This manual provides general guidance for Department of Energy (DOE) officials for complying with Sect. 402 of the Clean Water Act (CWA) of 1977 and amendments. Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States. Although the nature of a project dictates the exact information requirements, every project has similar information requirements on the environmental setting, type of discharge(s), characterization of effluent, and description of operations and wastewater treatment. Additional information requirements for projects with ocean discharges, thermal discharges, and cooling water intakes are discussed. Guidance is provided in this manual on general methods for collecting, analyzing, and presenting information for an NPDES permit application. The NPDES program interacts with many sections of the CWA; therefore, background material on pertinent areas such as effluent limitations, water quality standards, toxic substances, and nonpoint source pollutants is included in this manual. Modifications, variances, and extensions applicable to NPDES permits are also discussed.

Overkill or not enough: Two decades ago, Congress realized that a system of civil remedies alone, devoid of any lasting punitive consequences, was inadequate to insure compliance with environmental protection statutes. Other than the Rivers and Harbors Act of 1899, which was designed to protect navigation, Federal criminal sanctions were not applicable to water pollution offenses. The Federal Water Pollution Control Act, more commonly known as the Clean Water Act (CWA), was twenty-four years old before Federal criminal enforcement of its provisions was allowed. But since the early 1970's, the criminal provisions of the CWA have been strengthened, the United States Department of Justice has beefed up its environmental enforcement efforts, and environmental polluters have been prosecuted. This Federal effort is now approaching overkill.

Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

Stress corrosion cracking behavior of Alloy 600 in high temperature water

SCC susceptibility of Alloy 600 in deaerated water at 360 C (statically loaded U-bend specimens) is dependent on microstructure and whether the material was cold-worked and annealed (CWA) or hot-worked and annealed (HWA). All cracking was intergranular, and materials lacking grain boundary carbides were most susceptible to SCC initiation. CWA tubing materials are more susceptible to SCC initiation than HWA ring-rolled forging materials with similar microstructures (optical metallography). In CWA tubing materials, one crack dominated and grew to a visible size. HWA materials with a low hot-working finishing temperature (<925 C) and final anneals at 1010-1065 C developed both large cracks (similar to those in CWA materials) and small intergranular microcracks detectable only by destructive metallography. HWA materials with a high hot-working finishing temperature (>980 C) and a high-temperature final anneal (>1040 C), with grain boundaries that are fully decorated, developed only microcracks in all specimens. These materials did not develop large, visually detectable cracks, even after more than 300 weeks exposure. A low-temperature thermal treatment (610 C for 7h), which reduces or eliminates SCC in Alloy 600, did not eliminate microcrack formation in high temperature processed HWA materials. Conventional metallographic and analytical electron microscopy (AEM) were done on selected materials to identify the factors responsible for the observed differences in cracking behavior. Major difference between high-temperature HWA and low-temperature HWA and CWA materials was that the high temperature processing and final annealing produced predominantly ``semi-continuous`` dendritic M{sub 7}C{sub 3} carbides along grain boundaries with a minimal amount of intragranular carbides. Lower temperature processing produced intragranular M7C3 carbides, with less intergranular carbides.

Lawrence Livermore National Laboratory Surface Water Protection: A Watershed Approach

