    Beginning in April of 2004, nine sites owned by Verizon began to participate in the Long Island Real Time Purchasing Pilot Project (LIRTP) as retail choice customers. LIRTP was designed to minimize electricity costs for retail customers who own on-site distributed generation (DG) units in the near-term, and to stabilize overall electricity costs in the long-term. The nine Verizon buildings have two types of DG units: gas turbines with an estimated generation cost of $156/MWh, and diesel units with an estimated cost of $120/MWh. Due to total site emission limits, the operable hours of the DG units are limited. To estimate the economic value of running on-site DG units, an analysis of the New York Independent System Operator (NYISO) Locational Based Marginal Price (LBMP) data for Long Island was conducted, mainly covering the summer months from 2000 to 2004. Distributions of LBMP, relationship between LBMP and load, and estimates of profitable operating hours for the units were all analyzed. Since Long Island is a diverse and highly congested area, LBMP varies greatly. Looking at the data statistically offers a zone-wide viewpoint, while using spatial analysis shows the LBMP intrazonal differentiation. LBMP is currently used by NYISO for pricing in the 11 NY control zones. Because geographic information systems (GIS) visualize the distribution of a phenomenon over space, it clarifies where load and generation nodes are located, and where load reduction would be most valuable. This study is based on the assumption that the control zone areas do not fully represent the diversity of pricing, and that intrazonal pricing can be analyzed to determine where and when electricity conservation or injection into the network is most valuable.

    As part of preliminary research efforts, we have completed several experiments which demonstrate 'proof of concept.' These experiments addressed the following three questions: (1) Can a synthetic mixed sugar solution of glucose and xylose be efficiently consumed using the multi-organism approach? (2) Can this approach be used to accumulate a model product? (3) Can this approach be applied to the removal of an inhibitor, acetate, selectively from mixtures of xylose and glucose? To answer the question of whether this multi-organism approach can effectively consume synthetic mixed sugar solutions, we first tested substrate-selective uptake using two strains, one unable to consume glucose and one unable to consume xylose. The xylose-selective strain ALS998 has mutations in the three genes involved in glucose uptake, rendering it unable to consume glucose: ptsG codes for the Enzyme IICB{sup Glc} of the phosphotransferase system (PTS) for carbohydrate transport (Postma et al., 1993), manZ codes for the IID{sup Man} domain of the mannose PTS permease (Huber, 1996), glk codes for glucokinase (Curtis and Epstein 1975) We also constructed strain ALS1008 which has a knockout in the xylA gene encoding for xylose isomerase, rendering ALS1008 unable to consume xylose. Two batch experiments and one continuous bioprocess were completed. In the first experiment, each strain was grown separately in a defined medium of 8 g/L xylose and 15 g/L glucose which represented xylose and glucose concentrations that can be generated by actual biomass. In the second experiment, the two strains were grown together in batch in the same defined, mixed-sugar medium. In a third experiment, we grew the strains continuously in a 'chemostat', except that we shifted the concentrations of glucose and xylose periodically to observe how the system would respond. (For example, we shifted the glucose concentration suddenly from 15 g/L to 30 g/L in the feed).

    Genomic Signature Tags (GSTs) are the products of a method we have developed for identifying and quantitatively analyzing genomic DNAs. The DNA is initially fragmented with a type II restriction enzyme. An oligonucleotide adaptor containing a recognition site for MmeI, a type IIS restriction enzyme, is then used to release 21-bp tags from fixed positions in the DNA relative to the sites recognized by the fragmenting enzyme. These tags are PCR-amplified, purified, concatenated and then cloned and sequenced. The tag sequences and abundances are used to create a high resolution GST sequence profile of the genomic DNA.     The Ronald Laboratory staff at the University of California-Davis has a primary research focus on the genes of the rice plant. They study the role that genetics plays in the way rice plants respond to their environment. They created the Rice GT Database in order to integrate functional genomic information for putative rice Glycosyltransferases (GTs). This database contains information on nearly 800 putative rice GTs (gene models) identified by sequence similarity searches based on the Carbohydrate Active enZymes (CAZy) database. The Rice GT Database provides a platform to display user-selected functional genomic data on a phylogenetic tree. This includes sequence information, mutant line information, expression data, etc. An interactive chromosomal map shows the position of all rice GTs, and links to rice annotation databases are included. The format is intended to "facilitate the comparison of closely related GTs within different families, as well as perform global comparisons between sets of related families."   13. Extracting and Applying SV-SV Shear Modes from Vertical Vibrator Data Across Geothermal Prospects Final Report

