Mentoring Among Scientists: Implications of Interpersonal Relationships within a Formal Mentoring Program

Mentoring is an established strategy for learning that has its root in antiquity. Most, if not all, successful scientists and engineers had an effective mentor at some point in their career. In the context of scientists and engineers, mentoring has been undefined. Reports addressing critical concerns regarding the future of science and engineering in the U.S. mention the practice of mentoring a priori, leaving organizations without guidance in its application. Preliminary results from this study imply that formal mentoring can be effective when properly defined and operationalized. Recognizing the uniqueness of the individual in a symbiotic mentor-protégé relationship significantly influences a protégé’s learning experience which carries repercussions into their career intentions. The mentor-protégé relationship is a key factor in succession planning and preserving and disseminating critical information and tacit knowledge essential to the development of leadership in the science and technological industry.

DHS National Technical Nuclear Forensics Program FY 10 Summary Report: Graduate Mentoring Assistance Program (GMAP)

This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering. The active recruiting for this scholarship program for candidates at universities across the U.S. brings needed visibility to this field. Not only does this program offer critical practical training to these students, it brings attention to a very attractive field of work where young professionals are urgently required in order for the future. The effectiveness of retaining such talent remains to be seen and may be primarily controlled by the availability of DOE laboratory research funding in this field in the years to come.

Mentoring Human Performance - 12480

Although the positive effects of implementing a human performance approach to operations can be hard to quantify, many organizations and industry areas are finding tangible benefits to such a program. Recently, a unique mentoring program was established and implemented focusing on improving the performance of managers, supervisors, and work crews, using the principles of Human Performance Improvement (HPI). The goal of this mentoring was to affect behaviors and habits that reliably implement the principles of HPI to ensure continuous improvement in implementation of an Integrated Safety Management System (ISMS) within a Conduct of Operations framework. Mentors engaged with personnel in a one-on-one, or one-on-many dialogue, which focused on what behaviors were observed, what factors underlie the behaviors, and what changes in behavior could prevent errors or events, and improve performance. A senior management sponsor was essential to gain broad management support. A clear charter and management plan describing the goals, objectives, methodology, and expected outcomes was established. Mentors were carefully selected with senior management endorsement. Mentors were assigned to projects and work teams based on the following three criteria: 1) knowledge of the work scope; 2) experience in similar project areas; and 3) perceived level of trust they would have with project management, supervision, and work teams. This program was restructured significantly when the American Reinvestment and Recovery Act (ARRA) and the associated funding came to an end. The program was restructured based on an understanding of the observations, attributed successes and identified shortfalls, and the consolidation of those lessons. Mentoring the application of proven methods for improving human performance was shown effective at increasing success in day-to-day activities and increasing confidence and level of skill of supervisors. While mentoring program effectiveness is difficult to measure, and return on investment is difficult to quantify, especially in complex and large organizations where the ability to directly correlate causal factors can be challenging, the evidence presented by Sydney Dekker, James Reason, and others who study the field of human factors does assert managing and reducing error is possible. Employment of key behaviors-HPI techniques and skills-can be shown to have a significant impact on error rates. Our mentoring program demonstrated reduced error rates and corresponding improvements in safety and production. Improved behaviors are the result, of providing a culture with consistent, clear expectations from leadership, and processes and methods applied consistently to error prevention. Mentoring, as envisioned and executed in this program, was effective in helping shift organizational culture and effectively improving safety and production. (authors)

The ARM Climate Research Facility currently operates more than 300 instrument systems that provide ground-based observations of the atmospheric column. To keep ARM at the forefront of climate observations, the ARM infrastructure depends heavily on instrument scientists and engineers, also known as Instrument Mentors. Instrument Mentors must have an excellent understanding of in situ and remote-sensing instrumentation theory and operation and have comprehensive knowledge of critical scale-dependent atmospheric processes. Kelly Fitzgerald Kelly Fitzgerald assisted with laboratory testing for an ongoing R&D project known as Electrochemically Modulated Separation (EMS) for on-line rapid preseparations of actinides prior to mass spectrometry analysis. Ryne Burgess Ryne Burgess used SCALE 5.1 ORIGEN-ARP to predict isotope libraries for the Units 1, 2 and 3 reactors and Unit 4 spent fuel pool for comparing against measurements of environmental sampled collected at the site in order to identify the source terms of the accident. Comparison of the cesium 134/137 and cesium 136/137 ratios observed in environmental samples and ORIGEN-ARP predictions indicated that the Unit 4 Spent Fuel Pool did not significantly contribute to radionuclide release during the Fukushima Daiichi accident.

