The Hydropower Generation Report provides generation figures for the largest hydropower producers in each of six regions in the US. The report compares, for each month, the amount of hydroelectricity generated (in thousands of megawatt-hours) by each producers in the last two years to the ten-year average for that month. This database is used to figure long-term generation averages and percent of averages. The producers regularly provide current generation data to update the database. This issue of [open quotes]Water Watch[close quotes] focuses on winter snow conditions across the US as of mid-January. In addition, the department provides an outlook of spring flood potential. The information presented is based on data from the US Geological Survey, the National Weather Service, and the Soil Conservation Service.

In a quantum world, a watched arrow never moves. This is the Quantum Zeno Effect (QZE). Repeatedly asking a quantum system "are you still in your initial state?" blocks its coherent evolution through measurement back-action. Quantum Zeno Dynamics (QZD) leaves more freedom to the system. Instead of pinning it to a single state, it sets a border in its evolution space. Repeatedly asking the system "did you cross the border?" makes it impenetrable. Since the border can be designed at will by choosing the measured observable, QZD allows one to tailor the system's evolution space. Recent proposals, particularly in the Cavity Quantum Electrodynamics (CQED) context, highlight the interest of QZD for quantum state engineering tasks, which are the key to quantumenabled technologies and quantum information processing. We report the observation of QZD in the 51-dimension Hilbert space of a large angular momentum J = 25. Continuous selective interrogation limits the evolution of this angular momentum to an adjustable multi-dimensional subspace. This confined dynamics leads to the production of non-classical "Schr\\"odinger cat" states, quantum superpositions of angular momentums pointing in different directions. These states are promising for sensitive metrology of electric and magnetic fields. This QZD approach could be generalized to other systems, opening novel perspectives for quantum information processing.

The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (?13C) and nitrogen (?15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Indigenous bivalves were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for a suite of trace metals and organic contaminants. The trace metals included silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, and zinc. The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). These chemical residue data provide the first year of the biota ambient monitoring.

The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 Tools for Nanotechnology Education Development, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

    SciTech Connect (OSTI)

    Joseph Perkowski, Ph.D.

    2012-06-01T23:59:59.000Z

? Objectives include, among others, a description of the basic development status of small modular reactors (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAPs current investment time horizon. Attachment I is the public DOE statement describing the present approach of their SMR Program.

The original directory had 26 listings; now there are about 160. The directory will be useful in maintaining a vital climate-related impacts research community and in establishing linkages among researchers and institutions. The directory was compiled by sending a questionnaire to all North American recipients of the Network Newsletter and assembling the information from those who responded.

The Institutional Plan is the culmination of Argonne`s annual planning cycle. The document outlines what Argonne National Laboratory (ANL) regards as the optimal development of programs and resources in the context of national research and development needs, the missions of the Department of Energy and Argonne National Laboratory, and pertinent resource constraints. It is the product of ANL`s internal planning process and extensive discussions with DOE managers. Strategic planning is important for all of Argonne`s programs, and coordination of planning for the entire institution is crucial. This Institutional Plan will increasingly reflect the planning initiatives that have recently been implemented.

  8. Changing Western water institutions: energy's role

    SciTech Connect (OSTI)

    Brown, F.L.; Roach, F.

    1982-01-01T23:59:59.000Z

This paper describes the institutional mechanisms through which physical availability of water, historical pattern of water use, and unresolved water issues combine to constrain and channel the energy industry's use of water. These institutional mechanisms include the developing markets for water rights, the legal and administrative structure governing water allocation, the formation of social attitudes about water, and the political process that often implements concensus. Within this context, the narrow physical interpretation commonly given to the question, Is there enough water, broadens greatly to include the institutional dimension that is the most important component of the question.

In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    2000-07-01T23:59:59.000Z

The FY 2001-2005 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California. It identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Office of Planning and Communications from information contributed by Berkeley Lab's scientific and support divisions.

    1999-11-01T23:59:59.000Z

In this first Institutional Plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus it's efforts on three strategic thrusts; (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R&D, demonstration, and deployment (initial focus on biofuels and chemical from biomass). The first strategic thrust focuses on meeting DOE-EM's environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex - the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NE's needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this Institutional Plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this Institutional Plan will offer additional content and resource refinements.

