  8. Project Title: Nuclear Astrophysics Data from Radioactive Beam Facilities

    The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. Since September 2004, ongoing experiments on these two reactions have been completed, with our group's participation in both: {sup 21}Na(p,{gamma}){sup 22}Mg at the TRIUMF-ISAC laboratory (DRAGON collaboration), and 18Ne({alpha},p){sup 21}Na at Argonne National Laboratory (collaboration with Ernst Rehm, Argonne). The data from the former was subsequently published and included in our evaluation. Publication from the latter still awaits independent confirmation of the experimental results. Year 2 (2004-05): The 25Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma})14O reactions - For Year 2, we worked on evaluations of the {sup 25}Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma}){sup 14}O reactions, in accordance with our proposed deliverables and following similar standard procedures to those used in Year 1. The {sup 25}Al(p,{gamma}){sup 26}Si reaction is a key uncertainty in the understanding the origin of galactic {sup 26}Al, a target radioisotope for gamma ray astronomy; the {sup 13}N(p,{gamma}){sup 14}O reaction in turn is the trigger reaction for the transition into the Hot-CNO cycles in novae and X-ray bursts. A graduate student of mine, who has been supported part-time by this grant, completed the evaluation of the {sup 25}Al(p,{gamma}){sup 26}Si reaction as part of his plans to measure this reaction at TRIUMF for his Ph.D. thesis project. I also hired a part-time undergraduate student for the 2004-05 academic year to assist with the evaluations, including that of the {sup 13}N(p,{gamma}){sup 14}O reaction. Year 3 (2005-06): The {sup 40}Ca({alpha},{gamma}){sup 44}Ti and {sup 26}Al(p,{gamma}){sup 27}Si reactions - This year's progress was closely coupled to new results coming from our collaboration on the DRAGON spectrometer team at TRIUMF. The {sup 40}Ca({alpha},{gamma}){sup 44}Ti and {sup 26}Al(p,{gamma}){sup 27}Si reactions were both measured, and significant modifications to their respective reaction rates were required. Both are required input toward predicting the respective amounts of Titanium-44 and Aluminum-26 produced in our galaxy, in supernovae, massive stars, and nova explosions. The {sup 26}Al(p,{gamma}){sup 27}Si reaction rate was successfully completed. The {sup 40}Ca({alpha},{gamma}){sup 44}Ti reaction in particular served as the Ph.D. thesis for Christian Ouellet, and therefore the evaluation of this rate fell naturally within his thesis project. Christian successfully defended his thesis in 2007 and is now working for me on the McMaster DOE-funded Nuclear Data Project. In light of the recent data from his thesis, Christian is now putting the final touches on this evaluation, and will disseminate it through the Oak Ridge National Laboratory reaction rate database.

    The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. This volume represents the total estimated costs for the W113 facility. Operating Contractor Management costs have been incorporated as received from WHC. The W113 Facility TEC is $19.7 million. This includes an overall project contingency of 14.4% and escalation of 17.4%. A January 2001 construction contract procurement start date is assumed.

    This report summarizes data collected in 1983 to evaluate habitat improvements in Deer, Camp, and Clear creeks, tributaries of the John Day River. The studies are designed to evaluate changes in abundance of spring chinook and summer steelhead due to habitat improvement projects and to contrast fishery benefits with costs of construction and maintenance of each project. Structure types being evaluated are: (1) log weirs, rock weirs, log deflectors, and in stream boulders in Deer Creek; (2) log weirs in Camp Creek; and (3) log weir-boulder combinations and introduced spawning gravel in Clear Creek. Abundance of juvenile steelhead ranged from 16% to 119% higher in the improved (treatment) area than in the unimproved (control) area of Deer Creek. However, abundance of steelhead in Camp Creek was not significantly different between treatment and control areas. Chinook and steelhead abundance in Clear Creek was 50% and 25% lower, respectively in 1983, than the mean abundance estimated in three previous years. The age structure of steelhead was similar between treatment and control areas in Deer and Clear creeks. The treatment area in Camp Creek, however, had a higher percentage of age 2 and older steelhead than the control. Steelhead redd counts in Camp Creek were 36% lower in 1983 than the previous five year average. Steelhead redd counts in Deer Creek were not made in 1983 because of high streamflows. Chinook redds counted in Clear Creek were 64% lower than the five year average. Surface area, volume, cover, and spawning gravel were the same or higher than the corresponding control in each stream except in Deer Creek where there was less available cover and spawning gravel in sections with rock weirs and in those with log deflectors, respectively. Pool:riffle ratios ranged from 57:43 in sections in upper Clear Creek with log weirs to 9:91 in sections in Deer Creek with rock weirs. Smolt production following habitat improvements is estimated for each stream. Preliminary cost estimates are summarized for each habitat project and economic benefits are calculated for Deer Creek.

