    Terrestrial cyanobacteria often occur in niches tha tare strongly enriched in far-redlight (FRL; λ > 700nm). Some cyanobacteria exhibit a complex and extensive photoacclimation response, known as FRLphotoacclimation(FaRLiP).During the FaRLiP response, specialized paralogous proteins replace 17 core subunits of the three major photosynthetic complexes: Photosystem (PS)I, PSII,and the phycobilisome. Additionally, the cells synthesize both chlorophyll (Chl) f and Chl d.Using biparental mating from Escherichia coli, we constructed null mutants of three genes, rfpA, rfpB,and rfpC, in the cyanobacteria Chlorogloeopsis fritschii PCC 9212 and Chroococcidiopsis thermalis PCC 7203.The resulting mutants were no longer able to modify their photosynthetic apparatus to absorb FRL, were no longer able to synthesize Chl f, in appropriately synthesized Chl d in white light,and were unable to transcribe genes of the FaRLiP gene cluster. We conclude that RfpA, RfpB, and RfpC constitute a FRL-activated signal transduction cascade that is the master control switch for the FaRLiP response. FRL is proposed to activate (or inactivate) the histidine kinase activity of RfpA, which leads to formation of the active state of RfpB, the key response regulator and transcription activator. RfpC may act as a phosphate shuttle between RfpA and RfpB. Our results show that reverse genetics via conjugation will be a powerful approach in detailed studies of the FaRLiP response.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    Reversed field pinch experiments (RFP) exhibit relaxation phenomena which sustain the magnetic configuration longer than electrical resistivity should allow. This effect is due to the NMD dynamo. An interesting feature of the dynamo is that the relaxations often occur in a discrete and nearly periodic sawtoothing fashion. Unlike the tokamak sawtooth where a single Fourier harmonic is believed to play a central role in the sawtooth dynamics, RFP sawteeth are characterized by a set of tearing instabilities which play the essential role in the MHD dynamo. A theoretical explanation of the discrete dynamo is presented which is based upon a description of the RFP dynamics as a low order dynamical system. The calculation accounts for the evolution of the equilibrium that is affected by applied electrical fields, diffusion processes and the MHD dynamo, as well as a dynamical description of the MHD dynamo which is determined from the behavior of the tearing instabilities and the properties of the equilibrium. The system can be reduced to two ordinary differential equations for the averaged current gradient, which measures the degree of plasma relaxation, and the dynamo amplitude. The dynamical system exhibit a predator-prey type periodic limit cycle, which is characterized by a slow current peaking phase followed by a rapid crash. The sawtooth amplitude and period are predicted to increase with Lundquist number and plasma current, features which are in qualitative agreement with experimental observations.

    Progress in understanding magnetic-fluctuation-induced transport in the reversed field pinch (RFP) has led to the idea of current profile control to reduce fluctuations and transport. With the addition of inductive poloidal current drive in the Madison Symmetric Torus (MST), the magnetic fluctuation amplitude is halved, leading to a four- to five-fold increase in the energy confinement time to {tau}{sub E}{approximately}5 ms as a result of both decreased plasma resistance and increased stored thermal energy. The record low fluctuation amplitude coincides with a record high electron temperature of {approximately}600 eV (for MST), and beta {beta} = 2{mu}{sub 0}

    / B(a){sup 2} increases from 6% to 8% compared with conventional MST RFP plasmas. Other improvements include increased particle confinement and impurity reduction. 19 refs., 4 figs., 1 tab.

    A three- to five-fold enhancement of the energy confinement time in a reversed-field pinch (RFP) has been achieved in the Madison Symmetric Torus (MST) by reducing the amplitude of tearing mode fluctuations responsible for anomalous transport in the core of the RFP. By applying a transient poloidal inductive electric field to flatten the current density profile, the fluctuation amplitude {tilde b}/B decreases from 1.5% to 0.8%, the electron temperature T{sub e0} increases from 250 eV to 370 eV, the ohmic input power decreases from 4.5 MW to approximately 1.5 MW, the poloidal beta {beta}{sub 0} increases from 6% to 9%, and the energy confinement time {tau}{sub E} increases from 1 ms to {approximately}5 ms in I{sub {phi}} = 340 kA plasmas with density {tilde n} = 1 {times} 10{sup 19} m{sup -3}. Current profile control methods are being developed for the RFP in a program to eliminate transport associated with these current-gradient-driven fluctuations. In addition to controlling the amplitude of the tearing modes, we are vigorously pursuing an understanding of the physics of these fluctuations. In particular, plasma flow, both equilibrium and fluctuating, plays a critical role in a diversity of physical phenomena in MST. The key results: 1) Edge probe measurements show that the MHD dynamo is active in low collisionality plasmas, while at high collisionality a new mechanism, the `electron diamagnetic dynamo,` is observed. 2) Core spectroscopic measurements show that the toroidal velocity fluctuations of the plasma are coherent with the large-scale magnetic tearing modes; the scalar product of these two fluctuating quantities is similar to that expected for the MHD dynamo electromotive force. 3) Toroidal plasma flow in MST exhibits large radial shear and can be actively controlled, including unlocking locked discharges, by modifying E{sub r} with a robust biased probe. 24 refs.

