    Remote Alaskan communities pay economic and environmental penalties for electricity, because they must import diesel as their primary fuel for electric power production, paying heavy transportation costs and potentially causing environmental damage with empty drums, leakage, and spills. For these reasons, remote villages offer a viable niche market where sustainable energy systems based on renewable resources and advanced energy storage technologies can compete favorably on purely economic grounds, while providing environmental benefits. These villages can also serve as a robust proving ground for systematic analysis, study, improvement, and optimization of sustainable energy systems with advanced technologies. This paper presents an analytical optimization of a remote power system for a hypothetical Alaskan village. The analysis considers the potential of generating renewable energy (e.g., wind and solar), along with the possibility of using energy storage to take full advantage of the intermittent renewable sources available to these villages. Storage in the form of either compressed hydrogen or zinc pellets can then provide electricity from hydrogen or zinc-air fuel cells when renewable sources are unavailable.The analytical results show a great potential to reduce fossil fuel consumption and costs basing renewable energy combined with advanced energy storage devices. The best solution for our hypothetical village appears to be a hybrid energy system, which can reduce consumption of diesel fuel by over 50% with annualized cost savings by over 30% by adding wind turbines to the existing diesel generators. When energy storage devices are added, diesel fuel consumption and costs can be reduced substantially more. With optimized energy storage, use of the diesel generatorss can be reduced to almost zero, with the existing equipment only maintained for added reliability. However about one quarter of the original diesel consumption is still used for heating purposes. (We use the term diesel to encompass the fuel, often called heating or fuel oil, of similar or identical properties.)

    Alaska's rural village electric utilities are isolated from the Alaska railbelt electrical grid intertie and from each other. Different strategies have been developed for providing power to meet demand in each of these rural communities. Many of these communities rely on diesel electric generators (DEGs) for power. Some villages have also installed renewable power sources and automated generation systems for controlling the DEGs and other sources of power. For example, Lime Village has installed a diesel battery photovoltaic hybrid system, Kotzebue and Wales have wind-diesel hybrid systems, and McGrath has installed a highly automated system for controlling diesel generators. Poor power quality and diesel engine efficiency in village power systems increases the cost of meeting the load. Power quality problems may consist of poor power factor (PF) or waveform disturbances, while diesel engine efficiency depends primarily on loading, the fuel type, the engine temperature, and the use of waste heat for nearby buildings. These costs take the form of increased fuel use, increased generator maintenance, and decreased reliability. With the cost of bulk fuel in some villages approaching $1.32/liter ($5.00/gallon) a modest 5% decrease in fuel use can result in substantial savings with short payback periods depending on the village's load profile and the cost of corrective measures. This project over its five year history has investigated approaches to improving power quality and implementing fuel savings measures through the use of performance assessment software tools developed in MATLAB{reg_sign} Simulink{reg_sign} and the implementation of remote monitoring, automated generation control, and the addition of renewable energy sources in select villages. The results have shown how many of these communities would benefit from the use of automated generation control by implementing a simple economic dispatch scheme and the integration of renewable energy sources such as wind generation.

    In the late 1970s, national and international attention began to focus on energy issues. Efforts were initiated to design and test analytical tools that could be used to assist energy planners in evaluating energy systems, particularly in developing countries. In 1984, the United States Department of Energy (DOE) commissioned Argonne National Laboratory`s Decision and Information Sciences Division (DIS) to incorporate a set of analytical tools into a personal computer-based package for distribution in developing countries. The package developed by DIS staff, the ENergy and Power Evaluation Program (ENPEP), covers the range of issues that energy planners must face: economic development, energy demand projections, supply-and-demand balancing, energy system expansion, and environmental impact analysis. Following the original DOE-supported development effort, the International Atomic Energy Agency (IAEA), with the assistance from the US Department of State (DOS) and the US Department of Energy (DOE), provided ENPEP training, distribution, and technical support to many countries. ENPEP is now in use in over 60 countries and is an international standard for energy planning tools. More than 500 energy experts have been trained in the use of the entire ENPEP package or some of its modules during the international training courses organized by the IAEA in collaboration with Argonne`s Decision and Information Sciences (DIS) Division and the Division of Educational Programs (DEP).     The reintroduction of nuclear power in the Philippines is favored by several factors such as: the inclusion of nuclear energy in the energy sector of the science and technology agenda for national development (STAND); the Large gap between electricity demand and available local supply for the medium-term power development plan; the relatively lower health risks in nuclear power fuel cycle systems compared to the already acceptable power systems; the lower environmental impacts of nuclear power systems compared to fossil fuelled systems and the availability of a regulatory framework and trained personnel who could form a core for implementing a nuclear power program. The electricity supply gap of 9600 MW for the period 1993-2005 could be partly supplied by nuclear power. The findings of a recent study are described, as well as the issues that have to be addressed in the reintroduction of nuclear power.

