    Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

    In 2005 the Confederated Tribes of Warm Springs Tribal Council authorized an evaluation of the geothermal development potential on the Confederated Tribes of Warm Springs Reservation of Oregon. Warm Springs Power & Water Enterprises obtained a grant from the U.S. Department of Energy to conduct a geological assessment and development estimate. Warm Springs Power & Water Enterprises utilized a team of expert consultants to conduct the study and develop a strategic plan. The resource assessment work was completed in 2006 by GeothermEx Inc., a consulting company specializing in geothermal resource assessments worldwide. The GeothermEx report indicates there is a 90% probability that a commercial geothermal resource exists on tribal lands in the Mt. Jefferson area. The geothermal resource assessment and other cost, risk and constraints information has been incorporated into the strategic plan.

    In 1977 a program was initiated to delineate the geological features controlling the occurrence of geothermal resources in Colorado. This program consisted of literature search, reconnaissance geologic and hydrogeologic mapping and geophysical and geochemical surveys. During 1980 and 1981 geothermal resource assessment efforts were conducted in the Cement Creek Valley south of Crested Butte. In this valley are two warm springs, Cement Creek and Ranger, about 4 mi (6.4 km) apart. The temperature of both springs is 77 to 79/sup 0/F (25 to 26/sup 0/C) and the discharge ranges from 60 to 195 gallons per minute. Due to access problems no work was conducted in the Cement Creek Warm Springs area. At Ranger Warm Springs electrical resistivity and soil mercury surveys were conducted. The warm springs are located in the Elk Mountains of west central Colorado. The bedrock of the area consists of sedimentary rocks ranging in age from Precambrian to Recent. Several faults with displacements of up to 3000 ft (194 m) are found in the area. One of these faults passes close to the Ranger Warm Springs. The electrical resistivity survey indicated that the waters of Ranger Warm Springs are moving up along a buried fault which parallels Cement Creek.

This feasibility study will analyze cost, risk, contract, and schedule factors to provide a comprehensive evaluation of the viability of a 30-50 MW commercial power plant on the eastern slope of the Mt.     A source of instability in the western Pacific warm pool is shown to be due to sea surface elevation variations caused by changes in the zonal sea-surface temperature (SST) gradient and the changes in the Pacific Ocean basin length in relation to the warm pool latitudinal location. The variation of the sea-surface elevation is measured by using the thermocline depth response calculated from a two-layer ocean. The warm pool is shown to be barely at equilibrium during the boreal late winter and early spring by comparing the measured thermocline at 110{degree}W, 0{degree}E with the calculated thermocline depth. Based on this analysis, a failure or reversal of the climatological zonal winds are apparently not a necessary precursor for the instability of the warm pool and initiation of a warm event. A warm event can be initiated by an increase in the size of the warm pool and/or an increase in zonal SST differences during the boreal/winter spring. This mechanism could be an alternate mechanism for El-Nino Southern Oscillation (ENSO) dynamics to that postulated by Bjeknes (1969).

