    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    Aerosols alter cloud density and the radiative balance of the atmosphere. This leads to changes in cloud microphysics and atmospheric stability, which can either suppress or foster the development of clouds and precipitation. The net effect is largely unknown, but depends on meteorological conditions and aerosol properties. Here, we examine the long-term impact of aerosols on the vertical development of clouds and rainfall frequencies, using a 10-year dataset of aerosol, cloud and meteorological variables collected in the Southern Great Plains in the United States. We show that cloud-top height and thickness increase with aerosol concentration measured near the ground in mixed-phase clouds-which contain both liquid water and ice-that have a warm, low base. We attribute the effect, which is most significant in summer, to an aerosol-induced invigoration of upward winds. In contrast, we find no change in cloud-top height and precipitation with aerosol concentration in clouds with no ice or cool bases. We further show that precipitation frequency and rain rate are altered by aerosols. Rain increases with aerosol concentration in deep clouds that have a high liquid-water content, but declines in clouds that have a low liquid-water content. Simulations using a cloud-resolving model confirm these observations. Our findings provide unprecedented insights of the long-term net impacts of aerosols on clouds and precipitation.

    A vertical ultraviolet (UV) light-emitting diode (LED) that does not require substrate removal is developed. Spontaneous via holes are formed in n-AlN layer epitaxially grown on a high conductive n+Si substrate and the injected current flows directly from the p-electrode to high doped n{sup +} Si substrate through p-AlGaN, multi-quantum wells, n-AlGaN and spontaneous via holes in n-AlN. The spontaneous via holes were formed by controlling feeding-sequence of metal-organic gas sources and NH{sub 3} and growth temperature in MOCVD. The via holes make insulating n-AlN to be conductive. We measured the current-voltage, current-light intensity and emission characteristics of this device. It exhibited a built-in voltage of 3.8 V and emission was stated at 350 nm from quantum wells with successive emission centered at 400?nm. This UV LED can be produced, including formation of n and p electrodes, without any resist process.

    Many next-generation physics experiments will be characterized by the collection of large quantities of data, taken in rapid succession, from which scientists will have to unravel the underlying physical processes. In most cases, large backgrounds will overwhelm the physics signal. Since the quantity of data that can be stored for later analysis is limited, real-time event selection is imperative to retain the interesting events while rejecting the background. Scaling of current technologies is unlikely to satisfy the scientific needs of future projects, so investments in transformational new technologies need to be made. For example, future particle physics experiments looking for rare processes will have to address the demanding challenges of fast pattern recognition in triggering as detector hit density becomes significantly higher due to the high luminosity required to produce the rare processes. In this proposal, we intend to develop hardware-based technology that significantly advances the state-of-the-art for fast pattern recognition within and outside HEP using the 3D vertical integration technology that has emerged recently in industry. The ultimate physics reach of the LHC experiments will crucially depend on the tracking trigger's ability to help discriminate between interesting rare events and the background. Hardware-based pattern recognition for fast triggering on particle tracks has been successfully used in high-energy physics experiments for some time. The CDF Silicon Vertex Trigger (SVT) at the Fermilab Tevatron is an excellent example. The method used there, developed in the 1990's, is based on algorithms that use a massively parallel associative memory architecture to identify patterns efficiently at high speed. However, due to much higher occupancy and event rates at the LHC, and the fact that the LHC detectors have a much larger number of channels in their tracking detectors, there is an enormous challenge in implementing pattern recognition for a track trigger, requiring about three orders of magnitude more associative memory patterns than what was used in the original CDF SVT. Significant improvement in the architecture of associative memory structures is needed to run fast pattern recognition algorithms of this scale. We are proposing the development of 3D integrated circuit technology as a way to implement new associative memory structures for fast pattern recognition applications. Adding a 'third' dimension to the signal processing chain, as compared to the two-dimensional nature of printed circuit boards, Field Programmable Gate Arrays (FPGAs), etc., opens up the possibility for new architectures that could dramatically enhance pattern recognition capability. We are currently performing preliminary design work to demonstrate the feasibility of this approach. In this proposal, we seek to develop the design and perform the ASIC engineering necessary to realize a prototype device. While our focus here is on the Energy Frontier (e.g. the LHC), the approach may have applications in experiments in the Intensity Frontier and the Cosmic Frontier as well as other scientific and medical projects. In fact, the technique that we are proposing is very generic and could have wide applications far beyond track trigger, both within and outside HEP.

