    Building America teams are researching opportunities to improve energy efficiency for some of the more challenging end-uses, such as lighting (both fixed and occupant-provided), appliances (clothes washer, dishwasher, clothes dryer, refrigerator, and range), and miscellaneous electric loads, which are all heavily dependent on occupant behavior and product choices. These end-uses have grown to be a much more significant fraction of total household energy use (as much as 50% for very efficient homes) as energy efficient homes have become more commonplace through programs such as ENERGY STAR and Building America. As modern appliances become more sophisticated the residential energy analyst is faced with a daunting task in trying to calculate the energy savings of high efficiency appliances. Unfortunately, most whole-building simulation tools do not allow the input of detailed appliance specifications. Using DOE test procedures the method outlined in this paper presents a reasonable way to generate inputs for whole-building energy-simulation tools. The information necessary to generate these inputs is available on Energy-Guide labels, the ENERGY-STAR website, California Energy Commission's Appliance website and manufacturer's literature. Building America has developed a standard method for analyzing the effect of high efficiency appliances on whole-building energy consumption when compared to the Building America's Research Benchmark building.

    The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant. A Regulatory Impact Analysis collects the results of all the analyses into the net benefits and costs from a national perspective. 47 figs., 171 tabs. (JF)

    A water-heating dehumidifier includes a refrigerant loop including a compressor, at least one condenser, an expansion device and an evaporator including an evaporator fan. The condenser includes a water inlet and a water outlet for flowing water therethrough or proximate thereto, or is affixed to the tank or immersed into the tank to effect water heating without flowing water. The immersed condenser design includes a self-insulated capillary tube expansion device for simplicity and high efficiency. In a water heating mode air is drawn by the evaporator fan across the evaporator to produce cooled and dehumidified air and heat taken from the air is absorbed by the refrigerant at the evaporator and is pumped to the condenser, where water is heated. When the tank of water heater is full of hot water or a humidistat set point is reached, the water-heating dehumidifier can switch to run as a dehumidifier.

    A thermally insulated light transmitting housing forms a chamber containing a desiccant and having a first gas port open to the ambient and a second gas port connected by a two way valve to a volume to be dried. Solar energy transmitted through the housing heats and dries the desiccant. The increased air pressure due to the heating of the volume to be dried causes the air from the volume to be expelled through the valve into the chamber. The desiccant is then cooled by shielding it from solar energy before the volume cools thereby increasing its moisture absorbing capacity. Then the volume is allowed to cool drawing dehumidified air through the desiccant and the valve into the volume to be dried. This cycle is then repeated.

    Residential construction practices are progressing toward higher levels of energy efficiency. A proven strategy to save energy is to simultaneously increase building insulation levels and reduce outdoor air infiltration. Overall, this strategy results in a shift in the mix of latent and sensible space conditioning loads, requiring proportionally more moisture to be removed compared to standard homes. In this project, researchers at the National Renewable Energy Laboratory (NREL) developed steady state performance maps to predict dehumidifier performance at a variety of indoor conditions. However, installed heating, ventilating, and air-conditioning (HVAC) equipment rarely operates at steady state. Part load performance testing of residential dehumidifiers is not mandated by current test standards. Therefore, the team tested the part load performance of four residential dehumidifiers in NREL’s Advanced HVAC Systems Laboratory . The part load efficiency of each dehumidifier was measured under 13 cycling scenarios, and combined with NREL field data to develop part load fraction (PLF) performance curves under realistic cycling scenarios.