Mortality of veteran participants in the crossroads nuclear test

Operation CROSSROADS, conducted at Bikini Atoll in 1946, was the first post World War II test of nuclear weapons. Mortality experience of 40,000 military veteran participants in CROSSROADS was compared to that of a similar cohort of nonparticipating veterans. All-cause mortality of the participants was slightly increased over nonparticipants by 5% (p < .001). Smaller increases in participant mortality for all malignancies (1.4%, p = 0.26) or leukemia (2.0%, p = 0.9) were not statistically significant. These results do not support a hypothesis that radiation had increased participant cancer mortality over that of nonparticipants. 8 refs.

Training and Mentoring the Next Generation of Scientists and Engineers to Secure Continuity and Successes of the US DOE's Environmental Remediation Efforts - 13387

The DOE Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclear weapons development and government-sponsored nuclear energy research. Since 1995, Florida International University's Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and math (STEM) students and has exposed many STEM students to 'hands-on' DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a 'pipeline' of minority STEM students trained and mentored to enter DOE's environmental cleanup workforce. The program was designed to help address DOE's future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE's environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only five years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors. Over 85 DOE Fellows have participated in the Waste Management Symposia since 2008 with a total of 68 student posters and 7 oral presentations given at WM. The DOE Fellows participation at WM has resulted in three Best Student Poster Awards (WM09, WM10, and WM11) and one Best Professional Poster Award (WM09). DOE Fellows have also presented their research at ANS DD and R and ANS Robotics Topical meetings. Moreover, several of our DOE Fellows have already obtained employment with DOE-EM, other federal agencies, DOE contractors. This paper will discuss how DOE Fellows program is training and mentoring FIU STEM students in Department of Energy's Office of Environmental Management technical challenges and research. This training and mentoring has resulted in the development of well trained and polished young scientists and engineers that will become the future workforce in charge of carrying on DOE-EM's environmental cleanup mission. The paper will showcase FIU's DOE Fellows model and highlight some of the applied research the DOE Fellows have conducted at FIU's Applied Research Center and across the Complex by participating in summer internship assignments. This paper will also present and highlight other Fellowships and internships programs sponsored by National Nuclear Security Agency (NNSA), DOE-EM, NRC, Energy (NE), and other federal agencies targeting workforce development. As with other large healthcare organizations, medical adverse events at the Department of Veterans Affairs (VA) facilities can expose patients to unforeseen negative risks. VHA leadership recognizes that properly handled disclosure of adverse events can minimize potential harm to patients and negative consequences for the effective functioning of the organization. The work documented here seeks to help improve the disclosure process by situating it within the broader theoretical framework of issues management, and to identify opportunities for process improvement through modeling disclosure and reactions to disclosure. The computational model will allow a variety of disclosure actions to be tested across a range of incident scenarios. Our conceptual model will be refined in collaboration with domain experts, especially by continuing to draw on insights from VA Study of the Communication of Adverse Large-Scale Events (SCALE) project researchers.

Case Study- The Department of Veterans Affairs West Haven Campus, VA Connecticut Health Care System

The West Haven (Connecticut) Campus of the Veterans Affairs Connecticut Health Care System was the first Veteran's Hospital to award a shared energy savings (SES) contract (now known as energy savings performance contracts). The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

Study of verification, validation, and testing in the automated data processing system at the Department of Veterans Affairs

