    As part of the Hanford Federal Facility Agreement and Consent Order negotiations, the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affects groundwater or has the potential to affect groundwater would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. This document constitutes the State Waste Discharge Permit application for the 400 Area Septic System. The influent to the system is domestic waste water. Although the 400 Area Septic System is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. Therefore, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used.

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    On December 23, 1991, the US DOE< Richland Operation Office (RL) and the Washington State Department of Ecology (Ecology) agreed to adhere to the provisions of the Department of Ecology Consent Order No. DE91NM-177 (216 Consent Order) (Ecology and US DOE 1991). The 216 Consent Order list regulatory milestones for liquid effluent streams at the Hanford Site and requires compliance with the permitting requirements of Washington Administrative Code. Hanford Site liquid effluent streams discharging to the soil column have been categorized on the 216 Consent Order as follows: Phase I Streams; Phase II Streams; Miscellaneous Streams. Phase I and Phase II Streams were initially addressed in two report. Miscellaneous Streams are subject to the requirements of several milestones identified in the 216 Consent Order. This document constitutes the Categorical State Waste Discharge Permit application for hydrotest,maintenance and construction discharges throughout the Hanford Site. This categorical permit application form was prepared and approved by Ecology.

    This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained very low metals limits for several outfalls. Copper, lead and zinc limits were as low as seven micrograms per liter (7 ug/l), 1 ug/l, and 100 ug/l, respectively. The permit contained compliance schedules that provided SRS with only three to five years to select and implement projects that would enable outfall compliance. Discharges from a few outfalls were eliminated or routed into other locations relatively inexpensively. However, some outfall problems were much more difficult to correct. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. These innovations included (1) connecting several outfall discharges to the site's Central Sanitary Wastewater Treatment Facility (CSWTF), (2) constructing a treatment wetlands and completing a water-effects ratio (WER) on its effluent, (3) installing a stannous chloride feed system to remove mercury in an existing air stripper, and (4) constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content and take advantage of biotic ligand modeling to raise effluent limits.

  13. Desulphurization and simultaneous treatment of wastewater from blast furnace by pulsed corona discharge

    Laboratory tests were conducted for removal of SO{sub 2} from simulated flue gas and simultaneous treatment of wastewater from blast furnace by pulsed corona discharge. Tests were conducted for the flue gas flow from 12 to 18 Nm{sup 3}/h, the simulated gas temperature from 80 to 120 {sup o}C, the inlet flux of wastewater from 33 to 57 L/h, applied voltage from 0 to 27 kV, and SO{sub 2} initial concentration was about 1,430 mg/m{sup 3}. Results showed that wastewater from blast furnace has an excellent ability of desulphurization (about 90%) and pulsed corona discharge can enhance the desulphurization efficiency. Meanwhile, it was observed that the SO{sub 2} removal ratio decreased along with increased cycle index, while it increased as the flux of flue gas was reduced, and increased when the flux of wastewater from blast furnace was increased. In addition, results demonstrated that the content of sulfate radical produced in wastewater increase with an increment of applied pulsed voltage, cycle index, or the flux of flue gas. Furthermore, the results indicated that the higher the inlet content of cyanide the better removal effect of it, and the removal rate can reach 99.9% with a residence time of 2.1 s in the pulsed corona zone during the desulphurization process when the inlet content was higher, whereas there was almost no removal effect when the inlet content was lower. This research may attain the objective of waste control, and can provide a new way to remove SO{sub 2} from flue gas and simultaneously degrade wastewater from blast furnace for integrated steel plants.

    Wastewater impact assessment at McMurdo has been or is being conducted by four organizations: Antarctic Support Associates (ASA), which conducts the effluent monitoring; Moss Landing Marine Laboratories, which conducts all of the benthic monitoring and most of the biological monitoring; Montana State University, which conducted water quality and water current measurements; and EG&G Idaho, which conducted water quality and sea ice monitoring. All four programs are interrelated and were needed to determine the impact of the wastewater discharge on the marine environment. This report summarizes the relevant monitoring work being conducted by Antarctic Support Associates, Moss Landing, and Montana State personnel, and specifically documents the results of EG&G Idaho`s efforts.

    Industrial wastewaters discharged by petroleum industries contains: oil, heavy metals and chemicals used in the process of oil separation and treatment. These waters are a source of soil, water and air pollution, and lead a mortal danger to the ecosystem. Our aim in this work has an aspect that can contribute to the collective effort to address the enormous amount of water purges storage bins and reuse them to avoid any environmental damage. This was achieved by chemical treating of these wastewaters discharged from three different locations of Hassi Messaoud (HMD) petroleum field by flocculation with (C-5563) followed by coagulation with (C-2061) using two different acids as sequestering namely: Ascorbic and Citric acid. After experiments, the results showed that the wastewater can be treated without sequestering by adding 40 ppm of activated silicates. The best result was obtained by addition of 160 ppm of Ascorbic acid as sequestering agent and 20 ppm of activated silicates; resulting in removal of 92.81 % of suspended matter and 95.53 % of turbidity. Finally we concluded that this wastewater was satisfactorily treated and we recommend either inject it for enhanced oil recovery in industrial closest field (North field) to maintain the reservoir pressure and the improved rate recovery of oil reserves or reuse it in garden irrigation. In order to see the impact of the treated water on plants, irrigation tests have conducted on two types of plants (date palm and shaft apocalyptic) for one year. The tests showed that the thick layer of 5 cm and 0.08mm of particles diameter of dune sand removes most of remaining oil. The sand layer that fills the basin surrounding the shaft is removed and replaced every 06 months. So, Dune sand plays the role of natural filter. The garden plants appear and grow normally.

