    This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

    The International System is a self-organized system and shows emergent behavior. During the timeframe (1495 - 1945), a finite-time singularity and four accompanying accelerating log-periodic cycles shaped the dynamics of the International System. The accelerated growth of the connectivity of the regulatory network of the International System, in combination with its anarchistic structure, produce and shape the war dynamics of the system. Accelerated growth of the connectivity of the International system is fed by population growth and the need for social systems to fulfill basic requirements.     In December 1943, in the middle of the scorching northern Australia summer, a young Australian commando, Tom Mitchell, sweated in his respirator and gas-protective clothing as he got ready to take part in a mustard-gas experiment. He grimly watched six US aircraft, B-24 Liberators, drop bombs filled with mustard gas on Brook Island, near Innisfail in the state of Queensland. Ten minutes later, Mitchell was rushing around the island to tend sampling equipment. But a few hours later, he and another Australian soldier were ordered back onto the island - this time, stripped of their respirators and protective clothing. They were forced to camp on the island from dusk to dawn in ordinary clothing without any safety equipment. Mitchell now suffers from lung and heart disease. Last year, nearly 47 years after he was burned, Mitchell settled with the Australian government for $25,000 (Australian). Publicity over his lawsuit, filed in 1981, along with revelations made in a documentary film broadcast in Australia in 1989, has prompted thousands of other Australian survivors of chemical-warfare tests to ask the Australian Department of Veterans Affairs for disability benefits. Veterans of chemical-warfare tests are also breaking their silence in the United States and Canada, stepping forward to seek compensation for their injuries. The impetus behind the US revelations came from a campaign begun in 1989 by Cong. Porter Goss, a Florida Republican, to win benefits for four participants in US Navy mustard-gas tests. During a flurry of publicity in mid-June 1991, the Department of Veterans Affairs announced that it was relaxing its rules to make it easier for World War 2 mustard-gas victims to collect benefits. In Canada, an information hot line run by the Department of National Defense in 1988 and a 1989 book by John Bryden, Deadly Allies: Canada's Secret War 1937-1947, brought the tests to national attention.

    We must conclude that war remains a major problem in the last quarter of the twentieth century. My intention in this book is to introduce you to international relations by focusing on this problem. War is not the only problem of international relations, and so this book does not exhaust the field. But war is a central problem, and the possibility of resort to war affects other aspects of international relations. Whatever else we may look at, we cannot avoid looking at war. In fact, in looking at war, we will touch on most of the other subjects important in international relations. War is conflict among states carried on by their armed forces. To distinguish war from border skirmishes and other minor incidents we usually say it must reach a certain magnitude (for example, at least 1,000 soldiers killed in battle over a year). It would be ideal if we could systematically study all the wars in the last hundred years, but such an exhaustive study would be out of place here. At the same time we cannot discuss such subjects as the cause of war or proposals for preventing it without some knowledge about actual wars. We must test theories against historical facts. What follows in Part I is a somewhat detailed history of seven wars (or groups of wars) fought in the last hundred years. These include the most destructive of the wars World War I (1914-1918), World War II (1939-1945), and the Korean War (1950-1953). By way of background to World War I, we will look at the wars of German unification (1864-1871), which preceded and in some ways prepared the way for it. To balance our account, we will also look at several recent wars India and Pakistan (1971), Uganda and Tanzania (1978-1979), and Cambodia, Vietnam, and China (1978-1980). After looking at some of the major wars of the last hundred years, we will look at what people have the about the causes of war in general.

    The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

    On May 12, 1942, at Christopher coal mine No. 3 in Osage, West Virginia, a continent away from the frontlines of World War II, Superintendent Ed O'Neil saw the mine ventilation fan suddenly run backwards, propelled by a strong gust of air that tore the belt off the huge blower. The second shift mantrip of 115 coal miners, traversing the drift mouth for the 3:00 p.m. shift, ground to an uneasy halt. The article recounts the tragic consequences of this incident.     As you might imagine, the end of the Cold War has elicited an intense reexamination of the roles and missions of institutions such as the Los Alamos National Laboratory. During the past few years, the entire defense establishment has undergone substantial consolidation, with a concomitant decrease in support for research and development, including in areas such as materials. The defense industry is down-sizing at a rapid pace. Even universities have experienced significant funding cutbacks from the defense community. I view this as a profound time in history, bringing changes encompassing much more than just the defense world. In fact, support for science and technology is being reexamined across the board more completely than at any other time since the end of World War II.