This surface water protection plan (plan) provides an overview of the management efforts implemented at Lawrence Livermore National Laboratory (LLNL) that support a watershed approach to protect surface water. This plan fulfills a requirement in the Department of Energy (DOE) Order 450.1A to demonstrate a watershed approach for surface water protection that protects the environment and public health. This plan describes the use of a watershed approach within which the Laboratory's current surface water management and protections efforts have been structured and coordinated. With more than 800 million acres of land in the U.S. under federal management and stewardship, a unified approach across agencies provides enhanced resource protection and cost-effectiveness. The DOE adopted, along with other federal agencies, the Unified Federal Policy for a Watershed Approach to Federal Land and Resource Management (UFP) with a goal to protect water quality and aquatic ecosystems on federal lands. This policy intends to prevent and/or reduce water pollution from federal activities while fostering a cost-effective watershed approach to federal land and resource management. The UFP also intends to enhance the implementation of existing laws (e.g., the Clean Water Act [CWA] and National Environmental Policy Act [NEPA]) and regulations. In addition, this provides an opportunity for the federal government to serve as a model for water quality stewardship using a watershed approach for federal land and resource activities that potentially impact surface water and its uses. As a federal land manager, the Laboratory is responsible for a small but important part of those 800 million acres of land. Diverse land uses are required to support the Laboratory's mission and provide an appropriate work environment for its staff. The Laboratory comprises two sites: its main site in Livermore, California, and the Experimental Test Site (Site 300), near Tracy, California. The main site is largely developed yet its surface water system encompasses two arroyos, an engineered detention basin (Lake Haussmann), storm channels, and wetlands. Conversely, the more rural Site 300 includes approximately 7,000 acres of largely undeveloped land with many natural tributaries, riparian habitats, and wetland areas. These wetlands include vernal pools, perennial seeps, and emergent wetlands. The watersheds within which the Laboratory's sites lie provide local and community ecological functions and services which require protection. These functions and services include water supply, flood attenuation, groundwater recharge, water quality improvement, wildlife and aquatic habitats, erosion control, and (downstream) recreational opportunities. The Laboratory employs a watershed approach to protect these surface water systems. The intent of this approach, presented in this document, is to provide an integrated effort to eliminate or minimize any adverse environmental impacts of the Laboratory's operations and enhance the attributes of these surface water systems, as possible and when reasonable, to protect their value to the community and watershed. The Laboratory's watershed approach to surface water protection will use the U.S. Environmental Protection Agency's Watershed Framework and guiding principles of geographic focus, scientifically based management and partnerships1 as a foundation. While the Laboratory's unique site characteristics result in objectives and priorities that may differ from other industrial sites, these underlying guiding principles provide a structure for surface water protection to ensure the Laboratory's role in environmental stewardship and as a community partner in watershed protection. The approach includes pollution prevention, continual environmental improvement, and supporting, as possible, community objectives (e.g., protection of the San Francisco Bay watershed).

An Innovative System for the Efficient and Effective Treatment of Non-Traditional Waters for Reuse in Thermoelectric Power Generation