  16. Final Project Report for project titled "Fluoroalkylphosphonic-acid-based proton conductors"

    The overall objective of this research was to create new proton-conducting polymer electrolytes for use in energy conversion devices including hydrogen fuel cells that could operate at high temperatures (95-130 C) and under low relative humidity (< 50% RH) conditions. The new polymers were based on the fluoroalkylphosphonic and phosphinic acid (FPA) groups (see illustration below) which offer prospects for rapid proton transport by a proton-hopping mechanism similar to that which operates in phosphoric acid, a well-known proton-transporting electrolyte that is used in a class of hydrogen fuel cells that work well under the conditions noted above and are already commercially successful. The two specific project objectives were as follows: (1) synthesize and characterize new proton-conducting electrolytes based on the fluoroalkylphosphonic and phosphinic acid (FPA) functional groups; and (2) create and apply new computer models to study protonic conduction in FPA-based electrolytes. The project was successful in creating the desired polymer electrolytes and also a series of molecular model compounds which were used to study proton transport in FPA electrolytes in general. Computer models were created to study both structure and proton-transport dynamics in the electrolytes, particularly the molecular model compounds. Rapid proton transport by a hopping mechanism was found in many of the model compounds and correlations with transport rates with molecular structure were identified. Several polymeric analogs of FPA model compounds were prepared and studied, however FPA-based polymeric materials having very high protonic conductivities under either wet or dry conditions were not obtained. Several possible reasons for the failure of polymeric materials to exhibit the expected high protonic conductivities were identified, including a failure of the polymers to adopt the phase-separated secondary structure/morphology necessary for high proton conductivity, and an unexpected polymer crosslinking effect of acidic groups having two P-OH groups. The project has lent insight into how FPA groups transport protons in both liquid and polymeric forms, which provides guidance to future efforts to design and prepare future generations of proton-conducting polymer electrolytes for hydrogen fuel cells and other types of electrochemical energy conversion and storage devices.

    This guidance document has two purposes: it provides guidance for writing site-specific long-term surveillance plans (LTSP) and it describes site surveillance, monitoring, and long-term care techniques for Title I disposal sites of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC Section 7901 et seq.). Long-term care includes monitoring, maintenance, and emergency measures needed to protect public health and safety and the environment after remedial action is completed. This document applies to the UMTRCA-designated Title I disposal sites. The requirements for long-term care of the Title I sites and the contents of the LTSPs are provided in U.S. Nuclear Regulatory Commission (NRC) regulations (10 CFR Section 40.27) provided in Attachment 1.