  17. Preoperational Subsurface Conditions at the Idaho Nuclear Technology and Engineering Center Service Wastewater Discharge Facility

    The Idaho Nuclear Technology and Engineering Center (INTEC) Service Wastewater Discharge Facility replaces the existing percolation ponds as a disposal facility for the INTEC Service Waste Stream. A preferred alternative for helping decrease water content in the subsurface near INTEC, closure of the existing ponds is required by the INTEC Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Record of Decision (ROD) for Waste Area Group 3 Operable Unit 3-13 (DOE-ID 1999a). By August 2002, the replacement facility was constructed approximately 2 miles southwest of INTEC, near the Big Lost River channel. Because groundwater beneath the Idaho National Engineering and Environmental Laboratory (INEEL) is protected under Federal and State of Idaho regulations from degradation due to INEEL activities, preoperational data required by U.S. Department of Energy (DOE) Order 5400.1 were collected. These data include preexisting physical, chemical, and biological conditions that could be affected by the discharge; background levels of radioactive and chemical components; pertinent environmental and ecological parameters; and potential pathways for human exposure or environmental impact. This document presents specific data collected in support of DOE Order 5400.1, including: four quarters of groundwater sampling and analysis of chemical and radiological parameters; general facility description; site specific geology, stratigraphy, soils, and hydrology; perched water discussions; and general regulatory requirements. However, in order to avoid duplication of previous information, the reader is directed to other referenced publications for more detailed information. Documents that are not readily available are compiled in this publication as appendices. These documents include well and borehole completion reports, a perched water evaluation letter report, the draft INEEL Wellhead Protection Program Plan, and the Environmental Checklist.

  20. Treatment and Disposal of Unanticipated 'Scavenger' Wastewater

    The Savannah River Site often generates wastewater for disposal that is not included as a source to one of the site's wastewater treatment facilities that are permitted by the South Carolina Department of Health and Environmental Control. The techniques used by the SRS contract operator (Westinghouse Savannah River Company) to evaluate and treat this unanticipated 'scavenger' wastewater may benefit industries and municipalities who experience similar needs. Regulations require that scavenger wastewater be treated and not just diluted. Each of the pollutants that are present must meet effluent permit limitations and/or receiving stream water quality standards. if a scavenger wastewater is classified as 'hazardous' under the Resource Conservation and Recovery Act (RCRA) its disposal must comply with RCRA regulations. Westinghouse Savannah River Company obtained approval from SCDHEC to dispose of scavenger wastewater under specific conditions that are included within the SRS National Pollutant Discharge Elimination System permit. Scavenger wastewater is analyzed in a laboratory to determine its constituency. Pollutant values are entered into spreadsheets that calculate treatment plant removal capabilities and instream concentrations. Disposal rates are computed, ensuring compliance with regulatory requirements and protection of treatment system operating units. Appropriate records are maintained in the event of an audit.

    This report summarizes radiological monitoring performed on samples from specific groundwater monitoring wells associated with the Industrial Wastewater Reuse Permit for the Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond WRU-I-0160-01, Modification 1 (formerly LA-000160-01). The radiological monitoring was performed to fulfill Department of Energy requirements under the Atomic Energy Act.

  5. Ocean current observations near McMurdo Station, Antarctica from 1991 to 1993: Relation to wastewater discharge dispersal

    Analyses of ocean currents in the vicinity of McMurdo Station, Antarctica, are relevant to the transport and dispersal of wastewater from the McMurdo Station sewage outfall pipe. Observations of ocean currents during the initial phases of this study have been presented by Howington and McFeters. These studies, using coliform bacterial counts as an indicator of dispersion of the wastewater plume and current meters to measure flow patterns, indicated that dispersal of the plume by local currents does not effectively remove the plume from the vicinity of McMurdo Sound, under the present outfall pipe location. Moreover, these studies suggest that, although the flow pattern is generally consistent with transport of the plume away from McMurdo Station, episodes of current reversal are sufficient to transport the wastewater plume along the shore toward the southeast, eventually overlapping the seawater intake area near the McMurdo jetty. Several concerns included (a) impacts of wastewater inputs to nearshore benthic and pelagic habitats adjacent to McMurdo Station, (b) effects of wastewater input to the McMurdo Station fresh water intake source, and (c) reduction in human impacts on the McMurdo Sound ecosystem. These concerns motivated studies to characterize nearshore currents more extensively in relation to dispersal of the wastewater plume. This report discusses analysis results of current observations from November 1992 to November 1993.

    One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area is centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. The storm drain network and other coverages will be related to external data bases currently used for facility management and planning. This system would be used for query purposes to perform spatial modeling and {open_quotes}what if{close_quotes} scenarios needed to create maps and reports required by the permit and to evaluate various BMP implementation strategies.

    ABSTRACT This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in the initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.