    The main objective of this project was to develop, validate and apply remote sensing methods to retrieve vertical profiles of precipitation over the DOE ARM CART sites using currently available remote sensors. While the ARM Program invested very heavily into developments of remote sensing methods and instruments for water vapor and non-precipitating cloud parameter retrievals, precipitation retrievals and studies lagged behind. Precipitation, however, is a crucial part of the water cycle, and without detailed information on rainfall and snowfall, significant improvements in the atmospheric models of different scales (i.e., one of the ARM Program's main goals) is difficult to achieve. Characterization of the vertical atmospheric column above the CART sites is also incomplete without detailed precipitation information, so developments of remote sensing methods for retrievals of parameters in precipitating cloud condition was essential. Providing modelers with retrieval results was also one of the key objectives of this research project.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    A vertical axis wind turbine is described. The wind turbine can include a top ring, a middle ring and a lower ring, wherein a plurality of vertical airfoils are disposed between the rings. For example, three vertical airfoils can be attached between the upper ring and the middle ring. In addition, three more vertical airfoils can be attached between the lower ring and the middle ring. When wind contacts the vertically arranged airfoils the rings begin to spin. By connecting the rings to a center pole which spins an alternator, electricity can be generated from wind.

    This paper describes research efforts of The Global Livestock Producers Program (GLPP) in establishing self-sustaining enterprises for cost-effective technologies (i.e., animal nutrition and genetic improvement) and global methane emissions reductions in developing world nations. The US Environmental Protection Agency has funded several studies to examine the possibilities of reducing ruminant methane emissions in India, Tanzania, Bangladesh, and Brazil. The results of the studies showed that: (1) many developing countries` production systems are inefficient, and (2) great potential exists for decreasing global methane emissions through increasing animal productivity. From this effort, the GLPP established livestock development projects in India, Zimbabwe, and Tanzania, and is developing projects for Bangladesh, Nepal, and Brazil. The GLPP has developed a proven methodology for assessing ruminant methane and incorporating methane emissions monitoring into viable projects.

    We demonstrate that vertical silicon nanowires take on a surprising variety of colors covering the entire visible spectrum, in marked contrast to the gray color of bulk silicon. This effect is readily observable by bright-field microscopy, or even to the naked eye. The reflection spectra of the nanowires each show a dip whose position depends on the nanowire radii. We compare the experimental data to the results of finite difference time domain simulations to elucidate the physical mechanisms behind the phenomena we observe. The nanowires are fabricated as arrays, but the vivid colors arise not from scattering or diffractive effects of the array, but from the guided mode properties of the individual nanowires. Each nanowire can thus define its own color, allowing for complex spatial patterning. We anticipate that the color filter effect we demonstrate could be employed in nanoscale image sensor devices.

    A vertical axis wind turbine airfoil is described. The wind turbine airfoil can include a leading edge, a trailing edge, an upper curved surface, a lower curved surface, and a centerline running between the upper surface and the lower surface and from the leading edge to the trailing edge. The airfoil can be configured so that the distance between the centerline and the upper surface is the same as the distance between the centerline and the lower surface at all points along the length of the airfoil. A plurality of such airfoils can be included in a vertical axis wind turbine. These airfoils can be vertically disposed and can rotate about a vertical axis.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. A quasi-two-dimensional model which was developed to describe the local phenomena in a vertical, cylindrical crevice was described previously. The present work compares experimentally obtained flow and tube temperature distributions to those predicted by the model.     Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    A vertical axis windmill having a rotating structure is provided with a series of articulated vertical blades whose positions are controlled to maintain a constant RPM for the rotating structure, when wind speed is sufficient. A microprocessor controller is used to process information on wind speed, wind direction and RPM of the rotating structure to develop an electrical signal for establishing blade position. The preferred embodiment of the invention, when connected to a utility grid, is designed to generate 40 kilowatts of power when exposed to a 20 mile per hour wind. The control system for the windmill includes electrical blade actuators that modulate the blades of the rotating structure. Blade modulation controls the blade angle of attack, which in turn controls the RPM of the rotor. In the preferred embodiment, the microprocessor controller provides the operation logic and control functions. A wind speed sensor provides inputs to start or stop the windmill, and a wind direction sensor is used to keep the blade flip region at 90.degree. and 270.degree. to the wind. The control system is designed to maintain constant rotor RPM when wind speed is between 10 and 40 miles per hour.

