Finally, and often most difficult, is obtaining a contract for the sale of thermal energy, brine, steam, or electricity.     This guidebook focuses on cogeneration development. It is one of a series of four guidebooks recently prepared to introduce the energy developer to the federal, state and local agencies that regulate energy facilities in Idaho, Montana, Oregon, and Washington (the Bonneville Power Administration Service Territory). It was prepared specifically to help cogeneration developers obtain the permits, licenses and approvals necessary to construct and operate a cogeneration facility. The regulations, agencies and policies described herein are subject to change. Changes are likely to occur whenever energy or a project becomes a political issue, a state legislature meets, a preexisting popular or valuable land use is thought threatened, elected and appointed officials change, and new directions are imposed on states and local governments by the federal government. Accordingly, cogeneration developers should verify and continuously monitor the status of laws and rules that might affect their plans. Developers are cautioned that the regulations described herein may only be a starting point on the road to obtaining all the necessary permits.

    Faults applied during March 1993 commissioning tests for the California-Oregon Transmission Project produced 14 Hz transient oscillations that were conspicuous in BPA`s enhanced transducers at Malin, and in PG and E`s Dynamic System Monitor at Table Mountain. Prony analysis of high speed fault data provided a detailed model for the underlying network resonance signal, and a basis for validating transient performance of a Macrodyne Phasor Measurement Unit (PMU) at the test site. This instrument, which is closely associated with EPRI`s FACTS project, provides useful insight into emerging technology for high speed digital transducers. The phasor calculations are found to be of very high quality, but filtering enhancements are recommended for broadband applications.

    The goal is to quantify and explain the carbon (C) budget for Oregon and N. California. The research compares "bottom -up" and "top-down" methods, and develops prototype analytical systems for regional analysis of the carbon balance that are potentially applicable to other continental regions, and that can be used to explore climate, disturbance and land-use effects on the carbon cycle. Objectives are: 1) Improve, test and apply a bottom up approach that synthesizes a spatially nested hierarchy of observations (multispectral remote sensing, inventories, flux and extensive sites), and the Biome-BGC model to quantify the C balance across the region; 2) Improve, test and apply a top down approach for regional and global C flux modeling that uses a model-data fusion scheme (MODIS products, AmeriFlux, atmospheric CO2 concentration network), and a boundary layer model to estimate net ecosystem production (NEP) across the region and partition it among GPP, R(a) and R(h). 3) Provide critical understanding of the controls on regional C balance (how NEP and carbon stocks are influenced by disturbance from fire and management, land use, and interannual climate variation). The key science questions are, "What are the magnitudes and distributions of C sources and sinks on seasonal to decadal time scales, and what processes are controlling their dynamics? What are regional spatial and temporal variations of C sources and sinks? What are the errors and uncertainties in the data products and results (i.e., in situ observations, remote sensing, models)?

    Limited historical references indicate that bull trout Salvelinus confluentus in Oregon were once widely spread throughout at least 12 basins in the Klamath River and Columbia River systems. No bull trout have been observed in Oregon's coastal systems. A total of 69 bull trout populations in 12 basins are currently identified in Oregon. A comparison of the 1991 bull trout status (Ratliff and Howell 1992) to the revised 1996 status found that 7 populations were newly discovered and 1 population showed a positive or upgraded status while 22 populations showed a negative or downgraded status. The general downgrading of 32% of Oregon's bull trout populations appears largely due to increased survey efforts and increased survey accuracy rather than reduced numbers or distribution. However, three populations in the upper Klamath Basin, two in the Walla Walla Basin, and one in the Willamette Basin showed decreases in estimated population abundance or distribution.

