Environmental Assessment Expanded Ponnequin Wind Energy Project Weld County, Colorado

The U.S.Department of Energy (DOE) has considered a proposal from the State of Colorado, Office of Energy Conservation (OEC), for funding construction of the Expanded Ponnequin Wind Project in Weld County, Colorado. OEC plans to enter into a contracting arrangement with Public Service Company of Colorado (PSCO) for the completion of these activities. PSCo, along with its subcontractors and business partners, are jointly developing the Expanded Ponnequin Wind Project. DOE completed an environmental assessment of the original proposed project in August 1997. Since then, the geographic scope and the design of the project changed, necessitating additional review of the project under the National Environmental Policy Act. The project now calls for the possible construction of up to 48 wind turbines on State and private lands. PSCo and its partners have initiated construction of the project on private land in Weld County, Colorado. A substation, access road and some wind turbines have been installed. However, to date, DOE has not provided any funding for these activities. DOE, through its Commercialization Ventures Program, has solicited applications for financial assistance from state energy offices, in a teaming arrangement with private-sector organizations, for projects that will accelerate the commercialization of emerging renewable energy technologies. The Commercialization Ventures Program was established by the Renewable Energy and Energy Efficiency Technology Competitiveness Act of 1989 (P.L. 101-218) as amended by the Energy Policy Act of 1992 (P.L. 102-486). The Program seeks to assist entry into the marketplace of newly emerging renewable energy technologies, or of innovative applications of existing technologies. In short, an emerging renewable energy technology is one which has already proven viable but which has had little or no operational experience. The Program is managed by the Department of Energy, Office of Energy Efficiency and Renewable Energy. The Federal action triggering the preparation of this EA is the need for DOE to decide whether to release the requested funding to support the construction of the Expanded Ponnequin Wind Project. The purpose of this Final Environmental Assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with the Expanded Ponnequin Wind Energy Project. This EA, and public comments received on it, were used in DOE's deliberations on whether to release funding for the expanded project under the Commercialization Ventures Program.

The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts. In addition, the DOE grant allowed LCCC to procure specialized LABVOLT electronic equipment that directly supports is wind energy technology curriculum.

This report presents a literature review on avian-wind turbine interactions and the results of a one-year avian baseline study conducted in 1998 at the proposed Conservation and Renewable Energy System (CARES) wind development site in Klickitat County, Washington. Avian use of the site ranged from 1.11/survey in the winter to 5.69/survey in the spring. Average use by passerines in the study plots ranged from 1.15 minutes/survey in the winter to 40.98 minutes/survey in the spring. Raptors spent much less time within plots than other groups, ranging from 0.05 minutes/survey in the winter to 0.77 minutes/survey during the fall. Thirteen percent of all flying birds were within the rotor-swept height (25 to 75 m); 41.6% of all raptors were flying at this height. Raptors with the greatest potential turbine exposure are red-tailed hawks and golden eagles. Passerines with the highest turbine exposure are common ravens, American robins, and horned larks. Spatial use data for the site indicate that avian use tends to be concentrated near the rim, indicating that placing turbines away from the rim may reduce risk. Avian use data at the CARES site indicate that if a wind plant is constructed in the future, avian mortality would likely be relatively low.

To gain an understanding of the long-term county-level impacts from a large sample of wind power projects and to understand the potential significance of methodological criticisms, the U.S. Department of Agriculture, the Lawrence Berkeley National Laboratory, and NREL recently joined efforts to complete a first-of-its-kind study that quantifies the annual impact on county-level personal income resulting from wind power installations in nearly 130 counties across 12 states. The results of this study, as well as a comparison with the prior county-level estimates generated from input-output models, are summarized here.

Greater Sage-Grouse Habitat Use and Population Demographics at the Simpson Ridge Wind Resource Area, Carbon County, Wyoming

