    Passive and low energy applications in buildings have become a topic of worldwide interest within the last few years. It has now been demonstrated very clearly that indoor comfort can be maintained with an expenditure of only 10 to 20% of the energy often required by modern buildings. This is accomplished through a combination of conservation measures to minimize the load, passive use of solar energy for heating, natural cooling, and daylighting. The major research emphasis has been on devising mathematical models to characterize heat flow within buildings, on the validation of these models by comparison with test results, and on the subsequent use of the models to investigate the influence of both design parameters and weather on system performance. Design guidelines have been developed, and simplified methods of analysis have been promulgated. Performance has been monitored in test modules, test buildings, and many residential and commercial buildings. The results both confirm good performance and establish the accuracy of model predictions. A significant change in the research picture has been seen in the last 4 years; whereas the major effort was originally in the United States, research is now being conducted in many countries throughout the world as many people have realized that passive and low energy methods are appropriate in virtually every climate and are well suited to economic, convenient, and reliable building construction and operation.

    We analyze and compare findings from identical national surveys of the US general public on nuclear security and terrorism administered by telephone and Internet in mid-2007. Key areas of investigation include assessments of threats to US security; valuations of US nuclear weapons and nuclear deterrence; perspectives on nuclear proliferation, including the specific cases of North Korea and Iran; and support for investments in nuclear weapons capabilities. Our analysis of public views on terrorism include assessments of the current threat, progress in the struggle against terrorism, preferences for responding to terrorist attacks at different levels of assumed casualties, and support for domestic policies intended to reduce the threat of terrorism. Also we report findings from an Internet survey conducted in mid 2007 that investigates public views of US energy security, to include: energy supplies and reliability; energy vulnerabilities and threats, and relationships among security, costs, energy dependence, alternative sources, and research and investment priorities. We analyze public assessments of nuclear energy risks and benefits, nuclear materials management issues, and preferences for the future of nuclear energy in the US. Additionally, we investigate environmental issues as they relate to energy security, to include expected implications of global climate change, and relationships among environmental issues and potential policy options.

    The purpose is to develop controls for inverter-based renewable and non-renewable distributed energy systems to provide local voltage, power and power quality support for loads and the power grid. The objectives are to (1) develop adaptive controls for inverter-based distributed energy (DE) systems when there are multiple inverters on the same feeder and (2) determine the impact of high penetration high seasonal energy efficiency ratio (SEER) air conditioning (A/C) units on power systems during sub-transmission faults which can result in an A/C compressor motor stall and assess how inverter-based DE can help to mitigate the stall event. The Distributed Energy Communications & Controls Laboratory (DECC) is a unique facility for studying dynamic voltage, active power (P), non-active power (Q) and power factor control from inverter-based renewable distributed energy (DE) resources. Conventionally, inverter-based DE systems have been designed to provide constant, close to unity power factor and thus not provide any voltage support. The DECC Lab interfaces with the ORNL campus distribution system to provide actual power system testing of the controls approach. Using mathematical software tools and the DECC Lab environment, we are developing and testing local, autonomous and adaptive controls for local voltage control and P & Q control for inverter-based DE. We successfully tested our active and non-active power (P,Q) controls at the DECC laboratory along with voltage regulation controls. The new PQ control along with current limiter controls has been tested on our existing inverter test system. We have tested both non-adaptive and adaptive control modes for the PQ control. We have completed several technical papers on the approaches and results. Electric power distribution systems are experiencing outages due to a phenomenon known as fault induced delayed voltage recovery (FIDVR) due to air conditioning (A/C) compressor motor stall. Local voltage collapse from FIDVR is occurring in part because modern air-conditioner and heat pump compressor motors are much more susceptible to stalling during a voltage sag or dip than older motors. These motors can stall in less than three cycles (0.05 s) when a fault, for example, on the sub-transmission system, causes voltage on the distribution system to sag to 70% or less of nominal. We completed a new test system for A/C compressor motor stall testing at the DECC Lab. The A/C Stall test system is being used to characterize when and how compressor motors stall under low voltage and high compressor pressure conditions. However, instead of using air conditioners, we are using high efficiency heat pumps. We have gathered A/C stall characterization data for both sustained and momentary voltage sags of the test heat pump. At low enough voltage, the heat pump stalls (compressor motor stops and draws 5-6 times normal current in trying to restart) due to low inertia and low torque of the motor. For the momentary sag, we are using a fast acting contactor/switch to quickly switch from nominal to the sagged voltage in cycles.