Argonne National Laboratory (ANL) studied the role of verification, validation, and testing (VV T) in the Department of Veterans Affairs (VA) automated data processing (ADP) system development life cycle (SDLC). In this study, ANL reviewed and compared standard VV T practices in the private and government sectors with those in the VA. The methodology included extensive interviews with, and surveys of, users, analysts, and staff in the Systems Development Division (SDD) and Systems Verification and Testing Division (SV TD) of the VA, as well as representatives of private and government organizations, and a review of ADP standards. The study revealed that VA's approach to VV T already incorporates some industry practices -- in particular, the use of an independent organization that relies on the acceptability of test results to validate a software system. Argonne recommends that the role of SV TD be limited to validation and acceptance testing (defined as formal testing conducted independently to determine whether a software system satisfies its acceptance criteria). It also recommends that the role of the SDD be expanded to include verification testing (defined as formal testing or revaluation conducted by the developer to determine whether a software development satisfies design criteria). Integrated systems testing should be performed by Operations in a production-like environment under stressful situations to assess how trouble-free and acceptable the software is to the end user. A separate, independent, quality assurance group should be responsible for ADP auditing and for helping to establish policies for managing software configurations and should report directly to the VA central office. Finally, and of no less importance, an in-house training program and procedures manual should be instituted for the entire SDLC for all involved staff; it should incorporate or reference ADP standards.

The NTNFC Postdoctoral Fellows program has offered a number of benefits to our laboratory, our staff, and the postdoctoral fellows. First and foremost, this fellowship program has offered critical training and mentoring opportunities to the next generation of nuclear forensic scientists. Due to the particular nature of the research, many skills necessary for the development of these young scientists and their transition into successful careers are only available in a National Laboratory setting. This fellowship program has provided support for these young scientists during this difficult transition period. Secondarily, this program offers some support to staff participation in mentoring and training activities. Although training of new scientists is often a normal part of a staff members’ day, this necessary task for the development of the next generation often goes unfunded and is almost never captured within the scope of “research and development” activities. This requires staff to mentor new scientists on a volunteer basis, which can lead to inefficient training and support and loss of capability. This program has provided support for these normally unfunded training activities, allowing improvements in the consistent transfer of skills and career development for this young talent.

We, the Postdoc Professional Development Program (PD2P) leadership team, wrote these postdoc guidelines to be a starting point for communication between new postdocs, their staff mentors, and their managers. These guidelines detail expectations and responsibilities of the three parties, as well as list relevant contacts. The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years. However, center practices may vary; check with your manager. At term, a postdoc may apply for a staff position at Sandia or choose to move to university, industry or another lab. Summary of Students and Projects Sarah Bender The possible improvement of the Multi-Isotope Process (MIP) Monitor by the addition of Compton suppression is investigated for this study. The Compton continuum from the dominant 661.7 keV Cs-137 fission product peak obscures lower energy lines which could be used for spectral and multivariate analysis. A novel Compton suppression system which uses fast, room-temperature materials will be developed using simulation. As opposed to the standard high purity germanium (HPGe) detector suppressed using a thallium-doped sodium iodide (NaI(Tl)) guard detector array, cerium-doped lanthanum bromide (LaBr3) will be used as the primary spectroscopic detector. For Sarah’s Master’s degree, she constructed and validated the unsuppressed detector response of the Pennsylvania State University (PSU)-Compton suppression system. For Sarah’s PhD, she is completing that simulation by including the suppressed operation which will be validated with spent fuel samples. She is also going to use the validation of suppressed operation to predict the detector response of a LaBr3 based Compton suppression system. Richard Clark Richard Clark completed his study this FY of a new technique known as Intrinsic Dosimetry. Intrinsic Dosimetry is the method of measuring total absorbed dose received by the walls of a container holding radioactive material. By considering the total absorbed dose received by a container in tandem with the physical characteristics of the radioactive material housed within that container, this method has the potential to provide enhanced pathway information regarding the history of the container and its radioactive contents. The latest in a series of experiments designed to validate and demonstrate this newly developed tool are reported. Kenneth Dayman The MIP Monitor is an online, non-destructive approach to process monitoring in a nuclear fuel reprocessing facility using gamma spectra taken of process streams and multivariate data analysis to detect anomalies in operation. Last year, Mr. Dayman investigated methods to classify spent nuclear fuel according to both reactor type and burn up based on the constituent nuclide activities, which may be used to more accurately calibrate other models in an analysis scheme in order to improve the accuracy and precision of predictions. He is currently writing up his results for publication and has transitioned to another project with Dr. Derrick Haas at PNNL.