This study assessed opportunities for improving water quality associated with coal-fired power generation including the use of non-traditional waters for cooling, innovative technology for recovering and reusing water within power plants, novel approaches for the removal of trace inorganic compounds from ash pond effluents, and novel approaches for removing biocides from cooling tower blowdown. This research evaluated specifically designed pilot-scale constructed wetland systems for treatment of targeted constituents in non-traditional waters for reuse in thermoelectric power generation and other purposes. The overall objective of this project was to decrease targeted constituents in non-traditional waters to achieve reuse criteria or discharge limitations established by the National Pollutant Discharge Elimination System (NPDES) and Clean Water Act (CWA). The six original project objectives were completed, and results are presented in this final technical report. These objectives included identification of targeted constituents for treatment in four non-traditional water sources, determination of reuse or discharge criteria for treatment, design of constructed wetland treatment systems for these non-traditional waters, and measurement of treatment of targeted constituents in non-traditional waters, as well as determination of the suitability of the treated non-traditional waters for reuse or discharge to receiving aquatic systems. The four non-traditional waters used to accomplish these objectives were ash basin water, cooling water, flue gas desulfurization (FGD) water, and produced water. The contaminants of concern identified in ash basin waters were arsenic, chromium, copper, mercury, selenium, and zinc. Contaminants of concern in cooling waters included free oxidants (chlorine, bromine, and peroxides), copper, lead, zinc, pH, and total dissolved solids. FGD waters contained contaminants of concern including arsenic, boron, chlorides, selenium, mercury, chemical oxygen demand (COD), and zinc. Similar to FGD waters, produced waters contained contaminants of concern that are predominantly inorganic (arsenic, cadmium, chlorides, chromium, copper, lead, mercury, nickel, sulfide, zinc, total dissolved solids), but also contained some organics (benzene, PAHs, toluene, total organic carbon, total suspended solids, and oil and grease). Constituents of concern that may cause chemical scaling, biofouling and corrosion, such as pH, hardness and ionic strength, and nutrients (P, K, and N) may also be found in all four non-traditional waters. NPDES permits were obtained for these non-traditional waters and these permit limits are summarized in tabular format within this report. These limits were used to establish treatment goals for this research along with toxicity values for Ceriodaphnia dubia, water quality criteria established by the US EPA, irrigation standards established by the United States Department of Agriculture (USDA), and reuse standards focused on minimization of damage to the power plant by treated waters. Constructed wetland treatment systems were designed for each non-traditional water source based on published literature reviews regarding remediation of the constituents of concern, biogeochemistry of the specific contaminants, and previous research. During this study, 4 non-traditional waters, which included ash basin water, cooling water, FGD water and produced water (PW) were obtained or simulated to measure constructed wetland treatment system performance. Based on data collected from FGD experiments, pilot-scale constructed wetland treatment systems can decrease aqueous concentrations of elements of concern (As, B, Hg, N, and Se). Percent removal was specific for each element, including ranges of 40.1% to 77.7% for As, 77.6% to 97.8% for Hg, 43.9% to 88.8% for N, and no measureable removal to 84.6% for Se. Other constituents of interest in final outflow samples should have aqueous characteristics sufficient for discharge, with the exception of chlorides (<2000 mg/L). In August 1985 the Environmental Engineering Committee of the Science Advisory Board was asked by the Office of Water Regulations and Standards (OWRS) to review technical documents supporting development of EPA regulations for the disposal/reuse of sewage sludge under Section 405(d) of the Clean Water Act. The Committee was also asked by the Office of Marine and Estuarine Protection (OMEP) to review technical documents supporting revisions of the EPA ocean dumping regulations. The Committee chose to review the two sets of documents together, since they both dealt with a common subject, and since they shared, in some respects, a common methodology. The report, however, covers only the review of the OWRS documents, which consist of a set of risk-assessment methodologies (1,2,3,4) for four sludge disposal/reuse options (landfilling, land application/distribution and marketing, incineration, and ocean disposal). The reviews of the OMEP documents are covered in separate Committee reports. The Committee's principal findings are outlined.

ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

The handbook consists of eight chapters addressing permitting and licensing requirements under the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986 (CERCLA/SARA), the Atomic Energy Act (AEA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Federal Insectide, Fungicide, and Rodenticide Act (FIFRA), the Safe Drinking Water Act (SDWA), and the Toxic Substances Control Act (TSCA). Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute. In addition, the Handbook contains a permitting keyword index and a listing of hotline telephone numbers for each of the statutes.

Astroparticle Physics and Underground experiments searching for rare nuclear events, need high purity materials to act as detectors or detector shielding. Water has the advantage of being cheap, dense and easily available. Most of all, water can be purified to the goal of obatining a high level of radiopurity. Water Purification can be achieved by means of a combination of processes, including filtration, reverse osmosis, deionization and gas stripping. The Water Purification System for the Borexino experiment, will be described together with its main performances.

A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

This is the third chapter of The Hanford Story. This chapter is a tribute to the thousands of workers and representatives of regulatory agencies, neighboring states, Tribes, stakeholders, and surrounding communities who came together to put stimulus funding to work at Hanford. The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

A purge water management system is described for effectively eliminating the production of purge water when obtaining a groundwater sample from a monitoring well. In its preferred embodiment, the purge water management system comprises an expandable container, a transportation system, and a return system. The purge water management system is connected to a wellhead sampling configuration, typically permanently installed at the well site. A pump, positioned with the monitoring well, pumps groundwater through the transportation system into the expandable container, which expands in direct proportion with volume of groundwater introduced, usually three or four well volumes, yet prevents the groundwater from coming into contact with the oxygen in the air. After this quantity of groundwater has been removed from the well, a sample is taken from a sampling port, after which the groundwater in the expandable container can be returned to the monitoring well through the return system. The purge water management system prevents the purge water from coming in contact with the outside environment, especially oxygen, which might cause the constituents of the groundwater to oxidize. Therefore, by introducing the purge water back into the monitoring well, the necessity of dealing with the purge water as a hazardous waste under the Resource Conservation and Recovery Act is eliminated.

