Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

    A study of the Virginia coal industry concludes that since coal quality from Virginia, West Virginia, and Kentucky is similar, then delivered cost is the key to steam coal sales to Virginia electric utilities. While the future looks good for the industry, coal from eastern Kentucky and West Virginia was delivered at a lower cost, which put Virginia coal at a disadvantage. Increased Virginia coal sales require the close cooperation of coal suppliers, transporters, and users. Negotiators directly representing the governor might be able to help bring this about. The report concludes with several recommendations, including the expansion of the Norfolk Southern railroad system, the requirement that state installations use state coal, consultation services to small operators, and the publication and dissemination of information to coal users. 3 figures, 26 tables.

    Abandoned Mined Lands (AML) are lands that were mined prior to implementation of the federal Surface Mining Control and Reclamation Act (SMCRA) in 1977, but were inadequately reclaimed. Re-mining of AML is being conducted on a routine basis by coal-mining operations in eastern states such as Virginia. Re-mining is a potentially important means of reclaiming AML. However, under current policies, re-mining operations often fail to permit and reclaim priority 1, 2, and 3 AML, especially those areas which present the most severe environmental problems. This paper describes policy issues which affect the potential for AML reclamation by re-mining operations in mountainous mining areas, such as Virginia; efforts underway in Virginia which seek to resolve those issues; and progress achieved to date under that initiative.

    The authority to regulate public utilties is vested generally in the State Corporation Commission. The Commission is comprised of three members elected by a joint vote of the two houses of the general assembly. Commissioners serve six-year terms. They must be free from any employment or pecuniary interests in any company subject to the supervision and regulation of the Commission. The Commission is charged with the primary responsibility of supervising and regulating public utilities. However, local governments retain the power to grant franchises and otherwise regulate the use of streets and other public property. In addition, municipally-owned utilities are not within the jurisdiction of the Commission to the extent that they operate within corporate limits. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Virginia homeowners. Moving to the 2012 IECC from the current Virginia Construction Code is cost effective over a 30-year life cycle. On average, Virginia homeowners will save $5,836 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $388 for the 2012 IECC.

    A triple effect absorption method and apparatus having a high coefficient of performance. Two single effect absorption circuits are combined with heat exchange occurring between a condenser and absorber of a high temperature circuit, and a generator of a low temperature circuit. The evaporators of both the high and low temperature circuits provide cooling to an external heat load.

    This paper explores whether partnerships between utilities and independent marketers are an effective strategy for marketing green power. We present case studies of voluntary and mandatory partnerships covering green power program design and implementation in both regulated and restructured electricity markets. We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

    Work is in progress to develop methods for concentrating tritium in water based on large primary isotope effects in catalytic redox processes. Basic research is being conducted to develop the chemistry of a complete cyclic process. The process will remove tritium from H2O by concentrating it with respect to protio-water. This research involves developing chemical cycles that produce high concentration factors for HTO based on the discrimination of CH and C-T bonds in oxidation reactions. Several steps are required in a cyclic process for the concentration of tritium in water. In the first step, the tritium is incorporated in an organic compound. H-T discrimination occurs as the tritium containing compound is oxidized in a step involving a Ru(IV) oxo complex. Strong primary kinetic isotope effects lead to the oxidation of C-H bonds in preference to C-T bonds, and this reaction leads to concentration of tritium in the organic compound. The reduced form of the ruthenium compound can be reoxidized so that the oxidation step can be made catalytic.

