    In 2002 and 2003, the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) Fisheries Habitat Program implemented stream habitat restoration and protection efforts on private properties in the Walla Walla River Basin with funding from Bonneville Power Administration (BPA). The objective of this effort is to protect and restore habitat critical to the recovery of weak or reintroduced populations of salmonid fish. The CTUIR has currently enrolled nine properties into this program: two on Couse Creek, two adjacent properties on Blue Creek, one on Patit Creek, and four properties on the mainstem Walla Walla River. Major accomplishments during the reporting period include the following: (1) Secured approximately $229,000 in project cost share; (2) Purchase of 46 acres on the mainstem Walla Walla River to be protected perpetually for native fish and wildlife; (3) Developed three new 15 year conservation easements with private landowners; (4) Installed 3000 feet of weed barrier tarp with new plantings within project area on the mainstem Walla Walla River; (5) Expanded easement area on Couse Creek to include an additional 0.5 miles of stream corridor and 32 acres of upland habitat; (6) Restored 12 acres on the mainstem Walla Walla River and 32 acres on Couse Creek to native perennial grasses; and (7) Installed 50,000+ new native plants/cuttings within project areas.

    In the late 1990s, the Confederated Tribes of the Umatilla Indian Reservation, Oregon Department of Fish and Wildlife, and Washington Department of Fish and Wildlife, along with many other agencies, began implementing fisheries restoration activities in the Walla Walla Basin. An integral part of these efforts is to alleviate the inadequate fish migration conditions in the basin. Migration concerns are being addressed by removing diversion structures, constructing fish passage facilities, implementing minimum instream flow requirements, and providing trap and haul efforts when needed. The objective of the Walla Walla River Fish Passage Operations Project is to increase the survival of migrating adult and juvenile salmonids in the Walla Walla River basin. The project is responsible for coordinating operation and maintenance of ladders, screen sites, bypasses, trap facilities, and transportation equipment. In addition, the project provides technical input on passage and trapping facility design, operation, and criteria. Operation of the various passage facilities and passage criteria guidelines are outlined in an annual operations plan that the project develops. Beginning in March of 2007, two work elements from the Walla Walla Fish Passage Operations Project were transferred to other projects. The work element Enumeration of Adult Migration at Nursery Bridge Dam is now conducted under the Walla Walla Basin Natural Production Monitoring and Evaluation Project and the work element Provide Transportation Assistance is conducted under the Umatilla Satellite Facilities Operation and Maintenance Project. Details of these activities can be found in those project's respective annual reports.

    The Walla Walla Basin Natural Production Monitoring and Evaluation Project (WWNPME) was funded by Bonneville Power Administration (BPA) as directed by section 4(h) of the Pacific Northwest Electric Power Planning and Conservation Act of 1980 (P. L. 96-501). This project is in accordance with and pursuant to measures 4.2A, 4.3C.1, 7.1A.2, 7.1C.3, 7.1C.4 and 7.1D.2 of the Northwest Power Planning Council's (NPPC) Columbia River Basin Fish and Wildlife Program (NPPC 1994). Work was conducted by the Fisheries Program of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) under the Walla Walla Basin Natural Production Monitoring and Evaluation Project (WWNPME). Chapter One provides an overview of the entire report and how the objectives of each statement of work from 1999, 2000, 2001, and 2002 contract years are organized and reported. Chapter One also provides background information relevant to the aquatic resources of the Walla Walla River Basin. Objectives are outlined below for the statements of work for the 1999, 2000, 2001 and 2002 contract years. The same objectives were sometimes given different numbers in different years. Because this document is a synthesis of four years of reporting, we gave objectives letter designations and listed the objective number associated with the statement of work for each year. Some objectives were in all four work statements, while other objectives were in only one or two work statements. Each objective is discussed in a chapter. The chapter that reports activities and findings of each objective are listed with the objective below. Because data is often interrelated, aspects of some findings may be reported or discussed in more than one chapter. Specifics related to tasks, approaches, methods, results and discussion are addressed in the individual chapters.

