    In the aftermath of the Cold War, the US has begun addressing the environmental consequences of five decades of nuclear weapons production. In support of this effort, the National Defense Authorization Act for Fiscal Year 1995 directed the Department of Energy (DOE) to describe the waste streams generated during each step in the production of nuclear weapons. Accordingly, this report responds to this mandate, and it is the Department`s first comprehensive analysis of the sources of waste and contamination generated by the production of nuclear weapons. The report also contains information on the missions and functions of nuclear weapons facilities, on the inventories of waste and materials remaining at these facilities, as well as on the extent and characteristics of contamination in and around these facilities. This analysis unites specific environmental impacts of nuclear weapons production with particular production processes. The Department used historical records to connect nuclear weapons production processes with emerging data on waste and contamination. In this way, two of the Department`s legacies--nuclear weapons manufacturing and environmental management--have become systematically linked. The goal of this report is to provide Congress, DOE program managers, non-governmental analysts, and the public with an explicit picture of the environmental results of each step in the nuclear weapons production and disposition cycle.

    Fifty years of nuclear weapons production and energy research in the United States during the Cold War generated large amounts of radioactive wastes, spent nuclear fuel (SNF), excess plutonium and uranium, thousands of contaminated facilities, and contaminated soil and groundwater. During most of that half century, the Nation did not have the environmental regulatory structure or nuclear waste cleanup technologies that exist today. The result was a legacy of nuclear waste that was stored and disposed of in ways now considered unacceptable. Cleaning up and ultimately disposing of these wastes is the responsibility of the U.S. Department of Energy (DOE). In 1989, DOE established the Office of Environmental Management (EM) to solve the large scale and technically challenging risks posed by the world's largest nuclear cleanup. This required EM to build a new nuclear cleanup infrastructure, assemble and train a technically specialized workforce, and develop the technologies and tools required to safely decontaminate, disassemble, stabilize, disposition, and remediate unique radiation hazards. The sites where nuclear activities produced legacy waste and contamination include the original Manhattan Project sites--Los Alamos, New Mexico; Hanford, Washington; and Oak Ridge, Tennessee--as well as major Cold War sites, such as Savannah River Site, South Carolina; the Idaho National Laboratory, Idaho; Rocky Flats Plant, Colorado; and Fernald, Ohio. Today EM has responsibility for nuclear cleanup activities at 21 sites covering more than two million acres in 13 states, and employs more than 30,000 Federal and contractor employees, including scientists, engineers and hazardous waste technicians. This cleanup poses unique, technically complex problems, which must be solved under the most hazardous of conditions, and which will require billions of dollars a year for several more decades.     As part of its commitment to clean up Cold War legacy sites, the U.S. Department of Energy (DOE) has initiated an exciting and unique project to dispose of its inventory of uranium-233 (233U) stored at Oak Ridge National Laboratory (ORNL), and extract isotopes that show great promise in the treatment of deadly cancers. In addition to increasing the supply of potentially useful medical isotopes, the project will rid DOE of a nuclear concern and cut surveillance and security costs. For more than 30 years, DOE's ORNL has stored over 1,200 containers of fissile 233U, originally produced for several defense-related projects, including a pilot study that looked at using 233U as a commercial reactor fuel. This uranium, designated as special nuclear material, requires expensive security, safety, and environmental controls. It has been stored at an ORNL facility, Building 3019A, that dates back to the Manhattan Project. Down-blending the material to a safer form, rather than continuing to store it, will eliminate a $15 million a year financial liability for the DOE and increase the supply of medical isotopes by 5,700 percent. During the down-blending process, thorium-229 (229Th) will be extracted. The thorium will then be used to extract actinium-225 (225Ac), which will ultimately supply its progeny, bismuth-213 (213Bi), for on-going cancer research. The research includes Phase II clinical trials for the treatment of acute myelogenous leukemia at Sloan-Kettering Memorial Cancer Center in New York, as well as other serious cancers of the lungs, pancreas, and kidneys using a technique known as alpha-particle radioimmunotherapy. Alpha-particle radioimmunotherapy is based on the emission of alpha particles by radionuclides. 213Bi is attached to a monoclonal antibody that targets specific cells. The bismuth then delivers a high-powered but short-range radiation dose, effectively killing the cancerous cells but sparing the surrounding tissue. Production of the actinium and