Because tritium (generally present as HTO) is in a rapidly established equilibrium with protio-water, it moves with groundwater and separation from water cannot be achieved by the usual pump-and-treat methods using sorbants. The general methodology developed in this work will be applicable to a number of DOE waste streams, and as a consequence of the process tritium will be incorporated into an organic compound that will not readily exchange the tritium with groundwater. The process to be developed will remove tritium from H2O by concentrating it with respect to protio-water. This research involves developing chemical cycles that produce high concentration factors for HTO and T2O based on the discrimination of C-H and C-T bonds in oxidation reactions.     Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    Radon ({sup 222}Rn) concentrations in 26 ground water wells of two distinct lithologies in the Piedmont of Virginia were measured to assess variation in ground water radon concentrations (GWRC), to evaluate differences in concentrations related to well characteristics, lithology, and spatial distributions, and to assess the feasibility of predicting GWRC. Wells were sampled in accordance with American Public Health Association Method 7500 Rn-B, with modifications to include a well shaft profile analysis that determined the minimum purge time sufficient to remove the equivalent of one column of water from each well. Statistically significant differences in GWRC were found in the Trssu (1482{+-}1711 pCi/L) and Mpg (7750{+-}5188 pCi/L) lithologies, however, no significant differences were found among GWRC at each well over time. Using multiple regression, 86% of the variability (R {sup 2}) in the GWRC was explained by the lithology, latitudinal class, and water table elevation of the wells. The GWRC in a majority of the wells studied exceed US Environmental Protection Agency designated maximum contaminant level and AMCL. Results support modifications to sampling procedures and indicate that, in previous studies, variations in GWRC concentrations over time may have been due in part to differences in sampling procedures and not in source water.

    This paper explores whether partnerships between utilities and independent marketers are an effective strategy for marketing green power. We present case studies of voluntary and mandatory partnerships covering green power program design and implementation in both regulated and restructured electricity markets. We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility’s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

    The idea to do this research was suggested by the efforts of some consumer groups and others to seek passage of a law in the United States to exempt investor-owned electric utilities from federal income taxes. The goal of the consumer groups is to reduce the charges to utility customers (which is measured in this study by the amount of the operating revenues of the utilities) while not causing any harm to the utilities. The population of interest consisted of all investor-owned electric utilities included on a current Compustat utility tape. In the analysis of the data, the changes in cash flow, operating revenue, and net income were summarized by the 89 utilities as a total group and by the division of the utilities into smaller groups or combinations which used the same accounting methods during the test period. The results of this research suggest the following conclusions concerning the change to a situation in which electric utilities are not subject to federal income taxes: (1) as a group, the decrease in cash flow would be significant, (2) as a group, the decrease in operating revenue (charges to customers) would not be significant, (3) as a group, the increase in net income would be significant, and (4) in analyzing the effects of any financial adjustments or changes on electric utilities, the accounting policies used to the utilities are an important factor.

    This report presents data and analyses related to Phase I implementation of the Clean Air Act Amendment by electric utilities. It describes the strategies used to comply with the Acid Rain Program in 1995, the effect of compliance on sulfur dioxide emissions levels, the cost of compliance, and the effects of the program on coal supply and demand. The first year of Phase I demonstrated that the market-based sulfur dioxide emissions control system could achieve significant reductions in emissions at lower than expected costs. Some utilities reduced aggregate emissions below legal requirements due to economic incentives; other utilities purchased additional allowances to avoid noncompliance. More than half of the utilities switched to or blended with lower sulfur coal, due to price reductions in the coal market which were partially due to the allowance trading program. 21 figs., 20 tabs.

    The combination of distributed energy resources (DER) and retail tariff structures to provide benefits to both utility consumers and the utilities is poorly understood. To improve understanding, an Integrated Energy System Model (IESM) is being developed to simulate the physical and economic aspects of DER technologies, the buildings where they reside, and feeders servicing them. The IESM was used to simulate 20 houses with home energy management systems on a single feeder under a time of use tariff to estimate economic and physical impacts on both the households and the distribution utilities. HEMS reduce consumers’ electric bills by precooling houses in the hours before peak electricity pricing. Household savings are greater than the reduction utility net revenue indicating that HEMS can provide a societal benefit providing tariffs are structured so that utilities remain solvent. Utilization of HEMS reduce peak loads during high price hours but shifts it to hours with off-peak and shoulder prices and resulting in a higher peak load.