    In 2001, the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) Fisheries Habitat Program implemented stream habitat restoration and protection efforts in the Walla Walla River Basin with funding from Bonneville Power Administration (BPA). The objective of these efforts is to protect and restore habitat critical to the recovery of weak or reintroduced populations of salmonid fish. The CTUIR has currently enrolled six properties into this program: two on Couse Creek, two adjacent properties on Blue Creek, one on Patit Creek, and one property on the mainstem Walla Walla River. Since 1997, approximately 7 miles of critical salmonid habitat has been secured for restoration and protection under this project. Major accomplishments to date include the following: Secured approximately $250,000 in cost share; Secured 7 easements; Planted 30,000+ native plants; Installed 50,000+ cuttings; and Seeded 18 acres to native grass. Pre and post-project monitoring efforts were included for all projects, incorporating methodologies from CTUIR's Draft Monitoring Plan. Basin-wide monitoring also included the deployment of 6 thermographs to collect summer stream temperatures.

    WWBWC and its partners have been working on a wide variety of conservation and aquifer recharge related activities including: monitoring groundwater and surface water conditions, creating a geospatial database for the Walla Walla River valley (project focal area), expanding aquifer recharge testing at the HBDIC site and conducting an extensive outreach/education program by which to share the information, ideas and potential solutions to our current water management issues in this basin. This report is an outline of those activities and is accompanied by individual program-component (attached as appendices) reports for the areas that BPA is assisting to fund these on-the-ground projects along with the innovative research and monitoring being done to further aquifer recharge as a water management tool for the Pacific Northwest.

  10. Assessment of Salmonids and Their Habitat Conditions in the Walla Walla River Basin within Washington, Annual Report 2002-2003.

    This study began in 1998 to assess salmonid distribution, relative abundance, genetics, and the condition of salmonid habitats in the Walla Walla River basin. Stream flows in the Walla Walla Basin continue to show a general trend that begins with a sharp decline in discharge in late June, followed by low summer flows and then an increase in discharge in fall and winter. Manual stream flow measurements at Pepper bridge showed an increase in 2002 of 110-185% from July-September, over flows from 2001. This increase is apparently associated with a 2000 settlement agreement between the U.S. Fish and Wildlife Service (USFWS) and the irrigation districts to leave minimum flows in the river. Stream temperatures in the Walla Walla basin were similar to those in 2001. Upper montane tributaries maintained maximum summer temperatures below 65 F, while sites in mid and lower Touchet and Walla Walla rivers frequently had daily maximum temperatures well above 68 F (high enough to inhibit migration in adult and juvenile salmonids, and to sharply reduce survival of their embryos and fry). These high temperatures are possibly the most critical physiological barrier to salmonids in the Walla Walla basin, but other factors (available water, turbidity or sediment deposition, cover, lack of pools, etc.) also play a part in salmonid survival, migration, and breeding success. The increased flows in the Walla Walla, due to the 2000 settlement agreement, have not shown consistent improvements to stream temperatures. Rainbow/steelhead (Oncorhynchus mykiss) trout represent the most common salmonid in the basin. Densities of Rainbow/steelhead in the Walla Walla River from the Washington/Oregon stateline to Mojonnier Rd. dropped slightly from 2001, but are still considerably higher than before the 2000 settlement agreement. Other salmonids including; bull trout (Salvelinus confluentus), chinook salmon (Oncorhynchus tshawytscha), mountain whitefish (Prosopium williamsoni), and brown trout (Salmo