Ten students from throughout the midwestern and eastern areas of the country were accepted into the program. These students selected projects in the areas of marine sciences, biostatistics and epidemiology, and toxicology. The research experience for all these students and their mentors was very positive. The seminars were well attended and the students showed their interest in the presentations and environmental sciences as a whole by presenting the speakers with thoughtful and intuitive questions. MENTOR-BASED EFFORT TO ADVANCE IMPLEMENTATION OF PREFERRED MANAGEMENT PRACTICES (PMPS) FOR OIL PRODUCERS IN SOUTH MIDCONTINENT (OKLAHOMA/ARKANSAS) AND WEST COAST (CALIFORNIA) REGIONS

The Petroleum Technology Transfer Council (PTTC) and cooperating Regional Lead Organizations (RLOs) in its South Midcontinent (Oklahoma Geological Survey, Norman, Oklahoma) and West Coast (University of Southern California, Los Angeles, California) regions conducted a ''Mentor-Based Effort to Advance Implementation of Preferred Management Practices (PMPs) For Oil Producers'' (DE-FC26-01BC15272) under an award in Phase I of Department of Energy's (DOE's) PUMP (Preferred Upstream Management Practices) program. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. PTTC identified the primary constraints inhibiting oil production through surveys and PUMPer direct contacts in both regions. The leading common constraint was excess produced water and associated factors. Approaches for addressing this common constraint were tailored for each region. For Oklahoma and Arkansas, the South Midcontinent Region developed a concise manual titled ''Produced Water And Associated Issues'' that led to multiple workshops across the region, plus workshops in several other regions. In California, the West Coast Region leveraged PUMP funding to receive an award from the California Energy Commission for $300,000 to systematically evaluate water control solutions for the California geological environment. Products include still-developing remedial action templates to help producers identify underlying causes of excess water production and screen appropriate solutions. Limited field demonstrations are being implemented to build producer confidence in water control technologies. Minor leverage was also gained by providing technology transfer support to a Global Energy Partners project that demonstrated affordable approaches for reducing power consumption. PTTC leveraged PUMP project results nationally through expanding workshops to other regions, providing coverage in its newsletter, through columns and case studies in trade journals, and through coordinating presentations at association and professional society meetings. Combined, there were more than 800 participants. Applying ''application percentages'' from PTTC's total technology transfer program, more than 250 participants are likely to be applying technologies (39% of industry participants). Polymer gel water-shutoff (WSO) treatments and wellbore management were a focus in the Midcontinent area. A major provider of polymer gel WSO treatments has experienced a significant increase in treatment activity in Oklahoma, some of which can be logically attributed to this project. A provider of polylined tubing, a product related to wellbore management, has noted a 280% increase in their independent customer base and opening of a new market due to their involvement in PUMP-spinoff technology transfer. Detailed case studies on polymer gel WSO treatments and wellbore management, along with more global analyses, demonstrate the economic value of these technologies to producers. Among the many information sources that producers consider when applying technology, PTTC knows it is an important source in these technology areas.

The Reduced Enrichment Research and Test Reactor (RERTR) Program was established in 1978 at the Argonne National Laboratory by the U.S. Department of Energy (DOE), which continues to fund the program and to manage it in coordination with the U.S. Department of State, the Arms Control and Disarmament Agency, and the U.S. Nuclear Regulatory Commission (NRC). The primary objective of the program is to develop the technology needed to use low-enrichment uranium (LEU) instead of high-enrichment uranium (HEU) in research and test reactors, without significant penalties in experiment performance, economics, or safety. Eliminating the continuing need of HEU supplies for research and test reactors has long been an integral part of U.S. nonproliferation policy. This paper reviews the main accomplishments of the program through the years.

The testimony summarizes potential adverse health effects related to service in the Persian Gulf as presented by the Department of Health and Human Services. An estimated 9,000 workers from 43 different countries battled the burning oil wells in Kuwait from February 1991 through early November 1991 when the last was capped. Exposures and health effects in US military personnel, Kuwaiti citizens, and fire fighters were described. The hazards to the soldiers were largely dependent on the concentration of the pollutants in the air near the camps. Fortunately, the plume from the fires rose up to 10,000 and 12,000 feet, mixed with the air and then dispersed for several thousand miles downwind over a period of several weeks. The particles and gases contained in the plume were diluted as the plume travelled. Even so, some minor respiratory problems were present among the soldiers. Some of the hydrocarbons measured at low concentrations have been shown to produce cancer in laboratory animals only when present at higher levels of exposure. Based on the exposure information gathered, the author concludes that there will not likely be a detectable increase in lung cancer in Gulf War Veterans as a result of the oil well fires.