    A vertical two chamber reaction furnace is disclosed. The furnace comprises a lower chamber having an independently operable first heating means for heating the lower chamber and a gas inlet means for admitting a gas to create an ambient atmosphere, and an upper chamber disposed above the lower chamber and having an independently operable second heating means for heating the upper chamber. Disposed between the lower chamber and the upper chamber is a vapor permeable diffusion partition. The upper chamber has a conveyor means for conveying a reactant there through. Of particular importance is the thallinating of long-length thallium-barium-calcium copper oxide (TBCCO) or barium-calcium-copper oxide (BCCO) precursor tapes or wires conveyed through the upper chamber to thereby effectuate the deposition of vaporized thallium (being so vaporized as the first reactant in the lower chamber at a temperature between about 700 and 800 C) on TBCCO or BCCO tape or wire (the second reactant) at its simultaneous annealing temperature in the upper chamber of about 800 to 950 C to thereby replace thallium oxide lost from TBCCO tape or wire because of the high annealing temperature or to deposit thallium on BCCO tape or wire. Continuously moving the tape or wire provides a single-step process that effectuates production of long-length TBCCO superconducting product. 2 figs.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    Under Indian Institutions and Fermilab collaboration, Raja Ramanna Centre for Advanced Technology and Fermi National Accelerator Laboratory are jointly developing 2K Vertical Test Stand (VTS) cryostats for testing SCRF cavities at 2K. The VTS cryostat has been designed for a large testing aperture of 86.36 cm for testing of 325 MHz Spoke resonators, 650 MHz and 1.3 GHz multi-cell SCRF cavities for Fermilab's Project-X. Units will be installed at Fermilab and RRCAT and used to test cavities for Project-X. A VTS cryostat comprises of liquid helium (LHe) vessel with internal magnetic shield, top insert plate equipped with cavity support stand and radiation shield, liquid nitrogen (LN{sub 2}) shield and vacuum vessel with external magnetic shield. The engineering design and analysis of VTS cryostat has been carried out using ASME B&PV Code and Finite Element Analysis. Design of internal and external magnetic shields was performed to limit the magnetic field inside LHe vessel at the cavity surface <1 {micro}T. Thermal analysis for LN{sub 2} shield has been performed to check the effectiveness of LN{sub 2} cooling and for compliance with ASME piping code allowable stresses.

    Recent modifications to the vertical control system for DIII-D has enabled operation of discharges with vertical elongation {kappa}, up to 2.5. When vertical stability is lost, a disruption follows and a large vertical force on the vacuum vessel is observed. The loss of plasma energy begins when the edge safety factor q is 2 but the current decay does not begin until q {approximately}1.3. Current flow on the open field lines in the plasma scrapeoff layer has been measured and the magnitude and distribution of these currents can explain the observed force on the vessel. Equilibrium calculations and simulation of this vertical displacement episode are presented. 7 refs., 4 figs.

Several complementary approaches have been proposed for security in the domain of BPM. Nevertheless, support for a systematic procedure for the development of secure electronic business processes is still missing.     We report the direct measurements on the bulk morphology of vertically aligned multiwalled carbon nanotube (CNT) arrays using small angle neutron scattering (SANS). SANS measurements at different heights of CNT arrays corresponding to different stages of the growth reveal increasing alignment order along the thickness and two distinctly different CNT morphologies. The observations suggest that the evolution of the macroscopic CNT morphologies be driven by competing collective growth and spatial constraints.