Tight homes require intentional mechanical ventilation to ensure healthy indoor air. Overall, this strategy results in a shift in the mix of latent and sensible space conditioning loads, requiring proportionally more moisture to be removed compared to standard homes. There is currently not sufficient information available at a wide enough range of operating points to design dehumidification systems for high performance homes in hot-humid climates. The only industry information available on dehumidifier moisture removal and energy consumption are performance ratings conducted at a single test condition, which does not provide a full representation of dehumidifier operation under real-world conditions. Winkler et al. (2011) developed steady state performance maps to predict dehumidifier performance at a variety of indoor conditions. However, installed heating, ventilating, and air-conditioning (HVAC) equipment rarely operates at steady state. Part load performance testing of residential dehumidifiers is not mandated by current test standards.     This invention relates to a hybrid air conditioning system that combines a solar powered LiCl dehumidifier with a LiBr absorption chiller. The desiccant dehumidifier removes the latent load by absorbing moisture from the air, and the sensible load is removed by the absorption chiller. The desiccant dehumidifier is coupled to a regenerator and the desiccant in the regenerator is heated by solar heated hot water to drive the moisture therefrom before being fed back to the dehumidifier.     Lawrence Berkeley National Laboratory (LBNL) initiated a WHD field-metering study to expand current knowledge of and obtain data on WHD operation and energy consumption in real-world applications. The field study collected real-time data on WHD energy consumption, along with information regarding housing characteristics, consumer behavior, and various outdoor conditions expected to affect WHD performance and efficiency. Although the metering study collected similar data regarding air conditioner operation, this report discusses only WHDs. The primary objectives of the LBNL field-metering study are to (1) expand knowledge of the configurations, energy consumption profiles, consumer patterns of use (e.g., relative humidity [RH] settings), and environmental parameters of whole-home dehumidification systems; and (2) develop distributions of hours of dehumidifier operation in four operating modes: off, standby, fan-only, and compressor (also called dehumidification mode). Profiling energy consumption entails documenting the power consumption, duration of power consumption in different modes, condensate generation, and properties of output air of an installed system under field conditions of varying inlet air temperature and RH, as well as system configuration. This profiling provides a more detailed and deeper understanding of WHD operation and its complexities. This report describes LBNL’s whole-home dehumidification field-metering study conducted at four homes in Wisconsin and Florida. The initial phase of the WHD field-metering study was conducted on one home in Madison, Wisconsin, from June to December of 2013. During a second phase, three Florida homes were metered from June to October of 2014. This report presents and examines data from the Wisconsin site and from the three Florida sites.

    Contaminated tap water may be a source of volatile organic compounds (VOCs) in residential indoor air. To better understand the extent and impact of chemical emissions from this source, a two-phase mass balance model was developed based on mass transfer kinetics between each phase. Twenty-nine experiments were completed using a residential dishwasher to determine model parameters. During each experiment, inflow water was spiked with a cocktail of chemical tracers with a wide range of physicochemical properties. In each case, the effects of water temperature, detergent, and dish-loading pattern on chemical stripping efficiencies and mass transfer coefficients were determined. Dishwasher headspace ventilation rates were also measured using an isobutylene tracer gas. Chemical stripping efficiencies for a single cycle ranged from 18% to 55% for acetone, from 96% to 98% for toluene, and from 97% to 98% for ethylbenzene and were consistently 100% for cyclohexane. Experimental results indicate that dishwashers have a relatively low but continuous ventilation rate that results in significant chemical storage within the headspace of the dishwasher. In conjunction with relatively high mass transfer coefficients, low ventilation rates generally lead to emissions that are limited by equilibrium conditions after approximately 1--2 min of dishwasher operation.

    An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    This report describes the SERI Desiccant Cooling Test Facility. The facility can test bench-scale rotary dehumidifiers over a wide range of controlled conditions. We constructed and installed in the test loop a prototype parallel-passage rotary dehumidifier that has spirally wound polyester tape coated with silica gel. The initial tests gave satisfactory results indicating that approximately 90% of the silica gel was active and the overall Lewis number of the wheel was near unity. The facility has several minor difficulties including an inability to control humidity satisfactorily and nonuniform and highly turbulent inlet velocities. To completely validate the facility requires a range of dehumidifier designs. Several choices are available including constructing a second parallel-passage dehumidifier with the passage spacing more uniform.