    Because of the ability of the recA protein product to maintain both DNA integrity and increase genetic diversity, this gene may be essential to the survival of microorganisms following the damaging effects of numerous environmental stresses such as exposure to solar UV radiation, exposure to gamma radiation, starvation, and changing environments. While the various activities and amino-acid sequence of recA have been highly conserved among the eubacteria and archaea, little is known as to whether a strict structure-function relationship has been conserved. In other words, are the same regions of this highly plastic, functionally heterogeneous protein involved in the same catalytic capacities throughout the bacterial kingdom? While it is reasonable to assume that this type of conservation has also occurred, we felt it necessary to test the assumption by demonstrating that mutations in different genera of bacteria which eliminate similar functions (i.e., lead to similar phenotypes) are caused by changes in the amino-acid sequence in the same regions of their recA proteins. Therefore, we located the changes in nucleotide sequence in two recA mutants of P. aeruginosa which displayed mutant phenotypes in recombination and UV resistance. Our assumption was that if structure-function relationships held, these mutations would be found in areas already identified as essential for the function of the E. coli recA protein.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    It has long been recognized that fluctuations in the magnetic field are a potent mechanism for the anomalous transport of energy in confined plasmas. The energy transport process originates from particle motion along magnetic fields, which have a fluctuating component in the radial direction (perpendicular to the confining equilibrium magnetic surfaces). A key feature is that the transport can be large even if the fluctuation amplitude is small. If the fluctuations are resonant with the equilibrium magnetic field (i.e., the fluctuation amplitude is constant along an equilibrium field line) then a small fluctuation can introduce stochasticity to the field line trajectories. Particles following the chaotically wandering field lines can rapidly carry energy across the plasma.

    This EIS analyzes the U.S. Department of the Interior Bureau of Indian Affairs’ proposed lease of acreage on the Fort Mojave Indian Reservation in Mohave County, Arizona for development of a natural gas-fired 500 megawatt combined cycle power plant. DOE's Western Area Power Administration (WAPA) is a cooperating agency, and the plant would supply power to the WAPA grid. The proposed Southpoint power plant would require construction of an off-site substation and two 230 kV transmission lines in order to wheel power to WAPA’s distribution grid. An Environmental Assessment (EA) for the proposed substation and transmission line was prepared with the Department of the Interior Bureau of Land Management as lead agency and WAPA as a cooperating agency, and a Finding of No Significant Impact was approved on December 2, 1997.

    MHD computation demonstrates that feedback can sustain reversal and reduce loop voltage in resistive-shell reversed field pinch (RFP) plasmas. Edge feedback on {approximately}2R/a tearing modes resonant near axis is found to restore plasma parameters to nearly their levels with a close-fitting conducting shell. When original dynamo modes are stabilized, neighboring tearing modes grow to maintain the RFP dynamo more efficiently. This suggests that experimentally observed limits on RFP pulselengths to the order of the shell time can be overcome by applying feedback to a few helical modes.

    This report documents the status and trends of 'compliance'--renewable energy certificate (REC) markets used to meet state renewable portfolio standard (RPS) requirements--and 'voluntary' markets--those in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. Today, 29 states and the District of Columbia have an RPS, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, and all consumers have the option to purchase RECs. This report documents REC activities and trends in the United States. The compliance REC market analysis includes analysis of REC trading, regional REC markets, REC tracking systems, types of compliance RECs, compliance REC pricing trends, and an overview of compliance with RPS polices. The voluntary REC analysis presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing and administrative expenses, voluntary REC pricing, and the voluntary carbon offsets market. The report concludes with a discussion of upcoming guidance from the Federal Trade Commission on green marketing claims, the emergence of community solar programs, and the potential impact of Dodd-Frank regulations on the REC market.