    Local coastal onlap and paleobiobathymetric curves for 14 sections define three Cenozoic depositional onlap-offlap cycles separated by regionally significant unconformities. A paleoclimatic curve for western Oregon and Washington, based on paleoecologic data sets, demonstrates that the local transgressions are coincident with cool climates and the regressions with warm climates, and are therefore not driven by glacioeustatic cycles. Comparison of the local coastal onlap and paleobiobathymetric curves with the global Cenozoic Cycle Chart (modified Exxon Sea Level Chart - May, 1986) further demonstrates the uniqueness of the western Washington curves. The global Cenozoic cycle Chart curve represents coastal onlap and sea level curves based on integration of both climate and tectonic variations. The non-parallel cycle pattern for southwest Washington suggests a unique tectonically forced system. Evidence derived from stratigraphic sequences, igneous rock geochemistry, radiometric dating, remnant magnetic patterns, sandstone provenance studies, and paleogeographic reconstructions is used to identify the tectonic events controlling the local depositional cycles. The principal events are (1) middle Eocene accretion of a seamount chain; (2) early-late Eocene westward relocation of subduction; (3) late Eocene onset of Cascade arc volcanism; (4) late-early Miocene plate readjustment due to back-arc extension in the Columbia River Plateau and Great Basin; and (5) late Pliocene to early Pleistocene northeast compression forced by continued subduction of remnants of the Kula Plate beneath North America.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The Building America Partnership for Improved Residential Construction, the Bonneville Power Administration (BPA), and Northwest Energy Works (NEW), the current Northwest Energy Efficient Manufactured Housing Program (NEEM) administrator, have been collaborating to conduct research on new specifications that would improve on the energy requirements of a NEEM home. In its role as administrator, NEW administers the technical specs, performs research and engineering analysis, implements ongoing construction quality management procedures, and maintains a central database with home tracking. This project prototyped and assessed the performances of cost-effective high performance building assemblies and mechanical systems that are not commonly deployed in the manufacturing setting. The package of measures is able to reduce energy used for space conditioning, water heating and lighting by 50 percent over typical manufactured homes produced in the northwest.

    The Bonneville Power Administration (BPA) has statutory responsibilities to supply electrical power to its utility, industrial, and other customers in the Pacific Northwest. In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. The impacts of the Chehalis and Satsop projects located in Washington State will be covered in one EIS document, while the impacts of the Hermiston project located in Oregon are covered in this final EIS document. It is BPA`s intent to continue to base the analysis of impacts on the assumption that all three projects may be constructed at some point in the future.

    The Bonneville Power Administration (BPA) funds the ``Annual Coded Wire Tag Program -- Missing Production Groups for Columbia River Hatcheries`` project. The Washington Department of Fish and Wildlife (WDFW) [formerly the Washington Department of Fisheries (WDF) and the Washington Department of Wildlife (WDW)], Oregon Department of Fish and Wildlife (ODFW) and the United States Fish and Wildlife Service (USFWS) all operate salmon and steelhead rearing programs in the Columbia River basin. The intent of the funding is to coded-wire tag at least one production group of each species at each Columbia Basin hatchery to provide a holistic assessment of survival and catch distribution over time. Data generated by this project contributes to WDFW`s obligations for representative tagging under the Endangered. Species Act (ESA) permit for operating Columbia Basin facilities. WDFW facilities operating outside the Snake River basin are required to have a Section 10, ``Incidental Take`` permit. Consistent with special conditions within this permit, WDFW has now reached it`s objective to tag representative groups from all WDFW Columbia Basin releases.

    The US Department of Energy -- Geothermal Division (DOE/GD) recently sponsored the Low-Temperature Geothermal Resources and Technology Transfer Program to bring the inventory of the nation`s low- and moderate-temperature geothermal resources up to date and to encourage development of the resources. The Oregon Institute of Technology, Geo-Heat Center (OIT/GHC) and the University of Utah Research Institute (UURI) established subcontracts and coordinated the project with the state resource teams from the western states that participated in the program. The California Department of Conservation, Division of Mines and Geology (DMG) entered into contract numbered 1092--023(R) with the OIT/GHC to provide the California data for the program. This report is submitted in fulfillment of that contract.