    This paper presents a case study of the potential market for the dual-service residential integrated water heater/dehumidifier (WHD). Its principal purpose is to evaluate the extent to which this integrated appliance might penetrate the residential market sector, given current market trends, producer and consumer attributes, and technical parameters. The report's secondary purpose is to gather background information leading to a generic framework for conducting market analyses of technologies. This framework can be used to assess market readiness as well as factor preferred product attributes into the design to drive consumer demand for this product. This study also supports analysis for prototype design. A full market analysis for potential commercialization should be conducted after prototype development. The integrated WHD is essentially a heat-pump water heater (HPWH) with components and controls that allow dedicated dehumidification. Adequate residential humidity control is a growing issue for newly constructed residential homes, which are insulated so well that mechanical ventilation may be necessary to meet fresh air requirements. Leveraging its successful experience with the energy-efficient design improvement for the residential HPWH, the Oak Ridge National Laboratory's (ORNL's) Engineering Science and Technology Division's (ESTD's) Building Equipment Group designed a water-heating appliance that combines HPWH efficiency with dedicated dehumidification. This integrated appliance could be a low-cost solution for dehumidification and efficient electric water heating. ORNL is partnering with Western Carolina University, Asheville-Buncombe Technical Community College, American Carolina Stamping Company, and Clemson University to develop this appliance and assess its market potential. For practical purposes, consumers are indifferent to how water is heated but are very interested in product attributes such as initial first cost, operating cost, performance, serviceability, product size, and installation costs. The principal drivers for penetrating markets are demonstrating reliability, leveraging the dehumidification attributes of the integrated WHD, and creating programs that embrace first-cost and life-cycle cost principles.

    In order to quantify the performance of a combined whole-house dehumidifier (WHD) AC system, researchers from the Consortium of Advanced Residential Buildings (CARB) team monitored the operation of two Lennox AC systems coupled with a Honeywell DH150 TrueDRY whole-house dehumidifier for a six-month period. By using a WHD to control moisture levels (latent cooling) and optimizing a central AC to control temperature (sensible cooling), improvements in comfort can be achieved while reducing utility costs. Indoor comfort for this study was defined as maintaining indoor conditions at below 60% RH and a humidity ratio of 0.012 lbm/lbm while at common dry bulb set point temperatures of 74°-80°F. In addition to enhanced comfort, controlling moisture to these levels can reduce the risk of other potential issues such as mold growth, pests, and building component degradation. Because a standard AC must also reduce dry bulb air temperature in order to remove moisture, a WHD is typically needed to support these latent loads when sensible heat removal is not desired.

In order to quantify the performance of a combined whole-house dehumidifier (WHD) AC system, researchers from the U.S. Department of Energy's Building America team Consortium of Advanced Residential Buildings (CARB) monitored the operation of two Lennox AC systems coupled with a Honeywell DH150 TrueDRY whole-house dehumidifier for a six-month period. By using a WHD to control moisture levels (latent cooling) and optimizing a central AC to control temperature (sensible cooling), improvements in comfort can be achieved while reducing utility costs. Indoor comfort for this study was defined as maintaining indoor conditions at below 60% RH and a humidity ratio of 0.012 lbm/lbm while at common dry bulb set point temperatures of 74 degrees -80 degrees F. In addition to enhanced comfort, controlling moisture to these levels can reduce the risk of other potential issues such as mold growth, pests, and building component degradation. Because a standard AC must also reduce dry bulb air temperature in order to remove moisture, a WHD is typically needed to support these latent loads when sensible heat removal is not desired.

    We have developed a novel and economical neutral-beam injection system by employing a washer-gun plasma source. It provides a low-cost and maintenance-free ion beam, thus eliminating the need for the filaments and water-cooling systems employed conventionally. In our primary experiments, the washer gun produced a source plasma with an electron temperature of approximately 5 eV and an electron density of 5 Multiplication-Sign 10{sup 17} m{sup -3}, i.e., conditions suitable for ion-beam extraction. The dependence of the extracted beam current on the acceleration voltage is consistent with space-charge current limitation, because the observed current density is almost proportional to the 3/2 power of the acceleration voltage below approximately 8 kV. By optimizing plasma formation, we successfully achieved beam extraction of up to 40 A at 15 kV and a pulse length in excess of 0.25 ms. Its low-voltage and high-current pulsed-beam properties enable us to apply this high-power neutral beam injection into a high-beta compact torus plasma characterized by a low magnetic field.

    The Passive House Challenge Home located in River Forest, Illinois, is a 5-bedroom, 4.5-bath, 3,600 ft2 two-story home (plus basement) that costs about $237 less per month to operate than a similar sized home built to the 2009 IECC. For a home with no solar photovoltaic panels installed, it scored an amazingly low 27 on the Home Energy Rating System (HERS) score.An ENERGY STAR-rated dishwasher, clothes washer, and refrigerator; an induction cooktop, condensing clothes dryer, and LED lighting are among the energy-saving devices inside the home. All plumbing fixtures comply with EPA WaterSense criteria. The home was awarded a 2013 Housing Innovation Award in the "systems builder" category.

