    Experiences with injecting geothermal fluids have identified technical problems associated with geothermal waste disposal. This report assesses the feasibility of injection as an alternative for geothermal wastewater disposal and analyzes hydrologic controls governing the upward migration of injected fluids. Injection experiences at several geothermal developments are presented, including: Raft River, Salton Sea, East Mesa, Otake and Hatchobaru in Japan, and Ahuachapan in El Salvador. Hydrogeologic and design/operational factors affecting the success of an injection program are identified. Hydrogeologic factors include subsidence, near-surface effects of injected fluids, and seismicity. Design/operational factors include hydrodynamic breakthrough, condition of the injection system and reservoir maintenance. Existing and potential effects of production/injection on these factors are assessed.

    S. 2415 (which started out as a bill to encourage solar and geothermal power generation) now would amend the Atomic Energy Act of 1954 to redirect uranium enrichment enterprises to further the national interest, respond to competitive market forces, and to ensure the nation's common defense and security. It would establish a United States Enrichment Corporation for the following purposes: to acquire feed materials, enriched uranium, and enrichment facilities; to operate these facilities; to market enriched uranium for governmental purposes and qualified domestic and foreign persons; to conduct research into uranium enrichment; and to operate as a profitable, self-financing, reliable corporation and in a manner consistent with the health and safety of the public. The bill describes powers and duties of the corporation; the organization, finance, and management; decontamination and decommissioning. The second part of the bill would ensure an adequate supply of domestic uranium for defense and power production; provide assistance to the domestic uranium industry; and establish, facilitate, and expedite a comprehensive system for financing reclamation and remedial action at active uranium and thorium processing sites. The third part of the bill would remove the size limitations on power production facilities now part of the Public Utility Regulatory Policies Act of 1978. Solar, wind, waste, or geothermal power facilities would no longer have to be less than 80 MW to qualify as a small power production facility.

    The Wind River Valley, on the west slope of the Cascade Range, is a northwest-trending drainage that joins the Columbia River near Carson, Washington. The region has been heavily dissected by fluvial and glacial erosion. Ridges have sharp crests and deep subsidiary valleys typical of a mature topography, with a total relief of as much as 900 m. The region is vegetated by fir and hemlock, as well as dense, brushy ground-cover and undergrowth. The lower 8 km of the valley is privately owned and moderately populated. The upper reaches lies within the Gifford Pinchot National Forest, and include several campgrounds and day parks, the Carson National Fish Hatchery, and the Wind River Ranger Station and Wind River Nursery of the US Forest Service. Logging activity is light due to the rugged terrain, and consequently, most valley slopes are not accessible by vehicle. The realization that a potential for significant geothermal resources exists in the Wind River area was brought about by earlier exploration activities. Geologic mapping and interpretation was needed to facilitate further exploration of the resource by providing a knowledge of possible geologic controls on the geothermal system. This report presents the detailed geology of the lower Wind River valley with emphasis on those factors that bear significantly on development of a geothermal resource.

    A process for the treatment of geothermal residue includes contacting the pigmented amorphous silica-containing component with a depigmenting reagent one or more times to depigment the silica and produce a mixture containing depigmented amorphous silica and depigmenting reagent containing pigment material; separating the depigmented amorphous silica and from the depigmenting reagent to yield depigmented amorphous silica. Before or after the depigmenting contacting, the geothermal residue or depigmented silica can be treated with a metal solubilizing agent to produce another mixture containing pigmented or unpigmented amorphous silica-containing component and a solubilized metal-containing component; separating these components from each other to produce an amorphous silica product substantially devoid of metals and at least partially devoid of pigment. The amorphous silica product can be neutralized and thereafter dried at a temperature from about 25.degree. C. to 300.degree. C. The morphology of the silica product can be varied through the process conditions including sequence contacting steps, pH of depigmenting reagent, neutralization and drying conditions to tailor the amorphous silica for commercial use in products including filler for paint, paper, rubber and polymers, and chromatographic material.