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Competition in the electric generation market will increase, owing to unbundling and repackaging of electric energy services. One technology that will enable electric companies to expand their role in the energy services marketplace is the molten carbonate fuel cell (MCFC). Distributed power plants using MCFCs can fill the demand for localized, efficient, and environmentally friendly energy supplies at the lowest possible cost. This type of equipment will allow electric companies to supply the majority of a customer`s electric and thermal energy needs from small power plants located at the customer`s facilities. M-C Power`s mission is the development and commercialization of MCFC stacks. Advanced separator plates were designed, and cost of non-repeat hardware was reduced. In the technology development phase of the commercialization program, a 250 KW MCFC demonstration plant at the Naval Air Station Miramar in Sand Diego is the culminating event in the product development test project. Product requirements, economic analysis, and market entry are discussed. This is the 2nd year of a 5-year program.

    Alaska Village Initiatives (AVI) from the outset of the project had a goal of developing an integrated village approach to biomass in Rural Alaskan villages. A successful biomass project had to be ecologically, socially/culturally and economically viable and sustainable. Although many agencies were supportive of biomass programs in villages none had the capacity to deal effectively with developing all of the tools necessary to build a complete integrated program. AVI had a sharp learning curve as well. By the end of the project with all the completed tasks, AVI developed the tools and understanding to connect all of the dots of an integrated village based program. These included initially developing a feasibility model that created the capacity to optimize a biomass system in a village. AVI intent was to develop all aspects or components of a fully integrated biomass program for a village. This meant understand the forest resource and developing a sustainable harvest system that included the right sized harvest equipment for the scale of the project. Developing a training program for harvesting and managing the forest for regeneration. Making sure the type, quality, and delivery system matched the needs of the type of boiler or boilers to be installed. AVI intended for each biomass program to be of the scale that would create jobs and a sustainable business.

    A single nuclear detonation several hundred kilometers above the central United States will subject much of the nation to a high-altitude electromagnetic pulse (BENT). This pulse consists of an intense steep-front, short-duration transient electromagnetic field, followed by a geomagnetic disturbance with tens of seconds duration. This latter environment is referred to as the magnetohydrodynamic electromagnetic pulse (NMENT). Both the early-time transient and the geomagnetic disturbance could impact the operation of the nation`s power systems. Since 1983, the US Department of Energy has been actively pursuing a research program to assess the potential impacts of one or more BENT events on the nation`s electric energy supply. This report summarizes the results of that program and provides recommendations for enhancing power system reliability under HENT conditions. A nominal HENP environment suitable for assessing geographically large systems was developed during the program and is briefly described in this report. This environment was used to provide a realistic indication of BEMP impacts on electric power systems. It was found that a single high-altitude burst, which could significantly disturb the geomagnetic field, may cause the interconnected power network to break up into utility islands with massive power failures in some areas. However, permanent damage would be isolated, and restoration should be possible within a few hours. Multiple bursts would likely increase the blackout areas, component failures, and restoration time. However, a long-term blackout of many months is unlikely because major power system components, such as transformers, are not likely to be damaged by the nominal HEND environment. Moreover, power system reliability, under both HENT and normal operating conditions, can be enhanced by simple, and often low cost, modifications to current utility practices.

    The Power Plant Siting Act of 1971 established the Power Plant Research Program to insure that demands for electric power would be met in a timely manner at a reasonable cost while assuring that the associated environmental impact would be acceptable. The scope of the Program extends to estimating the impact of proposed new generating facilities, evaluating the acceptability of proposed tranmission line routes, assessing the impact of existing generation facilities, and investigating generic issues related to power plant site evaluation and associated environmental and land use considerations. The bibliography is a compilation of all the studies performed for and or by the Power Plant and Environmental Review Division since its inception.

Known as "FreedomCAR" (derived from "Freedom" and "Cooperative Automotive Research"), it represents DOE's commitment to developing public/private partnerships to fund high-risk, high-payoff research into advanced automotive technologies. Efficient fuel cell technology, which uses hydrogen to power automobiles without air pollution, is a very promising pathway to achieving the ultimate vision. The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001.

The information is intended to help NREL develop renewable energy technologies for water supply and treatment that can be implemented, operated, and maintained by villagers. The report is also useful to manufacturers and suppliers in the renewable energy community in that it describes a methodology for introducing technologies to rural villages in developing countries.

Located 5 miles from the mainland, 126 miles north of Nome, and 100 miles south of Kotzebue, Shishmaref sits on Sarichef Island in the Chukchi Sea.With heating fuel costs of almost $7/gallon, the goal of this project is to reduce energy costs at the Clinic and the Tannery by at least 30% to 50% through energy efficiency and weatherization measures and through the installation of a residential-size wind turbine to supplement power for the Tannery building.

