    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

It includes criteria and procedures for the identification of reporting corporations, reporting requirements, criteria and procedures for exemption from filing reports directly with DOE, voluntary industrial energy efficiency improvement targets and voluntary recovered materials utilization targets. The purpose of the program is to promote increased energy conservation by American industry and, as it relates to the use of recovered materials, to conserve valuable energy and scarce natural resources.

    Section 131(c) of the Energy Policy Act of 1992 (EPACT) (Public Law 102-486) requires the Department of Energy (DOE) to evaluate the costs and benefits of federally mandated energy efficiency reporting requirements and voluntary energy efficiency improvement targets for energy-intensive industries. It also requires DOE to evaluate the role of reporting and targets in improving energy efficiency. Specifically, the legislation states: Not later than one year after the data of the enactment of this Act, the Secretary shall, in consultation with affected industries, evaluate and report to the Congress regarding the establishment of Federally mandated energy efficiency reporting requirements and voluntary energy efficiency improvement targets for energy intensive industries. Such report shall include an evaluation of the costs and benefits of such reporting requirements and voluntary energy efficiency improvement targets, and recommendations regarding the role of such activities in improving energy efficiency in energy intensive industries. This report is DOE`s response to that directive. It is the culmination of a year-long study that included (1) analysis of documents pertaining to a previous reporting and targets effort, the industrial Energy Efficiency Improvements Program (or the CE-189 program, following the designation of the reporting form used to collect data in that program), administered by DOE from 1976 to 1985, as well as other important background information; (2) extensive consultations with government and industry officials regarding the CE-189 Program, experience with other programs that have reporting elements, and the attributes of possible alternative strategies for reporting and targets; and (3) analyses of the costs and benefits of the CE-189 Program and several alternatives to the CE-189 approach.

    China faces a significant challenge in the years ahead to continue to provide essential materials and products for a rapidly-growing economy while addressing pressing environmental concerns. China's industrial sector is heavily dependent on the country's abundant, yet polluting, coal resources. While tremendous energy conservation and environmental protection achievements were realized in the industrial sector in the past, there remains a great gulf between the China's level of energy efficiency and that of the advanced countries of the world. Internationally, significant energy efficiency improvement in the industrial sector has been realized in a number of countries using an innovative policy mechanism called Voluntary Agreements. This paper describes international experience with Voluntary Agreements in the industrial sector as well as the development of a pilot program to test the use of such agreements with two steel mills in Shandong Province, China.

    This presentation provides an overview of international voluntary renewable energy markets, with a focus on the United States and Europe. The voluntary renewable energy market is the market in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. In 2010, the U.S. voluntary market was estimated at 35 terawatt-hours (TWh) compared to 300 TWh in the European market, though key differences exist. On a customer basis, Australia has historically had the largest number of customers, pricing for voluntary certificates remains low, at less than $1 megawatt-hour, though prices depend on technology.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The voluntary green power market totaled more than 48 million MWh in 2012, with about 1.9 million customers participating. The supply continues to be dominated by wind, though solar is increasing its share of utility green pricing programs. Prices for voluntary renewable energy certificates (RECs) increased to above $1/MWh.

    In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Both of these markets are growing rapidly and today about half of U.S. states have RPS policies in place, with a number of these policies adopted in the last several years. In addition, many states have recently increased the stringency of their RPS policies. This paper examines key market interaction issues between compliance and voluntary renewable energy markets. It provides an overview of both the compliance and voluntary markets, addressing each market's history, purpose, size, scope, and benefits while addressing issues, including double counting.

    ENERGY STAR(R) is a voluntary labeling program designed toidentify and promote energy-efficient products, buildings and practices.Operated jointly by the Environmental Protection Agency (EPA) and theU.S. Department of Energy (DOE), ENERGY STAR labels exist for more thanthirty products, spanning office equipment, residential heating andcooling equipment, commercial and residential lighting, home electronics,and major appliances. This report presents savings estimates for a subsetof ENERGY STAR labeled products. We present estimates of the energy,dollar and carbon savings achieved by the program in the year 2005, whatwe expect in 2006, and provide savings forecasts for two marketpenetration scenarios for the periods 2006 to 2015 and 2006 to 2025. Thetarget market penetration forecast represents our best estimate of futureENERGY STAR savings. It is based on realistic market penetration goalsfor each of the products. We also provide a forecast under the assumptionof 100 percent market penetration; that is, we assume that all purchasersbuy ENERGY STAR-compliant products instead of standard efficiencyproducts throughout the analysis period.