    Military intelligence is underutilized in the study of civil war violence. Declassified records are hard to acquire and difficult to explore with the standard econometrics toolbox. I investigate a contemporary government database of civilians targeted during the Vietnam War. The data are detailed, with up to 45 attributes recorded for 73,712 individual civilian suspects. I employ an unsupervised machine learning approach of cleaning, variable selection, dimensionality reduction, and clustering. I find support for a simplifying typology of civilian targeting that distinguishes different kinds of suspects and different kinds targeting methods. The typology is robust, successfully clustering both government actors and rebel departments into groups that mirror their known functions. The exercise highlights methods for dealing with high dimensional found conflict data.     The Gulf War inflicted dramatic environmental damage upon the fragile desert and shore environments of Kuwait and northeastern Saudi Arabia. Coastal and marine environments experienced oil spills of more than 8 million barrels, which killed wildlife and damaged the fishing industry. In inland Kuwait, hundreds of oil lakes are scattered across the desert surface: these lakes emit noxious gases, drown insects and birds, and may seep to pollute groundwater. Exploding and burning oil wells released soot particles, oil droplets, and noxious chemicals into the atmosphere, spreading air pollution, acid rain, and respiratory problems. Military diggings, constructions, and vehicles have destroyed much of the desert pavement, resulting in increased dust storms and large, moving dunes.

    We investigate the role of networks of alliances in preventing (multilateral) interstate wars. We first show that, in the absence of international trade, no network of alliances is peaceful and stable. We then show that international trade induces peaceful and stable networks: trade increases the density of alliances so that countries are less vulnerable to attack and also reduces countries' incentives to attack an ally. We present historical data on wars and trade, noting that the dramatic drop in interstate wars since 1950, and accompanying densification and stabilization of alliances, are consistent with the model but not other prominent theories.

    The highly leveraged, asymmetric attacks of September 11th have launched the nation on a vast ''War on Terrorism''. Now that our vulnerabilities and the enemies' objectives and determination have been demonstrated, we find ourselves rapidly immersed in a huge, complex problem that is virtually devoid of true understanding while being swamped with resources and proposed technologies for solutions. How do we win this war? How do we make sure that we are making the proper investments? What things or freedoms or rights do we have to give up to win? Where do we even start? In analyzing this problem, many similarities to mankind's battle with uncontrolled fire and the threat it presented to society were noted. Major fires throughout history have destroyed whole cities and caused massive loss of life and property. Solutions were devised that have gradually, over several hundred years, reduced this threat to a level that allows us to co-exist with the threat of fire by applying constant vigilance and investments in fire protection, but without living in constant fear and dread from fire. We have created a multi-pronged approach to fire protection that involves both government and individuals in the prevention, mitigation, and response to fires. Fire protection has become a virtually unnoticed constant in our daily lives; we will have to do the same for terrorism. This paper discusses the history of fire protection and draws analogies to our War on Terrorism. We have, as a society, tackled and successfully conquered a problem as big as terrorism. From this battle, we can learn and take comfort.

    We study a well-known card game "war" along with its mathematical modification. At the beginning of a game, a set of numbered cards going from 1 to $n$ is split into two parts (hands), and at each round of the game the players lay down the top card from their hand. The player laying the highest card then takes both cards and transfers them to the bottom of their hand. We accept the rule when the lowest valued card in the set beats the highest valued one. The game is finished once one of the players has collected all the cards. The order in which two cards that have been played are returned to the winner's hand, is not defined by the rules. Assuming that the players regularly use both possible ways of returning cards to their hand, we have proved that for all $n$ the time of the game is bounded, i.e. the expected value of the number of moves is finite.     Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    In the summer of 1991, the Krsko nuclear power plant in Slovenia found itself in an area of military operations. This was probably the first commercial nuclear power plant to have been threatened by an attack by fighter jets. A number of never-before-asked questions had to be answered by the operating staff and supporting organizations. Some aspects of nuclear power plant safety under war conditions are described, such as the selection of the best plant operating state before the attack and the determination of plant system vulnerability and dose releases from the potentially damaged spent fuel in the spent-fuel pit. The best operating mode to which the plant should be brought before the attack is cold shutdown, and radiological consequences to the environment after the spent fuel is damaged and the water in the pit is lost are not very high. The problem of nuclear power plant safety under war conditions should be addressed in more detail in the future.