This study was conducted to obtain baseline data on use of the proposed Simpson Ridge Wind Resource Area (SRWRA) in Carbon County, Wyoming by greater sage-grouse. The first two study years were designed to determine pre-construction seasonally selected habitats and population-level vital rates (productivity and survival). The presence of an existing wind energy facility in the project area, the PacifiCorp Seven Mile Hill (SMH) project, allowed us to obtain some information on initial sage-grouse response to wind turbines the first two years following construction. To our knowledge these are the first quantitative data on sage-grouse response to an existing wind energy development. This report presents results of the first two study years (April 1, 2009 through March 30, 2011). This study was selected for continued funding by the National Wind Coordinating Collaborative Sage-Grouse Collaborative (NWCC-SGC) and has been ongoing since March 30, 2011. Future reports summarizing results of this research will be distributed through the NWCC-SGC. To investigate population trends through time, we determined the distribution and numbers of males using leks throughout the study area, which included a 4-mile radius buffer around the SRWRA. Over the 2-year study, 116 female greater sage-grouse were captured by spotlighting and use of hoop nets on roosts surrounding leks during the breeding period. Radio marked birds were located anywhere from twice a week to once a month, depending on season. All radio-locations were classified to season. We developed predictor variables used to predict success of fitness parameters and relative probability of habitat selection within the SRWRA and SMH study areas. Anthropogenic features included paved highways, overhead transmission lines, wind turbines and turbine access roads. Environmental variables included vegetation and topography features. Home ranges were estimated using a kernel density estimator. We developed resource selection functions (RSF) to estimate probability of selection within the SRWRA and SMH. Fourteen active greater sage-grouse leks were documented during lek surveys Mean lek size decreased from 37 in 2008 to 22 in 2010. Four leks located 0.61, 1.3, 1.4 and 2.5 km from the nearest wind turbine remained active throughout the study, but the total number of males counted on these four leks decreased from 162 the first year prior to construction (2008), to 97 in 2010. Similar lek declines were noted in regional leks not associated with wind energy development throughout Carbon County. We obtained 2,659 sage-grouse locations from radio-equipped females, which were used to map use of each project area by season. The sage-grouse populations within both study areas are relatively non-migratory, as radio-marked sage-grouse used similar areas during all annual life cycles. Potential impacts to sage-grouse from wind energy infrastructure are not well understood. The data rom this study provide insight into the early interactions of wind energy infrastructure and sage-grouse. Nest success and brood-rearing success were not statistically different between areas with and without wind energy development in the short-term. Nest success also was not influenced by anthropogenic features such as turbines in the short-term. Additionally, female survival was similar among both study areas, suggesting wind energy infrastructure was not impacting female survival in the short-term; however, further analysis is needed to identify habitats with different levels of risk to better understand the impact of wind enregy development on survival. Nest and brood-rearing habitat selection were not influenced by turbines in the short-term; however, summer habitat selection occurred within habitats closer to wind turbines. Major roads were avoided in both study areas and during most of the seasons. The impact of transmission lines varied among study areas, suggesting other landscape features may be influencing selection. The Abstract Prolog Machine proposed by David Warren in 1983 has attracted a great deal of interest. The authors have implemented a loader and an interpreter for the Warren Machine in C, and an assembler in Prolog for the Warren Machine instruction set. The work was done on a VAX 11/780. This document summarizes attainable LIP rates for the VAX, demonstrates that a portable implementation of Prolog on a VAX is capable of reaching 80 to 110 instructions per logical inference, and offers some quantitative basis for evaluating the relative merits of interpreting abstract machine code in C versus compiling directly to C.

The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

The proposed Penelec project is one of 5 projects for potential funding under the fifth solicitation under the Clean Coal Technology program. In Penelec, two existing boilers would be replaced at Warren Station, PA; the new unit would produce 73 MW(e) in a combined cycle mode (using both gas-fired and steam turbines). The project would fill the need for a full utility-size demonstration of externally fire combined cycle (EFCC) technology as the next step toward commercialization. This environmental assessment was prepared for compliance with NEPA; its purpose is to provide sufficient basis for determining whether to prepare an environmental impact statement or to issue a finding of no significant impact. It is divided into the sections: purpose and need for proposed action; alternatives; brief description of affected environment; environmental consequences, including discussion of commercial operation beyond the demonstration period.

In response to a request from workers at the Freshlabs vitamin manufacturing facility located in Warren, Michigan, a study was made of dust exposures, with specific attention to asbestos in ceiling insulation. Over half of all workers (about 70) reported watery itchy eyes, sneezing, or runny stuff noses. Symptoms of skin rashes, cough, chest tightness, and shortness of breath were also reported throughout the facility. Dust concentrations were highest in the composition area, where all workers experienced irritation of eyes, nose, and throat, and a few developed occupational asthma confirmed by company physicians. Workers were exposed to several vitamin products which were irritating to eyes and nasal and respiratory mucosa because of acidity. Some workers became hypersensitive to dusts due to protein and polysaccharide contents. Most samples showed total and respirable dust measurements well below Occupational Safety and Health Administration permissible exposure limits for nuisance dusts. However, these are not common nuisance dust components. The authors suggest that the limits provide little protection for average workers exposed to such dusts. Asbestos sampling revealed potential hazard from falling insulation. Recommendations pertaining to local exhaust hoods, amended work practices, use of personal dust respirators, avoidance of skin contact, and proper ceiling insulation are offered.