  1. Control system for a vertical-axis windmill

    A vertical-axis windmill having a rotating structure is provided with a series of articulated vertical blades whose positions are controlled to maintain a constant RPM for the rotating structure, when wind speed is sufficient. A microprocessor controller is used to process information on wind speed, wind direction and RPM of the rotating structure to develop an electrical signal for establishing blade position. The preferred embodiment of the invention, when connected to a utility grid, is designed to generate 40 kilowatts of power when exposed to a 20 mile per hour wind. The control system for the windmill includes electrical blade actuators that modulate the blades of the rotating structure. Blade modulation controls the blade angle of attack, which in turn controls the RPM of the rotor. In the preferred embodiment, the microprocessor controller provides the operation logic and control functions. A wind speed sensor provides inputs to start or stop the windmill, and a wind direction sensor is used to keep the blade flip region at 90 and 270/sup 0/ to the wind. The control system is designed to maintain constant rotor RPM when wind speed is between 10 and 40 miles per hour.

    A method for producing high vertical resolution seismic images from crosswell data is disclosed. In accordance with one aspect of the disclosure, a set of vertically spaced, generally horizontally extending continuous layers and associated nodes are defined within a region between two boreholes. The specific number of nodes is selected such that the value of a particular characteristic of the subterranean region at each of the nodes is one which can be determined from the seismic data. Once values are established at the nodes, values of the particular characteristic are assigned to positions between the node points of each layer based on the values at node within that layer and without regard to the values at node points within any other layer. A seismic map is produced using the node values and the assigned values therebetween. In accordance with another aspect of the disclosure, an approximate model of the region is established using direct arrival traveltime data. Thereafter, the approximate model is adjusted using reflected arrival data. In accordance with still another aspect of the disclosure, correction is provided for well deviation. An associated technique which provides improvements in ray tracing is also disclosed.

  3. Effective Higgs vertices in the generic MSSM

    In this article we consider chirally enhanced corrections to Higgs vertices in the most general MSSM. We include the contributions stemming from bilinear terms, from the trilinear A terms, and from their nonholomorphic analogues, the A{sup '} terms, which couple squarks to the ''wrong'' Higgs field. We perform a consistent renormalization of the Higgs vertices beyond the decoupling limit (M{sub SUSY{yields}{infinity}}), using a purely diagrammatic approach. The cancellation of the different contributions in and beyond the decoupling limit is discussed and the possible size of decoupling effects which occur if the supersymmetry particles are not much heavier than the electroweak scale are examined. In the decoupling limit we recover the results obtained in the effective-field-theory approach. For the nonholomorphic A{sup '} terms we find the well known tan{beta} enhancement in the down sector similar to the one for terms proportional to {mu}. Because of the a priori generic flavor structure of these trilinear terms large flavor-changing neutral Higgs couplings can be induced. We also discover new tan{beta} enhanced contributions involving the usual holomorphic A terms, which were not discussed before in the literature. These corrections occur only if also flavor-diagonal nonholomorphic corrections to the Higgs couplings are present. This reflects the fact that the A terms, and also the chirality-changing self-energies, are physical quantities and cannot be absorbed into renormalization constants.

    In Russia there has been little interest on the thermal processing of non-sintering coal. However it may be used to obtain many special types of coke and semicoke that are necessary for processes other than blast furnace smelting and employing small metallurgical coke fractions that do not meet the relevant quality requirements. China has recently made great progress in developing the thermal processing of coal (mainly energy coal) to obtain a highly effective product, semicoke, primarily used in metallurgy and adsorption process. The article considers the operation of a Chinese semicoking plant equipped with vertical SJ furnaces. The plant is in the Shenmu district of Shanxi province (Inner Mongolia). The enterprise includes two furnaces of total output of about 100,000 t/yr of semicoke.

