    This paper presents estimates of the key impacts of the energy and water conservation standards that have been adopted from 1987 through 2010. The standards covered include those set by legislation as well as standards adopted by DOE through rulemaking. We estimate that energy efficiency standards for consumer products and certain commercial and industrial equipment that have been adopted from 1987 through 2010 saved 3.0 quads in 2010, have had a cumulative energy savings of 25.9 quads through 2010 and will achieve cumulative energy savings of 158 quads over the period 1990-2070. Thus, the majority of the savings are still to come as products subject to standards enter the stock. Furthermore, the standards will have a cumulative net present value (NPV) of consumer benefit of between $851 billion and $1,103 billion, using 7 percent and 3 percent discount rates, respectively. In addition, we estimate the water conservation standards, together with those energy conservation standards that also save water, saved residential consumers 1.5 trillion gallons of water in 2010, have had cumulative water savings of 11.7 trillion gallons through 2010, and will achieve cumulative water savings by 2040 of 51.4 trillion gallons.

    This paper presents estimates of the key impacts of Federal energy and water conservation standards adopted from 1987 through 2013. The standards for consumer products and commercial and industrial equipment include those set by legislation as well as standards adopted by DOE through rulemaking. In 2013, the standards saved an estimated 4.05 quads of primary energy, which is equivalent to 4% of total U.S. energy consumption. The savings in operating costs for households and businesses totaled $56 billion. The average household saved $361 in operating costs as a result of residential and plumbing product standards. The estimated reduction in CO{sub 2} emissions associated with the standards in 2013 was 218 million metric tons, which is equivalent to 4% of total U.S. CO{sub 2} emissions. The estimated cumulative energy savings over the period 1990-2090 amount to 181 quads. Accounting for the increased upfront costs of more-efficient products and the operating cost (energy and water) savings over the products’ lifetime, the standards have a past and projected cumulative net present value (NPV) of consumer benefit of between $1,271 billion and $1,487 billion, using 7 percent and 3 percent discount rates, respectively. The water conservation standards, together with energy conservation standards that also save water, reduced water use by 1.9 trillion gallons in 2013, and will achieve cumulative water savings by 2090 of 55 trillion gallons. The estimated consumer savings in 2013 from reduced water use amounted to $16 billon.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment.     Reducing the water use of plumbing products—toilets, urinals, faucets, and showerheads —has been a popular conservation measure. Improved technologies have created opportunities for additional conservation in this area. However, plumbing products do not operate in a vacuum. This paper reviews the literature related to plumbing products to determine a systems framework for evaluating future conservation measures using these products. The main framework comprises the following categories: water use efficiency, product components, product performance, source water, energy, and plumbing/sewer infrastructure. This framework for analysis provides a starting point for professionals considering future water conservation measures to evaluate the need for additional research, collaboration with other standards or codes committees, and attachment of additional metrics to water use efficiency (such as performance).

    Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

    This Environmental Assessment (EA) on the candidate energy conservation standards for refrigerators, refrigerator-freezers, and freezers was prepared pursuant to the National Environmental Policy Act of 1969 (NEPA), regulations of the Council on Environmental Quality, Title 40, Code of Federal Regulations, Parts 1500 through 1508. The proposed energy conservation standard (Level 1) and the alternative standards are being reviewed in an energy-efficiency standards rulemaking that the Department has undertaken pursuant to the Energy Policy and Conservation Act, as amended by the National Energy Conservation Policy Act and the National Appliance Energy Conservation Act. The EA presents the associated environmental impacts from four energy conservation standards for this type of household appliance. For purposes of this EA, each standard is an alternative action and is compared to what is expected to happen if no new standards for this type of product were finalized, i.e., the no action alternative. Of the four energy conservation standard levels considered, standard level 4 has the highest level of energy efficiency and the largest environmental impact. The proposed action implementing Standard Level 1 would have the least environmental impacts, through emission reductions, of the four alternatives. The description of the standards results from the appliance energy-efficiency analyses conducted for the rulemaking. The presentation of environmental impacts for each of the alternatives appears at Section 3 of the EA.

  20. Recommendations for energy conservation standards for new residential buildings - volume 3: Introduction and Background to the Standard Development Effort

    The Energy Conservation for New Buildings Act of 1976, as amended, 42 U.S.C Section 6831 et. seq. requires the US Department of Energy to issue energy conservation standards for the design of new residential and commercial buildings. The standards will be mandatory only for the design of new federal buildings, and will serve as voluntary guidelines for the design of new non-federal buildings. This report documents the development and testing of a set of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations have been developed over the past 25 months by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory. Volume III -- Introduction and Background to the Standard Development Effort is a description of the Standard development process and contains the rationale for the general approach and specific criteria contained within the recommendations.