Full text of publication follows: Since 1988, Clark County has been one of the counties designated by the United States Department of Energy (DOE) as an 'Affected Unit of Local Government' (AULG). The AULG designation is an acknowledgement by the federal government that could be negatively impacted to a considerable degree by activities associated with the Yucca Mountain High Level Nuclear Waste Repository. These negative effects would have an impact on residents as individuals and the community as a whole. As an AULG, Clark County is authorized to identify 'any potential economic, social, public health and safety, and environmental impacts' of the potential repository (42 USC Section 10135(C)(1)(B)(1)). Toward this end, Clark County has conducted numerous studies of potential impacts, many of which are summarized in the Clark County's Impact Assessment Report that was submitted by the DOE and the president of the United States in February 2002. Given the unprecedented magnitude and duration of the DoE's proposal, as well as the many unanswered questions about the number of shipments and the modal mix, the estimate of impacts described in these studies are preliminary. In order to refine these estimates, Clark County Comprehensive Planning Department's Nuclear Waste Division is continuing to assess potential impacts. In addition, the County has implemented a Monitoring Program designed to capture changes to the social, environmental, and economic well-being of its residents resulting from the Yucca Mountain project and other significant events within the County. The Monitoring Program acts as an 'early warning system' that allows Clark County decision makers to proactive respond to impacts from the Yucca Mountain Project. (authors)

At the request of the Office of Independent Technical Review for the U.S. Department of Energy (DOE), Uranium Mill Tailings Remedial Action (UMTRA) Project, an independent technical review (peer review) was conducted during the period of September 15-17, 1992. The review was conducted by C. Warren Ankerberg (Geraghty & Miller, Inc., Tampa, Florida) and Don Messinger (Roy F. Weston, Inc., West Chester, Pennsylvania). The peer review included a review of written documentation [water sampling standard operating procedures (SOP)], an inspection of technical reports and other deliverables, a review of staff qualifications and training, and a field visit to evaluate the compliance of field procedures with SOPs. The approach of the peer reviewers was to verify that the program meets the following criteria: Reported results are traceable to and consistent with recorded data. The basic assumptions and acceptance criteria are valid. Data are traceable to their origin and to reported analytical results. The procedures employed are consistent both internally and externally with written SOPs and regulatory guidelines. Inferences and conclusions are soundly based. The procedures and/or reports generated present work that satisfies the local, state and/or Federal regulatory requirements as applicable. The approach is consistent with industry standards and/or state-of-the-art technology, as practical. The data generated by activities are legally defensible and technically sound. UMTRA staff are adequately trained and qualified for the work. This document is a response to the observations, comments, and recommendations submitted by C. Warren Ankerberg following his review. The format of this document is to present the findings and recommendations verbatim from Mr. Ankerberg`s report, followed by responses from the UMTRA Project staff. Included in the responses from the UMTRA Project staff are recommended changes in SOPs and strategies for implementing the changes.

Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to √?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?grow√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬Ě this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

Overview of Existing Wind Energy Ordinances

Due to increased energy demand in the United States, rural communities with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to ensure that ordinances will be established to aid the development of safe facilities that will be embraced by the community. The purpose of this report is to educate and engage state and local governments, as well as policymakers, about existing large wind energy ordinances. These groups will have a collection of examples to utilize when they attempt to draft a new large wind energy ordinance in a town or county without existing ordinances.

The Bonneville Power Administration (BPA) has decided to implement the Proposed Action identified in the Klondike III/Biglow Canyon Wind Integration Project Final Environmental Impact Statement (FEIS) (DOE/EIS-0374, September 2006). Under the Proposed Action, BPA will offer PPM Energy, Inc. (PPM) contract terms for interconnection of the proposed Klondike III Wind Project, located in Sherman County, Oregon, with the Federal Columbia River Transmission System (FCRTS). BPA will also offer Portland General Electric (PGE)1 contract terms for interconnection of its proposed Biglow Canyon Wind Farm, also located in Sherman County, Oregon, with the FCRTS, as proposed in the FEIS. To interconnect these wind projects, BPA will build and operate a 12-mile long, 230-kilovolt (kV) double-circuit transmission line between the wind projects and BPA's new 230-kV John Day Substation in Sherman County, Oregon. BPA will also expand its existing 500-kV John Day Substation.