    This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

    The transport of organelles and vesicles in living cells can be well described by a kinetic tug-of-war model advanced by M\\"uller, Klumpp and Lipowsky. In which, the cargo is attached by two motor species, kinesin and dynein, and the direction of motion is determined by the number of motors which bind to the track. In recent work [Phys. Rev. E 79, 061918 (2009)], this model was studied by mean field theory, and it was found that, usually the tug-of-war model has one, two, or three distinct stable stationary points. However, the results there are mostly obtained by numerical calculations, since it is hard to do detailed theoretical studies to a two-dimensional nonlinear system. In this paper, we will carry out further detailed analysis about this model, and try to find more properties theoretically. Firstly, the tug-of-war model is simplified to a one-dimensional equation. Then we claim that the stationary points of the tug-of-war model correspond to the roots of the simplified equation, and the stable stationary points correspond to the roots with positive derivative. Bifurcation occurs at the corresponding parameters, under which the simplified one-dimensional equation exists root with zero derivative. Using the simplified equation, not only more properties of the tug-of-war model can be obtained analytically, the related numerical calculations will become more accurate and more efficient. This simplification will be helpful to future studies of the tug-of-war model.

  4. American Material Culture: Investigating a World War II Trash Dump

    The Idaho National Laboratory: An Historical Trash Trove Historians and archaeologists love trash, the older the better. Sometimes these researchers find their passion in unexpected places. In this presentation, the treasures found in a large historic dump that lies relatively untouched in the middle of the Idaho National Laboratory (INL) will be described. The U.S. military used the central portion of the INL as one of only six naval proving grounds during World War II. They dumped trash in dry irrigation canals during and after their wartime activities and shortly before the federal government designated this arid and desolate place as the nation’s nuclear reactor testing station in 1949. When read critically and combined with memories and photographs, the 60-year old trash provides a glimpse into 1940s’ culture and the everyday lives of ordinary people who lived and worked during this time on Idaho’s desert. Thanks to priceless stories, hours of research, and the ability to read the language of historic artifacts, the dump was turned from just another trash heap into a treasure trove of 1940s memorabilia. Such studies of American material culture serve to fire our imaginations, enrich our understanding of past practices, and humanize history. Historical archaeology provides opportunities to integrate inanimate objects with animated narrative and, the more recent the artifacts, the more human the stories they can tell.

  5. Tug-of-war in motility assay experiments

    The dynamics of two groups of molecular motors pulling in opposite directions on a rigid filament is studied theoretically. To this end we first consider the behavior of one set of motors pulling in a single direction against an external force using a new mean-field approach. Based on these results we analyze a similar setup with two sets of motors pulling in opposite directions in a tug-of-war in the presence of an external force. In both cases we find that the interplay of fluid friction and protein friction leads to a complex phase diagram where the force-velocity relations can exhibit regions of bistability and spontaneous symmetry breaking. Finally, motivated by recent work, we turn to the case of motility assay experiments where motors bound to a surface push on a bundle of filaments. We find that, depending on the absence or the presence of a bistability in the force-velocity curve at zero force, the bundle exhibits anomalous or biased diffusion on long-time and large-length scales.

    This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

    District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    A computer simulation model, GEOCITY, was developed to study the design and economics of district heating and cooling systems. GEOCITY calculates the cost of district heating based on climate, population, energy source, and financing conditions. The principal input variables are minimum temperature, heating degree-days, population size and density, energy supply temperature and distance from load center, and the interest rate. For district cooling, maximum temperature and cooling degree-hours are required. From this input data the model designs the fluid transport and district heating systems. From this design, GEOCITY calculates the capital and operating costs for the entire system. GEOCITY was originally developed to simulate geothermal district heating systems and thus, in addition to the fluid transport and distribution models, it includes a reservoir model to simulate the production of geothermal energy from geothermal reservoirs. The reservoir model can be adapted to simulate the supply of hot water from any other energy source. GEOCITY has been used extensively and has been validated against other design and cost studies. GEOCITY designs the fluid transport and distribution facilities and then calculates the capital and operating costs for the entire system. GEOCITY can simulate nearly any financial and tax structure through varying the rates of return on equity and debt, the debt-equity ratios, and tax rates. Both private and municipal utility systems can be simulated.

