    Three panels made up of members of Congress and representatives of research and high technology industries testified at a hearing held to consider H.R. 1952 and H.R. 3393, both bills dealing with joint venture policies that diminish US competitiveness. The bills are designed to eliminate disincentives stemming from antitrust concerns about joint research and development (R and D) activities and to encourage private investment in R and D. The witnesses were asked to evaluate and compare the potential of these bills to overcome institutional barriers and to stimulate capital formation. Three appendices with statements from the National Association of Manufacturers, the Semiconductor Industry Association, and the Institute of Electrical and Electronics Engineers submitted for the record follow the testimony of the eight witnesses.     Initiated in 1991; the Dish/Stirling Joint Venture Program (DSJVP) is a 5-year, $17.2 million joint venture which is funded by Cummins Power Generation, Inc. (CPG) of Columbus, Indiana and the United States Department of Energy`s (DOE) Solar Thermal and Biomass Power Division. Sandia National Laboratories administers and provides technical management for this contract on the DOE`s behalf. In January, 1995; CPG advanced to Phase 3 of this three-phase contract. The objective of the DSJVP is to develop and commercialize a 7-kW. Dish/Stirling System for remote power markets by 1997. In this paper, the technical status of the major subsystems which comprise the CPG 7-kW{sub e} Dish/Stirling System is presented. These subsystems include the solar concentrator, heat pipe receiver, engine/alternator, power conditioning, and automatic controls.

    Some parts of Bolivia are at a semi-mature level of exploration. Other large regions are underdrilled; some have not been drilled at all, for example the Altiplano (early discouragement) and Northern Bolivia (remoteness, unresolved stratigraphy and, in the Northern Subandes, structural complexity). Now that more geological data are becoming available and new contracts, favorable to overseas investors, have been formulated, an exploration renewal is underway, backed by the major and many leading independent companies. Half the former and current producing fields are located in the Southern Subandes-an area where until very recently no seismic exploration had been carried out. Modern seismic techniques allied to fold-thrust models applied successfully elsewhere by overseas companies are expected to yield a stream of new fields and deep pool discoveries in this region. Conditions are also favorable for production enhancement using horizontal drilling. In the adjacent Foothills, Boomerang and Chaco fields, the relationships between trap development and migration are being understood. Improved knowledge of potential reservoir distribution (particularly Silurian reefs and Cretaceous non-marine sands) will improve drilling success in these areas. Of the higher risk areas, the Altiplano is relatively accessible and straddles potential export routes but has escaped serious exploration until now, despite the presence of seeps and large structures. Northern Bolivia is one of the least explored segments of the Subandean chain but numerous seeps and recent discoveries demonstrate hydrocarbon availability.

    This report documents trends in U.S. venture capital investments over the period 1980-2008. Particular attention is given to U.S. venture capital investments for “internet-specific”, biotechnology, and energy / industrial sectors over the period 1980-2007. During the early 1980s, U.S. venture capital investments in the energy / industrial area accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy / industrial investments as by 2000 these investments accounted for only 1% of the $119 billion dollars invested that year by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy / industrial investment opportunities. Venture capital investments in 2007 for the energy / industrial sector accounted for $3 billion or slightly more than 10% of all venture capital invested that year.

    The purpose of this paper is to analyze if and how the standard methodology of antitrust analysis should be modified to reflect the importance of R and D and innovation as competitive forces and engines of economic progress. Focus is on such R and D - intensive business combinations as research joint ventures (RJVs) and horizontal mergers in high-technology industries. The authors do not propose a complete set of guidelines for the assessment of such combinations. They present an economic model of RJVs and high-technology mergers that might serve as an analytical underpinning for such guidelines. One conclusion of the analysis is that RJVs ought to be accorded special treatment under the antitrust laws. This special treatment should entail an explicit recognition that RJVs will be scrutinized under the rule of reason, according to guidelines specific to this purpose.

    To implement the Krakow Clean Fossil Fuels and Energy Efficiency Program, eight U.S. firms were selected by the U.S. Department of Energy to market their technologies to reduce pollution from low emission sources in Krakow. The eight U.S. firms were selected by a competitive solicitation that required the proposing firms to themselves provide funding to match or exceed the funding provided by the Program. These U.S. firms and their Polish partner companies have begun sales and cooperative work efforts in Krakow, and some have already made initial equipment installations with measurable performance improvements. Following their efforts as part of the Program, these U.S.-Polish joint ventures will market their technologies and achieve the associated environmental benefits elsewhere in Poland and Eastern and Central Europe. As part of the Krakow Program a spreadsheet model was developed to compare technological options for supplying heat to the city by calculation and comparing the heating costs and associated emissions reduction for each option. Comparison of options is made on the basis of the user cost-per-metric ton of equivalent emissions reduction. For all options considered in the Krakow Program, this cost parameter has ranged from -$1469 (best) to $2650 (worst). The costs for technologies associated with the eight projects in the Krakow Program are at the lower end of this range placing these technologies among the most cost effective solutions to the pollution problems from the low emission sources.