    This report presents analyses of current measurements from McMurdo Sound, Antarctica during December, 1993 to November, 1994, in relation to dispersal of the McMurdo Station wastewater plume. Data collected from 1991 to 1993 are also discussed here. Six current meters were deployed near McMurdo Station, Antarctica, from December 1993 to November 1994. Five functioned properly throughout the observation period, and one failed. Analyses of 5 data series include: (1) summaries of current speed and direction, (2) directional analyses of flow, (3) time series current vectors averaged over 1, 3, 6, 12, and 24 h, (4) principal axes of flow, (5) maps of mean seasonal flow, (6) progressive vector plots, (7) spectral analyses, and (8) low-pass filtered (30h) time series of currents at McMurdo Station. Observations of flow near McMurdo Station during 1994 were generally similar to 1993. Short term variation in flow was related principally to diurnal tidal motions. Longer period oscillations in flow such as seasonal shifts, and non-periodic changes in current speed and direction were likely related to changes in ice cover and wind stress in the vicinity of McMurdo Station or over much larger scales or both. Three distinct oceanographic {open_quote}seasons{close_quote} were apparent in time series from 1992 to 1994, from stations furthest offshore, where the effects of local topography are minimal. The spring-summer (Oct.-Jan.) period of both years was dominated by regional southward flow, which generates a counter-clockwise eddy (McMurdo Gyre) adjacent to McMurdo Station. With regard to dispersal of the wastewater plume from McMurdo Station, observations of currents during 1994 generally corroborate those from 1993, and the recommendation that the outfall pipe should be repositioned offshore of the McMurdo Gyre is supported.

    Although a numerical effluent limit has not been proposed for vanadium, San Francisco Bay Area refineries have been investigating reasonable source control and treatment measures to limit the discharge of vanadium as part of their National Pollution Discharge Elimination System (NPDES) permit requirements because vanadium may contribute to aquatic toxicity. The NPDES permit issued for the Shell Martinez Manufacturing Complex (MMC) by the Regional Water Quality Control Board (CRWQCB) required that in the investigation of control strategies for vanadium, consideration must be given to source control measures that would reduce the discharge to the extent practicable. This paper summarizes the results of bench- and pilot-scale studies to remove vanadium from process effluent of the Shell MMC. This study has resulted in the following conclusions: vanadium in the Shell MMC refinery wastewater is generated by two major sources--the Flexicoker and Stretford processes; ferric and ferrous salts are both effective in removing vanadium from wastewaters; there are tradeoffs between the initial vanadium concentration, the final pH, and the final dissolved vanadium concentration, for both ferrous and ferric reagents; recycle of iron hydroxide sludge can reduce the amount of reagent needed to attain a given vanadium concentration; other things being equal, less ferric than ferrous reagent is required to produce the same removal of vanadium; the dewatered sludge from the pilot plant was tested for its hazardous waste characteristics; a high pH sludge regeneration and reuse process appears to be a promising method of cleaning up the hazardous iron sludge.

    PNNL has developed and instituted a systematic approach to managing work with biological material that begins in the project planning phase and carries through implementation to waste disposal. This paper describes two major processes used at PNNL to analyze and mitigate the hazards associated with working with biological materials and evaluate them for disposal to the sewer, ground, or surface water in a manner that protects human health and the environment. The first of these processes is the Biological Work Permit which is used to identify requirements for handling, storing, and working with biological materials and the second is the Sewer Approval process which is used to evaluate discharges of wastewaters containing biological materials to assure they meet industrial wastewater permits and other environmental regulations and requirements.

    The Department of Energy (DOE) has identified a need to improve the management of wastewater resulting from high explosives (HE) research and development work at Los Alamos National Laboratory (LANL). LANL`s current methods off managing HE-contaminated wastewater cannot ensure that discharged HE wastewater would consistently meet the Environmental Protection Agency`s (EPA`s) standards for wastewater discharge. The DOE needs to enhance He wastewater management to e able to meet both present and future regulatory standards for wastewater discharge. The DOE also proposes to incorporate major pollution prevention and waste reduction features into LANL`s existing HE production facilities. Currently, wastewater from HE processing buildings at four Technical Areas (TAs) accumulates in sumps where particulate HE settles out and barium is precipitated. Wastewater is then released from the sumps to the environment at 15 permitted outfalls without treatment. The released water may contain suspended and dissolved contaminants, such as HE and solvents. This Environmental Assessment (EA) analyzes two alternatives, the Proposed Action and the Alternative Action, that would meet the purpose and need for agency action. Both alternatives would treat all HE process wastewater using sand filters to remove HE particulates and activated carbon to adsorb organic solvents and dissolved HE. Under either alternative, LANL would burn solvents and flash dried HE particulates and spent carbon following well-established procedures. Burning would produce secondary waste that would be stored, treated, and disposed of at TA-54, Area J. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact and Floodplain Statement of Findings for the High Explosives Wastewater Treatment Facility.