    The development of highly reliable downhole equipment is an essential element in enabling the widespread utilization of Enhanced Geothermal Systems (EGS). The downhole equipment used in these systems will be required to operate at high voltages and temperatures on the order of 200 to 250C (and eventually to 300?C). These conditions exceed the practical operating ranges of currently available thermoplastic wire insulations, and thus limit the operating lifetime of tools such as Electric Submersible Pumps (ESPs). In this work, high-temperature insulations based on composite materials were developed and demonstrated. The products of this work were found to exhibit electrical resistivities and dielectric breakdown strengths that PEEK at temperatures above 250C. In addition, sub-scale motor windings were fabricated and tested to validate the performance of this technology

    The state-of-the-art of geothermal liquid waste disposal is reviewed and surface and subsurface disposal methods are evaluated with respect to technical, economic, legal, and environmental factors. Three disposal techniques are currently in use at numerous geothermal sites around the world: direct discharge into surface waters; deep-well injection; and ponding for evaporation. The review shows that effluents are directly discharged into surface waters at Wairakei, New Zealand; Larderello, Italy; and Ahuachapan, El Salvador. Ponding for evaporation is employed at Cerro Prieto, Mexico. Deep-well injection is being practiced at Larderello; Ahuachapan; Otake and Hatchobaru, Japan; and at The Geysers in California. All sites except Ahuachapan (which is injecting only 30% of total plant flow) have reported difficulties with their systems. Disposal techniques used in related industries are also reviewed. The oil industry's efforts at disposal of large quantities of liquid effluents have been quite successful as long as the effluents have been treated prior to injection. This study has determined that seven liquid disposal methods - four surface and three subsurface - are viable options for use in the geothermal energy industry. However, additional research and development is needed to reduce the uncertainties and to minimize the adverse environmental impacts of disposal. (MHR)

    A method of solubilizing metal salts such as metal sulfides in a geothermal sludge using mutant Thiobacilli selected for their ability to metabolize metal salts at high temperature is disclosed, The method includes the introduction of mutated Thiobacillus ferrooxidans and Thiobacillus thiooxidans to a geothermal sludge or brine. The microorganisms catalyze the solubilization of metal salts, For instance, in the case of metal sulfides, the microorganisms catalyze the solubilization to form soluble metal sulfates.

  4. Salton Sea Geothermal Field, California, as a near-field natural analog of a radioactive waste repository in salt

    Since high concentrations of radionuclides and high temperatures are not normally encountered in salt domes or beds, finding an exact geologic analog of expected near-field conditions in a mined nuclear waste repository in salt will be difficult. The Salton Sea Geothermal Field, however, provides an opportunity to investigate the migration and retardation of naturally occurring U, Th, Ra, Cs, Sr and other elements in hot brines which have been moving through clay-rich sedimentary rocks for up to 100,000 years. The more than thirty deep wells drilled in this field to produce steam for electrical generation penetrate sedimentary rocks containing concentrated brines where temperatures reach 365/sup 0/C at only 2 km depth. The brines are primarily Na, K, Ca chlorides with up to 25% of total dissolved solids; they also contain high concentrations of metals such as Fe, Mn, Li, Zn, and Pb. This report describes the geology, geophysics and geochemistry of this system as a prelude to a study of the mobility of naturally occurring radionuclides and radionuclide analogs within it. The aim of this study is to provide data to assist in validating quantitative models of repository behavior and to use in designing and evaluating waste packages and engineered barriers. 128 references, 33 figures, 13 tables.

  5. Turning community wastes into sustainable geothermal energy: The S.E. Geysers effluent pipeline project

    A unique public/private partnership of local, state, federal, and corporate stakeholders are constructing the world`s first wastewater-to-electricity system at The Geysers. A rare example of a genuinely {open_quotes}sustainable{close_quote} energy system, three Lake County communities will recycle their treated wastewater effluent through the southeast portion of The Geysers steamfield to produce approximately 625,000 MWh annually from six existing geothermal power plants. In effect, the communities` effluent will produce enough power to indefinitely sustain their electric needs, along with enough extra power for thousands of other California consumers. Because of the project`s unique sponsorship, function, and environmental impacts, its implementation has required: (1) preparation of a consolidated state environmental impact report (EIR) and federal environmental impact statement (EIS), and seven related environmental agreements and management plans; (2) acquisition of 25 local, state, and federal permits; (3) negotiation of six federal and state financial assistance agreements; (4) negotiation of six participant agreements on construction, operation, and financing of the project; and (5) acquisition of 163 easements from private land owners for pipeline construction access and ongoing maintenance. The project`s success in efficiently and economically completing these requirements is a model for geothermal innovation and partnering throughout the Pacific Rim and elsewhere internationally.

