    The objective of this paper is to examine and compare the use of a number of policy evaluation tools, which can be used to measure the impact of transport policies and programmes as part of a strategic environmental assessment (SEA) or sustainability appraisal. The evaluation tools that were examined include cost-benefit analysis (CBA), cost-effectiveness analysis (CEA) and multi-criteria decision analysis (MCDA). It was concluded that both CEA and CBA are useful for estimating the costs and/or benefits associated with transport policies but are constrained by the difficulty in quantifying non-market impacts and monetising total costs and benefits. Furthermore, CEA is limited to identifying the most 'cost-effective policy' for achieving a single, narrowly defined objective, usually greenhouse gas (GHG) reduction and is, therefore, not suitable for evaluating policy options with ancillary costs or a variety of potential benefits. Thus, CBA or CEA evaluation should be complemented by a complete environmental and socio-economic impact assessment approach such as MCDA. This method allows for participatory analysis and qualitative assessment but is subject to caveats such as subjectivity and value-laden judgments.

    VICTORIA 2.0 is a mechanistic computer code designed to analyze fission product behavior within the reactor coolant system (RCS) during a severe nuclear reactor accident. It provides detailed predictions of the release of radioactive and nonradioactive materials from the reactor core and transport and deposition of these materials within the RCS and secondary circuits. These predictions account for the chemical and aerosol processes that affect radionuclide behavior. VICTORIA 2.0 was released in early 1999; a new version VICTORIA 2.1, is now under development. The largest improvements in VICTORIA 2.1 are connected with the thermochemical database, which is being revised and expanded following the recommendations of a peer review. Three risk-significant severe accident sequences have recently been investigated using the VICTORIA 2.0 code. The focus here is on how various chemistry options affect the predictions. Additionally, the VICTORIA predictions are compared with ones made using the MELCOR code. The three sequences are a station blackout in a GE BWR and steam generator tube rupture (SGTR) and pump-seal LOCA sequences in a 3-loop Westinghouse PWR. These sequences cover a range of system pressures, from fully depressurized to full system pressure. The chief results of this study are the fission product fractions that are retained in the core, RCS, secondary, and containment and the fractions that are released into the environment.

    This report, Energy Policy Act Transportation Study: Interim Report on Natural Gas Flows and Rates, is the second in a series mandated by Title XIII, Section 1340, ``Establishment of Data Base and Study of Transportation Rates,`` of the Energy Policy Act of 1992 (P.L. 102--486). The first report Energy Policy Act Transportation Study: Availability of Data and Studies, was submitted to Congress in October 1993; it summarized data and studies that could be used to address the impact of legislative and regulatory actions on natural gas transportation rates and flow patterns. The current report presents an interim analysis of natural gas transportation rates and distribution patterns for the period from 1988 through 1994. A third and final report addressing the transportation rates and flows through 1997 is due to Congress in October 2000. This analysis relies on currently available data; no new data collection effort was undertaken. The need for the collection of additional data on transportation rates will be further addressed after this report, in consultation with the Congress, industry representatives, and in other public forums.

    VICTORIA is a mechanistic computer code designed to analyze fission product behavior within a nuclear reactor coolant system (RCS) during a severe accident. It provides detailed predictions of the release of radioactive and nonradioactive materials from the reactor core and transport and deposition of these materials within the RCS. A summary of the results and recommendations of an independent peer review of VICTORIA by the US Nuclear Regulatory Commission (NRC) is presented, along with recent applications of the code. The latter include analyses of a temperature-induced steam generator tube rupture sequence and post-test analyses of the Phebus FPT-1 test. The next planned Phebus test, FTP-4, will focus on fission product releases from a rubble bed, especially those of the less-volatile elements, and on the speciation of the released elements. Pretest analyses using VICTORIA to estimate the magnitude and timing of releases are presented. The predicted release of uranium is a matter of particular importance because of concern about filter plugging during the test.