    This Environmental Assessment (EA) addresses the U.S. Department of Energy (DOE) proposed action regarding an upgrade of the Pantex Plant Wastewater Treatment Facility (WWTF). Potential environmental consequences associated with the proposed action and alternative actions are provided. DOE proposes to design, build, and operate a new WWTF, consistent with the requirements of Title 30 of the Texas Administrative Code (TAC), Chapter 317, ''Design Criteria for Sewage Systems,'' capable of supporting current and future wastewater treatment requirements of the Plant. Wastewater treatment at Pantex must provide sufficient operational flexibility to meet Pantex Plant's anticipated future needs, including potential Plant mission changes, alternative effluent uses, and wastewater discharge permit requirements. Treated wastewater effluent and non-regulated water maybe used for irrigation on DOE-owned agricultural land. Five factors support the need for DOE action: (1) The current WWTF operation has the potential for inconsistent permit compliance. (2) The existing WWTF lies completely within the 100-year floodplain. (3) The Pantex Plant mission has the potential to change, requiring infrastructure changes to the facility. (4) The life expectancy of the existing facility would be nearing its end by the time a new facility is constructed. (5) The treated wastewater effluent and non-regulated water would have a beneficial agricultural use through irrigation. Evaluation during the internal scoping led to the conclusion that the following factors are present and of concern at the proposed action site on Pantex Plant: (1) Periodic wastewater effluent permit exceedances; (2) Wetlands protection and floodplain management; (3) Capability of the existing facility to meet anticipated future needs of Pantex (4) Existing facility design life; and (5) Use of treated wastewater effluent and non-regulated water for irrigation.     We evaluate the roles of a long-term comprehensive toxicity assessment and monitoring program in management and for ecological recovery of a freshwater receiving stream impacted by industrial discharges and legacy contamination. National Pollution Discharge Elimination Permit (NPDES)-driven whole effluent toxicity (WET) tests using Ceriodaphnia and fathead minnows were conducted for more than twenty years to characterize wastewaters at the US National Nuclear Security Agency s Y-12 National Security Complex in Oak Ridge, Tennessee. Ambient toxicity tests also were conducted to assess water samples from EFPC, the stream receiving the wastewater discharges. The ambient tests were conducted as part of an extensive biological monitoring program that included routine surveys of fish, invertebrate and periphyton communities. WET testing, associated toxicant identification evaluations (TIEs), and ambient toxicity monitoring were instrumental in identifying toxicants and their sources at the Y-12 Complex, guiding modifications to wastewater treatment procedures, and assessing the success of various pollution-abatement actions. Through time, as requirements changed and water quality improved, the toxicity monitoring program became more focused. Ambient testing with Ceriodaphnia and fathead minnow larvae also was supplemented with less-standardized but more-sensitive alternative laboratory and in situ bioassays. The Y-12 Complex biological monitoring experience demonstrates the significant roles effluent and ambient toxicity testing can have in controlling and managing toxic discharges to receiving waters. It also emphasizes the value of supplementing WET and standardized ambient toxicity tests with alternative laboratory and in situ toxicity tests tailored to address specific problems.

    This study assesses the number of industries in Pakistan, the total discharge of wastewater, the biological oxygen demand (BOD) load, and the toxicity of the wastewater. The industrial sector is a major contributor to water pollution, with high levels of BOD, heavy metals, and toxic compounds. Only 30 industries have installed water pollution control equipment, and most are working at a very low operational level. Priority industrial sectors for pollution control are medium- to large-scale textile industries and small-scale tanneries and electroplating industries. Each day the textile industries discharge about 85,000 m{sup 3} of wastewater with a high BOD, while the electroplating industries discharge about 23,000 m{sup 3} of highly toxic and hazardous wastewater. Various in-plant modifications can reduce wastewater discharges. Economic incentives, like tax rebates, subsidies, and soft loans, could be an option for motivating medium- to large-scale industries to control water pollution. Central treatment plants may be constructed for treating wastewater generated by small-scale industries. The estimated costs for the treatment of textile and electroplating wastewater are given. The legislative structure in Pakistan is insufficient for control of industrial pollution; not only do existing laws need revision, but more laws and regulations are needed to improve the state of affairs, and enforcement agencies need to be strengthened. 15 refs., 1 fig., 9 tabs.

    This manual provides general guidance for Department of Energy (DOE) officials for complying with Sect. 402 of the Clean Water Act (CWA) of 1977 and amendments. Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States. Although the nature of a project dictates the exact information requirements, every project has similar information requirements on the environmental setting, type of discharge(s), characterization of effluent, and description of operations and wastewater treatment. Additional information requirements for projects with ocean discharges, thermal discharges, and cooling water intakes are discussed. Guidance is provided in this manual on general methods for collecting, analyzing, and presenting information for an NPDES permit application.     The A-01 effluent outfall, which collects both normal daily process flow and stormwater runoff from a industrial park area, did not meet the South Carolina Department of Health and Environmental Control (SCDHEC) National Pollutant Discharge Elimination System (NPDES) permit limits for metals, toxicity, and total residual chlorine at the outfall sampling point. Copper was the constituent of primary concern and the effluent consistently failed to meet that NPDES limit. Installation of a constructed wetland system including a basin to manage stormwater surges was required to reduce the problematic constituent concentrations to below the NPDES permit limits before the effluent reaches the sampling point. Both bench-scale and on-site pilot scale physical models were constructed to refine and optimize the preliminary design as well as demonstrate the effectiveness of this approach prior to construction, which was completed in October 2000. The constructed treatment wetlands system has prov en its ability to treat industrial wastewaters containing metals with low O and M costs since there are no mechanical parts. With an anticipated life of over 50 years, this system is exceptionally cost effective.