    "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

    Seven large power supplies (LGPS) with output ratings from 72kW to 270kW power PEP-II quad magnets in the electron-positron collider region. These supplies have posed serious maintenance and reliability problems since they were installed in 1997, resulting in loss of accelerator availability. A redesign/rebuild program was undertaken by the SLAC Power Conversion Department. During the 2004 summer shutdown all the control circuits in these supplies were redesigned and replaced. A new PWM control board, programmable logic controller, and touch panel have been installed to improve LGPS reliability, and to make troubleshooting easier. In this paper we present the details of this rebuilding program and results.

Originally conceived in 2000 and terminated (as a WPA activity) at the end of FY 2011, the ALP has resulted in the installation of anemometers at 90 locations. In addition, the ALP provided support for the installation of anemometers at 38 additional locations under a related ALP administered by the Western Area Power Administration.

    An overview is presented of the NASA Lewis Research Center Free-Piston Stirling Space Power Converter Technology Program. This work is being conducted under NASA`s Civil Space Technology Initiative. The goal of the CSTI High Capacity Power Element is to develop the technology base needed to meet the long duration, high capacity power requirements for future NASA space initiatives. Efforts are focused upon increasing system power output and system thermal and electric energy conversion efficiency at least fivefold over current SP-100 technology, and on achieving systems that are compatible with space nuclear reactors. This paper will discuss Stirling experience in Space Power Converters. Fabrication is nearly completed for the 1050 K Component Test Power Converter (CTPC); results of motoring tests of the cold end (525 K), are presented. The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, bearings, superalloy joining technologies, high efficiency alternators, life and reliability testing and predictive methodologies. This paper provides an update of progress in some of these technologies leading off with a discussion of free-piston Stirling experience in space.

    This is a final technical report for a long term project to develop improved designs and design tools for the microwave hardware and components associated with the DOE Plasma Fusion Program. We have developed basic theory, software, fabrication techniques, and low-power measurement techniques for the design of microwave hardware associated gyrotrons, microwave mode converters and high-power microwave transmission lines. Specifically, in this report we discuss our work on designing quasi-optical mode converters for single and multiple frequencies, a new method for the analysis of perturbed-wall waveguide mode converters, perturbed-wall launcher design for TE0n mode gyrotrons, quasi-optical traveling-wave resonator design for high-power testing of microwave components, and possible improvements to the HSX microwave transmission line.

    The energy needs of Hamilton Air Force Base's Solar Village for electricity and heating and cooling of buildings are considered and alternative ways of meeting the Village's requirements for these forms of energy are evaluated. First, Solar Village's energy demand is calculated and compared to a base case representing calculations for typical energy usage for a development of similar size and density that is in conformance with current state and local ordinances. The potential of selected alternative technologies to meet the Solar Village projected demand for electrical power and natural gas is evaluated. Scenarios were developed to reduce demand, particularly in the building sector. Four alternative on-site energy technologies have been evaluated: wind, solar thermal electric, biomass conversion, photovoltaics. Each alternative is analyzed in detail. Of the four alternatives considered, the one with the greatest present potential is biomass conversion. Two technologies have been incorporated into the design. A 3-acre land fill is covered with a mantle of soil. A network of pipes carries off the methane gas which is a natural product of anaerobic decomposition of the materials in the land fill. The second technology involves the planting of rapidly-growing trees on denuded and unused portions of the site; 50 acres devoted to tree production could yield 12% of the back-up energy required for home heating on a sustainable basis.

    Measuring and controlling the power and energy consumption of high performance computing systems by various components in the software stack is an active research area [13, 3, 5, 10, 4, 21, 19, 16, 7, 17, 20, 18, 11, 1, 6, 14, 12]. Implementations in lower level software layers are beginning to emerge in some production systems, which is very welcome. To be most effective, a portable interface to measurement and control features would significantly facilitate participation by all levels of the software stack. We present a proposal for a standard power Application Programming Interface (API) that endeavors to cover the entire software space, from generic hardware interfaces to the input from the computer facility manager.

    An overview is presented of the NASA Lewis Research Center Free-Piston Stirling Space Power Converter Technology Development Program. This work is being conducted under NASA`s Civil Space Technology Initiative (CSTI). The goal of the CSTI High Capacity Power element is to develop the technology base needed to meet the long duration, high capacity power requirements for future NASA space initiatives. Efforts are focused upon increasing system thermal and electric energy conversion efficiency at least fivefold over current SP-100 technology, and on achieving systems that are compatible with space nuclear reactors. This paper will discuss the status of test activities with the Space Power Research Engine (SPRE). Design deficiencies are gradually being corrected and the power converter is now outputting 11.5 kWe at a temperature ratio of 2 (design output is 12.5 kWe). Detail designs have been completed for the 1050 K Component Test Power Converter (CTPC). The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, gas bearings, superalloy joining technologies and high efficiency alternators. This paper also provides an update of progress in these technologies.