    The primary purpose of this report is to examine changes in domestic coal distribution and railroad coal transportation rates since enactment of the Clean Air Act Amendments of 1990 (CAAA90). From 1988 through 1993, the demand for low-sulfur coal increased, as a the 1995 deadline for compliance with Phase 1 of CAAA90 approached. The shift toward low-sulfur coal came sooner than had been generally expected because many electric utilities switched early from high-sulfur coal to ``compliance`` (very low-sulfur) coal. They did so to accumulate emissions allowances that could be used to meet the stricter Phase 2 requirements. Thus, the demand for compliance coal increased the most. The report describes coal distribution and sulfur content, railroad coal transportation and transportation rates, and electric utility contract coal transportation trends from 1979 to 1993 including national trends, regional comparisons, distribution patterns and regional profiles. 14 figs., 76 tabs.

This report also presents the Energy Information Administration`s findings regarding the extent to which any Federal agency is studying the impacts of the Clean Air Act Amendments of 1990 (CAAA90) and other Federal policies on the transportation rates and distribution patterns of domestic coal, oil, and gas.

    VICTORIA is the U.S. Nuclear Regulatory Commission`s (NRC`s) mechanistic, best-estimate code for analysis of fission product release from the core and subsequent transport in the reactor vessel and reactor coolant system. VICTORIA requires thermal-hydraulic data (i.e., temperatures, pressures, and velocities) as input. In the past, these data have been taken from the results of calculations from thermal-hydraulic codes such as SCDAP/RELAP5, MELCOR, and MAAP. Validation and assessment of VICTORIA 1.0 have been completed. An independent peer review of VICTORIA, directed by Brookhaven National Laboratory and supported by experts in the areas of fuel release, fission product chemistry, and aerosol physics, has been undertaken. This peer review, which will independently assess the code`s capabilities, is nearing completion with the peer review committee`s final report expected in Dec 1996. A limited amount of additional development is expected as a result of the peer review. Following this additional development, the NRC plans to release VICTORIA 1.1 and an updated and improved code manual. Future plans mainly involve use of the code for plant calculations to investigate specific safety issues as they arise. Also, the code will continue to be used in support of the Phebus experiments.

    The RISKIND computer program was developed for the analysis of radiological consequences and health risks to individuals and the collective population from exposures associated with the transportation of spent nuclear fuel (SNF) or other radioactive materials. The code is intended to provide scenario-specific analyses when evaluating alternatives for environmental assessment activities, including those for major federal actions involving radioactive material transport as required by the National Environmental Policy Act (NEPA). As such, rigorous procedures have been implemented to enhance the code`s credibility and strenuous efforts have been made to enhance ease of use of the code. To increase the code`s reliability and credibility, a new version of RISKIND was produced under a quality assurance plan that covered code development and testing, and a peer review process was conducted. During development of the new version, the flexibility and ease of use of RISKIND were enhanced through several major changes: (1) a Windows{sup {trademark}} point-and-click interface replaced the old DOS menu system, (2) the remaining model input parameters were added to the interface, (3) databases were updated, (4) the program output was revised, and (5) on-line help has been added. RISKIND has been well received by users and has been established as a key component in radiological transportation risk assessments through its acceptance by the U.S. Department of Energy community in recent environmental impact statements (EISs) and its continued use in the current preparation of several EISs.

    This report discusses seven aspects of actinide partitioning-transmutation (P-T) which are important in any complete evaluation of this waste treatment option but which do not fall within other major topical areas concerning P-T. The so-called miscellaneous aspects considered are (1) the conceptual design of a shipping cask for highly neutron-active fresh and spent P-T fuels, (2) the possible impacts of P-T on mixed-oxide fuel fabrication, (3) alternatives for handling the existing and to-be-produced spent fuel and/or wastes until implementation of P-T, (4) the decay and dose characteristics of P-T and standard reactor fuels, (5) the implications of P-T on currently existing nuclear policy in the United States, (6) the summary costs of P-T, and (7) methods for comparing the risks, costs, and benefits of P-T.

    VICTORIA is a mechanistic computer code that treats fission product behavior in the reactor coolant system during a severe accident. During an accident, fission products that deposit on structural surfaces produce heat loads that can cause fission products to revaporize and possibly cause structures, such as a pipe, to fail. This mechanism had been lacking from the VICTORIA model. This report describes the structural heat-up model that has recently been implemented in the code. A sample problem shows that revaporization of fission products can occur as structures heat up due to radioactive decay. In the sample problem, the mass of deposited fission products reaches a maximum, then diminishes. Similarly, temperatures of the deposited film and adjoining structure reach a maximum, then diminish.