    BP Products North America Inc. (BP) owns and operates a petroleum refinery located on approximately 1,700 acres in Whiting, East Chicago, and Hammond, Indiana, near the southern tip of Lake Michigan. BP provided funding to Purdue University-Calumet Water Institute (Purdue) and Argonne National Laboratory (Argonne) to conduct studies related to wastewater treatment and discharges. Purdue and Argonne are working jointly to identify and characterize technologies that BP could use to meet the previous discharge permit limits for total suspended solids (TSS) and ammonia after refinery modernization. In addition to the technology characterization work, Argonne conducted a separate project task, which is the subject of this report. In Phase I of a two-part study, Argonne estimated the current levels of discharge to southern Lake Michigan from significant point and nonpoint sources in Illinois, Indiana, and portions of Michigan. The study does not consider all of the chemicals that are discharged. Rather, it is narrowly focused on a selected group of pollutants, referred to as the 'target pollutants'. These include: TSS, ammonia, total and hexavalent chromium, mercury, vanadium, and selenium. In Phase II of the study, Argonne will expand the analysis to cover the entire Lake Michigan drainage basin.

    The A-01 NPDES outfall at the Savannah River Site receives process wastewater discharges and stormwater runoff from the Savannah River National Laboratory. Routine monitoring indicated that copper concentrations were regularly higher than discharge permit limit, and water routinely failed toxicity tests. These conditions necessitated treatment of nearly one million gallons of water per day plus storm runoff. Washington Savannah River Company personnel explored options to bring process and runoff waters into compliance with the permit conditions, including source reduction, engineering solutions, and biological solutions. A conceptual design for a constructed wetland treatment system (WTS) was developed and the full-scale system was constructed and began operation in 2000. The overall objective of our research is to better understand the mechanisms of operation of the A-01 WTS in order to provide better input to design of future systems. The system is a vegetated surface flow wetland with a hydraulic retention time of approximately 48 hours. Copper, mercury, and lead removal efficiencies are very high, all in excess of 80% removal from water passing through the wetland system. Zinc removal is 60%, and nickel is generally unaffected. Dissolved organic carbon in the water column is increased by the system and reduces toxicity of the effluent. Concentrations of metals in the A-01 WTS sediments generally decrease with depth and along the flow path through the wetland. Sequential extraction results indicate that most metals are tightly bound to wetland sediments.

    Biological wastewater treatment facilities are designed to emulate the purification process that occurs naturally in rivers, lakes and streams. In the simulated environment, conditions are carefully manipulated to spur the degradation of organic contaminants and stabilize the residual sludge. Because anaerobic digestion is accomplished without oxygen in a closed system, it is economical for pretreatment of high-strength organic sludge. Before the effluent can be discharged, however, followup treatment using an aerobic process is required. Though it has the drawback of being energy intensive, aerobic processing, the aeration of organic sludges in an open tank, is the primary method for treatment of industrial and municipal wastewater. Aerobic processes are more stable than anaerobic approaches and can be done rather simply, particularly with trickling filters. Gradually, the commercialization of modular systems that are capable of aerobic and anaerobic digestion will blur the distinctions between the two processes. Systems that boast those capabilities are available now.

The Oak Ridge Toxic Substances Control Act Incinerator (TSCAI), located at the East Tennessee Technology Park (ETTP), is designed and permitted to treat Resource Conservation and Recovery Act (RCRA) wastes including characteristic and listed wastes and polychlorinated biphenyl (PCB)-contaminated mixed waste. The incinerator process generates acidic gases and particulates which consist of salts, metals, and radionuclides. These off-gases from the incinerator are treated with a wet off-gas scrubber system. The recirculated water is continuously purged (blow down), resulting in a wastewater to be treated. Additional water sources are also collected on the site for treatment, including storm water that infiltrates into diked areas and fire water from the incinerator's suppression system. To meet regulatory requirements for discharge, a wastewater treatment system (WWTS) was designed, constructed, and operated to treat these water sources. The WWTS was designed to provide for periodic fluctuation of contaminant concentrations due to various feed streams to the incinerator. Blow down consists of total suspended solids (TSS) and total dissolved solids (TDS), encompassing metals, radionuclide contamination and trace organics. The system design flow rate range is 7.95 to 17 cubic meters per hour (m3/hr) (35 to 75 gallons per minute; gpm).     The US Environmental Protection Agency (USEPA) has reported that stormwater runoff is a major cause of pollution and use impairment to waters of the nation. Diffuse pollution sources (stormwater runoff) are increasingly important as controls for industrial process dischargers. On November 16, 1990 the Federal Clean Water Act National Pollutant Discharge Elimination System (NPDES) rules governing the discharge of stormwater were published (56 FR 40948). These rules potentially affect every type of business enterprise conducting work associated with industrial activity.'' Dischargers of stormwater associated with industrial activity ar required to either seek coverage under a federal or state general permit using notice of intent, apply for an individual permit, or apply for a permit through a two-part group application process. Conoco, Inc. Supply and Transportation (S and T) elected the latter alternative to attempt to comply with these new evolving complex, broad-ranging permitting requirements. This paper discusses specific details of S and T's strategy, BMP designs, data acquisition activities, monitoring results, as well as economic impacts on the corporation as a result of storm water permit requirements. S and T operates approximately 170 unique wholly and jointly owned petroleum product storage and transport facilities across the nation. Approximately one-third of these facilities were subject to stormwater permit application requirements.