LADWP maintained and operated twenty electric vehicles (EVs) during the test period.     This study confirms the feasibility of a natural gas fueled, 20 MW M-C Power integrated pressurized molten carbonate fuel cell combined in a topping cycle with a gas turbine generator plant. The high efficiency fossil power plant (HEFPP) concept has a 70% efficiency on a LHV basis. The study confirms the HEFPP has a cost advantage on a cost of electricity basis over the gas turbine based combined cycle plants in the 20 MW size range. The study also identifies the areas of further development required for the fuel cell, gas turbine generator, cathode blower, inverter, and power module vessel. The HEFPP concept offers an environmentally friendly power plant with minuscule emission levels when compared with the combined cycle power plant.

    Issued in 2001, Presidential Executive Order 13221 directed federal agencies to purchase products with low standby power, with the goal of 1) reducing energy consumption in federal facilities, and 2) drawing attention to the problem of high standby power consumption, with guidance provided by the Federal Energy Management Program (FEMP). At that time, standby power was newly recognized as an increasing building energy load. Since then, procurement of products with low standby power have been set in place in acquisition processes, and the purchasing power of the federal government continues to influence manufacturers design decisions related to standby power. In recent years, FEMP has shifted effort from direct manufacturer outreach for data collection, to integrating low standby requirement into broader acquisition programs including Energy Star and Electronic Product Environmental Assessment Tool (EPEAT). Another milestone has been the labeling of low standby products on the GSA Advantage website to simplify and enhance compliance. Looking forward into the program?s future, this question arises How do we design programs over time to reflect market and technology changes, by adjusting programmatic requirements while maintaining effectiveness? This paper discusses that question for the case of standby power, which transitioned from covering a single to multiple environmental attributes, both in the context of the program's past and future.

    A computer program has been developed to determine the maximum specific power for prismatic-core reactors as a function of maximum allowable fuel temperature, core pressure drop, and coolant velocity. The prismatic-core reactors consist of hexagonally shaped fuel elements grouped together to form a cylindrically shaped core. A gas coolant flows axially through circular channels within the elements, and the fuel is dispersed within the solid element material either as a composite or in the form of coated pellets. Different coolant, fuel, coating, and element materials can be selected to represent different prismatic-core concepts. The computer program allows the user to divide the core into any arbitrary number of axial levels to account for different axial power shapes. An option in the program allows the automatic determination of the core height that results in the maximum specific power. The results of parametric specific power calculations using this program are presented for various reactor concepts.

    An update is presented on the NASA Lewis Stirling component technology program. The component technology program has been organized as part of the NASA Lewis effort to develop Stirling converter technology for space power applications. The Stirling space power project is part of the High Capacity Power element of the NASA Civil Space Technology Initiative (CSTI). Lewis is also providing technical management of a DOE funded project to develop Stirling converter systems for distributed dish solar terrestrial power applications. The primary contractors for the space power and solar terrestrial projects develop component technologies directly related to their project goals. This Lewis component technology program, while coordinated with these main projects, is aimed at longer term issues, advanced technologies, and independent assessments. Topics to be discussed include bearings, linear alternators, controls and load interaction, materials/life assessment, and heat exchangers.

    This project has developed an integrated curriculum focused on the power engineering aspects of wind energy systems that builds upon a well-established graduate educational program at UW- Madison. Five new courses have been developed and delivered to students. Some of the courses have been offered on multiple occasions. The courses include: Control of electric drives for Wind Power applications, Utility Applications of Power Electronics (Wind Power), Practicum in Small Wind Turbines, Utility Integration of Wind Power, and Wind and Weather for Scientists and Engineers. Utility Applications of Power Electronics (Wind Power) has been provided for distance education as well as on-campus education. Several industrial internships for students have been organized. Numerous campus seminars that provide discussion on emerging issues related to wind power development have been delivered in conjunction with other campus events. Annual student conferences have been initiated, that extend beyond wind power to include sustainable energy topics to draw a large group of stakeholders. Energy policy electives for engineering students have been identified for students to participate through a certificate program. Wind turbines build by students have been installed at a UW-Madison facility, as a test-bed. A Master of Engineering program in Sustainable Systems Engineering has been initiated that incorporates specializations that include in wind energy curricula. The project has enabled UW-Madison to establish leadership at graduate level higher education in the field of wind power integration with the electric grid.

    Concentrating solar power systems use the heat from the sun's rays to generate electricity. Reflective surfaces concentrate the sun's rays up to 10,000 times to heat a receiver filled with a heat-exchange fluid, such as oil. The heated fluid is then used to generate electricity in a steam turbine or heat engine. Mechanical drives slowly turn the reflective surfaces during the day to keep the solar radiation focused on the receiver.

    Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

    There are thousands of isolated, diesel-powered microgrids that deliver energy to remote communities around the world at very high energy costs. The Remote Communities Renewable Energy program aims to help these communities reduce their fuel consumption and lower their energy costs through the use of high penetration renewable energy. As part of this program, the REopt modeling platform for energy system integration and optimization was used to analyze cost-optimal pathways toward achieving a combined 75% reduction in diesel fuel and fuel oil consumption in a select Alaskan village. In addition to the existing diesel generator and fuel oil heating technologies, the model was able to select from among wind, battery storage, and dispatchable electric heaters to meet the electrical and thermal loads. The model results indicate that while 75% fuel reduction appears to be technically feasible it may not be economically viable at this time. When the fuel reduction target was relaxed, the results indicate that by installing high-penetration renewable energy, the community could lower their energy costs by 21% while still reducing their fuel consumption by 54%.

    Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    The US Department of Energy (DOE) has undertaken a preliminary, three-year program to investigate the impacts of the construction and operation of a satellite power system, of unprecedented scale. The Department of Energy's program, titled The Concept Development and Evaluation Program, focused its investigations on a Reference System description that calls for the use of either silicon (Si) or gallium aluminum-arsenide (GaAlAs) photovoltaic cells on 60 satellites to be constructed in GEO over a 30-yr period. Rectennas would be constructed on the ground to receive microwave energy from the satellites. Each satellite-rectenna pair is designed to produce 5 GW of power on an essentially continuous basis for use as a baseload power source for an electric power distribution system. The environmental assessment part of the program was divided into five interdependent task areas. The present document constitutes the final technical report on one of the five task areas, the Assessment of the Atmospheric Effects, and as such presents an in-depth summary of work performed during the assessment program. The issues associated with SPS activities in the troposphere are examined. These include tropospheric weather modification related to rectenna operations and rocket launches, and air quality impacts related to rocketlaunch ground clouds. Then progressing upward through the various levels of the atmosphere, the principal middle and upper atmospheric effects associated with rocket effluents are analyzed. Finally, all of the potential SPS atmospheric effects are summarized.

The fuelwood procurement program of Dow Corning's Natural Resources Department involves special arrangements with private landowners, logging and hauling producers, and waste wood suppliers. The program's success is attributable to a favorable location, adequate allowance for advance planning, effective public relations, and flexible management. The program is significant because it demonstrates that industrial fuelwood requirements can be met and that improved production from nonindustrial private forests can be relied upon as a major source of fuelwood. 7 references, 7 figures.

    A single nuclear detonation several hundred kilometers above the central United States will subject much of the nation to a high-altitude electromagnetic pulse (BENT). This pulse consists of an intense steep-front, short-duration transient electromagnetic field, followed by a geomagnetic disturbance with tens of seconds duration. This latter environment is referred to as the magnetohydrodynamic electromagnetic pulse (NMENT). Both the early-time transient and the geomagnetic disturbance could impact the operation of the nation's power systems. Since 1983, the US Department of Energy has been actively pursuing a research program to assess the potential impacts of one or more BENT events on the nation's electric energy supply. This report summarizes the results of that program and provides recommendations for enhancing power system reliability under HENT conditions. A nominal HENP environment suitable for assessing geographically large systems was developed during the program and is briefly described in this report. This environment was used to provide a realistic indication of BEMP impacts on electric power systems. It was found that a single high-altitude burst, which could significantly disturb the geomagnetic field, may cause the interconnected power network to break up into utility islands with massive power failures in some areas. However, permanent damage would be isolated, and restoration should be possible within a few hours. Multiple bursts would likely increase the blackout areas, component failures, and restoration time. However, a long-term blackout of many months is unlikely because major power system components, such as transformers, are not likely to be damaged by the nominal HEND environment. Moreover, power system reliability, under both HENT and normal operating conditions, can be enhanced by simple, and often low cost, modifications to current utility practices.

    The MHD power train designs in the APT program are all aimed at early commercial use of MHD, and thus not representative of more advanced and mature MHD power systems. Accordingly, the power train design approaches in Task 2 as well as the MHD power plant designs in Task 1 were selected for early use and based on present status and experience gained in MHD technology development. Naturally, significant improvements and advancements of MHD technology can be expected after its commercial introduction like that experienced for any other new technology. The information developed in Task 1 of the APT program provided basic information for use in the subsequent task activities reported on here. One important conclusion from the work conducted in Task 1 was the selection of supersonic channel operation at a peak magnetic field strength of about 4.5 Tesla for first commercial use. An important result from the continued MHD generator performance studies conducted as part of Task 2 and reported on here was that the supersonic channel design also offers efficient operation at part load. The MHD generator channel operation at part load was found to shift to transonic and subsonic operation to maintain high efficiency as load decreases. Furthermore, the performance sensitivity analyses in Task 2 substantiated that net MHD power output (MHD generator gross power minus compressor power for oxygen production and compression of the oxygen-enriched combustion air to peak cycle pressure) is reached at the oxidizer/fuel equivalence ratio of 0.9 initially selected in Task 1, although the highest flame temperature and electrical conductivity of the gases produced in the combustor occur at a lower stoichiometry. 48 figs., 41 tabs.

