pre-termination and post-termination (six months and one year) data. Produced water, sediments, and sediment interstitial water samples were analyzed for radionuclides, metals, and hydrocarbons. Benthic infauna were identified from samples collected in the vicinity of the discharge and reference sites. Radium isotope activities were determined in fish and crustacean samples. In addition, an environmental risk assessment is made on the basis of the concentrations of metals and hydrocarbons determined in the samples.

    Ballast water, which is sea water that is carried in oil tankers to provide stability, can become contaminated with oil. Alyeska Pipeline Service Company runs a water treatment plant at its pipeline terminal at Prot Valdez, Alaska, to treat ballast water before it is discharged into the sea. GAO reviewed EPA's recently reissued National Pollution Discharge Elimination System permit for the Port Valdez facility. In this report, GAO compares the effluent limits and other requirements under the reissued permit with those of the old permit, determines the reasons for changes in the reissued permit, and examines Alyeska's initial efforts to comply with the reissued permit's effluent limits and reporting requirements.

    Hydraulic fracturing technology (fracking), coupled with horizontal drilling, has facilitated exploitation of huge natural gas (gas) reserves in the Devonian-age Marcellus Shale Formation (Marcellus) of the Appalachian Basin. The most-efficient technique for stimulating Marcellus gas production involves hydraulic fracturing (injection of a water-based fluid and sand mixture) along a horizontal well bore to create a series of hydraulic fractures in the Marcellus. The hydraulic fractures free the shale-trapped gas, allowing it to flow to the well bore where it is conveyed to pipelines for transport and distribution. The hydraulic fracturing process has two significant effects on the local environment. First, water withdrawals from local sources compete with the water requirements of ecosystems, domestic and recreational users, and/or agricultural and industrial uses. Second, when the injection phase is over, 10 to 30% of the injected water returns to the surface. This water consists of flowback, which occurs between the completion of fracturing and gas production, and produced water, which occurs during gas production. Collectively referred to as returned frac water (RFW), it is highly saline with varying amounts of organic contamination. It can be disposed of, either by injection into an approved underground injection well, or treated to remove contaminants so that the water meets the requirements of either surface release or recycle use. Depending on the characteristics of the RFW and the availability of satisfactory disposal alternatives, disposal can impose serious costs to the operator. In any case, large quantities of water must be transported to and from well locations, contributing to wear and tear on local roadways that were not designed to handle the heavy loads and increased traffic. The search for a way to mitigate the situation and improve the overall efficiency of shale gas production suggested a treatment method that would allow RFW to be used as make

    The purpose of this study is to quantify ground-water and contaminant discharge to the Columbia River in the Hanford Townsite vicinity. The primary objectives of the work are to: describe the hydrogeologic setting and controls on ground-water movement and contaminant discharge to the Columbia River; understand the river/aquifer relationship and its effects on contaminant discharge to the Columbia River; quantify the ground-water and contaminant mass discharge to the Columbia River; and provide data that may be useful for a three-dimensional model of ground-water flow and contaminant transport in the Hanford Townsite study area. The majority of ground-water contamination occurs within the unconfined aquifer; therefore, ground-water and contaminant discharge from the unconfined aquifer is the emphasis of this study. The period of study is primarily from June 1990 through March 1992.

  20. UIC permitting process for class IID and Class III wells: Protection of drinking water in New York State

    The U.S. Environmental Protection Agency (EPA) Region II, Underground Injection Control (UIC) Program regulates injection wells in the State of New York to protect drinking water; UIC regulations can be found under Title 40 of the Code of Federal Regulations Parts 124, 144, 146 and 147. Operators of solution mining injection wells (UIC Class IIIG) and produced fluid disposal wells (UIC Class IID) are required to obtain an UIC permit for authorization to inject. The permitting process requires submittal of drinking water, geologic and proposed operational data in order to assure that pressure build-up within the injection zone will not compromise confining layers and allow vertical migration of fluid into Underground Sources of Drinking Water (USDW). Additional data is required within an Area of Review (AOR), defined as an area determined by the intersection of the adjusted potentiometric surface produced by injection and a depth 50 feet below the base of the lowermost USDW, or a radius of 1/4 mile around the injection well, whichever is greater. Locations of all wells in the AOR must be identified, and completion reports and plugging reports must be submitted. Requirements are set for maximum injection pressure and flow rates, monitoring of brine properties of the injection well and monitoring of water supply wells in the AOR for possible contamination. Any noncompliance with permit requirements constitutes a violation of the Safe Drinking Water Act and is grounds for enforcement action, including possible revocation of permit. Presently four Class IID wells are authorized under permit in New York State. The Queenston sandstone, Medina sandstone, Salina B, Akron dolomite and Oriskany sandstone have been used for brine disposal; the lower Ordovician-Cambrian section is currently being considered as an injection zone. Over one hundred Class IIIG wells are authorized under permit in New York State and all have been utilized for solution mining of the Syracuse salt.