    This report documents the status and trends of 'compliance'--renewable energy certificate (REC) markets used to meet state renewable portfolio standard (RPS) requirements--and 'voluntary' markets--those in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. Today, 29 states and the District of Columbia have an RPS, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, and all consumers have the option to purchase RECs. This report documents REC activities and trends in the United States. The compliance REC market analysis includes analysis of REC trading, regional REC markets, REC tracking systems, types of compliance RECs, compliance REC pricing trends, and an overview of compliance with RPS polices. The voluntary REC analysis presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing and administrative expenses, voluntary REC pricing, and the voluntary carbon offsets market. The report concludes with a discussion of upcoming guidance from the Federal Trade Commission on green marketing claims, the emergence of community solar programs, and the potential impact of Dodd-Frank regulations on the REC market.

The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry.     ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    DOE is developing guidelines for the voluntary reporting of greenhouse gas emissions and their reductions, under Section 1605(b) of the Energy Policy Act of 1992. The establishment of this voluntary program should encourage the reduction of greenhouse gases while providing the opportunity to share innovative approaches to achieving such reductions. This social learning aspect is an important element of the program. In addition to greenhouse gas reductions achieved during a given year, reporters are encouraged to also report their actual emissions of such gases for 1987 through 1990. Due to the voluntary nature of this program, and the myriad differences among the potential reporting entities and possible uses for the data reported, the guidelines will need to be structured so as to maximize participation without compromising the usefulness of the data collected. Through a broad notice of inquiry, published in the Federal Register on July 27, 1993, the Department began seeking input into development of the guidelines. Subsequently, to gain a better understanding of the various sectors of the economy, six public workshops were held during the 1993. One workshop addressed institutional issues of potential interest to all sectors of the economy, with the other five workshops focusing more on matters of concern to specific sectors. These meetings were structured so as to provide broad representation from potential reporting entities along with public interest organizations.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

    Rural buildings in China now account for more than half of China’s total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China’s success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public.As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States.     China is fueling its phenomenal economic growth with huge quantities of coal. The environmental consequences reach far beyond its borders--China is second only to the United States in greenhouse gas emissions. Expanding its supply of other energy sources, like nuclear power and imported oil, raises trade and security issues. Soaring electricity demand necessitates the construction of 40-70 GW of new capacity per year, creating sustained financing challenges. While daunting, the challenge of meeting China's energy needs presents a wealth of opportunities, particularly in meeting demand through improved energy efficiency and other clean energy technologies. The China Energy Group at the Lawrence Berkeley National Laboratory (LBNL) is committed to understanding these opportunities, and to exploring their implications for policy and business. We work collaboratively with energy researchers, suppliers, regulators, and consumers in China and elsewhere to: better understand the dynamics of energy use in China. Our Research Focus Encompasses Three Major Areas: Buildings, Industry, and Cross-Cutting Activities. Buildings--working to promote energy-efficient buildings and energy-efficient equipment used in buildings. Current work includes promoting the design and use of minimum energy efficiency standards and energy labeling for appliances, and assisting in the development and implementation of building codes for energy-efficient residential and commercial/public buildings. Past work has included a China Residential Energy Consumption Survey and a study of the health impacts of rural household energy use. Industry--understanding China's industrial sector, responsible for the majority of energy consumption in China. Current work includes benchmarking China's major energy-consuming industries to world best practice, examining energy efficiency trends in China's steel and cement industries, implementing voluntary energy efficiency agreements in various industries, and developing a multi-year program for standards and for optimizing the industrial motor systems in China. Past work has included a comprehensive study of China's oil refining sector. Cross-Cutting--analysis and research focused on multisector, policy, and long-term development issues. Current cross-cutting policy and analysis research includes work on government procurement programs; energy service companies; a national energy policy assessment including the National Energy Strategy released by the government in early 2005; energy efficiency policy; an analysis of past trends in energy consumption in China as well as of future scenarios; and our China Energy Databook accompanied by chapter summaries and analysis of recent trends.