Excess ammonia liquor, along with wastewater from the light oil recovery plant, desulfurization facility, and coal pile runoff, must be treated prior to being discharged into the Ohio River. This is accomplished using a biological wastewater treatment plant to remove 99.99% of the organic contaminants and ammonia. Biologically treated, clarified wastewater is now polished in the newly constructed tertiary treatment plant.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The 300 Area Treated Effluent Disposal Facility (TEDF) is authorized to discharge treated effluent to the Columbia River by National Pollutant Discharge Elimination System permit WA-002591-7. The letter accompanying the final permit noted the following: EPA recognizes that the TEDF is a new waste treatment facility for which full scale operation and effluent data has not been generated. The permit being issued by EPA contains discharge limits that are intended to force DOE`s treatment technology to the limit of its capability.`` Because of the excessively tight limits the permit contains a reopener clause which may allow limits to be renegotiated after at least one year of operation. The restrictions for reopening the permit are as follows: (1) The permittee has properly operated and maintained the TEDF for a sufficient period to stabilize treatment plant operations, but has nevertheless been unable to achieve the limitation specified in the permit. (2) Effluent data submitted by the permittee supports the effluent limitation modifications(s). (3) The permittee has submitted a formal request for the effluent limitation modification(s) to the Director. The purpose of this document is to guide plant operations for approximately one year to ensure appropriate data is collected for reopener negotiations.

    Describes how, after extensive testing of 4 different treatment techniques, a Hydro Clear rapid sand filter was installed at the Sohio oil refinery in Toledo, Ohio. This filtration system has proven to be more cost-effective than conventional approaches. The system handles the refinery's wastewater flow of 10.3 mgd. With the aid of the polishing filter, readily meets the NPDES permit limitations. The Toledo refinery is a highly integrated petroleum processing complex. It processes 127,000 barrels per day of crude oil, including 40,000 barrels per day of sour crude. Tables give dissolved air flotation performance data; biological system performance data; filter performance data; and refinery waste treatment unit compared with NPDES-BPT limitations. Diagram shows the Sohio refinery wastewater treatment facility. Through a separate backwash treatment system complete control is brought to the suspended solids in the effluent which also tends to control chemical oxygen demand and oil/grease levels.

    A heat recovery system is described with a heat exchanger and a mixing valve. A drain trap includes a heat exchanger with an inner coiled tube, baffle plate, wastewater inlet, wastewater outlet, cold water inlet, and preheated water outlet. Wastewater enters the drain trap through the wastewater inlet, is slowed and spread by the baffle plate, and passes downward to the wastewater outlet. This preheated water is fed to the mixing valve, which includes a flexible yoke to which are attached an adjustable steel rod, two stationary zinc rods, and a pivoting arm. The zinc rods expand more than the steel rod, flexing the yoke and rotating the pivoting arm. Cold water enters the inner tube through the cold water inlet and flows generally upward, taking on heat from the wastewater. This preheated water is fed to the mixing valve, which includes a flexible yoke to which are attached an adjustable steel rod, two stationary zinc rods, and a pivoting arm. The free end of the arm forms a pad which rests against a valve seat. The rods and pivoting arm expand or contract as the temperature of the incoming preheated water changes. The zinc rods expand more than the steel rod, flexing the yoke and rotating the pivoting arm. The pad moves towards the valve seat as the temperature of the preheated water rises, and away as the temperature falls, admitting a variable amount of hot water to maintain a nearly constant average process water temperature.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

  1. Bioremediation of organic pollutants in a radioactive wastewater

    Bioremediation holds the promise as a cost effective treatment technology for a wide variety of hazardous pollutants. In this study, the biodegradation of organic compounds discharged together with radioactive wastes is investigated. Nuclear process wastewater was simulated by a mixture of phenol and strontium, which is a major radionuclide found in radioactive wastewater. Phenol was used in the study as a model compound due to its simplicity of molecular structure. Moreover, the biodegradation pathway of phenol is well known. Biodegradation studies were conducted using pure cultures of Pseudomonas aeruginosa and Pseudomonas putida. The rate of phenol degradation by both species was found to be higher in the test without strontium. This suggests some degree of inhibition in the degradation of phenol by strontium. There was no phenol degradation in the sterile controls. The results indicate the feasibility of the biodegradation of organic pollutants discharged in radioactive effluents by specialised microbial cultures. (authors)

  2. Wastewater characterization and hazardous waste survey, Hickam AFB, HI

    The US Air Force Occupational and Environmental Health Laboratory characterized the industrial wastewater in the Hickam AFB sewers and conducted a hazardous waste survey. The scope of the survey included characterizing the major industrial wastewater discharges from the base and determining if applicable discharge standards were being violated. A total of 23 sampling sites were evaluated including 10 lift stations and 10 oil/water separators. The hazardous waste survey included visiting 44 shops to determine chemical usage and hazardous materials management practices including collection, storage, disposal practices and accumulation points. Seawater infiltration of the sewer was found to cause chloride concentration limitations to be exceeded at four locations. Seawater was also a contributor to high chemical oxygen demand (COD) concentrations. The COD limitation was exceeded at 11 locations. The photographic wastewater from building 2045 exceeded the limits for chlorides, sulfides, phenols, silver, and chromium. Recommendations from the study include: (1) determine where the seawater is infiltrating the sewers and take action to reduce the chloride level to below the limit; (2) install a pretreatment plant for the 548 RTG photographic wastewater; (3) develop a comprehensive waste analysis plan; (4) increase hazardous waste monitoring; (5) service the silver recovery cartridge at 548 RTG. 13 refs., 13 figs., 7 tabs.