  1. The Contribution of Environmental Siting and Permitting Requirements to the Cost of Energy for Oscillating Water Column Wave Energy Devices

    Responsible deployment of marine and hydrokinetic (MHK) devices in estuaries, coastal areas, and major rivers requires that biological resources and ecosystems be protected through siting and permitting (consenting) processes. Scoping appropriate deployment locations, collecting pre-installation (baseline) and post-installation data all add to the cost of developing MHK projects, and hence to the cost of energy. Under the direction of the U.S. Department of Energy, Pacific Northwest National Laboratory scientists have developed logic models that describe studies and processes for environmental siting and permitting. Each study and environmental permitting process has been assigned a cost derived from existing and proposed tidal, wave, and riverine MHK projects, as well as expert opinion of marine environmental research professionals. Cost estimates have been developed at the pilot and commercial scale. The reference model described in this document is an oscillating water column device deployed in Northern California at approximately 50 meters water depth.

    Potential human health and environmental impacts from discharges of produced water to the Gulf of Mexico are of concern to regulators at the State and Federal levels, the public, environmental interest groups and industry. Current and proposed regulations require a zero discharge limit for coastal facilities, based primarily on studies in low energy, poorly flushed environments. However, produced water discharges in coastal Louisiana include a number of open bay sites, where potential human health and environmental impacts are likely to be smaller than those demonstrated for low energy canal environments, but greater than the minimal impacts associated with offshore discharges. Additional data and assessments are needed to support risk managers at the State and Federal levels in the development of regulations that protect human health and the environment without unnecessary cost to the economic welfare of the region and the nation. This project supports the Natural Gas and Oil Initiative objectives to: (1) improve coordination on environmental research; (2) streamline State and Federal regulation; (3) enhance State, and Federal regulatory decision making capability; (4) enhance dialogue through industry/government/public partnerships; and (5) work with States and Native American Tribes.

    The US Environmental Protection Agency (USEPA) has reported that stormwater runoff is a major cause of pollution and use impairment to waters of the nation. Diffuse pollution sources (stormwater runoff) are increasingly important as controls for industrial process dischargers. On November 16, 1990 the Federal Clean Water Act National Pollutant Discharge Elimination System (NPDES) rules governing the discharge of stormwater were published (56 FR 40948). These rules potentially affect every type of business enterprise conducting work associated with industrial activity.'' Dischargers of stormwater associated with industrial activity ar required to either seek coverage under a federal or state general permit using notice of intent, apply for an individual permit, or apply for a permit through a two-part group application process. Conoco, Inc. Supply and Transportation (S and T) elected the latter alternative to attempt to comply with these new evolving complex, broad-ranging permitting requirements. This paper discusses specific details of S and T's strategy, BMP designs, data acquisition activities, monitoring results, as well as economic impacts on the corporation as a result of storm water permit requirements. S and T operates approximately 170 unique wholly and jointly owned petroleum product storage and transport facilities across the nation. Approximately one-third of these facilities were subject to stormwater permit application requirements.

    The invention is a method and system for the generation of high voltage, pulsed, periodic corona discharges capable of being used in the presence of conductive liquid droplets. The method and system can be used, for example, in different devices for cleaning of gaseous or liquid media using pulsed corona discharge. Specially designed electrodes and an inductor increase the efficiency of the system, permit the plasma chemical oxidation of detrimental impurities, and increase the range of stable discharge operations in the presence of droplets of water or other conductive liquids in the discharge chamber.