    With increasing numbers of communities considering wind power developments, empirical investigations regarding related community concerns are needed. One such concern is that proximate property values may be adversely affected, yet relatively little research exists on the subject. The present research investigates roughly 7,500 sales of single-family homes surrounding 24 existing U.S. wind facilities. Across four different hedonic models, and a variety of robustness tests, the results are consistent: neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on sales prices, yet further research is warranted.

    A distinguished panel of scientists from the EFRC community provide their perspective on the importance of EFRCs for addressing critical energy needs at the 2011 EFRC Summit. Persis Drell, Director at SLAC, served as moderator. Panel members are Neal Armstrong (Director of the Center for Interface Science: Solar Electric Materials, led by the University of Arizona), Emily Carter (Co-Director of the Combustion EFRC, led by Princeton University. She is also Team Leader of the Heterogeneous Functional Materials Center, led by the University of South Caroline), Don DePaolo (Director of the Center for Nanoscale Control of Geologic CO2, led by LBNL), and Brent Gunnoe (Director of the Center for Catalytic Hydrocarbon Functionalization, led by the University of Virginia). The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    Redox flow batteries (RFB) have attracted considerable interest due to their ability to store large amounts of power and energy. Non-aqueous energy storage systems that utilize at least some aspects of RFB systems are attractive because they can offer an expansion of the operating potential window, which can improve on the system energy and power densities. One example of such systems has a separator separating first and second electrodes. The first electrode includes a first current collector and volume containing a first active material. The second electrode includes a second current collector and volume containing a second active material. During operation, the first source provides a flow of first active material to the first volume. The first active material includes a redox active organic compound dissolved in a non-aqueous, liquid electrolyte and the second active material includes a redox active metal.

    Using a recently proposed nonlinear force-free method designed for single-vector magnetograms of solar active regions, we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 162 vector magnetograms corresponding to 42 different active regions. We find a statistically robust, monotonic correlation between the free magnetic energy and the relative magnetic helicity in the studied regions. This correlation implies that magnetic helicity, in addition to free magnetic energy, may be an essential ingredient for major solar eruptions. Eruptive active regions appear well segregated from non-eruptive ones in both free energy and relative helicity with major (at least M-class) flares occurring in active regions with free energy and relative helicity exceeding 4 Multiplication-Sign 10{sup 31} erg and 2 Multiplication-Sign 10{sup 42} Mx{sup 2}, respectively. The helicity threshold agrees well with estimates of the helicity contents of typical coronal mass ejections.

    Using the Spitzer telescope, we have conducted a high-resolution spectroscopic study of 18 bulgeless (Hubble type of Sd or Sdm) galaxies that show no definitive signatures of nuclear activity in their optical spectra. This is the first systematic mid-infrared (MIR) search for weak or hidden active galactic nuclei (AGNs) in a statistically significant sample of bulgeless (Sd/Sdm) disk galaxies. Based on the detection of the high-ionization [Ne V] 14.3 mum line, we report the discovery of an AGN in 1 out of the 18 galaxies in the sample. This galaxy, NGC 4178, is a nearby edge-on Sd galaxy, which likely hosts a prominent nuclear star cluster (NSC). The bolometric luminosity of the AGN inferred from the [Ne V] line luminosity is approx8 x 10{sup 41} ergs s{sup -1}. This is almost 2 orders of magnitude greater than the luminosity of the AGN in NGC 4395, the best studied AGN in a bulgeless disk galaxy. Assuming that the AGN in NGC 4178 is radiating below the Eddington limit, the lower mass limit for the black hole is approx6 x 10{sup 3} M {sub sun}. The fact that none of the other galaxies in the sample shows any evidence for an AGN demonstrates that while the AGN detection rate based on MIR diagnostics is high (30%-40%) in optically quiescent galaxies with pseudobulges or weak classical bulges (Hubble type Sbc and Sc), it drops drastically in Sd/Sdm galaxies. Our observations, therefore, confirm that AGNs in completely bulgeless disk galaxies are not hidden in the optical but truly are rare. Of the three Sd galaxies with AGNs known so far, all have prominent NSCs, suggesting that in the absence of a well-defined bulge, the galaxy must possess an NSC in order to host an AGN. On the other hand, while the presence of an NSC appears to be a requirement for hosting an AGN in bulgeless galaxies, neither the properties of the NSC nor those of the host galaxy appear exceptional in late-type AGN host galaxies. The recipe for forming and growing a central black hole in a bulgeless galaxy therefore remains unknown.