    We present an architectural framework for the use of a hybrid simulation model of enterprise-wide operations used to develop system-level insight into the U.S. Department of Energy's (DOE) environmental cleanup of legacy nuclear waste at the Savannah River Site. We use this framework for quickly exploring policy and architectural options, analyzing plans, addressing management challenges and developing mitigation strategies for DOE Office of Environmental Management (EM). The socio-technical complexity of EM's mission compels the use of a qualitative approach to complement a more a quantitative discrete event modeling effort. We use this model-based analysis to pinpoint pressure and leverage points and develop a shared conceptual understanding of the problem space and platform for communication among stakeholders across the enterprise in a timely manner. This approach affords the opportunity to discuss problems using a unified conceptual perspective and is also general enough that it applies to a broad range of capital investment/production operations problems.     The U.S. Department of Energy (DOE) established the Office of Legacy Management (LM) to provide a long-term, sustainable solution to environmental impacts that remain from nuclear weapons production during World War II and the Cold War. The production activities created adverse environmental conditions at over 100 sites. When LM was established on December 15, 2003, it became responsible for 33 sites where active environmental remediation was complete. Currently, LM is responsible for long-term surveillance and maintenance of environmental remedies, promotion of beneficial reuse of land and buildings, and management of records and information at 89 sites in 29 states and Puerto Rico. LM is also responsible for meeting contractual obligations associated with former contractor workers' pensions and post-retirement benefits. Effectively addressing this environmental and human legacy will continue to require a focused and well-managed effort. (authors)

    The deceptively simple binary formula of AnO2 belies an incredibly complex structural nature, and propensity to form mixed-valent, nonstoichiometric phases of composition AnO2±x. For plutonium, the very formation of PuO2+x has challenged a long-established dogma, and raised fundamental questions for long-term storage and environmental migration. This presentation covers two aspects of Los Alamos synchrotron radiation studies of plutonium oxides: (1) the structural chemistry of laboratory-prepared AnO2+x systems (An = U, Pu; 0 ≤ x ≤ 0.25) determined through a combination of x-ray absorption fine structure spectroscopy (XAFS) and x-ray scattering of laboratory prepared samples; and (2) the application of synchrotron radiation towards the decontamination and decommissioning of the Rocky Flats Environmental Technology Site. Making the case for particle transport mechanisms as the basis of plutonium and americium mobility, rather than aqueous sorption-desorption processes, established a successful scientific basis for the dominance of physical transport processes by wind and water. The scientific basis was successful because it was in agreement with general theory on insolubility of PuO2 in oxidation state IV, results of ultrafiltration analyses of field water/sediment samples, XAFS analyses of soil, sediment, and concrete samples, and was also in general agreement with on-site monitoring data. This understanding allowed Site contractors to rapidly move to application of soil erosion and sediment transport models as the means of predicting plutonium and americium transport, which led to design and application of site-wide soil erosion control technology to help control downstream concentrations of plutonium and americium in streamflow.

    In the grand scheme of things we are a little more than halfway through the cycle of splitting the atom for weapons purposes. If we visualize this historic cycle as the full sweep of a clockface, at zero hour we would find the first nuclear chain reaction by Enrico Fermi, followed immediately by the Manhattan Project and the explosion of the first atomic bombs. From two o`clock until five, the United States built and ran a massive industrial complex that produced tens of thousands of nuclear weapons. At half past, the Cold War ended, and the United States shut down most of its nuclear weapons factories. The second half of this cycle involves dealing with the waste and contamination from nuclear weapons production - a task that had, for the most part, been postponed into the indefinite future. That future is now upon us. Dealing with the environmental legacy of the Cold War is in many ways as big a challenge for us today as the building of the atomic bomb was for the Manhattan Project pioneers in the 1940s. Our challenges are political and social as well as technical, and we are meeting those challenges. We are reducing risks, treating wastes, developing new technologies, and building democratic institutions for a constructive debate on our future course.