    We report the first experimental verification of the MHD dynamo in the RFP. A burst of magnetohydrodynamic (MHD) dynamo electric field is observed during the sawtooth crash, followed by an increase in the local parallel current in the MST RFP edge. By measuring each term, the parallel MHD mean-field Ohm`s law is observed to hold within experimental error bars both between and during sawtooth crashes.

    This study was initiated to characterize actinides in environmental samples collected at the Rocky Flats Plant (RFP). Thermal Ionization Mass Spectrometry (TIMS) measurement techniques were used to measure the plutonium and uranium content of water and sediment samples collected from the ponds used to control surface-waters on-site at RFP. TIMS was also used to separate the uranium into anthropogenic and naturally occurring components. The results of these studies are presented.

    Fluctuation-induced dynamo forces are measured over a wide range of electron collisionality in the edge of TPE-1RM20 Reversed-Field Pinch (RFP). In the collisionless region the Magnetohydrodynamic (MHD) dynamo alone can sustain the parallel current, while in the collisional region a new dynamo mechanism resulting from the fluctuations in the electron diamagnetic drift becomes dominant. A comprehensive picture of the RFP dynamo emerges by combining with earlier results from MST and REPUTE RFPs.

    Problems encountered in the incineration of glovebox generated waste at Rocky Flats Plant (RFP) led to the development of a fluidized-bed incineration (FBI) system for transuranic (TRU) combustible wastes. Laboratory and pilot-scale testing of the process preceded the installation of an 82-kg/h production demonstration incinerator at RFP. The FBI process is discussed, and the design of the demonstration incinerator is described. Operating experience and process performance for both the pilot and demonstration units are presented.

    This document provides a model RFP for new generation. The 'base' RFP is for a single-source offshore wind RFP. Required modifications are noted should a state or utility seek multi-source bids (e.g., all renewables or all sources). The model is premised on proposals meeting threshold requirements (e.g., a MW range of generating capacity and a range in terms of years), RFP issuer preferences (e.g., likelihood of commercial operation by a date certain, price certainty, and reduction in congestion), and evaluation criteria, along with a series of plans (e.g., site, environmental effects, construction, community outreach, interconnection, etc.). The Model RFP places the most weight on project risk (45%), followed by project economics (35%), and environmental and social considerations (20%). However, if a multi-source RFP is put forward, the sponsor would need to either add per-MWh technology-specific, life-cycle climate (CO2), environmental and health impact costs to bid prices under the 'Project Economics' category or it should increase the weight given to the 'Environmental and Social Considerations' category.

    Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978.     Much of modern society is powered by inexpensive and reliable electricity delivered by a complex and elaborate electric power network. Electrical utilities are currently using the Global Positioning System-NAVSTAR (GPS) timekeeping to improve the network`s reliability. Currently, GPS synchronizes the clocks on dynamic recorders and aids in post-mortem analysis of network disturbances. Two major projects have demonstrated the use of GPS-synchronized power system measurements. In 1992, the Electric Power Research Institute`s (EPRI) sponsored Phase Measurements Project used a commercially available Phasor Measurements Unit (PMU) to collect GPS-synchronized measurements for analyzing power system problems. In 1995, Bonneville Power Administration (BPA) and Western Area Power Administration (WAPA) under DOE`s and EPRI`s sponsorship launched the Wide Area Measurements (WAMS) project. WAMS demonstrated GPS-synchronized measurements over a large area of their power networks and demonstrated the networking of GPS-based measurement systems in BPA and WAPA. The phasor measurement technology has also been used to conduct dynamic power system tests. During these tests, a large dynamic resistor was inserted to simulate a small power system disturbance.

    Renewable energy certificates (RECs) represent the attributes of electricity generated from renewable energy sources. These attributes are unbundled from the physical electricity, and the two products-the attributes embodied in the certificates and the commodity electricity-may be sold or traded separately. RECs are quickly becoming the currency of renewable energy markets because of their flexibility and the fact that they are not subject to the geographic and physical limitations of commodity electricity. RECs are currently used by utilities and marketers to supply renewable energy products to end-use customers as well as to demonstrate compliance with regulatory requirements, such as renewable energy mandates. The purpose of this report is to describe and analyze the emerging market for renewable energy certificates. It describes how RECs are marketed, examines RECs markets including scope and prices, and identifies and describes the key challenges facing the growth and success of RECs markets.

