    The West Haven (Connecticut) Campus of the Veterans Affairs Connecticut Health Care System was the first Veteran's Hospital to award a shared energy savings (SES) contract (now known as energy savings performance contracts). The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

    The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

    The Economic Regulatory Administration (ERA) of the Department of Energy (DOE) is considering an application by Bradfield Electric, Inc. (Bradfield), and the Alaska Power Authority (APA) for a Presidential permit to construct, operate, maintain and connect a 69-kilovolt (kV) transmission line which would extend from the APA's Tyee Lake Hydroelectric Power Project located near Wrangell, Alaska, to a point on the US-Canadian international border just east of the South Fork Craig River. The DOE has reviewed an environmental assessment (EA) prepared by the US Forest Service (USFS) in connection with its issuance of a special use permit to construct the proposed line through the Tongass National Forest. Based on this EA, the USFS issued a decision notice and a finding of no significant impact (FONSI) for the proposed project on May 9, 1988. The DOE is adopting this EA as DOE/EA-0375 in partial satisfaction of its responsibilities under the National Environmental Policy Act of 1969 (NEPA) regarding the issuance of a Presidential permit.

    As with other large healthcare organizations, medical adverse events at the Department of Veterans Affairs (VA) facilities can expose patients to unforeseen negative risks. VHA leadership recognizes that properly handled disclosure of adverse events can minimize potential harm to patients and negative consequences for the effective functioning of the organization. The work documented here seeks to help improve the disclosure process by situating it within the broader theoretical framework of issues management, and to identify opportunities for process improvement through modeling disclosure and reactions to disclosure. The computational model will allow a variety of disclosure actions to be tested across a range of incident scenarios. Our conceptual model will be refined in collaboration with domain experts, especially by continuing to draw on insights from VA Study of the Communication of Adverse Large-Scale Events (SCALE) project researchers.

    The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

    Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed in the British Museum known as 'Early Man Goes to Market' received different treatment when placed inside the walls. It was adopted into the permanent collection! I like his story because it's so counter-intuitive. Who would have thought that modern museum security might involve preventing people not just from stealing art, but from sneaking 'unauthorized' art into museums? What is next, tampering with the archive records in order to make it look like the piece in question has always been there? To learn more about museum security, I interviewed multiple experts in the field. It turns out that the glamorous lifestyle of Thomas Crown is not particularly relevant. In fact, usually nobody can point to a Mr. Big of the underworld coordinating thefts, though some organized crime families have been known to use stolen art as black market chips to trade. The common consensus among experts in the field of art theft is that, instead of most high-value pieces being stolen by outsiders with a blue print in hand and rappelling from a ceiling skylight, in reality, 80 percent of art thefts involve insiders or accomplices that execute the crime over a period of time while working or volunteering in the museum. Indeed, according to FBI statistics, between 70 and 80 percent of all solved art theft cases involve insider participation of some kind, yet according to Tom Cremers of the Musuem Security Network, 'Having been involved in risk assessments in over hundreds of museums over the past ten years, it is quite astonishing how rarely the risk of insider participation is discussed.' In regards to the insider threat, a museum is not much different from any corporation or other organization. There are directors, employees, interns, and cleaning staff (very often outsourced), security guards (again outsourced, typically with very high turnover rates). Unlike corporations, most museums also have volunteer staff, docents, and authorized visiting scholars. All these people can potentially take advantage of their position, or to be exploited by a clever attacker on the outside or insid

    In-depth interviews with seven atomic veterans and their families indicated powerful psychological effects on all family members from exposure to low-level ionizing radiation. Four themes emerged: the invalidation of their experiences by government and other authority figures; family concerns about genetic effects on future generations; family members' desire to protect each other from fears of physical consequences; and desire to leave a record of their experiences to help prevent future suffering.

    A pilot study was completed demonstrating the feasibility of conducting an epidemiologic study assessing cancer and other disease mortality among nearly one million US veterans and workers exposed to ionizing radiation, a population 10 times larger than atomic bomb survivor study with high statistical power to evaluate low dose rate effects. Among the groups enumerated and/or studied were: (1) 194,000 Department of Energy Uranium Workers; (2) 6,700 Rocketdyne Radiation Workers; (3) 7,000 Mound Radiation Workers; (4) 156,000 DOE Plutonium Workers; (5) 212,000 Nuclear Power Plant Workers; (6) 130,000 Industrial Radiography Workers; (7) 1.7 million Medical Workers and (8) 135,000 Atomic Veterans.

    This is an outstanding report from a distinguished academy committee, which in 71 pages of text provides the scientific basis for the carefully crafted 8-page executive summary. The principles and issues of the required epidemiological study are presented calmly and concisely, as are the ensuing short chapters on radiation biology, genetics and risk estimation, and all other adverse reproductive outcomes. The committee was mandated by Congress to determine the feasibility, cost and duration of a study on adverse reproductive outcomes in families of atomic veteran. The committee found that a scientifically adequate and epidemiologically valid study could not be mounted and the cost would be tens of millions of dollars lasting a decade. The Committee presents a number of well-discussed approaches in support of their position.

