  1. Fuel-based motor vehicle emission inventory

    A fuel-based methodology for calculating motor vehicle emission inventories is presented. In the fuel-based method, emission factors are normalized to fuel consumption and expressed as grams of pollutant emitted per gallon of gasoline burned. Fleet-average emission factors are calculated from the measured on-road emissions of a large, random sample of vehicles. Using this method, a fuel-based motor vehicle CO inventory was calculated for the South Coast Air Basin in California for summer 1991. Emission factors were calculated from remote sensing measurements of more than 70,000 in-use vehicles. Results of the study are presented and a conclusion is provided. 40 refs., 4 figs., 6 tabs.

    Several U.S. Department of Defense-based studies were conducted to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). Task 1 included a survey of the inventory of non-tactical fleet vehicles at the Marine Corps Base Camp Lejeune (MCBCL) to characterize the fleet. This information and characterization will be used to select vehicles for monitoring that takes place during Task 2. This monitoring involves data logging of vehicle operation in order to identify the vehicle’s mission and travel requirements. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption. It also identifies whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provides observations related to placement of PEV charging infrastructure.

  4. The GREET Model Expansion for Well-to-Wheels Analysis of Heavy-Duty Vehicles

    Heavy-duty vehicles (HDVs) account for a significant portion of the U.S. transportation sector’s fuel consumption, greenhouse gas (GHG) emissions, and air pollutant emissions. In our most recent efforts, we expanded the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREETTM) model to include life-cycle analysis of HDVs. In particular, the GREET expansion includes the fuel consumption, GHG emissions, and air pollutant emissions of a variety of conventional (i.e., diesel and/or gasoline) HDV types, including Class 8b combination long-haul freight trucks, Class 8b combination short-haul freight trucks, Class 8b dump trucks, Class 8a refuse trucks, Class 8a transit buses, Class 8a intercity buses, Class 6 school buses, Class 6 single-unit delivery trucks, Class 4 single-unit delivery trucks, and Class 2b heavy-duty pickup trucks and vans. These vehicle types were selected to represent the diversity in the U.S. HDV market, and specific weight classes and body types were chosen on the basis of their fuel consumption using the 2002 Vehicle Inventory and Use Survey (VIUS) database. VIUS was also used to estimate the fuel consumption and payload carried for most of the HDV types. In addition, fuel economy projections from the U.S. Energy Information Administration, transit databases, and the literature were examined. The U.S. Environmental Protection Agency’s latest Motor Vehicle Emission Simulator was employed to generate tailpipe air pollutant emissions of diesel and gasoline HDV types.

    Traditionally, regional motor vehicle emission inventories (MVEI) have been estimated by combining travel demand model and emission factor model predictions. The accuracy of traditional MVEIs is frequently challenged, and development of independent methods for estimating vehicle emissions has been identified as a high priority for air quality research. In this study, an alternative fuel-based MVEI was developed for the San Francisco Bay Area using data from 1990--1992. To estimate CO emissions from motor vehicles in the Bay Area, estimates of gasoline sales were combined with infrared remote sensing measurements of CO and CO{sub 2} exhaust concentrations from over 10,000 light-duty vehicles in summer 1991. Once absolute estimates of CO emissions have been computed, it is possible to use ambient NO{sub x}/CO and NMOC/CO ratios from high traffic areas to estimate emissions for NO{sub x} and NMOC (excluding some resting loss and diurnal evaporative emissions). Ambient ratios were generated from special-study measurements of NMOC and CO in 1990 and 1992, and from routine sampling of NO{sub x} and CO in 1991. All pollutant concentrations were measured on summer mornings at Bay Area monitoring sites in areas with high levels of vehicle traffic and no other significant sources nearby. Stabilized CO emissions calculated by the fuel-based method for cars and light-duty trucks were 1720{+-}420 tons/day. This value is close to California`s MVEI 7G model estimates. Total on-road vehicle emissions of CO in the Bay Area were estimated to be 2900{+-}800 tons/day. Emissions of NMOC were estimated to be 570{+-}200 tons/day, which is 1.6{+-}0.6 times the value predicted by MVEI 7G. In the present study, emissions of NO{sub x} from on-road vehicles were estimated to be 250{+-}90 tons/day, which is 0.6{+-}0.2 times the value predicted by MVEI 7G.

    The proposed 21st Century Truck program selected three truck classes for focused analysis. On the basis of gross vehicle weight (GVW) classification, these were Class 8 (representing heavy), Class 6 (representing medium), and Class 2b (representing light). To develop and verify these selections, an evaluation of fuel use of commercial trucks was conducted, using data from the 1997 Vehicle Inventory and Use Survey (VIUS). Truck fuel use was analyzed by registered GVW class, and by body type.

