    VICTORIA 2.0 is a mechanistic computer code designed to analyze fission product behavior within the reactor coolant system (RCS) during a severe nuclear reactor accident. It provides detailed predictions of the release of radioactive and nonradioactive materials from the reactor core and transport and deposition of these materials within the RCS and secondary circuits. These predictions account for the chemical and aerosol processes that affect radionuclide behavior. VICTORIA 2.0 was released in early 1999; a new version VICTORIA 2.1, is now under development. The largest improvements in VICTORIA 2.1 are connected with the thermochemical database, which is being revised and expanded following the recommendations of a peer review. Three risk-significant severe accident sequences have recently been investigated using the VICTORIA 2.0 code. The focus here is on how various chemistry options affect the predictions. Additionally, the VICTORIA predictions are compared with ones made using the MELCOR code. The three sequences are a station blackout in a GE BWR and steam generator tube rupture (SGTR) and pump-seal LOCA sequences in a 3-loop Westinghouse PWR. These sequences cover a range of system pressures, from fully depressurized to full system pressure. The chief results of this study are the fission product fractions that are retained in the core, RCS, secondary, and containment and the fractions that are released into the environment.

The increased speed comes with many costs for the individual and for society. The development of mass transportation systems provides a number of benefits, in the form of urban development, less reliance on imported fuels, transport system health, general health and productivity of work force, and reduced costs to government to support transportation systems.

    This paper explores the nexus between project management and the National Environmental Policy Act (NEPA) activities for developing the Nevada Rail Line to Yucca Mountain. In many federal agencies, the responsibility for project management is completely separate from the responsibility for NEPA implementation; however, each Department of Energy (DOE) Departmental Element has a NEPA Compliance Officer. This ensures effective integration between NEPA and project management activities. As the project management and NEPA activities are implemented, it becomes clear that they are very complimentary processes. This paper will describe the integration of NEPA and project management activities for development of a rail line to the Yucca Mountain geologic repository in Nye County, Nevada. (authors)

    This report, Energy Policy Act Transportation Study: Interim Report on Natural Gas Flows and Rates, is the second in a series mandated by Title XIII, Section 1340, ``Establishment of Data Base and Study of Transportation Rates,`` of the Energy Policy Act of 1992 (P.L. 102--486). The first report Energy Policy Act Transportation Study: Availability of Data and Studies, was submitted to Congress in October 1993; it summarized data and studies that could be used to address the impact of legislative and regulatory actions on natural gas transportation rates and flow patterns. The current report presents an interim analysis of natural gas transportation rates and distribution patterns for the period from 1988 through 1994. A third and final report addressing the transportation rates and flows through 1997 is due to Congress in October 2000. This analysis relies on currently available data; no new data collection effort was undertaken. The need for the collection of additional data on transportation rates will be further addressed after this report, in consultation with the Congress, industry representatives, and in other public forums.

    The primary purpose of this report is to examine changes in domestic coal distribution and railroad coal transportation rates since enactment of the Clean Air Act Amendments of 1990 (CAAA90). From 1988 through 1993, the demand for low-sulfur coal increased, as a the 1995 deadline for compliance with Phase 1 of CAAA90 approached. The shift toward low-sulfur coal came sooner than had been generally expected because many electric utilities switched early from high-sulfur coal to ``compliance`` (very low-sulfur) coal. They did so to accumulate emissions allowances that could be used to meet the stricter Phase 2 requirements. Thus, the demand for compliance coal increased the most. The report describes coal distribution and sulfur content, railroad coal transportation and transportation rates, and electric utility contract coal transportation trends from 1979 to 1993 including national trends, regional comparisons, distribution patterns and regional profiles. 14 figs., 76 tabs.

    Pursuant to Section 1340(c) of the Energy Policy Act of 1992 (EPACT), this report presents the Secretary of Energy`s review of data collected by the Federal Government on rates for rail and pipeline transportation of domestic coal, oil, and gas for the years 1988 through 1997, and proposals to develop an adequate data base for each of the fuels, based on the data availability review. This report also presents the Energy Information Administration`s findings regarding the extent to which any Federal agency is studying the impacts of the Clean Air Act Amendments of 1990 (CAAA90) and other Federal policies on the transportation rates and distribution patterns of domestic coal, oil, and gas.