    This report summarizes the project implementation and monitoring of all habitat activities in the Hood River basin that occurred over the October 1, 2002 to September 30, 2003 period (FY 03). Some of the objectives in the corresponding statement of work for this contract were not completed within FY 03. A description of the progress during FY 03 and reasoning for deviation from the original tasks and timeline are provided. OBJECTIVE 1 - Provide coordination of all activities, administrative oversight and assist in project implementation and monitoring activities. Administrative oversight and coordination of the habitat statement of work, budget, subcontracts, personnel, implementation, and monitoring was provided. OBJECTIVE 2 - Continue to coordinate, implement, and revise, as needed, the Hood River Fish Habitat Protection, Restoration, and Monitoring Plan. The Hood River Fish Habitat Protection, Restoration, and Monitoring Plan was completed in 2000 (Coccoli et al., 2000). This document was utilized for many purposes including: drafting the Watershed Action Plan (Coccoli, 2002), ranking projects for funding, and prioritizing projects to target in the future. This document has been reviewed by many, including stakeholders, agencies, and interested parties. The Hood River Watershed Group Coordinator and author of the Hood River Fish Habitat Protection, Restoration, and Monitoring Plan, Holly Coccoli, has updated and revised the plan. Changes will be reflected in the Hood River Subbasin Plan, and after submission of the Subbasin Plan, a formally revised version of the Monitoring Plan will be put out for review. This will more specifically address changes in the Hood River subbasin since 2000, and reflect changes to fish habitat and needs in the Hood River subbasin regarding monitoring. OBJECTIVE 3 - Evaluate and monitor the habitat, accessibility, and presence of winter steelhead, coho salmon, and resident trout upstream of the Middle Fork Irrigation District water sources on Evans Creek. Through this project, BPA funded the Middle Fork Irrigation District (MFID) a total of $194,000 in FY 03 for the Glacier Ditch- Evans Creek project. BPA funds accounted for approximately 30% of the project while the remaining 70% was cost-shared by the MFID, the US Forest Service, and the Oregon Watershed Enhancement Board. The MFID operated irrigation diversions on Evans Creek (Hutson pond RM 4.0 and the Evans Creek diversion RM 5.5), a tributary to the East Fork Hood River. Both diversions had inadequate upstream fish passage, and utilized Evans Creek to transport Eliot Branch water to distribute irrigation water lower in the basin. This project consisted of: piping a portion of the Glacier ditch to create a pressurized irrigation pipeline system, piping the Hutson extension, removing the culvert on Evans Creek near the Glacier ditch, removing the culvert above the Hutson pond, revegetating the disturbed areas, and providing adequate and approved fish passage on Evans Creek. Prior to any work, Brian Connors with MFID completed a NEPA checklist. Some of the key regulatory points of this project included wetland delineations, a cultural resources survey, and consultations with NOAA Fisheries, U.S. Fish and Wildlife, Oregon Department of Fish and Wildlife (ODFW), and the U.S. Army Corps of Engineers. This project will eliminate the overflow of silty water into Evans Creek and West Fork Evans Creek. Upon completion of this project, access to 2.5 miles of winter steelhead, coho salmon, and resident trout habitat will be restored. Elimination of the interbasin transfer of water will discontinue the conveyance of silty Eliot Branch water into clear East Fork tributaries. Additionally, less water taken from Coe Branch, Eliot Branch, and Laurance Lake which will benefit listed steelhead and bull trout. The Glacier Ditch provided irrigation water from the Eliot Branch to upper valley orchards and agriculture for more than 100 years. The Glacier Ditch served approximately 1,438 acres with 18 cfs of water. The Glacier Ditch portion of this project consisted of 12,000 feet of 24-inch HDPE pipe, and was installed in February and March of 2003. Most of this pipeline was installed in or along the Glacier Ditch. The pipe crossed Evans Creek near the concrete diversion. A wooddecked steel bridge will be built during the summer of 2004, to replace the culvert crossing. The bridge will enable Evans Creek to be restored to a natural flow pattern. The pond will be left to equalize with the hydrology of the area. The Hutson Extension phase of this project consisted of 4,330 feet of 48-inch HDPE pipe. This part of the project eliminated the need for the existing diversion and fish ladder at Hutson Pond. This pipe was installed during April 2003 and lies beneath the Evans Creek and West Fork Evans Creek stream channels (Figure 1). One culvert was removed at the Hutson Pond on Evans Creek (RM 3.3).

