    Terrestrial cyanobacteria often occur in niches tha tare strongly enriched in far-redlight (FRL; λ > 700nm). Some cyanobacteria exhibit a complex and extensive photoacclimation response, known as FRLphotoacclimation(FaRLiP).During the FaRLiP response, specialized paralogous proteins replace 17 core subunits of the three major photosynthetic complexes: Photosystem (PS)I, PSII,and the phycobilisome. Additionally, the cells synthesize both chlorophyll (Chl) f and Chl d.Using biparental mating from Escherichia coli, we constructed null mutants of three genes, rfpA, rfpB,and rfpC, in the cyanobacteria Chlorogloeopsis fritschii PCC 9212 and Chroococcidiopsis thermalis PCC 7203.The resulting mutants were no longer able to modify their photosynthetic apparatus to absorb FRL, were no longer able to synthesize Chl f, in appropriately synthesized Chl d in white light,and were unable to transcribe genes of the FaRLiP gene cluster. We conclude that RfpA, RfpB, and RfpC constitute a FRL-activated signal transduction cascade that is the master control switch for the FaRLiP response. FRL is proposed to activate (or inactivate) the histidine kinase activity of RfpA, which leads to formation of the active state of RfpB, the key response regulator and transcription activator. RfpC may act as a phosphate shuttle between RfpA and RfpB. Our results show that reverse genetics via conjugation will be a powerful approach in detailed studies of the FaRLiP response.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

This includes the following appliance usage (1) personnel computers, (2) cooking appliances, (3) conventional ovens, (4) microwave ovens, (5) clothes washers, and (6) clothes dryer. Many of these items were first collected in the 1997 RECS.     The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    This EIS analyzes the U.S. Department of the Interior Bureau of Indian Affairs proposed lease of acreage on the Fort Mojave Indian Reservation in Mohave County, Arizona for development of a natural gas-fired 500 megawatt combined cycle power plant. DOE's Western Area Power Administration (WAPA) is a cooperating agency, and the plant would supply power to the WAPA grid. The proposed Southpoint power plant would require construction of an off-site substation and two 230 kV transmission lines in order to wheel power to WAPAs distribution grid. An Environmental Assessment (EA) for the proposed substation and transmission line was prepared with the Department of the Interior Bureau of Land Management as lead agency and WAPA as a cooperating agency, and a Finding of No Significant Impact was approved on December 2, 1997.

    The Western Area Power Administration (WAPA) served as a cooperating agency for this Federal Highway Administration Environmental Impact Statement (EIS) due to WAPA’s role in the relocation of several transmission lines. The Federal Highway Administration (FHWA) prepared an Environmental Impact Statement (EIS) for construction of a new segment of U.S. Highway 93 for the purpose of improving congestion and hazardous vehicle/pedestrian conflicts where the highway crosses the Colorado River over Hoover Dam. As a cooperating agency for the EIS, WAPA proposed modifications to its transmission system and facilities to accommodate the construction of the new highway and bridge spanning the Colorado River.

    This report documents the status and trends of 'compliance'--renewable energy certificate (REC) markets used to meet state renewable portfolio standard (RPS) requirements--and 'voluntary' markets--those in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. Today, 29 states and the District of Columbia have an RPS, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, and all consumers have the option to purchase RECs. This report documents REC activities and trends in the United States. The compliance REC market analysis includes analysis of REC trading, regional REC markets, REC tracking systems, types of compliance RECs, compliance REC pricing trends, and an overview of compliance with RPS polices. The voluntary REC analysis presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing and administrative expenses, voluntary REC pricing, and the voluntary carbon offsets market. The report concludes with a discussion of upcoming guidance from the Federal Trade Commission on green marketing claims, the emergence of community solar programs, and the potential impact of Dodd-Frank regulations on the REC market.

    Problems encountered in the incineration of glovebox generated waste at Rocky Flats Plant (RFP) led to the development of a fluidized-bed incineration (FBI) system for transuranic (TRU) combustible wastes. Laboratory and pilot-scale testing of the process preceded the installation of an 82-kg/h production demonstration incinerator at RFP. The FBI process is discussed, and the design of the demonstration incinerator is described. Operating experience and process performance for both the pilot and demonstration units are presented.

    This study was initiated to characterize actinides in environmental samples collected at the Rocky Flats Plant (RFP). Thermal Ionization Mass Spectrometry (TIMS) measurement techniques were used to measure the plutonium and uranium content of water and sediment samples collected from the ponds used to control surface-waters on-site at RFP. TIMS was also used to separate the uranium into anthropogenic and naturally occurring components. The results of these studies are presented.

    Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978. The full report also addresses state efforts to clarify REC ownership in two other situations, customer-owned generation that benefits from state net metering rules, and generation facilities that receive financial incentives from state or utility funds. The issue of REC ownership most often arises in states that have adopted an RPS. In such states, both parties to QF contracts have a lot at stake: either additional cost to a utility if RECs are awarded to the QF, or loss of value to the QF if RECs are awarded to the utility. As a rough estimate, QF RECs that are eligible for state RPS programs could have a value between $35 million and $175 million, so there is significant economic value riding on the ownership question.

    This document provides a model RFP for new generation. The 'base' RFP is for a single-source offshore wind RFP. Required modifications are noted should a state or utility seek multi-source bids (e.g., all renewables or all sources). The model is premised on proposals meeting threshold requirements (e.g., a MW range of generating capacity and a range in terms of years), RFP issuer preferences (e.g., likelihood of commercial operation by a date certain, price certainty, and reduction in congestion), and evaluation criteria, along with a series of plans (e.g., site, environmental effects, construction, community outreach, interconnection, etc.). The Model RFP places the most weight on project risk (45%), followed by project economics (35%), and environmental and social considerations (20%). However, if a multi-source RFP is put forward, the sponsor would need to either add per-MWh technology-specific, life-cycle climate (CO2), environmental and health impact costs to bid prices under the 'Project Economics' category or it should increase the weight given to the 'Environmental and Social Considerations' category.

  5. The future of GPS-based electric power system measurements, operation and control

    Much of modern society is powered by inexpensive and reliable electricity delivered by a complex and elaborate electric power network. Electrical utilities are currently using the Global Positioning System-NAVSTAR (GPS) timekeeping to improve the network`s reliability. Currently, GPS synchronizes the clocks on dynamic recorders and aids in post-mortem analysis of network disturbances. Two major projects have demonstrated the use of GPS-synchronized power system measurements. In 1992, the Electric Power Research Institute`s (EPRI) sponsored Phase Measurements Project used a commercially available Phasor Measurements Unit (PMU) to collect GPS-synchronized measurements for analyzing power system problems. In 1995, Bonneville Power Administration (BPA) and Western Area Power Administration (WAPA) under DOE`s and EPRI`s sponsorship launched the Wide Area Measurements (WAMS) project. WAMS demonstrated GPS-synchronized measurements over a large area of their power networks and demonstrated the networking of GPS-based measurement systems in BPA and WAPA. The phasor measurement technology has also been used to conduct dynamic power system tests. During these tests, a large dynamic resistor was inserted to simulate a small power system disturbance.

    Renewable energy certificates (RECs) represent the attributes of electricity generated from renewable energy sources. These attributes are unbundled from the physical electricity, and the two products-the attributes embodied in the certificates and the commodity electricity-may be sold or traded separately. RECs are quickly becoming the currency of renewable energy markets because of their flexibility and the fact that they are not subject to the geographic and physical limitations of commodity electricity. RECs are currently used by utilities and marketers to supply renewable energy products to end-use customers as well as to demonstrate compliance with regulatory requirements, such as renewable energy mandates. The purpose of this report is to describe and analyze the emerging market for renewable energy certificates.     We have compiled a greater than 10,000 CH-TRU waste drum data base from seven DOE sites which have utilized such multiple NDA measurements within the past few years. Most of these nondestructive assay (NDA) technique assay result comparisons have been performed on well-characterized, segregated waste categories such as cemented sludges, combustibles, metals, graphite residues, glasses, etc., with well-known plutonium isotopic compositions. Waste segregation and categorization practices vary from one DOE site to another. Perhaps the most systematic approach has been in use for several years at the Rocky Flats Plant (RFP), operated by Rockwell International, and located near Golden, Colorado. Most of the drum assays in our data base result from assays of RFP wastes, with comparisons available between the original RFP assays and PAN assays performed independently at the Idaho National Engineering Laboratory (INEL) Solid Waste Examination Pilot Plant (SWEPP) facility. Most of the RFP assays were performed with hyperpure germanium (HPGe)-based SGS assay units. However, at least one very important waste category, processed first-stage sludges, is assayed at RFP using a sludge batch-sampling procedure, prior to filling of the waste drums. 5 refs., 5 figs.