    This chapter is devoted to the scale, scope, and specific issues confronting the cleanup and long-term disposal of the U.S. nuclear legacy generated during WWII and the Cold War Era. The research reported is aimed at complex microbiological interactions with legacy waste materials generated by past nuclear production activities in the United States. The intended purpose of this research is to identify cost effective solutions to the specific problems (stability) and environmental challenges (fate, transport, exposure) in managing and detoxifying persistent contaminant species. Specifically addressed are high level waste microbiology and bacteria inhabiting plutonium laden soils in the unsaturated subsurface.

    Chalk River Laboratory (CRL), located in Ontario Canada, has a large number of remediation projects currently in the Nuclear Legacy Liabilities Program (NLLP), including hundreds of facility decommissioning projects and over one hundred environmental remediation projects, all to be executed over the next 70 years. Atomic Energy of Canada Limited (AECL) utilized WorleyParsons to prioritize the NLLP projects at the CRL through a risk-based prioritization and ranking process, using the WorleyParsons Sequencing Unit Prioritization and Estimating Risk Model (SUPERmodel). The prioritization project made use of the SUPERmodel which has been previously used for other large-scale site prioritization and sequencing of facilities at nuclear laboratories in the United States. The process included development and vetting of risk parameter matrices as well as confirmation/validation of project risks. Detailed sensitivity studies were also conducted to understand the impacts that risk parameter weighting and scoring had on prioritization. The repeatable prioritization process yielded an objective, risk-based and technically defendable process for prioritization that gained concurrence from all stakeholders, including Natural Resources Canada (NRCan) who is responsible for the oversight of the NLLP.     ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    This report was prepared in accordance with U.S. Department of Energy (DOE) Order 231.1A, 'Environment, Safety and Health Reporting,' to present summary environmental data for the purpose of: (a) characterizing site's environmental management performance; (b) summarizing environmental occurrences and responses reported during the calendar year; (c) describing compliance status with respect to environmental standards and requirements; and (d) highlighting significant site programs and efforts. This report is the principal document that demonstrates compliance with the requirements of DOE Order 5400.5, 'Radiation Protection of the Public and the Environment,' and is a key component of DOE's effort to keep the public informed of environmental conditions at Savannah River Site (SRS). SRS has four primary missions: (1) Environmental Management - Cleaning up the legacy of the Cold War efforts and preparing decommissioned facilities and areas for long-term stewardship; (2) Nuclear Weapons Stockpile Support - Meeting the needs of the U.S. nuclear weapons stockpile through the tritium programs of the National Nuclear Security Administration (NNSA); (3) Nuclear Nonproliferation Support - Meeting the needs of the NNSA's nuclear nonproliferation programs by safely storing and dispositioning excess special nuclear materials; and (4) Research and Development - Supporting the application of science by the Savannah River National Laboratory (SRNL) to meet the needs of SRS, the DOE complex, and other federal agencies During 2010, SRS worked to fulfill these missions and position the site for future operations. SRS continued to work with the South Carolina Department of Health and Environmental Control (SCDHEC), the Environmental Protection Agency (EPA), and the Nuclear Regulatory Commission to find and implement solutions and schedules for waste management and disposition.     With the end of the Cold War the Department of Defense (DoD) has been reorganized to establish the position of Deputy Under Secretary of Defense for Environmental Security. As a result, the definition of national security has been broadened to include the environment. Environment and protection of the interrelated resources are seen as vital components to the health and welfare of the United States. National security is dependent on environmental security. This paper introduces the role of environmental security as a component of current national security strategy; reviews DoD and the military services role in the domestic legacy of environmental impacts created by the cold war; details the status of current programs and methodologies used to improve environmental performance, compliance with environmental laws, and stewardship activities. Implementation will be demonstrated using Air Force policy, programs and activities underway, and a detailed explanation of Air Force environmental goals and objectives will be highlighted. Lessons learned to date will be covered in addition to future alternative strategies. Military readiness however does not preclude environmental stewardship. Many military lands have become virtual sanctuaries since years of restricted access and activity created islands of diverse ecosystems. Recent survey and inventory work on DoD lands have found some of the most pristine tracts remaining in the country. Consolidation of mission activities through base closure an realignment, and increasing weapon system sophistication, adds additional challenges to comply with environmental laws and regulation. This paper will define these unique environmental challenges, and discuss the methodologies used by the Air Force to fulfill its environmental stewardship role.