    The Silver Bow Creek site is a mining and processing area in the Upper Clark Fork River Basin, Deer Lodge County, Southwestern Montana. The Record of Decision (ROD) documents the selected interim remedial action for one of eleven operable units for the site, the Warm Springs Ponds operable unit, which covers approximately 2,500 acres just above the beginning of the Clark Fork River. Contamination at the site is the result of over 100 years of mining and process operations in the area. Mining, milling, and smelting waste were dumped directly into Silver Bow Creek and transported downstream to the Clark Fork River with final deposition downstream as far as 130 miles. Principal threats from the site include the possibility of pond berm failure due to flood and earthquake damage that could release millions of cubic yards of tailings and sediment to the river. Furthermore, the creeks are contaminated with dissolved metals, and exposed soil and tailings are contaminated with elevated levels of several metals. The primary contaminants of concern affecting the soil, sediment, ground water, and surface water are metals including arsenic, cadmium, copper, lead, and zinc.

    Habitat enhancement, protection and monitoring were the focus of the Resident Fisheries Program during 2008. Enhancement and protection included sloping, fencing and planting wetlands plugs at sites on Spring Creek (Head-waters). Many previously constructed instream structures (rock barbs and wing dams) were repaired throughout the Fort Hall Indian Reservation (Reservation). Physical sampling during 2008 included sediment and depth measurements (SADMS) in Spring Creek at the Car Removal site. SADMS, used to track changes in channel morphology and specifically track movements of silt through Bottoms stream systems were completed for 5 strata on Spring Creek. Water temperature and chemistry were monitored monthly on Spring Creek, Clear Creek, Diggie Creek, and Portneuf (Jimmy Drinks) and Blackfoot rivers. Fish population densities and biomass were sampled in five reservation streams which included nine sites. Sampling protocols were identical to methods used in past years. Numbers of fish in Spring Creek series remained relatively low, however, there was an increase of biomass overall since 1993. Salmonid fry densities were monitored near Broncho Bridge and were similar to 2006, and 2007, however, as in years past, high densities of macrophytes make it very difficult to see fry in addition to lack of field technicians. Mean catch rate by anglers on Bottoms streams stayed the same as 2007 at 1.5/hr. Numbers of fish larger than 18-inches caught by anglers increased from 2007 at .20 to .26/hr.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    Using a variety of public sources, a computer model of hydrofluorocarbon (HFC) refrigerant emissions in the UK has been developed. This model has been used to estimate and project emissions in 2010 under three types of scenarios: (1) business as usual; (2) voluntary agreements to reduce refrigerant leakage; and (3) comprehensive regulations to reduce refrigerant leakage. This resulting forecast is that UK emissions of HFC refrigerants in 2010 will account for 2% to 4% of the UK`s 1990 baseline global warming contribution.

    Establishment of warm-season native grasses and forbs (WSNGs) has been viewed by landowners, agronomists, natural resource managers and reclamation specialists as being too expensive and difficult, especially for reclamation, which requires early stand closure and erosion control. Natural resource managers have learned a great deal about establishing WSNGs since the implementation of the 1985 Farm Bill`s Conservation Reserve Program (CRP). Reclamation specialists must begin to use this information to improve reclamation success. Quality control of seed equipment and planting methods has been proven to be the crucial first step in successful establishment. Seedling germination, growth and development of WSNGs are different from that of introduced cool-season grasses and legumes. Specialized seed drills and spring planting periods are essential. Because shoot growth lags far behind root growth the first two seasons, WSNGs often are rejected for reclamation use. Usually, the rejection is based on preconceived notions that bare ground will erode and on reclamation specialists` desire for a closed, uniform, grassy lawn. WSNG`s extensive root systems inhibit rill and gully erosion by the fall of the first season. Planting a weakly competitive, short-lived nurse crop such as perennial ryegrass (Lolium perenne) at low rates with the WSNG mixture can reduce first-season sheet and rill erosion problems and give an appearance of a closed stand. Benefits of WSNGs in soil building and their acid-tolerance make them ideal species for reclamation of drastically disturbed lands. WSNGs and forbs enhance wildlife habitat and promote natural succession and the invasion of the reclamation site by other native species, particularly hardwood trees, increasing diversity and integrating the site into the local ecosystem. This is perhaps their most important attribute. Most alien grasses and legumes inhibit natural succession, slowing the development of a stable mine soil ecosystem. This