    This report presents the preliminary findings of the Environmental Survey of the United States Department of Energy (DOE), Rocky Flats Plant (RFP), conducted August 11 through 22, 1986. The Survey is being conducted by an multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the RFP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data observations of the operations carried on at RFP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activates. The Sampling and Analysis Plan is being executed by DOE's Oak Ridge National Laboratory. When completed, the results will be incorporated into the RFP Environmental Survey Interim Report.     This report was written at the request of EG&G Rocky Flats, Inc. in support of joint emergency planning for the Rocky Flats Plant (RFP) by EG&G and the State of Colorado. The intent of the report is to provide the State of Colorado with an independent assessment of any respirable plutonium releases that might occur in the event of a severe fire at the plant. Fire releases of plutonium are of interest because they have been used by EG&G to determine the RFP emergency planning zones. These zones are based on the maximum credible accident (MCA) described in the RFP Final Environmental Impact Statement (FEIS) of 1980, that MCA is assumed to be a large airplane crashing into a RFP plutonium building.The objective of this report was first, to perform a worldwide literature review of relevant release experiments from 1960 to the present and to summarize those findings, and second, to provide recommendations for application of the experimental data to fire release analyses at Rocky Flats. The latter step requires translation between experimental and expected RFP accident parameters, or ``scaling.`` The parameters of particular concern are: quantities of material, environmental parameters such as the intensity of a fire, and the physico-chemical forms of the plutonium. The latter include plutonium metal, bulk plutonium oxide powder, combustible and noncombustible wastes contaminated with plutonium oxide powder, and residues from plutonium extraction processes.

  15. Who Owns Renewable Energy Certificates? An Exploration of PolicyOptions and Practice

    Renewable energy certificates (RECs) represent the bundle of information that describes the characteristics of renewable electricity generation, and may be (and increasingly are) sold separately from the underlying electricity itself. RECs are a relatively new phenomenon, emerging as a tradable commodity in voluntary markets in the late 1990s, and gaining strength as a means of compliance with various state policy requirements affecting renewable generation in the early 2000s (Holt and Bird 2005). Twenty states and Washington, D.C. now have mandatory renewables portfolio standard (RPS) obligations, and most of these may be satisfied by owning and retiring RECs. Many states also have fuel source and emissions disclosure requirements, for which RECs are useful. Even where state policy does not allow unbundled and fully tradable RECs to meet these requirements, RECs may still be used as an accounting and verification tool (REC tracking systems are in place or under development in many regions of the U.S.). These applications, plus REC trading activity in support of voluntary green claims, give rise to potential ''double counting'' to the extent that the purchaser of the RECs and the purchaser of the underlying electricity both make claims to the renewable energy attributes of the facility in question (Hamrin and Wingate 2003). When renewable electricity is sold and purchased, an important question therefore arises: ''Who owns the RECs created by the generation of renewable energy?'' In voluntary transactions, most agree that the question of REC ownership can and should be negotiated between the buyer and the seller privately, and should be clearly established by contract. Claims about purchasing renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. In these cases, the issue of REC ownership must often be answered by legislative or regulatory authorities. Some renewable energy contracts pre-date the existence of RECs, however, and in these cases the disposition of RECs is often unclear. Similarly, because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. The purpose of this report is to provide information and insight to state policy-makers, utility regulators, and others about different approaches to clarifying the ownership of RECs. We focus exclusively on three distinct areas in which REC ownership issues have arisen: (1) Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978; (2) Customer-owned generation that benefits from state net metering rules; and (3) Generation facilities that receive financial incentives from state or utility funds. This is a survey report. It reviews how both the federal government and states have addressed these issues to date, and highlights the arguments that have been raised for different REC ownership dispositions. Our aim is to describe the arguments on each side, and the context for the debates that are occurring. We do not, in this report, provide a list of policy recommendations for how policymakers should be addressing these issues.

  16. Confinement improvement with rf poloidal current drive in the reversed-field pinch

    External control of the current profile in a reversed-field pinch (RFP), by means such as rf poloidal current drive, may have beneficial effects well beyond the direct reduction of Ohmic input power due to auxiliary heating. Reduction of magnetic turbulence associated with the dynamo, which drives poloidal current in a conventional RFP, may allow operation at lower density and higher electron temperature, for which rf current drive becomes efficient and the RFP operates in a more favorable regime on the n{tau} vs T diagram. Projected parameters for RFX at 2 MA axe studied as a concrete example. If rf current drive allows RFX to operate with {beta} = 10% (plasma energy/magnetic energy) at low density (3 {times} 10{sup 19} m{sup {minus}3}) with classical resistivity (i.e. without dynamo-enhanced power input), 40 ms energy confinement times and 3 keV temperatures will result, matching the performance of tokamaks of similar size.