    The purpose of this analysis is to provide an initial radionuclide inventory (in grams per waste package) and associated uncertainty distributions for use in the Total System Performance Assessment for the License Application (TSPA-LA) in support of the license application for the repository at Yucca Mountain, Nevada. This document is intended for use in postclosure analysis only. Bounding waste stream information and data were collected that capture probable limits. For commercially generated waste, this analysis considers alternative waste stream projections to bound the characteristics of wastes likely to be encountered using arrival scenarios that potentially impact the commercial spent nuclear fuel (CSNF) waste stream. For TSPA-LA, this radionuclide inventory analysis considers U.S. Department of Energy (DOE) high-level radioactive waste (DHLW) glass and two types of spent nuclear fuel (SNF): CSNF and DOE-owned (DSNF). These wastes are placed in two groups of waste packages: the CSNF waste package and the codisposal waste package (CDSP), which are designated to contain DHLW glass and DSNF, or DHLW glass only. The radionuclide inventory for naval SNF is provided separately in the classified ''Naval Nuclear Propulsion Program Technical Support Document'' for the License Application. As noted previously, the radionuclide inventory data presented here is intended only for TSPA-LA postclosure calculations. It is not applicable to preclosure safety calculations. Safe storage, transportation, and ultimate disposal of these wastes require safety analyses to support the design and licensing of repository equipment and facilities.     Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline- powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume II contains additional details on the vehicle, utility, and materials analyses and discusses several details of the methodology.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    Task 1includes a survey of the inventory of non-tactical fleet vehicles at Naval Air Station Whidbey Island (NASWI) to characterize the fleet. This information and characterization are used to select vehicles for monitoring that takes place during Task 2. This monitoring involves data logging of vehicle operation in order to identify the vehicle’s mission and travel requirements. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption. It also identifies whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provide observations related to placement of PEV charging infrastructure. This report provides the results of the assessments and observations of the current non-tactical fleet, fulfilling the Task 1 requirements.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

This document also includes discussions of the historical, current, and reasonably foreseeable (1944 to 2070) future radioactive waste and waste sites; the inventories of radionuclides that may have a potential for environmental impacts; a description of the method(s) for estimating inventories where records are inadequate; a description of the screening method(s) used to select those sites and contaminants that might make a substantial contribution to impacts; a listing of the remedial actions and their completion dates for waste sites; and tables showing the best estimate inventories available for Hanford assessments.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    Several natural gas vehicles have been built as part of Ford's Alternative Fuel Demonstration Fleet. Two basic methods, compressed gas (CNG), and liquified gas (LNG) were used. Heat transfer danger and the expense and special training needed for LNG refueling are cited. CNG in a dual-fuel engine was demonstrated first. The overall results were unsatisfactory. A single fuel LNG vehicle was then demonstrated. Four other demonstrations, testing different tank weights and engine sizes, lead to the conclusion that single fuel vehicles optimized for CNG use provide better fuel efficiency than dual-fuel vehicles. Lack of public refueling stations confines use to fleet operations.

    The perfect spare parts inventory is one which always has the component required to prevent a facility outage. Ideally, such an inventory would contain exactly enough of each component to maintain the facility in operating condition until replacements for the spare parts arrive. Real spare parts inventories have typically been specified using a combination of engineering judgement and manufacturer's recommendations, as modified by budgetary constraints. The development of reliability, availability and maintainability (RAM) techniques provides additional tools through which spare parts inventories can more effectively be used to improve the safety and availability of a facility. This paper presents an analysis performed at the INEL using the techniques resident in a Reliability-Centered-Maintenance (RCM) program to prioritize components based on contribution to risk and to availability. The fill rate model or the confidence level approach could then be performed for those critical components resulting in an optimum stock level for the facility.

    The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, “Chronic Beryllium Disease Prevention Program” (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOE’s 1997 Notice 440.1, “Interim Chronic Beryllium Disease.” After DOE’s issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNL’s Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Site’s program. This document reconstructs PNNL’s baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    Unburned lubricant produces 60%-90% of organic carbon emissions. While diesel fuel is often viewed as the most polluting of conventional petroleum-based fuels, emissions from gasoline engines can more significantly degrade air quality. Gasoline exhaust is at least as toxic on a per-unit-mass basis as diesel exhaust, and contributes up to 10 times more particulate matter (PM) to the emission inventory. Because emissions from both fuels can gravely impact health and the environment, researchers at the National Renewable Energy Laboratory (NREL) launched a study to understand how these pollutants relate to fuels, lubricants, and engine operating conditions. NREL's Collaborative Lubricating Oil Study on Emissions (CLOSE) project tested a variety of vehicles over different drive cycles at moderate (72 F) and cold (20 F) temperatures. Testing included: (1) Normal and high-emitting light-, medium-, and heavy-duty vehicles; (2) Gasoline, diesel, and compressed natural gas (CNG)-powered vehicles; (3) New and aged lubricants representative of those currently on the market; and (4) Gasoline containing no ethanol, E10, Texas-mandated low-emission diesel fuel, biodiesel, and CNG. The study confirmed that normally functioning emission control systems for gasoline light-duty vehicles are very effective at controlling organic carbon (OC) emissions. Diesel vehicles without aftertreatment emission control systems exhibited OC emissions approximately one order of magnitude higher than gasoline vehicles. High-emitter gasoline vehicles produced OC emissions similar to diesel vehicles without exhaust aftertreatment emission control. Exhaust catalysts combusted or converted more than 75% of lubricating oil components in the exhaust gases. Unburned crankcase lubricant made up 60%-90% of OC emissions. This OC represented 20%-50% of emitted PM in all but two of the vehicles. Three-way catalysts proved effective at reducing most of the OC. With high PM emitters or vehicles with deteriorated

