    This study utilizes existing data sources and previous analyses of state-level energy prices to develop consistent state-level energy prices series by fuel type and by end-use sector. The fuels are electricity, natural gas, coal, distillate fuel oil, motor gasoline, diesel, kerosene, jet fuel, residual fuel, and liquefied petroleum gas. The end-use sectors are residential, commercial, industrial, transportation, and electric utility. Based upon an evaluation of existing data sources, recommendations were formulated on the feasible approaches for developing a consistent state energy price series. The data series were compiled based upon the approaches approved after a formal EIA review. Detailed documentation was provided, including annual updating procedures. Recommendations were formulated for future improvements in the collection of data or in data processing. Generally, the geographical coverage includes the 50 states and the District of Columbia. Information on state-level energy use was generally taken from the State Energy Data System (SEDS). Corresponding average US prices are also developed using volumes reported in SEDS. To the extent possible, the prices developed are quantity weighted average retail prices. Both a Btu price series and a physical unit price series are developed for each fuel. The period covered by the data series is 1970 through 1980 for most fuels, though prices for electricity and natural gas extend back to 1960. (PSB)

    This volume documents the entire data development process in sufficient detail to permit critical assessment of the data base. However, since a methodological discussion is included in Chapter 3 of Volume I, it is not repeated here. The data base development process was conducted in a fuel-by-fuel fashion, following the general sequence of electricity, natural gas, coal, distillate fuel, motor gasoline, diesel, kerosene, jet fuel, residual fuel, and liquefied petroleum gas. For each of the fuels, a detailed data source review was conducted, which included a preliminary screening against criteria set up for this purpose. After this first screening, the data sources that met most of the review criteria were evaluated in more detail. If one data source met all the criteria, that data source was recommended for use, with minimal change or imputation. If there were substantial gaps in the available data series, then alternative imputation procedures were developed and compared, and recommendations were formulated. This entire procedure was then documented in a draft working paper for review and discussion. To the extent reasonable and practical, comments from the formal EIA reviews were then incorporated into the final recommendations and the data base was developed.

    We consider traces on module categories over pivotal fusion categories which are compatible with the module structure. It is shown that such module traces characterise the Morita classes of special haploid symmetric Frobenius algebras. Moreover, they are unique up to a scale factor and they equip the dual category with a pivotal structure. This implies that for each pivotal structure on a fusion category over the complex numbers there exists a conjugate pivotal structure defined by the canonical module trace.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    With the use of different size scale models, the Seismic Category I Structures Program has demonstrated consistent results for measured values of stiffness at working loads. Furthermore, the values are well below the theoretical stiffnesses calculated from an uncracked strength-of-materials approach. The scale model structures, which are also models of each other, have demonstrated scalability between models. The current effort is to demonstrate that the use of microconcrete and other modeling effects do not introduce significant distortions that could drastically change conclusions regarding prototype behavior for these very stiff, shear-dominated structures. Working closely with the technical review group (TRG) for this program, structures have been designed and tests have been planned that will help to resolve issues surrounding the use of microconcrete scale models.

    An LED lamp or luminaire can generally be found that matches or exceeds the efficacy of benchmark technologies in a given product category, and LED products continue to expand into ever-higher lumen output niches. However, the price premium for LED continues to pose a barrier to adoption in many applications, in spite of expected savings from reduced energy use and maintenance. Other factorssuch as dimmability and quality of lightcan also present challenges. The appropriate type, timing, and magnitude of energy efficiency activities will vary from organization to organization based on local variables and the method of evaluation. A number of factors merit consideration when prioritizing activities for development. Category-specific projections for pricing and efficacy are provided herein to assist in efficiency program planning efforts.

    Starting with a self-dual Hopf algebra H in a braided monoidal category S we construct a Z/2Z-graded monoidal category C = C_0 + C_1. The degree zero component is the category Rep_S(H) of representations of H and the degree one component is the category S. The extra structure on H needed to define the associativity isomorphisms is a choice of self-duality map and cointegral, subject to certain conditions. We also describe rigid, braided and ribbon structures on C in Hopf algebraic terms. Our construction permits a uniform treatment of Tambara-Yamagami categories and categories related to symplectic fermions in conformal field theory.

