This report will focus on the water conservation that has been accumulated through the recycling of paper, ceiling tiles, compost, and plastic. It will be discussed the use of water in the process of manufacturing these materials and the amount of water that is used. The way that water is conserved will be reviewed. From the stand point of SNL it will be discussed the amount of material that has been accumulated from 2010 to the first two quarters of 2013 and how much water this material has saved.

    Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

    This report documents a project undertaken for theCalifornia Urban Water Conservation Council (the Council) to create a newmethod of accounting for the diverse environmental benefits of raw watersavings. The environmental benefits (EB) model was designed to providewater utilities with a practical tool that they can use to assign amonetary value to the benefits that may accrue from implementing any ofthe Council-recommended Best Management Practices.     The Department of Energy's Federal Energy Management Program (FEMP) is considering the development of a technology-specific Super-Energy Saving Performance Contract (ESPC) for water conservation. Prior to the development however, FEMP requires the completion of a market assessment to better understand the water conservation opportunities and the strategies available for capturing them. Thus, this market assessment has been undertaken to evaluate the water conservation opportunities and answer the key questions necessary for FEMP to make recommendations on whether or not to proceed with strategies for water conservation primarily through the development of a water conservation technology-specific performance contract.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    Reducing the water use of plumbing productstoilets, urinals, faucets, and showerheads has been a popular conservation measure. Improved technologies have created opportunities for additional conservation in this area. However, plumbing products do not operate in a vacuum. This paper reviews the literature related to plumbing products to determine a systems framework for evaluating future conservation measures using these products. The main framework comprises the following categories: water use efficiency, product components, product performance, source water, energy, and plumbing/sewer infrastructure. This framework for analysis provides a starting point for professionals considering future water conservation measures to evaluate the need for additional research, collaboration with other standards or codes committees, and attachment of additional metrics to water use efficiency (such as performance).

    This updated market assessment for capturing water conservation opportunities in the Federal sector is based on a new analytical approach that utilizes newly available data and technologies. The new approach fine-tunes the original assessment by using actual Federal water use, which is now tracked by DOE (as compared to using estimated water use). Federal building inventory data is also used to disseminate water use by end-use technology in the Federal sector. In addition, this analysis also examines the current issues and obstacles that face performance contracting of water efficiency projects at Federal sites.

To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    This paper presents estimates of the key impacts of the energy and water conservation standards that have been adopted from 1987 through 2010. The standards covered include those set by legislation as well as standards adopted by DOE through rulemaking. We estimate that energy efficiency standards for consumer products and certain commercial and industrial equipment that have been adopted from 1987 through 2010 saved 3.0 quads in 2010, have had a cumulative energy savings of 25.9 quads through 2010 and will achieve cumulative energy savings of 158 quads over the period 1990-2070. Thus, the majority of the savings are still to come as products subject to standards enter the stock. Furthermore, the standards will have a cumulative net present value (NPV) of consumer benefit of between $851 billion and $1,103 billion, using 7 percent and 3 percent discount rates, respectively. In addition, we estimate the water conservation standards, together with those energy conservation standards that also save water, saved residential consumers 1.5 trillion gallons of water in 2010, have had cumulative water savings of 11.7 trillion gallons through 2010, and will achieve cumulative water savings by 2040 of 51.4 trillion gallons.

    In general, the principles of environmental protection was determined by Law issued January 31, 1980. Certain detailed solutions have been included in several amendments in subsequent years and the uniformed text of the Law on Environmental Protection and Creation was published in 1994. The Provincial Fund of Environmental Protection and Water Management was established in 1989 but until 1993 the Fund has no legal status. The main purpose of the creation of such fund was to assign certain financial means to the defined tasks related to environmental protection. This way the fund accumulates financial means from the fees paid for the usage of the natural environmental for business purposes and from penalties becoming due in the case of non-observance of the environmental protection standards. On the other hand, the Fund spends money for tasks in the field of environmental protection requiring urgent implementation. It should be added that - after few amendments brought into force - the Provincial Funds are able to assign a greater amount of money to the implementation of these tasks. The basic purposes of Provincial Fund activity, defined by Law, determine the policy and criteria of the selection of undertaking. This is also a base for making programs of activity and for creation of the list of priorities. The environmental protection problems in the individual provinces are different. Therefore, the scope of works partly financed by the Fund is very differentiated both in essence and in the method of financing. The former system of subsidies is now being replaced with a wide range of partial financing of undertakings in the field of environmental protection. The system of selection of these undertakings has been changed essentially. The selection of tasks and methods of their financing is based on economic criteria.