    The objective of project was to develop MnBi based permanent magnet for high temperature application (~150°C). This objective is derived based on MnBi’s unique positive temperature dependence of coercivity, which is doubled from ~1 T at RT to ~2.5 T at 200°C. Because of its limited magnetization (<0.9 T at RT), the MnBi magnet is best suited to fill in the gap between rare earth based NdFeB-Dy or SmCo magnet (20 MGOe) and the AlNiCo magnet (10 MGOe) at 150°C. It is expected that if successfully developed, MnBi will effectively mitigate the world’s demand on Dy. Before this project, the highest LTP content in MnBi powder is about 90% if the quantity of the powder is less than 5 gram (using melt-spin method); or 80% if the quantity is greater than 100 gram (using conventional powder metallurgical method such as arc melting and annealing). After this project, large quantities (5kg/batch) with high LPT phase content (>92 wt%) can be routinely synthesized. This achievement is made possible by the newly developed synthesis method based on conventional metallurgical processing technique involving arc melting, two-stage ingot annealing, grinding, sieving, and vacuum annealing. Before this project, the finest powder particle size is about 35 μm with overall powder composition maintaining at about 85% LTP phase. The reason why LTP phase content is listed along with particle size is because LTP MnBi is easy to decompose when exposed to temperature higher than 350 °C. As result, only low energy ball milling can be used to refine the particle size; moreover, the ball milling time cannot exceed 4 hrs, or else the decomposed LTP MnBi phase will exceed 10%. After this project, the finest powder size is reduced to 1~5 μm while maintain the 90% LTP MnBi phase content. This achievement is made possible by a newly developed cryogenic ball milling system, which provides -70 °C ambient for the rolling container. Before this project, it is not clear if MnBi will ferromagnetically exchange-couple with soft magnetic phase such as Fe or Co. After this project, it is established that MnBi will ferromagnetically exchange couple with Co, but not with Fe. It is also possible for MnBi to ferromagnetically exchange couple with Fe-Co alloy, but the amount of Fe cannot be more than 50 at.%. This conclusion is made possible by a series of electronic structure calculation followed by a series of thin film experimentation. As the result, 25 MGOe energy product was demonstrated using a MnBi-Co film. Before this project, the highest energy product for a bulk MnBi magnet is about 5 MGOe with 70% green density, and near-fully dense magnet is not available. After this project, the highest energy density is about 8.6 MGOe with 95% green density. This achievement is made possible by a modified warm-compaction system developed at University of Texas at Arlington. This system has 2.1 T alignment field vs the previous 1.8 T, and the compaction ambient maintains <1 ppm oxygen partial pressure. The estimated cost of MnBi magnet is about $110/kg when conventional magnet fabrication method is used, and about $84/kg when warm extrusion method is used. In comparison the cost of NdFeB, SmCo, AlNiCo, and Sr-Ferrite magnets is $150/kg, $180/kg, $119/kg, and $20/kg, respectively. The near term future work should focus on further improve the purity of the LTP MnBi, pushing it from the current 91 wt.% to 99 wt.%. If successful, the increased 8% LTP phase will increase the remanent magnetization, which in turn, increase the energy product. In addition, high reduction ratio warm extrusion method should be investigated to further push the texture to >90%.

    Title V of the Clean Air Act Amendments of 1990 requires that the owners and operators of certain types of industrial plants obtain a federal operating permit. In general, any plant that meets the definition of a major source must either obtain a Title V Operating permit, or take actions to ``act out`` of the Title V program. This Technical Paper describes the experience of the authors in designing and implementing a computer system for data management and reporting of Clean Air Act Title V Permit information. Recommendations are also provided to guide companies and industry groups who are planning to undertake similar automation projects.