    The MELCOR and VICTORIA severe accident analysis codes, which were developed at Sandia National Laboratories for the U. S. Nuclear Regulatory Commission, are designed to estimate fission product releases during nuclear reactor accidents in light water reactors. MELCOR is an integrated plant-assessment code that models the key phenomena in adequate detail for risk-assessment purposes. VICTORIA is a more specialized fission- product code that provides detailed modeling of chemical reactions and aerosol processes under the high-temperature conditions encountered in the reactor coolant system during a severe reactor accident. This paper focuses on recent enhancements and assessments of the two codes in the area of fission product chemistry modeling. Recently, a model for iodine chemistry in aqueous pools in the containment building was incorporated into the MELCOR code. The model calculates dissolution of iodine into the pool and releases of organic and inorganic iodine vapors from the pool into the containment atmosphere. The main purpose of this model is to evaluate the effect of long-term revolatilization of dissolved iodine. Inputs to the model include dose rate in the pool, the amount of chloride-containing polymer, such as Hypalon, and the amount of buffering agents in the containment. Model predictions are compared against the Radioiodine Test Facility (RTF) experiments conduced by Atomic Energy of Canada Limited (AECL), specifically International Standard Problem 41. Improvements to VICTORIA's chemical reactions models were implemented as a result of recommendations from a peer review of VICTORIA that was completed last year. Specifically, an option is now included to model aerosols and deposited fission products as three condensed phases in addition to the original option of a single condensed phase. The three-condensed-phase model results in somewhat higher predicted fission product volatilities than does the single-condensed-phase model. Modeling of U02 thermochemistry was also improved, and results in better prediction of vaporization of uranium from fuel, which can react with released fission products to affect their volatility. This model also improves the prediction of fission product release rates from fuel. Finally, recent comparisons of MELCOR and VICTORIA with International Standard Problem 40 (STORM) data are presented. These comparisons focus on predicted therrnophoretic deposition, which is the dominant deposition mechanism. Sensitivity studies were performed with the codes to examine experimental and modeling uncertainties.

    FPT0 is the first of six tests that are scheduled to be conducted in an experimental reactor in Cadarache, France. The test apparatus consists of an in-pile fuel bundle, an upper plenum, a hot leg, a steam generator, a cold leg, and a small containment. Thus, the test is integral in the sense that it attempts to simulate all of the processes that would be operative in a severe nuclear accident. In FPT0, the fuel will be trace irradiated; in subsequent tests high burn-up fuel will be used. This report discusses separate pretest analyses of the FPT0 fuel bundle and primary circuit have been conducted using the USNRC`s source term code, VICTORIA-92. Predictions for release of fission product, control rod, and structural elements from the test section are compared with those given by CORSOR-M. In general, the releases predicted by VICTORIA-92 occur earlier than those predicted by CORSOR-M. The other notable difference is that U release is predicted to be on a par with that of the control rod elements; CORSOR-M predicts U release to be about 2 orders of magnitude greater.