    2005-02-01T23:59:59.000Z

Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

This report outlines the accomplishments of the Wyoming Carbon Capture and Storage (CCS) Technology Institute (WCTI), including creating a website and online course catalog, sponsoring technology transfer workshops, reaching out to interested parties via news briefs and engaging in marketing activities, i.e., advertising and participating in tradeshows. We conclude that the success of WCTI was hampered by the lack of a market. Because there were no supporting financial incentives to store carbon, the private sector had no reason to incur the extra expense of training their staff to implement carbon storage. ii

    Courtney Lane

    2011-12-20T23:59:59.000Z

As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    Gibson, Garth [Carnegie Mellon University

Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability. The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools. The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz. Because the Institute focuses on low level files systems and storage systems, its role in improving SciDAC systems was one of supporting application middleware such as data management and system-level performance tuning. In retrospect, the Petascale Data Storage Institutes most innovative and impactful contribution is the Parallel Log-structured File System (PLFS). Published in SC09, PLFS is middleware that operates in MPI-IO or embedded in FUSE for non-MPI applications. Its function is to decouple concurrently written files into a per-process log file, whose impact (the contents of the single file that the parallel application was concurrently writing) is determined on later reading, rather than during its writing. PLFS is transparent to the parallel application, offering a POSIX or MPI-IO interface, and it shows an order of magnitude speedup to the Chombo benchmark and two orders of magnitude to the FLASH benchmark. Moreover, LANL production applications see speedups of 5X to 28X, so PLFS has been put into production at LANL. Originally conceived and prototyped in a PDSI collaboration between LANL and CMU, it has grown to engage many other PDSI institutes, international partners like AWE, and has a large team at EMC supporting and enhancing it. PLFS is open sourced with a BSD license on sourceforge. Post PDSI funding comes from NNSA and industry sources. Moreover, PLFS has spin out half a dozen or more papers, partnered on research with multiple schools and vendors, and has projects to transparently 1) dis- tribute metadata over independent metadata servers, 2) exploit drastically non-POSIX Hadoop storage for HPC POSIX applications, 3) compress checkpoints on the fly, 4) batch delayed writes for write speed, 5) compress read-back indexes and parallelize their redistribution, 6) double-buffer writes in NAND Flash storage to decouple host blocking during checkpoint from disk write time in the storage system, 7) pack small files into a smaller number of bigger containers. There are two large scale open source Linux software projects that PDSI significantly incubated, though neither were initated in PDSI. These are 1) Ceph, a UCSC parallel object storage research project that has continued to be a vehicle for research, and has become a released part of Linux, and 2) Parallel NFS (pNFS) a portion of the IETFs NFSv4.1 that brings the core data parallelism found in Lustre, PanFS, PVFS, and Ceph to the industry standard NFS, with released code in Linux 3.0, and its vendor offerings, with products from NetApp, EMC, BlueArc and RedHat. Both are fundamentally supported and advanced by vendor companies now, but were critcally transferred from research demonstration to viable product with funding from PDSI, in part. At this point Lustre remains the primary path to scalable IO in Exascale systems, but both Ceph and pNFS are viable alternatives with different fundamental advantages. Finally, research community building was a big success for PDSI. Through the HECFSIO workshops and HECURA project with NSF PDSI stimulated and helped to steer leveraged funding of over $25M. Through the Petascale (now Parallel) Data Storage Workshop series, www.pdsw.org, colocated with SCxy each year, PDSI created and incubated five offerings of this high-attendance workshop. The