  4. RISKIND: An enhanced computer code for National Environmental Policy Act transportation consequence analysis

    The RISKIND computer program was developed for the analysis of radiological consequences and health risks to individuals and the collective population from exposures associated with the transportation of spent nuclear fuel (SNF) or other radioactive materials. The code is intended to provide scenario-specific analyses when evaluating alternatives for environmental assessment activities, including those for major federal actions involving radioactive material transport as required by the National Environmental Policy Act (NEPA). As such, rigorous procedures have been implemented to enhance the code`s credibility and strenuous efforts have been made to enhance ease of use of the code. To increase the code`s reliability and credibility, a new version of RISKIND was produced under a quality assurance plan that covered code development and testing, and a peer review process was conducted. During development of the new version, the flexibility and ease of use of RISKIND were enhanced through several major changes: (1) a Windows{sup {trademark}} point-and-click interface replaced the old DOS menu system, (2) the remaining model input parameters were added to the interface, (3) databases were updated, (4) the program output was revised, and (5) on-line help has been added. RISKIND has been well received by users and has been established as a key component in radiological transportation risk assessments through its acceptance by the U.S. Department of Energy community in recent environmental impact statements (EISs) and its continued use in the current preparation of several EISs.

But with the removal of the single desk marketing and logistics function of the Canadian Wheat Board (CWB) in late 2012, a very interesting and potentially game-changing outcome is emerging with respect to the new functionality of the grain companies in the Canadian system. While historical awareness of rail s natural monopoly position in the grain handling system has kept that sector regulated (in several ways) for close to a century, we are now starting to see the effects of a less than competitive Canadian grain handling sector on revenue sharing, along with renewed movement in the industry with respect to buyouts and potential mergers. This overview will highlight some of the changes now occurring and how they are potentially going to interact or evolve as the system moves forward. For example, the on-going regulatory instrument used to regulate grain transportation rates in Canada (called the maximum revenue entitlement (MRE) or revenue cap) is under current debate because of the introduction a few months ago of a modification to an old regulatory instrument known as extended (or reciprocal) interswitching. As opposed to the revenue cap which is a direct intervention on monopoly behavior, extended interswitching is designed to encourage the major Canadian grain carriers to compete with one another and potentially seek out new traffic (Nolan and Skotheim, 2008). But the most intriguing aspect of extended interswitching is how it might allow a major rail carrier from the U.S. to solicit grain traffic in some areas of the Canadian grain transportation system.

    This document provides a description of a model of the radionuclide behavior in the reactor coolant system (RCS) of a light water reactor during a severe accident. This document serves as the user's manual for the computer code called VICTORIA, based upon the model. The VICTORIA code predicts fission product release from the fuel, chemical reactions between fission products and structural materials, vapor and aerosol behavior, and fission product decay heating. This document provides a detailed description of each part of the implementation of the model into VICTORIA, the numerical algorithms used, and the correlations and thermochemical data necessary for determining a solution. A description of the code structure, input and output, and a sample problem are provided. The VICTORIA code was developed upon a CRAY-XMP at Sandia National Laboratories in the USA and a CRAY-2 and various SUN workstations at the Winfrith Technology Centre in England. 60 refs.

  14. Victorias energy efficiency and cogeneration project. Final report

    This report describes a two-phase energy project currently contemplated for joint implementation at the Victorias Milling Company, a large sugar mill and refinery on the island of Negros in the Visayas region of the Philippines. The Energy Efficiency (EE) phase is expected to reduce of eliminate VMC`s fossil fuel consumption, which will have a direct and substantial impact on carbon emissions. Phase I is an EE project which involves the installation of equipment to reduce steam and electricity demand in the factories. Phase II, will involve retrofitting and increasing the capacity of the steam and power generation systems, and selling power to the grid. By increasing efficiency and output, the cogeneration project will allow the factory to use only bagasse sugar cane fiber waste as fuel for energy needs. The cogeneration project will also eliminate VMC`s electricity purchases and supply additional power for the island, which will offset generation capacity expansion on the island and the Visayas region.

    On August 8, 2005, the President signed the Energy Policy Act of 2005 (EPAct) into law. In Subtitle F of EPAct, Congress set forth various provisions that would change the way certain federal agencies (Agencies) coordinate to authorize the use of land for a variety of energy-related purposes. As part of Subtitle F of EPAct, Section 368 addresses the issue of energy transportation corridors on federal land for oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities. Because of the critical importance of improving the nation's electrical transmission grid, Congress recognized that electricity transmission issues should receive added attention when the Agencies address corridor location and analysis issues. In Section 368, Congress specifically directed the Agencies to consider the need for upgraded and new facilities to deliver electricity: In carrying out [Section 368], the Secretaries shall take into account the need for upgraded and new electricity transmission and distribution facilities to (1) improve reliability; (2) relieve congestion; and (3) enhance capability of the national grid to deliver electricity. Section 368 does not require the Agencies to consider or approve specific projects, applications for rights-of-way (ROWs), or other permits within designated energy corridors. Importantly, Section 368 does not direct, license, or otherwise permit any on-the-ground activity of any sort. If an applicant is interested in obtaining an authorization to develop a project within any corridor designated under Section 368, the applicant would have to apply for a ROW authorization and applicable permits. The Agencies would consider each application by applying appropriate project-specific reviews under requirements of laws and related regulations, including, but not limited to, the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, Section 7 of the Endangered Species Act (ESA), and Section 106 of