    This document provides a description of a model of the radionuclide behavior in the reactor coolant system (RCS) of a light water reactor during a severe accident. This document serves as the user's manual for the computer code called VICTORIA, based upon the model. The VICTORIA code predicts fission product release from the fuel, chemical reactions between fission products and structural materials, vapor and aerosol behavior, and fission product decay heating. This document provides a detailed description of each part of the implementation of the model into VICTORIA, the numerical algorithms used, and the correlations and thermochemical data necessary for determining a solution. A description of the code structure, input and output, and a sample problem are provided.     On August 8, 2005, the President signed the Energy Policy Act of 2005 (EPAct) into law. In Subtitle F of EPAct, Congress set forth various provisions that would change the way certain federal agencies (Agencies) coordinate to authorize the use of land for a variety of energy-related purposes. As part of Subtitle F of EPAct, Section 368 addresses the issue of energy transportation corridors on federal land for oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities. Because of the critical importance of improving the nation's electrical transmission grid, Congress recognized that electricity transmission issues should receive added attention when the Agencies address corridor location and analysis issues. In Section 368, Congress specifically directed the Agencies to consider the need for upgraded and new facilities to deliver electricity: In carrying out [Section 368], the Secretaries shall take into account the need for upgraded and new electricity transmission and distribution facilities to (1) improve reliability; (2) relieve congestion; and (3) enhance capability of the national grid to deliver electricity. Section 368 does not require the Agencies to consider or approve specific projects, applications for rights-of-way (ROWs), or other permits within designated energy corridors. Importantly, Section 368 does not direct, license, or otherwise permit any on-the-ground activity of any sort. If an applicant is interested in obtaining an authorization to develop a project within any corridor designated under Section 368, the applicant would have to apply for a ROW authorization and applicable permits. The Agencies would consider each application by applying appropriate project-specific reviews under requirements of laws and related regulations, including, but not limited to, the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, Section 7 of the Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA). Under Section 368, Congress divided the United States into two groups of states: the 11 contiguous western states and the remaining states. Direction for energy transportation corridor analysis and selection in the 11 western states was addressed in Section 368(a) of EPAct, while direction for energy transportation corridor analysis and selection in all other states was addressed under Section 368(b) of EPAct. It was clearly the priority of Congress to conduct corridor location studies and designation first on federal lands in the western states. Under Section 368(a), the Agencies produced a programmatic environmental impact statement (EIS), Designation of Energy Corridors on Federal Land in the 11 Western States (DOE and DOI 2008), that was used in part as the basis for designating more than 6,000 mi (9,656 km) of energy transportation corridors on federal land in 11 western states. Under Section 368(a) of EPAct, Congress clearly stated the Agencies needed to (1) designate energy transportation corridors on federal land, (2) conduct the necessary environmental review of the designated corridors, and (3) incorporate the designated corridors into the appropriate land use plans. Congressional direction under Section 368(b) of EPAct differs from that provided under Section 368(a). Specifically, Section 368(b) requires the secretaries of the Agencies, in consultation with the Federal Energy Regulatory Commission (FERC), affected utility industries, and other interested persons, to jointly: (1) Identify corridors for oil, gas, and hydrogen pipelines and electricity transmission and distribution facilities on federal land in states other than the 11 western states identified under Section 368(a) of EPAct, and (2) Schedule prompt action to identify, designate, and incorporate the corridors into the applicable land use plans. While Section 368(a) clearly directs designation as a necessary first step for energy transportation corridors in the 11 western states, Section 368(b) directs the Agencies to first identify corridor

    The presence of many metals at trace or ultra-trace levels in the human environment has received increased global attention. Sediments as a sink for pollutants are widely recognized pollution sources and diagenesis and biochemical transformations within the sediment may mobilize pollutants posing a threat to a wider biological community. The natural (background) concentrations of heavy metals in lake sediments can be estimated either by analysis of surface sediments in non-polluted regions or by analysis of core samples antedating modern pollution. The distribution pattern of heavy metals in tropical freshwater systems has been little studied. The authors found increased concentrations of lead and other trace metals in Lake Victoria. Thus this study was initiated in order to further investigate the distribution patterns of lead and other metals in Lake Victoria.

    The VICTORIA model of radionuclide behavior in the reactor coolant system (RCS) of a light water reactor during a severe accident is described. It has been developed by the USNRC to define the radionuclide phenomena and processes that must be considered in systems-level models used for integrated analyses of severe accident source terms. The VICTORIA code, based upon this model, predicts fission product release from the fuel, chemical reactions involving fission products, vapor and aerosol behavior, and fission product decay heating. Also included is a detailed description of how the model is implemented in VICTORIA, the numerical algorithms used, and the correlations and thermochemical data necessary for determining a solution. A description of the code structure, input and output, and a sample problem are provided.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