As a result, a multitude of initiatives have been implemented at the local, state, and federal government levels. These initiatives include management plans and actions intended to protect and restore salmonid fishes and their habitats. In 1998 bull trout (Salvelinus confluentus) were listed under the Endangered Species Act (ESA), as ''Threatened'', for the Walla Walla River and its tributaries. Steelhead (Oncorhynchus mykiss) were listed as ''Threatened'' in 1999 for the mid-Columbia River and its tributaries. These ESA listings emphasize the need for information about these threatened salmonid populations and their habitats. The Washington Department of Fish and Wildlife (WDFW) is entrusted with ''the preservation, protection, and perpetuation of fish and wildlife....[and to] maximize public recreational or commercial opportunities without impairing the supply of fish and wildlife (WAC 77.12.010).'' In consideration of this mandate, the WDFW submitted a proposal in December 1997 to the Bonneville Power Administration (BPA) for a study to assess salmonid distribution, relative abundance, genetics, and the condition of salmonid habitats in the Walla Walla River basin. The primary purposes of this project are to collect baseline biological and habitat data, to identify major data gaps, and to draw conclusions whenever possible. The study reported herein details the findings of the 2001 field season (March to November, 2001).

Both fish screen facilities were examined to determine if they were being effectively operated and maintained to provide for safe fish passage. At the Nursery Bridge Fishway, the screens were evaluated specifically to determine whether the louvers that aid in controlling water flow from behind the screens could be adjusted so that the screens would meet fish protection criteria. Data were collected to determine whether velocities in front of the screens and in the bypasses met current National Oceanic and Atmospheric Administration Fisheries (NOAA Fisheries) (formerly National Marine Fisheries Service (NMFS)) criteria to promote safe and timely fish passage before and after changing the louver settings. Rock weirs downstream of the dam were also evaluated to determine whether they might impede upstream migration of juvenile salmonids during low flow conditions. At the Garden City/Lowden II site, data were collected to establish a baseline for operating conditions and to determine whether any changes in the baffle settings were needed.

Based on the results of our studies in 2003, we concluded: Nursery Bridge Site: (1) 68% of the initial velocity measurements on the west screen exceeded the NOAA Fisheries criteria of 0.4 ft/s for approach velocity; (2) A simple adjustment of the existing louvers was not sufficient to fix the problem; (3) The sediment and debris load in the river upstream of the screens exceeded the design criteria for the site, which had frequent breakdowns in the screen cleaning systems; and (4) The rock weirs downstream of the dam would not be expected to impede upstream movement of juvenile fish during low flow conditions.     The Columbia Basin Project is a multipurpose development utilizing a portion of the resources of the Columbia River in the central part of the State of Washington. The key structure, Grand Coulee Dam, is on the main stem of the Columbia River about 90 miles west of Spokane, Wash. The extensive irrigation works extend southward on the Columbia Plateau 125 miles to the vicinity of Pasco, Wash., where the Snake and Columbia Rivers join.

  19. Evaluation of a Fish Passage Site in the Walla Walla River Basin, 2009 Annual Report : September 2008 - August 2009.

    In 2009, Pacific Northwest National Laboratory (PNNL) evaluated the Touchet Consolidated Facility to determine if it is designed, constructed, operated, and maintained to effectively provide juvenile salmonids with safe passage past the diversion and back to the Touchet River. Completed in 2008, the Touchet Consolidated Facility combined two irrigation diversions with an existing intake for the Touchet Acclimation Facility. The consolidated facility includes a separate fish screen and intake for each user, a pool and chute fishway, and an adult fish trap. The fish screens portions of the facility were evaluated on April 20, 2009, using underwater videography, acoustic Doppler velocimeter measurements, and visual observations while water was diverted to the acclimation facility alone and again as water was diverted to the irrigation system and pond together. The facility is in good condition and is well maintained, although water velocities within the site do not meet the criteria set by the National Marine Fisheries Service (NMFS). Approach velocities above 0.4 ft/s at the upstream end of the facility and decreases in sweep velocity toward the bypass are likely caused by the proximity of the upstream screen to the spill over stoplogs that control flow at the upstream end of the forebay. We recommend working with Touchet Acclimation Facility staff to try different configurations and heights of forebay stoplogs while PNNL staff measure water velocities, allowing real-time monitoring of changes in approach and sweep velocities resulting from the configuration changes. It may be possible to bring approach and sweep velocities more in line with the NMFS criteria for juvenile fish screens. We also recommend evaluating the facility later in the year when river levels are low and the irrigation district is the only water user. During the site visit, it was noted that the upstream end of the fishway has relatively closely spaced louvers that point downstream. During higher river levels such as on April 20, the orientation of the louvers causes a headloss of up to 1 ft or more. Fish must maneuver through this hydraulic jump and between the louvers. The Washington Department of Fish and Wildlife is considering alternatives to this configuration; if needed, we would be available to offer technical assistance.