    Thermal requirements were developed for manufactured (mobile) homes in response to legislation requiring the US Department of Housing and Urban Development (HUD) to revise its thermal standards for manufactured homes. A life-cycle cost minimization from the home owner`s perspecetive was used to establish an optimum in a large number of cities for several prototype homes. The development of the economic, financial, and energy conservation measure parameters input into the life-cycle cost analysis was documented. The optimization results were aggregated to zones which were expressed as a maximum overall home U-value (thermal transmittance) requirement. The revised standard`s costs, benefits, and net value to the consumer were quantified. 50 refs.

    Mandatory or voluntary energy-efficiency standards for new or existing buildings can play an important role in a national program aimed at promoting energy conservation. Building codes and standards can provide a degree of control over design and building practices throughout the construction process, and encourage awareness of energy-conscious design. Studies in developed countries indicate that efficiency standards can produce energy reductions on the order of 20 to 40% or more. Within ASEAN, analyses of the savings potential from the proposed standards suggest that if implemented, these standards would produce savings over current new design practice of 19% to 24%. In this volume we provide an overview of the ASEAN-USAID project aimed at promulgating standards for energy efficiency in commercial buildings. The process of developing and implementing energy-efficiency standards for buildings can be subdivided into two key components: policy development; and technical and economic analysis. Each of these involves a number of steps and processes, as outlined in Figure 1-1. This volume describes the technical and economic analyses used to develop the proposed energy efficiency standards for four countries (Malaysia, Thailand, the Philippines, and Indonesia), and to refine an energy standard existing in Singapore since 1979. Though oriented toward the ASEAN region, the analysis methods described here are applicable in a range of settings, provided appropriate modifications are made for local building construction, climatic, economic, and political conditions. Implementation issues are not specifically addressed here; rather this volume is oriented towards the analytical work needed to establish or revise an energy standard for buildings.

The approach used in developing the proposed standard revision is a cost-benefit analysis in which the costs of energy conservation measures (ECM) are balanced against the benefits of energy savings.     This report summarizes the results of an energy and water conservation assessment of the Radiochemical Processing Laboratory (RPL) at Pacific Northwest National Laboratory (PNNL). The assessment was performed in October 2013 by engineers from the PNNL Building Performance Team with the support of the dedicated RPL staff and several Facilities and Operations (F&O) department engineers. The assessment was completed for the Facilities and Operations (F&O) department at PNNL in support of the requirements within Section 432 of the Energy Independence and Security Act (EISA) of 2007.

    Manastash Creek is tributary of the Yakima River and is located southwest and across the Yakima River from the City of Ellensburg. The creek drains mountainous terrain that ranges in elevation from 2,000 feet to over 5,500 feet and is primarily snowmelt fed, with largest flows occurring in spring and early summer. The creek flows through a narrow canyon until reaching a large, open plain that slopes gently toward the Yakima River and enters the main stem of the Yakima River at river mile 154.5. This area, formed by the alluvial fan of the Creek as it leaves the canyon, is the subject of this study. The area is presently dominated by irrigated agriculture, but development pressures are evident as Ellensburg grows and develops as an urban center. Since the mid to late nineteenth century when irrigated agriculture was established in a significant manner in the Yakima River Basin, Manastash Creek has been used to supply irrigation water for farming in the area. Adjudicated water rights dating back to 1871 for 4,465 acres adjacent to Manastash Creek allow appropriation of up to 26,273 acre-feet of creek water for agricultural irrigation and stock water. The diversion of water from Manastash Creek for irrigation has created two main problems for fisheries. They are low flows or dewatered reaches of Manastash Creek and fish passage barriers at the irrigation diversion dams. The primary goal of this study, as expressed by Yakama Nation and BPA, is to reestablish safe access in tributaries of the Yakima River by removing physical barriers and unscreened diversions and by adding instream flow where needed for fisheries. The goal expressed by irrigators who would be affected by these projects is to support sustainable and profitable agricultural use of land that currently uses Manastash Creek water for irrigation. This study provides preliminary costs and recommendations for a range of alternative projects that will partially or fully meet the goal of establishing safe access for fisheries in Manastash Creek by reducing or eliminating diversions and eliminating fish passage barriers. Further study and design will be necessary to more fully develop the alternatives, evaluate their environmental benefits and impacts and determine the effect on Manastash Creek water users. Those studies will be needed to determine which alternative has the best combination of benefits and costs, and meets the goal of the Manastash Creek water users.