    Researchers at the National Energy Technology Laboratory (NETL) located in Albany, Oregon, have patented a process - Integrated Pollutant Removal (IPR) that uses off-the-shelf technology to produce a sequestration ready CO{sub 2} stream from an oxy-combustion power plant. Capturing CO{sub 2} from fossil-fuel combustion generates a significant water product which can be tapped for use in the power plant and its peripherals. Water condensed in the IPR{reg_sign} process may contain fly ash particles, sodium (from pH control), and sulfur species, as well as heavy metals, cations and anions. NETL is developing a treatment approach for zero liquid discharge while maximizing available heat from IPR. Current treatment-process steps being studied are flocculation/coagulation, for removal of cations and fine particles, and reverse osmosis, for anion removal as well as for scavenging the remaining cations. After reverse osmosis process steps, thermal evaporation and crystallization steps will be carried out in order to build the whole zero liquid discharge (ZLD) system for flue-gas condensed wastewater. Gypsum is the major product from crystallization process. Fast, in-line treatment of water for re-use in IPR seems to be one practical step for minimizing water treatment requirements for CO{sub 2} capture. The results obtained from above experiments are being used to build water treatment models.

    Summer hypoxia (dissolved oxygen < 2 mg/L) in the bottom waters of the northern Gulf of Mexico has received considerable scientific and policy attention because of potential ecological and economic impacts. This hypoxic zone forms off the Louisiana coast each summer and has increased from an average of 8,300 km{sup 2} in 1985-1992 to over 16,000 km{sup 2} in 1993-2001, reaching a record 22,000 km{sup 2} in 2002. The almost threefold increase in nitrogen load from the Mississippi River Basin (MRB) to the Gulf since the middle of the last century is the primary external driver for hypoxia. A goal of the 2001 Federal Action Plan is to reduce the 5-year running average size of the hypoxic zone to below 5,000 km{sup 2} by 2015. After the Action Plan was developed, a new question arose as to whether sources other than the MRB may also contribute significant quantities of oxygen-demanding substances. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone, many of which discharge varying volumes of produced water. The objectives of this study were to assess the incremental impacts of produced water discharges on dissolved oxygen in the northern Gulf of Mexico, and to evaluate the significance of these discharges relative to loadings from the MRB. Predictive simulations were conducted with three existing models of Gulf hypoxia using produced water loads from an industry study. Scenarios were designed that addressed loading uncertainties, settleability of suspended constituents, and different assumptions on delivery locations for the produced water loads. Model results correspond to the incremental impacts of produced water loads, relative to the original model results, which included only loads from the MRB. The predicted incremental impacts of produced water loads on dissolved oxygen in the northern Gulf of Mexico from all three models were small.     Produced water generated during the production of oil and gas can contain high concentrations of radionuclides, organics and heavy metals. There are concerns about potential human health and ecological impacts from the discharge of these contaminants to the Gulf of Mexico. Data collected in the United States Department of Energy (USDOE) field study are being used in a series of human health and ecological risk assessments. These assessments will support scientifically-based regulation and risk management. This presentation: summarizes risk assessments performed for produced water discharges; describes how uncertainties in these assessments are guiding data collection efforts in the USDOE field study; and outlines ongoing risk assessment studies. In these studies, risk assessment is treated as an iterative process. An initial screening-level assessment is performed to identify important contaminants, transport and exposure pathways, and parameters. These intermediate results are used to guide data collection efforts and refinements to the analysis. At this stage in the analysis, risk is described in terms of probabilities; the uncertainties in each measured or modeled parameter are considered explicitly.

    The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed.   15. Consequences of proposed changes to Clean Water Act thermal discharge requirements

    This paper summarizes three studies that examined the economic and environmental impact on the power industry of (1) limiting thermal mixing zones to 1,000 feet, and (2) eliminating the Clean Water Act (CWA) {section}316(1) variance. Both of these proposed changes were included in S. 1081, a 1991 Senate bill to reauthorize the CWA. The bill would not have provided for grandfathering plants already using the variance or mixing zones larger than 1000 feet. Each of the two changes to the existing thermal discharge requirements were independently evaluated. Power companies were asked what they would do if these two changes were imposed. Most plants affected by the proposed changes would retrofit cooling towers and some would retrofit diffusers. Assuming that all affected plants would proportionally follow the same options as the surveyed plants, the estimated capital cost of retrofitting cooling towers or diffusers at all affected plants ranges from $21.4 to 24.4 billion. Both cooling towers and diffusers exert a 1%-5.8% energy penalty on a plant`s output. Consequently, the power companies must generate additional power if they install those technologies. The estimated cost of the additional power ranges from $10 to 18.4 billion over 20 years. Generation of the extra power would emit over 8 million tons per year of additional carbon dioxide. Operation of the new cooling towers would cause more than 1.5 million gallons per minute of additional evaporation. Neither the restricted mixing zone size nor the elimination of the {section}316(1) variance was adopted into law. More recent proposed changes to the Clean Water Act have not included either of these provisions, but in the future, other Congresses might attempt to reintroduce these types of changes.