    Intracellular transport is based on molecular motors that pull cargos along cytoskeletal filaments. One motor species always moves in one direction, e.g. conventional kinesin moves to the microtubule plus end, while cytoplasmic dynein moves to the microtubule minus end. However, many cellular cargos are observed to move bidirectionally, involving both plus-end and minus-end directed motors. The presumably simplest mechanism for such bidirectional transport is provided by a tug-of-war between the two motor species. This mechanism is studied theoretically using the load-dependent transport properties of individual motors as measured in single-molecule experiments. In contrast to previous expectations, such a tug-of-war is found to be highly cooperative and to exhibit seven different motility regimes depending on the precise values of the single motor parameters. The sensitivity of the transport process to small parameter changes can be used by the cell to regulate its cargo traffic.

    Motivated by the "tug-of-war" game studied in [12], we consider a "non-local" version of the game which goes as follows: at every step two players pick respectively a direction and then, instead of flipping a coin in order to decide which direction to choose and then moving of a fixed amount $\\epsilon>0$ (as is done in the classical case), it is a $s$-stable Levy process which chooses at the same time both the direction and the distance to travel. Starting from this game, we heuristically we derive a deterministic non-local integro-differential equation that we call "infinity fractional Laplacian". We study existence, uniqueness, and regularity, both for the Dirichlet problem and for a double obstacle problem, both problems having a natural interpretation as "tug-of-war" games.

The publication presents photographic and written documentation of a number of Manhattan Project and Cold War era artifacts that were identified and tagged during assessment walk throughs of historic buildings on the Hanford Site but which could not be curated within the Hanford collection because they were too large for long-term storage and/or exhibit purposes or were radiologically contaminated. The significance of the artifacts in this publication and a proposed future appendix is based not on the individual significance of any single artifact but on their collective contribution to the science and engineering of creating plutonium and advancing nuclear technology in nuclear fuel and power.

    Molecular motors are essential components for the biophysical functions of the cell. Our current quantitative understanding of how multiple motors move along a single track is not complete; even though models and theories for single motor chemomechanics abound. Recently, M.J.I. M$\\ddot{\\rm u}$ller {\\em et al.} have developed a tug-of-war model to describe the bidirectional movement of the cargo (PNAS(2008) 105(12) P4609-4614). Through Monte Carlo simulations, they discovered that the tug-of-war model exhibits several qualitative different motility regimes, which depend on the precise value of single motor parameters, and they suggested the sensitivity can be used by a cell to regulate its cargo traffic. In the present paper, we carry out a thorough analysis of the tug-of-war model. All the stable, i.e., biophysically observable, steady states are obtained. Depending on several parameters, the system exhibits either uni-, bi- or tristability. Based on the separating boundary of the different stable states and the initial numbers of the different motor species that are bound to the track, the steady state of the cargo movement can be predicted, and consequently the steady state velocity can be obtained. It is found that, the velocity, even the direction, of the cargo movement change with the initial numbers of the motors which are bound to the track and several other parameters.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation. The foregone electric production increases with increasing temperature of heat recovery. The economics of alternatives for combining district cooling with cogeneration depend on many variables, including cogeneration utilization, chiller utilization, value of electricity, value and temperature of heat recovered and other factors.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling (DHC) systems. Such systems can reduce the amount and costs of fuels used to heat and cool buildings in a district. Twenty-eight communities have agreed to aid HUD in a national feasibility assessment of DHC systems. The HUD/DOE program entails technical assistance by Argonne National Laboratory and Oak Ridge National Laboratory. The assistance includes a computer program, called the district heating strategy model (DHSM), that performs preliminary calculations to analyze potential DHC systems. This report describes the general capabilities of the DHSM, provides historical background on its development, and explains the computer installation and operation of the model - including the data file structures and the options. Sample problems illustrate the structure of the various input data files, the interactive computer-output listings. The report is written primarily for computer programmers responsible for installing the model on their computer systems, entering data, running the model, and implementing local modifications to the code.