    Plug-in hybrid electric vehicles (PHEVs) have the potential to be an economic means of reducing direct (or tailpipe) carbon dioxide (CO2) emissions from the transportation sector. However, without a climate policy that places a limit on CO2 emissions from the electric generation sector, the net impact of widespread deployment of PHEVs on overall U.S. CO2 emissions is not as clear. A comprehensive analysis must consider jointly the transportation and electricity sectors, along with feedbacks to the rest of the energy system. In this paper, we use the Pacific Northwest National Laboratory’s MiniCAM model to perform an integrated economic analysis of the penetration of PHEVs and the resulting impact on total U.S. CO2 emissions.

The first sample, designated NSR-F-270409-1, was a depleted uranium powder of moderate purity (~1000 μg/g total elemental impurities). The chemical form of the uranium was a compound similar to K2(UO2)3O4·4H2O. While aliquoting NSR-F-270409-1 for analysis, the body and head of a Tineid moth was discovered in the sample. The second sample, designated NSR-F-270409-2, was also a depleted uranium powder. It was of reasonably high purity (~380 μg/g total elemental impurities). The chemical form of the uranium was primarily UO3·2H2O, with minor phases ofmore » U3O8 and UO2. While aliquoting NSR-F-270409-2 for analysis, a metal staple of unknown origin was discovered in the sample. The presence of 236U and 232U in both samples indicates that the uranium feed stocks for these samples experienced a neutron flux at some point in their history.     Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

    The Nuclear Waste Policy Act of 1982 (NWPA), as amended, authorized the DOE to develop and manage a Federal system for the disposal of SNF and HLW. OCRWM was created to manage acceptance and disposal of SNF and HLW in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. This responsibility includes managing the transportation of SNF and HLW from origin sites to the Repository for disposal. The Transportation System Concept of Operations is the core high-level OCRWM document written to describe the Transportation System integrated design and present the vision, mission, and goals for Transportation System operations. By defining the functions, processes, and critical interfaces of this system early in the system development phase, programmatic risks are minimized, system costs are contained, and system operations are better managed, safer, and more secure. This document also facilitates discussions and understanding among parties responsible for the design, development, and operation of the Transportation System. Such understanding is important for the timely development of system requirements and identification of system interfaces. Information provided in the Transportation System Concept of Operations includes: the functions and key components of the Transportation System; system component interactions; flows of information within the system; the general operating sequences; and the internal and external factors affecting transportation operations. The Transportation System Concept of Operations reflects OCRWM's overall waste management system policies and mission objectives, and as such provides a description of the preferred state of system operation. The description of general Transportation System operating functions in the Transportation System Concept of Operations is the first step in the OCRWM systems engineering process, establishing the starting point for the lower level

The TEF project explores how combining multiple strategies could reduce GHG emissions and petroleum use by 80%. Researchers examined four key areas – lightduty vehicles, non-light-duty vehicles, fuels, and transportation demand – in the context of the marketplace, consumer behavior, industry capabilities, technology and the energy and transportation infrastructure. The TEF reports support DOE long-term planning. The reports provide analysis to inform decisions about transportation energy research investments, as well as the role of advanced transportation energy technologies and systems in the development of new physical, strategic, and policy alternatives.

    This volume, the second of two such volumes, contains sector-specific guidance in support of the General Guidelines for the voluntary reporting of greenhouse gas emissions and carbon sequestration. This voluntary reporting program was authorized by Congress in Section 1605(b) of the Energy Policy Act of 1992. The General Guidelines, bound separately from this volume, provide the overall rationale for the program, discuss in general how to analyze emissions and emission reduction/carbon sequestration projects, and address programmatic issues such as minimum reporting requirements, time parameters, international projects, confidentiality, and certification. Together, the General Guidelines and the guidance in these supporting documents will provide concepts and approaches needed to prepare the reporting forms. This second volume of sector-specific guidance covers the transportation sector, the forestry sector, and the agricultural sector.