While initially a virtual institute, the driving force behind the creation of the DOE Joint Genome Institute in Walnut Creek, California in the Fall of 1999 was the Department of Energy's commitment to sequencing the human genome. With the publication in 2004 of a trio of manuscripts describing the finished 'DOE Human Chromosomes', the Institute successfully completed its human genome mission. In the time between the creation of the Department of Energy Joint Genome Institute (DOE JGI) and completion of the Human Genome Project, sequencing and its role in biology spread to fields extending far beyond what could be imagined when the Human Genome Project first began. Accordingly, the targets of the DOE JGI's sequencing activities changed, moving from a single human genome to the genomes of large numbers of microbes, plants, and other organisms, and the community of users of DOE JGI data similarly expanded and diversified. Transitioning into operating as a user facility, the DOE JGI modeled itself after other DOE user facilities, such as synchrotron light sources and supercomputer facilities, empowering the science of large numbers of investigators working in areas of relevance to energy and the environment. The JGI's approach to being a user facility is based on the concept that by focusing state-of-the-art sequencing and analysis capabilities on the best peer-reviewed ideas drawn from a broad community of scientists, the DOE JGI will effectively encourage creative approaches to DOE mission areas and produce important science. This clearly has occurred, only partially reflected in the fact that the DOE JGI has played a major role in more than 45 papers published in just the past three years alone in Nature and Science. The involvement of a large and engaged community of users working on important problems has helped maximize the impact of JGI science. A seismic technological change is presently underway at the JGI. The Sanger capillary-based sequencing process that dominated how sequencing was done in the last decade is being replaced by a variety of new processes and sequencing instruments. The JGI, with an increasing number of next-generation sequencers, whose throughput is 100- to 1,000-fold greater than the Sanger capillary-based sequencers, is increasingly focused in new directions on projects of scale and complexity not previously attempted. These new directions for the JGI come, in part, from the 2008 National Research Council report on the goals of the National Plant Genome Initiative as well as the 2007 National Research Council report on the New Science of Metagenomics. Both reports outline a crucial need for systematic large-scale surveys of the plant and microbial components of the biosphere as well as an increasing need for large-scale analysis capabilities to meet the challenge of converting sequence data into knowledge. The JGI is extensively discussed in both reports as vital to progress in these fields of major national interest. JGI's future plan for plants and microbes includes a systematic approach for investigation of these organisms at a scale requiring the special capabilities of the JGI to generate, manage, and analyze the datasets. JGI will generate and provide not only community access to these plant and microbial datasets, but also the tools for analyzing them. These activities will produce essential knowledge that will be needed if we are to be able to respond to the world's energy and environmental challenges. As the JGI Plant and Microbial programs advance, the JGI as a user facility is also evolving. The Institute has been highly successful in bending its technical and analytical skills to help users solve large complex problems of major importance, and that effort will continue unabated. The JGI will increasingly move from a central focus on 'one-off' user projects coming from small user communities to much larger scale projects driven by systematic and problem-focused approaches to selection of sequencing targets. The Institutional Plan has been rearranged this year as a reflection of new Department of Energy (DOE) guidelines and to better illustrate the Laboratory`s mission-oriented focus. In Section 1 of this plan, the authors set forth their vision, mission, core competencies, strategic view, and related material. This section illustrates integration with the vision, mission, priorities, and core businesses of DOE. They define strategies, tactics, and guidelines and describe how they measure progress. In Section 2, they have elaborated on how they plan to address the Laboratory`s mission, describing programs and activities in the context of their role in this mission. Section 3 contains information on their approach to managing their business and operations. First they address the most critical issue safety. In this section, they confirm that Los Alamos is addressing the DOE critical success factors and describe the initiatives and plans that make their mission successful and leads them toward their vision. Section 4 contains details of their resources. 44 figs., 56 tabs.

Sandia recently completed an updated strategic plan, the essence of which is presented in chapter 4. Sandia`s Strategic Plan 1994 takes its direction from DOE`s Fueling a Competitive Economy: Strategic Plan and provides tangible guidance for Sandia`s programs and operations. Although it is impossible to foresee precisely what activities Sandia will pursue many years from now, the strategic plan makes one point clear: the application of our scientific and engineering skills to the stewardship of the nation`s nuclear deterrent will be central to our service to the nation. We will provide the necessary institutional memory and continuity, experience base, and technical expertise to ensure the continued safety, security, and reliability of the nuclear weapons stockpile. As a multiprogram laboratory, Sandia will also continue to focus maximum effort on a broad spectrum of other topics consistent with DOE`s enduring core mission responsibilities: Defense (related to nuclear weapons), Energy, Environment (related to waste management and environmental remediation), and Basic Science.