    The total system performance assessment for site recommendation (TSPA-SR), on Yucca Mountain, as a site (if suitable) for disposal of radioactive waste, consists of several models. The Waste Form Degradation Model (i.e, source term) of the TSPA-SR, in turn, consists of several components. The Inventory Component, discussed here, defines the inventory of 26 radioisotopes for three representative waste categories: (1) commercial spent nuclear fuel (CSNF), (2) US Department of Energy (DOE) spent nuclear fuel (DSNF), and (3) high-level waste (HLW). These three categories are contained and disposed of in two types of waste packages (WPs)--CSNF WPs and co-disposal WPs, with the latter containing both DSNF and HLW. Three topics are summarized in this paper: first, the transport of radioisotopes evaluated in the past; second, the development of the inventory for the two WP types; and third, the selection of the most important radioisotopes to track in TSPA-SR.

    A method and apparatus for heating a catalytic converter's catalyst to an efficient operating temperature in a hybrid electric vehicle when the vehicle is in a charge limited mode such as e.g., the charge depleting mode or when the vehicle's high voltage battery is otherwise charge limited. The method and apparatus determine whether a high voltage battery of the vehicle is incapable of accepting a first amount of charge associated with a first procedure to warm-up the catalyst. If it is determined that the high voltage battery is incapable of accepting the first amount of charge, a second procedure with an acceptable amount of charge is performed to warm-up the catalyst.

    The objective of the United States (U.S.) Department of Energy's (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations.Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing.

    A cloning vehicle comprising: a replication determinant effective for replicating the vehicle in a non-C.sub.1 -utilizing host and in a C.sub.1 -utilizing host; DNA effective to allow the vehicle to be mobilized from the non-C.sub.1 -utilizing host to the C.sub.1 -utilizing host; DNA providing resistance to two antibiotics to which the wild-type C.sub.1 -utilizing host is susceptible, each of the antibiotic resistance markers having a recognition site for a restriction endonuclease; a cos site; and a means for preventing replication in the C.sub.1 -utilizing host. The vehicle is used for complementation mapping as follows. DNA comprising a gene from the C.sub.1 -utilizing organism is inserted at the restriction nuclease recognition site, inactivating the antibiotic resistance marker at that site. The vehicle can then be used to form a cosmid structure to infect the non-C.sub.1 -utilizing (e.g., E. coli) host, and then conjugated with a selected C.sub.1 -utilizing mutant. Resistance to the other antibiotic by the mutant is a marker of the conjugation. Other phenotypical changes in the mutant, e.g., loss of an auxotrophic trait, is attributed to the C.sub.1 gene. The vector is also used to inactivate genes whose protein products catalyze side reactions that divert compounds from a biosynthetic pathway to a desired product, thereby producing an organism that makes the desired product in higher yields.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe testing results of the 2010 Electric Vehicles International neighborhood electric vehicle. Neighborhood electric vehicles reach speeds of no more than 35 miles per hour and are only allowed on roads with speed limits of up to 35 miles per hour. This research was conducted by Idaho National Laboratory.

    An apparatus for externally controlling one or more brakes on a vehicle having a pressurized fluid braking system. The apparatus can include a pressurizable vessel that is adapted for fluid-tight coupling to the braking system. Impact to the rear of the vehicle by a pursuit vehicle, shooting a target mounted on the vehicle or sending a signal from a remote control can all result in the fluid pressures in the braking system of the vehicle being modified so that the vehicle is stopped and rendered temporarily inoperable. A control device can also be provided in the driver's compartment of the vehicle for similarly rendering the vehicle inoperable. A driver or hijacker of the vehicle preferably cannot overcome the stopping action from the driver's compartment.

    This report documents assessments that address waste issues and life cycle impacts associated with the vehicle materials and vehicle technologies being developed under the Partnership for a New Generation of Vehicles (PNGV) program. We refer to these vehicles as 3XVs, referring to the PNGV goal that their fuel mileage be three times better than the baseline vehicle. To meet the program's fuel consumption goals, these vehicles substitute lightweight materials for heavier materials such as steel and iron that currently dominate the composition of vehicles, and use engineering and power system changes. Alternative power systems being developed through the PNGV program include batteries for hybrid electric vehicles and fuel cells. With respect to all these developments, it is imperative to learn what effects they will have on the environment before adopting these designs and technologies on a large-scale basis.

    The Advanced Vehicle Testing Activity (AVTA) uses standard procedures and test specifications to test and collect data from vehicles on dynamometers, closed test tracks, and on-the-road.     EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. However, the heating and A/C systems of electrically operated vehicles may have marginal performance at extreme outside temperatures.