    Another way to look at Cold War legacies is to examine the major environmental releases that resulted from past operation of Cold War-related facilities for the manufacture of nuclear weapons. Examining these historical releases and the resultant radiation dose to individuals living near these facilities is called environmental dose reconstruction. Dose reconstructions have been performed or are underway at most large Cold War installations in the United States, such as the Hanford facility; several are also underway in other countries, such as at the Mayak facility in Russia. The efforts in the United States are mostly based on historical operating records and current conditions, which are used to estimate environmental releases, transport, and human exposure. The Russian efforts are largely based on environmental measurements and measurements of human subjects; environmental transport modelling, when conducted, is used to organize and validate the measurements. Past operation of Cold War-related facilities for the manufacture of nuclear weapons has resulted in major releases of radionuclides into the environment. Reconstruction of the historical releases and the resultant radiation dose to individuals in the public living near these facilities is called environmental dose reconstruction. Dose reconstructions have been performed or are underway at most large Cold War installations in the United States; several are also underway in other countries. The types of activity performed, the operating histories, and the radionuclide releases vary widely across the different facilities. The U.S. Hanford Site and the Russian Mayak Production Association are used here to illustrate the nature of the assessed problems and the range of approaches developed to solve them.

EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

    U.S. Department of Energy’s National Nuclear Security Administration (NNSA) Office of Global Threat Reduction (GTRI) recently removed legacy plutonium materials from Sweden in collaboration with AB SVAFO, Sweden. This paper details the activities undertaken through the U.S. receiving site (Savannah River Site (SRS)) to support the characterization, stabilization, packaging and removal of legacy plutonium materials from Sweden in 2012. This effort was undertaken as part of GTRI’s Gap Materials Program and culminated with the successful removal of plutonium from Sweden as announced at the 2012 Nuclear Security Summit. The removal and shipment of plutonium materials to the United States was the first of its kind under NNSA’s Global Threat Reduction Initiative. The Environmental Assessment for the U.S. receipt of gap plutonium material was approved in May 2010. Since then, the multi-year process yielded many first time accomplishments associated with plutonium packaging and transport activities including the application of the of DOE-STD-3013 stabilization requirements to treat plutonium materials outside the U.S., the development of an acceptance criteria for receipt of plutonium from a foreign country, the development and application of a versatile process flow sheet for the packaging of legacy plutonium materials, the identification of a plutonium container configuration, the first international certificate validation of the 9975 shipping package and the first intercontinental shipment using the 9975 shipping package. This paper will detail the technical considerations in developing the packaging process flow sheet, defining the key elements of the flow sheet and its implementation, determining the criteria used in the selection of the transport package, developing the technical basis for the package certificate amendment and the reviews with multiple licensing authorities and most importantly integrating the technical activities with the Swedish partners.

    Physicians are exercising their responsibility as healers in their efforts to prevent nuclear war. Death for Hiroshima survivors was experienced in four stages: the immediate impact of destruction, the acute impact of radiation, delayed radiation effects, and later identification as an atomic bomb survivor. Each phase had its physical and psychological impacts and negates Hiroshima as a model for rational behavior despite those who claim survival is possible for those who are prepared. The psychic effects of modern nuclear, chemical, and germ warfare need to be challenged with a symbolization of life and immortality. Studies of psychological reactions to the terror children felt during practice air-raid drills indicate that the fears can be surpressed and re-emerge in adult life as a linking of death with collective annihilation. Other themes which emerge are feelings of impermanence, craziness, identification with the bomb, and a double existence. Psychic numbing and the religion of nuclearism cause dangerous conflicts with the anxieties caused by increasing awareness of death. (DCK)