  16. Hyporheic discharge of river water into fall chinook salmon (Oncorhynchus tshawytscha) spawning areas in the Hanford Reach, Columbia River

    Fall chinook salmon (Oncorhynchus tshawytscha) spawned predominantly in areas of the Hanford Reach of the Columbia River where hyporheic water discharged into the river channel. This upwelling water had a dissolved solids content (i.e., specific conductance) indicative of river water and was presumed to have entered highly permeable riverbed substrate at locations upstream of the spawning areas. Hyporheic discharge zones composed of undiluted ground water or areas with little or no upwelling were not used by spawning salmon. Rates of upwelling into spawning areas averaged 1,200 L?m-2?day-1 (95% C.I.= 784 to 1,665 L?m-2?day-1) as compared to approximately 500 L?m-2?day-1 (95% C.I.= 303 to 1,159 L?m-2?day-1) in non-spawning areas. Dissolved oxygen content of the hyporheic discharge near salmon spawning areas was about 9 mg?L-1 (+ 0.4 mg?L-1) whereas in non-spawning areas dissolved oxygen values were 7 mg?L-1 (+ 0.9 mg?L-1) or lower. In both cases dissolved oxygen of the river water was higher (11.3+ 0.3 mg?L-1). Physical and chemical gradients between the hyporheic zone and the river may provide cues for adult salmon to locate suitable spawning areas. This information will help fisheries managers to describe the suitability of salmon spawning habitat in large rivers.

    The Pacific Northwest Laboratory conducted laboratory simulations of fish passage through a heated water discharge to assess the potential for direct and indirect mortalities to Columbia River fish. Simulation was conducted with chinook salmon (Oncorhynchus tshawytscha), coho salmon (O. kisutch), steelhead (Salmo gairdneri), and northern squawfish (Ptychocheilus oregonensis). Simulations were conducted in aquaria plumbed to receive and discharge heated water which simulated the thermal conditions a fish would encounter swimming downstream through the plume. The rate of exchange for the water and the initial temperature were varied to simulate conditions through different portions of the plume and for different river flows. Fish that survived passage through the plume were subjected to predators or to an infectious disease organism to test for the possibility of indirect mortality from thermal stress. Fish were able to survive passage through a plume where the initial increase in water temperature was 16/sup 0/C above ambient. The maximum ambient water temperature tested was 18.3/sup 0/C, which is the maximum temperature expected near the discharge. The fish that survived the thermal stress were not susceptible to increased predation or disease.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    The US Department of Energy (DOE), under its Environmental Restoration and Waste Management Program, is responsible for conducting response actions at the Weldon Spring site in St. Charles County, Missouri. The site consists of two noncontiguous areas: (1) the chemical plant area, which includes four raffinate pits and two small ponds, and (2) a 3.6-ha (9-acre) quarry located about 6.4 km (4 mi) southwest of the chemical plant area. Both of these areas became chemically and radioactively contaminated as a result of processing and disposal activities that took place from the 1940s through 1960s. The Weldon Spring site, located about 48 km (30 mi) west of St. Louis, is listed on the National Priorities List of the US Environmental Protection Agency. Nitroaromatic explosives were processed by the Army at the chemical plant area during the 1940s, and radioactive materials were processed by DOE`s predecessor agency (the Atomic Energy Commission) during the 1950s and 1960s. Overall remediation of the Weldon Spring site is being addressed through the Weldon Spring Site Remedial Action Project, and it consists of several components. One component is the management of radioactively and chemically contaminated surface water impoundments at the chemical plant area -- i.e., the four raffinate pits, Frog Pond, and Ash Pond which was addressed under a separate action and documented in an engineering evaluation/cost analysis report. This report discusses the evaluation of surface water treatment at the Weldon Spring site.