    The Beardmore Glacier region contains a 1-km-thick Permian fluvial sequence that was deposited in an elongate basin along the margin of the East Antarctica craton. Fluvial architecture, sandstone composition and paleocurrents within the basin record a change from an early Permian cratonic to a late Permian foreland basin. The Lower Permian Fairchild Formation consists entirely of overlapping channel-form sandstone bodies deposited by braided streams. Arkosic sandstone was deposited by SE flowing streams. Fairchild strata record slow subsidence within a broad cratonic basin. The Lower to Upper Permian Buckley Formation consists of an arkosic lower member and a volcaniclastic upper member. Paleocurrents which consist of transverse and longitudinal paleocurrents, suggest a cratonward migration of the basin axis through time. The Buckley Formation was deposited within a braided stream setting and is an important unit because it contains interstratified channel-sandstone sheets, shale and coal, along with evidence of channel-belt avulsions. Sandstone sheets predominate at the base of the formation, while flood-plain deposits thicken and increase in abundance upward. The interaction between fluvial processes and subsidence rates produced this alluvial stratigraphy. The Lower Permian Weller Coal Measures in southern Victoria Land were deposited within a narrow basin located cratonward of the foreland basin. Basin geometry and depositional patterns are similar to those of fault-bounded basins. Although basin formation is not constrained, deposition of the Weller was contemporaneous with the development of the foreland basin. This suggests a relationship between subsidence within the two basins.

    Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

    Freight transportation demand is projected to grow to 27.5 billion tons in 2040, and to nearly 30.2 billion tons in 2050. This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers. It outlines the economic, logistics, transportation, and policy and regulatory factors that shape freight demand, the trends and 2050 outlook for these factors, and their anticipated effect on freight demand. After describing federal policy actions that could influence future freight demand, the report then summarizes the capabilities of available analytical models for forecasting freight demand. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 2010–2021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions. Also, the methodology for the environmental assessments needs to be further developed and discussed. - Highlights: • Two cases are studied to analyse if current planning supports a sustainable transport system. • Results show that the plans are in conflict with several of the environmental quality objectives. • Long-term climate goals are not included in the planning processes. • Current practices do not contribute to a sustainable planning processes. • Methodology and process for environmental assessments must be further developed and discussed.

    This report presents the first compilation by the Energy Information Administration (EIA) of information on alternatives to gasoline and diesel fuel. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use. Alternative fueled vehicles are defined in this report as motorized vehicles licensed for on-road use, which may consume alternative transportation fuels. (Alternative fueled vehicles may use either an alternative transportation fuel or a replacement fuel.) The intended audience for the first section of this report includes the Secretary of Energy, the Congress, Federal and State agencies, the automobile manufacturing industry, the transportation fuel manufacturing and distribution industries, and the general public. The second section is designed primarily for persons desiring a more technical explanation of and background for the issues surrounding alternative transportation fuels.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE’s '20% Wind Energy by 2030' report and helping to meet COE targets.

    Controlling transportation energy use looms as a serious challenge for the United States in the 21st century. Demand for transportation services is steadily growing, driven by increasing population, economic activity, and incomes. Few forces presently constrain growth in travel by the energy-intensive modes of automobile, truck, and air transportation. In contrast to other sectors of the economy, transportation energy efficiency improvements are nearly stagnant. Efficiency increases are now absent in highway modes; aircraft efficiency is improving, but not enough to offset rising air travel. Transportation is also the most oil-dependent sector of the economy as well as the country`s most rapidly growing source of greenhouse gas emissions. A conservative forecast indicates US transportation energy consumption rising from 23 Quads in 1990 to roughly 36 Quads by 2030; less conservative assumptions push the total to 43 Quads by 2030. Yet opportunities exist for efficiency improvements to counter a substantial portion of this growth. The most promising options are technological, with potential long-term efficiency improvements of threefold for light vehicles, twofold for aircraft, and 65 percent for heavy trucks. Combined with system efficiency changes to help limit growth of the energy-intensive modes, transportation energy use might be cut to 19 Quads by 2030. Pursuing cost-effective strategies to move the system toward such reduced energy intensiveness would be clearly valuable for the economy and environment. This paper examines these trends and options, and offers suggestions for policies that could lead to reductions in transportation energy use and its associated problems such as greenhouse gas emissions and oil dependence risks. 24 refs., 6 figs., 3 tabs.