A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable ďplumbing systemĒ that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature. Wind farm electrical system

An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

Record of Decision for the Electrical Interconnection of the Windy Point Wind Energy Project.

The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Windy Point Partners, LLC (WPP) propose to construct and operate the proposed Wind Project and has requested interconnection to the FCRTS. The Wind Project will be interconnected at BPA's Rock Creek Substation, which is under construction in Klickitat County, Washington. The Rock Creek Substation will provide transmission access for the Wind Project to BPA's Wautoma-John Day No.1 500-kilovolt (kV) transmission line. BPA's decision to offer terms to interconnect the Wind Project is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 15, 1995). This decision thus is tiered to the BP ROD.

The wind energy conversion system includes a wind machine having a propeller connected to a generator of electric power, the propeller rotating the generator in response to force of an incident wind. The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load. Wind speed is sensed electro-optically to provide data of wind speed upwind of the propeller, to thereby permit tip speed ratio circuitry to operate the power control circuitry and thereby optimize the tip speed ratio by varying the loading of the propeller. Accordingly, the efficiency of the wind energy conversion system is maximized.

This patent describes a wind energy conversion system comprising: a propeller rotatable by force of wind; a generator of electricity mechanically coupled to the propeller for converting power of the wind to electric power for use by an electric load; means coupled between the generator and the electric load for varying the electric power drawn by the electric load to alter the electric loading of the generator; means for electro-optically sensing the speed of the wind at a location upwind from the propeller; and means coupled between the sensing means and the power varying means for operating the power varying means to adjust the electric load of the generator in accordance with a sensed value of wind speed to thereby obtain a desired ratio of wind speed to the speed of a tip of a blade of the propeller.

A vertical axis wind turbine is described. The wind turbine can include a top ring, a middle ring and a lower ring, wherein a plurality of vertical airfoils are disposed between the rings. For example, three vertical airfoils can be attached between the upper ring and the middle ring. In addition, three more vertical airfoils can be attached between the lower ring and the middle ring. When wind contacts the vertically arranged airfoils the rings begin to spin. By connecting the rings to a center pole which spins an alternator, electricity can be generated from wind.

Wind energy is currently the fastest-growing renewable source of energy in India; India is a key market for the wind industry, presenting substantial opportunities for both the international and domestic players. In India the research is carried out on wind energy utilization on big ways.There are still many unsolved challenges in expanding wind power, and there are numerous problems of interest to systems and control researchers. In this paper we study the pitch control mechanism of wind turbine. The pitch control system is one of the most widely used control techniques to regulate the output power of a wind turbine generator. The pitch angle is controlled to keep the generator power at rated power by reducing the angle of the blades. By regulating, the angle of stalling, fast torque changes from the wind will be reutilized. It also describes the design of the pitch controller and discusses the response of the pitch-controlled system to wind velocity variations. The pitch control system is found to have a large output power variation and a large settling time.

Environmental assessment: Deaf Smith County site, Texas

In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

The Costilla County Biodiesel Pilot Project has demonstrated the compatibility of biodiesel technology and economics on a local scale. The project has been committed to making homegrown biodiesel a viable form of community economic development. The project has benefited by reducing risks by building the facility gradually and avoiding large initial outlays of money for facilities and technologies. A primary advantage of this type of community-scale biodiesel production is that it allows for a relatively independent, local solution to fuel production. Successfully using locally sourced feedstocks and putting the fuel into local use emphasizes the feasibility of different business models under the biodiesel tent and that there is more than just a one size fits all template for successful biodiesel production.

Broad Funding Opportunity Announcement Project: Makani Power is developing an Airborne Wind Turbine (AWT) that eliminates 90% of the mass of a conventional wind turbine and accesses a stronger, more consistent wind at altitudes of near 1,000 feet. At these altitudes, 85% of the country can offer viable wind resources compared to only 15% accessible with current technology. Additionally, the Makani Power wing can be economically deployed in deep offshore waters, opening up a resource which is 4 times greater than the entire U.S. electrical generation capacity. Makani Power has demonstrated the core technology, including autonomous launch, land, and power generation with an 8 meter wingspan, 20 kW prototype. At commercial scale, Makani Power aims to develop a 600 kW, 28 meter wingspan product capable of delivering energy at an unsubsidized cost competitive with coal, the current benchmark for low-cost power.

Tornado type wind turbines

A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.