    The Nuclear Waste Policy Act of 1982 (NWPA), as amended, authorized the DOE to develop and manage a Federal system for the disposal of SNF and HLW. OCRWM was created to manage acceptance and disposal of SNF and HLW in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. This responsibility includes managing the transportation of SNF and HLW from origin sites to the Repository for disposal. The Transportation System Concept of Operations is the core high-level OCRWM document written to describe the Transportation System integrated design and present the vision, mission, and goals for Transportation System operations. By defining the functions, processes, and critical interfaces of this system early in the system development phase, programmatic risks are minimized, system costs are contained, and system operations are better managed, safer, and more secure. This document also facilitates discussions and understanding among parties responsible for the design, development, and operation of the Transportation System. Such understanding is important for the timely development of system requirements and identification of system interfaces. Information provided in the Transportation System Concept of Operations includes: the functions and key components of the Transportation System; system component interactions; flows of information within the system; the general operating sequences; and the internal and external factors affecting transportation operations. The Transportation System Concept of Operations reflects OCRWM's overall waste management system policies and mission objectives, and as such provides a description of the preferred state of system operation. The description of general Transportation System operating functions in the Transportation System Concept of Operations is the first step in the OCRWM systems engineering process, establishing the starting point for the lower level descriptions. of subsystems and components, and the Transportation System Requirements Document. Other program and system documents, plans, instructions, and detailed designs will be consistent with and informed by the Transportation System Concept of Operations. The Transportation System Concept of Operations is a living document, enduring throughout the OCRWM systems engineering lifecycle. It will undergo formal approval and controlled revisions as appropriate while the Transportation System matures. Revisions will take into account new policy decisions, new information available through system modeling, engineering investigations, technical analyses and tests, and the introduction of new technologies that can demonstrably improve system performance.

    This volume, the second of two such volumes, contains sector-specific guidance in support of the General Guidelines for the voluntary reporting of greenhouse gas emissions and carbon sequestration. This voluntary reporting program was authorized by Congress in Section 1605(b) of the Energy Policy Act of 1992. The General Guidelines, bound separately from this volume, provide the overall rationale for the program, discuss in general how to analyze emissions and emission reduction/carbon sequestration projects, and address programmatic issues such as minimum reporting requirements, time parameters, international projects, confidentiality, and certification. Together, the General Guidelines and the guidance in these supporting documents will provide concepts and approaches needed to prepare the reporting forms. This second volume of sector-specific guidance covers the transportation sector, the forestry sector, and the agricultural sector.

This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers.     The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 20102021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions.     In this work we deal with modeling of the transportation phenomenon for use in the transportation planning process and policy-impact studies. The model developed is based on the dependence concept, i.e., the notion that the probability of a trip starting at origin i is dependent on the probability of a trip ending at destination j given that the factors (such as travel time, cost, etc.) which affect travel between origin i and destination j assume some specific values. The derivation of the solution of the model employs the maximum entropy principle combining a priori multinomial distribution with a trip utility concept. This model is utilized to forecast trip distributions under a variety of policy changes and scenarios. The dependence coefficients are obtained from a regression equation where the functional form is derived based on conditional probability and perception of factors from experimental psychology. The dependence coefficients encode all the information that was previously encoded in the form of constraints. In addition, the dependence coefficients encode information that cannot be expressed in the form of constraints for practical reasons, namely, computational tractability. The equivalence between the standard formulation (i.e., objective function with constraints) and the dependence formulation (i.e., without constraints) is demonstrated. The parameters of the dependence-based trip-distribution model are estimated, and the model is also validated using commercial air travel data in the U.S. In addition, policy impact analyses (such as allowance of supersonic flights inside the U.S. and user surcharge at noise-impacted airports) on air travel are performed.

    Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

    This report presents the first compilation by the Energy Information Administration (EIA) of information on alternatives to gasoline and diesel fuel. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use. Alternative fueled vehicles are defined in this report as motorized vehicles licensed for on-road use, which may consume alternative transportation fuels. (Alternative fueled vehicles may use either an alternative transportation fuel or a replacement fuel.) The intended audience for the first section of this report includes the Secretary of Energy, the Congress, Federal and State agencies, the automobile manufacturing industry, the transportation fuel manufacturing and distribution industries, and the general public. The second section is designed primarily for persons desiring a more technical explanation of and background for the issues surrounding alternative transportation fuels.