    Some workers have claimed that the observed temporal correlations of (low level) terrestrial cloud cover with the cosmic ray intensity changes, due to solar modulation, are causal. The possibility arises, therefore, of a connection between cosmic rays and Global Warming. If true, the implications would be very great. We have examined this claim in some detail. So far, we have not found any evidence in support and so our conclusions are to doubt it. From the absence of corroborative evidence we estimate that less than 15% at the 95% confidence level, of the 11-year cycle warming variations are due to cosmic rays and less than 2% of the warming over the last 43 years is due to this cause. The origin of the correlation itself is probably the cycle of solar irradiance although there is, as yet, no certainty.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Strategic Petroleum Reserve program was set into motion by the 1975 Energy Policy and Conservation Act (EPCA). By 1990, 590 million barrels of oil had been placed in storage. Salt domes along the Gulf Coast offered ideal storage. Both sweet'' and sour'' crude oil have been acquired using various purchase options. Drawdown, sale, and distribution of the oil would proceed according to guidelines set by EPCA in the event of a severe energy supply disruption. (SM)

    The springs of 1996 and 1997 provide an excellent example of contrasting gasoline market dynamics. In spring 1996, tightening crude oil markets pushed up gasoline prices sharply, adding to the normal seasonal gasoline price increases; however, in spring 1997, crude oil markets loosened and crude oil prices fell, bringing gasoline prices down. This pattern was followed throughout the country except in California. As a result of its unique reformulated gasoline, California prices began to vary significantly from the rest of the country in 1996 and continued to exhibit distinct variations in 1997. In addition to the price contrasts between 1996 and 1997, changes occurred in the way in which gasoline markets were supplied. Low stocks, high refinery utilizations, and high imports persisted through 1996 into summer 1997, but these factors seem to have had little impact on gasoline price spreads relative to average spread.

    The 2007 Intergovernmental Panel for Climate Change indicates there is strong evidence that the atmospheric concentration of carbon dioxide far exceeds the natural range over the last 650,000 years, and this recent warming of the climate system is unequivocal, resulting in more frequent extreme precipitation events, earlier snowmelt runoff, increased winter flood likelihoods, increased and widespread melting of snow and ice, longer and more widespread droughts, and rising sea level. The effects of recent warming has been well documented and climate model projections indicate a range of hydrological impacts with likely to very likely probabilities (67 to 99 percent) of occurring with significant to severe consequences in response to a warmer lower atmosphere with an accelerating hydrologic cycle.

    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    The anomalies of sea surface temperatures, which show a warming trend since the 1850s through the decade 1960/70 of {Delta}SST {approximately} 0.3 C, are complemented by changes of the ground surface temperature ({Delta}GST). The global surface temperature change, based on these data, allows an integrated assessment of the associated increase in black-body irradiance and a comparison with the enhanced greenhouse-gas back-scattering. Information on the GST history is obtained from unfolding analyses of underground temperature distributions measured in 90 boreholes in Alaskan permafrost and Canadian bedrock. These analyses show GST increases ({Delta}GST) since the 19th century through 1960/70 of 3 C on average, with standard deviations of +1.8 C and {minus}0.9 C on the high and low end respectively. The onset of the warming trend, which is uncertain in the GST data, is timed more accurately by detailed length records of large valley glaciers in the US and the Alps. Evaluation of the heat capacities and heat transfer indicates that the temperature response to an increase in radiative forcing must be much larger on land than on the sea. Conversely, the observed large ratio of {Delta}GST and {Delta}SST can only be explained by increased radiative forcing. From 1960/70 through the warmest decade on record, 1980/90, global {Delta}SST and {Delta}SAT have further increased to 0.6 C and 0.8 C respectively, But, the most recent GST data are not accurate enough to extend the comparison through 1990. Calculation of the increase of radiative forcing from back-scattering of greenhouse gases for 1850 to 1970 yields 1.3 W/cm{sup 2}. The increase in black-body irradiance from 3.6 C warming on land and 0.3 C on sea provides the required balance. The warming on land of 3.6 C is larger than the average value of 3.0 C, but well within the observed range.