    On December 1, 1992, the Board of Directors of the Metropolitan Pier and Exposition Authority (MPEA) met on Chicago`s historic Navy Pier and ushered in a new era of competition for energy supply in Chicago. The MPEA, a state agency created for the purposes of promoting and operating fair and exposition facilities within the Chicago area (including the McCormick Place exposition center and Navy Pier), voted to accept a third-party proposal to provide district heating and cooling services to the existing McCormick Place facilities and a million square feet of new exposition space. The winning bidder was a joint venture between Trigen Energy, the nation`s largest provider of district energy services, and Peoples Gas, the gas distribution company which serves Chicago. This vote culminated two years of effort by the Energy Division of Chicago`s Department of Environment to analyze the feasibility and promote the implementation of a district energy system to serve the expanded McCormick Place and its environs in the South Loop neighborhood. Initial services began in November, 1993, with a new hot and cold water piping system interconnecting the three existing exhibition facilities. The final buildout of the system, with a combined peak demand predicted at 160 MMBtu of heating and 15,920 tons of and cooling, is scheduled for completion in the summer of 1997.

    Over the past two decades, a number of government agencies in the United States have faced increasing public scrutiny for their efforts to address the wide range of potential environmental issues related to Cold War legacies. Risk-based ranking was selected as a means of defining the relative importance of issues. Ambitious facility-wide risk-based ranking applications were undertaken. However, although facility-wide risk-based ranking efforts can build invaluable understanding of the potential issues related to Cold War legacies, conducting such efforts is difficult because of the potentially enormous scope and the potentially strong institutional barriers. The U.S. experience is that such efforts are worth undertaking to start building a knowledge base and infrastructure that are based on a thorough understanding of risk. In both the East and the West, the legacy of the Cold War includes a wide range of potential environmental issues associated with large industrial complexes of weapon production facilities. The responsible agencies or ministries are required to make decisions that could benefit greatly from information on the relative importance of these potential issues. Facility-wide risk-based ranking of potential health and environmental issues is one means to help these decision makers. The initial U.S. risk-based ranking applications described in this chapter were “ground-breaking” in that they defined new methodologies and approaches to meet the challenges. Many of these approaches fit the designation of a population-centred risk assessment. These U.S. activities parallel efforts that are just beginning for similar facilities in the countries of the former Soviet Union. As described below, conducting a facility-wide risk-based ranking has special challenges and potential pitfalls. Little guidance exists to conduct major risk-based rankings. For those considering undertaking such efforts, the material contained in this chapter should be useful background information.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The Critical Issues Forum (CIF) is a cooperative education program supported in part by the Department of Energy's Defense Programs. The Science and Technology Education Program (STEP) at Lawrence Livermore National Laboratory manages one component of this program. CIF engages high school students and teachers regarding issues of the proliferation of weapons of mass destruction, arms control, and international security. These issues are viewed in light of their scientific, economic, socio-cultural, and political/geopolitical influences and implications. This year CIF's focus is on chemical and biological weapons (CBW). CBW is becoming more of a threat today than ever before. Many countries are developing these weapons. CBW also presents certain ethical dilemmas for many individuals, especially if those individuals feel it is their religious duty to use or avoid the use of such weapons. Religion has become an important determining factor in international security because many cultures, and even governments make decisions based on religious traditions. This paper is an attempt to look at these religions and philosophical traditions with an emphasis on views of ''just war''. The ultimate purpose of this paper is to promote awareness about religion's influence on international security issues. This paper was written by Cadet Ernst ''Mitch'' Martzen, AFROTC. He is an intern with the Lawrence Livermore National Laboratory's Science and Technology Education Program, under the guidance of Dr. Stephen C. Sesko, the director of LLNL's CIF program. Every major religion and ethical system has developed a societal concept of ''just war''. Today, the world's largest religions include Christianity, Islam, Hinduism, and Buddhism. Each faith lays claim to a heritage rich with thousands of years of history, and the power of great minds to support its ethical and moral beliefs. These religions have each developed separate and distinct beliefs regarding warfare. Whether those beliefs were developed through formal theological discourse, or through the dialogue in scriptures, they are valid and necessary today because they affect contemporary political action. Even today, many religious societies base their willingness to fight on the just war ethic that they hold.