Electromagnetic design considerations for fast acting controllers in a power system is introduced and defined. A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

INEEL Source Water Assessment

The Idaho National Engineering and Environmental Laboratory (INEEL) covers approximately 890 mi2 and includes 12 public water systems that must be evaluated for Source water protection purposes under the Safe Drinking Water Act. Because of its size and location, six watersheds and five aquifers could potentially affect the INEELs drinking water sources. Based on a preliminary evaluation of the available information, it was determined that the Big Lost River, Birch Creek, and Little Lost River Watersheds and the eastern Snake River Plain Aquifer needed to be assessed. These watersheds were delineated using the United States Geologic Surveys Hydrological Unit scheme. Well capture zones were originally estimated using the RESSQC module of the Environmental Protection Agencys Well Head Protection Area model, and the initial modeling assumptions and results were checked by running several scenarios using Modflow modeling. After a technical review, the resulting capture zones were expanded to account for the uncertainties associated with changing groundwater flow directions, a thick vadose zone, and other data uncertainties. Finally, all well capture zones at a given facility were merged to a single wellhead protection area at each facility. A contaminant source inventory was conducted, and the results were integrated with the well capture zones, watershed and aquifer information, and facility information using geographic information system technology to complete the INEELs Source Water Assessment. Of the INEELs 12 public water systems, three systems rated as low susceptibility (EBR-I, Main Gate, and Gun Range), and the remainder rated as moderate susceptibility. No INEEL public water system rated as high susceptibility. We are using this information to develop a source water management plan from which we will subsequently implement an INEEL-wide source water management program. The results are a very robust set of wellhead protection areas that will protect the INEELs public water systems yet not too conservative to inhibit the INEEL from carrying out its missions.

The moisture content and temperature of hydrogen and oxygen gases is regulated throughout traverse of the gases in a fuel cell incorporating a solid polymer membrane. At least one of the gases traverses a first flow field adjacent the solid polymer membrane, where chemical reactions occur to generate an electrical current. A second flow field is located sequential with the first flow field and incorporates a membrane for effective water transport. A control fluid is then circulated adjacent the second membrane on the face opposite the fuel cell gas wherein moisture is either transported from the control fluid to humidify a fuel gas, e.g., hydrogen, or to the control fluid to prevent excess water buildup in the oxidizer gas, e.g., oxygen. Evaporation of water into the control gas and the control gas temperature act to control the fuel cell gas temperatures throughout the traverse of the fuel cell by the gases.

On October 18, 1997, the 25th anniversary of the enactment of the Clean Water Act, the Vice President called for a renewed effort to restore and protect water quality. The Vice President asked that the Secretary of Agriculture and the Administrator of the Environmental Protection Agency (EPA), working with other affected agencies, develop a Clean Water Action Plan that builds on clean water successes and addresses three major goals: (1) enhanced protection from public health threats posed by water pollution; (2) more effective control of polluted runoff; and (3) promotion of water quality protection on a watershed basis.

This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.

