In addition, the Environmental Protection Agency (EPA) currently is preparing two regulations-a proposed Clean Air Interstate Rule (pCAIR) and a Clean Air Mercury Rule (CAMR)-to address emissions from coal-fired power plants. Several states also have taken legislative actions to limit pollutants from power plants in their jurisdictions. This section discusses three Congressional air pollution bills and the EPA's pCAIR and CAMR regulations.

    Abstract. In order to meet the U. S. governmentís goal of supplementing the energy available from petroleum by increasing the production of energy from renewable resources, increased production of bioenergy has become one of the new goals of the United States government and our society. U.S. Executive Orders and new Federal Legislation have mandated changes in government procedures and caused reorganizations within the government to support these goals. The Biomass Research and Development Initiative is a multi-agency effort to coordinate and accelerate all U.S. Federal biobased products and bioenergy research and development. The Initiative is managed by the National Biomass Coordination Office, which is staffed by both the DOE and the USDA. One of the most readily available sources of biomass from which to produce bioenergy is an agricultural crop residue, of which straw from small grains is the most feasible residue with which to start. For the straw residue to be used its collection must be energy efficient and its removal must not impact the sustainability of the growing environment. In addition, its collection must be economically advantageous to the producer. To do all that, a single pass multi-component harvester system is most desirable. Results from our first prototype suggest that current combines probably do adequate threshing and that a separate chassis can be developed that does additional separation and that is economically feasible.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    The PASS project has as its goal the implementation of solutions to the foreseen data access problems of the next generation of scientific experiments. The architectural model results from an evaluation of the operational and technical requirements and is described in terms of an abstract reference model, an implementation model and a discussion of some design aspects. The abstract reference model describes a system that matches the requirements in terms of its components and the mechanisms by which they communicate, but does not discuss policy or design issues that would be necessary to match the model to an actual implementation. Some of these issues are discussed, but more detailed design and simulation work will be necessary before choices can be made.

    Statutory authority in California for cleanup of contaminated soil and groundwater to protect water quality is the Porter Cologne Water Quality Control Act (Water Code 1967). Two state laws regulating underground hazardous material storage tanks, passed in late 1983 and effective on January 1, 1984, were AB-2013 (Cortese) and AB-1362 (Sher). Both require specific actions by the tank owners. AB-2013 requires all tank owners to register them with the state Water Resources Control Board (SWCB) and to pay a registration fee. AB-1362, Health and Safety Code Section 25280 et seq., requires tank owners to obtain a Permit to Operate, pay a fee to the local agency, and to install a leak detection system on all existing tanks. New tanks installation requires a Permit to install and provide provide secondary containment for the tank and piping. For tank closures, a permit must be obtained from the local agency to clean out the tank, remove it from the ground, and collect samples from beneath the tank for evidence of contamination. In 1988, state law AB-853 appropriated state funds to be combined with federal EPA money to allow SWRCB to initiate rapid cleanups of leaks from underground tank sites by contracting with local agencies to oversee assessment and cleanup of underground tank releases. Locally, in Ventura County, there are more than 400 leaking underground tank sites in which petroleum products have entered the groundwater. To date, no public water supplies have been contaminated; however, action in necessary to prevent any future contamination to our water supply. Over 250 leaking tank sites have completed cleanup.

    We surveyed bats at 36 abandoned coal mines during summer 2002 and 47 mines during fall 2002 at New River Gorge National River and Gauley River National Recreation Area, WV. During summer, we captured three federally endangered Virginia big-eared bats at two mine entrances, and 25 were captured at 12 mine entrances during fall. These represent the first documented captures of this species at coal mines in West Virginia. Future survey efforts conducted throughout the range of the Virginia big-eared bat should include abandoned coal mines.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nationís states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nationís state and metropolitan areas.

    Though a definitive count is impossible, the US General Accounting Office has estimated that there are between 130,000 and 400,000 Brownfield sites in the country. What accounts for this discrepancy is that many of these sites may not be contaminated at all, but merely perceived to require a prohibitively expensive cleanup before redeveloping. Many developers and lending institutions have been increasingly unwilling to take on the stringent municipal, state, and federal regulations required for remediation at these sites. As a result, development often times has taken place on greenfield sites which are located outside the confines of the inner city. This has frustrated the comprehensive plan goals of most communities which mandate urban infilling and use of existing public infrastructure. Over the past decade, however, there has been a movement in nearly half of the states away from stringent cleanup requirements. There are currently variations in what each state requires. Some states, which maintain strict State Superfund programs while some states provide a form of voluntary remediation actions by the property owner or developer. Other states are developing more flexible approaches for their Brownfield programs based on numeric or risk based standards. The degree of stringency may vary from state to state dependent on the degree of legislative emphasis placed on economic redevelopment of Brownfield properties. This paper will compare and contrast the major trends in enabling legislation of states which currently allow some form of brownfield program. A case study from Florida will highlight how one state is attempting to draft enabling legislation to initiate a comprehensive Brownfield program to respond to current state needs.

