  1. The President`s Floodplan Management Action Plan: Formulating a watershed and ecosystem approach to flood hazard mitigation and resource protection

    The Great Midwest Flood of 1993 focused the attention of the Nation on the human and environmental costs associated with decades of efforts to control flooding, unwise land-use decisions, and the loss and degradation of the natural resources and functions of floodplains. The disaster can also be attributed to the single purpose decision-making process and fragmented planning at all levels of government, inconsistent statutory madates, and conflicting jurisdictional responsibilities. The Executive Office of the President established a Floodplain Management Review Committee to determine the major causes and consequences of the flood and to evaluate the performance of existing floodplain management and related watershed programs. The report, Sharing the Challenge: Floodplain Management into the 21st Century, included 90 recommendations to improve floodplain management and water resources planning including the need for a more comprehensive, coordinated approach to floodplain and watershed management. Preparation of the 1994 document A Unified National Program for Floodplain Management commenced prior to the Midwest Flood of 1993 and was completed, coincidentally, concurrently with the Review Committee`s report Sharing the Challenge. Both reports urge the formulation of a more comprehensive, watershed approach to managing human activities and protecting natural systems to ensure the long term viability of riparian ecosystems and the sustainable development of riverine communities. Both reports recognize that effective floodplain management will reduce the financial burdens placed upon all levels of government to compensate property owners and governments for flood losses caused by unwise land use decisions by individuals, as well as governments. This paper focuses on the fundamental changes in Federal floodplain management policies and programs that are emerging that will affect how as a Nation manage and use our floodplain resources into the 21st Century.

In Weapons Physics, new strategic defensive research initiatives were developed in response to President Reagan's speech in May 1983.     Is all hadronic physics ultimately describable by QCD. Certainly, many disparate phenomena can be understood within the QCD framework. Also certainly, there are important questions which are open, both theoretically (little guidance, as yet) and experimentally, regarding confinement. Are there dibaryons, baryonium, glueballs. In addition, there are experimental results which at present do not have an explanation. This talk, after a short section on QCD successes and difficulties, will emphasize two experimental topics which have recent results - glueball spectroscopy and exclusive reactions at large momentum transfer. Both are experimentally accessible in the AGS/LAMPF II/AGS II/TRIUMF II/SIN II energy domain.

    The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservation Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). In addition, the majority of states have augmented the SECP with oil overcharge funding they have received over the past several years. Each state is required to provide a twenty-percent match for the Federal funds received, and its Base Plan must include the following program measures: (1) mandatory lighting efficiency standards for state public buildings; (2) programs to promote the availability and use of carpool, vanpool, and public transportation; (3) mandatory standards and policies relating to energy efficiency to govern the state procurement practices; (4) mandatory thermal efficiency standards and insulation requirements for new and renovated buildings; and (5) a traffic law or regulation, which permits the operator of a motor vehicle to turn right at a red stop light after stopping. 6 tabs.