    Models of intercalated Li and its diffusion in Si-Graphene interfaces are investigated using density functional theory. Results suggest that the presence of interfaces alters the energetics of Li binding and diffusion significantly compared to bare Si or Graphene surfaces. Our results show that cavities along reconstructed Si surface provide diffusion paths for Li. Diffusion barriers calculated along these cavities are significantly lower than penetration barriers to bulk Si. Interaction with Si surface results in graphene defects, creating Li diffusion paths that are confined along the cavities but have still lower barrier than in bulk Si.

Units of Conoco, Chevron, Total, Arco, and Mobil have either signed agreements or are pursuing negotiations with affiliates of state-owned Petroleos de Venezuela SA on the development of huge reserves of 8--10{degree} gravity crude. Large heavy oil resources are present in the oil producing areas of eastern and western Venezuela, and the largest are in eastern Venezuela`s Orinoco heavy oil belt.     SOFCo, a Babcock & Wilcox/Ceramatec Research & Development Limited Partnership, is a collaborative research and development venture to develop technologies related to planar, solid-oxide fuel cells (SOFCs). SOFCo has successfully demonstrated a kW-class, solid-oxide fuel cell module operating on pipeline natural gas. The SOFC system design integrates the air preheater and the fuel processor with the fuel cell stacks into a compact test unit; this is the platform for multi-kW modules. The cells, made of tape-cast zirconia electrolyte and conventional electrode materials, exhibit excel lent stability in single-cell tests approaching 40,000 hours of operation. Stack tests using 10-cm and 15-cm cells with ceramic interconnects also show good performance and stability in tests for many thousands of hours.

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties. By adopting this sort of disciplined systems engineering approach, it is expected that development and demonstration costs can be minimized and that it will be possible to deploy an ATW system that is an environmentally sound and economically viable venture.

    Petroleum developments in 1981 continued in the pattern of recent years of increasing exploration and exploitation in response to the second catastrophic surge in crude oil prices thrust on the world economy in 1979. Production of crude oil increased in Argentina, Brazil, Chile, Colombia, Guatemala, and Mexico, whereas Venezuela, Trinidad, Peru, and Bolivia experienced declines. Exploratory surveys, exploratory drilling, and development drilling all increased in most of the countries reporting. Significant successful exploratory drilling is reported for several countries. In Argentina, the producing zone of the Austral basin has been extended farther offshore, and is reportedly productive in what is apparently the upper Malvinas basin. In Brazil, extensions to several producing areas are reported in the Campos basin. Also, the Jurua gas province of western Amazonas reportedly had an encouraging extension. Colombia had several discoveries in the Magdalena basins, but the 2 Llanos discoveries are considered much more significant. For a variety of reasons, several countries have undertaken or are undertaking changes in laws and regulations to attract foreign companies into exploration risk ventures. In some countries, exploitation ventures are also offered.

    Exemptions and immunities relate to those instances in which conduct that would otherwise have an anticompetitive effect are insulated from application of the antitrust laws. These exemptions or the insulation occurs through two processes, one by statutory exemption and the second by judicial construction, implied immunity. There are five express exemptions: the Webb-Pomerene Trade Export Act, the provisions for cooperation with the International Energy Program under the International Energy Act, the Defense Production Act of 1950, the small-business joint-venture exemption and finally the Clayton Act section 7 exemption for mergers or acquisitions that are approved by DOE or ICC. This is one of the 1950 amendments to the Clayton Act. A discussion of these and implied exemptions reviews several court cases to see if there is a common thread to indicate future developments.

    ECR International and its joint venture company, Climate Energy, are at the forefront of the effort to deliver residential-scale combined heat and power (Micro-CHP) products to the USA market. Part of this substantial program is focused on the development of a new class of steam expanders that offers the potential for significantly lower costs for small-scale power generation technology. The heart of this technology is the scroll expander, a machine that has revolutionized the HVAC refrigerant compressor industry in the last 15 years. The liquid injected cogeneration (LIC) technology is at the core of the efforts described in this report, and remains an excellent option for low cost Micro-CHP systems. ECR has demonstrated in several prototype appliances that the concept for LIC can be made into a practical product. The continuing challenge is to identify economical scroll machine designs that will meet the performance and endurance requirements needed for a long life appliance application. This report describes the numerous advances made in this endeavor by ECR International. Several important advances are described in this report. Section 4 describes a marketing and economics study that integrates the technical performance of the LIC system with real-world climatic data and economic analysis to assess the practical impact that different factors have on the economic application of Micro-CHP in residential applications. Advances in the development of a working scroll steam expander are discussed in Section 5. A rigorous analytical assessment of the performance of scroll expanders, including the difficult to characterize impact of pocket to pocket flank leakage, is presented in Section 5.1. This is followed with an FEA study of the thermal and pressure induced deflections that would result from the normal operation of an advanced scroll expander. Section 6 describes the different scroll expanders and test fixtures developed during this effort. Another key technical

