    Describes the four near-term strategies selected by the Guam Energy Task Force during action planning workshops conducted in March 2013, and outlines the steps being taken to implement those strategies. Each strategy addresses one of the energy sectors identified in the earlier Guam strategic energy plan as being an essential component of diversifying Guam's fuel sources and reducing fossil energy consumption 20% by 2020. The four energy strategies selected are: (1) expanding public outreach on energy efficiency and conservation, (2) establishing a demand-side management revolving loan program, (3) exploring waste-to-energy options, and (4) influencing the transportation sector via anti-idling legislation, vehicle registration fees, and electric vehicles.

    This document describes the three near-term energy strategies selected by the CNMI Energy Task Force during action planning workshops conducted in March 2013, and outlines the steps being taken to implement those strategies. The three energy strategies selected by the task force are (1) designing a demand-side management program focusing on utility, residential and commercial sectors, (2) developing an outreach and education plan focused on energy conservation in government agencies and businesses, including workplace rules, and (3) exploring waste-to-energy options. The task force also discussed several other medium- and long-term energy strategies that could be explored at a future date.

    The subject describes how the US Department of Energy Office of Energy Efficiency and Renewable Energy will help meet the US goal of returning US greenhouse gas emissions to their 1990 levels by the year 2000. On October 19, 1993, President Clinton and Vice President Gore announced the publication of the Climate Change Action Plan. The DOE Office of Energy Efficiency and Renewable Energy has a major role in implementing many of the initiatives contained in the Plan. The paper will outline the initiatives current programs, and demonstrate how once implemented, the strategy will help to stem US greenhouse gas emissions. The paper will also discuss how DOE in implementing it`s Climate Change Action Plan strategy, will work with the EPA to achieve a cost-effective strategy that will stem greenhouse gas emissions through public/private partnerships. Although the focus of this paper will be the connection between current programs and Clinton Administration`s year 2000 goal, it will also discuss a longer-term vision for reducing atmospheric concentrations of greenhouse gases beyond the year 2000.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

This CCRP pilot project was funded by the U.S. Department of Energy's Sustainability Performance Office and launched in winter 2014. The resiliency action plan begins where the previous stage of the project -- the vulnerability assessment -- ended.     In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

Each activity in the TAP chart is briefly described in this document and also linked to the Critical Pathway it supports. As the TAP is a list of specific strategies and actions susceptible to changing environments and needs, the TAP will be updated more frequently as Western progresses towards its goals. The TAP is organized into seven Strategic Target Areas that serve as Western’s priorities and areas of focus for the next two to three years. These Target Areas are: Power and Transmission Related Services; Energy Infrastructure; Partnership and Innovation; Asset Management; Safety and Security; Communication; and Human Capital Management and Organization Structure. The purpose of the study is to identify some of the conditions under which congruence between public opinion and public policy is likely to occur. Representatives were found to act contrary to public preferences only when they believed they were more knowledgeable than the public. In general, representatives' actions were congruent with public opinion on issues where public feeling was widespread and intense, when there was a clear majority preference, and when an interactive process had taken place involving public response to a governmental initiative. When the public was divided, representatives tended to divide, or postponed resolution of the issue. This study suggests a number of other possible conditions affecting congruence related to crisis situations, new problems, and the direction of public opinion. 20 references, 4 tables.

    The U.S. Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP) was established in 1974 to address residual radiological contamination at sites where work was performed for the Manhattan Engineer District and U.S. Atomic Energy Commission. Initially, FUSRAP activities began with a records search for sites that had the potential to contain residual radiological contamination; 46 sites were identified that were eligible for and required remediation. Remedial action began in 1979. In 1997, Congress assigned responsibility for the remediation of FUSRAP sites to the U.S. Army Corps of Engineers (USACE). DOE retains responsibility for determining if sites are eligible for FUSRAP remediation and for providing long-term surveillance and maintenance (LTS&M) of remediated FUSRAP sites. DOE LTS&M activities are designed to ensure that FUSRAP sites remain protective of human health and the environment and to preserve knowledge regarding FUSRAP sites. Additional elements include eligibility determinations, transition of remediated sites from USACE to DOE, LTS&M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse. DOE maintains close coordination with USACE and regulators to ensure there is no loss of protectiveness when sites transition to DOE for LTS&M.