    Aiming the rationalization of subsea operations to turn the production of oil and gas more economical and reliable, standardization of subsea equipment interfaces is a tool that can play a very important role. Continuing the program initiated some years ago, Petrobras is now harvesting the results from the first efforts. Diverless guidelineless subsea Christmas trees from four different suppliers have already been manufactured in accordance to the standardized specification. Tests performed this year in Macae (Campos Basin onshore base), in Brazil, confirmed the interchangeability among subsea Christmas trees, tubing hangers, adapter bases and flowline hubs of different manufacturers. This interchangeability, associated with the use of proven techniques, results in operational flexibility, savings in rig time and reduction in production losses during workovers. By now, 33 complete sets of subsea Christmas trees have already been delivered and successfully tested. Other 28 sets are still being manufactured by the four local suppliers. For the next five years, more than a hundred of these trees will be required for the exploration of the new discoveries. This paper describes the standardized equipment, the role of the operator in an integrated way of working with the manufacturers on the standardization activities, the importance of a frank information flow through the involved companies and how a simple manufacturing philosophy, with the use of construction jigs, has proved to work satisfactorily.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended, establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. DOE is currently considering amending standards for seven types of products: water heaters, direct heating equipment, mobile home furnaces, pool heaters, room air conditioners, kitchen ranges and ovens (including microwave ovens), and fluorescent light ballasts and is considering establishing standards for television sets. This Technical Support Document presents the methodology, data, and results from the analysis of the energy and economic impacts of the proposed standards. This volume presents a general description of the analytic approach, including the structure of the major models.

    This paper describes the process of standardizing the Heidrun subsea water injection system. The layout, basis of design and equipment utilized are presented, along with exploring the benefits and concerns of adopting a standard subsea system. Realized by this approach were: the interchangeability of equipment between Heidrun and other licenses, the lowering of development costs, the capturing of key-learnings and the sharing of resources. By identifying and weighing the benefits versus the concerns, standardization can be successfully utilized between petroleum companies with different project parameters, thus saving significant costs for all parties.

    Water heating is a main consumer of energy in households, especially in temperate and cold climates. In South Africa, where hot water is typically provided by electric resistance storage tank water heaters (geysers), water heating energy consumption exceeds cooking, refrigeration, and lighting to be the most consumptive single electric appliance in the home. A recent analysis for the Department of Trade and Industry (DTI) performed by the authors estimated that standing losses from electric geysers contributed over 1,000 kWh to the annual electricity bill for South African households that used them. In order to reduce this burden, the South African government is currently pursuing a programme of Energy Efficiency Standards and Labelling (EES&L) for electric appliances, including geysers. In addition, Eskom has a history of promoting heat pump water heaters (HPWH) through incentive programs, which can further reduce energy consumption. This paper provides a survey of international electric storage water heater test procedures and efficiency metrics which can serve as a reference for comparison with proposed geyser standards and ratings in South Africa. Additionally it provides a sample of efficiency technologies employed to improve the efficiency of electric storage water heaters, and outlines programs to promote adoption of improved efficiency. Finally, it surveys current programs used to promote HPWH and considers the potential for this technology to address peak demand more effectively than reduction of standby losses alone

