A Cold War Battlefield: Frenchman Flat Historic District, Nevada Test Site, Nye County, Nevada

This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

Preserving Alaska's early Cold War legacy.

The US Air Force owns and operates numerous facilities that were constructed during the Cold War era. The end of the Cold War prompted many changes in the operation of these properties: missions changed, facilities were modified, and entire bases were closed or realigned. The widespread downsizing of the US military stimulated concern over the potential loss of properties that had acquired historical value in the context of the Cold War. In response, the US Department of Defense in 1991 initiated a broad effort to inventory properties of this era. US Air Force installations in Alaska were in the forefront of these evaluations because of the role of the Cold War in the state's development and history and the high interest on the part of the Alaska State Historic Preservation Officer (SHPO) in these properties. The 611th Air Support Group (611 ASG) owns many of Alaska's early Cold War properties, most were associated with strategic air defense. The 611 ASG determined that three systems it operates, which were all part of the integrated defense against Soviet nuclear strategic bomber threat, were eligible for the National Register of Historic Places (NRHP) and would require treatment as historic properties. These systems include the Aircraft Control and Warning (AC&W) System, the Distant Early Warning (DEW) Line, and Forward Operating Bases (FOBs). As part of a massive cleanup operation, Clean Sweep, the 611 ASG plans to demolish many of the properties associated with these systems. To mitigate the effects of demolition, the 611 ASG negotiated agreements on the system level (e.g., the DEW Line) with the Alaska SHPO to document the history and architectural/engineering features associated with these properties. This system approach allowed the US Air Force to mitigate effects on many individual properties in a more cost-effective and efficient manner.

Modern hot water district heating

The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

As you might imagine, the end of the Cold War has elicited an intense reexamination of the roles and missions of institutions such as the Los Alamos National Laboratory. During the past few years, the entire defense establishment has undergone substantial consolidation, with a concomitant decrease in support for research and development, including in areas such as materials. The defense industry is down-sizing at a rapid pace. Even universities have experienced significant funding cutbacks from the defense community. I view this as a profound time in history, bringing changes encompassing much more than just the defense world. In fact, support for science and technology is being reexamined across the board more completely than at any other time since the end of World War II.

The Gulf War inflicted dramatic environmental damage upon the fragile desert and shore environments of Kuwait and northeastern Saudi Arabia. Coastal and marine environments experienced oil spills of more than 8 million barrels, which killed wildlife and damaged the fishing industry. In inland Kuwait, hundreds of oil lakes are scattered across the desert surface: these lakes emit noxious gases, drown insects and birds, and may seep to pollute groundwater. Exploding and burning oil wells released soot particles, oil droplets, and noxious chemicals into the atmosphere, spreading air pollution, acid rain, and respiratory problems. Military diggings, constructions, and vehicles have destroyed much of the desert pavement, resulting in increased dust storms and large, moving dunes.

The War on Terrorism and What We Can Learn from our War with Fire

The highly leveraged, asymmetric attacks of September 11th have launched the nation on a vast ''War on Terrorism''. Now that our vulnerabilities and the enemies' objectives and determination have been demonstrated, we find ourselves rapidly immersed in a huge, complex problem that is virtually devoid of true understanding while being swamped with resources and proposed technologies for solutions. How do we win this war? How do we make sure that we are making the proper investments? What things or freedoms or rights do we have to give up to win? Where do we even start? In analyzing this problem, many similarities to mankind's battle with uncontrolled fire and the threat it presented to society were noted. Major fires throughout history have destroyed whole cities and caused massive loss of life and property. Solutions were devised that have gradually, over several hundred years, reduced this threat to a level that allows us to co-exist with the threat of fire by applying constant vigilance and investments in fire protection, but without living in constant fear and dread from fire. We have created a multi-pronged approach to fire protection that involves both government and individuals in the prevention, mitigation, and response to fires. Fire protection has become a virtually unnoticed constant in our daily lives; we will have to do the same for terrorism. This paper discusses the history of fire protection and draws analogies to our War on Terrorism. We have, as a society, tackled and successfully conquered a problem as big as terrorism. From this battle, we can learn and take comfort.