    A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

    This report is the result of a study carried out to determine options and alternatives for the Education Programs Division (EPD) of the Department of Energy. In the conduct of this study, numerous individuals from various concerned institutions were interviewed. While the project scope clearly precluded contact with every involved or potentially involved party, a concerted effort was made to obtain a representative sampling of the opinions and views of relevant government, academic and private sector agencies and organizations. A listing of those contacted, excluding the Department of Energy, is provided. In addition to interviews, an extensive range of literature was drawn upon including memoranda, brochures, program statements, school-enrollment data, speeches and the like. It was determined during this study that a wide range of public and private institutions are actively involved in the energy-education field. Oil companies, utilities, public interest groups, schools, agencies at every level of government, and others are formulating and delivering education which is enormously varied.     The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all Title I sites. On September 24, 1987, the EPA published proposed standards (52FR36000-36008) in response to the remand. This report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project, as well as a discussion of the DOE's position on the proposed standards. The report also contains and appendix which provides supporting information and cost analyses. In order to assess the impacts of the proposed EPA standards, this report summarizes the proposed EPA standards in Section 2.0. The next three sections assess the impacts of the three parts of the EPA standards: Subpart A considers disposal sites; Subpart B is concerned with restoration at processing sites; and Subpart C addresses supplemental standards. Section 6.0 integrates previous sections into a recommendations section. Section 7.0 contains the DOE response to questions posed by the EPA in the preamble to the proposed standards. 6 refs., 5 figs., 3 tabs.

    We study the equation of state at finite temperature and density in two-flavor QCD with the renormalization group improved gluon action and the clover-improved Wilson quark action on a 16{sup 3}x4 lattice. Along the lines of constant physics at m{sub PS}/m{sub V}=0.65 and 0.80, we compute the second and forth derivatives of the grand canonical partition function with respect to the quark chemical potential {mu}{sub q}=({mu}{sub u}+{mu}{sub d})/2 and the isospin chemical potential {mu}{sub I}=({mu}{sub u}-{mu}{sub d})/2 at vanishing chemical potentials, and study the behaviors of thermodynamic quantities at finite {mu}{sub q} using these derivatives for the case {mu}{sub I}=0. In particular, we study density fluctuations at nonezero temperature and density by calculating the quark number and isospin susceptibilities and their derivatives with respect to {mu}{sub q}. To suppress statistical fluctuations, we also examine new techniques applicable at low densities. We find a large enhancement in the fluctuation of the quark number when the density increased near the pseudocritical temperature, suggesting a critical point at finite {mu}{sub q} terminating the first order transition line between hadronic and quark-gluon-plasma phases. This result agrees with the previous results using staggered-type quark actions qualitatively. Furthermore, we study heavy-quark free energies and Debye screening masses at finite density by measuring the first and second derivatives of these quantities for various color channels of heavy quark-quark and quark-antiquark pairs. The results suggest that, to the leading order of {mu}{sub q}, the interaction between two quarks becomes stronger at finite densities, while that between quark and antiquark becomes weaker.

    Replacing inefficient kerosene lighting with electric lighting or other clean alternatives can rapidly achieve development and energy access goals, save money and reduce climate warming. Many of the 250 million households that lack reliable access to electricity rely on inefficient and dangerous simple wick lamps and other kerosene-fueled light sources, using 4 to 25 billion liters of kerosene annually to meet basic lighting needs. Kerosene costs can be a significant household expense and subsidies are expensive. New information on kerosene lamp emissions reveals that their climate impacts are substantial. Eliminating current annual black carbon emissions would provide a climate benefit equivalent to 5 gigatons of carbon dioxide reductions over the next 20 years. Robust and low-cost technologies for supplanting simple wick and other kerosene-fueled lamps exist and are easily distributed and scalable. Improving household lighting offers a low-cost opportunity to improve development, cool the climate and reduce costs.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed. Repository system concepts were reviewed, repository design concepts for the various classifications of nuclear waste were summarized, and the factors to consider in repository design and optimization were then discussed. Japan is considering various alternatives and options for the geologic disposal facility and the framework for future analysis of repository concepts was discussed. Regarding the advanced waste and storage form development, waste form technologies developed in both countries were surveyed and compared. Potential collaboration areas and activities were next identified. Disposal system optimization processes and techniques were reviewed, and factors to consider in future repository design optimization activities were also discussed. Then the potential collaboration areas and activities related to the optimization problem were extracted.

The commonality of the IDEP deficiencies at the various sites, as well as the possibility of the existence of similar deficiencies at other DOE sites, led EH Enforcement to the conclusion that a suspension of enforcement actions would be appropriate to provide DOE-contractors an opportunity to review their own IDEPs to determine whether similar or other program deficiencies existed, and, if so, to take appropriate corrective action.

    Multi-mode random lasing action and weak localization of light were evidenced and studied in normally transparent but disordered Nd{sup 3+} doped (Pb,La)(Zr,Ti)O{sub 3} ceramics. Noticeable localized zone and multi-photon process were observed under strong pumping power. A tentative phenomenological physical picture was proposed by taking account of diffusive process, photo-induced scattering, and optical energy storage process as dominant factors in elucidating the weak localization of light observed. Both the decreased transmittance (increased reflectivity) of light and the observed long lasting fading-off phenomenon supported the physical picture proposed by us.