    In an attempt to bring forth increased efficiency and effectiveness in assessing transportation risks associated with radioactive materials or wastes, the U.S. Department of Energy's (DOE's) National Transportation Program (NTP) published a resource handbook in 2002. The handbook draws from the broad technical expertise among DOE national laboratories and industry, which reflects the extensive experience gained from DOE's efforts in conducting assessments (i.e., environmental impact assessments) within the context of the National Environmental Policy Act (NEPA) in the past 20 years. The handbook is intended to serve as a primary source of information regarding the approach and basis for conducting transportation risk assessments under normal or accidental conditions that are associated with shipping radioactive materials or wastes. It is useful as a reference to DOE managers, NEPA assessors, technical analysts, contractors, and also stakeholders. It provides a summary of pertinent U.S. policies and regulations on the shipment of radioactive materials, existing guidance on preparing transportation risk assessments, a review of previous transportation risk assessments by DOE and others, a description of comprehensive and generally accepted transportation risk assessment methodologies, and a compilation of supporting data, parameters, and assumptions. The handbook also provides a discussion paper on an issue that has been identified as being important in the past. The discussion paper focuses on cumulative impacts, illustrating the ongoing evolution of transportation risk assessment. The discussion may be expanded in the future as emerging issues are identified. The handbook will be maintained and periodically updated to provide current and accurate information.

    In recent years, gasoline and diesel fuel have accounted for about 80 percent of total transportation fuel and nearly all of the fuel used in on-road vehicles. Growing concerns about the environmental effects of fossil fuel use and the Nation`s high level of dependence on foreign oil are providing impetus for the development of replacements or alternatives for these traditional transportation fuels. (The Energy Policy Act of 1992 definitions of {open_quotes}replacement{close_quotes} and {open_quotes}alternative{close_quotes} fuels are presented in the following box.) The Alternative Motor Fuels Act of 1988, the Clean Air Act Amendments of 1990 (CAAA90) and the Energy Policy Act of 1992 (EPACT) are significant legislative forces behind the growth of replacement fuel use. Alternatives to Traditional Transportation Fuels 1993 provides the number of on-road alternative fueled vehicles in use in the United States, alternative and replacement fuel consumption, and information on greenhouse gas emissions resulting from the production, delivery, and use of replacement fuels for 1992, 1993, and 1995.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    Planning initiatives in many regions and communities aim to reduce transportation energy use, decrease emissions, and achieve related environmental benefits by changing land use. This report reviews and summarizes findings from existing literature on the relationship between the built environment and transportation energy use and greenhouse gas emissions, identifying results trends as well as potential future actions. The indirect influence of federal transportation and housing policies, as well as the direct impact of municipal regulation on land use are examined for their effect on transportation patterns and energy use. Special attention is given to the 'four D' factors of density, diversity, design and accessibility. The report concludes that policy-driven changes to the built environment could reduce transportation energy and GHG emissions from less than 1% to as much as 10% by 2050, the equivalent of 16%-18% of present-day urban light-duty-vehicle travel. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    A primary characteristic of transportation in the United States is its high per capita energy consumption. The average US citizen consumes nearly five times as much energy for transportation as the average Japanese and nearly three times as much as the average citizen of France, Britain, or West Germany. The energy efficiency of US transportation has improved substantially over the past two decades (both absolutely and in comparison to Europe), and US travel volume has grown more slowly than in most of the developed world. However, the United States still consumes more than one-third of the world`s transport energy. Also, 96 percent of US transport energy is in the form of oil products. This is more oil than the United States produces, despite its position as one of the world`s largest oil producers. With current problems and expectation of continued growth in travel and energy use, Congress has increasingly turned to transportation energy conservation - in the form of improvements in the technical efficiency of travel, increases in load factors, reductions in travel demand, shifting to alternative fuels, and shifts to more efficient travel modes - as an important policy goal. For example, the Clean Air Amendments of 1990 incorporate transportation demand management as a critical tool in reducing urban air pollution. Legislation proposed in the 102d Congress sought rigorous new automobile and light truck fuel economy standards. With continued increases in U.S. oil imports, urban traffic congestion, and greenhouse gas emissions, and the failure of many urban areas to meet air quality standards, strong congressional interest in new energy conservation initiates is likely to continue.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data.     ABSTRACT Rapidly growing energy demand from China's transportation sector in the last two decades have raised concerns over national energy security, local air pollution, and carbon dioxide (CO2) emissions, and there is broad consensus that China's transportation sector will continue to grow in the coming decades. This paper explores the future development of China's transportation sector in terms of service demands, final energy consumption, and CO2 emissions, and their interactions with global climate policy. This study develops a detailed China transportation energy model that is nested in an integrated assessment model—Global Change Assessment Model (GCAM)—to evaluate the long-term energy consumption and CO2 emissions of China's transportation sector from a global perspective. The analysis suggests that, without major policy intervention, future transportation energy consumption and CO2 emissions will continue to rapidly increase and the transportation sector will remain heavily reliant on fossil fuels. Although carbon price policies may significantly reduce the sector's energy consumption and CO2 emissions, the associated changes in service demands and modal split will be modest, particularly in the passenger transport sector. The analysis also suggests that it is more difficult to decarbonize the transportation sector than other sectors of the economy, primarily owing to its heavy reliance on petroleum products.