    We investigate the behavior of stocks in daily price-limited stock markets by purposing a quantum spatial-periodic harmonic model. The stock price is presumed to oscillate and damp in a quantum spatial-periodic harmonic oscillator potential well. Complicated non-linear relations including inter-band positive correlation and intra-band negative correlation between the volatility and the trading volume of stocks are derived by considering the energy band structure of the model. The validity of price limitation is then examined and abnormal phenomena of a price-limited stock market (Shanghai Stock Exchange) of China are studied by applying our quantum model.

    Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    The Seismic Category I Structures Program entered a new phase at the end of FY 1984. During the prior fiscal years, tests on microconcrete scale model shear deformation dominated structures were completed. The results indicated that these structures responded to seismic excitations with frequencies that were reduced by factors of two or more over those calculated based on an uncracked cross section strength-of-materials approach. This reduction implies that stiffness associated with seismic working loads (loads resulting from an operating basis earthquake up to and including a safe shutdown earthquake) are down by a factor of four or more. These reductions were also consistent with those measured during quasistatic tests to an equivalent level of loading. Furthermore, though the structures themselves were shown to have sufficient reserve margin, the equipment and piping are designed to response spectra that are based on uncracked cross sectional member properties, and these spectra may not be appropriate for actual building responses.

    Recently Feferman (Rev. Symb. Logic 6: 6-15, 2013) has outlined a program for the development of a foundation for naive category theory. While Ernst (ibid. 8: 306-327, 2015) has shown that the resulting axiomatic system is still inconsistent, the purpose of this note is to show that nevertheless some foundation has to be developed before naive category theory can replace axiomatic set theory as a foundational theory for mathematics. It is argued that in naive category theory currently a 'cookbook recipe' is used for constructing categories, and it is explicitly shown with a formalized argument that this 'foundationless' naive category theory therefore contains a paradox similar to the Russell paradox of naive set theory.

    This report describes a 30-year forecast of the solid waste volumes by container category. The volumes described are low-level mixed waste (LLMW) and transuranic/transuranic mixed (TRU-TRUM) waste. These volumes and their associated container categories will be generated or received at the US Department of Energy Hanford Site for storage, treatment, and disposal at Westinghouse Hanford Company`s Solid Waste Operations Complex (SWOC) during a 30-year period from FY 1995 through FY 2024. The data presented in this report establish a baseline for solid waste management both in the present and future. With knowledge of the volumes by container type, decisions on the facility handling and storage requirements can be adequately made. It is recognized that the forecast estimates will vary as facility planning and missions continue to change and become better defined; however, the data presented in this report still provide useful insight into Hanford`s future solid waste management requirements.

    The market for long-term bulk power is becoming increasingly competitive and mature. Given that many privately developed power projects have been or are being developed in the US, it is possible to begin to evaluate the performance of the market by analyzing its revealed prices. Using a consistent method, this paper presents levelized contract prices for a sample of privately developed US generation properties. The sample includes 26 projects with a total capacity of 6,354 MW. Contracts are described in terms of their choice of technology, choice of fuel, treatment of fuel price risk, geographic location, dispatchability, expected dispatch niche, and size. The contract price analysis shows that gas technologies clearly stand out as the most attractive. At an 80% capacity factor, coal projects have an average 20-year levelized price of $0.092/kWh, whereas natural gas combined cycle and/or cogeneration projects have an average price of $0.069/kWh. Within each technology type subsample, however, there is considerable variation. Prices for natural gas combustion turbines and one wind project are also presented. A preliminary statistical analysis is conducted to understand the relationship between price and four categories of explanatory factors including product heterogeneity, geographic heterogeneity, economic and technological change, and other buyer attributes (including avoided costs). Because of residual price variation, we are unable to accept the hypothesis that electricity is a homogeneous product. Instead, the analysis indicates that buyer value still plays an important role in the determination of price for competitively-acquired electricity.

The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

  1. Appliance Efficiency Standards and Price Discrimination

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    This study analyses the un-priced environmental harm caused by generating electricity from fossil fuels in the ECAR control region south of the Great Lakes in 2004 and again in 2015 when the recent Clean Air Interstate Rule will have its full effect. Using existing damage values, we estimate wholesale electricity under-pricing for coal-fired plants at about $40 per MWh in 2004, almost as much again as the $45/MWh actual price. Averaging across all fuels, the price of electricity was more than $30/MWh too low. The under-pricing will still be $18/MWh for coal plants and $15 for all generation sources in 2015, a decade after CAIR was adopted. Recognizing this environmental price now could reduce pollution levels, increase energy conservation and lead to wiser choices of new generation technology.