    ABSTRACT In 1992, Federal legislation mandated that the U.S. Department of Energy (DOE) set the efficiency levels in the then-current ASHRAE Standard 90.1 as mandatory minimums for heating, ventilating, and air-conditioning (HVAC) and service water-heating (SWH) equipment sold in the U.S. market, as well as a process for revising the minimum equipment efficiency standards to comply with requirements in an updated Standard 90.1. Because Standard 90.1 was updated in October 1999 (Standard 90.1-1999), DOE is now undertaking a rulemaking process for these equipment categories. In January 2001, DOE published a final rule adopting Standard 90.1-1999 levels as uniform national standards for 18 product categories of commercial HVAC and SWH equipment. For 11 other categories of commercial products, DOE has signaled its intention to consider more stringent standards than those adopted by the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE). DOE has now initiated a formal rulemaking process to further analyze these equipment categories.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant.     1.1 This practice covers procedures for designing a surveillance program for monitoring the radiation-induced changes in the mechanical properties of ferritic materials in light-water moderated nuclear power reactor vessels. This practice includes the minimum requirements for the design of a surveillance program, selection of vessel material to be included, and the initial schedule for evaluation of materials. 1.2 This practice was developed for all light-water moderated nuclear power reactor vessels for which the predicted maximum fast neutron fluence (E > 1 MeV) at the end of license (EOL) exceeds 1 × 1021 neutrons/m2 (1 × 1017 n/cm2) at the inside surface of the reactor vessel. 1.3 This practice applies only to the planning and design of surveillance programs for reactor vessels designed and built after the effective date of this practice.     1.1 This guide covers the general procedures to be considered for conducting an in-service thermal anneal of a light-water moderated nuclear reactor vessel and demonstrating the effectiveness of the procedure. The purpose of this in-service annealing (heat treatment) is to improve the mechanical properties, especially fracture toughness, of the reactor vessel materials previously degraded by neutron embrittlement. The improvement in mechanical properties generally is assessed using Charpy V-notch impact test results, or alternatively, fracture toughness test results or inferred toughness property changes from tensile, hardness, indentation, or other miniature specimen testing (1). 1.2 This guide is designed to accommodate the variable response of reactor-vessel materials in post-irradiation annealing at various temperatures and different time periods.     This addendum to a 1977 HUD publication contains revisions and additions to the existing intermediate minimum property standards supplment for solar heating and cooling systems. Building design revisions cover fire protection, penetrations, and roof coverings. Changes to guidelines for materials, such as those for thermal and ultraviolet stability and moisture resistance, are detailed. Flash points of toxic and combustive fluids, chemical and physical compatibility, and flame spread and resistance of insulation materials are also explained. Construction standards were revised for hail loads; waterproofing insulated exterior storage containers, pipes, and ducts; and for passive systems. Standards also were revised for power-operated protection, dust and dirt prevention, and chimney and vent heights. Radiation temperature, draft control, and thermal energy storage and loss standards were deleted. Other standards for insulation values for thermal devices, lighting protection, and sealing and testing air distribution systems were added. Appended materials contain revisions to calculation procedures for determining the thermal performance of active, solar space heating, and domestic hot water systems. A revised materials list for properties of typical cover materials, absorptive coatings, thermal storage unit containers, and heat-transfer liquids is provided. Revisions to acceptable engineering practice standards are also included.

    The U.S. Department of Energy (DOE) has been mandated by the U.S. Congress to promulgate energy conservation standards for certain commercial and industrial equipment [Energy Policy and Conservation Act, 42 United States Code 6311 et seq. (EPCA)], in particular specific classes of commercial space conditioning and service water heating equipment. In support of the DOE rulemakings that help establish these standards, Pacific Northwest National Laboratory (PNNL) conducted energy simulation analysis to develop energy consumption characteristics and energy load profiles for commercial buildings. DOE uses life-cycle cost effectiveness as a key criterion in establishing energy conservation standards. In the U.S., however, electrical energy costs for commercial buildings can vary by time of day or year, and peak electrical demand can play a significant role in determining the total cost of energy for a commercial building. Hence, it is important to understand not only total electrical energy consumption but also building electric load profiles during the year.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    The Energy Conservation Standards for Residential Water Heaters require residential electric storage water heaters with volumes larger than 55 gallons to have an energy factor greater than 2.0 after April 2015. While this standard will significantly increase the energy efficiency of water heaters, large electric storage water heaters that do not use heat pump technologies may no longer be available. Since utilities utilize conventional large-volume electric storage water heaters for thermal storage in demand response programs, there is a concern that the amended standard will significantly limit demand response capacity. To this end, Oak Ridge National Laboratory partnered with the Tennessee Valley Authority to investigate the load management capability of heat pump water heaters that meet or exceed the forthcoming water heater standard. Energy consumption reduction during peak periods was successfully demonstrated, while still meeting other performance criteria. However, to minimize energy consumption, it is important to design load management strategies that consider the home s hourly hot water demand so that the homeowner has sufficient hot water.