    The Energy Efficiency and Renewable Energy Network (EREN) Customer Satisfaction Survey was developed and executed in support of EREN`s continuous quality improvement (CQI) plan. The study was designed to provide information about the demographic make up of EREN users, the value or benefits they derive from EREN, the kinds and quality of services they want, their levels of satisfaction with existing services, their preferences in both the sources of service and the means of delivery, and to provide benchmark data for the establishment of continuous quality improvement measures. The survey was performed by soliciting voluntary participation from members of the EREN Users Group. It was executed in two phases; the first being conducted by phone using a randomly selected group; and the second being conducted electronically and which was open to all of the remaining members of the Users Group. The survey results are described.

These programs use methods for rating the energy efficiency of new and existing homes and predicting energy cost savings so lenders can factor in energy cost savings when underwriting mortgages. The programs also encourage lenders to finance cost-effective energy-efficiency improvements to existing homes with low-interest mortgages or other instruments.     Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

    The petroleum refining industry in the United States is the largest in the world, providing inputs to virtually any economic sector,including the transport sector and the chemical industry. The industry operates 146 refineries (as of January 2004) around the country,employing over 65,000 employees. The refining industry produces a mix of products with a total value exceeding $151 billion. Refineries spend typically 50 percent of cash operating costs (i.e., excluding capital costs and depreciation) on energy, making energy a major cost factor and also an important opportunity for cost reduction. Energy use is also a major source of emissions in the refinery industry making energy efficiency improvement an attractive opportunity to reduce emissions and operating costs. Voluntary government programs aim to assist industry to improve competitiveness through increased energy efficiency and reduced environmental impact. ENERGY STAR (R), a voluntary program managed by the U.S. Environmental Protection Agency, stresses the need for strong and strategic corporate energy management programs. ENERGY STAR provides energy management tools and strategies for successful corporate energy management programs. This Energy Guide describes research conducted to support ENERGY STAR and its work with the petroleum refining industry.This research provides information on potential energy efficiency opportunities for petroleum refineries. This Energy Guide introduces energy efficiency opportunities available for petroleum refineries. It begins with descriptions of the trends, structure, and production of the refining industry and the energy used in the refining and conversion processes. Specific energy savings for each energy efficiency measure based on case studies of plants and references to technical literature are provided. If available, typical payback periods are also listed. The Energy Guide draws upon the experiences with energy efficiency measures of petroleum refineries worldwide. The findings suggest that given available resources and technology, there are opportunities to reduce energy consumption cost-effectively in the petroleum refining industry while maintaining the quality of the products manufactured. Further research on the economics of the measures, as well as the applicability of these to individual refineries, is needed to assess the feasibility of implementation of selected technologies at individual plants.

    On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

    Thanks to investments in more efficient vehicles, appliances, and buildings, Americans will spend $100 billion less this year on energy than if they had remained at 1973 levels of energy consumption. Cumulative savings from efficiency improvements since the first Arab oil embargo now total nearly $1 trillion. Yet even more remarkable is the potential for far greater rewards. Estimates of untapped energy savings range widely, but they are all large. The Electric Power Research Institute, the utility industry's research arm, estimates the US electricity demand could be reduced by up to 44 percent by the year 2000 through efficiency gains made with existing technology. The authors and his colleagues at Rocky Mountain Institute believe that the potential cost-effective savings are even larger, conceivably as much as 75 percent of total US energy demand. This article addresses several ways in which these savings may be brought about.

    This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

    The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

    In 1991 and early 1992, the U.S. Department of Energy (DOE), in cooperation with the U.S. Department of Housing and Urban Development (HUD), established a National Collaborative on Home Energy Rating Systems (HERS) and Energy Efficient Mortgages (EEMs). The Collaborative's purpose was to involve stakeholders at a national policy level to develop a plan leading the nation toward a voluntary system linking HERS with EEMs. The National Renewable Energy Laboratory (NREL) coordinated the National Collaborative's meetings for DOE. Composed of representatives from 25 stakeholder organizations, the Collaborative, after some 14 meetings, reached consensus on two documents, both published by NREL in mg 1992: A National Program for Energy-Efficient Mortgages and Home Energy Rating Systems: A Blueprint for Action and Going National with HERS and EEMs: Issues and Impacts, The Collected Papers of the National Collaborative.