    An interdisciplinary curriculum in radiochemistry is under development at the University of Iowa. The program represents a collaboration between the Departments of Radiology and Chemistry with strong support from the College of Medicine and the College of Liberal Arts and Sciences. The University has undertaken this venture in response to a national and international need for professionals with skills and knowledge of nuclear chemistry and radiochemistry. Students enrolling in this program will benefit from a diverse spectrum of extramurally-funded projects for which radiochemistry is a cornerstone of research and development. Recently, a symposium was conducted at the University of Iowa to determine the undergraduate educational foundation that will produce desirable personnel for the diverse sectors related to radiochemistry. Professionals and researchers from around the United States were invited to contribute their perspectives on aspects of radiochemistry that would be important to include in the undergraduate program. Here, we present a brief communication of the draft curriculum, which is based on our understanding of the current need for radio-chemists and nuclear chemists across disciplines and is informed by our communications with participants in the radiochemistry symposium. Recurring themes, which were stressed by participants, included the need for the development of specialized hands-on open-source laboratory training, internship opportunities, and the inclusion of inexpensive-simple radiochemistry laboratory modules that could be included in early analytical laboratory instruction to attract students to the study of radiochemistry and nuclear chemistry.     Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    The United States Department of Energy (DOE) Solar Thermal Program, through Sandia National Laboratories (SNL), is cooperating with industry to commercialize dish-Stirling technology. Sandia and the DOE have actively encouraged the use of liquid metal reflux receivers in these systems to improve efficiency and lower the levelized cost of electricity. The reflux receiver uses two-phase heat transfer as a {open_quotes}thermal transformer{close_quotes} to transfer heat from a parabolic tracking-concentrator to the heater heads of the Stirling engine. The two-phase system leads to a higher available input temperature, lower thermal stresses, longer life, and independent design of the absorber and engine sections. Two embodiments of reflux receivers have been investigated: Pool boilers and heat pipes. Several pool-boiler reflux receivers have been successfully demonstrated on sun at up to 64 kWt throughput at SNL. In addition, a bench-scale device was operated for 7500 hours to investigate materials compatibility and boiling stability. Significant progress has also been made on heat pipe receiver technology. Sintered metal wick heat pipes have been investigated extensively for application to 7.5 kWe and 25 kWe systems. One test article has a massed over 1800 hours of on-sun operation. Another was limit tested at Sandia to 65 kWt throughput. These devices incorporate a nickel-powder thick wick structure with condensate return directly to the wick surface. Circumferential tubular arteries are optionally employed to improve the operating margin. In addition, DOE has begun a development program for advanced wick structures capable of supporting the Utility Scale Joint Venture Program, requiring up to 100 kWt throughput. Promising technologies include a brazed stainless steel powdered metal wick and a stainless steel metal felt wick. Bench-scale testing has been encouraging, and on-sun testing is expected this fall.     Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    The objective of this program has been the development of experimental techniques and data processing procedures to allow for the characterization of multi-phase fuel nozzles using laboratory tests. Test results were to be used to produce a single value coefficient-of-performance that would predict the performance of the fuel nozzles independent of system application. Several different types of fuel nozzles capable of handling multi-phase fuels have been characterized for: (a) fuel flow rate versus delivery pressure, (b) fuel-air ratio throughout the fuel spray or plume and the effective cone angle of the injector, and (c) fuel drop- or particle-size distribution as a function of fluid properties. Fuel nozzles which have been characterized on both single-phase liquids and multi-phase liquid-solid slurries include a variable-film-thickness nozzle, a commercial coal-water slurry (CWS) nozzle, and four diesel injectors of different geometries (tested on single-phase fluids only). Multi-phase mixtures includes CWS with various coal loadings, surfactant concentrations, and stabilizer concentrations, as well as glass-bead water slurries with stabilizing additives. Single-phase fluids included glycerol-water mixtures to vary the viscosity over a range of 1 to 1500 cP, and alcohol-water mixtures to vary the surface tension from about 22 to 73 dyne/cm. In addition, tests were performed to characterize straight-tube gas-solid nozzles using two differences size distributions of glass beads in air. Standardized procedures have been developed for processing measurements of spray drop-size characteristics and the overall cross-section average drop or particle size. 43 refs., 60 figs., 7 tabs.

    During the period beginning November 1991 and ending September 1992, a series of tests were conducted at Foster Wheeler Development Corporation in a fluidized-bed coal carbonizer to determine its performance characteristics. The carbonizer was operated for 533 hours in a jetting fluidized-bed configuration during which 36 set points (steady-state periods) were achieved. Extensive data were collected on the feed and product stream compositions, heating values, temperatures, and flow rates. With these data, elemental and energy balances were computed to evaluate and confirm accuracy of the data. The carbonizer data were not as self-consistent as could be desired (balance closure imperfection). A software package developed by Science Ventures, Inc., of California, called BALAID, was used to reconcile the carbonizer data; the details of the reconciliation have been given in Volume 1 of this report. The reconciled data for the carbonizer were rigorously analyzed, correlations were developed, and the model was updated accordingly. The model was then used in simulating each of the 36 steady-state periods achieved in the pilot plant. The details are given in this Volume of the report.