Assuming that all affected plants would proportionally follow the same options as the surveyed plants, the estimated capital cost of retrofitting cooling towers or diffusers at all affected plants exceeds $20 billion. Since both cooling towers and diffusers exert an energy penalty on a plant`s output, the power companies must generate additional power. The estimated cost of the additional power exceeds $10 billion over 20 years. Generation of the extra power would emit over 8 million tons per year of additional carbon dioxide. Operation of the new cooling towers would cause more than 1.5 million gallons per minute of additional evaporation.

    The Environmental Protection Agency (EPA) published the final storm water regulation on November 16, 1990. The storm water regulation is included in the National Pollutant Discharge Elimination System (NPDES) regulations. An NPDES permit was issued for the Y-12 Plant on April 28, 1995, and was effective on July 1, 1995. The permit requires that a Storm Water Pollution Prevention Plan (SWP3) be developed by December 28, 1995, and be fully implemented by July 1, 1996; this plan has been developed to fulfill that requirement. The outfalls and monitoring points described in this plan contain storm water discharges associated with industrial activities as defined in the NPDES regulations. For storm water discharges associated with industrial activity, including storm water discharges associated with construction activity, that are not specifically monitored or limited in this permit, Y-12 Plant personnel will meet conditions of the General Storm Water Rule 1200-4-10.     The Hanford Site nuclear reactor operations required large quantities of high-quality cooling water, which was treated with chemicals including sodium dichromate dihydrate for corrosion control. Cooling water leakage, as well as intentional discharge of cooling water to ground during upset conditions, produced extensive groundwater recharge mounds consisting largely of contaminated cooling water and resulted in wide distribution of hexavalent chromium (Cr[VI]) contamination in the unconfined aquifer. The 2013 Cr(VI) groundwater plumes in the 100 Areas cover approximately 6 km2 (1500 acres), primarily in the 100-HR-3 and 100-KR-4 groundwater operable units (OUs). The Columbia River is a groundwater discharge boundary; where the plumes are adjacent to the Columbia River there remains a potential to discharge Cr(VI) to the river at concentrations above water quality criteria. The pump-and-treat systems along the River Corridor are operating with two main goals: 1) protection of the Columbia River, and 2) recovery of contaminant mass. An evaluation of the effectiveness of the pump-and-treat systems was needed to determine if the Columbia River was protected from contamination, and also to determine where additional system modifications may be needed. In response to this need, a technique for assessing the river protection was developed which takes into consideration seasonal migration of the plume and hydraulic performance of the operating well fields. Groundwater contaminant plume maps are generated across the Hanford Site on an annual basis. The assessment technique overlays the annual plume and the capture efficiency maps for the various pump and treat systems. The river protection analysis technique was prepared for use at the Hanford site and is described in detail in M.J. Tonkin, 2013.     The Environmental Protection Agency staff published the final storm water regulation on November 16, 1990. The storm water regulation is included in the National Pollutant Discharge Elimination System (NPDES) regulations. It specifies the permit application requirements for certain storm water discharges such as industrial activity or municipal separate storm sewers serving populations of 100,000 or greater. Storm water discharge associated with industrial activity is discharge from any conveyance used for collecting and conveying storm water that is directly related to manufacturing, processing, or raw material storage areas at an industrial plant. Quantitative testing data is required for these discharges. An individual storm water permit application was completed and submitted to Tennessee Department of Environment and Conservation (TDEC) personnel in October 1992. After reviewing this data in the permit application, TDEC personnel expressed concern with the fecal coliform levels at many of the outfalls. The 1995 NPDES Permit (Part 111-N, page 44) requires that an investigation be conducted to determine the validity of this data. If the fecal coliform data is valid, the permit requires that a report be submitted indicating possible causes and proposed corrective actions.

    Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

    On September 9, 1992, the US Environmental Protection Agency (EPA) issued General Permit No. WA-R-00-OOOF, Authorization to Discharge Under the National Pollutant Discharge Elimination System (NPDES) for Storm Water Discharges Associated with Industrial Activity to the US Department of Energy, Richland Operations Office (RL). RL submitted a Notice of Intent to comply with this permit to EPA in conformance with the General Permit requirements on October 1, 1992. On February 14, 1994, EPA issued a Storm Water General Permit Coverage Notice and assigned WA-R-00-Al7F as the Hanford Site`s National Pollutant Discharge Elimination System (NPDES) storm water permit number. The Hanford Site Storm Water Pollution Prevention Plan (SWPPP) (WHC 1996a) was certified by J. E Rasmussen, Director Environmental Assurance, RL, on September 24, 1996, in compliance with Part IV.B(i) of the General Permit. As required by General Permit No. WA-R-00-OOOF (WA-R-00-Al7F), Section IV, Part D, Section 4.c, an annual report must be developed by RL and retained on site to verify that the requirements listed in the General Permit are being implemented. The previous Hanford Site Storm Plater Comprehensive Site Compliance Evaluation Report (WHC 1996b) addressed the period from July 1995 through June 1996. This document fulfills the requirement to prepare an annual report and contains the results of inspections of the storm water outfalls listed in the SWPPP (WHC 1996a). This report also describes the methods used to conduct the 1100 Storm Plater Comprehensive Site Compliance Evaluation (SWCSCE) as required in Part IV, Section D.4.c in the General Permit; summarizes the results of the compliance evaluation; and documents significant leaks and spills. The reporting year for this SWCSCE report is July 1, 1996 through June 30, 1997.

    The Latera and Torre Alfina geothermal fields were discovered in the Vulsini Mts district (central Italy) in the 70s. The fluid produced by the two geothermal systems is a high rhoCO/sub 2/(around 7 MPa) sodium chloride solution (T.D.S. is 9200 ppm at Latera and 7800 at Torre Alfina), with high SiO/sub 2/ and H/sub 3/BO/sub 3/ contents. The fluid temperature taken at well bottom is about 155/sup 0/C at Torre Alfina, whereas at Latera it ranges from 200 to over 350/sup 0/C. In spite of these temperatures, recorded in producing wells, previous geochemical prospectings using geothermometers in natural thermal manifestations had predicted temperatures no higher than 140/sup 0/C in all the Vulsini district. This contrasting feature between real temperatures and those evaluated during prospecting is caused by the fast circulation of large amounts of meteoric waters in the aquifer located in the shallow parts of the carbonate reservoir formations, and by the short interaction between the latter and the deep geothermal fluids. In the present study a new geochemical survey on thermal and cold springs, stream samples, as well as natural gas emissions has been carried out. A critical review of the main geothermometers, some considerations about the hydraulic behavior of the reservoir formations, and the cross comparison between NH/sub 4//sup +//B ratio, rhoCO/sub 2/ and SiO/sub 2/ content in both cold and thermal waters, have led to the conclusion that in the Vulsini Mts there are no shallow anomalous areas apart from those already discovered at Latera and Torre Alfina. The present method could be successfully applied in other geothermal systems, where the potential reservoir is represented by carbonate formations.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

The letter accompanying the final permit noted the following: EPA recognizes that the TEDF is a new waste treatment facility for which full scale operation and effluent data has not been generated. The permit being issued by EPA contains discharge limits that are intended to force DOE`s treatment technology to the limit of its capability.`` Because of the excessively tight limits the permit contains a reopener clause which may allow limits to be renegotiated after at least one year of operation.     A gas-discharge lamp based on a barrier discharge in a He - D{sub 2}O mixture at partial pressures p{sub D2O} = 0.04 - 0.33 kPa and p{sub He} = 10 - 60 kPa is studied. The emission spectrum of the discharge plasma contains mainly the A {yields} X and C {yields} X bands of OD hydroxyl ({lambda} = 144 - 160 nm).     Removal of submicron particles from process solutions and waste water is now economically achievable using a new Tyvek{reg sign} media in conventional filtration equipment. This new product greatly enhances filtration and allows use of the much improved filter aids and polymers which were recently developed. It has reduced operating costs and ensures a clean effluent discharge to the environment. This significant technical development is especially important to those who discharge to a small stream with low 7Q10 flow and must soon routinely pass the Toxicity tests that are being required by many States for NPDES permit renewal. The Savannah River Plant produces special nuclear materials for the US Government. Aluminum forming and metal finishing operations in M-Area, that manufacture fuel and target assemblies for the nuclear reactors, discharge to a waste water treatment facility using BAT hydroxide precipitation and filtration. The new Tyvek{reg sign} media and filter aids have achieved 55% less solids in the filtrate discharged to Tims Branch Creek, 15% less hazardous waste (dry filter cake), 150%-370% more filtration capacity, 74% lower materials purchase cost, 10% lower total M-Area manufacturing cost, and have improved safety. Performance with the improved polymers is now being evaluated.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    A constricted glow discharge chamber and method are disclosed. The polarity and geometry of the constricted glow discharge plasma source is set so that the contamination and energy of the ions discharged from the source are minimized. The several sources can be mounted in parallel and in series to provide a sustained ultra low source of ions in a plasma with contamination below practical detection limits. The source is suitable for applying films of nitrides such as gallium nitride and oxides such as tungsten oxide and for enriching other substances in material surfaces such as oxygen and water vapor, which are difficult process as plasma in any known devices and methods. The source can also be used to assist the deposition of films such as metal films by providing low-energy ions such as argon ions.