    The CERN experiment WA98 is a general-survey, open-spectrometer experiment designed to examine 160 A GeV/c Pb+A collisions at the CERN-SPS. The experiment has a broad physics agenda, as suggested by its many different subsystems. A diagram of the experiment as it stood in 1995 is shown in the report. Detectors whose results are presented here are described briefly.

    The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

    Field measurements of turbulence are pre- sented from two sites in Puget Sound, WA (USA) that are proposed for electrical power generation using tidal current turbines. Rapidly sampled data from multiple acoustic Doppler instruments are analyzed to obtain statistical mea- sures of fluctuations in both the magnitude and direction of the tidal currents. The resulting turbulence intensities (i.e., the turbulent velocity fluctuations normalized by the harmonic tidal currents) are typically 10% at the hub- heights (i.e., the relevant depth bin) of the proposed turbines. Length and time scales of the turbulence are also analyzed. Large-scale, anisotropic eddies dominate the energy spectra, which may be the result of proximity to headlands at each site. At small scales, an isotropic turbulent cascade is observed and used to estimate the dissipation rate of turbulent kinetic energy. Data quality and sampling parameters are discussed, with an emphasis on the removal of Doppler noise from turbulence statistics.

    The disposal of dredged material in water is defined as a discharge under Section 404 of the Clean Water Act and must be evaluated in accordance with US Environmental Protection Agency regulation 40 CFR 230. Because contaminant loads in the dredged sediment or resuspended sediment may affect water quality or contaminant loading, the US Army Corps of Engineers (USACE), Walla Walla District, has requested Battelle/Marine Sciences Laboratory to collect and chemically analyze sediment samples from areas that may be dredged near the Port Authority piers on the Snake and Columbia rivers. Sediment samples were also collected at River Mile (RM) stations along the Snake River that may undergo resuspension of sediment as a result of the drawdown. Chemical analysis included grain size, total organic carbon, total volatile solids, ammonia, phosphorus, sulfides, oil and grease, total petroleum hydrocarbons, metals, polynuclear aromatic hydrocarbons, pesticides, polychlorinated biphenyls, and 21 congeners of polychlorinated dibenzodioxins and dibenzofurans.

    The primary goal of the Oregon Screens Project was to implement 20 replacement screens projects in the John Day sub-basin and any projects identified in the Umatilla and Walla Walla sub-basins. A secondary goal is to complete a passage project, if one is identified, in any of the above sub-basins. Mid-Columbia ESU listed steelhead and USF&W listed bull trout inhabit these sub-basins and are present at most locations, along with a variety of resident fish species. We also provide assistance to our Enterprise Screen Shop, in the Grande Ronde/Imnaha sub-basins, if needed. All projects were designed and implemented under current National Marine Fisheries Service screening and passage criteria.

    Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    A Benthic Flux Sampling Device (BFSD) was demonstrated on site to determine the mobility of contaminants in sediments off the Puget Sound Naval Shipyard (PSNS) in Sinclair Inlet, WA. Quantification of toxicant flux from the sediments will support ongoing assessment studies and facilitate the design of appropriate remediation strategies, if required. In general, where release of contaminants was found, the measured rates do not represent a significant source relative to other major inputs such as sewer discharges, nonpoint source runoff, and marinas. They may, however, represent an exposure pathway for benthic biota with a subsequent potential for toxicological effects and/or bioaccumulation.     The Lower Granite Geographic Information System (GIS) was developed jointly by the US Army Corps of Engineers (USCOE) Walla Walla District and the Pacific Northwest Laboratory (PNL). The goal of the project is to use GIS technology to analyze impacts of the drawdown mitigation option on the physical and biological environment of the Lower Granite Reservoir. The drawdown mitigation option is based on the hypothesis that faster juvenile salmon travel to the ocean would result in higher juvenile survival and greater smolt-to-adult return ratios; to accomplish this, reservoir elevations would be lowered to increase channel velocities. Altering the elevation of the reservoirs on the Snake River is expected to have a variety of impacts to the Physical environment including changes to water velocity, temperature, dissolved gases, and turbidity. The GIS was developed to evaluate these changes and the resulting impacts on the anadromous and resident fish of the Snake River, as well as other aquatic organisms and terrestrial wildlife residing in the adjacent riparian areas. The Lower Granite GIS was developed using commercial hardware and software and is supported by a commercial relational database. Much of the initial system development involved collecting and incorporating data describing the river channel characteristics, hydrologic properties, and aquatic ecology. Potentially meaningful data for the Lower Granite GIS were identified and an extensive data search was performed. Data were obtained from scientists who are analyzing the habitats, limnology, and hydrology of the Snake River. The next six sections of this document describe the bathymetry, fish abundance, substrate, sediment chemistry, and channel hydrology data.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study. In the federal fiscal year (FY) 1999 (October 1, 1998 through September 30, 1999), the total impact of DOE'S local $1.59 billion budget was felt through payrolls of $542 million and local purchases of goods and services of $226 million. The total local spending of $768 million was up slightly from the FY 1998 total of $765 million. Taking into account the multiplier effects of this spending, the DOE/RL budget sustained an estimated 32% of all local employment (28,250 out of 88,100 jobs) and about 35% of local earned income (almost $1.08 billion out of $3.08 billion). The decrease in these percentages from last year's report reflects an update of the model's economic structure based on the 1997 economic census year, a correction of a programming error in the model found during the update, and a broader definition of earnings that includes proprietor income, not just wages (see the Appendix for revisions to the previous forecasts). DOE budget increases in FY 2000 are expected to result in no change to the number of local DOE contractor jobs and about a $29 million increase in direct local spending.

    Wallula Generation, LLC proposes to construct a 1,300-megawatt (MW) natural gas-fired combined-cycle combustion gas turbine facility (the Wallula Power Project). The project would be located in the northwestern portion of Walla Walla County, Washington, approximately 8 miles south of the City of Pasco, 2 miles north of the unincorporated community of Wallula, and 7 miles southeast of the unincorporated community of Burbank. The purpose of the proposed power project is to provide energy to meet the needs of the Northwest and other interconnected electric transmission areas where electrical energy is needed. Firm transmission of the power generated by the Wallula Power Project would require construction of a new 500-kilovolt (kV) transmission line and construction of a new switchyard near Smiths Harbor. Approximately 5.1 miles of new transmission line from the proposed generation plant to the new switchyard would be completed. An additional 28 miles of new transmission line from the Smiths Harbor Switchyard to the McNary Substation would be constructed adjacent to the existing Lower Monumental-McNary transmission line and upgrades completed to the existing McNary Substation if loads are exceeded on the existing line. Wallula Generation, LLC, would construct and operate the generation plant and associated facilities, including the makeup water supply line. Bonneville would design, construct, and operate the two 500 kV transmission line segments and switchyard. To supply natural gas to the plant site, a 5.9-mile pipeline interconnection would be engineered, constructed, owned, and operated by PG&E Gas Transmission-Northwest (GTN). This EIS evaluates the environmental impacts of the proposed action, which includes the proposed power plant and 33-mile transmission line.     The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.