Bonneville's efforts to extend valuation techniques to as many impacts as can be reliably assessed represents a substantial advance in the application of state-of-the-art economic techniques to environmental assessments. This economic analysis evaluates effects on human health, wildlife, crops, and visibility impacts associated with air pollution.     The Seismic Safety Margins Research Program (SSMRP) has a gola to develop a complete fully coupled analysis procedure (including methods and computer codes) for estimating the risk of an earthquake-induced radioactive release from a commercial nuclear power plant. As part of this program, calculations of the seismic risk from a typical commercial nuclear reactor were made. These calculations required a knowledge of the probability of failure (fragility) of safety-related components in the reactor system which actively participate in the hypothesized accident scenarios. This report describes the development of the required fragility relations and the data sources and data reduction techniques upon which they are based. Both building and component fragilities are covered. The building fragilities are for the Zion Unit 1 reactor which was the specific plant used for development of methodology in the program. Some of the component fragilities are site-specific also, but most would be usable for other sites as well.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    This article reviews the present and future status of the nuclear industry in the developing nations of China, North Korea, Thailand, Indonesia, and the Philippines. Each of the countries has a booming export-driven economy, which is turn requires considerable new generating capacity. The nuclear option is being considered as a provider of much of this additional capacity. China is committed to an extensive nuclear power program, and Indonesia has an ambitious plan to have seven to twelve reactors in service by the year 2015. North Korea will receive two LWRs to replace its current non-power nuclear units. The nuclear option is still under discussion in the Philippines and in Thailand.

    A series of small, compact critical assembly (SCCA) experiments were performed in 1962-1965 at the Oak Ridge National Laboratory Critical Experiments Facility (ORCEF) for the Medium-Power Reactor Experiment (MPRE) program. The MPRE was a stainless-steel clad, highly enriched uranium (HEU)-O2 fuelled, BeO reflected reactor design to provide electrical power to space vehicles. Cooling and heat transfer were to be achieved by boiling potassium in the reactor core and passing vapor directly through a turbine. Graphite- and beryllium-reflected assemblies were constructed at ORCEF to verify the critical mass, power distribution, and other reactor physics measurements needed to validate reactor calculations and reactor physics methods. The experimental series was broken into three parts, with the third portion of the experiments representing the beryllium-reflected measurements. The latter experiments are of interest for validating current reactor design efforts for a fission surface power reactor. The entire series has been evaluated as acceptable benchmark experiments and submitted for publication in the International Handbook of Evaluated Criticality Safety Benchmark Experiments and in the International Handbook of Evaluated Reactor Physics Benchmark Experiments.

The Advanced Power Electronics and Electric Machines (APEEM) subprogram within the Vehicle Technologies Program provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on understanding and improving the way the various new components of tomorrow's automobiles will function as a unified system to improve fuel efficiency. In supporting the development of hybrid propulsion systems, the APEEM effort has enabled the development of technologies that will significantly improve advanced vehicle efficiency, costs, and fuel economy. The APEEM subprogram supports the efforts of the FreedomCAR and Fuel Partnership through a three-phase approach intended to: (1) identify overall propulsion and vehicle-related needs by analyzing programmatic goals and reviewing industry's recommendations and requirements and then develop the appropriate technical targets for systems, subsystems, and component research and development activities; (2) develop and validate individual subsystems and components, including electric motors, and power electronics; and (3) determine how well the components and subsystems work together in a vehicle environment or as a complete propulsion system and whether the efficiency and performance targets at the vehicle level have been achieved. The research performed under this subprogram will help remove technical and cost barriers to enable the development of technology for use in such advanced vehicles as hybrid electric vehicles (HEVs), plug-in HEVs, and fuel-cell-powered automobiles that meet the goals of the Vehicle Technologies Program. A key element in making HEVs practical is providing an affordable electric traction drive system. This will require attaining weight, volume, and cost targets for the power electronics and electrical machines subsystems of the traction drive system. Areas of development include these: (1) novel traction motor designs that result in increased power density and lower cost; (2) inverter technologies involving new topologies to achieve higher efficiency and the ability to accommodate higher-temperature environments; (3) converter concepts that employ means of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) more effective thermal control and packaging technologies; and (5) integrated motor/inverter concepts. The Oak Ridge National Laboratory's (ORNL's) Power Electronics and Electric Machinery Research Center conducts fundamental research, evaluates hardware, and assists in the technical direction of the DOE Vehicle Technologies Program, APEEM subprogram. In this role, ORNL serves on the FreedomCAR Electrical and Electronics Technical Team, evaluates proposals for DOE, and lends its technological expertise to the direction of projects and evaluation of developing technologies.