    Scrap tires represent a significant disposal and recycling challenge for the United States. Over 280 million tires are generated on an annual basis, and several states have large stockpiles or abandoned tire piles that are slated for remediation. While most states have programs to address the accumulation and generation of scrap tires, most of these states struggle with creating and sustaining recycling or beneficial end use markets. One of the major issues with market development has been the costs associated with transporting and processing the tires into material for recycling or disposal. According to a report by the Rubber Manufactures Association tire-derived fuel (TDF) represents the largest market for scrap tires, and approximately 115 million tires were consumed in 2001 as TDF (U.S. Scrap Tire Markets, 2001, December 2002, www.rma.org/scraptires). This market is supported primarily by cement kilns, followed by various industries including companies that operate utility and industrial boilers. However the use of TDF has not increased and the amount of TDF used by boiler operators has declined. The work completed through this cooperative research and development agreement (CRADA) has shown the potential of a mobile tire shredding unit to economically produce TDF and to provide an alterative low cost fuel to suitable coal-fired power systems. This novel system addresses the economic barriers by processing the tires at the retailer, thereby eliminating the costs associated with hauling whole tires. The equipment incorporated into the design allow for small 1-inch chunks of TDF to be produced in a timely fashion. The TDF can then be co-fired with coal in suitable combustion systems, such as a fluidized bed. Proper use of TDF has been shown to boost efficiency and reduce emissions from power generation systems, which is beneficial to coal utilization in existing power plants. Since the original scope of work outlined in the CRADA could not be completed because of lack of progress by the CRADA members, the agreement was not extended beyond February 2004. The work completed included the detailed design of the mobile unit, a general economic analysis of the operating the system, and outreach activities.

  12. The state of energy storage in electric utility systems and its effect on renewable energy resources

    This report describes the state of the art of electric energy storage technologies and discusses how adding intermittent renewable energy technologies (IRETs) to a utility network affects the benefits from storage dispatch. Load leveling was the mode of storage dispatch examined in the study. However, the report recommended that other modes be examined in the future for kilowatt and kilowatt-hour optimization of storage. The motivation to install storage with IRET generation can arise from two considerations: reliability and enhancement of the value of energy. Because adding storage increases cost, reliability-related storage is attractive only if the accruing benefits exceed the cost of storage installation. The study revealed that the operation of storage should not be guided by the output of the IRET but rather by system marginal costs. Consequently, in planning studies to quantify benefits, storage should not be considered as an entity belonging to the system and not as a component of IRETS. The study also indicted that because the infusion of IRET energy tends to reduce system marginal cost, the benefits from load leveling (value of energy) would be reduced. However, if a system has storage, particularly if the storage is underutilized, its dispatch can be reoriented to enhance the benefits of IRET integration.

    In order to more fully integrate renewable resources, such as wind and solar, into the transmission system, additional capacity must be realized in the short term using the installed transmission capacity that exists today. The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory Transmission and Grid Integration Group supported this study to assemble the history of regulations and status of transmission technology to expand existing grid capacity. This report compiles data on various transmission technology methods and upgrades for increased capacity utilization of the existing transmission system and transmission corridors. The report discusses the technical merit of each method and explains how the method could be applied within the current regulatory structure to increase existing transmission conductor and/or corridor capacity. The history and current state of alternatives to new construction is presented for regulators, legislators, and other policy makers wrestling with issues surrounding integration of variable generation. Current regulations are assessed for opportunities to change them to promote grid expansion. To support consideration of these alternatives for expanding grid capacity, the report lists relevant rules, standards, and policy changes.

    High-performance organic field-effect transistor nonvolatile memories have been achieved using sputtered C nanoparticles as the nano-floating-gate. The sputtered C nano-floating-gate is prepared with low-cost material and simple process, forming uniform and discrete charge trapping sites covered by a smooth and complete polystyrene layer. The devices show large memory window, excellent retention capability, and programming/reading/erasing/reading endurance. The sputtered C nano-floating-gate can effectively trap both holes and electrons, and it is demonstrated to be suitable for not only p-type but also n-type organic field-effect transistor nonvolatile memories.