    There is a growing awareness of the serious problems associated with the provision of sufficient energy to meet human needs and to fuel economic growth world-wide. This has pointed to the need for energy and material efficiency, which would reduce air, water and thermal pollution, as well as waste production. Increasing energy and material efficiency also have the benefits of increased employment, improved balance of imports and exports, increased security of energy supply, and adopting environmentally advantageous energy supply. A large potential exists for energy savings through energy and material efficiency improvements. Technologies are not now, nor will they be, in the foreseeable future, the limiting factors with regard to continuing energy efficiency improvements. There are serious barriers to energy efficiency improvement, including unwillingness to invest, lack of available and accessible information, economic disincentives and organizational barriers. A wide range of policy instruments, as well as innovative approaches have been tried in some countries in order to achieve the desired energy efficiency approaches. These include: regulation and guidelines; economic instruments and incentives; voluntary agreements and actions, information, education and training; and research, development and demonstration. An area that requires particular attention is that of improved international co-operation to develop policy instruments and technologies to meet the needs of developing countries. Material efficiency has not received the attention that it deserves. Consequently, there is a dearth of data on the qualities and quantities for final consumption, thus, making it difficult to formulate policies. Available data, however, suggest that there is a large potential for improved use of many materials in industrialized countries.

    Some of the most basic questions about the organization and functioning of society involve issues raised by the existence of public goods. With respect to environmental public goods, how should funds used to support environmental improvement be collected and used? In particular, are collective, mandatory payments superior to voluntary, charitable payments due to the possibility of free riding? And to what degree should the government be involved in spending these funds: should the government directly fund environmental improvement projects or should the private sector be used to collect funds and determine funding priorities? This report explores these questions from the perspective of renewable energy: wind, geothermal, biomass, hydropower, and solar. In particular, this report analyzes the payment preferences of U.S. households through the implementation of a large-scale contingent valuation (CV) survey of willingness to pay (WTP) for renewable energy. Renewable energy can be supported through a mandatory ''tax'' on electric bills or through voluntary payments via green power marketing; the government may or may not be heavily involved in the collection and expenditure of such funds. The question of how households prefer to pay for renewable energy is therefore highly relevant. The primary objective of this study is to explore variations in stated WTP for renewable energy under the following four payment and provision contexts: (1) A mandatory increase in the electricity bills of all customers, the funds from which are collected and spent by the government on renewable energy projects. (2) A voluntary increase in the electricity bills of those customers who choose to pay, the funds from which are collected and spent by the government on renewable energy projects. (3) A voluntary increase in the electricity bills of those customers who choose to pay, the funds from which are collected and spent by electricity suppliers on renewable energy projects. (4) A mandatory increase in the electricity bills of all customers, the funds from which are collected and spent by electricity suppliers on renewable energy projects. These payment and provision scenarios are consistent with contemporary forms of support for renewable energy. The first scenario--mandatory payments and government provision--is consistent with a system-benefits charge policy, a policy that has been adopted in 15 U.S. states. The third scenario--voluntary payments to an electricity supplier--is consistent with competitive green power marketing. The fourth scenario--mandatory payments through electricity suppliers--is consistent with a renewables portfolio standard, a policy adopted in thirteen U.S. states as of mid 2003. The second scenario--voluntary payments and government provision--has only been used in a limited fashion in the United States. In addition to having contemporary policy relevance, these four contingent valuation scenarios allow one to distinguish differences in stated WTP based on: (1) the payment method--is WTP affected by whether payments are to be made collectively or voluntarily? and (2) the provision arrangement--does the manner in which a good is provided, in this case through the government or the private sector, affect stated WTP? A split-sample, dichotomous choice contingent valuation survey of 1,574 U.S. residents was developed and implemented to test the sensitivity of stated WTP to these variables at three different payment levels, or bid points. Three secondary objectives also influenced research design, and are discussed in this report. First, this study indirectly and tentatively evaluates the importance of ''participation expectations'' in contingent valuation surveys: specifically, are individuals who state a WTP for renewable energy more likely to think that others will also contribute? Such relationships are commonly discussed in the sociology, social psychology, and marketing literatures, and are also frequently referenced in the collective action literature, but have yet to be tested thoroughly in a contingent valuation co