Despite the Iran/Iraq war and the prospect of greater disruption of Persian Gulf oil deliveries, the international crude market has adjusted to the loss of supplies and remains stable, partly because some nonwarring members of the Organization of Petroleum Exporting Countries have boosted production to make up losses and partly because the industrialized nations have maintained high levels of crude and product stocks. These stocks would be draw-depleted in nine months if used at the rate of 1.8 million bbl/day; this and a 2 million bbl/day increase in OPEC production would make up for the entire war-caused shortfall. If the Strait of Hormuz were closed, the shortfall would be 17 million bbl/day, which would deplete stocks in less than one month. Patterns of supply and demand in non-Communist western countries in 1978-79 and 1979-80; the International Energy Agency oil-sharing plan which would go into effect in the case of a major oil shortage; and the prospects for a surge in prices in the international oil markets, are discussed.

This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

Beyond apocalypse: Recent representations of nuclear war and its aftermath in U. S. narrative film  

SciTech Connect (OSTI)

The development of nuclear weapons and their destructive potential influences human consciousness and cultural production including US commercial narrative films that deal with the idea of nuclear war. Such films can be read to reflect and mediate cultural attitudes about nuclear war and the increasingly technological future. These issues are investigated through a close examination of several recent US narrative films. An historical outlines of the important events of the nuclear age and a survey of critical approaches to the study of nuclear war texts provide the context for this work. The ways in which popular cinema has constructed the idea of nuclear war are enumerated. A discussion of the formal and thematic concerns of the science fiction film genre follows since SF is the narrative category into which nuclear war films are frequently placed. Nuclear war is represented in quite a number of entertainment films recently which suggests our societal preoccupation with the possibility. At the same time, the representations of nuclear war have been limited to a fairly restricted range of scenographic and narrative options which often serve to trivialize or distanciate the subject.

This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

Tug-of-war in motility assay experiments

The dynamics of two groups of molecular motors pulling in opposite directions on a rigid filament is studied theoretically. To this end we first consider the behavior of one set of motors pulling in a single direction against an external force using a new mean-field approach. Based on these results we analyze a similar setup with two sets of motors pulling in opposite directions in a tug-of-war in the presence of an external force. In both cases we find that the interplay of fluid friction and protein friction leads to a complex phase diagram where the force-velocity relations can exhibit regions of bistability and spontaneous symmetry breaking. Finally, motivated by recent work, we turn to the case of motility assay experiments where motors bound to a surface push on a bundle of filaments. We find that, depending on the absence or the presence of a bistability in the force-velocity curve at zero force, the bundle exhibits anomalous or biased diffusion on long-time and large-length scales.

American Material Culture: Investigating a World War II Trash Dump

The Idaho National Laboratory: An Historical Trash Trove Historians and archaeologists love trash, the older the better. Sometimes these researchers find their passion in unexpected places. In this presentation, the treasures found in a large historic dump that lies relatively untouched in the middle of the Idaho National Laboratory (INL) will be described. The U.S. military used the central portion of the INL as one of only six naval proving grounds during World War II. They dumped trash in dry irrigation canals during and after their wartime activities and shortly before the federal government designated this arid and desolate place as the nation’s nuclear reactor testing station in 1949. When read critically and combined with memories and photographs, the 60-year old trash provides a glimpse into 1940s’ culture and the everyday lives of ordinary people who lived and worked during this time on Idaho’s desert. Thanks to priceless stories, hours of research, and the ability to read the language of historic artifacts, the dump was turned from just another trash heap into a treasure trove of 1940s memorabilia. Such studies of American material culture serve to fire our imaginations, enrich our understanding of past practices, and humanize history. Historical archaeology provides opportunities to integrate inanimate objects with animated narrative and, the more recent the artifacts, the more human the stories they can tell.