    The purpose of this Design Analysis is to develop preliminary design of the waste package transporter used for waste package (WP) transport and related functions in the subsurface repository. This analysis refines the conceptual design that was started in Phase I of the Viability Assessment. This analysis supports the development of a reliable emplacement concept and a retrieval concept for license application design. The scope of this analysis includes the following activities: (1) Assess features of the transporter design and evaluate alternative design solutions for mechanical components. (2) Develop mechanical equipment details for the transporter. (3) Prepare a preliminary structural evaluation for the transporter. (4) Identify and recommend the equipment design for waste package transport and related functions. (5) Investigate transport equipment interface tolerances. This analysis supports the development of the waste package transporter for the transport, emplacement, and retrieval of packaged radioactive waste forms in the subsurface repository. Once the waste containers are closed and accepted, the packaged radioactive waste forms are termed waste packages (WP). This terminology was finalized as this analysis neared completion; therefore, the term disposal container is used in several references (i.e., the System Description Document (SDD)) (Ref. 5.6). In this analysis and the applicable reference documents, the term ''disposal container'' is synonymous with ''waste package''.

    As the world's largest developing country, China currently is undergoing rapid urbanization and motorization, which will result in far-reaching impacts on energy and the environment. According to estimates, energy use and carbon emissions in the transportation sector will comprise roughly 30% of total emissions by 2030. Since the late 1990s, transportation-related issues such as energy, consumption, and carbon emissions have become a policy focus in China. To date, most research and policies have centered on vehicle technologies that promote vehicle efficiency and reduced emissions. Limited research exists on the control of greenhouse gases through mode shifts in urban transportation - in particular, through the promotion of public transit. The purpose of this study is to establish a methodology to analyze carbon emissions from the urban transportation sector at the Chinese city level. By using Jinan, the capital of China's Shandong Province, as an example, we have developed an analytical model to simulate energy consumption and carbon emissions based on the number of trips, the transportation mode split, and the trip distance. This model has enabled us to assess the impacts of the transportation mode split on energy consumption and carbon emissions. Furthermore, this paper reviews a set of methods for data collection, estimation, and processing for situations where statistical data are scarce in China. This paper also describes the simulation of three transportation system development scenarios. The results of this study illustrate that if no policy intervention is implemented for the transportation mode split (the business-as-usual (BAU) case), then emissions from Chinese urban transportation systems will quadruple by 2030. However, a dense, mixed land-use pattern, as well as transportation policies that encourage public transportation, would result in the elimination of 1.93 million tons of carbon emissions - approximately 50% of the BAU scenario emissions.

    This resource handbook contains useful information to streamline radioactive material transportation risk assessments for National Environmental Policy Act (NEPA) documents prepared for U.S. Department of Energy (DOE) programs. Streamlining refers to instituting steps that can increase the efficiency of future assessments, reduce costs, and promote increased quality and consistency across the DOE complex. This handbook takes advantage of the wealth of information developed through decades of DOE's NEPA experience. It contains a review of historical assessments; a description of comprehensive and generally acceptable transportation risk assessment methodology (i.e., models); and a compilation of supporting data, parameters, and generally accepted assumptions. This handbook also includes a discussion paper that addresses cumulative impacts (Appendix A). The discussion paper illustrates the evolving and sometimes unresolved issues encountered in transportation risk assessment. Other topics, such as sabotage, environmental justice, and human factors, may be addressed in the future. This resource document was developed as the first primary reference book providing useful information for conducting transportation risk assessments for radioactive material in the NEPA context.