    This 3-year project was terminated at the end of Year 1 because the DOE Geothermal project-evaluation committee decided one Milestone was not met and also concluded that our technology would not be successful. The Review Panel recommended a ?no-go? decision be implemented by DOE. The Principal Investigator and his research team disagreed with the conclusions reached by the DOE evaluation committee and wrote a scientifically based rebuttal to the erroneous claims made by the evaluators. We were not told if our arguments were presented to the people who evaluated our work and made the ?no-go? decision. Whatever the case regarding the information we supplied in rebuttal, we received an official letter from Laura Merrick, Contracting Officer at the Golden Field Office, dated June 11, 2013 in which we were informed that project funding would cease and instructed us to prepare a final report before September 5, 2013. In spite of the rebuttal arguments we presented to DOE, this official letter repeated the conclusions of the Review Panel that we had already proven to be incorrect. This is the final report that we are expected to deliver. The theme of this report will be another rebuttal of the technical deficiencies claimed by the DOE Geothermal Review Panel about the value and accomplishments of the work we did in Phase 1 of the project. The material in this report will present images made from direct-S modes produced by vertical-force sources using the software and research findings we developed in Phase 1 that the DOE Review Panel said would not be successful. We made these images in great haste when we were informed that DOE Geothermal rejected our rebuttal arguments and still regarded our technical work to be substandard. We thought it was more important to respond quickly rather than to take additional time to create better quality images than what we present in this Final Report.

  14. Kootenai River Focus Watershed Coordination, 2002-2003 Annual Report.

    The Kootenai River Network Inc. (KRN) was incorporated in Montana in early 1995 with a mission ''to involve stakeholders in the protection and restoration of the chemical, physical and biological integrity of the Kootenai River Basin waters''. The KRN operates with funding from donations, membership dues, private, state and federal grants, and with funding through the Bonneville Power Administration (BPA) for a Focus Watershed Coordinator Program. The Focus Watershed Program is administered to KRN as of October 2001, through a Memorandum of Understanding. Katie Randall resigned her position as Watershed Coordinator in late January 2003 and Munson Consulting was contracted to fill that position through the BPA contract period ending May 30, 2003. To improve communications with in the Kootenai River watershed, the board and staff engaged watershed stakeholders in a full day KRN watershed conference on May 15 and 16 in Bonners Ferry, Idaho. This Annual General Meeting was a tremendous success with over 75 participants representing over 40 citizen groups, tribes and state/provincial/federal agencies from throughout northern Montana and Idaho as well as British Columbia and Alberta. Membership in the KRN increased during the course of the BPA 02/03 grant period. The board of directors grew in numbers during this same time frame and an Advisory Council was formed to assist in transboundary efforts while developing two reorganized KRN committees (Habitat/Restoration/Monitoring (HRM) and Communication/Education/Outreach (CEO)). These committees will serve pivotal roles in communications, outreach, and education about watershed issues, as well as habitat restoration work being accomplished throughout the entire watershed. During this BPA grant period, the KRN has capitalized on the transboundary interest in the Kootenai River watershed. Jim and Laura Duncan of Kimberley, British Columbia, have been instrumental volunteers who have acted as Canadian liaisons to the KRN. As a result, restoration work is in the planning stages for Canadian tributaries that flow into the Moyie River in northern Idaho and the Yaak River in northwest Montana.