    This paper presents an overview of the results of the experimental program being conducted in the Power Burst Facility and the relationship of these results to certain safety and licensing issues. The safety issues that were addressed by the Power-Cooling-Mismatch, Reactivity Initiated Accident, and Loss of Coolant Accident tests, which comprised the original test program in the Power Burst Facility, are discussed. The resolution of these safety issues based on the results of the thirty-six tests performed to date, is presented. The future resolution of safety issues identified in the new Power Burst Facility test program which consists of tests which simulate BWR and PWR operational transients, anticipated transients without scram, and severe fuel damage accidents, is described.

    The Bonneville Power Administration (BPA) has statutory responsibilities to supply electrical power to its utility, industrial, and other customers in the Pacific Northwest. In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. The impacts of the Chehalis and Satsop projects located in Washington State will be covered in one EIS document, while the impacts of the Hermiston project located in Oregon are covered in this final EIS document. It is BPA`s intent to continue to base the analysis of impacts on the assumption that all three projects may be constructed at some point in the future.

    The Western Area Power Administration (Western) views environmental protection and compliance as a top priority as it manages the construction, operation, and maintenance of its vast network of transmission lines, substations, and other facilities. A recent Department of Energy audit of Western`s environmental management activities recommends that Western adopt a formal environmental risk program. To accomplish this goal, Western, in conjunction with Pacific Northwest Laboratory, is in the process of developing a centrally coordinated environmental risk program. This report presents the results of this design effort, and indicates the direction in which Western`s environmental risk program is heading. Western`s environmental risk program will consist of three main components: risk communication, risk assessment, and risk management/decision making. Risk communication is defined as an exchange of information on the potential for threats to human health, public safety, or the environment. This information exchange provides a mechanism for public involvement, and also for the participation in the risk assessment and management process by diverse groups or offices within Western. The objective of risk assessment is to evaluate and rank the relative magnitude of risks associated with specific environmental issues that are facing Western. The evaluation and ranking is based on the best available scientific information and judgment and serves as input to the risk management process. Risk management takes risk information and combines it with relevant non-risk factors (e.g., legal mandates, public opinion, costs) to generate risk management options. A risk management tool, such as decision analysis, can be used to help make risk management choices.

    Pursuant to federal requirements under the National Environmental Policy Act, in 1996 the Department of Energy (DOE) completed an environmental impact statement, record of decision, and mitigation action plan (MAP) for the Dual Axis Radiographic Hydrodynamic Test (DARHT) Facility. DARHT is a new explosives testing facility located at TA-15, Los Alamos National Laboratory (LANL). As part of the implementation of the MAP, the ESH-20 Cultural Resources Team at LANL is conducting a long-term monitoring program at the ancestral pueblo site of Nake'muu (LA 12655). DOE considers the monitoring program to be an appropriate and necessary mitigation for the potential operational impacts associated with the DARHT Facility. This chapter presents the preliminary findings of the monitoring program from 1997 through 2000. The Nake'muu site monitoring program was initiated by ESH-20 and the Mesa Verde Architectural Team, National Park Service (NPS) in 1997. Archaeologists from LANL and NPS have completed the detailed recording of all the walls at Nake'muu and the final site evaluation plan was finished in 1998 (Nordby et al. 1998). The plan describes the methods used for site monitoring, continued site revisits, and updates on wall condition by LANL archaeologists. The primary objective of the monitoring program is to identify and evaluate the long-term effects of the ambient environment and DARHT Facility operations on the architecture at Nake'muu. Is the dynamic-testing program affecting the site, and if so, to what degree? What are the short-term and long-term implications of facility operations?

    CARB is working with the EcoVillage co-housing community in Ithaca, New York, on their third neighborhood called the Third Residential EcoVillage Experience (TREE). This community scale project consists of 40 housing units --15 apartments and 25 single family residences.     The U.S. Department of Energy (DOE) and the U.S. Council for Automotive Research (composed of automakers Ford, General Motors, and DaimlerChrysler) announced in January 2002 a new cooperative research effort. Known as FreedomCAR (derived from 'Freedom' and 'Cooperative Automotive Research'), it represents DOE's commitment to developing public/private partnerships to fund high-risk, high-payoff research into advanced automotive technologies. Efficient fuel cell technology, which uses hydrogen to power automobiles without air pollution, is a very promising pathway to achieve the ultimate vision. The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. The Vehicle Systems subprogram within the FreedomCAR and Vehicle Technologies Program provides support and guidance for many cutting-edge automotive and heavy truck technologies now under development. Research is focused on understanding and improving the way the various new components of tomorrow's automobiles and heavy trucks will function as a unified system to improve fuel efficiency. This work also supports the development of advanced automotive accessories and the reduction of parasitic losses (e.g., aerodynamic drag, thermal management, friction and wear, and rolling resistance). In supporting the development of hybrid propulsion systems, the Vehicle Systems subprogram has enabled the development of technologies that will significantly improve fuel economy, comply with projected emissions and safety regulations, and use fuels produced domestically.     In 2005, the Federal Energy Regulatory Commission (FERC) began discussing regulatory policy for reactive-power procurement and pricing in competitive electricity markets. This paper summarizes findings from a unique, interdisciplinary program of public-interest research that lays a formal foundation for evaluating aspects of FERC staff recommendations and offers early insights that should be useful in guiding policy implementation, specifically by: (1) clarifying the consumers and economic characteristics of reactive power as a basis for creating incentives to appropriately price it, (2) defining specific challenges in creating a competitive market for reactive power as well as new tools needed to help ensure such a market functions efficiently, and (3) demonstrating the importance of accounting for the physical characteristics of the transmission network in planning for reactive power and avoiding the exercise of market power by suppliers.