    This report summarizes our study of the price elasticity of demand for home appliances, including refrigerators, clothes washers, and dishwashers. In the context of increasingly stringent appliance standards, we are interested in what kind of impact the increased manufacturing costs caused by higher efficiency requirements will have on appliance sales. We begin with a review of existing economics literature describing the impact of economic variables on the sale of durable goods.We then describe the market for home appliances and changes in this market over the past 20 years, performing regression analysis on the shipments of home appliances and relevant economic variables including changes to operating cost and household income. Based on our analysis, we conclude that the demand for home appliances is price inelastic.

  10. Evaluation of Waste Heat Recovery and Utilization from Residential Appliances and Fixtures

    Executive Summary In every home irrespective of its size, location, age, or efficiency, heat in the form of drainwater or dryer exhaust is wasted. Although from a waste stream, this energy has the potential for being captured, possibly stored, and then reused for preheating hot water or air thereby saving operating costs to the homeowner. In applications such as a shower and possibly a dryer, waste heat is produced at the same time as energy is used, so that a heat exchanger to capture the waste energy and return it to the supply is all that is needed. In other applications such as capturing the energy in drainwater from a tub, dishwasher, or washing machine, the availability of waste heat might not coincide with an immediate use for energy, and consequently a heat exchanger system with heat storage capacity (i.e. a regenerator) would be necessary. This study describes a two-house experimental evaluation of a system designed to capture waste heat from the shower, dishwasher clothes washer and dryer, and to use this waste heat to offset some of the hot water energy needs of the house. Although each house was unoccupied, they were fitted with equipment that would completely simulate the heat loads and behavior of human occupants including operating the appliances and fixtures on a demand schedule identical to Building American protocol (Hendron, 2009). The heat recovery system combined (1) a gravity-film heat exchanger (GFX) installed in a vertical section of drainline, (2) a heat exchanger for capturing dryer exhaust heat, (3) a preheat tank for storing the captured heat, and (4) a small recirculation pump and controls, so that the system could be operated anytime that waste heat from the shower, dishwasher, clothes washer and dryer, and in any combination was produced. The study found capturing energy from the dishwasher and clothes washer to be a challenge since those two appliances dump waste water over a short time interval. Controls based on the status of the dump valve on these two appliances would have eliminated uncertainty in knowing when waste water was flowing and the recovery system operated. The study also suggested that capture of dryer exhaust heat to heat incoming air to the dryer should be examined as an alternative to using drying exhaust energy for water heating. The study found that over a 6-week test period, the system in each house was able to recover on average approximately 3000 W-h of waste heat daily from these appliance and showers with slightly less on simulated weekdays and slightly more on simulated weekends which were heavy wash/dry days. Most of these energy savings were due to the shower/GFX operation, and the least savings were for the dishwasher/GFX operation. Overall, the value of the 3000 W-h of displaced energy would have been $0.27/day based on an electricity price of $.09/kWh. Although small for today s convention house, these savings are significant for a home designed to approach maximum affordable efficiency where daily operating costs for the whole house are less than a dollar per day.     Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products. The energy savings associated with watersavings may represent a large additional and largely untappedcost-effective opportunity.

    Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. The residential sector is not only the largest consumer of electrical energy in the United States, but also has the highest potential to provide demand reduction and power system support, as technological advancements in load control, sensor technologies, and communication are made. The prevailing loads based on the largest electrical energy consumers in the residential sector are space heating and cooling, washer and dryer, water heating, lighting, computers and electronics, dishwasher and range, and refrigeration. As the largest loads, these loads provide the highest potential for delivering demand response and reliability services. Many residential loads have inherent flexibility that is related to the purpose of the load. Depending on the load type, electric power consumption levels can either be ramped, changed in a step-change fashion, or completely removed. Loads with only on-off capability (such as clothes washers and dryers) provide less flexibility than resources that can be ramped or step-changed. Add-on devices may be able to provide extra demand response capabilities. Still, operating residential loads effectively requires awareness of the delicate balance of occupants health and comfort and electrical energy consumption. This report is Phase I of a series of reports aimed at identifying gaps in automated home energy management systems for incorporation of building appliances, vehicles, and renewable adoption into a smart grid, specifically with the intent of examining demand response and load factor control for power system support. The objective is to capture existing gaps in load control, energy management systems, and sensor technology with consideration of PHEV and renewable technologies to establish areas of research for the Department of Energy. In this report, (1) data is collected and examined from state of the art homes to characterize the primary residential loads as well as PHEVs and photovoltaic for potential adoption into energy management control strategies; and (2) demand response rules and requirements across the various demand response programs are examined for potential participation of residential loads. This report will be followed by a Phase II report aimed at identifying the current state of technology of energy management systems, sensors, and communication technologies for demand response and load factor control applications

    Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

    This report details the data, assumptions and methodology for end-use forecasting of appliance energy use in the US residential sector. Our analysis uses the modeling framework provided by the Appliance Model in the Residential End-Use Energy Planning System (REEPS), which was developed by the Electric Power Research Institute. In this modeling framework, appliances include essentially all residential end-uses other than space conditioning end-uses. We have defined a distinct appliance model for each end-use based on a common modeling framework provided in the REEPS software. This report details our development of the following appliance models: refrigerator, freezer, dryer, water heater, clothes washer, dishwasher, lighting, cooking and miscellaneous. Taken together, appliances account for approximately 70% of electricity consumption and 30% of natural gas consumption in the US residential sector. Appliances are thus important to those residential sector policies or programs aimed at improving the efficiency of electricity and natural gas consumption. This report is primarily methodological in nature, taking the reader through the entire process of developing the baseline for residential appliance end-uses. Analysis steps documented in this report include: gathering technology and market data for each appliance end-use and specific technologies within those end-uses, developing cost data for the various technologies, and specifying decision models to forecast future purchase decisions by households. Our implementation of the REEPS 2.1 modeling framework draws on the extensive technology, cost and market data assembled by LBL for the purpose of analyzing federal energy conservation standards. The resulting residential appliance forecasting model offers a flexible and accurate tool for analyzing the effect of policies at the national level.

    The American Recovery and Reinvestment Act (Recovery Act) authorized about $300 million in consumer rebate incentives for purchases of products rated under the 'ENERGY STAR' Program. ENERGY STAR, a voluntary labeling program established in 1992, provides consumers with energy efficiency data for a range of products so that they can make informed purchase judgments. The overall goal of the program is to encourage consumers to choose energy efficient products, advancing the nationwide goal of reducing energy consumption. The U.S. Environmental Protection Agency (EPA) managed the ENERGY STAR Program on a stand-alone basis until 1996 when it joined forces with the Department of Energy (Department). A Memorandum of Cooperation expanded the ENERGY STAR product categories, giving the Department responsibility for overseeing eight product categories such as windows, dishwashers, clothes washers, and refrigerators, while EPA retained responsibility for electronic product categories and heating, ventilating, and cooling equipment. Each agency is responsible for setting product efficiency specifications for those items under its control and for ensuring the proper use of the ENERGY STAR label in the marketplace. In August 2007, the EPA Office of Inspector General issued an audit report identifying significant control weaknesses in EPA's management of ENERGY STAR. The Department, concerned by the findings at EPA and eager to improve its own program, developed an approach to verify adherence to product specifications, ensure proper use of the ENERGY STAR label in the marketplace, and improve the establishment of product specifications. As evidenced by the commitment of $300 million in Recovery Act funds, the ENERGY STAR Program plays an important role in the U.S. efforts to reduce energy consumption. We initiated this audit to determine whether the Department had implemented the actions it announced in 2007 to strengthen the Program. The Department had not implemented planned improvements in the ENERGY STAR Program. Our audit revealed that officials had not: (1) Developed a formal quality assurance program to help ensure that product specifications were adhered to; (2) Effectively monitored the use of the ENERGY STAR label to ensure that only qualifying products were labeled as compliant; and (3) Formalized procedures for establishing and revising product specifications and for documenting decisions regarding those specifications. In our judgment, the delay in the Department's planned improvements in its management of the ENERGY STAR Program could reduce consumer confidence in the integrity of the ENERGY STAR label. Such loss of credibility could reduce energy savings, increase consumer risk, and diminish the value of the recent infusion of $300 million for ENERGY STAR rebates under the Recovery Act.