    The permafrost carbon climate feedback is one of the major mechanisms in controlling the climate ecosystem interactions in northern high latitudes. Of this feedback, methane (CH4) emission from natural wetlands is critically important due to its high warming potential. The freeze thaw transition has been confirmed to play an important role in annual CH4 budget, yet the magnitude of this effect is uncertain. An intensive field campaign was carried out in the Sanjiang Plain, Northeast China to estimate the CH4 emission in the spring freeze thaw transition period. The observation concluded that a large CH4 source was caused by spring thaw; the maximum hourly emission rate was 48.6 g C m 2 h 1, more than three orders of the regularly observed CH4 emission rate in the growing season. In some sporadically observed 'hot spots', the spring thawing effect contributed to a large CH4 source of 31.3 10.1 g C m 2, which is approximately 80% of the previously calculated annual CH4 emission in the same study area. If our results are typical for natural wetlands in the Northern Hemisphere permafrost region, we estimate a global CH4 source strength of 0.5 1.0 Tg C (1 Tg =1012 g) caused by spring thaw in the Northern Hemisphere permafrost region in the year 2011. Combining with available satellite and flask data, a regional extrapolation reaches a temporal pattern of CH4 emission during 2003 2009 which is consistent with recently observed changes in atmospheric CH4 concentration in the high latitudes. This suggests that the CH4 emission upon spring thaw in the high latitudes might be enhanced by the projected climate warming. These findings indicate that the spring thawing effect is an important mechanism in the permafrost carbon climate feedback and needs to be incorporated in Earth system models.

Cooling loads are typically high and cooling equipment runs a lot to cool the air in older homes in warm-humid climates. The cooling process also removes indoor moisture, reducing indoor relative humidity. However, at current residential code levels, and especially for above-code programs, sensible cooling loads have been so dramatically reduced that the cooling system does not run a lot to cool the air, resulting in much less moisture being removed. In these new homes, cooling equipment is off for much longer periods of time especially during spring/fall seasons, summer shoulder months, rainy periods, some summer nights, and winter days. In warm-humid climates, those long-off periods allow indoor humidity to become elevated due to internally generated moisture and ventilation air change. Elevated indoor relative humidity impacts comfort, indoor air quality, and building material durability. Industry is responding with supplemental dehumidification options, but that effort is really in its infancy regarding year-round humidity control in low-energy homes. Available supplemental humidity control options are discussed. Some options are less expensive but may not control indoor humidity as well as more expensive and comprehensive options. The best performing option is one that avoids overcooling and adding unnecessary heat to the space by using waste heat from the cooling system to reheat the cooled and dehumidified air to room-neutral temperature.

    The Tevatron accelerator beam tube must pass through the End Calorimeter cryostats of the D-Zero Collider Detector. Furthermore, the End Calorimeter cryostats must be allowed to roll back forty inches without interruption of the vacuum system; hence, the Tev tube must slide through the End Calorimeter cryostat as it is rolled back. The Tev pass through the End Calorimeter can actually be thought of as a cluster of concentric tubes: Tev tube, warm (vacuum vessel) tube, IS layers of superinsulation, cold tube (argon vessel), and Inner Hadronic center support tube. M. Foley generated an ANSYS model to study the heat load. to the cryostat. during collider physics studies; that is, without operation of the heater. A sketch of the model is included in the appendix. The vacuum space and superinsulation was modeled as a thermal solid, with conductivity derived from tests performed at Fermilab. An additional estimate was done. by this author, using data supplied by NR-2. a superinsulation manufacturer. The ANSYS result and hand calculation are in close agreement. The ANSYS model was modified. by this author. to incorporate the effect of the heater. Whereas the earlier model studied steady state operation only. the revised model considers the heater-off steady state mode as the initial condition. then performs a transient analysis with a final load step for time tending towards infinity. Results show the thermal gradient as a function of time and applied voltage. It should be noted that M. Foley's model was generated for one half the warm tube. implying the tube to be symmetric. In reality. the downstream connection (relative to the collision point) attachment to the vacuum shell is via several convolutions of a 0.020-inch wall bellows; hence. a nearly adiabatic boundary condition. Accordingly. the results reported in the table reflect extrapolation of the curves to the downstream end of the tube. Using results from the ANSYS analysis, that is, tube temperature and