    This report documents the characterization activities and findings of a former steam cleaning discharge area at the Nevada Test Site. The former steam cleaning site is located in Area 12 east of Fleet Operations Building 12-16. The characterization project was completed as a required condition of the ``Temporary Water Pollution Control Permit for the Discharge From Fleet Operations Steam Cleaning Facility`` issued by the Nevada Division of Environmental Protection. The project objective was to collect shallow soil samples in eight locations in the former surface discharge area. Based upon field observations, twelve locations were sampled on September 6, 1995 to better define the area of potential impact. Samples were collected from the surface to a depth of approximately 0.3 meters (one foot) below land surface. Discoloration of the surface soil was observed in the area of the discharge pipe and in localized areas in the natural drainage channel. The discoloration appeared to be consistent with the topographically low areas of the site. Hydrocarbon odors were noted in the areas of discoloration only. Samples collected were analyzed for bulk asbestos, Toxicity Characteristic Leaching Procedure (TCLP) metals, total petroleum hydrocarbons (TPHs), volatile organic compounds (VOCs), semi-volatile organic compounds (Semi-VOCs), and gamma scan.

    BP Products North America Inc. (BP) owns and operates a petroleum refinery located on approximately 1,700 acres in Whiting, East Chicago, and Hammond, Indiana, near the southern tip of Lake Michigan. BP provided funding to Purdue University-Calumet Water Institute (Purdue) and Argonne National Laboratory (Argonne) to conduct studies related to wastewater treatment and discharges. Purdue and Argonne are working jointly to identify and characterize technologies that BP could use to meet the previous discharge permit limits for total suspended solids (TSS) and ammonia after refinery modernization. In addition to the technology characterization work, Argonne conducted a separate project task, which is the subject of this report. In Phase I of a two-part study, Argonne estimated the current levels of discharge to southern Lake Michigan from significant point and nonpoint sources in Illinois, Indiana, and portions of Michigan. The study does not consider all of the chemicals that are discharged. Rather, it is narrowly focused on a selected group of pollutants, referred to as the 'target pollutants'. These include: TSS, ammonia, total and hexavalent chromium, mercury, vanadium, and selenium. In Phase II of the study, Argonne will expand the analysis to cover the entire Lake Michigan drainage basin.

    Experiments with quasi-steady high-current discharges in crossed E Multiplication-Sign B fields in various gases (Ar, N{sub 2}, H{sub 2}, and SF{sub 6}) and gas mixtures (Ar/SF{sub 6} and Ar/O{sub 2}) at pressures from 10{sup -3} to 5 Torr in discharge systems with different configurations of electric and magnetic fields revealed a specific type of stable low-voltage discharge that does not transform into an arc. This type of discharge came to be known as a high-current diffuse discharge and, later, a nonsputtering impulse magnetron discharge. This paper presents results from experimental studies of the plasma parameters (the electron temperature, the plasma density, and the temperature of ions and atoms of the plasma-forming gas) of a high-current low-pressure diffuse discharge in crossed E Multiplication-Sign B fields.