    The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

    We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on"conservation," with energy efficiency seen as a means rather than an end in itself. We briefly review the concept of"intensive" versus"extensive" variables (i.e., energy efficiency versus energy consumption), and why attention to both consumption and efficiency is essential for effective policy in a carbon- and oil-constrained world with increasingly brittle energy markets. To start, energy indicators and policy evaluation metrics need to reflect energy consumption as well as efficiency. We introduce the concept of"progressive efficiency," with the expected or required level of efficiency varying as a function of house size, appliance capacity, or more generally, the scale of energy services. We propose introducing progressive efficiency criteria first in consumer information programs (including appliance labeling categories) and then in voluntary rating and recognition programs such as ENERGY STAR. As acceptance grows, the concept could be extended to utility rebates, tax incentives, and ultimately to mandatory codes and standards. For these and other programs, incorporating criteria for consumption as well as efficiency offers a path for energy experts, policy-makers, and the public to begin building consensus on energy policies that recognize the limits of resources and global carrying-capacity. Ultimately, it is both necessary and, we believe, possible to manage energy consumption, not just efficiency in order to achieve a sustainable energy balance. Along the way, we may find it possible to shift expectations away from perpetual growth and toward satisfaction with sufficiency.

    Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

    Energy consumption in buildings represents 40 percent of primary U.S. energy consumption, split almost equally between residential (22%) and commercial (18%) buildings.1 Space heating (31%) and cooling (12%) account for approximately 9 quadrillion Btu. Improvements in the building envelope can have a significant impact on reducing energy consumption. Thermal losses (or gains) from the roof make up 14 percent of the building component energy load. Infiltration through the building envelope, including the roof, accounts for an additional 28 percent of the heating loads and 16 percent of the cooling loads. These figures provide a strong incentive to develop and implement more energy efficient roof systems. The roof is perhaps the most challenging component of the building envelope to change for many reasons. The engineered roof truss, which has been around since 1956, is relatively low cost and is the industry standard. The roof has multiple functions. A typical wood frame home lasts a long time. Building codes vary across the country. Customer and trade acceptance of new building products and materials may impede market penetration. The energy savings of a new roof system must be balanced with other requirements such as first and life-cycle costs, durability, appearance, and ease of construction. Conventional residential roof construction utilizes closely spaced roof trusses supporting a layer of sheathing and roofing materials. Gypsum board is typically attached to the lower chord of the trusses forming the finished ceiling for the occupied space. Often in warmer climates, the HVAC system and ducts are placed in the unconditioned and otherwise unusable attic. High temperature differentials and leaky ducts result in thermal losses. Penetrations through the ceilings are notoriously difficult to seal and lead to moisture and air infiltration. These issues all contribute to greater energy use and have led builders to consider construction of a conditioned attic. The options considered to date are not ideal. One approach is to insulate between the trusses at the roof plane. The construction process is time consuming and costs more than conventional attic construction. Moreover, the problems of air infiltration and thermal bridges across the insulation remain. Another approach is to use structurally insulated panels (SIPs), but conventional SIPs are unlikely to be the ultimate solution because an additional underlying support structure is required except for short spans. In addition, wood spline and metal locking joints can result in thermal bridges and gaps in the foam. This study undertook a more innovative approach to roof construction. The goal was to design and evaluate a modular energy efficient panelized roof system with the following attributes: (1) a conditioned and clear attic space for HVAC equipment and additional finished area in the attic; (2) manufactured panels that provide structure, insulation, and accommodate a variety of roofing materials; (3) panels that require support only at the ends; (4) optimal energy performance by minimizing thermal bridging and air infiltration; (5) minimal risk of moisture problems; (6) minimum 50-year life; (7) applicable to a range of house styles, climates and conditions; (8) easy erection in the field; (9) the option to incorporate factory-installed solar systems into the panel; and (10) lowest possible cost. A nationwide market study shows there is a defined market opportunity for such a panelized roof system with production and semi-custom builders in the United States. Senior personnel at top builders expressed interest in the performance attributes and indicate long-term opportunity exists if the system can deliver a clear value proposition. Specifically, builders are interested in (1) reducing construction cycle time (cost) and (2) offering increased energy efficiency to the homebuyer. Additional living space under the roof panels is another low-cost asset identified as part of the study. The market potential is enhanced through construction activity levels in target marke