    The timing of phenological events exerts a strong control over ecosystem function and leads to multiple feedbacks to the climate system1. Phenology is inherently sensitive to temperature (though the exact sensitivity is disputed2) and recent warming is reported to have led to earlier spring, later autumn3,4 and increased vegetation activity5,6. Such greening could be expected to enhance ecosystem carbon uptake7,8, though reports also suggest decreased uptake for boreal forests4,9. Here we assess changes in phenology of temperate forests over the eastern US during the past two decades, and quantify the resulting changes in forest carbon storage. We combine long-term ground observations of phenology, satellite indices, and ecosystem-scale carbon dioxide flux measurements, along with 18 terrestrial biosphere models. We observe a strong trend of earlier spring and later autumn. In contrast to previous suggestions4,9 we show that carbon uptake through photosynthesis increased considerably more than carbon release through respiration for both an earlier spring and later autumn. The terrestrial biosphere models tested misrepresent the temperature sensitivity of phenology, and thus the effect on carbon uptake. Our analysis of the temperature-phenology-carbon coupling suggests a current and possible future enhancement of forest carbon uptake due to changes in phenology. This constitutes a negative feedback to climate change, and is serving to slow the rate of warming.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

    The Coal Reserves Data Base (CRDB) Program is a cooperative data base development program sponsored by the Energy Information Administration (EIA). The objective of the CRDB Program is to involve knowledgeable coal resource authorities from the major coal-bearing regions in EIA's effort to update the Nation's coal reserves data. This report describes one of two prototype studies to update State-level reserve estimates. The CRDB data are intended for use in coal supply analyses and to support analyses of policy and legislative issues. They will be available to both Government and non-Government analysts. The data also will be part of the information used to supply United States energy data for international data bases and for inquiries from private industry and the public. (VC)

    Land managers at the Department of Energy's Oak Ridge National Laboratory in East Tennessee are restoring native warm-season grasses and wildflowers to various sites across the Oak Ridge Reservation (ORR). Some of the numerous benefits to planting native grasses and forbs include improved habitat quality for wildlife, improved aesthetic values, lower long-term maintenance costs, and compliance with Executive Order 13112 (Clinton 1999). Challenges to restoring native plants on the ORR include the need to gain experience in establishing and maintaining these communities and the potentially greater up-front costs of getting native grasses established. The goals of the native grass program are generally outlined on a fiscal-year basis. An overview of some of the issues associated with the successful and cost-effective establishment and maintenance of native grass and wildflower stands on the ORR is presented in this report.

    This study was conducted to determine the estimated radiation doses that individuals in five nearby population groups and the general population in the surrounding area may have received as a consequence of activities at a uranium processing plant in Weldon Spring, Missouri. The study is retrospective and encompasses plant operations (1957-1966), cleanup (1967-1969), and maintenance (1969-1982). The dose estimates for members of the nearby population groups are as follows. Of the three periods considered, the largest doses to the general population in the surrounding area would have occurred during the plant operations period (1957-1966). Dose estimates for the cleanup (1967-1969) and maintenance (1969-1982) periods are negligible in comparison. Based on the monitoring data, if there was a person residing continually in a dwelling 1.2 km (0.75 mi) north of the plant, this person is estimated to have received an average of about 96 mrem/yr (ranging from 50 to 160 mrem/yr) above background during plant operations, whereas the dose to a nearby resident during later years is estimated to have been about 0.4 mrem/yr during cleanup and about 0.2 mrem/yr during the maintenance period. These values may be compared with the background dose in Missouri of 120 mrem/yr.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