    The Legacy engine is a completely new design, transitional diesel engine, replacing the reciprocating engine with a rotary engine. The Legacy engine offers significant advances over conventional internal combustion engines in 1) power to weight ratio; 2) multiple fuel acceptance; 3) fuel economy; and 4) environmental compliance. These advances are achieved through a combination of innovative design geometry, rotary motion, aspiration simplicity, and manufacturing/part simplicity. The key technical challenge to the Legacy engine??s commercialization, and the focus of this project, was the development of a viable roton tip seal. The PST concept for the roton tip seal was developed into a manufacturable design. The design was evaluated using a custom designed and fabricated seal test fixture and further refined. This design was incorporated into the GEN2.5A prototype and tested for achievable compression pressure. The Decision Point at the end of Phase 1 of the project (described below) was to further optimize the existing tip seal design. Enhancements to the tip seal design were incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below. Compression pressures adequate for compression ignition of diesel fuel were achieved, although not consistently in all combustion volumes. The variation in compression pressures was characterized versus design features. As the roton tip seal performance was improved, results pointed toward inadequate performance of the housing side seals. Enhancement of the housing side seal system was accomplished using a custom designed side seal test fixture. The design enhancements developed with the test fixture were also incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below.     Los Alamos National Laboratory (LANL) and its subcontractors recently completed a nine-month legacy material clean-up effort. Legacy materials were defined as chemicals, hazardous, non-hazardous, and both hazardous and radioactive (mixed), that no longer served a programmatic use and had no identified individual owner within the Laboratory. Once personnel identified the legacy materials, the items were transferred to Solid Waste Operation`s (EM-SWO) control. Upon completing this process, the responsible division-level manager was required to certify that all non-radioactive hazardous and non-hazardous materials and acceptable mixed legacy materials had been identified and transferred to EM-SWO for proper handling or disposal. The major expense in this project was the cost of actual chemical and radiological analysis. This expense was the result of items not having an identified individual owner. The major benefit of this project is that LANL is now in an excellent position to implement its Integrated Safety Management (ISM) Plan, which requires the implementation of safe work practices, including requirements for removing unused items when vacating workspaces. Effective implementation of ISM will go a long way toward ensuring that legacy materials are no longer an issue at the Laboratory.

    We must conclude that war remains a major problem in the last quarter of the twentieth century. My intention in this book is to introduce you to international relations by focusing on this problem. War is not the only problem of international relations, and so this book does not exhaust the field. But war is a central problem, and the possibility of resort to war affects other aspects of international relations. Whatever else we may look at, we cannot avoid looking at war. In fact, in looking at war, we will touch on most of the other subjects important in international relations. War is conflict among states carried on by their armed forces. To distinguish war from border skirmishes and other minor incidents we usually say it must reach a certain magnitude (for example, at least 1,000 soldiers killed in battle over a year). It would be ideal if we could systematically study all the wars in the last hundred years, but such an exhaustive study would be out of place here. At the same time we cannot discuss such subjects as the cause of war or proposals for preventing it without some knowledge about actual wars. We must test theories against historical facts. What follows in Part I is a somewhat detailed history of seven wars (or groups of wars) fought in the last hundred years. These include the most destructive of the wars World War I (1914-1918), World War II (1939-1945), and the Korean War (1950-1953). By way of background to World War I, we will look at the wars of German unification (1864-1871), which preceded and in some ways prepared the way for it. To balance our account, we will also look at several recent wars India and Pakistan (1971), Uganda and Tanzania (1978-1979), and Cambodia, Vietnam, and China (1978-1980). After looking at some of the major wars of the last hundred years, we will look at what people have the about the causes of war in general.