    If fusion energy is to achieve its full potential for safety and environmental (S&E) advantages, the S&E characteristics of fusion power plant designs must be quantified and understood, and the resulting insights must be embodied in the ongoing process of development of fusion energy. As part of this task, the present work compares S&E characteristics of five inertial and two magnetic fusion power plant designs. For each design, a set of radiological hazard indices has been calculated with a system of computer codes and data libraries assembled for this purpose. These indices quantify the radiological hazards associated with the operation of fusion power plants with respect to three classes of hazard: accidents, occupational exposure, and waste disposal. The three classes of hazard have been qualitatively integrated to rank the best and worst fusion power plant designs with respect to S&E characteristics. From these rankings, the specific designs, and other S&E trends, design features that result in S&E advantages have been identified. Additionally, key areas for future fusion research have been identified. Specific experiments needed include the investigation of elemental release rates (expanded to include many more materials) and the verification of sequential charged-particle reactions. Improvements to the calculational methodology are recommended to enable future comparative analyses to represent more accurately the radiological hazards presented by fusion power plants. Finally, future work must consider economic effects. Trade-offs among design features will be decided not by S&E characteristics alone, but also by cost-benefit analyses. 118 refs., 35 figs., 35 tabs.

    The objective of this report is to help focus the federal programs in biomass energy, by identifying the status and objectives of private sector activity in the biomass field as of mid-1979. In addition, the industry's perceptions of government activities are characterized. Findings and conclusions are based principally on confidential interviews with executives in 95 companies. These included forest products companies, agricultural products companies, equipment manufacturers, electric and gas utilities petroleum refiners and distributors, research and engineering firms, and trade organizations, as listed in Exhibit 1. Interview findings have been supplemented by research of recent literature. The study focused on four key questions: (1) what is the composition of the biomass industry; (2) what are the companies doing; (3) what are their objectives and strategies; and (4) what are the implications for government policy. This executive summary provides highlights of the key findings and conclusions. The summary discussion is presented in seven parts: (1) overview of the biomass field; (2) structure of the biomass industry today; (3) corporate activities in biomass-related areas; (4) motivations for these activities; (5) industry's outlook on the future for energy-from-biomass; (6) industry's view of government activities; and (7) implications for Federal policy.

    The knowledge of both activation energy and diffusion coefficient is needed for a predictive processing of grain size in coatings. However, for metals as Bismuth there is insufficient information available in the literature for these parameters. To determine these values, a method is adopted wherein an examination of the grain size is conducted for coatings deposited isothermally. The exponent for grain growth with time is determined, thereby enabling quantification of the activation energy and diffusion coefficient. Bismuth coatings that range from 10 {micro}m to 1 mm thick are deposited using electron-beam evaporation onto temperature-controlled substrate surfaces of glass and lithium fluoride. The grain size of each coating is measured upon examination of the microstructure in cross-section using the intercept method. Ideal grain growth is observed over the experimental range of deposition temperatures examined from 317 to 491 K. The activation energy (Q) for grain growth in bismuth is fit as 0.47 eV {center_dot} atom{sup -1} with a diffusion coefficient (D{sub 0}) of 3.3 x 10{sup -4} cm{sup 2} {center_dot} sec{sup -1}.

    The activation energy of a high melting temperature sol-gel (SG) derived tantalum-tungsten oxide thermite composite was determined using the Kissinger isoconversion method. The SG derived powder was consolidated using the High Pressure Spark Plasma Sintering (HPSPS) technique to 300 and 400 C to produce pellets with dimensions of 5 mm diameter by 1.5 mm height. A custom built ignition setup was developed to measure ignition temperatures at high heating rates (500-2000 C {center_dot} min{sup -1}). Such heating rates were required in order to ignite the thermite composite. Unlike the 400 C samples, results show that the samples consolidated to 300 C undergo an abrupt change in temperature response prior to ignition. This change in temperature response has been attributed to the crystallization of the amorphous WO{sub 3} in the SG derived Ta-WO{sub 3} thermite composite and not to a pre-ignition reaction between the constituents. Ignition temperatures for the Ta-WO{sub 3} thermite ranged from approximately 465-670 C. The activation energy of the SG derived Ta-WO{sup 3} thermite composite consolidated to 300 and 400 C were determined to be 37.787 {+-} 1.58 kJ {center_dot} mol{sup -1} and 57.381 {+-} 2.26 kJ {center_dot} mol{sup -1}, respectively.