Science Goals for the ARM Recovery Act Radars. In October 2008, an ARM workshop brought together approximately 30 climate research scientists to discuss the Atmospheric Radiation Measurement (ARM) Climate Research Facility's role in solving outstanding climate science issues. Through this discussion it was noted that one of ARM's primary contributions is to provide detailed information about cloud profiles and their impact on radiative fluxes. This work supports cloud parameterization development and improved understanding of cloud processes necessary for that development. A critical part of this work is measuring microphysical properties (cloud ice and liquid water content, cloud particle sizes, shapes, and distribution). ARM measurements and research have long included an emphasis on obtaining the best possible microphysical parameters with the available instrumentation. At the time of the workshop, this research was reaching the point where additional reduction in uncertainties in these critical parameters required new instrumentation for applications such as specifying radiative heating profiles, measuring vertical velocities, and studying the convective triggering and evolution of three-dimensional (3D) cloud fields. ARM was already operating a subset of the necessary instrumentation to make some progress on these problems; each of the ARM sites included (and still includes) a cloud radar (operating at 35 or 94 GHz), a cloud lidar, and balloon-borne temperature and humidity sensors. However, these measurements were inadequate for determining detailed microphysical properties in most cases. Additional instrumentation needed to improve retrievals of microphysical processes includes radars at two additional frequencies for a total of three at a single site (35 GHz, 94 GHz, and a precipitation radar) and a Doppler lidar. Evolving to a multi-frequency scanning radar is a medium-term goal to bridge our understanding of two-dimensional (2D) retrievals to the 3D cloud field. These additional microphysical measurements would allow detailed cloud properties to be derived even in the presence of light precipitation. It is important to couple these detailed measurements of cloud microphysics to vertical motion on the cloud scale to couple microphysics with meteorological processes. Vertically pointing Doppler radars provide the vertical motion of cloud particles but, to separate particle motion from air motion, a wind profiler is required. The American Recovery and Reinvestment Act provided the means to address these needs and implement a multi-frequency suite of radars, including scanning radars, at each of the ARM sites. In addition, Doppler lidars have been deployed at several sites. With these new measurement capabilities, ARM has the measurement capabilities to tackle the problems of improving microphysical profile descriptions and evaluating the relationship between our current narrow-field-of view, zenith perspective on clouds to a description of the full 3D cloud field and its temporal evolution.

A fast-acting nuclear reactor control device is described for controlling a safety control rod within the core of a nuclear reactor, the reactor controlled by a reactor control system, the device comprising: a safety control rod drive shaft and an electromagnetic clutch co-axial with the drive shaft operatively connected to the safety control rod for driving and positioning the safety control rod within or without the reactor core during reactor operation, the safety rod being oriented in a substantially vertical position to allow the rod to fall into the reactor core under the influence of gravity during shutdown of the reactor; the safety control rod drive shaft further operatively connected to a hydraulic pump such that operation of the drive shaft simultaneously drives and positions the safety control rod and operates the hydraulic pump such that a hydraulic fluid is forced into an accumulator, filling the accumulator with oil for the storage and supply of primary potential energy for safety control rod insertion such that the release of potential energy in the accumulator causes hydraulic fluid to flow through the hydraulic pump, converting the hydraulic pump to a hydraulic motor having speed and power capable of full length insertion and high speed driving of the safety control rod into the reactor core; a solenoid valve interposed between the hydraulic pump and the accumulator, said solenoid valve being a normally open valve, actuated to close when the safety control rod is out of the reactor during reactor operation; and further wherein said solenoid opens in response to a signal from the reactor control system calling for shutdown of the reactor and rapid insertion of the safety control rod into the reactor core, such that the opening of the solenoid releases the potential energy in the accumulator to place the safety control rod in a safe shutdown position.

On April 1, 2010, the Environmental Protection Agency (EPA) issued a set of new guidelines to several of its Regional offices regarding the compliance of surface coal mining operations in Appalachia with the provisions of the Clean Water Act (CWA), the National Environmental Policy Act, and the environmental justice Executive Order (E.O. 12898). The stated purpose of the guidance was to explain more fully the approach that the EPA will be following in permit reviews, and to provide additional assurance that its Regional offices use clear, consistent, and science-based standards in reviewing the permits. Although the new guidelines go into effect immediately, they will be subjected to review both by the public and by the EPA's Science Advisory Board, with a set of final guidelines to be issued no later than April 1, 2011.