    Air Quality Guidelines for General Plans (Air Quality Guidelines) is a guidance document and resource for cities and counties to use to address air quality in their long-range planning efforts. It includes goals, policies, and programs that when adopted as part of a long-range plan will reduce vehicle trips and miles traveled and improve air quality. Although this is a voluntary program, the San Joaquin Valley Unified Air Pollution Control District (District) has strongly encouraged cities and counties in the San Joaquin Valley to use their land use and transportation planning authority to help achieve air quality goals by adopting the policies and programs suggested by the Air Quality Guidelines. Implementing the goals and policies will result in a win-win situation where cities, counties, and developers save money through more efficient land use and transportation systems and where the public benefits from a more livable community and better air quality.     The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in ''Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration'' (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment for the license application (TSPA-LA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA-LA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. OCRWM has begun to build the institutional framework to support development of this transportation system. Interactions with stakeholders have been initiated. The authors describe the key stakeholders, identified issues, regional and national planning activities, and mechanisms for interaction.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    TRANSIMS version 3.1 is an integrated set of analytical and simulation models and supporting databases. The system is designed to create a virtual metropolitan region with representation of each of the region’s individuals, their activities and the transportation infrastructure they use. TRANSIMS puts into practice a new, disaggregate approach to travel demand modeling using agent-based micro-simulation technology. TRANSIMS methodology creates a virtual metropolitan region with representation of the transportation infrastructure and the population, at themore » level of households and individual travelers. Trips a planned to satisfy the population’s activity pattems at the individual traveler level. TRANSIMS then simulates the movement of travelers and vehicles across the transportation network using multiple modes, including car, transit, bike and walk, on a second-by-second basis. Metropolitan planners must plan growth of their cities according to the stringent transportation system planning requirements of the Interniodal Surface Transportation Efficiency Act of 1991, the Clean Air Act Amendments of 1990 and other similar laws and regulations. These require each state and its metropotitan regions to work together to develop short and long term transportation improvement plans. The plans must (1) estimate the future transportation needs for travelers and goods movements, (2) evaluate ways to manage and reduce congestion, (3) examine the effectiveness of building new roads and transit systems, and (4) limit the environmental impact of the various strategies. The needed consistent and accurate transportation improvement plans require an analytical capability that properly accounts for travel demand, human behavior, traffic and transit operations, major investments, and environmental effects.     Truck, rail, water, air, and pipeline modes each serve a distinct share of the freight transportation market. The current allocation of freight by mode is the product of technologic, economic, and regulatory frameworks, and a variety of factors -- price, speed, reliability, accessibility, visibility, security, and safety -- influence mode. Based on a comprehensive literature review, this report considers how analytical methods can be used to project future modal shares and offers insights on federal policy decisions with the potential to prompt shifts to energy-efficient, low-emission modes. There are substantial opportunities to reduce the energy used for freight transportation, but it will be difficult to shift large volumes from one mode to another without imposing considerable additional costs on businesses and consumers. This report explores federal government actions that could help trigger the shifts in modal shares needed to reduce energy consumption and emissions. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice. - Highlights: • SEA system is incomplete and stays limited to the plan EIA level in China. • EIA on economic policy is of utmost importance for all the developing countries. • Four case studies of trade policy EIA in China are reviewed for policy implications. • Departmental competition for political power impedes economic policy EIAs in China. • Legislative regulation on policy EIA is the first thing needed to overcome barrier.

    A massively parallel computer system contains an inter-nodal communications network of node-to-node links. An automated routing strategy routes packets through one or more intermediate nodes of the network to reach a destination. Some packets are constrained to be routed through respective designated transporter nodes, the automated routing strategy determining a path from a respective source node to a respective transporter node, and from a respective transporter node to a respective destination node. Preferably, the source node chooses a routing policy from among multiple possible choices, and that policy is followed by all intermediate nodes. The use of transporter nodes allows greater flexibility in routing.

    Studies of the costs of climate change policies have utilized a variety of measures or metrics for summarizing costs. The leading economic models have utilized GNP, GDP, the ''area under a marginal cost curve,'' the discounted present value of consumption, and a welfare measure taken directly from the utility function of the model's representative agent (the ''Equivalent Variation''). Even when calculated using a single model, these metrics do not necessarily give similar magnitudes of costs or even rank policies consistently. This paper discusses in non-technical terms the economic concepts lying behind each concept, the theoretical basis for expecting each measure to provide a consistent ranking of policies, and the reasons why different measures provide different rankings. It identifies a method of calculating the ''Equivalent Variation'' as theoretically superior to the other cost metrics in ranking policies. When regulators put forward new economic or regulatory policies, there is a need to compare the costs and benefits of these new policies to existing policies and other alternatives to determine which policy is most cost-effective. For command and control policies, it is quite difficult to compute costs, but for more market-based policies, economists have had a great deal of success employing general equilibrium models to assess a policy's costs. Not all cost measures, however, arrive at the same ranking. Furthermore, cost measures can produce contradictory results for a specific policy. These problems make it difficult for a policy-maker to determine the best policy. For a cost measures to be of value, one would like to be confident of two things. First one wants to be sure whether the policy is a winner or loser. Second, one wants to be confident that a measure produces the correct policy ranking. That is, one wants to have confidence in a policy measure's ability to correctly rank policies from most beneficial to most harmful. This paper analyzes

    Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

    This scientific analysis provides retardation factors for colloids transporting in the saturated zone (SZ) and the unsaturated zone (UZ). These retardation factors represent the reversible chemical and physical filtration of colloids in the SZ. The value of the colloid retardation factor, R{sub col} is dependent on several factors, such as colloid size, colloid type, and geochemical conditions (e.g., pH, Eh, and ionic strength). These factors are folded into the distributions of R{sub col} that have been developed from field and experimental data collected under varying geochemical conditions with different colloid types and sizes. Attachment rate constants, k{sub att}, and detachment rate constants, k{sub det}, of colloids to the fracture surface have been measured for the fractured volcanics, and separate R{sub col} uncertainty distributions have been developed for attachment and detachment to clastic material and mineral grains in the alluvium. Radionuclides such as plutonium and americium sorb mostly (90 to 99 percent) irreversibly to colloids (BSC 2004 [DIRS 170025], Section 6.3.3.2). The colloid retardation factors developed in this analysis are needed to simulate the transport of radionuclides that are irreversibly sorbed onto colloids; this transport is discussed in the model report ''Site-Scale Saturated Zone Transport'' (BSC 2004 [DIRS 170036]). Although it is not exclusive to any particular radionuclide release scenario, this scientific analysis especially addresses those scenarios pertaining to evidence from waste-degradation experiments, which indicate that plutonium and americium may be irreversibly attached to colloids for the time scales of interest. A section of this report will also discuss the validity of using microspheres as analogs to colloids in some of the lab and field experiments used to obtain the colloid retardation factors. In addition, a small fraction of colloids travels with the groundwater without any significant retardation

  7. Maintaining environmental quality while expanding biomass production: Sub-regional U.S. policy simulations

    This paper evaluates environmental policy effects on ligno-cellulosic biomass production and environ- mental outcomes using an integrated bioeconomic optimization model. The environmental policy integrated climate (EPIC) model is used to simulate crop yields and environmental indicators in current and future potential bioenergy cropping systems based on weather, topographic and soil data. The crop yield and environmental outcome parameters from EPIC are combined with biomass transport costs and economic parameters in a representative farmer profit-maximizing mathematical optimization model. The model is used to predict the impact of alternative policies on biomass production and environmental outcomes. We find that without environmental policy, rising biomass prices initially trigger production of annual crop residues, resulting in increased greenhouse gas emissions, soil erosion, and nutrient losses to surface and ground water. At higher biomass prices, perennial bioenergy crops replace annual crop residues as biomass sources, resulting in lower environmental impacts. Simulations of three environmental policies namely a carbon price, a no-till area subsidy, and a fertilizer tax reveal that only the carbon price policy systematically mitigates environmental impacts. The fertilizer tax is ineffectual and too costly to farmers. The no-till subsidy is effective only at low biomass prices and is too costly to government.

If one accepts the ethical proposition that it is morally wrong to impose catastrophic risks on unborn generations when reducing those risks would not noticeably diminish the quality of life of existing persons, a case can be made for concerted policy action to reduce greenhouse gas emissions.

    This report characterizes certain aspects of the Global Change Research Program of the US Government, and its relevance to the short and medium term needs of policy makers in the public and private sectors. It addresses some of the difficulties inherent in the science and policy interface on the issues of global change. Finally, this report offers some proposals for improving the science for policy process in the context of global environmental change.

    Contaminants in soil can impact human health and the environment through a complex web of interactions. Soils exist where the atmosphere, hydrosphere, geosphere, and biosphere converge. Soil is the thin outer zone of the earth's crust that supports rooted plants and is the product of climate and living organisms acting on rock. A true soil is a mixture of air, water, mineral, and organic components. The relative proportions of these components determine the value of the soil for agricultural and for other human uses. These proportions also determine, to a large extent, how a substance added to soil is transported and/or transformed within the soil (Spositio, 2004). In mass-balance models, soil compartments play a major role, functioning both as reservoirs and as the principal media for transport among air, vegetation, surface water, deeper soil, and ground water (Mackay, 2001). Quantifying the mass transport of chemicals within soil and between soil and atmosphere is important for understanding the role soil plays in controlling fate, transport, and exposure to multimedia pollutants. Soils are characteristically heterogeneous. A trench dug into soil typically reveals several horizontal layers having different colors and textures. As illustrated in Figure 1, these multiple layers are often divided into three major horizons: (1) the A horizon, which encompasses the root zone and contains a high concentration of organic matter; (2) the B horizon, which is unsaturated, lies below the roots of most plants, and contains a much lower organic carbon content; and (3) the C horizon, which is the unsaturated zone of weathered parent rock consisting of bedrock, alluvial material, glacial material, and/or soil of an earlier geological period. Below these three horizons lies the saturated zone - a zone that encompasses the area below ground surface in which all interconnected openings within the geologic media are completely filled with water.     A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs.