    In response to the questions posed by the US Secretary of Energy in October 2005, the National Petroleum Council conducted a comprehensive study considering the future of oil and natural gas to 2030 in the context of the global energy system. The Council proposed five core strategies to assist markets in meeting the energy challenges to 2030 and beyond. All five strategies are essential; there is no single, easy solution to the multiple challenges we face. However, we are confident that the prompt adoption of these strategies, along with a sustained commitment to implementation, will promote U.S. competitiveness by balancing economic, security, and environmental goals. The United States must: Moderate the growing demand for energy by increasing efficiency of transportation, residential, commercial, and industrial uses; Expand and diversify production from clean coal, nuclear, biomass, other renewables, and unconventional oil and gas; moderate the decline of conventional domestic oil and gas production; and increase access for development of new resources; Integrate energy policy into trade, economic, environmental, security, and foreign policies; strengthen global energy trade and investment; and broaden dialogue with both producing and consuming nations to improve global energy security; Enhance science and engineering capabilities and create long-term opportunities for research and development in all phases of the energy supply and demand system; and Develop the legal and regulatory framework to enable carbon capture and sequestration. In addition, as policymakers consider options to reduce carbon dioxide emissions, provide an effective global framework for carbon management, including establishment of a transparent, predictable, economy-wide cost for carbon dioxide emissions.     It has been found previously, by measuring from active-region magnetograms a proxy of the free energy in the active region's magnetic field, (1) that there is a sharp upper limit to the free energy the field can hold that increases with the amount of magnetic field in the active region, the active region's magnetic flux content, and (2) that most active regions are near this limit when their field explodes in a coronal mass ejection/flare eruption. That is, explosive active regions are concentrated in a main-sequence path bordering the free-energy-limit line in (flux content, free-energy proxy) phase space. Here, we present evidence that specifies the underlying magnetic condition that gives rise to the free-energy limit and the accompanying main sequence of explosive active regions. Using a suitable free-energy proxy measured from vector magnetograms of 44 active regions, we find evidence that (1) in active regions at and near their free-energy limit, the ratio of magnetic-shear free energy to the non-free magnetic energy the potential field would have is of the order of one in the core field, the field rooted along the neutral line, and (2) this ratio is progressively less in active regions progressively farther below their free-energy limit. Evidently, most active regions in which this core-field energy ratio is much less than one cannot be triggered to explode; as this ratio approaches one, most active regions become capable of exploding; and when this ratio is one, most active regions are compelled to explode.

    An optical system is presented that is suitable for viewing objects in a region of relatively high radioactivity, or high neutron activity, such as a neutronic reactor. This optical system will absorb neutrons and gamma rays thereby protecting personnel fronm the harmful biological effects of such penetrating radiations. The optical system is comprised of a viewing tube having a lens at one end, a transparent solid member at the other end and a transparent aqueous liquid completely filling the tube between the ends. The lens is made of a polymerized organic material and the transparent solid member is made of a radiation absorbent material. A shield surrounds the tube betwcen the flanges and is made of a gamma ray absorbing material.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    We used the CLUMPY torus models and a Bayesian approach to fit the infrared spectral energy distributions and ground-based high angular resolution mid-infrared spectroscopy of 13 nearby Seyfert galaxies. This allowed us to put tight constraints on torus model parameters such as the viewing angle i, the radial thickness of the torus Y, the angular size of the cloud distribution {sigma}{sub torus}, and the average number of clouds along radial equatorial rays N{sub 0}. We found that the viewing angle i is not the only parameter controlling the classification of a galaxy into type 1 or type 2. In principle, type 2s could be viewed at any viewing angle i as long as there is one cloud along the line of sight. A more relevant quantity for clumpy media is the probability for an active galactic nucleus (AGN) photon to escape unabsorbed. In our sample, type 1s have relatively high escape probabilities, P{sub esc} {approx} 12%-44%, while type 2s, as expected, tend to have very low escape probabilities. Our fits also confirmed that the tori of Seyfert galaxies are compact with torus model radii in the range 1-6 pc. The scaling of the models to the data also provided the AGN bolometric luminosities L{sub bol}(AGN), which were found to be in good agreement with estimates from the literature. When we combined our sample of Seyfert galaxies with a sample of PG quasars from the literature to span a range of L{sub bol}(AGN) {approx} 10{sup 43}-10{sup 47} erg s{sup -1}, we found plausible evidence of the receding torus. That is, there is a tendency for the torus geometrical covering factor to be lower (f{sub 2} {approx} 0.1-0.3) at high AGN luminosities than at low AGN luminosities (f{sub 2} {approx} 0.9-1 at {approx}10{sup 43}-10{sup 44} erg s{sup -1}). This is because at low AGN luminosities the tori appear to have wider angular sizes (larger {sigma}{sub torus}) and more clouds along radial equatorial rays. We cannot, however, rule out the possibility that this is due to contamination by extended dust structures not associated with the dusty torus at low AGN luminosities, since most of these in our sample are hosted in highly inclined galaxies.