    This paper presents estimates of the key impacts of Federal energy and water conservation standards adopted from 1987 through 2013. The standards for consumer products and commercial and industrial equipment include those set by legislation as well as standards adopted by DOE through rulemaking. In 2013, the standards saved an estimated 4.05 quads of primary energy, which is equivalent to 4% of total U.S. energy consumption. The savings in operating costs for households and businesses totaled $56 billion. The average household saved $361 in operating costs as a result of residential and plumbing product standards. The estimated reduction in CO{sub 2} emissions associated with the standards in 2013 was 218 million metric tons, which is equivalent to 4% of total U.S. CO{sub 2} emissions. The estimated cumulative energy savings over the period 1990-2090 amount to 181 quads. Accounting for the increased upfront costs of more-efficient products and the operating cost (energy and water) savings over the products’ lifetime, the standards have a past and projected cumulative net present value (NPV) of consumer benefit of between $1,271 billion and $1,487 billion, using 7 percent and 3 percent discount rates, respectively. The water conservation standards, together with energy conservation standards that also save water, reduced water use by 1.9 trillion gallons in 2013, and will achieve cumulative water savings by 2090 of 55 trillion gallons. The estimated consumer savings in 2013 from reduced water use amounted to $16 billon.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    Hydraulic fracturing—the injection of pressurized fluid, often water, to increase recovery of oil or gas—has become increasingly popular in combination with horizontal drilling. Hydraulic fracturing improves production from a well, but requires a significant amount of water to do so and could put pressure on existing water resources, especially in water-stressed areas. To supply water needs, some water rights holders sell or lease their water resources to oil and gas producers in an informal water market. These transactions enable the opportunity for cross-sectoral investments, by which the energy sector either directly or indirectly provides the capital for water efficiency improvementsmore » in the agricultural sector as a mechanism to increase water availability for other purposes, including oil and gas production. In this analysis, we employ an original water and cost model to evaluate the water market in Texas and the potential for cross-sectoral collaboration on water efficiency improvements through a case study of the Lower Rio Grande Valley in Texas. Furthermore, we find that if irrigation efficiency management practices were fully implemented, between 420 and 800 million m3 of water could be spared per year over a ten year period, potentially enabling freshwater use in oil and gas production for up to 26,000 wells, while maintaining agricultural productivity and possibly improving water flows to the ecosystem.« less

    The Act dated May 17, 1990 regarding the division of tasks and competencies, as described in the detailed regulations, among the community organs and civil service units has actually awarded no competence to the commune organs as far as the air protection against pollution is concerned (except the matters regarding town and county planning and the location of certain investments). It arises out of the Act on Environmental Protection that no right to limit or stop any activity causing air pollution by the so-called low emission is granted to the community organs. The investments given supplementary financing consisted in eliminating the solid-fuel-fired boiler houses being noxious to the environment through a total eradication of local boiler houses via either connecting to the municipal heat distribution network or modernization of the local heating system by applying modern gas - or oil-fired boilers. An important criterion for selecting the tasks to be given supplementary financing from the Community Fund was the location of the structure - because the highest concentration of air pollution brought about by low emission sources takes place in the central regions of the town, the structures situated at the center were preferred. All scheduled tasks given supplementary financing from the Community Fund in 1994 and related with the elimination of low emission sources were completed in time and have already generated an ecological effect in the heating season 1994/95.

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks. Users can also provide callbacks to redefine different parts or subcomponents of the remapping process. CORE allows the use of different data types, e.g. single-, double-, and quadruple- precision floating-point numbers, through the use of C++ templates. This is particularly important as methods evolve of evaluating the costs and benefits of water conservation programs. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

    The bill describes mandatory and discretionary allocations of funds to a state or Indian reservation for the purpose of water reclamation. The stated objectives of the Surface Mining Control and Reclamation Act are amended to allow 50 percent of a state's mandatory allocation to be used for the construction of public water treatment plants and distribution facilities to take the place of water supplies that have been contaminated as a result of coal practices undertaken prior to August 3, 1977, regardless of whether the contamination has been exacerbated by coal mining practices since that date, when construction would be more economical than repair of existing facilities.

    The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    The paper presents methods of evaluation of energy and economy related effects of different actions aimed at conservation in residential buildings. It identifies also the method of selecting the most effective way of distribution funds assigned to weatherization as well as necessary improvements to be implemented within the heating node and the internal heating system of the building. The analysis of data gathered for four 11-stories high residential buildings of {open_quotes}Zeran{close_quotes} type being subject of the Conservation Demonstrative Project, included a differentiated scope of weatherization efforts and various actions aimed at system upgrading. Basing upon the discussion of the split of heat losses in a building as well as the established energy savings for numerous options of upgrading works, the main problem has been defined. It consists in optimal distribution of financial means for the discussed measures if the total amount of funds assigned for modifications is defined. The method based upon the principle of relative increments has been suggested. The economical and energy specifications of the building and its components, required for this method have also been elaborated. The application of this method allowed to define the suggested optimal scope of actions within the entire fund assigned for the comprehensive weatherization.