    Imagine you’re at home one Saturday morning on the computer, as your son takes a shower, your daughter is watching TV, and a load of laundry is in your washer and dryer. Meanwhile, the fragrance of fresh-brewed coffee fills the house. You hear a momentary beep from the dryer that tells you that if you were to look, a high-energy price indicator would be displayed on the front panels of some of your favorite appliances. This tells you that you could save money right now by using less energy. (You’ve agreed to this arrangement to help your utility avoid a substation upgrade. In return, you get a lower rate most of the time.) So you turn off some of the unneeded lights in your home and opt to wait until evening to run the dishwasher. Meanwhile, some of your largest appliances have automatically responded to this signal and have already reduced your home’s energy consumption, saving you money. On January 11, 2006, demonstration projects were launched in 200 homes in the Pacific Northwest region of the United States to test and speed adoption of new smart grid technologies that can make the power grid more resilient and efficient. Pacific Northwest National Laboratory, a U.S. Department of Energy national laboratory in Richland, Washington, is managing the yearlong study called the Pacific Northwest GridWise™ Testbed Demonstration, a project funded primarily by DOE. Through the GridWise™ Demonstration projects, researchers are gaining insight into energy consumers’ behavior while testing new technologies designed to bring the electric transmission system into the information age. Northwest utilities, appliance manufacturers and technology companies are also supporting this effort to demonstrate the devices and assess the resulting consumer response. A combination of devices, software and advanced analytical tools will give homeowners more information about their energy use and cost, and we want to know if this will modify their behavior. Approximately 100 homes on the Olympic Peninsula in Washington State receive energy price information through a broadband Internet connection and have received automated demand-response thermostats and water heaters that can adjust energy use based on price. Fifty of those homes and an additional 50 homes in Yakima, Washington, and 50 homes in Gresham, Oregon, have computer chips helping control their dryers. These chips sense when the power transmission system is under stress and automatically turn off certain functions briefly until the grid can be stabilized by power operators.

    The Smart Grid opens the door to the development of many companion technologies which will in turn enable the development of a variety of devices for household electricity-consuming appliances that can communicate with it; especially, many major appliance manufacturers (such as Whirlpool and General Electric) have made public commitments to design their appliances to be Smart Grid-compatible over the next several years. Yet during that same time period, customers will purchase many millions of long-lasting appliances which are not compatible with the Smart Grid. This research project's purpose is to bring significant Smart Grid compatibility to previously-installed appliances that were not specifically designed for any Smart Grid communications, in a way that is both economical and attractive for users who want to share in the energy cost savings and reduction of peak power demand opportunities provided by the evolving Smart Grid infrastructure. The focus of this effort is to identify and research smart control solutions which take advantage of the effective strategies of demand-response (DR) communications from utilities [including time-of-day (TOD) and peak-demand pricing options] and function apart from any need for operational changes to be designed into the non-smart appliances. Our Phase I concepts promote technological advancements for enabling devices that shift the available-use time of millions of different appliances which otherwise have no Smart Grid capability. We researched low-cost microcontroller-based ways of creating devices with the ability to: (1) maintain an accurate time and day (with no need for battery backup throughout a power outage); (2) perform two-way wired and wireless communications directly with the utility company's demand management signals, to identify both low-cost time periods as well as critical-reduction periods when the cost of energy use would otherwise be much higher; (3) measure the power usage of the connected non-smart appliance; and (4) remove power for a period of time from the appliance (such as a dehumidifier, portable heater, or pool pump) in response to both time-pricing schedule and critical peak-load information from the utility, or inform the user of a batch-type appliance (such as a clothes dryer or dishwasher) regarding the current cost associated with using the appliance. The new products that could be developed as a result of this research into new consumer-centric features and characteristics includes smart wall outlets, smart outlet power-monitoring adapters, smart load switches and smart remote electric rate indicators associated with the non-smart appliances. Our Phase I goal of determining the feasibility of the above technologies was successful. The objectives were also met of developing concepts for a family of microprocessor-based control/indicator devices that can provide the above capabilities while connected in series between an appliance and its electrical power source and/or while indicating cost-of-use status to the appliance user.