    Wake effects can dramatically reduce the efficiency of waked turbines relative to the unwaked turbines. Wakes can be deflected, or 'redirected,' by applying yaw misalignment to the turbines. Yaw misalignment causes part of the rotor thrust vector to be pointed in the cross-stream direction, deflecting the flow and the wake. Yaw misalignment reduces power production, but the global increase in wind plant power due to decreased wake effect creates a net increase in power production. It is also a fairly simple control idea to implement at existing or new wind plants. We performed high-fidelity computational fluid dynamics simulations of the wake flow of the proposed Fishermen's Atlantic City Windfarm (FACW) that predict that under certain waking conditions, wake redirection can increase plant efficiency by 10%. This means that by applying wake redirection control, for a given watersheet area, a wind plant can either produce more power, or the same amount of power can be produced with a smaller watersheet area. With the power increase may come increased loads, though, due to the yaw misalignment. If misalignment is applied properly, or if layered with individual blade pitch control, though, the load increase can be mitigated. In this talk we will discuss the concept of wake redirection through yaw misalignment and present our CFD results of the FACW project. We will also discuss the implications of wake redirection control on annual energy production, and finally we will discuss plans to implement wake redirection control at FACW when it is operational.

    This report provides an annual identification and summarization of environmental control RD and D activities and associated funding conducted by DOE in conjunction with developing environmentally acceptable energy technologies. Environmental control technology is an integral part of the DOE energy technology R, D, and D effort. As the third in a series of annual reports on environmental control R, D, and D activities within DOE, this report may serve as a basis for evaluating program trends. The report presents background material that contributes to the capability to evaluate and assess the environmental control accomplishments, issues, gaps, and overlaps associated with energy development within DOE, in conjunction with other agencies, and in the private sector. A measure of the change in emphasis in the environmental control technology activities within DOE is also presented, indicating shifts, if any, in funding levels for each of the energy technologies. Total DOE FY 1979 budget outlay allocated to environmental control activities was $421,533,000, or 5.0% of the total FY 1979 DOE budget. This report summarizes the inputs received from the energy technology areas.     The magnetic energy and relative magnetic helicity in two emerging solar active regions, AR 11072 and AR 11158, are studied. They are computed by integrating over time the energy and relative helicity fluxes across the photosphere. The fluxes consist of two components: one from photospheric tangential flows that shear and braid field lines (shear term), the other from normal flows that advect magnetic flux into the corona (emergence term). For these active regions: (1) relative magnetic helicity in the active-region corona is mainly contributed by the shear term, (2) helicity fluxes from the emergence and the shear terms have the same sign, (3) magnetic energy in the corona (including both potential energy and free energy) is mainly contributed by the emergence term, and (4) energy fluxes from the emergence term and the shear term evolved consistently in phase during the entire flux emergence course. We also examine the apparent tangential velocity derived by tracking field-line footpoints using a simple tracking method. It is found that this velocity is more consistent with tangential plasma velocity than with the flux transport velocity, which agrees with the conclusion by Schuck.

    Several U.S. Government agencies promote energy efficiency in buildings internationally. The types and scope of activities vary by agency. Those with the largest role include the U.S. Agency for International Development (USAID), the U.S. Department of State and the Environmental Protection Agency (EPA). Both USAID and the Department of State have a substantial presence overseas, which may present some complementarities with the Department of Energy’s efforts to reach out to other countries. Generally speaking, USAID focuses on capacity building and policy issues; the Department of State focuses on broad diplomatic efforts and some targeted grants in support of these efforts, and EPA has more targeted roles linked to ENERGY STAR appliances and a few other activities. Several additional agencies are also involved in trade-related efforts to promote energy efficiency in buildings. These include the Department of Commerce, the Export-Import Bank, the Overseas Private Investment Corporation and the Trade and Development Agency (TDA). This initial synthesis report is designed to summarize broad trends and activities relating to international cooperation on energy efficiency in buildings, which can help the U.S. Department of Energy (DOE) in developing its own strategy in this area. The Pacific Northwest National Laboratory will develop a more complete synthesis report later in 2010 as it populates a database on international projects on building energy efficiency.