    We propose a novel approach to generate chaotic business cycles in a deterministic setting. Rather than producing chaos endogenously, we consider aggregate economic models with limit cycles and equilibriums, subject them to chaotic exogenous shocks and obtain chaotic cyclical motions. Thus, we emphasize that chaotic cycles, which are inevitable in economics, are not only interior properties of economic models, but also can be considered as a result of interaction of several economical systems. This provides a comprehension of chaos (unpredictability, lack of forecasting) and control of chaos as a global economic phenomenon from the deterministic point of view. We suppose that the results of our paper are contribution to the mixed exogenous-endogenous theories of business cycles in classification by P.A. Samuelson [76]. Moreover, they demonstrate that the irregularity of the extended chaos can be structured, and this distinguishes them from the generalized synchronization. The advantage of the knowledge of the structure is that by applying instruments, which already have been developed for deterministic chaos one can control the chaos, emphasizing a parameter or a type of motion. For the globalization of cyclic chaos phenomenon we utilize new mechanisms such that entrainment by chaos, attraction of chaotic cycles by equilibriums and bifurcation of chaotic cycles developed in our earlier papers.

    Transport of subwavelength electromagnetic (EM) energy has been achieved through near-field coupling of highly confined surface EM modes supported by plasmonic nanoparticles, in a configuration usually staying on a two-dimensional (2D) substrate. Vertical transport of similar modes along the third dimension, on the other hand, can bring more flexibility in designs of functional photonic devices, but this phenomenon has not been observed in reality. In this paper, designer (or spoof) surface plasmon resonators (plasmonic meta-atoms) are stacked in the direction vertical to their individual planes in demonstrating vertical transport of subwavelength localized surface EM modes. Dispersion relation of this vertical transport is determined from coupled mode theory and is verified with near-field transmission spectrum and field mapping with a microwave near-field scanning stage.     The present invention provides a steerable vertical to horizontal energy transducer for mobile robots that less complex and requires less power than two degree of freedom tilt mechanisms. The present invention comprises an end effector that, when mounted with a hopping actuator, translates along axis (typically vertical) actuation into combined vertical and horizontal motion. The end effector, or foot, mounts with an end of the actuator that moves toward the support surface (typically a floor or the earth). The foot is shaped so that the first contact with the support surface is off the axis of the actuator. Off-axis contact with the support surface generates an on-axis force (typically resulting in vertical motion) and a moment orthogonal to the axis. The moment initiates a horizontal tumbling motion, and tilts the actuator so that its axis is oriented with a horizontal component and continued actuation generates both vertical and horizontal force.

    Improved ground-imaging capabilities have enormous potential to increase energy, environmental, and economic benefits by improving exploration accuracy and reducing energy consumption during the mining cycle. Seismic tomography has been used successfully to monitor and evaluate geologic conditions ahead of a mining face. A primary limitation to existing seismic tomography, however, is the placement of sensors. The goal of this project is to develop an array of 24 seismic sensors capable of being mounted in either a vertical or horizontal borehole. Development of this technology reduces energy usage in excavation, transportation, ventilation, and processing phases of the mining operation because less waste is mined and the mining cycle suffers fewer interruptions. This new technology benefits all types of mines, including metal/nonmetal, coal, and quarrying. The primary research tasks focused on sensor placement method, sensor housing and clamping design, and cabling and connector selection. An initial design is described in the report. Following assembly, a prototype was tested in the laboratory as well as at a surface stone quarry. Data analysis and tool performance were used for subsequent design modifications. A final design is described, of which several components are available for patent application. Industry partners have shown clear support for this research and demonstrated an interest in commercialization following project completion.

    This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

    In comparison with studies of rivulet flow over external surfaces, rivulet flow confined by two surfaces has received almost no attention. Fully-developed rivulet flow in vertical parallel-wall channels was characterized, both experimentally and analytically for flows intermediate between a lower flow limit of drop flow and an upper limit where the rivulets meander. Although this regime is the most simple rivulet flow regime, it does not appear to have been previously investigated in detail. Experiments were performed that measured rivulet widths for aperture spacing ranging from 0.152 mm to 0.914 mm. The results were compared with a simple steadystate analytical model for laminar flow. The model divides the rivulet cross-section into an inner region, which is dominated by viscous and gravitational forces and where essentially all flow is assumed to occur, and an outer region, dominated by capillary forces, where the geometry is determined by the contact angle between the fluid and the wall. Calculations using the model provided excellent agreement with data for inner rivulet widths and good agreement with measurements of outer rivulet widths.