    A novel configuration of the multi-pass Thomson scattering (TS) system is proposed to improve the time resolution and accuracy of electron temperature measurements by use of a polarization control technique. This configuration can realize a perfect coaxial multi-passing at each pass, and the number of round trips is not limited by the optical configuration. To confirm the feasibility of the new method, we installed this system in the GAMMA 10 plasma system. As a result, the integrated scattering signal of the double-pass configuration is about two times larger than that of the single-pass configuration. These results are in good agreement with the design.

    Let ? be a linear differential operator acting on the space of densities of a given weight ?{sub 0} on a manifold M. One can consider a pencil of operators ?-circumflex(?)=(?{sub ?}) passing through the operator ? such that any ?{sub ?} is a linear differential operator acting on densities of weight ?. This pencil can be identified with a linear differential operator ?-circumflex acting on the algebra of densities of all weights. The existence of an invariant scalar product in the algebra of densities implies a natural decomposition of operators, i.e., pencils of self-adjoint and anti-self-adjoint operators. We study lifting maps that are on one hand equivariant with respect to divergenceless vector fields, and, on the other hand, with values in self-adjoint or anti-self-adjoint operators. In particular, we analyze the relation between these two concepts, and apply it to the study of diff?(M)-equivariant liftings. Finally, we briefly consider the case of liftings equivariant with respect to the algebra of projective transformations and describe all regular self-adjoint and anti-self-adjoint liftings. Our constructions can be considered as a generalisation of equivariant quantisation.

    Cultural resources management is one aspect of NEPA-induced legislation increasingly affecting federal land managers. A number of regulations, some of them recent, outline management criteria for protecting cultural resources on federal land. Nearly all construction projects at the 11,135 hectare Los Alamos National Laboratory in northern New Mexico are affected by cultural resource management requirements. A substantial prehistoric Puebloan population occupied the Laboratory area from the 13th to the early 16th centuries. Grazing, timbering, and homesteading followed Indian occupation. Therefore, archaeological and historical ruins and artifacts are abundant. The Laboratory has developed a cultural resources management program which meets both legal and project planning requirements. The program operates in coordination with the New Mexico State Historical Preservation Office. Major elements of the Laboratory program are illustrated by a current project involving relocation of a homesteader's cabin located on land required for a major new facility. The Laboratory cultural resource management program couples routine oversight of all engineering design projects with onsite resource surveys and necessary mitigation prior to construction. The Laboratory has successfully protected major archaeological and historical ruins, although some problems remain. The cultural resource program is intended to be adjustable to new needs. A cultural resource management plan will provide long-term management guidance.

    Inspired by Knill's scheme for message passing error detection, here we develop a scheme for message passing error correction for the nine-qubit Bacon-Shor code. We show that for two levels of concatenated error correction, where classical information obtained at the first level is used to help interpret the syndrome at the second level, our scheme will correct all cases with four physical errors. This results in a reduction of the logical failure rate relative to conventional error correction by a factor proportional to the reciprocal of the physical error rate.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Virginia Army National Guard (VaARNG) property in Sandston, Virginia. The Army Aviation Support Facility (AASF) is contiguous with the Richmond International Airport. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The PA is designed to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. The AASF, originally constructed as an active Air Force interceptor base, provides maintenance support for VaARNG aircraft. Hazardous materials used and stored at the facility include JP-4 jet fuel, diesel fuel, gasoline, liquid propane gas, heating oil, and motor oil.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Virginia homeowners. Moving to the 2012 IECC from the current Virginia Construction Code is cost effective over a 30-year life cycle. On average, Virginia homeowners will save $5,836 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $388 for the 2012 IECC.

    Efficiency of a finned single-pass solar air collector was studied. This paper presents the experimental study to investigate the effect of solar radiation and mass flow rate on efficiency. This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    One pass core design for Supercritical-pressure light water-cooled fast reactor (Super FR) is proposed. The whole core is cooled with upward flow in one through flow pattern like PWR. Compared with the previous two pass core design; this new flow pattern can significantly simplify the core concept. Upper core structure, coolant flow scheme as well as refueling procedure are as simple as in PWR. In one pass core design, supercritical-pressure water is at approximately 25.0 MPa and enters the core at 280 C. degrees and is heated up in one through flow pattern upwardly to the average outlet temperature of 500 C. degrees. Great density change in vertical direction can cause significant axial power offset during the cycle. Meanwhile, Pu accumulated in the UO{sub 2} fuel blanket assemblies also introduces great power increase during cycle, which requires large amount of flow for heat removal and makes the outlet temperature of blanket low at the beginning of equilibrium cycle (BOEC). To deal with these issues, some MOX fuel is applied in the bottom region of the blanket assembly. This can help to mitigate the power change in blanket due to Pu accumulation and to increase the outlet temperature of the blanket during cycle. Neutron transport and thermohydraulics coupled calculation shows that this design can satisfy the requirement in the Super FR principle for both 500 C. degrees outlet temperature and negative coolant void reactivity.