    The Gulf War inflicted dramatic environmental damage upon the fragile desert and shore environments of Kuwait and northeastern Saudi Arabia. Coastal and marine environments experienced oil spills of more than 8 million barrels, which killed wildlife and damaged the fishing industry. In inland Kuwait, hundreds of oil lakes are scattered across the desert surface: these lakes emit noxious gases, drown insects and birds, and may seep to pollute groundwater. Exploding and burning oil wells released soot particles, oil droplets, and noxious chemicals into the atmosphere, spreading air pollution, acid rain, and respiratory problems. Military diggings, constructions, and vehicles have destroyed much of the desert pavement, resulting in increased dust storms and large, moving dunes.

    The Department of Energy contributes to the future of the Nation by ensuring energy security, maintaining the safety, security and reliability of the nuclear weapons stockpile, cleaning up the environment from the legacy of the Cold War, and developing innovations in science and technology. After 25 years in existence, the Department now operates 24 preeminent research laboratories and facilities and four power marketing administrations, and manages the environmental cleanup from 50 years of nuclear defense activities that impacted two million acres in communities across the country. The Department has an annual budget of about $23 billion and employs about 14,500 Federal and 100,000 contractor employees. The Department of Energy is principally a national security agency and all of its missions flow from this core mission to support national security. That is true not just today, but throughout the history of the agency. The origins of the Department can be traced to the Manhattan Project and the race to develop the atomic bomb during World War II. Following the war, Congress engaged in a vigorous and contentious debate over civilian versus military control of the atom. The Atomic Energy Act of 1946 settled the debate by creating the Atomic Energy Commission, which took over the Manhattan Project’s sprawling scientific and industrial complex.

    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     Management of the uranium legacy is accompanied with environmental impact intensity of which depends on the amount of the waste generated, the extent of that waste localization and environmental spreading. The question is: how hazardous is such impact on the environment and human health? The criterion for safety assurance is adequate regulation of the uranium legacy. Since the establishment of the uranium industry, the well done regulatory system operates in the FMBA of Russia. Such system covers inter alia, the uranium legacy. This system includes the extent laboratory network of independent control and supervision, scientific researches, regulative practices. The current Russian normative and legal basis of the regulation and its application practice has a number of problems relating to the uranium legacy, connected firstly with the environmental remediation. To improve the regulatory system, the urgent tasks are: -To introduce the existing exposure situation into the national laws and standards in compliance with the ICRP system. - To develop criteria for site remediation and return, by stages, to uncontrolled uses. The similar criteria have been developed within the Russian-Norwegian cooperation for the purpose of remediation of the sites for temporary storage of SNF and RW. - To consider possibilities and methods of optimization for the remediation strategies under development. - To separate the special category - RW resulted from uranium ore mining and dressing. The current Russian RW classification is based on the waste subdivision in terms of the specific activities. Having in mind the new RW-specific law, we receive the opportunity to separate some special category - RW originated from the uranium mining and milling. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM.     The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

  11. Repackaging Rocky Flats Legacy Transuranic Waste

    Repackaging legacy Transuranic (TRU), Transuranic Mixed (TRM), Low Level Waste (LLW), and Low Level Mixed (LLM) waste requires good characterization skills and the ability to adapt to less than ideal conditions. Repackaging legacy waste in a facility that is not undergoing Decontamination and Decommission (D and D) is optimum. However, repackaging any waste in a D and D facility, under cold and dark conditions, can be difficult. Cold and dark conditions are when the heating and air conditioning are no longer in service and the lighting consists of strands of lights hung throughout each of the rooms. Working under these conditions adds an additional level of stress and danger that must be addressed. The use of glovebags was very useful at Rocky Flats during the D and D of many buildings. Glovebags can be adapted for many different types of wastes and unusual conditions. Repackaging of legacy TRU waste, in a D and D facility, can be accomplished safely and cost effectively with the use of glovebags. In conclusion: the use of glovebags to repackage legacy TRU, TRM, LLW, or LLM waste was done safely and cost effectively at Rocky Flats. The cost of using glovebags was minimal. Glovebags are easily adaptable to whatever the waste configuration is. The use of glovebags, for repackaging of Legacy waste, allows D and D efforts to stay on schedule and on task. Without the use of glovebags, additional gloveboxes would have been required at Rocky Flats. Larger items, such as the HEPA filters, would have required the construction of a new large item repackaging glovebox. Repackaging in glovebags allows the freedom to either locate the glovebag by the waste or locate the glovebag in a place that least impacts D and D efforts. The use of glovebags allowed numerous configurations of waste to be repackaged without the use of gloveboxes. During the D and D of the Rocky Flats facility, which was in a cold and dark stage, D and D work was not impacted by the repackaging activity