District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

Geodatabase of the South Texas Uranium District

Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

Nanotrend : studying nano-districts gives a new view on nanoscience

The emergence of districts in nanotechnology represents a new pattern of scientific development. The factors affecting their growth are analysed to understand the drivers of economic development. By analyzing the top 200 nano-districts, Nanotrendchart sheds light on the clusterization process: academic production is seen to be highly concentrated, with fifteen districts representing over half of published articles; Asian districts are clearly growing significantly faster than those elsewhere; and district growth in the domain of engineering and physics is more rapid than in other disciplines. Student attitudes toward the threat of nuclear war: Friends as influential reference persons

A renewed interest in research into the psychology of the threat of nuclear war occurred in the past decade as national attention focused increasingly on the arms race between the US and the USSR. Some of this research began the task of exploring the social influences upon attitudes and responses to the nuclear threat. Research on friends as potential influences upon nuclear attitudes was minimal. The present study investigated the role of college friends as potential reference persons in the formation of nuclear attitudes. A battery of questionnaires addressing various nuclear war and non-nuclear war attitudes was completed by 200 student-friend dyads from introductory psychology and sociology courses at the University of North Dakota. Three hypotheses were presented in this study. One hypothesis was that students would perceive their friends as having similar attitudes toward the threat of nuclear war. A second hypothesis was that the actual attitudes between pairs of students and friends would be similar. The third hypothesis was that the attitudes would have become more similar over the course of the development of the friendship (as measured retrospectively). The first hypothesis was borne out by the data. The second and third hypotheses were not supported. There are several implications of the findings. One implication is that the nuclear issue may not be as salient to college students as other, more immediate, issues. Another implication is that a relative lack of communication between college students on political issues precludes more effective mutual influence upon the development and change of such attitudes. A false consensus bias appeared to be operative when the students perceived that their attitudes were similar. Further discussion is presented in regard to past and future psychological research upon nuclear war attitudes.

Downtown district cooling: A 21st century approach

On December 1, 1992, the Board of Directors of the Metropolitan Pier and Exposition Authority (MPEA) met on Chicago`s historic Navy Pier and ushered in a new era of competition for energy supply in Chicago. The MPEA, a state agency created for the purposes of promoting and operating fair and exposition facilities within the Chicago area (including the McCormick Place exposition center and Navy Pier), voted to accept a third-party proposal to provide district heating and cooling services to the existing McCormick Place facilities and a million square feet of new exposition space. The winning bidder was a joint venture between Trigen Energy, the nation`s largest provider of district energy services, and Peoples Gas, the gas distribution company which serves Chicago. This vote culminated two years of effort by the Energy Division of Chicago`s Department of Environment to analyze the feasibility and promote the implementation of a district energy system to serve the expanded McCormick Place and its environs in the South Loop neighborhood. Initial services began in November, 1993, with a new hot and cold water piping system interconnecting the three existing exhibition facilities. The final buildout of the system, with a combined peak demand predicted at 160 MMBtu of heating and 15,920 tons of and cooling, is scheduled for completion in the summer of 1997.

The publication presents photographic and written documentation of a number of Manhattan Project and Cold War era artifacts that were identified and tagged during assessment walk throughs of historic buildings on the Hanford Site but which could not be curated within the Hanford collection because they were too large for long-term storage and/or exhibit purposes or were radiologically contaminated. Tug-of-war as a cooperative mechanism for bidirectional cargo transport by molecular motors

Intracellular transport is based on molecular motors that pull cargos along cytoskeletal filaments. One motor species always moves in one direction, e.g. conventional kinesin moves to the microtubule plus end, while cytoplasmic dynein moves to the microtubule minus end. However, many cellular cargos are observed to move bidirectionally, involving both plus-end and minus-end directed motors. The presumably simplest mechanism for such bidirectional transport is provided by a tug-of-war between the two motor species. This mechanism is studied theoretically using the load-dependent transport properties of individual motors as measured in single-molecule experiments. In contrast to previous expectations, such a tug-of-war is found to be highly cooperative and to exhibit seven different motility regimes depending on the precise values of the single motor parameters. The sensitivity of the transport process to small parameter changes can be used by the cell to regulate its cargo traffic.