    The High-Level Radioactive Waste Transportation Handbook serves as a reference to which state officials and members of the general public may turn for information on radioactive waste transportation and on the federal government`s system for transporting this waste under the Civilian Radioactive Waste Management Program. The Handbook condenses and updates information contained in the Midwestern High-Level Radioactive Waste Transportation Primer. It is intended primarily to assist legislators who, in the future, may be called upon to enact legislation pertaining to the transportation of radioactive waste through their jurisdictions. The Handbook is divided into two sections. The first section places the federal government`s program for transporting radioactive waste in context. It provides background information on nuclear waste production in the United States and traces the emergence of federal policy for disposing of radioactive waste. The second section covers the history of radioactive waste transportation; summarizes major pieces of legislation pertaining to the transportation of radioactive waste; and provides an overview of the radioactive waste transportation program developed by the US Department of Energy (DOE).     Planning initiatives in many regions and communities aim to reduce transportation energy use, decrease emissions, and achieve related environmental benefits by changing land use. This report reviews and summarizes findings from existing literature on the relationship between the built environment and transportation energy use and greenhouse gas emissions, identifying results trends as well as potential future actions. The indirect influence of federal transportation and housing policies, as well as the direct impact of municipal regulation on land use are examined for their effect on transportation patterns and energy use. Special attention is given to the 'four D' factors of density, diversity, design and accessibility. The report concludes that policy-driven changes to the built environment could reduce transportation energy and GHG emissions from less than 1% to as much as 10% by 2050, the equivalent of 16%-18% of present-day urban light-duty-vehicle travel. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    The US Department of Energy (DOE) has approximately 80 facilities throughout the United States that specialize in either scientific research, engineering, technology, production, and/or waste management activities. These facilities can best be described as Government Owned, Contractor Operated (GOCO) sites, and vary in size from very small laboratories to large industrial plant type facilities. Each of these GOCO`s have varying needs for transportation of materials into and/or out of their facility. Therefore, Traffic Management operations will differ from site to site due to size and the internal or site specific mission. The DOE Transportation Management Division (TMD) has the corporate responsibility to provide a well managed transportation management program for the safe, efficient, and economical transportation of all DOE-owned materials. To achieve this mission, TMD provides oversight, and when necessary, resources to assist in ensuring regulatory compliance in the packaging and shipment of DOE-owned materials. A large part of TMD`s responsibility is to develop, administer, and provide policies and guidance concerning department-wide transportation and packaging operations. This responsibility includes overall Transportation Management policies and programs for the packaging and movement of all DOE materials, including radioactive materials, other hazardous materials/substances, and hazardous wastes. TMD formulates policies and guidance that assist the DOE Field Elements and GOCO`s in meeting TMD`s goal for safe, efficient and economical transportation. Considering there are at least 80 shipping and receiving sites, the challenge encountered by TMD has been the difficulty in managing such a diverse transportation community.

    As the world's largest developing country, China currently is undergoing rapid urbanization and motorization, which will result in far-reaching impacts on energy and the environment. According to estimates, energy use and carbon emissions in the transportation sector will comprise roughly 30% of total emissions by 2030. Since the late 1990s, transportation-related issues such as energy, consumption, and carbon emissions have become a policy focus in China. To date, most research and policies have centered on vehicle technologies that promote vehicle efficiency and reduced emissions. Limited research exists on the control of greenhouse gases through mode shifts in urban transportation - in particular, through the promotion of public transit. The purpose of this study is to establish a methodology to analyze carbon emissions from the urban transportation sector at the Chinese city level. By using Jinan, the capital of China's Shandong Province, as an example, we have developed an analytical model to simulate energy consumption and carbon emissions based on the number of trips, the transportation mode split, and the trip distance. This model has enabled us to assess the impacts of the transportation mode split on energy consumption and carbon emissions. Furthermore, this paper reviews a set of methods for data collection, estimation, and processing for situations where statistical data are scarce in China. This paper also describes the simulation of three transportation system development scenarios. The results of this study illustrate that if no policy intervention is implemented for the transportation mode split (the business-as-usual (BAU) case), then emissions from Chinese urban transportation systems will quadruple by 2030. However, a dense, mixed land-use pattern, as well as transportation policies that encourage public transportation, would result in the elimination of 1.93 million tons of carbon emissions - approximately 50% of the BAU scenario emissions.