    This document describes the calculations performed to develop updated relative amplification functions for the Waste Treatment and Immobilization Plant (WTP) facility at the DOE Hanford Site, Washington State. The original 2,000-year return period design spectra for the WTP were based on the results of a probabilistic seismic hazard analysis (PSHA) performed for the DOE Hanford Site by Geomatrix (1996). Geomatrix (1996) performed the PSHA using empirical soil-site ground motion models based primarily on recordings from California. As part of that study, site response analyses were performed to evaluate ground motions at the Hanford sites and California deep soil sites. As described in Appendix A of Geomatrix (1996), characteristic site profiles and dynamic soil properties representative of conditions at various Hanford sites and California deep soil strong motion recording stations were defined. Relative site responses of the Hanford profiles and California profiles were then compared. Based on the results of those site response analyses, it was concluded that ground motions at the Hanford sites underlain by deep soil deposits are similar in character to those on California deep soil sites and it was judged appropriate to use empirical deep soil site attenuation relationships based primarily on California ground motion data to develop design spectra for the Hanford sites. In a subsequent analysis, Geomatrix (2003) updated the site response analyses of Geomatrix (1996, Appendix A) to incorporate randomization of the California and Hanford profiles. The results of that analysis also led to the conclusion that the response of the Hanford profiles was similar to the response of deep soil sites in California.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    Ocean wave power can be a significant source of large?scale, renewable energy for the US electrical grid. The Electrical Power Research Institute (EPRI) conservatively estimated that 20% of all US electricity could be generated by wave energy. Ocean Power Technologies, Inc. (OPT), with funding from private sources and the US Navy, developed the PowerBuoy? to generate renewable energy from the readily available power in ocean waves. OPT's PowerBuoy converts the energy in ocean waves to electricity using the rise and fall of waves to move the buoy up and down (mechanical stroking) which drives an electric generator. This electricity is then conditioned and transmitted ashore as high?voltage power via underwater cable. OPT's wave power generation system includes sophisticated techniques to automatically tune the system for efficient conversion of random wave energy into low cost green electricity, for disconnecting the system in large waves for hardware safety and protection, and for automatically restoring operation when wave conditions normalize. As the first utility scale wave power project in the US, the Wave Power Demonstration Project at Reedsport, OR, will consist of 10 PowerBuoys located 2.5 miles off the coast. This U.S. Department of Energy Grant funding along with funding from PNGC Power, an Oregon?based electric power cooperative, was utilized for the design completion, fabrication, assembly and factory testing of the first PowerBuoy for the Reedsport project. At this time, the design and fabrication of this first PowerBuoy and factory testing of the power take?off subsystem are complete; additionally the power take?off subsystem has been successfully integrated into the spar.

    The objective was to consolidate and evaluate all geologic, environmental, and legal and institutional information in existing records and files, and to apply a uniform methodology to the evaluation and ranking of sites to allow the making of creditable forecasts of the supply of geothermal energy which could be available in the region over a 20 year planning horizon. A total of 1265 potential geothermal resource sites were identified from existing literature. Site selection was based upon the presence of thermal and mineral springs or wells and/or areas of recent volcanic activity and high heat flow. 250 sites were selected for detailed analysis. A methodology to rank the sites by energy potential, degree of developability, and cost of energy was developed. Resource developability was ranked by a method based on a weighted variable evaluation of resource favorability. Sites were ranked using an integration of values determined through the cost and developability analysis. 75 figs., 63 tabs.

    The Building America Partnership for Improved Residential Construction, the Bonneville Power Administration (BPA), and Northwest Energy Works (NEW), the current Northwest Energy Efficient Manufactured Housing Program (NEEM) administrator, have been collaborating to conduct research on new specifications that would improve on the energy requirements of a NEEM home. In its role as administrator, NEW administers the technical specs, performs research and engineering analysis, implements ongoing construction quality management procedures, and maintains a central database with home tracking. This project prototyped and assessed the performances of cost-effective high performance building assemblies and mechanical systems that are not commonly deployed in the manufacturing setting. The package of measures is able to reduce energy used for space conditioning, water heating and lighting by 50 percent over typical manufactured homes produced in the northwest.

    This report presents information on the location, physical characteristics, and water chemistry of low-temperature geothermal resources in Washington. The database includes 941 thermal (>20C or 68F) wells, 34 thermal springs, lakes, and fumaroles, and 238 chemical analyses. Most thermal springs occur in the Cascade Range, and many are associated with stratovolcanoes. In contrast, 97 percent of thermal wells are located in the Columbia Basin of southeastern Washington. Some 83.5 percent are located in Adams, Benton, Franklin, Grant, Walla Walla, and Yakima Counties. Yakima County, with 259 thermal wells, has the most. Thermal wells do not seem to owe their origin to local sources of heat, such as cooling magma in the Earth`s upper crust, but to moderate to deep circulation of ground water in extensive aquifers of the Columbia River Basalt Group and interflow sedimentary deposits, under the influence of a moderately elevated (41C/km) average geothermal gradient.