    An alkaline detergent solution used in an industrial dishwasher was evaluated to remove aqueous rinsable flux residues on printed wiring boards (PWBs) after hot air solder leveling and hot oil solder dip and leveling. The dishwasher, a batch cleaning process, was compared to an existing conveyorized aqueous cleaning process. The aqueous soluble flux residues from both soldering processes were removed with a solution of a mild alkaline detergent dissolved in hot deionized (DI) water.

  15. Use of Residential Smart Appliances for Peak-Load Shifting and Spinning Reserves Cost/Benefit Analysis

    In this report, we present the results of an analytical cost/benefit study of residential smart appliances from a utility/grid perspective in support of a joint stakeholder petition to the ENERGY STAR program within the Environmental Protection Agency (EPA) and Department of Energy (DOE). The goal of the petition is in part to provide appliance manufacturers incentives to hasten the production of smart appliances. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the societal challenges, such as anthropogenic global warming, associated with increased electricity demand, and facilitate increased penetration of renewable sources of power. The appliances we consider include refrigerator/freezers, clothes washers, clothes dryers, room air-conditioners, and dishwashers. The petition requests the recognition that providing an appliance with smart grid capability, i.e., products that meet the definition of a smart appliance, is at least equivalent to a corresponding five percent in operational machine efficiencies. It is then expected that given sufficient incentives and value propositions, and suitable automation capabilities built into smart appliances, residential consumers will be adopting these smart appliances and will be willing participants in addressing the aforementioned societal challenges by more effectively managing their home electricity consumption. The analytical model we utilize in our cost/benefit analysis consists of a set of user-definable assumptions such as the definition of on-peak (hours of day, days of week, months of year), the expected percentage of normal consumer electricity consumption (also referred to as appliance loads) that can shifted from peak hours to off-peak hours, the average power rating of each appliance, etc. Based on these assumptions, we then formulate what the wholesale grid operating-cost savings, or benefits, would be if the smart capabilities of appliances were invoked, and some percentage of appliance loads were shifted away from peak hours to run during off-peak hours, and appliance loads served power-system balancing needs such as spinning reserves that would otherwise have to be provided by generators. The rationale is that appliance loads can be curtailed for about ten minutes or less in response to a grid contingency without any diminution in the quality of service to the consumer. We then estimate the wholesale grid operating-cost savings based on historical wholesale-market clearing prices (location marginal and spinning reserve) from major wholesale power markets in the United States. The savings derived from the smart grid capabilities of an appliance are then compared to the savings derived from a five percent increase in traditional operational machine efficiencies, referred to as cost in this report, to determine whether the savings in grid operating costs (benefits) are at least as high as or higher than the operational machine efficiency credit (cost).

    A control method for operating an indirect evaporative cooler to control temperature and humidity. The method includes operating an airflow control device to provide supply air at a flow rate to a liquid desiccant dehumidifier. The supply air flows through the dehumidifier and an indirect evaporative cooler prior to exiting an outlet into a space. The method includes operating a pump to provide liquid desiccant to the liquid desiccant dehumidifier and sensing a temperature of an airstream at the outlet of the indirect evaporative cooler. The method includes comparing the temperature of the airstream at the outlet to a setpoint temperature at the outlet and controlling the pump to set the flow rate of the liquid desiccant. The method includes sensing space temperature, comparing the space temperature with a setpoint temperature, and controlling the airflow control device to set the flow rate of the supply air based on the comparison.

    The present invention provides an apparatus for dehumidifying air supplied to an enclosed space by an air conditioning unit. The apparatus includes a partition separating the interior of the housing into a supply portion and a regeneration portion. The supply portion has an inlet for receiving supply air from the air conditioning unit and an outlet for supplying air to the enclosed space. A regeneration fan creates the regeneration air stream. The apparatus includes an active desiccant wheel positioned such that a portion of the wheel extends into the supply portion and a portion of the wheel extends into the regeneration portion, so that the wheel can rotate through the supply air stream and the regeneration air stream to dehumidify the supply air stream. A heater warms the regeneration air stream as necessary to regenerate the desiccant wheel. The invention also comprises a hybrid system that combines air conditioning and dehumidifying components into a single integrated unit.