    This project aims to explore and develop enabling methodology and techniques for nano-scale characterization of microbe cell surface contact mechanics, interactions and adhesion quantities that allow for identification and quantification of indicative properties related to microorganism migration and transport behavior in porous media and in subsurface environments. Microbe transport has wide impact and therefore is of great interest in various environmental applications such as in situ or enhanced subsurface bioremediation,filtration processes for water and wastewater treatments and protection of drinking water supplies. Although great progress has been made towards understanding the identities and activities of these microorganisms in the subsurface, to date, little is known of the mechanisms that govern the mobility and transport of microorganisms in DOE’s contaminated sites, making the outcomes of in situ natural attenuation or contaminant stability enhancement unpredictable. Conventionally, movement of microorganisms was believed to follows the rules governing solute (particle) transport. However, recent studies revealed that cell surface properties, especially those pertaining to cell attachment/adhesion and aggregation behavior, can cause the microbe behavior to deviate from non-viable particles and hence greatly influence the mobility and distribution of microorganisms in porous media.This complexity highlights the need to obtain detailed information of cell-cell and cell-surface interactions in order to improve and refine the conceptual and quantitative model development for fate and transport of microorganisms and contaminant in subsurface. Traditional cell surface characterization methods are not sufficient to fully predict the deposition rates and transport behaviors of microorganism observed. A breakthrough of methodology that would allow for quantitative and molecular-level description of intrinsic cell surface properties indicative for cell-surface interactions is essential for the field. To tackle this, we have developed a number of new Bio-nanomechanical techniques, including reflection interference contrast microscopy (RICM) and bio-AFM (Atomic Force Microscopy), for cell adhesion-detachment measurement of the long-range surface interactions, in combination with mathematical modeling, which would allow us to characterize the mechanical behavior from single cell to multi-cell aggregate, critical thresholds for large scale coaggregation and transportation of cells and aggregates in the presence of long range inter-surface forces etc. Although some technical and mathematical challenges remain, the preliminary results promise great breakthrough potential. In this study, we investigated the cellular surface characteristics of representative bio-remediating microorganisms relevant to DOE IFRC (Integrated Field-Scale Subsurface Research Challenges) sites and their transport behaviors in porous media, aiming to draw a groundbreaking correlation between the micro-scale genetic and biological origin-based cell surface properties, the consequent mechanical adhesion and aggregation behaviors, and the macro-scale microbial mobility and retention in porous media, which are unavailable in the literature. The long-term goal is to significantly improve the mechanistic and quantitative understanding of microbial mobility, sorption, and transport within reactive transport models as needed to manipulate subsurface contaminant fate and transport predictions.

    This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared. The co-venturers withdrew from the project for two reasons: federal financial assistance to the project was seen to be highly uncertain; and funds were being expended at an unacceptably high rate.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.

The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits. This paper is based on the opinions of two of the three responsible parties (facilities and consultants) that are dealing with the potential permitting and enforcement wreckage before the collision occurs.

    The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. Volume 1 provides a comprehensive narrative description of the proposed facility and systems, the basis for each of the systems design, and the engineering assessments that were performed to support the technical basis of the Title II design. The intent of the system description presented is to provide WHC an understanding of the facilities and equipment provided and the A/E`s perspective on how these systems will operate.

    The Federal Energy Regulatory Commission (FERC) is preparing, with DOE as a cooperating agency, an EIS to analyze the potential environmental impacts of proposals (1) to add liquefaction and export capability to a proposed liquefied natural gas (LNG) import terminal in Warrenton, Oregon, and add 39 miles of new pipeline in Columbia County, Oregon, and Cowlitz County, Washington, to interconnect with the Northwest Pipeline, and (2) to expand the capacity of the Northwest Pipeline by adding 140 miles of 36-inch diameter pipeline in 10 segments and increasing compression at five existing compressor stations. These proposals are connected actions and will be evaluated in the same EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

  18. The preparation for and survival of an EPA Title IV and Title V facility audit

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    Santa Fe pacific Pipeline Partners, L.P. (SFPP) is a refined petroleum pipeline operating in six states in the western United States. Sixteen terminals are subject to the Title V permit to operate requirements. There are many obstacles to overcome, not only when preparing applications for Title V operating permits, but in the implementation phase of the project as well. Each Air District has its own set of rules and regulations that must be adhered to in preparing the application. For example, some districts required the insignificant sources to be documented and included in compliance plans and some do not. The format required for the application varies from stringent forms that must be completed to no forms at all. In preparing the Title V application for SFPP, the author quickly realized if this confusion was transferred to the implementation phase, compliance would be a failure. Therefore, early on the environmental manager instituted a training program. Beginning with a pilot program in one district the author began training managers and supervisors. This program quickly was expanded to include senior vice presidents and technicians. This training session was a one hour of general overview to visually describe how the Title V process would affect the facilities. As a result of this training, virtually every employee became familiar with how the Title V program was affecting the facilities. Engineering and Customer Service is instructed to notify the manager of any and every new project so it could undergo a review to determine if it affected a Title V facility. The field acts as a check of the system. Any change or modification at any facility is immediately under scrutiny for Title V implications. Another obstacle to overcome is to help the facility deal with something that is new and basically a different way of operating.