Proceedings of the 5. DOE review of laboratory programs for women  

SciTech Connect (OSTI)

The Fifth DOE Review of Laboratory Programs for Women was held at Brookhaven National Laboratory, May 6--8, 1996, and was co-sponsored by Princeton Plasma Physics Laboratory. The 1996 Review was organized as a Professional Workshop, that is, there were Invited Talks, plus Oral and Poster Presentations from the participants. These sessions were organized around the Focus Topics selected for the Review. The Focus Topics were: school-lab programs, college programs, positive image of women, cultural audits, employee development, employee mentoring, networking, dependent care, and alternate work schedules. On Monday evening, Toni Joseph gave an informal talk to the participants. She stressed the importance of submitting the Action Items for the respective facilities, and assured them that they would be looked at by the Office of Energy Research. On Tuesday morning, the DOE Points-of-Contact (POC) presented an overview of the past Reviews to give some background on the present DOE Review, and discussed plans for the future. The Review concluded with Focus Sessions, one for each Focus Topic. Each of these sessions was charged with producing a report on the session topic. The Focus Group Reports are included in the Proceedings, along with abstracts to the invited talks, oral presentations and poster presentations.

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and C that allow the reuse of existing code in multilingual parallel programs. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 2, is a users manual and an installation and validation manual for the computer program SMECC (Substation Maximum Earth Current Computation Program). This program analyzes the electric current distribution among grounded structures inside and outside a substation for different fault conditions. The fault conditions are automatically selected by the program, or they may be specified by the user, or both. The fault condition resulting in maximum substation earth current is identified and reported. Data requirements for this program are: ground impedance, transformer data, transmission line data, transmission line grounding impedances, etc. The program provides four types of standard outputs: (1) a report of voltages and current flow in the unfaulted system, (2) a brief report of the maximum ground potential rise (worst fault condition), (3) a summary report of all fault conditions which have been analyzed by the program, and (4) a detailed report of voltages and current flow for a selected set of fault conditions.

Standard outputs of the program are (1) total ground resistance, (2) step voltage, (3) touch voltage, (4) voltages on a grid of points, (5) voltage profile along straight lines, (6) transfer voltages, (7) ground potential rise, (8) body currents, (9) step voltage profile along straight lines, and (10) touch voltage profile along straight lines. This program can be utilized in an interactive or batch mode. In the interactive mode, the user defines the grounding system geometry, soil parameters, and output requests interactively, with the use of a user friendly conversational program. The users manual describes data requirements and data preparation procedures. An appendix provides forms which facilitate data collection procedures. The installation and validation manual describes the computer files which make up the program SGSYS and provides a test case for validation purposes.

The concept of measurement quality assurance (MQA) as embodied in National Institute of Standards and Technology (NIST) programs is not generally used within European programs for testing or accreditation. Although the essential elements of quality control and quality assurance are in the European programs, the concept of testing the capability of the laboratory itself, in terms of its performance for the designated measurements, may not be included. Rather, the European programs use the concept of periodic calibration of laboratory reference standards against the next highest level of standards. Thus, they embody the concept of measurement traceability to appropriate primary standards. Within Europe a series of calibration accreditation programs has been established in the various countries tied together through a multilateral agreement. The radiation measurement programs are based on the International Organization for Standardization (ISO) 9000 series of standards. The purpose of this paper is to outline the overall operation of European Accreditation Programs in the radiation calibration and measurement areas. The operation of the radiation measurement programs of the National Measurement Accreditation Service (NAMAS) in the United Kingdom is described in detail along with other European programs. The manner in which these programs relate to individual dosimetry service programs is also described.