    This report documents the development of major energy-related programs at the Los Alamos Scientific Laboratory between 1945 and 1979. Although the Laboratory`s primary mission during that era was the design and development of nuclear weapons and most of the Laboratory`s funding came from a single source, a number of factors were at work that led to the development of these other programs. Some of those factors were affected by the Laboratory`s internal management structure and organization; others were the result of increasing environmental awareness within the general population and the political consequences of that awareness; still others were related to the increasing demand for energy and the increasing turmoil in the energy-rich Middle East. This report also describes the various activities in Los Alamos, in Washington, and in other areas of the world that contributed to the development of major energy-related programs at Los Alamos. The author has a unique historical perspective because of his involvement as a scientist and manager at the Los Alamos Scientific Laboratory during the time period described within the report. In addition, in numerous footnotes and references, he cites a large body of documents that include the opinions and perspectives of many others who were involved at one time or another in these programs.     The objective of this project is to increase oil recovery from fractured reservoirs through improved fundamental understanding of the process of spontaneous imbibition by which oil is displaced from the rock matrix into the fractures. Spontaneous imbibition is fundamentally dependent on the reservoir surface free energy but this has never been investigated for rocks. In this project, the surface free energy of rocks will be determined by using liquids that can be solidified within the rock pore space at selected saturations. Thin sections of the rock then provide a two-dimensional view of the rock minerals and the occupant phases. Saturations and oil/rock, water/rock, and oil/water surface areas will be determined by advanced petrographic analysis and the surface free energy which drives spontaneous imbibition will be determined as a function of increase in wetting phase saturation. The inherent loss in surface free energy resulting from capillary instabilities at the microscopic (pore level) scale will be distinguished from the decrease in surface free energy that drives spontaneous imbibition. A mathematical network/numerical model will be developed and tested against experimental results of recovery versus time over broad variation of key factors such as rock properties, fluid phase viscosities, sample size, shape and boundary conditions. Two fundamentally important, but not previously considered, parameters of spontaneous imbibition, the capillary pressure acting to oppose production of oil at the outflow face and the pressure in the non-wetting phase at the no-flow boundary versus time, will also be measured and modeled. Simulation and network models will also be tested against special case solutions provided by analytic models. In the second stage of the project, application of the fundamental concepts developed in the first stage of the project will be demonstrated. The fundamental ideas, measurements, and analytic/numerical modeling will be applied to mixed-wet rocks. Imbibition measurements will include novel sensitive pressure measurements designed to elucidate the basic mechanisms that determine induction time and drive the very slow rate of spontaneous imbibition commonly observed for mixed-wet rocks. In further demonstration of concepts, three approaches to improved oil recovery from fractured reservoirs will be tested; use of surfactants to promote imbibition in oil wet rocks by wettability alteration: manipulation of injection brine composition: reduction of the capillary back pressure which opposes production of oil at the fracture face.

    A method and apparatus are described for obtaining laser action between an upper energy level and a lower energy level of a gaseous medium. The upper energy level is populated to some degree (short of achieving a conventional inverted population) by any suitable pumping means, and an inverted population is established by transiently and selectively depumping the lower energy level. The depumping may be done by exposing the medium to an intense source of radiation which selectively causes the transformation of the lower energy level species to some other energy level. Thus, a thermally pumped/optically depumped gas laser system is produced.

    Pursuant to the Arrangement between the European Commission DG Joint Research Centre (EC-JRC) and the Department of Energy (DOE) to continue cooperation on research, development, testing, and evaluation of technology, equipment, and procedures in order to improve nuclear material control, accountancy, verification, physical protection, and advanced containment and surveillance technologies for international safeguards, dated 1 September 2008, the IRMM and LLNL established cooperation in a program on the Study of Chemical Changes in Uranium Oxyfluoride Particles under IRMM-LLNL Action Sheet 36. The work under this action sheet had 2 objectives: (1) Achieve a better understanding of the loss of fluorine in UO{sub 2}F{sub 2} particles after exposure to certain environmental conditions; and (2) Provide feedback to the EC-JRC on sample reproducibility and characteristics.