    Three types of vertical flowing films were studied. These are the free falling film, the falling film in the presence of countercurrent gas flow, and the upward moving film due to concurrent flow of gas. An experimental program was performed based on a new electrochemical method for the dynamic measurement of the magnitude and the direction of the wall shear stress, and on a conductance wire probe for the simultaneous measurement of the film thickness. Pressure drop was measured over a short distance with a differential pressure transducer. The data obtained for the free falling film reveal a strong length effect on the wavy-film structure. The measured variation of the wall shear stress along a wave suggests that a mixing vortex exists in the wave front followed by the development of a hydrodynamic boundary layer in the wave back. Analysis of the data taken with counter current flow of gas shows that even at the flooding condition, the film flow is controlled by downward wave motion. Measured wall shear stress was found to be upward directed and decreasing in magnitude with increasing gas rate. Analyses of the upward film flow data in a variety of ways suggest that, at low gas rates, the motion of the interface is controlled by a process of switching between possible steady states of the system. This condition is usually designated as churn flow but bridging of the liquid across the pipe as associated with churning does not occur.

Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan.     Four rigid panels connected by hinges that meet at a point form a 4-vertex, the fundamental building block of origami metamaterials. Here we show how the geometry of 4-vertices, given by the sector angles of each plate, affects their folding behavior. For generic vertices, we distinguish three vertex types and two subtypes. We establish relationships based on the relative sizes of the sector angles to determine which folds can fully close and the possible mountain-valley assignments. Next, we consider what occurs when sector angles or sums thereof are set equal, which results in 16 special vertex types. One of these, flat-foldable vertices, has been studied extensively, but we show that a wide variety of qualitatively different folding motions exist for the other 15 special and 3 generic types. Our work establishes a straightforward set of rules for understanding the folding motion of both generic and special 4-vertices and serves as a roadmap for designing origami metamaterials.

    Today in every organization financial analysis provides the basis for understanding and evaluating the results of business operations and delivering how well a business is doing. This means that the organizations can control the operational activities primarily related to corporate finance. One way that doing this is by analysis of bankruptcy prediction. This paper develops an ontological model from financial information of an organization by analyzing the Semantics of the financial statement of a business. One of the best bankruptcy prediction models is Altman Z-score model. Altman Z-score method uses financial rations to predict bankruptcy. From the financial ontological model the relation between financial data is discovered by using data mining algorithm. By combining financial domain ontological model with association rule mining algorithm and Zscore model a new business intelligence model is developed to predict the bankruptcy.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The seasonal averages of the equatorial F region vertical and zonal plasma drifts are determined using extensive incoherent scatter radar observations from Jicamarca during 1968-1988. The late afternoon and nighttime vertical and zonal drifts are strongly dependent on the 10.7-cm solar flux. The authors show that the evening prereversal enhancement of vertical drifts increases linearly with solar flux during equinox but tends to saturate for large fluxes during southern hemisphere winter. They examine in detail, for the first time, the seasonal variation of the zonal plasma drifts and their dependence on solar flux and magnetic activity. The seasonal effects on the zonal drifts are most pronounced in the midnight-morning sector. The nighttime eastward drifts increase with solar flux for all seasons but decrease slightly with magnetic activity. The daytime westward drifts are essentially independent of season, solar cycle, and magnetic activity.

    Ion drift meter observations from the Atmospheric Explorer E satellite during the period of January 1977 to December 1979 are used to study the dependence of equatorial (dip latitudes {le}7.5{degrees}) F region vertical plasma drifts (east-west electric fields) on solar activity, season, and longitude. The satellite-observed ion drifts show large day-to-day and seasonal variations. Solar cycle effects are most pronounced near the dusk sector with a large increase of the prereversal velocity enhancement from solar minimum to maximum. The diurnal, seasonal, and solar cycle dependence of the longitudinally averaged drifts are consistent with results from the Jicamarca radar except near the June solstice when the AE-E nightime downward velocities are significantly smaller than those observed by the radar. Pronounced presunrise downward drift enhancements are often observed over a large longitudinal range but not in the Peruvian equatorial region. The satellite data indicate that longitudinal variations are largest near the June solstice, particularly near dawn and dusk but are virtually absent during equinox. The longitudinal dependence of the AE-E vertical drifts is consistent with results from ionosonde data. These measurements were also used to develop a description of equatorial F region vertical drifts in four longitudinal sectors. 17 refs., 7 figs.