    Experiments with quasi-steady high-current discharges in crossed E Multiplication-Sign B fields in various gases (Ar, N{sub 2}, H{sub 2}, and SF{sub 6}) and gas mixtures (Ar/SF{sub 6} and Ar/O{sub 2}) at pressures from 10{sup -3} to 5 Torr in discharge systems with different configurations of electric and magnetic fields revealed a specific type of stable low-voltage discharge that does not transform into an arc. This type of discharge came to be known as a high-current diffuse discharge and, later, a nonsputtering impulse magnetron discharge. This paper presents results from experimental studies of the plasma parameters (the electron temperature, the plasma density, and the temperature of ions and atoms of the plasma-forming gas) of a high-current low-pressure diffuse discharge in crossed E Multiplication-Sign B fields.

    "The soft costs of solar—costs not associated with hardware—remain stubbornly high. Among the biggest soft costs are those associated with inefficiencies in local permitting and inspection. A study by the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory estimates that these costs add an average of $0.22/W per residential installation. This project helps reduce non-hardware/balance of system (BOS) costs by creating and maintaining a free and available site of permitting requirements and solar system verification software that installers can use to reduce time, capital, and resource investments in tracking permitting requirements. Software tools to identify best permitting practices can enable government stakeholders to optimize their permitting process and remove superfluous costs and requirements. Like ""a Wikipedia for solar permitting"", users can add, edit, delete, and update information for a given jurisdiction. We incentivize this crowdsourcing approach by recognizing users for their contributions in the form of SEO benefits to their company or organization by linking back to users' websites."

    An apparatus is described for producing coaxial arc discharges in an evacuated enclosure and within a strong, confining magnetic field. The arcs are maintained at a high potential difference. Electrons diffuse to the more positive arc from the negative arc, and positive ions diffuse from the more positive arc to the negative arc. Coaxial arc discharges have the advantuge that ions that return to strike the positive arc discharge will lose no energy since they do not strike a solid wall or electrode. These discharges are useful in confining an ionized plasma between the discharges and have the advantage of preventing impurities from the walls of the enclosure from entering the plasma area because of the arc barrier set up by the cylindrical outer arc.     A device is described for producing an energetic, direct current, hollow, carbon-arc discharge in an evacuated container and within a strong magnetic field. Such discharges are particularly useful not only in dissociation and ionization of high energy molecular ion beams, but also in acting as a shield or barrier against the instreaming of lowenergy neutral particles into a plasma formed within the hollow discharge when it is used as a dissociating mechanism for forming the plasma.     A method and apparatus are given for producing coaxial arc discharges in an evacuated enclosure and within a strong, confining magnetic field. The arcs are maintained at a high potential difference. Electrons will diffuse to the more positive arc from the negative arc, and positive ions will diffuse from the more positive arc to the negative arc. Coaxial arc discharges have the advantage that ions which return to strike the positive arc discharge will lose no energy since they do not strike a solid wall or electrode. Those discharges are useful in confining an ionized plasma between the discharges, and have the advantage of preventing impurities from the walls of the enclosure from entering ihe plasma area because of the arc barrier set up bv the cylindrical outer arc.

    This report describes conditions, as required by the state of Idaho Wastewater Reuse Permit (#LA-000141-03), for the wastewater land application site at the Idaho National Laboratory Site’s Central Facilities Area Sewage Treatment Plant from November 1, 2013, through October 31, 2014. The report contains, as applicable, the following information; Site description; Facility and system description; Permit required monitoring data and loading rates; Status of compliance conditions and activities; and Discussion of the facility’s environmental impacts. The current permit expires on March 16, 2015. A permit renewal application was submitted to Idaho Department of Environmental Quality on September 15, 2014. During the 2014 permit year, no wastewater was land-applied to the irrigation area of the Central Facilities Area Sewage Treatment Plant and therefore, no effluent flow volumes or samples were collected from wastewater sampling point WW-014102. Seepage testing of the three lagoons was performed between August 26, 2014 and September 22, 2014. Seepage rates from Lagoons 1 and 2 were below the 0.25 inches/day requirement; however, Lagoon 3 was above the 0.25 inches/day. Lagoon 3 has been isolated and is being evaluated for future use or permanent removal from service.

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

    The options examined were those of zero discharge, partial water reuse with restricted discharge of treated effluents, and unrestricted discharge of treated effluents. Analysis of cost data and performance-analyses data for several candidate secondary-wastewater-treatment unit processes indicated that combined activated-sludge/powdered-activated-carbon (AS/PAC) treatment incorporating wet-air-oxidation carbon regeneration is the most cost-effective control technology available for the removal of organic material from slagging, fixed-bed process wastewaters. Bench-scale treatability and organic-constituent removal studies conducted on process quench waters from a pilot-scale, slagging, fixed-bed gasifer using lignite as feedstock indicated that solvent extraction followed by AS/PAC treatment reduces levels of extractable and chromatographable organics to less than 1 ..mu..g/L in the final effluent. Levels of conventional pollutants also were effectively reduced by AS/PAC to the minimum water-quality standards for most receiving waters. The most favored and most cost-effective treatment option is unrestricted discharge of treated effluents with ultimate disposal of biosludges and landfilling of gasifier ash and slag. This option requires a capital expenditure of $8,260,000 and an annual net operating cost of $2,869,000 in 1978 dollars, exclusive of slag disposal. The net energy requirement of 19.6 x 10/sup 6/ kWh/year, or 15.3 kWh/1000 gal treated, is less than 6% of the equivalent energy demand associated with the zero-discharge option.