Electric Utility Transmission and Distribution Line Engineering Program

Economic development in the United States depends on a reliable and affordable power supply. The nation will need well educated engineers to design a modern, safe, secure, and reliable power grid for our future needs. An anticipated shortage of qualified engineers has caused considerable concern in many professional circles, and various steps are being taken nationwide to alleviate the potential shortage and ensure the North American power system's reliability, and our world-wide economic competitiveness. To help provide a well-educated and trained workforce which can sustain and modernize the nation's power grid, Gonzaga University's School of Engineering and Applied Science has established a five-course (15-credit hour) Certificate Program in Transmission and Distribution (T&D) Engineering. The program has been specifically designed to provide working utility engineering professionals with on-line access to advanced engineering courses which cover modern design practice with an industry-focused theoretical foundation. A total of twelve courses have been developed to-date and students may select any five in their area of interest for the T&D Certificate. As each course is developed and taught by a team of experienced engineers (from public and private utilities, consultants, and industry suppliers), students are provided a unique opportunity to interact directly with different industry experts over the eight weeks of each course. Course material incorporates advanced aspects of civil, electrical, and mechanical engineering disciplines that apply to power system design and are appropriate for graduate engineers. As such, target students for the certificate program include: (1) recent graduates with a Bachelor of Science Degree in an engineering field (civil, mechanical, electrical, etc.); (2) senior engineers moving from other fields to the utility industry (i.e. paper industry to utility engineering or project management positions); and (3) regular working professionals wishing to update their skills or increase their knowledge of utility engineering design practices and procedures. By providing graduate educational opportunities for the above groups, the T&D Program will help serve a strong industry need for training the next generation of engineers in the cost-effective design, construction, operation, and maintenance of modern electrical transmission and distribution systems. In addition to developing the on-line engineering courses described above, the T&D Program also focused significant efforts towards enhancing the training opportunities available to power system operators in the northwest. These efforts have included working with outside vendors to provide NERC-approved training courses in Gonzaga University's (GU) system operator training facility, support for an accurate system model which can be used in regional blackstart exercises, and the identification of a retired system operator who could provide actual regional training courses. The GU system operator training facility is also being used to recruit young workers, veterans, and various under-represented groups to the utility industry. Over the past three years students from Columbia Gorge Community College, Spokane Falls Community College, Walla Walla Community College, Central Washington University, Eastern Washington University, Gonzaga University, and various local high schools have attended short (one-day) system operator training courses free of charge. These collaboration efforts has been extremely well received by both students and industry, and meet T&D Program objectives of strengthening the power industry workforce while bridging the knowledge base across power worker categories, and recruiting new workers to replace a predominantly retirement age workforce. In the past three years the T&D Program has provided over 170 utility engineers with access to advanced engineering courses, been involved in training more than 300 power system operators, and provided well over 500 college and high school students with an experienc

PCN is a system for developing and executing parallel programs. It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/pcn at info.mcs. ani.gov (cf. Appendix A). Gutierrez and Larcom (2000) suggest that ''According to the National Science Foundation/Division of Science Resources Studies in 1997, the percentage distribution of scientists and engineers in the labor force by race/ethnicity changed little between 1993 and 1997''. According to this report, Black, non-Hispanic went from 3.6 in 1993 to 3.4 in 1997. Hispanic went from 3.0 in 1993 to 3.1 in 1997; and American Indian/Alaskan Native stayed the same at 0.3 during the same period. The only exceptions were a slight increase in the percentage of Asian from 9.2 in 1993 to 10.4 in 1997, while a slight decrease in percentage White from 83.9 in 1993 to 82.8 in 1997. Overall, no major changes in minorities were present in the science and engineering fields during that period. These data shows that major efforts are needed in order to improve and achieve better results for diversity in the workplace (Gutierrez & Larcom, 2000). This does not mean that major steps have not been taken over this period. For example, the Minority Summer Research Program in Plant Sciences (also funded in part by NSF under the title, ''Undergraduate Researchers in Plant Sciences Program'') was established in an effort to enhance the diversity of the plant science community. The Minority Summer Research Program in Plant Sciences was designed to encourage members of underrepresented groups to seek career opportunities in the plant sciences. To achieve this end, the program contained several components with the primary focus on mentored research for undergraduate students. The research experience was provided during the summer months on the campus of Michigan State University in East Lansing, Michigan. At the end of the summer experience, each participant presented an oral report on their research, and submitted a written paper on the same topic. This was deliberately designed to mimic the plant science professions in which research leads to presentations in the form of reports, papers, etc. In addition to the program's research component, the participants met twice each week with the co-coordinators, William Gordon and Ken Poff, for an ''enrichment''. One ''enrichment'' each week was dedicated to a seminar or field experience designed to broaden the participants views of the plant sciences. The second ''enrichment'' was designed to teach strategies for successfully crossing cultural barriers, and to develop the skills necessary for success in admissions to and successful completion of graduate school. During the eleven-year duration of the program, participants have included students from underrepresented populations at Historically Black Colleges and Universities (HBCU), an Hispanic Serving Institution (MSI), and a Native American transfer student from a Tribal College (Table I).