  17. The effects of size reduction techniques on TCLP analysis of solidified mixed waste

    The Rocky Flats Plant (RFP) generates and stores mixed wastes that are subject to regulation under the Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDR). Low level mixed wastes at RFP are destined for disposal at the Nevada Test Site (NTS), and thus must meet stringent NTS Waste Acceptance Criteria (WAC), including free liquids, dispersible solids, and Toxicity Characteristic Leaching Procedure (TCLP) requirements. TCLP requires size reduction of the waste form to less than 0.95 centimeters. This can be accomplished by cutting, crushing, or grinding. These classic size reduction methods have the effect of exposing more surface area of the waste. Stabilization technologies under investigation at RFP include polymer encapsulation by co-extruding the waste with low density polyethylene and microwave melting. The objective of this study is to evaluate the effects of different size reduction methods on TCLP results for polyethylene-encapsulated and microwave melted surrogate waste.

Federal, state, and local governments require emergency planning for facilities that may affect the public in the event of an accidental release of nuclear or hazardous materials. One of the purposes of this EG G Rocky Flats Plant (RFP) Analysis of Offsite Emergency Planning Zones (EPZ) project is to identify the EPZs where actions could be necessary to protect public health. The RFP EPZ project is developing an interim basis for potential sheltering and evacuation recommendations in the event of an accidental release of radionuclides to the atmosphere from this facility.     For more than a decade, renewable energy certificates (RECs) have grown in use, becoming a common way to track ownership of the renewable and environmental attributes of renewable electricity generation. In recent years, however, questions have risen about the role RECs play in the decision to build new renewable energy projects. Information from a variety of market participants suggests that the importance of RECs in building new projects varies depending on a number of factors, including electricity market prices, the cost-competitiveness of the project, the presence or absence of public policies supportive of new projects, contract duration, and the perspective of different market participants. While there is no single answer to the role that RECs play, there are situations in which REC revenues are essential to project economics, as well as some where REC revenues may have little impact. To strengthen the role RECs play in both compliance and voluntary markets, there are a number of options that could be considered. In compliance markets, lawmakers or regulators would have to adopt measures that strengthen the role of RECs in the development of new projects, while in voluntary markets, it would be up to program leaders and market participants themselves to implement measures.

So, on what basis can a consumer of electricity claim to be using renewables?     The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    The Department of Energy (DOE) established the Office of Technology Development (EM-50) (OTD) as an element of Environmental Restoration and Waste Management (EM) in November 1989. The primary objective of the Office of Technology Development, Rocky Flats Compliance Program (RFCP), is to develop altemative treatment technologies for mixed low-level waste (wastes containing both hazardous and radioactive components) to use in bringing the Rocky Flats Plant (RFP) into compliance with Federal and state regulations and agreements. Approximately 48,000 cubic feet of untreated low-level mixed waste, for which treatment has not been specified, are stored at the RFP. The cleanup of the Rocky Flats site is driven by agreements between DOE, the Environmental Protection Agency (EPA), and the Colorado Department of Health (CDH). Under these agreements, a Comprehensive Treatment and Management Plan (CTMP) was drafted to outline the mechanisms by which RFP will achieve compliance with the regulations and agreements. This document describes DOE`s strategy to treat low-level mixed waste to meet Land Disposal Restrictions and sets specific milestones related to the regulatory aspects of technology development. These milestones detail schedules for the development of technologies to treat all of the mixed wastes at the RFP. Under the Federal Facilities Compliance Act (FFCA), the CTMP has been incorporated into Rocky Flats Plant Conceptual Site Treatment Plan (CSTP). The CSTP will become the Rocky Flats Plant site Treatment Plan in 1995 and will supersede the CTMP.

    This report provides the results of a Technical Safety Appraisal (TSA) of the Rocky Flats Plant (RFP) conducted November 14 to 18 and November 28 to December 9, 1988. This appraisal covered the effectiveness and improvements in the RFP safety program across the site, evaluating progress to date against standards of accepted practice. The appraisal included coverage of the timeliness and effectiveness of actions taken in response to the recommendations/concerns in three previous Technical Safety Appraisals (TSAs) of RFP Bldg. 707 conducted in July 1986, Bldgs. 771/774 conducted in October/November 1986, and Bldgs. 776/777 conducted in January/February 1988. Results of this appraisal are given in Section IV for each of 14 technical safety areas at RFP. These results include a discussion, conclusions and any new safety concerns for each technical safety area. Appendix A contains a description of the system for categorizing concerns, and the concerns are tabulated in Appendix B. Appendix C reports on the evaluation of the contractor's actions and the current status of each of the 230 recommendations and concerns contained in the three previous TSA reports.