The Weldon Spring site is located in southern St. Charles County, Missouri, approximately 48 km (30 mi) west of St. Louis. The site consists of two main areas, the Weldon Spring Chemical Plant and raffinate pits and the Weldon Spring Quarry. The objectives of the Site Environmental Report are to present a summary of data from the environmental monitoring program, to characterize trends and environmental conditions at the site, and to confirm compliance with environmental and health protection standards and requirements. The report also presents the status of remedial activities and the results of monitoring these activities to assess their impacts on the public and environment. The scope of the environmental monitoring program at the Weldon Spring site has changed since it was initiated. Previously, the program focused on investigations of the extent and level of contaminants in the groundwater, surface waters, buildings, and air at the site. In 1992, the level of remedial activities required monitoring for potential impacts of those activities, particularly on surface water runoff and airborne effluents. This report includes monitoring data from routine radiological and nonradiological sampling activities. These data include estimates of dose to the public from the Weldon Spring site; estimates of effluent releases; and trends in groundwater contaminant levels. Also, applicable compliance requirements, quality assurance programs, and special studies conducted in 1992 to support environmental protection programs are reviewed.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.

    ``The balance of evidence suggests that there has been a discernible influence of human activity on global climate`` is a statement employed as the foundation basis to intervene on behalf of the globe and the future. That statement, as scientific evidence of human-produced greenhouse gases (primarily CO{sub 2}) having a warming effect on global climate is a political statement only. Further, the Kyoto conference to consider intervention in human activities regarding global warming was a political conference. Political and treaty issues were the focus; scientific issues were not much discussed. What change is needed then to scientifically determine global warming and to ascertain whether human activity is involved? A better understanding of the natural climate variations related to solar variation can improve understanding of an anthropogenic greenhouse effect on the climate. The purpose of this article is to pose the scientific question. Part 2 will present an answer.

    The authors look at the possibility of counteracting global warming forces by the injection of carbonyl sulfide (OCS) into the stratosphere at levels high enough to balance the impact say of a doubling of carbon dioxide concentrations, which are projected to result in a global 3{degrees} C warming. OCS injections at densities to provide such cooling will result a 30 percent impact of global ozone, whereas the carbon dioxide only made a 5% impact. In addition levels which would be found on the earths surface would be in the range 10 ppmv which is questionable as a safe exposure limit for humans, in addition to its impact on the ph of rainwater.

    Climate change is restructuring forests of the United States, although the details of this restructuring are currently uncertain. Rising temperatures of 2 to 8oC and associated changes in soil moisture will shift the competitive balance between species that compete for light and water, and so change their abilities to produce seed, germinate, grow, and survive. We have used large-scale experiments to determine the effects of warming on the most sensitive stage of species distributions, i.e., recruitment, in mixed deciduous forests in southern New England and in the Piedmont region of North Carolina. Two questions organized our research: (1) Might temperate tree species near the “warm” end of their range in the eastern United States decline in abundance during the coming century due to projected warming? and (2) Might trees near the “cool” end of their range in the eastern United States increase in abundance, or extend their range, during the coming 100 years because of projected warming? To explore these questions, we exposed seedlings to air and soil warming experiments in two eastern deciduous forest sites; one at the Harvard Forest (HF) in central Massachusetts, and the other at the Duke Forest (DF) in the Piedmont region of North Carolina. We focused on tree species common to both Harvard and Duke Forests (such as red, black, and white oaks), those near northern range limits (black oak, flowing dogwood, tulip poplar), and those near southern range limits (yellow birch, sugar maple, Virginia pine). At each site, we planted seeds and seedlings in common gardens established in temperature-controlled, open-top chambers. The experimental design was replicated and fully factorial and involved three temperature regimes (ambient, +3oC and +5oC) and two light regimes (closed forest canopy (low light) and gap conditions (high light)).