    Gold catalyzed vapor-liquid-solid method is widely applied to III–V nanowire (NW) growth on Si substrate. However, the easy oxidation of Si, possible Si contamination in the NWs, high defect density in the NWs, and high sensitivity of the NW morphology to growth conditions largely limit its controllability. In this work, we developed a buffer layer technique by introducing a GaAs thin film with predefined polarity as a template. It is found that samples grown on these buffer layers all have high vertical NW yields in general, due to the single-orientation of the buffer layers. Low temperature buffer with smoother surface leads to highest yield of vertical NWs, while high temperature (HT) buffer with better crystallinity results in perfect NW quality. The defect-free property we observed here is very promising for optoelectronic device applications based on GaAs NW. Moreover, the buffer layers can eliminate Si contamination by preventing Si-Au alloy formation and by increasing the thickness of the Si diffusion barrier, thus providing more flexibility to vertical NW growth. The buffer layer technique we demonstrated here could be easily extended to other III-V on Si system for electronic and photonic applications.

    The deactivation and decommissioning of 1200 buildings within the U.S. Department of Energy-Office of Environmental Management complex will require the disposition of a large quantity of contaminated concrete and metal surfaces. It has been estimated that 23 million cubic meters of concrete and over 600,000 tons of metal will need disposition. The disposition of such large quantities of material presents difficulties in the area of decontamination and characterization. The final disposition of this large amount of material will take time and money as well as risk to the D&D work force. A single automated system that would decontaminate and characterize surfaces in one step would not only reduce the schedule and decrease cost during D&D operations but would also protect the D&D workers from unnecessary exposures to contaminated surfaces. This report summarizes the activities performed during FY00 and describes the planned activities for FY01. Accomplishments for FY00 include the following: Development and field-testing of characterization system; Completion of Title III design of deployment platform and decontamination unit; In-house testing of deployment platform and decontamination unit; Completion of system integration design; Identification of deployment site; and Completion of test plan document for deployment of IVOD at Rancho Seco nuclear power facility.

    In Oregon low-temperature geothermal injection well construction, siting and receiving formations requires approval by the Water Resources Department (OWRD). In addition, the Oregon Department of Environmental Quality (ODEQ) has regulations concerning injection. Conversations with the OWRD and ODEQ representatives indicated they were very concerned about the potential for contamination of the geothermal (and cooler but hydraulically connected) aquifers by oils and grease. Their primary concern was over the practice of putting paraffin, motor oils and other hydrocarbons in downhole heat exchanger (DHE) wells to prevent corrosion. They also expressed considerable concern about the use of oil in production well pumps since the fluids pumped would be injected. Oregon (and Idaho) prohibit the use of oil-lubricated pumps for public water supplies except in certain situations where non-toxic food-grade lubricants are used. Since enclosed-lineshaft oil-lubricated pumps are the mainstay of direct-use pumping equipment, the potential for restricting their use became a concern to the Geo-Heat Center staff. An investigation into alternative pump lubrication schemes and development of rebuttals to potential restrictions was proposed and approved as a contract task. (SM)