This focus of this research is on the 192 student apartments that were completed in 2011 under Phase I of the West Village multi-year project. The numerous aggressive energy efficiency measures implemented result in estimated source energy savings of 37% over the B10 Benchmark. There are two primary objectives of this research. The first is to evaluate performance and efficiency of the central heat pump water heaters as a strategy to provide efficient electric water heating for net-zero all-electric buildings and where natural gas is not available on site. In addition, effectiveness of the quality assurance and quality control processes implemented to ensure proper system commissioning and to meet program participation requirements is evaluated. Recommendations for improvements that could improve successful implementation for large-scale, high performance communities are identified.

    Building America team Alliance for Residential Building Innovation (ARBI) worked with the University of California, Davis and the developer partner West Village Community Partnership (WVCP) to evaluate performance on 192 student apartments completed in September, 2011 as part of Phase I of the multi-purpose West Village project. West Village is the largest planned zero net energy community in the United States. The campus neighborhood is designed to enable faculty, staff, and students to affordably live near campus, take advantage of environmentally friendly transportation options, and participate fully in campus life. The aggressive energy efficiency measures that are incorporated in the design contribute to source energy reductions of 37% over the B10 Benchmark. These measures include increased wall and attic insulation, high performance windows, high efficiency heat pumps for heating and cooling, central heat pump water heaters (HPWHs), 100% high efficacy lighting, and ENERGY STAR major appliances. The report discusses how measured energy use compares to modeling estimates over a 10-month monitoring period and includes a cost effective evaluation.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides on any vegetation. Both would favor a management approach that fosters low-growing plant communities.

    The economic incentives for low-cost electricity generation will continue to drive more plant owners to identify safe and reliable methods to increase the electrical power output of the current nuclear power plant fleet. A power uprate enables a nuclear power plant to increase its electrical output with low cost. However, power uprates brought new challenges to plant owners and operators. These include equipment damage or degraded performance, and unanticipated responses to plant conditions, etc. These problems have arisen mainly from using dated design and safety analysis tools and insufficient understanding of the full implications of the proposed power uprate or from insufficient attention to detail during the design and implementation phase. It is essential to demonstrate that all required safety margins have been properly retained and the existing safety level has been maintained or even increased, with consideration of all the conditions and parameters that have an influence on plant safety. The impact of the power uprate on plant life management for long term operation is also an important issue. Significant capital investments are required to extend the lifetime of an aging nuclear power plant. Power uprates can help the plant owner to recover the investment costs. However, plant aging issues may be aggravated by the power uprate due to plant conditions. More rigorous analyses, inspections and monitoring systems are required.

    This volume of the Nonproliferation Alternative Systems Assessment Program (NASAP) report provides time and cost estimates for positioning new nuclear power systems for commercial deployment. The assessment also estimates the rates at which the new systems might penetrate the domestic market, assuming the continuing viability of the massive light-water reactor network that now exists worldwide. This assessment does not recommend specific, detailed program plans and budgets for individual systems; however, it is clear from this analysis that any of the systems investigated could be deployed if dictated by national interest.

    Schuchuli, a small remote village on the Papago Indian Reservation in southwest Arizona, is 27 kilometers (17 miles) from the nearest available utility power. In some respects, Schuchuli resembles many of the rural villages in other parts of the world. For example, it's relatively small in size (about 60 residents), composed of a number of extended family groupings, and remotely situated relative to major population centers (190 km, or 120 miles, from Tucson). Its lack of conventional power is due to the prohibitive cost of supplying a small electrical load with a long-distance distribution line. Furthermore, alternate energy sources are expensive and place a burden on the resources of the villagers. On December 16, 1978, as part of a federally funded project, a solar cell power system was put into operation at Schuchuli. The system powers the village water pump, lighting for homes ad other village buildings, family refrigerators and a communal washing machine and sewing machine. The project, managed for the US Department of Energy by the NASA Lewis Research Center, provided for a one-year socio-economic study to assess the impact of a relatively small amount of electricity on the basic living environment of the villagers. The results of that study are presented, including village history, group life, energy use in general and the use of the photovoltaic-powered appliances. No significant impacts due to the photovoltaic power system were observed.