    We have compiled a greater than 10,000 CH-TRU waste drum data base from seven DOE sites which have utilized such multiple NDA measurements within the past few years. Most of these nondestructive assay (NDA) technique assay result comparisons have been performed on well-characterized, segregated waste categories such as cemented sludges, combustibles, metals, graphite residues, glasses, etc., with well-known plutonium isotopic compositions. Waste segregation and categorization practices vary from one DOE site to another. Perhaps the most systematic approach has been in use for several years at the Rocky Flats Plant (RFP), operated by Rockwell International, and located near Golden, Colorado. Most of the drum assays in our data base result from assays of RFP wastes, with comparisons available between the original RFP assays and PAN assays performed independently at the Idaho National Engineering Laboratory (INEL) Solid Waste Examination Pilot Plant (SWEPP) facility. Most of the RFP assays were performed with hyperpure germanium (HPGe)-based SGS assay units. However, at least one very important waste category, processed first-stage sludges, is assayed at RFP using a sludge batch-sampling procedure, prior to filling of the waste drums. 5 refs., 5 figs.

    Studies of large-size (R = 1.5 m, a = 0.5 m), moderate current (I < 750 kA) reversed-field pinch (RFP) plasmas are carried out in the Madison Symmetric Torus in order to evaluate and improve RFP confinement, study general toroidal plasma MHD issues, determine the mechanism of the RFP dynamo, and measure fluctuation-induced transport and anomalous ion heating. MST confinement has been improved by reduction of magnetic field errors with correction coils in the primary circuit and reduction of impurities using boronization; high densities have been achieved with hydrogen pellet injection. MHD tearing modes with poloidal mode number m = 1 and toroidal mode numbers n = 5--7 are prevalent and nonlinearly couple to produce sudden relaxations akin to tokamak sawteeth. Edge fluctuation-induced transport has been measured with a variety of insertable probes. Ions exhibit anomalous heating, with increases of ion temperature occuring during strong MHD relaxation. The RFP dynamo has been studied with attention to various possible mechanisms, including motion-EMF drive, the Hall effect, and superthermal electrons. Initial profile control experiments have begun using insertable biased probes and plasma guns. The toroidal field capacity of MST will be upgraded during Summer, 1993 to allow low-current tokamak operation as well as improved RFP operation.

    This report was written at the request of EG&G Rocky Flats, Inc. in support of joint emergency planning for the Rocky Flats Plant (RFP) by EG&G and the State of Colorado. The intent of the report is to provide the State of Colorado with an independent assessment of any respirable plutonium releases that might occur in the event of a severe fire at the plant. Fire releases of plutonium are of interest because they have been used by EG&G to determine the RFP emergency planning zones. These zones are based on the maximum credible accident (MCA) described in the RFP Final Environmental Impact Statement (FEIS) of 1980, that MCA is assumed to be a large airplane crashing into a RFP plutonium building.The objective of this report was first, to perform a worldwide literature review of relevant release experiments from 1960 to the present and to summarize those findings, and second, to provide recommendations for application of the experimental data to fire release analyses at Rocky Flats. The latter step requires translation between experimental and expected RFP accident parameters, or ``scaling.`` The parameters of particular concern are: quantities of material, environmental parameters such as the intensity of a fire, and the physico-chemical forms of the plutonium. The latter include plutonium metal, bulk plutonium oxide powder, combustible and noncombustible wastes contaminated with plutonium oxide powder, and residues from plutonium extraction processes.

    This report presents the preliminary findings of the Environmental Survey of the United States Department of Energy (DOE), Rocky Flats Plant (RFP), conducted August 11 through 22, 1986. The Survey is being conducted by an multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the RFP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data observations of the operations carried on at RFP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activates. The Sampling and Analysis Plan is being executed by DOE's Oak Ridge National Laboratory. When completed, the results will be incorporated into the RFP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the RFP Survey. 75 refs., 24 figs., 33 tabs.