  15. Final Progress Report: Developing Ethical Practices for Genetics Testing in the Workplace

    Our multidisciplinary research team for this project involved collaboration between the Department of Psychiatry and Behavioral Medicine at the Medical College of Wisconsin (MCW) and the Department of Family and Community Medicine at the University of New Mexico Health Sciences Center (UNM HSC). Our research team in Wisconsin was led by Laura Roberts, M.D., Principal Investigator, and included Scott Helberg, MLS (Project Coordinator), Kate Green Hammond, Ph.D. (Consultant), Krisy Edenharder (Research Coordinator), and Mark Talatzko (Research Assistant). Our New Mexico-based team was led by Teddy Warner, Ph.D., Co-Principal Investigator and UNM Site Principal Investigator, and included Suzanne Roybal (Project Assistant), Darlyn Mabon (Project Assistant), Kate Green Hammond, PhD (Senior Research Scientist on the UNM team from 2004 until January, 2007), and Paulette Christopher (Research Assistant). In addition, computer technical and web support for the web-based survey conducted on a secure server at the University of New Mexico was provided by Kevin Wiley and Kim Hagen of the Systems and Programming Team of the Health Sciences Center Library and Information Center. We stated 3 aims in the grant proposal: (1) To collect web survey reports of the ethical perspectives, concerns, preferences and decision-making related to genetic testing using surveys from employees at: (a) Los Alamos National Laboratory (LANL); (b) Sandia National Laboratories (SNL); and (c) the University of New Mexico Health Sciences Center (UNMHSC); (2) To perform an extensive literature search and the extant survey data to develop evidence-based policy recommendations for ethically sound genetic testing associated with research and occupational health activities in the workplace; and, (3) To host a conference at the Medical College of Wisconsin to provide employers, workers, health professionals, researchers, the public, and the media an opportunity to consider ethical issues involved in genetic testing in the context of the workplace.

  16. Intrinsic Uncertainties in Modeling Complex Systems.

    Models are built to understand and predict the behaviors of both natural and artificial systems. Because it is always necessary to abstract away aspects of any non-trivial system being modeled, we know models can potentially leave out important, even critical elements. This reality of the modeling enterprise forces us to consider the prospective impacts of those effects completely left out of a model - either intentionally or unconsidered. Insensitivity to new structure is an indication of diminishing returns. In this work, we represent a hypothetical unknown effect on a validated model as a finite perturba- tion whose amplitude is constrained within a control region. We find robustly that without further constraints, no meaningful bounds can be placed on the amplitude of a perturbation outside of the control region. Thus, forecasting into unsampled regions is a very risky proposition. We also present inherent difficulties with proper time discretization of models and representing in- herently discrete quantities. We point out potentially worrisome uncertainties, arising from math- ematical formulation alone, which modelers can inadvertently introduce into models of complex systems.   17. Final Report for Phase I Northern California CO2 Reduction Project

    On June 8, 2009, the U. S. Department of Energy's National Energy Technology Laboratory released a Funding Opportunity Announcement (DE-FOA 0000015) with the title, Recovery Act: Carbon Capture and Sequestration from Industrial Sources and Innovative Concepts for Beneficial CO{sub 2} Use. C6 Resources (C6), an affiliate of Shell Oil Company, responded with a proposal for Technology Area 1: Large-scale industrial carbon capture and sequestration (CCS) projects from industrial sources. As DOE Federally Funded Research and Development Center (FFRDC) Contractors, Lawrence Livermore National Laboratory (LBNL) and Lawrence Berkeley National Laboratory (LLNL) proposed to collaborate with C6 and perform technical tasks, which C6 included in the C6 proposal, titled the Northern California CO{sub 2} Reduction Project. The proposal was accepted for Phase I funding and C6 received DOE Award DEFE0002042. LLNL and LBNL each received Phase I funding of $200,000, directly from DOE. The essential task of Phase I was to prepare a proposal for Phase II, which would be a five-year, detailed technical proposal, budget, and schedule for a complete carbon capture, transportation, and geologic storage project, with the objective of starting the injection of 1 million tons per year of industrial CO2 by the end of FY2015. LLNL and LBNL developed technical proposals (and DOE Field Work Proposals [FWPs]) for many aspects of the geologic testing and CO{sub 2} monitoring that were included in the C6 Phase II proposal, which C6 submitted by the deadline of April 16, 2010. This document is the Final Report for LLNL's Phase I efforts and is presented in two parts. Part 1 is the complete text of the technical proposal provided to C6 by LLNL and LBNL for inclusion in the C6 Phase II proposal. Because of space limitations, however, C6 may not have included all of this information in their proposal. In addition to developing the proposal presented below, LLNL's Bill Foxall and Laura Chiarmonte, in collaboration with LBNL, undertook preliminary technical work evaluating the potential for induced seismicity in Solano County. Part 2 presents technical work preformed during Phase I in the development of a preliminary Certification Framework: Leakage Risk Assessment for CO{sub 2} Injection at the Montezuma Hills Site, Solano County, California, co-authored by LLNL and LBNL collaborators.