    This report considers the question of whether the California Energy Commission should incorporate the ASHRAE 62.1 ventilation standard into the Title 24 ventilation rate (VR) standards, thus allowing buildings to follow the Indoor Air Quality Procedure. This, in contrast to the current prescriptive standard, allows the option of using ventilation rate as one of several strategies, which might include source reduction and air cleaning, to meet specified targets of indoor air concentrations and occupant acceptability. The research findings reviewed in this report suggest that a revised approach to a ventilation standard for commercial buildings is necessary, because the current prescriptive ASHRAE 62.1 Ventilation Rate Procedure (VRP) apparently does not provide occupants with either sufficiently acceptable or sufficiently healthprotective air quality. One possible solution would be a dramatic increase in the minimum ventilation rates (VRs) prescribed by a VRP. This solution, however, is not feasible for at least three reasons: the current need to reduce energy use rather than increase it further, the problem of polluted outdoor air in many cities, and the apparent limited ability of increasing VRs to reduce all indoor airborne contaminants of concern (per Hodgson (2003)). Any feasible solution is thus likely to include methods of pollutant reduction other than increased outdoor air ventilation; e.g., source reduction or air cleaning. The alternative 62.1 Indoor Air Quality Procedure (IAQP) offers multiple possible benefits in this direction over the VRP, but seems too limited by insufficient specifications and inadequate available data to provide adequate protection for occupants. Ventilation system designers rarely choose to use it, finding it too arbitrary and requiring use of much non-engineering judgment and information that is not readily available. This report suggests strategies to revise the current ASHRAE IAQP to reduce its current limitations. These strategies, however, would make it more complex and more prescriptive, and would require substantial research. One practical intermediate strategy to save energy would be an alternate VRP, allowing VRs lower than currently prescribed, as long as indoor VOC concentrations were no higher than with VRs prescribed under the current VRP. This kind of hybrid, with source reduction and use of air cleaning optional but permitted, could eventually evolve, as data, materials, and air-cleaning technology allowed gradual lowering of allowable concentrations, into a fully developed IAQP. Ultimately, it seems that VR standards must evolve to resemble the IAQP, especially in California, where buildings must achieve zero net energy use within 20 years.

    Entropic forces have recently attracted considerable attention as ways to reformulate, retrodict, and perhaps even "explain'" classical Newtonian gravity from a rather specific thermodynamic perspective. In this article I point out that if one wishes to reformulate classical Newtonian gravity in terms of an entropic force, then the fact that Newtonian gravity is described by a conservative force places significant constraints on the form of the entropy and temperature functions. (These constraints also apply to entropic reinterpretations of electromagnetism, and indeed to any conservative force derivable from a potential.)     Guidelines are given for selecting R-values and infiltration levels, and determining the size of the solar collection area for passive solar buildings. The guidelines are based on balancing the incremental cost/benefit of conservation and passive solar strategies. Tables are given for 90 cities in the United States and the results are also displayed on maps. The procedures are developed in an appendix, which gives the cost assumptions used and explains how to develop different guidelines for different costs.

    This manual was developed by the Pacific Northwest Laboratory (PNL) to document the procedures used to carry out and control the technical aspects of ground-water investigations at the PNL. Ground-water investigations are carried out to fulfill the requirements for the US Department of Energy (DOE) to meet the requirements of DOE Orders. Investigations are also performed for various clients to meet the requirements of the Resource Conservation and Recovery Act of 1976 (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA).     An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

  7. Energy-conserving dissipative particle dynamics with temperature-dependent properties

    The dynamic properties of fluid, including diffusivity and viscosity, are temperature-dependent and can significantly influence the flow dynamics of mesoscopic non-isothermal systems. To capture the correct temperature-dependence of a fluid, an energy-conserving dissipative particle dynamics (eDPD) model is developed by expressing the weighting terms of the dissipative force and the random force as functions of temperature. The diffusivity and viscosity of liquid water at various temperatures ranging from 273 K to 373 K are used as examples for verifying the proposed model. Simulations of a Poiseuille flow and a steady case of heat conduction for reproducing the Fourier law are carried out to validate the present eDPD formulation and the thermal boundary conditions. Results show that the present eDPD model recovers the standard DPD model when isothermal fluid systems are considered. For non-isothermal fluid systems, the present model can predict the diffusivity and viscosity consistent with available experimental data of liquid water at various temperatures. Moreover, an analytical formula for determining the mesoscopic heat friction is proposed. The validity of the formula is confirmed by reproducing the experimental data for Prandtl number of liquid water at various temperatures.     Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products. The energy savings associated with watersavings may represent a large additional and largely untappedcost-effective opportunity.

    The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

    An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems.     State appliance standards have existed for decades, starting with Californias enforcement of minimum efficiency requirements for refrigerators and several other products in 1979.