    The ThreatView project is based on our prior work with the existing ParaView open-source scientific visualization application. Where ParaView provides a grapical client optimized scientific visualization over the VTK parallel client server architecture, ThreatView provides a client optimized for more generic visual analytics over the same architecture. Because ThreatView is based on the VTK parallel client-server architecture, data sources can reside on remote hosts, and processing and rendering can be performed in parallel. As seenmore » in Fig. 1, ThreatView provides four main methods for visualizing data: Landscape View, which displays a graph using a landscape metaphor where clusters of graph nodes produce "hills" in the landscape; Graph View, which displays a graph using a traditional "ball-and-stick" style; Table View, which displays tabular data in a standard spreadsheet; and Attribute View, which displays a tabular "histogram" of input data - for a selected table column, the Attribute View displays each unique value within the column, and the number of times that value appears in the data. There are two supplemental view types: Text View, which displays tabular data one-record-at-a-time; and the Statistics View, which displays input metadata, such as the number of vertices and edges in a graph, the number of rows in a table, etc.« less

  15. IMPLICATIONS OF MASS AND ENERGY LOSS DUE TO CORONAL MASS EJECTIONS ON MAGNETICALLY ACTIVE STARS

    Analysis of a database of solar coronal mass ejections (CMEs) and associated flares over the period 1996-2007 finds well-behaved power-law relationships between the 1-8 A flare X-ray fluence and CME mass and kinetic energy. We extrapolate these relationships to lower and higher flare energies to estimate the mass and energy loss due to CMEs from stellar coronae, assuming that the observed X-ray emission of the latter is dominated by flares with a frequency as a function of energy dn/dE = kE {sup -{alpha}}. For solar-like stars at saturated levels of X-ray activity, the implied losses depend fairly weakly on the assumed value of {alpha} and are very large: M-dot {approx}5 Multiplication-Sign 10{sup -10} M{sub sun} yr{sup -1} and E-dot {approx}0.1 L{sub sun}. In order to avoid such large energy requirements, either the relationships between CME mass and speed and flare energy must flatten for X-ray fluence {approx}> 10{sup 31} erg, or the flare-CME association must drop significantly below 1 for more energetic events. If active coronae are dominated by flares, then the total coronal energy budget is likely to be up to an order of magnitude larger than the canonical 10{sup -3} L {sub bol} X-ray saturation threshold. This raises the question of what is the maximum energy a magnetic dynamo can extract from a star? For an energy budget of 1% of L {sub bol}, the CME mass loss rate is about 5 Multiplication-Sign 10{sup -11} M {sub Sun} yr{sup -1}.

    This report documents the objectives, analytical approach, and development of the National Energy Modeling System (NEMS) Macroeconomic Activity Module (MAM) used to develop the Annual Energy Outlook for 1994 (AEO94). The report catalogues and describes the module assumptions, computations, methodology, parameter estimation techniques, and mainframe source code. This document serves three purposes. First, it is a reference document providing a detailed description of the NEMS MAM used for the AEO 1994 production runs for model analysts, users, and the public. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models (Public Law 94-385, section 57.b.2). Third, it facilitates continuity in model development by providing documentation from which energy analysts can undertake model enhancements, data updates, and parameter refinements as future projects.

    The objective of the Implementing Arrangement was to further the energy programs of both countries by establishing a framework for cooperation in the field of high energy physics, including research, accelerator and detector instrumentation research and development, the fabrication and subsequent use of new experimental devices and facilities, and related joint efforts as may be mutually agreed. Over the years, this cooperation has been very effective and has strengthened the overall collaborative efforts and the understanding between our nations and their citizens. It has demonstrated to the world our ability to work together to attack difficult problems. High Energy Physics goes across national borders; the bond is clearly intellectual and common ground is shared for the benefit of all in a most effective manner. This review covers the activities conducted under the aegis of the US/Japan Committee for Cooperation in High Energy Physics during the past five years (1988--1993). This was the second such US review of the US/Japan cooperative activities; the first was held in 1987.