To develop the technology needed to harness the Nation's vast geothermal resources, DOE's Office of Geothermal and Wind Technologies oversees a network of national laboratories, industrial contractors, universities, and their subcontractors. The following mission and goal statements guide the overall activities of the Office of Geothermal and Wind Technologies. This Federal Geothermal Program Research Update reviews the specific objectives, status, and accomplishments of DOE's Geothermal Program for Federal Fiscal Year (FY) 1999. The information contained in this Research Update illustrates how the mission and goals of the Office of Geothermal and Wind Technologies are reflected in each R&D activity. The Geothermal Program, from its guiding principles to the most detailed research activities, is focused on expanding the use of geothermal energy.

    The U.S. Department of Energy Office of Wind and Geothermal Technologies (DOE) is funding advanced geothermal research through University Geothermal Research solicitations. These solicitations are intended to generate research proposals in the areas of fracture permeability location and characterization, reservoir management and geochemistry. The work funded through these solicitations should stimulate the development of new geothermal electrical generating capacity through increasing scientific knowledge of high-temperature geothermal systems. In order to meet this objective researchers are encouraged to collaborate with the geothermal industry. These objectives and strategies are consistent with DOE Geothermal Energy Program strategic objectives.

    The U.S. Department of Energy Office of Wind and Geothermal Technologies (DOE) is funding advanced geothermal research through University Geothermal Research solicitations. These solicitations are intended to generate research proposals in the areas of fracture permeability location and characterization, reservoir management and geochemistry. The work funded through these solicitations should stimulate the development of new geothermal electrical generating capacity through increasing scientific knowledge of high-temperature geothermal systems. In order to meet this objective researchers are encouraged to collaborate with the geothermal industry. These objectives and strategies are consistent with DOE Geothermal Energy Program strategic objectives.

    Geothermal power plants use geothermal fluids as a resource and create waste residuals as part of the power generation process. Both the geofluid resource and the waste stream are considered produced fluids. The chemical and physical nature of produced fluids can have a major impact on the geothermal power industry and can influence the feasibility of geothermal power development, exploration approaches, power plant design, operating practices, and the reuse or disposal of residuals. In general, produced fluids include anything that comes out of a geothermal field and that subsequently must be managed on the surface. These fluids vary greatly depending on the geothermal reservoir being harnessed, power plant design, and the life cycle stage in which the fluid exists, but generally include water and fluids used to drill geothermal wells, fluids used to stimulate wells in enhanced geothermal systems, and makeup and/or cooling water used during operation of a geothermal power plant. Additional geothermal-related produced fluids include many substances that are similar to waste streams from the oil and gas industry, such as scale, flash tank solids, precipitated solids from brine treatment, hydrogen sulfide, and cooling-tower-related waste. This review paper aims to provide baseline knowledge on specific technologies and technology areas associated with geothermal power production. Specifically, this research focused on the management techniques related to fluids produced and used during the operational stage of a geothermal power plant; the vast majority of which are employed in the generation of electricity. The general characteristics of produced fluids are discussed. Constituents of interest that tend to drive the selection of treatment technologies are described, including total dissolved solids, noncondensable gases, scale and corrosion, silicon dioxide, metal sulfides, calcium carbonate, corrosion, metals, and naturally occurring radioactive material.     F and H Tank Farms generate supernate and sludge contaminated Low-Level Waste. The waste is collected, characterized, and packaged for disposal. Before the waste can be disposed of, however, it must be properly characterized. Since the radionuclide distribution in typical supernate is well known, its characterization is relatively straight forward and requires minimal effort. Non-routine waste, including potentially sludge contaminated, requires much more effort to effectively characterize. The radionuclide distribution must be determined. In some cases the waste can be contaminated by various sludge transfers with unique radionuclide distributions. In these cases, the characterization can require an extensive effort. Even after an extensive characterization effort, the container must still be prepared for shipping. Therefore a significant amount of time may elapse from the time the waste is generated until the time of disposal. During the time it is possible for a tornado or high wind scenario to occur. The purpose of this report is to determine the effect of a tornado on potential sludge contaminated waste, or Transuranic (TRU) waste in B-25s [large storage containers], to evaluate the potential impact on F and H Tank Farms, and to help establish a B-25 control program for tornado events.