Review of Prior Commercial Building Energy Efficiency Retrofit Evaluation: A Report to Snohomish Public Utilities District

Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

This report presents an assessment of geothermal district heating in the City of La Grande, Oregon. Eight study area districts were analyzed to determine their economic feasibility. Results from the analyses conclude that certain districts within the City of La Grande are economically feasible if certain assumptions are correct. Development of geothermal district heating for these areas would provide direct energy and dollar savings to the building owners and would also provide direct and indirect benefits to low and moderate income households within the City.

The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible. Chapters describe heat load assessment; heat source analysis; system implementation; transmission and distribution systems assessment; institutional assessment; system economic analysis; and customer retrofit, economic analysis, and conclusions 20 figs., 22 tabs.

Risk-Based Ranking Experiences for Cold War Legacy Facilities in the United States

Over the past two decades, a number of government agencies in the United States have faced increasing public scrutiny for their efforts to address the wide range of potential environmental issues related to Cold War legacies. Risk-based ranking was selected as a means of defining the relative importance of issues. Ambitious facility-wide risk-based ranking applications were undertaken. However, although facility-wide risk-based ranking efforts can build invaluable understanding of the potential issues related to Cold War legacies, conducting such efforts is difficult because of the potentially enormous scope and the potentially strong institutional barriers. The U.S. experience is that such efforts are worth undertaking to start building a knowledge base and infrastructure that are based on a thorough understanding of risk. In both the East and the West, the legacy of the Cold War includes a wide range of potential environmental issues associated with large industrial complexes of weapon production facilities. The responsible agencies or ministries are required to make decisions that could benefit greatly from information on the relative importance of these potential issues. Facility-wide risk-based ranking of potential health and environmental issues is one means to help these decision makers. The initial U.S. risk-based ranking applications described in this chapter were “ground-breaking” in that they defined new methodologies and approaches to meet the challenges. Many of these approaches fit the designation of a population-centred risk assessment. These U.S. activities parallel efforts that are just beginning for similar facilities in the countries of the former Soviet Union. As described below, conducting a facility-wide risk-based ranking has special challenges and potential pitfalls. Little guidance exists to conduct major risk-based rankings. For those considering undertaking such efforts, the material contained in this chapter should be useful background information.

Poisson regression analysis of the mortality among a cohort of World War II nuclear industry workers

A historical cohort mortality study was conducted among 28,008 white male employees who had worked for at least 1 month in Oak Ridge, Tennessee, during World War II. The workers were employed at two plants that were producing enriched uranium and a research and development laboratory. Vital status was ascertained through 1980 for 98.1% of the cohort members and death certificates were obtained for 96.8% of the 11,671 decedents. A modified version of the traditional standardized mortality ratio (SMR) analysis was used to compare the cause-specific mortality experience of the World War II workers with the U.S. white male population. An SMR and a trend statistic were computed for each cause-of-death category for the 30-year interval from 1950 to 1980. The SMR for all causes was 1.11, and there was a significant upward trend of 0.74% per year. The excess mortality was primarily due to lung cancer and diseases of the respiratory system. Poisson regression methods were used to evaluate the influence of duration of employment, facility of employment, socioeconomic status, birth year, period of follow-up, and radiation exposure on cause-specific mortality. Maximum likelihood estimates of the parameters in a main-effects model were obtained to describe the joint effects of these six factors on cause-specific mortality of the World War II workers. We show that these multivariate regression techniques provide a useful extension of conventional SMR analysis and illustrate their effective use in a large occupational cohort study.