    We studied the macro evolution of the micro atmospheric glow discharge generated between a micro argon jet into ambient air and static water. The micro discharge behaves similarly to a complex ecosystem. Non-linear behaviors are found for the micro discharge when the water acts as a cathode, different from the discharge when water behaves as an anode. Groups of snapshots of the micro discharge formed at different discharge currents are captured by an intensified charge-coupled device with controlled exposure time, and each group consisted of 256 images taken in succession. Edge detection methods are used to identify the water surface and then the total brightness is defined by adding up the signal counts over the area of the micro discharge. Motions of the water surface at different discharge currents show that the water surface lowers increasingly rapidly when the water acts as a cathode. In contrast, the water surface lowers at a constant speed when the water behaves as an anode. The light curves are similar to logistic growth curves, suggesting that a self-inhibition process occurs in the micro discharge. Meanwhile, the total brightness increases linearly during the same time when the water acts as an anode. Discharge-water interactions cause the micro discharge to evolve. The charged particle bomb process is probably responsible for the different behaviors of the micro discharges when the water acts as cathode and anode.

Coaxial arc discharges have the advantuge that ions that return to strike the positive arc discharge will lose no energy since they do not strike a solid wall or electrode. These discharges are useful in confining an ionized plasma between the discharges and have the advantage of preventing impurities from the walls of the enclosure from entering the plasma area because of the arc barrier set up by the cylindrical outer arc.     A device is described for producing an energetic, direct current, hollow, carbon-arc discharge in an evacuated container and within a strong magnetic field. Such discharges are particularly useful not only in dissociation and ionization of high energy molecular ion beams, but also in acting as a shield or barrier against the instreaming of lowenergy neutral particles into a plasma formed within the hollow discharge when it is used as a dissociating mechanism for forming the plasma. There is maintained a predetermined ratio of gas particles to carbon particles released from the arc electrodes during operation of the discharge. The carbon particles absorb some of the gas particles and are pumped along and by the discharge out of the device, with the result that smaller diffusion pumps are required than would otherwise be necessary to dispose of the excess gas.

Coaxial arc discharges have the advantage that ions which return to strike the positive arc discharge will lose no energy since they do not strike a solid wall or electrode. Those discharges are useful in confining an ionized plasma between the discharges, and have the advantage of preventing impurities from the walls of the enclosure from entering ihe plasma area because of the arc barrier set up bv the cylindrical outer arc.

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

A constant wave (CW) glow discharge detector which is controlled through a biased resistor, can detect the change of electron density caused by impurities in the He carrier gas by many orders of magnitude larger than that caused by direct ionization or electron capture. The glow discharge detector utilizes a floating pseudo-electrode to form a probe in or near the plasma. By using this probe, the large variation of electron density due to trace amounts of impurities can be directly measured.

    A secondary, electrochemical cell is assembled in a completely discharged state within a sealed containment. As assembled, the cell includes a positive electrode separated from a negative electrode by a molten salt electrolyte. The positive electrode is contained within a porous structure, permitting passage of molten electrolyte, and includes one or more layers of a metallic mesh, e.g. iron, impregnated with an intimate mixture of lithium sulfide and the electrolyte. The negative electrode is a porous plaque of aluminum metal. Prior to using the cell, an electrical charge forms lithium-aluminum alloy within the negative electrode and metal sulfide within the positive electrode.

    Environmental remediation of three different radioactive waste closure sites each required exhaustive characterization and evaluation of sampling and analytical information in resolving regulatory and technical issues that impact cleanup activities. One of the many regulatory and technical issues shared by all three and impacting the cleanup activities is the compliant management and discharge of waste waters generated and resulting from the remediation activities. Multiple options were available for each closure site in resolving waste water management challenges depending upon the base regulatory framework defined for the cleanup or closure of the site. These options are typically regulated by the federal Clean Water Act (CWA), with exemptions available under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act of 1986 (SARA) or Memorandum of Understanding (MOU) between regulatory agencies. In general, all parties must demonstrate equivalent compliance when concerns related to the protection of the general public and the environment. As such, all options for management of waste water resulting from closure activities must demonstrate compliance to or equivalent actions under the CWA. The CWA provides for the National Pollution Discharge Elimination System (NPDES) that is typically maintained by individual states through permitting process to generators, public utilities, and more recently, construction sites. Of the three sites, different compliance strategies were employed for each. The approach for the Columbus Closure Project (CCP) was to initiate full scale compliance to the Ohio EPA General Construction Permit No. OHC000002. The CCP provided Notice of Intent (NOI) to the Ohio EPA to discharge under the general permit according to the regulator approved Storm Water Pollution Prevention Plan.