    A tool is presented to quantify the risks of geothermal projects, the Geothermal Probabilistic Cost Model (GPCM). The GPCM model is used to evaluate a geothermal reservoir for a binary-cycle electric plant at Heber, California. Three institutional aspects of the geothermal risk which can shift the risk among different agents are analyzed.     Three areas are reported: Geothermal Administration, Geothermal Planning; and other Geothermal Activities. Geothermal Administration addresses the status of the Imperial Valley Environmental Project (IVEP) transfer, update of the Geothermal Resource Center, and findings of Geothermal field inspections. Field inspections will cover the four new wells drilled by Magma at the Salton Sea in preparation for 28 MW power plant, the progress at Sperry at East Mesa, and the two on-line power plants in East Mesa and North Brawley. Evaluation of cooperative efforts will cover the Geothermal Subsidence Detection Network Resurvey, Master EIR for the Salton Sea and the Annual Imperial County Geothermal meeting. The status of Geothermal development throughout the County will cover existing proposed facilities. The summary of the Geothermal meeting (Appendix A) will also provide the status of several projects. Geothermal Planning addresses the EIR Notice of Exemption from CEQA, progress on the Master EIR for the Salton Sea, and the EIR for Phillips Petroleum for 6 exploratory wells in the Truckhaven area. Other Geothermal Activity addresses the Department of Energy Region IX meeting hosted by Imperial County, the Annual Imperial County Geothermal meeting, Class II-1 geothermal hazardous waste disposal siting study, and Imperial County Geothermal Direct Heat Study.

    Geothermal energy, defined as heat from the Earth, is a statute-recognized renewable resource. The first U.S. geothermal power plant, opened at The Geysers in California in 1960, continues to operate successfully. The United States, as the world's largest producer of geothermal electricity, generates an average of 15 billion kilowatt hours of power per year, comparable to burning close to 25 million barrels of oil or 6 million short tons of coal per year. Geothermal has a higher capacity factor (a measure of the amount of real time during which a facility is used) than many other power sources. Unlike wind and solar resources, which are more dependent upon weather fluctuations and climate changes, geothermal resources are available 24 hours a day, 7 days a week. While the carrier medium for geothermal electricity (water) must be properly managed, the source of geothermal energy, the Earth's heat, will be available indefinitely. A geothermal resource assessment shows that nine western states together have the potential to provide over 20 percent of national electricity needs. Although geothermal power plants, concentrated in the West, provide the third largest domestic source of renewable electricity after hydropower and biomass, they currently produce less than one percent of total U.S. electricity.

System tasks are divided into four areas: (1) data acquisition and entry, involving data entry via word processors and magnetic tape; (2) quality assurance, including the criteria and standards handbook and front-end data-screening programs; (3) operation, involving database backups and information extraction; and (4) user assistance, preparation of such items as application programs, and a quarterly newsletter. The principal task of GEOTHERM is to provide information and research support for the conduct of national geothermal-resource assessments. The principal users of GEOTHERM are those involved with the Geothermal Research Program of the U.S. Geological Survey.

Impacts that were predicted in the environmental analyses prepared for the programs and projects are reviewed and summarized, along with measures that were recommended to mitigate these impacts. Also, for those projects that have gone forward, actual impacts and implemented mitigation measures are reported, based on telephone interviews with DOE and project personnel. An accident involving spills of geothermal fluids was the major environmental concern associated with geothermal development. Other important considerations included noise from drilling and production, emissions of H/sub 2/S and cooling tower drift, disposal of solid waste (e.g., from H/sub 2/S control), and the cumulative effects of geothermal development on land use and ecosystems. Mitigation measures were frequently recommended and implemented in conjunction with noise reduction; drift elimination; reduction of fugitive dust, erosion, and sedimentation; blowout prevention; and retention of wastes and spills. Monitoring to resolve uncertainties was often implemented to detect induced seismicity and subsidence, noise, drift deposition, concentrations of air and water pollutants, and effects on groundwater. The document contains an appendix, based on these findings, which outlines major environmental concerns, mitigation measures, and monitoring requirements associated with geothermal energy. Sources of information on various potential impacts are also listed.