The Division of Natural Sciences and Mathematics at Claflin College consists of the Departments of Biology, Chemistry, Computer Science, Physics, Engineering and Mathematics. It offers a variety of major and minor academic programs designed to meet the mission and objectives of the college. The division`s pursuit to achieve excellence in science education is adversely impacted by the poor academic preparation of entering students and the lack of equipment, facilities and research participation, required to impart adequate academic training and laboratory skills to the students. Funds were received from the US Department of Energy to improve the divisional facilities and laboratory equipment and establish mechanism at pre-college and college levels to increase (1) the pool of high school students who will enroll in Science and Mathematics courses (2) the pool of well qualified college freshmen who will seek careers in Science, Engineering and Mathematics (3) the graduation rate in Science,engineering and Mathematics at the undergraduate level and (4) the pool of well-qualified students who can successfully compete to enter the graduate schools of their choice in the fields of science, engineering, and mathematics. (BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. The five volume report comprises the user manual, installation, and validation manual and an applications guide for the SGA (Substation Grounding Analysis) software package. SGA consists of four computer programs: (1) SOMIP, (2) SMECC, (3) SGSYS, and (4) TGRND. The first three programs provide a comprehensive analysis tool for the design of substation grounding systems to meet safety standards. The fourth program, TGRND, provides a state of the art analysis tool for computing transient ground potential rise and ground system impedance. This part of the report, Volume 1, is a users manual and an installation and validation manual for the computer program SOMIP (SOil Measurement Interpretation Program). This program computes the best estimate of the parameters of a two layer soil model from usual soil resistivity measurements. Four pin or three pin soil measurements can be accommodated. In addition, it provides error bounds on the soil parameters for a given confidence level. The users manual describes data requirements and data preparation procedures. The installation and validation manual describes the computer files which make up the program SOMIP and provides two test cases for validation purposes. 4 refs.

The Reduced Enrichment Research and Test Reactor (RERTR) Program was established in 1978 at the Argonne National Laboratory (ANL) by the Department of Energy (DOE), which continues to fund the program and to manage it in coordination with the Department of State (DOS), the Arms Control and Disarmament Agency (ACDA), and the Nuclear Regulatory Commission (NRC). The primary objective of the program is to develop the technology needed to use Low-Enrichment Uranium (LEU) instead of High-Enrichment Uranium (HEU) in research and test reactors, without significant penalties in experiment performance, economics, or safety. Eliminating the continuing need of HEU supplies for research and test reactors has long been an integral part of US nonproliferation policy. Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs. The focus will be to develop an understanding of the need for a systematic HRP and to discuss challenges and best practices associated with mitigating the insider threat.

It has solved our problem of having arbitrary word length events and is easy enough to use that many separate experimenters are now analyzing with LULU. This document summarizes the work performed by Pacific Northwest laboratory from October 1 through December 31, 1979, for the Division of Reactor Safety Research within the Nuclear Regulatory Commission. Evaluation of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibilty of determining structural graphite strength, evaluating the feasibilty of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the remaining integrity of pressurized water reactor steam generator tubes where service-induced degradation has been indicated. Test assemblies and analytical support are being provided for experimental programs at other facilities. These programs include the loss-of-coolant accident simulation tests at the NRU reactor, Chalk River, Canada; the fuel rod deformation and post-accident coolability tests for the ESSOR Test Reactor Program, lspra, Italy; the blowdown and reflood tests in the test facility at Cadarache, France; the instrumented fuel assembly irradiation program at Halden, Norway; and the experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory. These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

The objective of the semiannual progress report is to summarize the technical results obtained during the latest reporting period. The information presented herein will include evaluated test data, design evaluations, the results of analyses and the significance of results. The program objective is to demonstrate the technology readiness of a TFE (thermionic fuel element) suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TFE Verification Program builds directly on the technology and data base developed in the 1960s and early 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive features of thermionic power conversion technology were recognized but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern.

These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.