    Fermilab is building a Vertical Cavity Test Facility (VCTF) to provide for R&D and pre-production testing of bare 9-cell, 1.3-GHz superconducting RF (SRF) cavities for the International Linear Collider (ILC) program. This facility is located in the existing Industrial Building 1 (IB1) where the Magnet Test Facility (MTF) also resides. Helium and nitrogen cryogenics are shared between the VCTF and MTF including the existing 1500-W at 4.5-K helium refrigerator with vacuum pumping for super-fluid operation (125-W capacity at 2-K). The VCTF is being constructed in multiple phases. The first phase is scheduled for completion in mid 2007, and includes modifications to the IB1 cryogenic infrastructure to allow helium cooling to be directed to either the VCTF or MTF as scheduling demands require. At this stage, the VCTF consists of one Vertical Test Stand (VTS) cryostat for the testing of one cavity in a 2-K helium bath. Planning is underway to provide a total of three Vertical Test Stands at VCTF, each capable of accommodating two cavities. Cryogenic infrastructure improvements necessary to support these additional VCTF test stands include a dedicated ambient temperature vacuum pump, a new helium purification skid, and the addition of helium gas storage. This paper describes the system design and initial cryogenic operation results for the first VCTF phase, and outlines future cryogenic infrastructure upgrade plans for expanding to three Vertical Test Stands.

    It is difficult to understand how cold circumstellar disks accrete onto their central stars. A hydrodynamic mechanism, the vertical shear instability (VSI), offers a means to drive angular momentum transport in cold accretion disks such as protoplanetary disks (PPDs). The VSI is driven by a weak vertical gradient in the disk's orbital motion. In order to grow, the VSI must overcome vertical buoyancy, a strongly stabilizing influence in cold disks, where heating is dominated by external irradiation. Rapid cooling, via radiative losses, reduces the effective buoyancy and allows the VSI to operate. In this paper, we quantify the cooling timescale, $t_c$, needed for growth of the VSI. We perform a linear analysis of the VSI with cooling in vertically global and radially local disk models. For irradiated disks, we find that the VSI is most vigorous for rapid cooling with $t_c < \\Omega_\\mathrm{K}^{-1} h |q| / (\\gamma -1)$ in terms of the Keplerian orbital frequency, $\\Omega_\\mathrm{K}$, the disk's aspect ratio, ...

    A vertical test facility has been constructed to test SRF cavities and can be utilized for other applications. The liquid helium volume for the large vertical dewar is approximate 2.1m tall by 1m diameter with a clearance inner diameter of 0.95m after the inner cold magnetic shield installed. For radiation enclosure, the test dewar is located inside a concrete block structure. The structure is above ground, accessible from the top, and equipped with a retractable concrete roof. A second radiation concrete facility, with ground level access via a labyrinth, is also available for testing smaller cavities in 2 smaller dewars. The cryogenic transfer lines installation between the large vertical test dewar and the cryo plant's sub components is currently near completion. Controls and instrumentations wiring are also nearing completion. The Vertical Test Facility will allow onsite testing of SRF cavities with a maximum overall envelope of 0.9 m diameter and 2.1 m height in the large dewar and smaller SRF cavities and assemblies with a maximum overall envelope of 0.66 m diameter and 1.6 m height.

    Tidal power as a large-scale renewable source of energy has been receiving significant attention recently because of its advantages over the wind and other renewal energy sources. The technology used to harvest energy from tidal current is called a tidal current turbine. Though some of the principles of wind turbine design are applicable to tidal current turbines, the design of latter ones need additional considerations like cavitation damage, corrosion etc. for the long-term reliability of such turbines. Depending up on the orientation of axis, tidal current turbines can be classified as vertical axis turbines or horizontal axis turbines. Existing studies on the vertical axis tidal current turbine focus more on the hydrodynamic aspects of the turbine rather than the structural aspects. This paper summarizes our recent efforts to study the integrated hydrodynamic and structural aspects of the vertical axis tidal current turbines. After reviewing existing methods in modeling tidal current turbines, we developed a hybrid approach that combines discrete vortex method -finite element method that can simulate the integrated hydrodynamic and structural response of a vertical axis turbine. This hybrid method was initially employed to analyze a typical three-blade vertical axis turbine. The power coefficient was used to evaluate the hydrodynamic performance, and critical deflection was considered to evaluate the structural reliability. A sensitivity analysis was also conducted with various turbine height-to-radius ratios. The results indicate that both the power output and failure probability increase with the turbine height, suggesting a necessity for optimal design. An attempt to optimize a 3-blade vertical axis turbine design with hybrid method yielded a ratio of turbine height to radius (H/R) about 3.0 for reliable maximum power output.