    Nanotechnology has widespread application in agricultural, environmental and industrial sectors ranging from fabrication of molecular assemblies to microbial array chips. Despite the booming application of nanotechnology, there have been serious implications which are coming into light in the recent years within different environmental compartments, namely air, water and soil and its likely impact on the human health. Health and environmental effects of common metals and materials are well-known, however, when the metals and materials take the form of nanoparticles - consequential hazards based on shape and size are yet to be explored. The nanoparticles released from different nanomaterials used in our household and industrial commodities find their way through waste disposal routes into the wastewater treatment facilities and end up in wastewater sludge. Further escape of these nanoparticles into the effluent will contaminate the aquatic and soil environment. Hence, an understanding of the presence, behavior and impact of these nanoparticles in wastewater and wastewater sludge is necessary and timely. Despite the lack of sufficient literature, the present review attempts to link various compartmentalization aspects of the nanoparticles, their physical properties and toxicity in wastewater and wastewater sludge through simile drawn from other environmental streams.

    Few fermentation processes are as versatile as anaerobic digestion in terms of utility, application and capability to handle feeds of varied chemical complexity and physical characteristics. The anaerobic digestion process has served the pollution control industry in the US for over 100 years in stabilizing organic sludges and wastewaters; treatment of these high-moisture-content and high-strength aqueous wastes by alternative thermal or aerobic biological processes requires much higher energy inputs than that needed to conduct anaerobic digestion. The anaerobic digestion process has taken on new importance and emphasis in recent years because of its potential application for energy and chemical production from various types of renewable-carbon resources, and because it can be coupled with certain electrochemical, thermochemical and biochemical processes to generate electric power, hydrocarbons, methanol and other high-value products. A number of initiatives have been taken to improve the anaerobic digestion process in keeping with the increasing appreciation for its utility and versatility of application in municipal, industrial and rural settings. Using processes based upon the anaerobic digestion of organic wastes, the Institute of Gas Technology has developed technologies applicable for the treatment of a wide variety of organic wastes. Increased methane gas production and enhanced waste reduction can be achieved through the ACIMET, SOLCON and HIMET Processes, depending upon concentration and characteristics of the incoming organic waste stream. These proprietary IGT waste treatment systems are described.

    Corrective Action Unit (CAU) 151 is identified in the Federal Facility Agreement and Consent Order (FFACO) as Septic Systems and Discharge Area. CAU 151 consists of the following eight Corrective Action Sites (CASs), located in Areas 2, 12, and 18 of the Nevada Test Site, approximately 65 miles northwest of Las Vegas, Nevada: (1) CAS 02-05-01, UE-2ce Pond; (2) CAS 12-03-01, Sewage Lagoons (6); (3) CAS 12-04-01, Septic Tanks; (4) CAS 12-04-02, Septic Tanks; (5) CAS 12-04-03, Septic Tank; (6) CAS 12-47-01, Wastewater Pond; (7) CAS 18-03-01, Sewage Lagoon; and (8) CAS 18-99-09, Sewer Line (Exposed). CAU 151 closure activities were conducted according to the FFACO (FFACO, 1996; as amended February 2008) and the Corrective Action Plan for CAU 151 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, 2007) from October 2007 to January 2008. The corrective action alternatives included no further action, clean closure, and closure in place with administrative controls. CAU 151 closure activities are summarized in Table 1. Closure activities generated liquid remediation waste, sanitary waste, hydrocarbon waste, and mixed waste. Waste generated was appropriately managed and disposed. Waste that is currently staged onsite is being appropriately managed and will be disposed under approved waste profiles in permitted landfills. Waste minimization activities included waste characterization sampling and segregation of waste streams. Some waste exceeded land disposal restriction limits and required offsite treatment prior to disposal. Other waste meeting land disposal restrictions was disposed of in appropriate onsite or offsite landfills. Waste disposition documentation is included as Appendix C.

    Alternatives were evaluated for management of treated radioactive liquid waste from the radioactive liquid waste treatment facility (RLWTF) at Los Alamos National Laboratory. The alternatives included continued discharge into Mortandad Canyon, diversion to the sanitary wastewater treatment facility and discharge of its effluent to Sandia Canyon or Canada del Buey, and zero liquid discharge. Implementation of a zero liquid discharge system is recommended in addition to two phases of upgrades currently under way. Three additional phases of upgrades to the present radioactive liquid waste system are proposed to accomplish zero liquid discharge. The first phase involves minimization of liquid waste generation, along with improved characterization and monitoring of the remaining liquid waste. The second phase removes dissolved salts from the reverse osmosis concentrate stream to yield a higher effluent quality. In the final phase, the high-quality effluent is reused for industrial purposes within the Laboratory or evaporated. Completion of these three phases will result in zero discharge of treated radioactive liquid wastewater from the RLWTF.