  16. Who Owns Renewable Energy Certificates? An Exploration of PolicyOptions and Practice

    Renewable energy certificates (RECs) represent the bundle of information that describes the characteristics of renewable electricity generation, and may be (and increasingly are) sold separately from the underlying electricity itself. RECs are a relatively new phenomenon, emerging as a tradable commodity in voluntary markets in the late 1990s, and gaining strength as a means of compliance with various state policy requirements affecting renewable generation in the early 2000s (Holt and Bird 2005). Twenty states and Washington, D.C. now have mandatory renewables portfolio standard (RPS) obligations, and most of these may be satisfied by owning and retiring RECs. Many states also have fuel source and emissions disclosure requirements, for which RECs are useful. Even where state policy does not allow unbundled and fully tradable RECs to meet these requirements, RECs may still be used as an accounting and verification tool (REC tracking systems are in place or under development in many regions of the U.S.). These applications, plus REC trading activity in support of voluntary green claims, give rise to potential ''double counting'' to the extent that the purchaser of the RECs and the purchaser of the underlying electricity both make claims to the renewable energy attributes of the facility in question (Hamrin and Wingate 2003). When renewable electricity is sold and purchased, an important question therefore arises: ''Who owns the RECs created by the generation of renewable energy?'' In voluntary transactions, most agree that the question of REC ownership can and should be negotiated between the buyer and the seller privately, and should be clearly established by contract. Claims about purchasing renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. In these cases, the issue of REC ownership must often be answered by

  17. Magnetohydrodynamic simulations of noninductive helicity injection in the reversed-field pinch and tokamak

    Numerical computation is used to investigate resistive magnetohydrodynamic (MHD) fluctuations in the reversed-field pinch (RFP) and in tokamak-like configurations driven solely by direct current (DC) helicity injection. A Lundquist number (S) scan of RFP turbulence without plasma pressure produces the weak scaling of S{sup -0.18} for the root-mean-square magnetic fluctuation level for 2.5x10{sup 3}{le}S{le}4x10{sup 4}. The temporal behavior of fluctuations and the reversal parameter becomes more regular as S is increased, acquiring a {open_quotes}sawtooth{close_quotes} shape at the largest value of S. Simulations with plasma pressure and anisotropic thermal conduction demonstrate energy transport resulting from parallel heat fluctuations. To investigate means of improving RFP energy confinement, three forms of current profile modification are tested. Radio frequency (RF) current drive is modeled with an auxiliary electron force, and linear stability calculations are used.

    External control of the current profile in a reversed-field pinch (RFP), by means such as rf poloidal current drive, may have beneficial effects well beyond the direct reduction of Ohmic input power due to auxiliary heating. Reduction of magnetic turbulence associated with the dynamo, which drives poloidal current in a conventional RFP, may allow operation at lower density and higher electron temperature, for which rf current drive becomes efficient and the RFP operates in a more favorable regime on the n{tau} vs T diagram. Projected parameters for RFX at 2 MA axe studied as a concrete example. If rf current drive allows RFX to operate with {beta} = 10% (plasma energy/magnetic energy) at low density (3 {times} 10{sup 19} m{sup {minus}3}) with classical resistivity (i.e. without dynamo-enhanced power input), 40 ms energy confinement times and 3 keV temperatures will result, matching the performance of tokamaks of similar size.

  19. The effects of size reduction techniques on TCLP analysis of solidified mixed waste

    The Rocky Flats Plant (RFP) generates and stores mixed wastes that are subject to regulation under the Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDR). Low level mixed wastes at RFP are destined for disposal at the Nevada Test Site (NTS), and thus must meet stringent NTS Waste Acceptance Criteria (WAC), including free liquids, dispersible solids, and Toxicity Characteristic Leaching Procedure (TCLP) requirements. TCLP requires size reduction of the waste form to less than 0.95 centimeters. This can be accomplished by cutting, crushing, or grinding. These classic size reduction methods have the effect of exposing more surface area of the waste. Stabilization technologies under investigation at RFP include polymer encapsulation by co-extruding the waste with low density polyethylene and microwave melting. The objective of this study is to evaluate the effects of different size reduction methods on TCLP results for polyethylene-encapsulated and microwave melted surrogate waste.

    A quality assurance plan (QAP) is a documented description or a listing of the controls to be implemented to assure that an operation or activity is accomplished in a consistent manner and in accordance with requirements. Federal, state, and local governments require emergency planning for facilities that may affect the public in the event of an accidental release of nuclear or hazardous materials. One of the purposes of this EG G Rocky Flats Plant (RFP) Analysis of Offsite Emergency Planning Zones (EPZ) project is to identify the EPZs where actions could be necessary to protect public health. The RFP EPZ project is developing an interim basis for potential sheltering and evacuation recommendations in the event of an accidental release of radionuclides to the atmosphere from this facility. Also, RFP is developing EPZs for accidental releases of major nonradiological hazardous substances to the atmosphere, and will analyze the impacts of an unplanned surface water release from the facility.