    Pursuant to the National Response Plan, Nuclear/Radiological Incident Annex [1], the Environmental Protection Agency (EPA) is assigned lead agency responsibility for decontamination and clean-up efforts following a domestic terrorist event involving a radiological dispersal device (RDD). An RDD incident in a modern city environment poses many of the same issues and problems traditionally faced at 'legacy' clean up projects being performed across our country. However there are also many aspects associated with an urban RDD clean-up that have never been faced in legacy site remediation. For example, the demolition and destructive technologies widely used in legacy remediation would be unacceptable in the case of historically or architecturally significant properties or those with prohibitively high replacement cost; contaminated properties will likely belong to numerous small private entities whose business interests are at stake; reducing the time required to decontaminate and return a city to normal use cannot be overemphasized due to its tremendous economic and political impact. The mission of the EPA's National Homeland Security Research Center (NHSRC) includes developing the best technology and tools needed for field personnel to achieve their goals should that event occur. To that end, NHSRC has been exploring how the vast experience within the legacy site remediation community could be tapped to help meet this need, and to identify gaps in decontamination technology. This paper articulates much of what has been learned over the past year as a result of efforts to identify these technology and procedural needs to address the urban RDD. This includes comparing and contrasting remediation techniques and methodologies currently used in nuclear facility and site cleanup with those that would be needed following an urban RDD event. Finally, this presentation includes an appeal to the radiological decontamination community to come forward with ideas and technologies

    The Fernald Closure Project encompasses a 1,050-acre tract of land northwest of Cincinnati, Ohio. Dedicated to the production of uranium feed materials from 1952 until 1989, the site was subsequently included on the U.S. Environmental Protection Agency's National Priorities List and slated for cleanup. Except for contaminated ground water, cleanup of the site will be completed in 2006; remediation of the aquifer will continue for 20 years. Transition of the project from the U.S. Department of Energy Office of Environmental Management to the Office of Legacy Management will be effected when site cleanup is completed, surface restoration is complete, and aquifer remediation is on-going. Office of Legacy Management activities will focus on the monitoring and maintenance of the on-site disposal facility, enforcement of restrictions on site access and use, and the protection of natural and cultural resources. The Site Transition Plan, developed in accordance with Site Transition Framework guidance, identifies organizational and financial responsibilities for attaining closeout. A Transition Matrix details more than 1,000 activities necessary for site transition and allows each task to be tracked. Responsibility Transition Plans address major areas of scope to be transferred, such as records and information management, infrastructure, and environmental monitoring. Much effort has been placed on the retention of staff to perform the identified Office of Legacy Management scope. (authors)

Stoller employs a management system that applies to all programs, projects, and business management systems funded through DOE-LM task orders. The management system incorporates the philosophy, policies, and requirements of health and safety, environmental compliance, and quality assurance (QA) in all aspects of project planning and implementation. Health and safety requirements are documented in the Health and Safety Manual (STO 2), the Radiological Control Manual (STO 3), the Integrated Safety Management System Description (STO 10), and the Drilling Health and Safety Requirements (STO 14). Environmental compliance policy and requirements are documented in the Environmental Management Program Implementation Manual (STO 11). The QA Program is documented in the Quality Assurance Manual (STO 1). The QA Manual (STO 1) implements the specific requirements and philosophy of DOE Order 414.1C, Quality Assurance. This manual also includes the requirements of other standards that are regularly imposed by customers, regulators, or other DOE orders. Title 10 Code of Federal Regulations Part 830, “Quality Assurance Requirements,” ANSI/ASQC E4-2004, “Quality Systems for Environmental Data and Technology Programs – Requirements with Guidance for Use,” and ISO 14001-2004, “Environmental Management Systems,” have been included.