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these values agree well with previous results and computer simulations of Ikon B performance versus R-22. The lower cooling capacity of Ikon B is not a concern unless a particular air conditioner is near its maximum cooling capacity in application. Typically, oversized A/C systems are installed by contractors to cover contingencies. In the extended run with Ikon B, which lasted about 4.5 months at 100 deg F ambient temperature and 68% compressor on time, the air conditioner performed well with no significant loss of energy efficiency. Post-run analysis of the refrigerant, compressor lubricant oil, compressor, compressor outlet tubing, and the filter/dryer showed minor effects but nothing that was considered significant. The project was very successful. All objectives were achieved, and the performance of Ikon B indicates that it can easily be retrofitted into R-22 air conditioners to give 15 - 20% energy savings and a 1 - 3 year payback of retrofit costs depending on location and use. Ikon B has the potential to be a successful commercial product.

  9. The Potential For Energy Efficiency In The State of Iowa

    The purpose of this study was to do an initial estimate of the potential for energy savings in the state of Iowa. Several methods for determining savings were examined, including existing programs, surveys, savings calculators, and economic simulation. Each method has advantages and disadvantages, trading off between detail of information, accuracy of results, and scope. This paper concentrated on using economic simulation (the NEMS model (EIA 2000a)) to determine market potential for energy savings for the residential and commercial sectors. The results of surveys were used to calculate the economic potential for savings in the industrial sector. The NEMS model is used by the Energy Information Administration to calculate twenty-year projections of energy use for every region of the country. The results of the Annual Energy Outlook 2000 were used as the Base case (EIA 1999a). Two alternative cases were created to simulate energy savings policies. Voluntary, market-related programs were simulated by lowering the effective discount rates that end-users use when making decisions on equipment purchases. Standards programs in the residential sector were simulated by eliminating the availability of low efficiency equipment in future years. The parameters for these programs were based on the Moderate scenario from the DOE Clean Energy Futures study (Interlaboratory Working Group 2000), which assumed increased concern by society on energy efficiency but not to the point of fiscal policies such as taxes or direct subsidies. The study only considered a subset of the various programs, policies, and technologies that could reduce energy use. The major end-uses in the residential sector affected by the policies were space cooling (20% savings by 2020) and water heating (14% savings by 2020.) Figure S-1 shows the space cooling savings when voluntary programs and minimum efficiency standards were implemented. Refrigerators, freezers, and clothes dryers saw slight improvements. The study did not involve changes to the building shell (e.g., increased insulation) or residential lighting improvements. Nevertheless, the residential sector's market potential for electrical energy savings was calculated to be 5.3% of expected electrical use, representing 850 GWh by 2020. Natural gas savings could be 2.4% of expected gas use, representing 2.1 trillion Btus. Using expected prices for energy in that year, these represent savings of $47 million and $12 million per year. In the commercial sector, the study only considered voluntary market-based policies for some of the technologies. The most notable savings were in ventilation (12% savings by 2020), lighting (12% savings), refrigeration (7% savings), water heating (6% savings), and space heating (5% savings by 2020). The commercial sector's market potential for electrical energy savings based on the programs modeled was calculated to be 5.1% of its total expected electrical use, representing 605 GWh of power by 2020. Natural gas savings were 2.3 trillion Btu, 3.7% of use. Using the same prices as the residential sector (5.5{cents}/kWh and $5.74/MBtu), the savings represent $33 million and $13 million per year, respectively.

    The grading of windows and doors by the National Fenestration Rating Council (NFRC) opens a new era regarding the energy efficiency of fenestration products. For the first time, architects, designers, and other specifiers will find themselves on a level playing field when it comes to comparing the thermal performance of fenestration products. Although only one state, California, now requires the use of fenestration products that have gone through the NFRC's simulation and testing procedures, five other states will soon be doing so, including Washington, Alaska, Oregon, Idaho, and Wisconsin. Others will follow suit; Florida, Arizona, Texas, Louisiana, New York, Massachusetts, and Colorado have shown interest. Exactly what does this mean to architects The NFRC, which was established last year, has developed a procedure to determine accurately the U-value of fenestration products. Under the NFRC program a number of independent simulation and testing laboratories have been approved. These laboratories are charged with the responsibility of determining whether products conform to the U-values represented by the manufacturers. The rating procedure and benefits from it are described.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.