    The Canadian Energy Policy Modeling Conference held in North Vancouver, May 18-20, 1978, was organized to assess the state of the art in energy modeling in North America. A major aim of the conference was to determine the extent to which energy modeling had and could make a contribution to the energy-policy decision-making process. Two volumes contain revised and updated versions of the major papers presented at the conference plus edited transcripts of the panel discussions and several additional papers aimed at particular topics deemed worthy of further study. This volume, Vol. I, is concerned with specialized models and contains the following sections: (a) Energy Demand Modeling (7 papers); (b) Energy Supply Modeling (5 papers); (c) Coal and Transportation Modeling (6 papers); and (d) Problems and Interactions of Energy, Environment, and Conservation (4 papers).     Afghanistan is responsible for the majority of the world's supply of poppy crops, which are often used to produce illegal narcotics like heroin. This paper presents an agent-based model that simulates policy scenarios to characterize how the production of poppy can be dampened and replaced with licit crops over time. The model is initialized with spatial data, including transportation network and satellite-derived land use data. Parameters representing national subsidies, insurgent influence, and trafficking blockades are varied to represent different conditions that might encourage or discourage poppy agriculture. Our model shows that boundary-level interventions, such as targeted trafficking blockades at border locations, are critical in reducing the attractiveness of growing this illicit crop. The principle of least effort implies that interventions decrease to a minimal non-regressive point, leading to the prediction that increases in insurgency or other changes are likely to lead to worsening conditions,...

The Energy Information Administration (EIA) provides this information to support the U.S. Department of Energy`s reporting obligations under Section 503 of the Energy Policy Act of 1992 (EPACT). The principal information contained in this report includes historical and year-ahead estimates of the following: (1) the number and type of alterative-fueled vehicles (AFV`s) in use; (2) the consumption of alternative transportation fuels and {open_quotes}replacement fuels{close_quotes}; and (3) the number and type of alterative-fueled vehicles made available in the current and following years. In addition, the report contains some material on special topics.     This chapter briefly revisits the constraints and opportunities of mitigation and adaptation, and highlights and the multiple linkages, synergies and trade-offs between mitigation, adaptation and urban development. The chapter then presents future policy directions, focusing on local, national and international principles and policies for supporting and enhancing urban responses to climate change. In summary, policy directions for linking climate change responses with urban development offer abundant opportunities; but they call for new philosophies about how to think about the future and how to connect different roles of different levels of government and different parts of the urban community. In many cases, this implies changes in how urban areas operate - fostering closer coordination between local governments and local economic institutions, and building new connections between central power structures and parts of the population who have often been kept outside of the circle of consultation and discourse. The difficulties involved in changing deeply set patterns of interaction and decision-making in urban areas should not be underestimated. Because it is so difficult, successful experiences need to be identified, described and widely publicized as models for others. However, where this challenge is met, it is likely not only to increase opportunities and reduce threats to urban development in profoundly important ways, but to make the urban area a more effective socio-political entity, in general - a better city in how it works day to day and how it solves a myriad of problems as they emerge - far beyond climate change connections alone. It is in this sense that climate change responses can be catalysts for socially inclusive, economically productive and environmentally friendly urban development, helping to pioneer new patterns of stakeholder communication and participation.

    We are closing chapter one'' of the nuclear age. Whatever happens to the Soviet Union and to Europe, some of the major determinants of nuclear policy will not be what they have been for the last forty-five years. Part of the task for US nuclear weapons policy is to adapt its nuclear forces and the oganizations managing them to the present, highly uncertain, but not urgently competitive situation between the US and the Soviet Union. Containment is no longer the appropriate watchword. Stabilization in the face of uncertainty, a more complicated and politically less readily communicable goal, may come closer. A second and more difficult part of the task is to deal with what may be the greatest potential source of danger to come out of the end of the cold war: the breakup of some of the cooperative institutions that managed the nuclear threat and were created by the cold war. These cooperative institutions, principally the North Atlantic Treaty Organization (NATO), the Warsaw Pact, the US-Japan alliance, were not created specifically to manage the nuclear threat, but manage it they did. A third task for nuclear weapons policy is that of dealing with nuclear proliferation under modern conditions when the technologies needed to field effective nuclear weapons systems and their command and control apparatus are ever more widely available, and the leverage over some potential proliferators, which stemmed from superpower military support, is likely to be on the wane. This paper will make some suggestions regarding these tasks, bearing in mind that the unsettled nature of that part of the world most likely to become involved in nuclear weapons decisions today must make any suggestions tentative and the allowance for surprise more than usually important.