    The Joint Center for Information Security Technology (JCIST) at Oak Ridge, Tennessee, under an interagency agreement between the Department of State (DOS) and the Department of Energy (DOE), has been tasked with the security certification testing of the Foreign Affairs Information system (FAIS) Early Operational Capability (EOC) software. The basis for this certification is the FAIS (EOC) Security Requirements Allocation (SRA) document. This document defines the security requirements for the FAIS EOC software. Security certification of the FAIS system is the responsibility of the Office of Information Systems Security, Bureau of Diplomatic Security (DS/ST/ISS). The overall FAIS EOC certification will be completed in two general steps. First, a test of a stand-alone FAIS EOC system against the SRA requirements which is currently in progress. Second is a test of all FAIS network system interfaces against the SRA requirements as expanded to adequately address the network security issues. This accumulation of requirements is referred to as the FAIS EOC Network Security Criteria. 5 refs.

    DOE has determined that providing federal funding to conduct development activities including final engineering and design for a proposed 30 megawatt solar electricity generation facility, would not constitute a major federal action significantly affecting the environment, and therefore, DOE has adopted the EA, titled “Final Environmental Assessment for the To’Hajiilee Solar Project” (DOI SWCA project No. 16715) that was completed by the Department of the Interior Bureau of Indian Affairs (BIA) which analyzed the environmental impacts related to the construction, operation and maintenance of a 30-megawatt solar power plant. A Finding of No Significant Impact (FONSI) was issued on May 31, 2011 by the BIA for the solar project. The solar project would be located on tribal lands 2.5 miles northwest of the intersection of Interstate 40 and Rio Puerco Road – about 20 miles west of Albuquerque, New Mexico.

These facilities account for the majority of both fuels consumed in Wisconsin state buildings and total state-owned gross square footage.     Infectious diseases can spread rapidly through healthcare facilities, resulting in widespread illness among vulnerable patients. Computational models of disease spread are useful for evaluating mitigation strategies under different scenarios. This report describes two infectious disease models built for the US Department of Veteran Affairs (VA) motivated by a Varicella outbreak in a VA facility. The first model simulates disease spread within a notional contact network representing staff and patients. Several interventions, along with initial infection counts and intervention delay, were evaluated for effectiveness at preventing disease spread. The second model adds staff categories, location, scheduling, and variable contact rates to improve resolution. This model achieved more accurate infection counts and enabled a more rigorous evaluation of comparative effectiveness of interventions.

    The project objective is to design, construct, install, provide operator training and start-up a circulating fluidized bed combustion system at the Lebanon Pennsylvania Veteran`s Affairs Medical Center. This unit will co-fire coal and hospital waste providing inexpensive and efficient destruction of both general and infectious hospital waste and steam generation. The steam generated is as follows: (1) Steam = 20,000 lb/hr, (2) Temperature = 353 F (saturated), (3) Pressure = 125 psig, and (4) Steam quality ={approximately}98.5%. On February 3, 1995 DONLEE notified Lebanon VA and DOE-METC that additional funding would be required to complete the project. This funding, in the amount of $1,140,127, is needed to complete the facility, start-up and shakedown the facility, perform the test program and write the final report. On March 7, 1995 the vendors were notified that the Lebanon VA Steam Plant Project was shut down and that all work outside DONLEE was stopped pending obtaining additional funding.

    The project objective is to design, construct, install provide operator training and start-up a circulating fluidized bed combustion system at the Lebanon Pennsylvania Veteran`s Affairs Medical Center. This unit will co-fire coal and hospital waste providing lower cost steam for heating and possibly cooling (absorption chiller) and operation of a steam turbine-generator for limited power generation. This would permit full capacity operation of the FBC year round in spite of the VA laundry that was shut down as well as efficient destruction of both general and infectious hospital waste and steam generation. The State permitting process required for construction will be completed in early November to allow installation and construction to be completed. Operating permits will be obtained after construction has been completed. A request for proposal for stack sampling and biospore tests was released to four (4) vendors in mid-October. The proposals shall be reviewed during November and the stack sampler will be selected. Funding was approved as of August 1, 1995. Construction and installation resumed on August 21, 1995 at the LVAMC. Construction and installation continues and will be completed by late December 1995.

    This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. This document should help answer questions concerning NEPA coverage, history, processes, and the status of many of the buildings and units on and related to the Hanford Site. This document summarizes relevant EAs and EISs by briefly outlining the proposed action of each document and the decision made by the U.S. Department of Energy (DOE) or its predecessor agencies, the U.S. Atomic Energy Commission (AEC) and the U.S. Energy Research and Development Administration (ERDA). The summary includes the proposed action alternatives and current status of the proposed action. If a decision officially was stated by the DOE, as in a finding of no significant impact (FONSI) or a record of decision (ROD), and the decision was located, a summary is provided. Not all federal decisions, such as FONSIs and RODs, can be found in the Federal Register (FR). For example, although significant large-action FONSIs can be found in the FR, some low-interest FONSIs might have been published elsewhere (i.e., local newspapers).

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)