    This Technical Annex documents the assumptions and parameters used in developing the supporting analysis for the Climate Change Action Plan (the Plan) issued by President Clinton on October 19, 1993. The Annex is intended to meet the needs of independent energy and environmental analysts who wish to better understand the Plan, its analytical underpinnings, and the events that need to transpire for the emissions reductions called for in the Plan to be realized. The Plan documented in this Annex reflects the outcome of a wide-ranging effort by Government agencies and interested members of the public to develop and implement actions that can reduce net greenhouse gas emissions in the year 2000 to their aggregate 1990 level. Based on agency and public input, the Climate Change Mitigation Group, chaired by the White House Office on Environmental Policy, developed the Plan`s content. Many of the actions called for in the Plan are now underway, while others are in advanced planning pending congressional action on the fiscal year 1995 budget. The analysis supporting the Plan represents the results of an interagency effort. The US Department of Energy (DOE) was responsible for the integrated analysis of energy-related options, based on the analysis of individual energy-related options by DOE, the US Environmental Protection Agency (EPA), and the US Department of Transportation (DOT). EPA led in providing analysis for actions related to methane, hydrofluorocarbons, and perfluorocarbons. The US Department of Agriculture (USDA) led the analysis of carbon sequestration actions and cooperated with EPA in the analysis of actions to reduce nitrous oxide emissions.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque. The process of producing this document has served well to prepare SNL, Albuquerque, for the coming task of producing the required post-Tiger Team action plan document. 8 tabs.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER). The mitigation measures proposed are expected to reduce impacts as much as feasible, however, as experience is gained in actual implementation of these measures, some changes may be warranted.

    The US Department of Energy (DOE) is responsible for compliance with an increasingly complex spectrum of environmental regulations. One of the most complex programs is the corrective action program proposed by the US Environmental Protection Agency (EPA) under the authority of the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments (HSWA). The proposed regulations were published on July 27, 1990. The proposed Subpart S rule creates a comprehensive program for investigating and remediating releases of hazardous wastes and hazardous waste constituents from solid waste management units (SWMUs) at facilities permitted to treat, store, or dispose of hazardous wastes. This proposed rule directly impacts many DOE facilities which conduct such activities. This guidance document explains the entire RCRA Corrective Action process as outlined by the proposed Subpart S rule, and provides guidance intended to assist those persons responsible for implementing RCRA Corrective Action at DOE facilities.

    Project Rulison was a joint US Atomic Energy Commission (AEC) and Austral Oil Company (Austral) experiment, conducted under the AEC`s Plowshare Program, to evaluate the feasibility of using a nuclear device to stimulate natural gas production in low-permeability gas-producing geologic formations. The experiment was conducted on September 10, 1969, and consisted of detonating a 40-kiloton nuclear device at a depth of 2,568 m below ground surface (BGS). This Corrective Action Report describes the cleanup of petroleum hydrocarbon- and heavy-metal-contaminated sediments from an old drilling effluent pond and characterization of the mud pits used during drilling of the R-EX well at the Rulison Site. The Rulison Site is located approximately 65 kilometers (40 miles) northeast of Grand Junction, Colorado. The effluent pond was used for the storage of drilling mud during drilling of the emplacement hole for the 1969 gas stimulation test conducted by the AEC. This report also describes the activities performed to determine whether contamination is present in mud pits used during the drilling of well R-EX, the gas production well drilled at the site to evaluate the effectiveness of the detonation in stimulating gas production. The investigation activities described in this report were conducted during the autumn of 1995, concurrent with the cleanup of the drilling effluent pond. This report describes the activities performed during the soil investigation and provides the analytical results for the samples collected during that investigation.

    This Corrective Action Decision Document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 528: Polychlorinated Biphenyls (PCBs) Contamination, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Area 25 of the NTS, CAU 528 consists of one Corrective Action Site (CAS): 25-27-03, Polychlorinated Biphenyls Surface Contamination. Corrective Action Unit 528 was created to address the presence of PCBs around the Test Cell C concrete pad. Corrective action investigation activities were performed from August 24, 2003, through January 8, 2004. The PCBs and total petroleum hydrocarbons-diesel range organics were identified as contaminants of concern in the surface and shallow subsurface soils in 12 areas (Areas 1 through 12) at CAS 25-27-03. Based on the review of existing data, future use, and current operations at the NTS, the following alternatives have been developed for consideration: Alternative 1 - No Further Action; Alternative 2 - Clean Closure; Alternative 3 - Closure in Place with Administrative Controls. The three corrective action alternatives were evaluated on their technical merits, focusing on performance, reliability, feasibility, and safety. Alternative 3 is the preferred corrective action for CAS 25-27-03. The selected alternative was judged to meet all requirements for the technical components evaluated for closure of the sites and additionally to minimize potential future exposure pathways to the contaminated media at CAU 528.

    This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's approach for collecting the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 552: Area 12 Muckpile and Ponds, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Area 12 on the NTS, CAU 552 consists of two Corrective Action Sites (CASs): 12-06-04, Muckpile; 12-23-05, Ponds. Corrective Action Site 12-06-04 in Area 12 consists of the G-Tunnel muckpile, which is the result of tunneling activities. Corrective Action Site 12-23-05 consists of three dry ponds adjacent to the muckpile. The toe of the muckpile extends into one of the ponds creating an overlap of two CASs. The purpose of the investigation is to ensure that adequate data are collected to provide sufficient and reliable information to identify, evaluate, and select technic ally viable corrective actions. The results of the field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

    The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.
